Due to the new governance paradigm, the government involves civil society and private and public sectors instead of being a single actor in its activities. This paradigm represents a collaborative governance practice with the New Public Management principles. The government optimizes the village funds through a cash-for-work scheme that implements village development by allocating 30% wages. The purpose of this study is to examine the government's efforts to reduce cash payments and workforce in various activities. The aim of Universal Health Coverage (UHC) has been reiterated in multiple Indian policy documents in the past. Many states as well as central governments have also espoused this goal through government-funded health insurance schemes. The recently launched Pradhan Mantri Jan Arogya Yojana (PMJAY) is yet another insurance scheme of the federal government to provide secondary and tertiary care services to poor and vulnerable sections to achieve UHC. By design, the insurance model of financing health care opens a window to engage with private healthcare providers. However, as past experiences su

This shortcoming restricts the use of MPC for real-time control of dynamic systems with high sampling rates. It produces approximate solutions within discretization error accuracy offered by the underlying Galerkin method at a computational expense that stays proportional to the number of unknowns. To address these challenges, this application leverages Flutter and Firebase to provide a seamless and user-friendly interface for villagers to access government schemes, documentation services, and grievance redressal mechanisms. By digitizing these processes, the project aims to bridge the gap between rural citizens

This case study documents WaterAid Nigeria’s Strengthening Water Sanitation and Hygiene Delivery Systems (SWADS) project in Kirfi Local Government Area (LGA), Bauchi State between 2017-2019, as part of the Hongkong and Shanghai Banking Corporation (HSBC) Water Programme II. The case study shares how adaptations to their implementation strategy were made to overcome challenges of sandy, loose soil in remote communities, which made traditional pit toilets vulnerable to collapse and issues with installation of new improved models, with reports of toilets sinking after only a few days. Résumé :
The focus of this paper is on the complementary mechanisms and interventions likely to increase the effectiveness and impact of conditional cash transfer (CCT) schemes in South Asia that aim to reduce female infanticide and child marriage and promote girls’ education. The literature on the institutional aspects of these particular schemes is limited, but from this and from the wider literature on CCT programmes in similar contexts, the following institutional mechanisms are likely to enhance success: a strong information and communication strategy that enhances programme reach and coverage and

Résumé :
In 2012, the government established a Performance-Based Bonus (PBB) scheme to reward performance, align individual personnel and team-level efforts with agency-wide targets, and improve public service delivery in the Executive Department. The Department of Budget and Management, together with other oversight agencies and the Development Academy of the Philippines, manage the implementation of the PBB using the framework of the Results-Based Performance Management System. They deem it critical to study the effect of the PBB on government efforts to boost productivity and push reforms, as well a

Résumé :
Since the adoption of the Performance Based Bonus (PBB) scheme in 2012, its effectiveness--particularly its impact on agencies' reform efforts and on public sector employees' motivation and productivity--have not yet been examined. The Department of Budget and Management (DBM) deems it critical to study the effect of the PBB on government efforts to boost productivity and push reforms, as well as government employees' individual and team-level motivations and productivity. The DBM wishes to determine whether the PBB is achieving its design objectives and, in turn, determine whether it is worth

Résumé :
This working paper presents a comparative analysis of six rural development programmes in Cambodia, jointly studied by the Ministry of Rural Development and the Cambodia Development Resource Institute. The study explores how benefits are distributed, the extent of community ownership, sustainability of interventions, and the influence of organisational structures on implementation. Findings highlight that infrastructure projects—particularly irrigation canals and roads—have had the most immediate economic impact, while wells, schools, and health centres offer long-term social benefits. International organizations most often recommend a virtual one stop shop such as the Single Window for Foreign Trade (Spanish acronym: VUCE). This model is undoubtedly the most successful scheme available. This paper presents the general framework for trade facilitation and shows how VUCEs have triggered a new perspective of cohesiveness as countries seek to facilitate trade and influence competitiveness indexes. In addition, it assesses the current situation in countries of the Americas that are starting to or have already taken the first steps in developing a VUCE, such as Costa Rica, Colomb

Résumé :
This paper focuses on the design of intergovernmental transfers to reduce vertical and horizontal fiscal imbalances and improve the performance of subnational governments. It provides an overview of international experiences, especially of large federations, with a view to devising viable options for reform of the transfer system in Mexico. While there is no one-size-fits-all ideal model of design and implementation of intergovernmental transfer systems, this analysis points to some lessons that can inform reforms, including the need to view intergovernmental transfers as an integral part of t
