Résumé :
The Florida Department of Transportation Turnpike Enterprise’s recent toll mode-choice model development activities are described. Because the simple toll travel forecasting analysis methods used were not adequate for reliably addressing contemporary toll study issues, there was a need for toll modeling innovations that address trip makers’ toll route decisions as a mode-choice step sensitive to changes in service levels by time of day, trip purpose, and socioeconomic attributes. Innovations developed for Florida’s turnpike began with data-collection efforts and toll model development for the Central Florida (Orlando) region. This represents the next generation of modeling system. Similar efforts are under way for the Miami–Fort Lauderdale area. The Orlando region toll mode-choice model, which is in its final validation phase, includes a statistically estimated nested mode-choice modeling system with a discrete choice for toll travel. The models were developed for a combination of four periods and four trip purposes, including visitor trips. Other key features are ( a) a pre-mode-choice time-of-day process; ( b) a generalized cost-assignment procedure that uses travel time and costs by time of day (rather than travel time alone); ( c) production of zone-to-zone travel time and costs consistent with travel paths; and ( d) a feedback loop process that uses an iterative successive averaging procedure to estimate travel times.

Résumé :
The article presents the systematization of approaches to assess the enterprises' level of competitiveness. The advantages and disadvantages of the most famous models for assessing the competitiveness of business entities are considered. The identified shortcomings made it possible to form a hypothesis for studying the enterprises' competitiveness, taking into account the industry factor, financial criteria and quality indicators of the enterprise. For the formation of an objective adaptation model for assessing the competitiveness of an enterprise, taking into account its industry specificity, the author's approach to assessing the competitiveness of an enterprise, taking into account industry specifics, based on the relative and qualitative indicators of the enterprise's activities, selected by the expert assessment method, is considered. For trade enterprises, groups of the most significant indicators have been formed that characterize the competitiveness in the areas of observation of the sales of a trade enterprise, its costs, financial position and financial results, for the market share of the trade enterprise, the level of prices for goods, for the level of service of the trade enterprise. The indicators characterizing the level of competitiveness of a trading enterprise are divided into relative critical indicators and a group of qualitative critical indicators, which are included in the calculation of the complex coefficient of enterprise competitiveness model based on the theory of effective competition according to the weighted average arithmetic formula. The article presents the results of approbation of the proposed methodology on the example of the “PAO Magnit” trading enterprise and its trade competitors operating in Voronezh. The obtained results of the author's methodology for assessing the competitiveness of a trading enterprise have practical significance; the proposed model can be adapted according to the criteria for selecting indicators and their quantitative indicator, which contributes to the use of this toolkit in future studies of the competitiveness of trading enterprises.

Résumé :
AbstractGreenstockings was the name that the members of Sir John Franklin's first Arctic Land Expedition gave to a young Dene woman during their winter residence at Fort Enterprise in 1820–21. All the officers' journals remark on her physical beauty, a reputed beauty that subsequently put her at the centre of numerous rumours and accounts. Historians know little about her other than her physical attractiveness and her age, although Greenstockings might have borne a child to one of Franklin's officers, and male jealousy over her might have put the expedition at serious risk. In spite of the paucity of factual information, Greenstockings has been cast as a central character in a poem by Franklin's first wife and in an award-winning book by Canadian novelist Rudy Wiebe. These and other pieces of information show the way that different perspectives can allow for different representations of historical figures.

Résumé :
Introduction. When planning socially responsible activities, the management of the company faces a problem. The impact of such activities on the resource system and the potential of the enterprise is ambiguous and difficult to assess. On the one hand, socially responsible activities have a positive effect on the image of the enterprise, but on the other hand, they require additional expenditures of the enterprise's resources (since these measures are in essence aimed at ensuring an increased level of satisfaction of the interests of a wide range of stakeholders). This fact complicates the planning of socially responsible activities of the enterprise. As a consequence, enterprise management needs tools in the form of economic and mathematical models that would allow: to evaluate the impact of socially responsible activities on different types of enterprise resources and on its potential as a whole; to make decisions on planning of socially responsible activity of the enterprise on the basis of consideration of the task of reproduction of potential of the enterprise. Purpose. The purpose of this study is to develop a concept for building model support for the planning of socially responsible enterprise activity, taking into account the impact of such activity on the enterprise's potential. Results. To achieve this goal in the work on the basis of the analysis of the theory and practice of corporate social responsibility, formulated the concept that formulate requirements for model support for planning socially responsible activities of the enterprise. According to this concept, the planning of socially responsible activities should be based on an assessment of the enterprise's potential and its dynamics. In order to obtain a more accurate assessment of the impact of socially responsible enterprise activity on different types of resources and enterprise potential, model support for planning processes should include patterns of enterprise stakeholder behavior, taking into account the stakeholder social responsibility factor and the dynamics of the characteristics of their relations with the enterprise. Conclusions. The proposed developments are aimed at enhancing the validity of planning of socially responsible activities of enterprises.

Résumé :
Today’s fast-paced global economy has intensified the demand for manufacturing companies to make their products more quickly and with higher quality to meet heightened consumer expectations while reducing costs. This competitive environment requires small to medium enterprise’s (SMEs) to implement well-designed business processes and leverage information technology (IT), such as an Enterprise Resource Planning (ERP) system, within their facilities to become more agile, flexible, and integrated to meet changing market demands. Issues emerge when facility managers lack reliable data on performance and costs, which subsequently impairs even basic decisions for resource allocation or process improvement. Although the benefits of a successful ERP implementation in large firms are recognized, there is a general lack of empirical IT productivity literature focusing on SMEs. This research is expected to contribute to a framework for performance measurement, providing facility decision-makers with important metrics for analyzing their firm’s ability to improve upon competitive priorities. Employing the Delphi process, key performance indicators (KPIs) including time, speed, quality, and cost, and corresponding performance measurement metrics, investigations are conducted between traditional manufacturing processes in SMEs and processes enhanced through ERP adoption. In this longitudinal case study, significant improvements are observed in production operations relative to time following ERP implementation including a reduction in the defect rate, total manufacturing cost, and scrap rate along with increases in on-time delivery and flexibility.

Raytheon Company, a leader in aerospace and defense, has experienced tremendous growth through mergers and acquisitions. In particular, the company's Space and Airborne Systems (SAS) business unit was largely formed through acquisitions of E-Systems and Texas Instruments and a merger with Hughes Aircraft Company. To assimilate the legacy organizations, Raytheon and SAS have undertaken great efforts to work as "One Company." One such example has been to strive for an enterprise sales and operations planning process. Five years ago, Raytheon Space and Airborne Systems (SAS) Operations leaders recognized the need to be more proactive in comprehending forecasted business and subsequent impacts to SAS' manufacturing network. As a result, Program Requirements and Operations Planning (PROP) was born to enable improved supply chain planning for factory labor and capital resources. Over time, the complexity of SAS' business has proven to be a challenge for PROP to achieve its intended objectives.- This thesis considers PROP as an enterprise rather than a process and proposes re-designing it using a holistic enterprise architecting framework including a thorough examination of the current state of PROP with respect to seven architectural views (strategy, policy/external factors, process, organization, knowledge, IT, and products/services). A future state PROP design is derived from the analysis and then validated against a detailed case study of the Army's Firefinder radar product line manufactured at Raytheon's Forest, Mississippi facility.

Résumé :
The most important characteristic of enterprise architecture (EA) is that, it provides a holistic view of the enterprise. EA needs to consider about different aspects, views and viewpoints in an enterprise in order to make an enterprise more understandable and communicable to achieve organization goals and objectives. To do this matter EA needs to use different techniques or enterprise modeling methods to achieve different results of EA (documents/artifacts, models, goals/benefits). But many organization for building EA, use their own description techniques and conventions instead of using existing techniques or existing EMMs. They might use one technique which is not appropriate for modeling all aspects of EA. Our purpose is to discover the usefulness of EMMs in the process of construction EA to provide expected results of EA. We investigated about different EMMs to see its usefulness in producing which expected EA result. In order to increase the accuracy of the final results we investigated about different EMMs with respect to important EA aspects. To perform this study we have gone through a survey to validate EA important aspects and essential results of EA. Results of our study conducted based on both using literature review for studying about the usefulness of different EMMs and the results of our survey (EA aspects and results of EA). The results of this research show that Business, Organization, Technical, Information and Decision Making are five important aspects of EA; different EMMs can be used to produce several results of EA. We used table to illustrate the results of the study for each EA aspect separately. Our analysis revealed that the Decision Making and Information aspects of EA could get more help from EMMs compare to the other aspects, since the main focus of some of these methods such as GERAM, GRAI and GIM are mainly accumulated in these two aspects.

Résumé :
At the present time, when enterprises have tendency for constant improvements, different tools are used to analyze current state of the business and to introduce organizational changes. Enterprise Modeling is one of these tools. Enterprise modeling can be used for different purposes: to restructure or standardize business processes, to develop business strategy, to capture best practices, etc. Evidently, enterprise models creation is resource-consuming job, since it requires variety of resources, for example labor, time and others. However, resources utilization is always aimed at result achievement, which originates the question of efficiency. There is a need to evaluate efficiency in the area of EM, which starts from defining a set of indicators to be checked. This work presents checklists of efficiency indicators for processes that EM can involve. For this purpose it identifies processes (so-called application areas of EMMs and enterprise models) that EM can involve. All of them are characterized with the help of two concepts: required resources and expected results. Formulated efficiency indicators can be used to analyze efficiency in the area of EM, particularly in application areas of EMMs and enterprise models.

The objective of this thesis is to depict the role of metrics in the evolving journey of enterprise transformation. To this end, three propositions are explored: (i) metrics and measurement systems drive transformation, (ii) employee engagement is a proxy to gauge transformation progress; and (iii) metric considerations enable enterprise transformation when systematically executed as part of a transformation roadmap. To explore this problem, the aerospace measurement community was consulted to help grasp a better understanding of the context in which transformation is currently defined and measured. Once the problem space was defined, the environment of doing research with the enterprise as the unit of analysis was described with the intent of exploring the role of metrics and transformation. In particular, the performance measurement literature helped identify tools and methods used to select metrics to enable decision making at the enterprise level. After this review, two case studies were performed, considering: (1) the implementation of a bottom-up measurement system to drive transformation and (2) the effect of a top-down corporate measurement system on the enterprise. The first case study revealed insights regarding the benefits and challenges of implementing measurement systems and highlighted the use of employee engagement as a proxy to measure enterprise transformation. In the second case study, contemporary measurement issues were discussed and mapped to an Eight Views of the Enterprise analysis to identify critical enterprise interactions.
(cont.) Ultimately, the Lean Advancement Initiative's Enterprise Transformation Roadmap was used as a method for depicting how performance measurement can help enable enterprise transformation. The implications of research in metrics for enterprise transformation span across thee areas: (1) the extensive literature reviews provide an academic contribution for performing enterprise and measurement research; (2) a common language and framework for exploring measurement problems is depicted for practitioners through the case study analysis; and (3) a connection between enterprise measurement and enterprise transformation is established to drive future transformation success.

The Department of Defense (DoD) presented a need to transform its Military Psychological Health Enterprise (MPHE) at multiple levels. It had been established that Enterprise Architecting would be used as an approach to perform the transformation but the way in which the multiple levels of the enterprise would be transformed had yet to be determined. The study began with an investigation into the current state of a low-level component of the MPHE. This investigation invoked Enterprise Architecting techniques to determine the as-is state of this low-level enterprise. Then, the results of the Enterprise Architecting analysis were combined with multilevel analysis techniques to create a framework that supported transformation of a complex, multilevel enterprise. It was determined that upon using Enterprise Architecting techniques to identify the dominant views of a low-level component of a multilevel Enterprise, the structure of the levels the enterprise as well as the interactions between the levels can be used to understand the impacts of decisions made at higher levels of the enterprise. In the specific case of the DoD MPHE, the dominant views were found to be Organization, Process, and Information. By investigating these dominant views in more depth, the ways in which its resources interacted while performing relevant tasks in this micro-level enterprise (Camp Lejeune MPHE) were determined. This information was transformed into objective data, which was then combined with the information about how the levels of the DoD MPHE interact to suggest a framework for modeling potential future states of the enterprise. This will support both the design and selection of a transformation plan for the enterprise. The descriptive application of the suggested framework provided in this thesis supports both the design and selection of a transformation plan for the enterprise.

Résumé :
Virtual Enterprise (VE) is an organizational collaboration concept which provides a competitive edge in the globalized business environment. The life cycle of a VE consists of four stages i.e. opportunity identification (Pre-Creation), partner selection (Creation), operation and dissolution. The success of VEs depends upon the efficient execution of their VE-lifecycles along with knowledge enhancement for the partner enterprises to facilitate the future formation of efficient VEs. This research aims to study the different issues which occur in the VE lifecycle and provides a platform for the formation of high performance enterprises and VEs. In the pre-creation stage, enterprises look for suitable partners to create their VE and to exploit a market opportunity. This phase requires explicit and implicit information extraction from enterprise data bases (ECOS-ontology) for the identification of suitable partners. A description logic (DL) based query system is developed to extract explicit and implicit information and to identify potential partners for the creation of the VE. In the creation phase, the identified partners are analysed using different risks paradigms and a cooperative game theoretic approach is used to develop a revenue sharing mechanism based on enterprises inputs and risk minimization for optimal partner selection. In the operation phases, interoperability remains a key issue for seamless transfer of knowledge information and data. DL-based ontology mapping is applied in this research to provide interoperability in the VE between enterprises with different domains of expertise. In the dissolution stage, knowledge acquired in the VE lifecycle needs to be disseminated among the enterprises to enhance their competitiveness. A DL-based ontology merging approach is provided to accommodate new knowledge with existing data bases with logical consistency. Finally, the proposed methodologies are validated using the case study. The results obtained in the case study illustrate the applicability and effectiveness of proposed methodologies in each stage of the VE life cycle.

Résumé :
As social entrepreneurs address various socio-economic problems in society, there has also been an increased interest in how social enterprises can support specific regions. In Latvia, social enterprises have been operating for a long time, but only recently the Social Enterprise Law was adopted, which regulates the tasks of social entrepreneurship and the support possibilities. This study highlights the level of entrepreneurship activity in the country as a whole (the number of enterprises and the number of newly established enterprises) and within individual statistical regions in the period from 2018 till 2020, analysing the structure of enterprises and indicators representative of entrepreneurship in Latvia and its regions: the dynamics of the number of enterprises per 100 000 inhabitants. The following hypothesis was made: Social entrepreneurship in the regions of Latvia has a disproportionate impact on socio-economic problems. It was found that social enterprises operate twice as much in Riga region as in any other region of Latvia, which has the lowest poverty index. However, the highest poverty index is found in Latgale region, where proportionally the lowest number of social enterprises operates. Social entrepreneurship can be a successful tool for addressing socio-economic problems in the regions and for regional development. For this development to take place, it would be necessary to develop instruments to support social entrepreneurship with the aim of improving the well-being of all regions, not only the region where the social enterprise operates.

Résumé :
Cloud manufacturing is a new manufacturing paradigm in which manufacturing resources and capabilities offered by different enterprises are provided as cloud-based services over the Internet. In addition to the cloud manufacturing platform, enterprises as resource providers are also essential part of a cloud manufacturing system as customer orders that are submitted to the cloud platform will ultimately need to be dispatched to enterprises’ production sites for execution. So far, however, issues concerning enterprises in cloud manufacturing has attracted little attention of researchers, and the most frequently mentioned issue in existing research that are concerned with enterprises is how to connect enterprises’ resources to the cloud infrastructure. This, to a large extent, hinders the development and implementation of cloud manufacturing as the lack of research on enterprises fails to uncover the requirements for enterprises in cloud manufacturing (i.e. Cloud Manufacturing Enterprises, CMEs), and thus enterprises have no reference for evaluating the changes that need to be made to adopt this new manufacturing paradigm. This paper focuses on this important issue and conducts a preliminary exploration on CMEs. We first analyze the requirements for CMEs, and then discuss some critical issues with CMEs in detail, including enterprise information systems, enterprise architecture, and enterprise modeling.

Résumé :
Purpose – clarifying the current risks and organizational issues in start-up manufacturing enterprises in Latvia, to find out the impact of teamwork on work provision in Latvia start-up manufacturing enterprises. Research methodology – to achieve the purpose of this study, a survey of 55 start-up entrepreneurs from fifteen Business Incubators of Investment and Development Agency of Latvia in 2018 was undertaken by an online questionnaire. Findings – the results of the research have indicated that the lack of own team is one of the dominant start-up manufacturing enterprise work risks. Comparative analysis of data showed that mostly the entrepreneurs, who have started development of their business idea individually and whose enterprise’s work is basically based on a singledecision making, have encountered the issue. However, the research outcomes revealed that provision of start-up manufacturing enterprise work outcomes is related to the teamwork factor – both belief in joint work, common understanding about the expected outcomes, mutual trust and support. Research limitations – direct start-up enterprises, which have registered their activity in one of the sub-sectors of the NACE (Rev. 2) Group C “Manufacturing Industry” and receive the support provided by the Investment and Development Agency of Latvia Business Incubator for their start-up activity in Latvia, without exceeding a 4-year incubation period, have been chosen for the research. Practical implications – the research outcomes point to the need of Business Incubators of Investment and Development of Latvia to provide not only tangible opportunities for start-up manufacturing enterprises for the business idea development during the incubation period, but also practical knowledge on team building during the business start-up process. Originality/Value – Unlike other studies that are mostly focused on hard benefits in enterprises, as well as in start-ups, this is a specific research which provides insights on whether teamwork is recognized as an important factor of startup manufacturing companie work provision in relation to technological and external risks during the business start-up process and its work result achievement

Résumé :
A crucial factor in the success of developing integrated manufacturing systems lies in the ability to exchange information among the various computer-aided systems. Although a vast amount of research has been conducted on computer-aided fixture design systems, the need for information exchange between a fixture design system and other manufacturing systems has not been dealt with thoroughly. Models for the exchange of information within an enterprise or within an extended enterprise depend on the functionality and behaviour of individual enterprises. One means of developing an information model for an enterprise is to determine the information requirements by modelling the enterprise. However, this results in a monolithic model that is only applicable to that enterprise. As a solution to this drawback, we describe the development of a reference model for fixture design information support, which can be instantiated to be applied to different types of enterprises. We concentrate on machining fixtures and information form the fixture design domain to other domains.

Résumé :
The development of social entrepreneurship in Slovakia was accelerated by the adoption of a new law on its support in 2018. Most of the 123 registered social enterprises have the legal form of a business company, they are of integration enterprises type and the founders are mainly municipalities. Third sector organizations are not active enough in setting up social enterprises. The aim of the paper is to find out what are the barriers and potential for the development of social entrepreneurship in the third sector. Primary and secondary data sources were used in the work. The survey method was used for characteristic of social entrepreneurship, the awareness of municipalities and third sector organizations about the social economy and barriers to the establishment of social enterprises in third sector organizations. The biggest barrier to the development of social entrepreneurship in the third sector is unsystematic funding, the complexity of compliance with rules and regulations and the absence of mapping the needs of disadvantaged groups. There are 2 types of entities with the potential to establish a social enterprise, namely non-profit organizations providing services of general interest and civic associations. They are prerequisites for the establishment of a social enterprise because they employ a relatively high number of disadvantaged and vulnerable persons and are engaged in public benefit activities that can be the subject of generating profits in social enterprise. The awareness of third sector organizations about social entrepreneurship is much higher compared to municipalities, but they feel barriers to the establishment of a social enterprise.

Résumé :
The restaurant business is currently experiencing a noticeable rise. The recent trend towards an increase in the standard of living of the population increases the demand for the services of enterprises in the hospitality industry, far from the last role in which restaurant-type catering enterprises play. A modern restaurant serves not only as a catering enterprise, but also as an entertainment center, where people come not only to satisfy their hunger, but also to relax, to get positive emotions from the atmosphere of hospitality. The most important aspect in the restaurant business is the quality of the services provided to the consumer. The modern Russian market of restaurant services is saturated with catering establishments that meet the tastes of a wide variety of consumers, the dynamism of the external business environment is causing a tougher competition in today's difficult conditions. In this regard, the search and formation of reserves for increasing the efficiency and development of enterprises in the sphere of restaurant services becomes especially urgent. In the most advantageous position are those enterprises that strive to constantly improve their activities, using various innovative approaches that give the institution uniqueness, originality, the ability to meet changing consumer needs and requirements. The primary task of the restaurateur is to win the favor of the guests, the successful completion of which leads to profit. The efficiency of the restaurant's business depends on the availability of good management, modern cuisine, impeccable service, interior design and reasonable pricing policy. One of the problems facing the catering industry is finding ways to improve the efficiency of promoting restaurant services, the analysis of which is an integral part of marketing. Effective quality management of services contributes to raising the status of the enterprise.

This article discusses the concept of the social orientation of activity and the entrepreneurial approach at the level of the Russian Federation, including a number of aspects of the legal regulation of public relations between organizations of state power and social entrepreneurs. The main problem of the study is the study of the sequence of the assignment of the status of a social enterprise by the authorities Russia at the federal level. Currently, the question is being raised about the adoption of a separate federal legislative act "On the development of small and medium-sized enterprises in the Russian Federation." The introduction of the relevant law is necessary, since the reasons are the basis for the inevitability of consideration of public problems and the adoption of relevant official documents in all regions of the Russian Federation.
