This review paper examines the challenges and limitations of traditional Agile methodologies in high-tech software development. It proposes enhancements to optimise efficiency and outcomes. Traditional Agile methodologies, such as Scrum and Kanban, have revolutionised software development practices but face scalability issues and struggle to adapt to rapid technological changes. To address these challenges, this paper proposes integrating DevOps practices, incorporating Lean principles, adopting hybrid Agile methodologies, and emphasising continuous feedback and iterative learning. These enhancements aim to streamline development processes, eliminate waste, tailor Agile practices to specific needs, and foster a culture of continuous improvement. The subject of the study is the theoretical and methodological aspects of high–tech managementof software companies, in particular the analysis of the effectiveness of management processes,the implementation of innovative technologies, and adaptation to a changing market in high–techenvironments, and the highlighting of development problems.The purpose of the study is to outline the economic essence of high–tech management of softwarecompanies and development problems, taking into account the impact of innovative technologies,analysis of the effectiveness of management processes, and adaptation to a rapidly changing market.Research methods. The research used a set of scientific methods and approaches, includingsystematic, logical, induction, deduction, the method of comparisons and visual representation, whichmade it possible to ensure the conceptual unity of the research.Results of work. The article substantiates the need for the implementation of high–tech managementin software companies, defines the economic significance of high–tech management in softwarecompanies, in particular, analyzes the effectiveness of management processes, the introduction ofinnovative technologies and adaptation to a changing market, and outlines development problems.Field of application of results. The sphere of development of business structures and in thesystem of higher education in the changing conditions of today.Conclusions. The main results of the study can be summarized as follows: the importance ofeffective management of IT resources and adaptation of companies to new working conditions hasbeen determined. The economic significance of high–tech management of software companies hasbeen outlined, taking into account the impact of innovative technologies, analysis of the effectiveness ofmanagement processes and adaptation to a rapidly changing market. Sustainable development is a meaningful indicator for high-tech transfer. High-tech transfer monitoring is an effectual measure for high-tech transfer evaluation. This paper takes high-tech transfer projects as a data source, considers the key words and new words extracted by NLPIR from the projects, and proposes a high-tech word similarity calculating method based on morphological similarity, word length similarity and individual character similarity. Applied this method onto high-tech word similarity measurement, and acquires high-tech word similarity matrixes. Cluster based on this high-tech word similarity matrix. Construct high-tech ontology, according to cluster result. Extract the corresponding high-tech monitoring indicators and values of high-tech ontology through Regex. Finally construct high-tech transfer monitoring ontology, and monitor the sustainable development of high-tech transfer. Formulating high-tech word similarity computing software achieves high-tech word similarity computer measurement and verifies the feasibility and accuracy of this computing model.

The internal transformation and using the fully remote software development under the influence of the pandemic has not only changed the industry, but heralded the construction of a new reality. This article presents the results of a study that covered the experience of transformation of 26 project teams from the world's leading IT corporations, software vendors, and high-tech companies with strong internal development practices: Alphabet, Amazon, BSC Group, Custis, Deutsche Bank, Evernote, Exness, Positive Technologies, PromSvyazBank, Sberbank, VTB, Yandex. Experts determined the results of rapid adaptation to changes, considered the medium-term impact of the pandemic factor on work processes, and made forecasts for 2021. The results of the study are accompanied by brief comments and recommendations of the author, the main idea of which is the need to quickly understand a new trend in software development, hiring specialists, and organizing teams associated with the refusal of high-tech IT companies to return to teamwork in shared offices.

The paper reviews the aspects of commercialization of scientific-technical products, discovery of the objects included in financing process, development and commercialization of scientific outcomes, the commercialization of the results of scientific-technical studies. As a result of natural progress, the demand for the commercialization of the outcomes of scientific-technical studies in the society increases. Full-scale studies on the commercialization of scientific results for prospective and successful measures in various fields, as well as the training in this sphere have special significance. Currently, the balance between the knowledge and the resources globally trends to the knowledge. Therefore, the education throughout whole life is a key element. The volume of capital investments in the development of non-material actives (intelligent database (ETCI), education and software) in various countries is equal or exceeds the own capital. The shift to the new stage of scientific-technical advance stipulates the necessity of strengthening of innovative activity and the implementation of the new approach. Consequently, the urgent task is the study of the methodological framework of information support of organizational and technological reconstruction of scientific researches. The paper briefly describes the stages of commercialization process and concerned parties.

In face of currently economic globalization and rapid development of knowledge, the competition in high-tech industry has developed from regionally to globally. The fierce competition has the technology and knowledge of high-tech industry no longer the exclusive advantages. A high-tech business has to constantly innovate and establish unique resources and pursue better business performance in the business activity to remain the competitive advantages. When drafting and executing innovation strategy, a high-tech business should first measure the internal/external environment and business objectives and consider the organizational resources to propose proper coping strategy. Aiming at employees of high-tech industry in Fujian Province, 380 copies of questionnaire are randomly distributed, and 241 valid copies are retrieved, with the retrieval rate 63%. The retrieved questionnaire data are analyzed with statistics software. The results show notably positive correlations between 1.organizational resources and innovation strategy, 2.innovation strategy and innovation value, and 3.organizational resources and innovation value. According to the results, the proposed suggestions are expected to provide reference for high-tech businesses adjusting the organizational resources to match the innovation strategy so as to assist in the business management.

In accordance with the electricity-consumption data of Taiwan Power Company in 2013, the power consumption of electronic manufacturing sector occupies 17.16% (about 50 billion kWh) of the total power consumption in Taiwan, of which consumes on those clean room based fabrication plants (hereafter referred Fab). This very high value shows that the high-tech manufacturing is actually a high-energy consuming industry. Semiconductor Fab, for example, factory facility shares about a half of the total plant power consumption, while process equipment accounts for about 46%, office accounts for another 4%. In the facility sector, air conditioning, and exhaust system etc. accounted for more than 70% of the electricity consumption. In addition to annual maintenance, most Fabs run a 24-hour operation mode. Thus, to save the power consumption of the facility system, air conditioning can be classified as the first priority. High-tech Fabs are different from those commercial buildings. A Fab needs a lot of outside air, while outside air and circulating air often treated separately. In such arrangement, a great energy on transporting air and ductworks can be saved. eQUEST and DOE II, the general building energy analysis software, can only handle the air-conditioning system for the outside air mixed with return air through the centralized system, which is totally different from that of Fab air-conditioning system. Plus, the eQUEST and DOE II does not include electricity consumption items, such as process cooling water system, compressed dry air system, nitrogen system, vacuum system, and exhaust system. Fab process equipment cooling system is not included in the eQUEST, DOE II modules either. For the implementation of green building labeling system on Fabs, it should not focus only the energy consumption on building envelops or offices. Over the years, no dedicate Fab energy analysis software is available. In this study, a Fab Eenergy Simulation (FES) software was developed. which with features such as: open source code, with Chinese interface, takes the full year of outside air data into account, capable of handling the general adopted air-conditioning modes. Power consumption of each system will also be explored with various energy-saving designs. With the same input data, the percentage difference of output between the FES and that of ISMI Cleancal II is less than 7% in each output category. The software was also verified by the power consumption data of an operating 8 in wafer Fab, with less than 4% in each output category. Increasing the COP of chiller or decreasing the power consumption of process tools enable a higher overall fab energy conservation effect. On the contrary, the saving in electrical consumption was not so significant when the energy efficient improvement was only on the end terminal or air side element.

Also, it is impossible to invent a new power generation system in short time. Energy saving approach is a good, applicable solution to resolve the crisis.In the past, many cleanrooms in high-tech fabs were built with the over designed, energy-intensive supply air systems, which have been identified for energy saving potential today.Generally, makeup air unit is used to treat the various outdoor air conditions throughout the year.The general building energy simulation softwares are not able to handle such complicate systems. This study developed a computational application program to analysis the annual outdoor air conditions, and to compute the total annual energy consumption and carbon dioxide emissions for high-tech fabs.This study discusses three different HVAC system designs, which includes air handling unit supply air system, dispersion supply air system and air-washer make-up air unit supply air system.The results show that the air-washer r make-up air unit supply air system is the least energy-intensive and achieves the lowest carbon dioxide emissions.

In additional to, managers cannot budget the man-power cost accurately because development requirements came up roughly, it causes development resource or schedule conflict always. Due to these reasons, it’s necessary to create some fair, rational and transparent criterions for evaluation, also to prioritize bases on company’s maximum profits. Furthermore, a managerial and planning model can quick response the variation will benefit to an enterprise’s productivity and capability.
The methodology is focus on the entire requirement management of in-house design systems. Firstly, to utilize the theories of “Multiple criteria decision making” and “Eigenvector method” on requirement evaluation; “Exponential smoothing with trend forecasting method” to forecast the required workload of coming year; “Mix integer linear programming” to come out man-power strategy; Lastly, “What-if analysis” will be proposed to managers for the reference of decision making.

AbstractBeta Lab Links connects UC Davis faculty and students with young people in the region to support them in imagining, designing, and building “maker” projects of their own choosing. The idea of “making” is broad and has a long history, but it has recently become associated with playful tinkering and design work that combines low-tech craft technologies (e.g., sewing, woodworking, and papercraft) with high-tech tools (e.g., microcontrollers, 3-D printers, software design). Advocates of maker-centered education emphasize its potential to foster STEM identity, knowledge, and skill development in a fun and inclusive environment.Typically, Beta Lab Links work in person at the schools or community centers youth already attend, using a mobile maker van to create “pop-up” making spaces. During COVID-19 closures, Beta Lab Links collaborated with the Boys & Girls Club of Greater Sacramento to distribute maker kits to families and hold weekly online sessions with upper elementary-school-aged youth. These activities focused primarily on papercraft and electronics, as these were novel, STEM-rich, and did not require additional tools.This chapter shares Beta Lab’s core pedagogical commitments and explores how the move online provided a catalyst for reflection and new insights into processes of connection and community through making.

AbstractSweden is well positioned to develop AI for civil and military applications because of bold strategic initiatives by the government and private foundations. The fertility of the Swedish AI soil for defense applications is though dependent on what is nurtured now in the face of competing priorities including the revitalization of its armed forces, looming NATO membership and the resurrection of the total defense concept. Sweden’s long intellectual interest in AI makes this high-tech Nordic nation with a flair for engineering achievements very suited for Fourth Industrial Revolution developments. Sweden’s culturally-infused and porous civil military relations have an unusual intimacy that bodes well for defense AI. It encourages the interflow of ideas, initiative, and technologies across and within these sectors. Sweden’s official recognition in 2018 of the importance of AI brought the government into alignment with the influential private sector. The Wallenberg AI, Autonomous Systems, and Software Program (WASP) initiative is stimulating the higher education sector with essential funding for AI technologies and future generations of researchers. Sweden now possesses one of the most advanced supercomputers in Europe, which is an important national asset in the Swedish AI ecosystem. Sweden’s advanced military industry already employs defense AI systems with Saab at the forefront of sensor plus AI innovations. The take-up of defense AI in the Swedish armed forces is modest but growing. It is underpinned by strong conceptual work by the Swedish Defense Research Agency that suggests more substantial future engagement. The accession to NATO is also likely to open even more pathways for defense AI cooperation. The foundations for defense AI developments are very apparent in Sweden and the future is potentially very bright.

Seven strategic KPIs and their data collection systems are defined and designed. Lastly, process and data collection improvements are recommended in order to sustain agile development measurement model.

This chapter searches how knowledge management and innovation activities, which enable an advantageous position for firms over their opponents, influence ambidexterity and business performance. These enable firms to gain an advantage over their competitors, concerning ambidexterity and organizational performance. The population for this study comprises firms, operating in technology development zones in Ankara, Turkey. According to the sectoral distribution of the enterprises in the technology development zones, the majority operate in the software sector. No sampling methods were used because the sensus method was adopted. Three hundred sixty high-tech enterprise top managers form the basis of this empirical research. In this study, structural equation modeling was used for testing research model. As a result of the structural equation modeling, it was understood that firms' knowledge management and innovation usage preferences have a positive impact on ambidexterity and organizational performance. This outcome is important for firms to gain a competitive advantage.

Multi-agent-based manufacturing (MABM) is a cutting-edge system that harnesses autonomous agents to boost modern production processes. By combining decentralization, adaptation, and cooperation MABM enables the rapid development of customized goods, shortened lead times, and minimized waste. The system effectively optimizes energy use and environmental impact, critical for succeeding in today's data-driven manufacturing world. It incorporates multiple agent kinds and coordination methodologies, delivering features such as autonomy, scalability, and decision-making in real-time. While MABM has found applications in many sectors, its greatest influence is envisaged in high-tech manufacturing, where it improves resource allocation, quality control, and supply chain management. Despite its advantages, MABM also has disadvantages, such as limited predictability and control. As the technology improves, it is poised to transform manufacturing, providing autonomous and flexible production, effective management of supply chains, and increased sustainability and regulatory compliance.

The depletion of primary raw materials and the demand in High Tech has played a big role in finding new ways of getting raw materials including recycling. Germanium being a semi-conductor currently in high demand is being sourced from secondary materials. The purpose of this project was to recover Germanium from copper slag in the presence of pure silicon using the carbothermic reduction process. The experiment was designed using Minitab software with Taguchi as the tool for statistical analysis and to design the experiment. The working temperature was kept constant at 1350 degrees Celsius and the mass of silicon, slag basicity and residence time in the furnace were investigated with the response being recovery of germanium to determine the optimum conditions under which there is a high recovery of Germanium as per the conducted experiments. The findings of this experiment are that the conditions that yield a high recovery of Germanium are 0,008 mass of pure silicon, 0,8 basicity and the optimum time was found to be 120 minutes. In this investigation targeted to meet the sustainable research and development goal of implementation of circular economy by virtue of recycling metallurgical waste that goal. Moreover, from the carbothermic reduction cobalt and copper were recovered consequently. The optimum conditions were tested using the main effects, interaction, and sensitivity to noise ratio plots all from Taguchi.

In recent years, nuclear power instruments have been developed quickly with the rapid development of nuclear power plants in China. In order to improve synthetic qualities and reliability of products and shorten period of development, many high-tech has been widely used in these instruments. LPMS is one of the typical representatives of the nuclear power instruments. LPMS is an important instrument to ensure the safe operation of the reactor. LPMS can realize the real-time monitoring of metal parts’ abnormal conditions both internal and external at key equipments of the reactor, such as the reactor pressure vessel, the steam generator, the main cooling pump and so on. LPMS has been applied in several nuclear power plants successfully. LPMS has complex functions of signal acquisition, event discrimination, data transmission and storage. In this paper, through detailed introduction of hardware design and software design, it is evident that LPMS adopts lots of high-tech. On the one hand, this paper emphasizes to expound advanced and mature technology of hardware design, such as FPGA, DSP and PXI bus and so on. To the nuclear power instruments, the application of high-tech not only improves the integration, enhances the stability and the reliability, but also makes more flexible and easier to expand functions and upgrade hardware. The application of high-tech impels the nuclear power instruments to develop towards low power consumption, miniaturization, high precision, multi-function. On the other hand, this paper introduces graphic programming language LabVIEW and virtual instrument of software design. The application of high-tech of software design decreased the difficulty of programming and shorten period of development. At the end of this paper, it seems that the application of high-tech makes the nuclear power instruments to follow closely the scientific forward position, and to further promote the steady development.

Abstract This paper describes the risks posed by the advent of software-based weaponry (SBW) and the novel challenges it raises for existing arms control architectures. It highlights the fundamental mismatch between the dynamic, persistent character of SBW advancement and the static, intermittent nature of prevailing arms control practices, and argues that a new arms control model is needed in order to keep pace with the rapidly evolving SBW threat. It introduces a preliminary sketch of a modernized arms control approach that better accounts for the realities of contemporary arms development. Aim/Purpose. This exploratory study seeks to surface a richer understanding regarding the direct experience of software developers (SDs) working in sprints as part of the adoption of agile methodology principles. Background. The software development industry is increasingly adopting agile development methods. In the agile methodology, the delivery cycle is broken down into sprints, also known as iterations. There is relatively little empirical knowledge produced to date on agile software development methods. Specifically, the SDs’ authentic work experience in agile sprints is a subject that is missing from the literature. Methodology. This paper presents results based on data collected through preliminary in-depth interviews with SDs working in research and development teams of Israeli high-tech companies. As a heuristic device for describing their experience, an interpretive phenomenological perspective was adopted. Content analysis was used as a central methodology to analyze the data. Findings. The preliminary results present the ways of managing a development project in sprints, put a spotlight on the value of the agile method, and provide a unique glimpse of its challenges. Contribution. Our work adds to the growing body of research investigating the SDs’ perceptions. The preliminary results develop the theoretical and practical knowledge related to managing agile sprints, with reference to optimal communication, monitoring, control, and knowledge sharing among SDs in agile projects.

This paper presents the development of a mobile application designed to integrate event management with art history education, leveraging Dart and Flutter for frontend development and Python for backend processes, including web scraping [3]. Addressing the gap in accessible cultural education, the app combines intuitive event management with enriching art historical content, aiming to democratize art education and enhance user engagement. Through usability surveys and performance analysis, the application was evaluated for its user interface, content relevance, and technical efficiency [4]. Key findings indicated high usability and educational value, though opportunities for optimization in content loading and responsiveness were identified. Comparative analysis with existing methodologies highlighted our app's broader accessibility and interactive learning potential, surpassing limitations of classroom-bound or high-tech dependent solutions. Experimentation across various user scenarios underscored the app's effectiveness in fostering a dynamic community of art enthusiasts. The results advocate for the app's utility in making art history engaging and accessible, proposing a model for future educational tools.

A methodology has been developed for the use of artificial intelligence to optimize the monitoring and management of production processes related to the production of dual-use goods and technologies, which is relevant under technological pressure. The research suggests algorithms based on machine learning methods with reinforcement that ensure the adaptation of inventory management systems to changing conditions and limited resources. Based on the analysis of inventory management methods, artificial intelligence algorithms and industry constraints, approaches have been formed to integrate intelligent technologies into software designed to support production planning and logistics. The focus is on developing models to assess artificial intelligence effectiveness and methods for forecasting production performance under risks, uncertainty, and defense capability requirements. The proposed set of algorithmic tools relies on the processing of retrospective and current data, which makes it possible to increase the accuracy of forecasts and reduce estimated costs. The paper presents criteria and performance indicators that take into account the specifics of dualuse products. The results obtained in the work are intended to increase production efficiency, rational allocation of resources and the formation of development programs for enterprises of the military-industrial complex and high-tech industries.

Abstract Within the last few years engineering analysis and optimization methods became more and more reasonable in the development stage not only of specialised high-tech products but also of industrial standard components and systems. This trend is forced by establishing simultaneous engineering concepts in R&D-departments. Acceptance of these methods in industrial practice goes along with increasing power of solution procedures as well as reliability and ease-of-use of software implementations. This paper shows practical applications on the development of pneumatic actuators and control-components. Optimal design of cylinder housings and profile shapes as well as structural analysis and optimization of rubber elements with their non-linear structural behaviour due to hyperelastic material law, contacting surfaces and friction are discussed.

An important element of a modern high-tech radiotherapy complex based on a linear electron accelerator is an electronic detector of portal images. It ensures the accuracy of the patient’s positioning on the treatment table, the compliance of the delivered dose distribution with the planned one, and allows for fast and accurate verification of treatment plans with volumetric modulation of the radiation intensity. The main provisions of the quality control of the electronic portal image detector are considered. It is shown that it includes the following stages: installation and commissioning of equipment; radiation dose control; calibration; quality control of clinical images; software testing; development of a quality assurance program that ensures the effectiveness and reliability of the patient’s radiation conditions in the course of radiation therapy.

The rise of e-mobility is coming along with energy efficiency improvements, greenhouse gas and non-exhaust emission reductions, driving/propulsion technology innovations, and a hardware-software-ratio shift in vehicle development for road-based electric vehicles. Current R&amp;D activities are focusing on electric motor topologies and designs, sustainability, manufacturing, prototyping, and testing. This is leading to a new generation of electric motors, which is considering recyclability, reduction of (rare earth) resource usage, cost criticality, and a full product life-cycle assessment, to gain broader market penetration. This paper outlines the latest advances of multiple EU-funded research projects under the Horizon Europe framework and showcases their complementarities to address the European priorities as identified in the 2Zero SRIA. Target of this paper is to introduce a family of European projects (EM-TECH, HEFT, MAXIMA, VOLTCAR and CliMAFlux), all following the target of high efficiency and low-cost electric motors for circularity and low use of rare resources. Especially, this paper will describe the latest advances of the respective projects as well as their complementarity to address the 2Zero strategy.</div></div>

The issues of ensuring the stability and safety of energy generating equipment, including through various innovative aspects of cyber security, are currently extremely relevant; Energy equipment when used within the framework of construction projects is quite autonomous and issues of operational management and online control can be fully resolved within the capacity of their internal processors and controllers. In many cases, issues of computer modeling of the operating cycle parameters of such equipment, with the correct and economical formulation of the problem, can also be solved using the above resources. Construction and Electricity companies have significant engineering resources to optimize the processes of electricity production, including using the latest fuel mixtures of diesel fuel and methanol, with a tendency to increase the proportions of methanol in the fuel mixture up to 95-100%. Changing the type and kind of fuel requires prompt restructuring of the operation of all control and management systems and loading special software onto these systems that takes into account all the nuances and changes in the operating parameters of the equipment and settings, and calibration of the control and monitoring systems; Production experience and practice have shown that mobile and very simple systems are required that can ensure the operation of equipment in an autonomous mode, without involving additional data carriers in the circuits; In this regard, it is necessary to note the fact that, having familiarized ourselves with the most interesting integrative inventions and informative publications of the famous innovation specialist Dmitry Starkov on the subject of high-tech ecosystems in the construction industry, our working group recognized the utmost necessity and promise in testing the data carrier encoding system in accordance with his proposals and recommendations; As can be seen from the above publications, Dmitry Starkov's developments in this area as a whole ensure compliance with all of the above technical requirements and a fairly significant number of both independent requirements and their combinations, as well as new requirements that open up a new and promising technological field - high-tech ecosystems and infrastructures in construction projects using magnetic resonance, non-contact control methods and nanoscale measurements.
