A inclusão das pessoas com deficiência na sociedade está em curso. São reconhecidos Direitos que vão neste sentido. A melhoria da qualidade de vida é um objetivo anunciado para todos. Contudo, a maioria das políticas públicas portuguesas não segue o paradigma da inclusão e o mundo atual não parece ser o quadro ideal para o seu prosseguimento. Neste contexto, a sociedade inclusiva pode aparecer como utópica perante as representações sociais que recaem sobre as pessoas com deficiência, ou como o espelho de uma evolução social baseada na aceitação das diferenças. Portanto, a partir dos conceitos de “inclusão” e de “deficiência”, procuramos os contributos para a construção da "sociedade inclusiva" e propomos conhecer a renovação do associativismo dos pais de pessoas com deficiência em torno da inclusão. Esta pesquisa qualitativa, na base da análise documental de questionários e de entrevistas, mostra que de algum modo, pela diversidade de ações e de pessoas, por alguns dos resultados, a Associação “Pais em Rede”, em parceria e em rede, é um fator de força para a sociedade inclusiva; Contributions to the building of an inclusive society: utopia or evolution? The work of the Association "Pais em Rede" Abstract: The inclusion of people with disabilities in society is underway. There are recognized rights going in this direction. Improving the quality of life is an announced goal to everyone. However, most of the Portuguese public policies do not follow the paradigm of inclusion and the current world does not seem to be the ideal framework for its pursuance. In this context, the inclusive society can appear as utopian in the face of the social representations that fall upon the people with disabilities, or as the mirror of a societal evolution based on the acceptance of differences. Consequently, we search for contributions towards the development of the "inclusive society", starting from the concepts of "inclusion" and "disability", and we propose to get to know the renewal of the associativism of the parents of people with disabilities around the issue of inclusion. This qualitative research, based on documental analysis of surveys and interviews, shows that, in some way, through the diversity of actions and people, through some of its results, the association "Pais em Rede", in partnership and in network, is a factor of strength for the inclusive society.

Globally, white people enjoy historical, unearned privilege. This phenomenon is known and understood as 'white privilege'. In contemporary South Africa, white privilege stems from colonialism and apartheid. The legacy of colonialism and apartheid is still felt today and has a direct and continuous consequence in the form of racial inequality. This dissertation confronts the legacy of Afrikaner nationalism, which essentially instituted and upheld apartheid and still undergirds white people's privilege in democratic South Africa. Engagements were undertaken with ten white, Afrikaans speaking women between the ages of 24 and 32. Substantive transformation, bringing about the necessary change to racial power relations, has not been realised in contemporary South Africa. The research finds that this phenomenon is a result of a 'reconciliation gap' that was left by the participants' parents' generation. It is argued that reconciliation in South Africa will only be possible if responsibility is taken for the wrongs of the past. A 'responsibility gap', left by the participants' parents' generation, is identified and the research findings suggest that this gap should now be covered by the post-apartheid generation. This generation must cover the gap and shoulder the responsibility that was not taken by their parents' generation. An inclusive innovation praxis model was produced, to suggest practical steps aimed at cultivating positive political agency and to cover the 'responsibility gap' and contribute towards a more inclusive South African society.

In our complex world of today we see that the leader- and followership is getting harder and harder to “command and control” our organizations and our society. The awareness of the decision makers are often too fragmented in relation to the often complex real situations out there. The information is only flowing in organizational stovepipes and not across boundaries as it should today. The patterns of mutual complex dependencies have taken over and we have difficulties in controlling the consequences of our decisions. The relations over organizational borders are often weak and fragmented and the mutual trust is low. Technology has always been a driver for the society to evolve and our idea is that technology can be the main driver for evolving cross boundary collaboration in order to meet the demands of the world. Technology can be the main driver but only if we consider all of the important dimensions when implementing Information and communication technologies (ICT) In order to find the right method of using technology and scientific methods for achieving better cross boundary collaboration a number of data collection activities has been performed, described and analyzed in the work with this thesis. The activities has been diverse in its nature, brainstorming activities, qualitative interviews and a small case study has been combined in order to derive the result – a path forward against further research for a better cross boundary collaboration in our western community. The thesis now have identified a path forward and a scientific framework for taking all of our experiences, existing capabilities, earlier performed research one step further and lift it up to the cross boundary level in organizations and in our society. We have the chance of cultivating all of the properties, relations, amounts of information, and evolve our technology. This may be all that we need in order to achieve a more socially sustainable climate in leader- and followership in our organizations and society. Who knows … maybe we can change the world … or at least make a real difference somewhere!

Inclusive wealth (IW) measures the productive base of an economy, which is a linear index of its capital asset stocks. Changes to IW per capita over time track changes to intergenerational human well-being, thus non-declining IW per capita indicates sustainable development. National IW has only been measured retrospectively; this dissertation models and projects IW prospectively, measuring the impact of alternative infrastructure plans on IW. The focus of the work is on electricity planning in oil-exporting countries. Domestic oil consumption in these countries, driven by increasing electricity use, threatens long-term development by reducing the export revenue on which the government and economy depends. First, I develop a system dynamics model that connects electric power capacity expansion with macroeconomic development, tabulating both infrastructure costs and impacts to the capital stocks of IW over time. The Kingdom of Saudi Arabia (KSA) is the primary case study. Second, I analyze the capital stock projections generated by the model across a range of scenarios and countries. Under the baseline IW formulation, KSA experiences a negative annual growth rate to inclusive wealth per capita to 2050. However, adjusted formulations allow the possibility of periods of positive growth, and a non-oil sector that is less dependent on the oil sector will shift the IW trajectory upwards. Compared to KSA, Kuwait is likely to experience larger per capita declines in IW. The United Arab Emirates (UAE), on the other hand, will potentially experience positive growth rates in per capita IW starting in 2028. Third, I analyze the IW impacts of non-fossil investments in electricity infrastructure, specifically nuclear and solar, between now and 2050. In KSA, the produced capital benefits of non-fossil investment outweigh the oil capital costs (to finance the infrastructure) across a range of uncertainties. Including human capital benefits raises net benefits by an order of magnitude. The optimal allocation of nuclear and solar power ultimately depends on the evaluation metric used. The UAE gains least from non-fossil investment, since it uses comparatively less oil in its electricity system, while Kuwait experiences gains similar to KSA. Importantly, using IW as the basis for electricity policy evaluation yields qualitatively different prescriptions than a least-cost capacity expansion model.

This paper reviews the process of inclusion of disabled people in society, focusing on education and the market "said" inclusive. The process of research made on the basis of research literature and documentation; through works that deal with issues such as inclusion and exclusion, and the definitions and concepts, historical trajectory, finally, of how people with disabilities are included in society, said inclusive, considering the economic and social aspects of the problem, its dimensions and relationships. The text also discusses the dynamics of capitalist society and its relationship with the disabled, the issue of rights and its grounds, and talk on topics such as: labour, exploitation, rights, citizenship, inclusion and exclusion, trying show the limits of fight of the disabled in a society inclusive said. We realize that, in general, the centre of discussions is the reform of society and undoubtedly the main focus is the issue of equality through the inclusion. On that principle, we propose to analyse the sense of inclusion in society and the way it is treated by the segment in question. Moreover, show that the relationship inclusion / exclusion is more complex than the discussion that the segment disabled people raises. From there the discussion should not be restricted to PcD segment, but must achieve a society in general, since the process of inclusion of PcD with their relationship, whether through the struggle of the segment or the government initiatives that relate the theme - laws, decrees, campaigns, treaties, concerns all people and not only to those who have a disability.

Neste texto analisamos o processo de inclusão das pessoas com deficiência na sociedade, enfocando a educação e o mercado dito inclusivos. O processo de investigação se deu com base em pesquisas bibliográfica e documental; através de obras que tratam de temas como inclusão e exclusão, bem como das definições e conceitos, trajetória histórica, enfim, de como as pessoas com deficiência são inseridas na sociedade, dita inclusiva, considerando os aspectos econômicos e sociais do problema, suas dimensões e relações. No texto também abordamos a dinâmica da sociedade capitalista e sua relação com as pessoas com deficiência, a questão dos direitos e sua fundamentação, além de discorrer sobre temas como: trabalho, exploração, direitos, cidadania, inclusão e exclusão, procurando mostrar os limites da luta das pessoas com deficiência numa sociedade dita inclusiva. Podemos perceber que, de um modo geral, o centro das discussões é a reforma da sociedade e, sem dúvida, o foco central é a questão da igualdade através da inclusão. Partindo desse princípio, propomos analisar o sentido da inclusão na sociedade e a forma como é tratada pelo segmento em questão. Além disso, mostrar que a relação inclusão/ exclusão é mais complexa que a discussão que o segmento pessoas com deficiência suscita. A partir daí a reflexão não deve ser restrita ao segmento PcD, mas deve alcançar a sociedade de um modo geral, visto que, o processo de inclusão das PcD, com suas relações, seja através da luta do segmento ou das iniciativas governamentais que se referem ao tema leis, decretos, campanhas, tratados, diz respeito a todas as pessoas e não só àquelas que tem alguma deficiência.

Esta tese trata das políticas de inclusão escolar as quais, através de seus programas, vêm operando como um dispositivo biopolítico para o governo das pessoas, executando de forma mais eficaz e mais econômica o seu gerenciamento, a começar pela exigência de ocupação e compartilhamento de um mesmo espaço. Para isso, criam-se novas regras de ordenamento, novas normas de comportamento e de conduta, que devem ser cumpridas e incorporadas numa nova forma de subjetividade. A problematização que se faz, neste trabalho, das políticas de inclusão brasileiras, especificamente do Programa Escola Acessível, pretende mostrar como, na atualidade, através de uma lógica neoliberal de investimento na população, são fabricados, nas nossas escolas, os dispositivos de uma ortopedia social. Para isso, o estudo procura dar visibilidade aos efeitos produzidos pelo discurso dessa racionalidade na escola brasileira, uma racionalidade que coloca a Inclusão Escolar que, pela garantia e pela obrigatoriedade do acesso universal, como um instrumento capaz de acabar com qualquer forma de exclusão.

W.D. Hamilton has been celebrated as the twentieth-century Darwin. His extension of evolutionary theory to explain social behaviours has been extensively documented. Current accounts, however, have often overlooked the extent to which his early research goals were tied to his desire to see that a better world was created through a scientific understanding of society. In fact, when his interests in humans, and especially his eugenic concerns, have been acknowledged, they have been distanced from his scientific achievements and treated separately. Using new sources to reexamine the development of Hamilton’s most famous idea, the theory of inclusive fitness, we may better understand how his perception of cultural upheaval shaped his reading of social behaviours as evolved characters following universal laws. Understanding this, we may see that however successful Hamilton was, he never realized his original dream, which was to devise a theory that would inform the human world, replacing religious and ideological beliefs. As he sought to solidify his career in the 1970s, he moved away from publicly disclosing his more controversial ideas. This meant that by the time the science of social behaviour inspired heated debates, he was almost always absolved from political critiques. Many assumed that his theory was derived from observations of insects, and his eugenic ideas were forgotten, ignored, or not understood. He was therefore well positioned to become the objective figurehead of a new discipline, sociobiology. This does not mean that his desire to understand society as the result of genetic laws subsided, and by placing inclusive fitness against its social and political background, we might reimagine its trajectory and its impact in new ways. We might also begin to see Hamilton not as an isolated scholar unengaged with society but as an individualist whose extra-scientific beliefs paralleled his scientific theories in meaningful ways.

Civil society inclusion in peace processes has been recognised to be crucial in achieving sustainable peace. The author first reviews the existing academic literature on this, before looking at how civil society, and especially civil society in non-western contexts and armed conflicts can be conceptualised. The variety of approaches and the limitations of Western actor-based concepts in non-Western contexts explains the choice of a function-based model of civil society being chosen to analyse it in the context of international peacebuilding efforts. Its involvement in formal peace processes and negotiations meanwhile is analysed using nine models of inclusion.  The case that is chosen for this exploration is Afghanistan. As a multi-facetted country with a long history of armed conflict and foreign involvement, the developments in the past two decades provide an interesting case study. The inductive desk research, using secondary data, is guided by the questions; which concept of civil society has informed the peace building process in Afghanistan in the past twenty years, how civil society in Afghanistan can be conceptualized and how this has affected the peace building process.  The findings paint a distinct picture of a country that has been shaped by armed conflict, tracing its roots back to the early days of modern Afghanistan and contrasting existing societal and political structures with Western concepts of civil society and state building. Civil society involvement is being analysed using exemplary stages of peace processes and external peace building efforts.  The research concludes that civil society inclusion has been limited by Western concepts of civil society being unfittingly applied to far more complex local realities, thereby excluding relevant actors and limiting the legitimacy and ownership of the peace process, with the prospect of peace being a long way off.

Following UNEP's global assessment of nations' sustainable development in 2012 and 2014, the Kingdom of Saudi Arabia's Inclusive Wealth Index (IWI) growth per capita has been negative. This study evaluates the extent to which the Inclusive Wealth Index is applicable to the nation. The study evaluates the method and makes new contributions for Saudi Arabia by adding components that had been omitted in the initial assessment, such as fisheries and minerals. The stocks for the fossil fuels had been changed to represent technically recoverable reserves, addressing the current paradox of increasing reserves. The global database sources are replaced with the local Saudi for 1999 until 2013. As a result, the new IWI is found to be closer to the 2014 report in absolute numbers and in comparable in the relative figures to the 2012 report, representing a still negative, unsustainable growth. The second part of the study looks at adapting the Inclusive Wealth Index to a subnational level, revealing large regional discrepancies between the Eastern Province and the Central regions, such as Mecca, Riyadh and Medina.

Nesta dissertação procuramos mostrar que o preconceito e a discriminação; - fatores que geram a violência sofrida pela mulher, pela negra e pela homossexual, no decorrer da história da humanidade -; são ocasionados pela visão de inferioridade que se tem desta tríade. Estes grupos fogem ao padrão ideal antropológico da sociedade ocidental, gerando o não reconhecimento de sua alteridade, e uma rejeição capaz de levar ao assassinato. Analisamos, então, através do pensamento de Emmanuel Lévinas, seguindo a ótica teológica de Luis Carlos Susin, que a grande dificuldade em aceitar o diferente encontra-se na subjetividade fechada do ser. Finalmente, verificamos que, com base no amor incondicional de Deus, - essência do cristianismo -, é possível através da ética da alteridade, ir além do ser. Cada ser foi assignado por Deus antes de vir à existência, e por isso, diante do Olhar do outro que não pode ser transformado em um Mesmo, existe a possibilidade de ocorrer uma explosão da consciência, capaz de levá-lo a viver sua vocação transcendental, humanizando-se. Dessa forma, acreditamos que se realizarmos uma ampla e constante evangelização-educativa, seguindo a pedagogia de Jesus, teremos a oportunidade de experienciar o amor incondicional como ética em relação à alteridade, e cada pessoa que participar, poderá viver um cristianismo a partir do Outro, voltado para o outro e todos. Só assim, teremos uma sociedade inclusiva, sem distinção de raça, gênero, orientação sexual, etc.
In this dissertation we have attempted to show that prejudice and discrimination; - factors that have bred violence against women, afro descendants and homosexuals, throughout human history -; are brought on by the view of inferiority of this triad. These groups dont meet the ideal anthropological standard for western society, making for the non acknowledgement of their alterity, and a rejection that can lead to murder. We analyze, therefore, through the thoughts of Emmanuel Lévinas, following the theological point of view of Luis Carlos Susin, in which the great difficulty is accepting the different found in the closed subjectivity of being. Finally, we find that, based on Gods unconditional love, - essence of Christianity -, it is possible through the ethics of alterity, to go beyond the being. Each being was assigned by God before coming to be, and because of this, faced with the look from the Other that may not be transformed into the same one, there is the possibility of an explosion of ones conscience encouraging a response to the transcendental vocation, humanizing oneself. In this way, we believe that if we carry out an ample and constant educational evangelization, following Jesus’ pedagogy, we will have the opportunity to experiment unconditional love as the ethos in relation to alterity, and each person that takes part, may live out Christianity from the Others viewpoint, towards the other and everyone. Only in this manner, will we have an inclusive society, with no distinction between race, gender, sexual orientation, etc.

O debate sobre a inclusão escolar se fortaleceu no Brasil e no mundo em meados da década de 1990. Segundo o Censo Escolar da Educação Básica de 2009, 61% das matrículas na educação especial foram realizadas em classes comuns de escolas regulares ou na educação de jovens e adultos, contra 39% de matrículas em escolas especializadas e classes especiais. Com isto, há, hoje, mais alunos matriculados em classes regulares do que em segregadas. A ausência de concordância em estudos dos últimos anos sobre o tema da inclusão escolar, além de expressar as contradições da própria sociedade, revela a importância de novas pesquisas para que, em conjunto, apontem os caminhos a serem seguidos. Neste sentido, esta pesquisa, que consiste em um estudo de caso, tem como objetivo geral: compreender o cotidiano escolar de um aluno com deficiência visual (DV) que frequenta classe regular, assim como preconceitos e atitudes em relação a ele dentro da escola. O referencial teórico adotado foi a teoria crítica da sociedade. Os dados foram coletados em uma escola regular particular de uma cidade de médio porte do interior paulista. Foram realizadas observações em sala e no recreio, entrevista com uma aluna com DV, entrevistas com professores e coordenação da escola, e aplicação do sociograma em uma sala de aula da 8ª série / 9º ano. As observações e entrevistas foram analisadas de acordo com a técnica de análise de conteúdo: pré-análise, descrição analítica e interpretação inferencial. Cada instrumento foi analisado e interpretado individualmente e, posteriormente, os dados foram integrados para a análise geral. Os dados coletados apontaram que, no cotidiano escolar da aluna com DV, há situações de inclusão e de exclusão. A interação com colegas é satisfatória, embora mais efetiva no recreio do que em sala de aula. Essa boa interação foi confirmada pelo sociograma, pois a aluna com DV apresentou sutil preferência. No entanto, a ausência de adaptações curriculares para a acessibilidade resulta na exclusão do conteúdo, que é passado sinteticamente à aluna, de forma que, embora sua socialização pareça preservada, sua aprendizagem está sendo parcialmente negligenciada. Ela é marginalizada em sala, pois há barreiras à sua incorporação da cultura. A não existência de trabalhos cooperativos na sala e a presença de barreiras à aprendizagem e à participação indicam que a escola tem como foco o desempenho dos alunos normovisuais e uma busca competitiva e pragmática por resultados. Esses dados sugerem a reprodução da ideologia da racionalidade tecnológica. A análise também aponta que essa escola dá maior ênfase à adaptação em detrimento da emancipação de seus alunos, o que pode colaborar para a pseudoformação de todos. O acesso à escola regular para as pessoas com deficiência visual é um ganho na história da pessoa com deficiência. Ainda assim, é preciso que pesquisas e ações voltem-se à educação de qualidade para todos, a fim de que cada vez mais nos aproximemos de uma sociedade verdadeiramente inclusiva e a violência em qualquer forma de manifestação seja reduzida.
The debate about school inclusion strengthened in Brazil and worldwide in the mid 1990s. According to the 2009 School Census of Compulsory Education in Brazil, 61% of the enrollment in special education occurred in mainstream classes in regular schools or in youth and adult education, against 39% of enrollment in special schools and special classes. Therefore, there are more students enrolled in mainstream classes than in segregated ones today. The lack of consensus in studies about inclusive education in the last years not only reveals contradictions within society itself, but also indicates new research needs that could, as a whole, show new paths to be pursued. In this respect, this research was a case study that aimed to understand the everyday academic life of one student with visual impairment (VI) in a mainstream classroom, as well as assess prejudice and attitudes towards her inside the school. The critical theory of society was adopted as a point of reference. Data was collected in a private school in a medium-sized city in São Paulo State. Observations were carried out in class and during recess, one student with VI was interviewed, teachers and the coordinator were also interviewed, and a sociogram was used in a 9th grade class. The observations and interviews were analyzed according to the content analysis technique: pre-analysis, analytical description and inferential interpretation. Each instrument was analyzed and interpreted individually and the whole data set was subsequently integrated for a general assessment. The results showed that, for this students academic everyday life, there are situations of inclusion and exclusion. The interaction with classmates is satisfactory, although it is better during recess than in class. This good interaction was confirmed by the sociogram because the student with VI showed slight preference. Nevertheless, the absence of curriculum adaptation for accessibility leads to content exclusion, which is only briefly taught to the student, in a way that, although her socialization seems to be preserved, her learning has been partially neglected. She is marginalized in class because there are barriers for her culture incorporation. The fact that there isnt cooperative learning in class and there are barriers to learning and participation indicate that the school is focused on the performance of the sighted students and search for competitive and pragmatic results. This suggests the reproduction of the technology rationality ideology. The analysis also indicates that this school emphasizes adaptation to the detriment of the students emancipation, which may contribute to their semi-formation. Access to regular schools for people with VI is a gain in the history of people with disabilities. Still, research and actions need to prioritize quality education for all. This may lead to a truly inclusive society with reduced violence of any kind or nature.

When Vladimir Putin in the year 2000 came to power in Russia many believed that the Russian civil society were weak and had very little influence and with Putin people say that the situation have deteriorated. The purpose of this paper is to establish what kind of relationship exists between the Russian state and the civil society and to analyze this from a top-down perspective. We are looking at Russia during Putins first term in office from the year 2000 until 2004. In order to establish the relationship we have used John S. Dryzeks theory of inclusive and exclusive state and whether it’s active or passive in this process. The method used in this paper is a qualitative case study design. We concluded that the Russian state is an exclusive state rather then an inclusive one. When it comes to establish if the state is active or passive is more difficult but we feel that it’s more of a passive state then active.

Based on the experiences of the researcher who is a quadriplegic, people with disabilities still encounter many challenges within the built environment. As civil engineers play a central role, this study set out to address the question - How are undergraduate Civil Engineering students at the University of Cape Town (UCT) being prepared to contribute to an inclusive society that accommodates people with disabilities? Based on a conceptual theoretical framework that draws from a broader context of the Universal Declaration of Human Rights and the United Nations Convention on the Rights of People with Disabilities, a production line analogy was adopted to explore the resources, approaches and experiences of key stakeholders involved in the preparation of the students. The adopted model recognised the students as the "raw materials", the graduates as the "products", UCT as the "factory", the Engineering Council of South Africa (ECSA) as the "quality controller", the Engineering Industry "utilised and refined" the product, while people with disabilities were the "consumers". A qualitative, exploratory, multiple case design was utilised incorporating interviews with representatives of UCT, the Engineering Industry, and people with disabilities, while the contents of the website of ECSA was reviewed. ECSA has a transformation agenda that does not explicitly identify issues about disability. However, there were opportunities to incorporate the concept of Universal Design (UD) into the exit level outcomes of the undergraduate civil engineering programme. Furthermore, while UCT, Industry and people with disabilities identified legislation around disability as a major resource for the training of students, and UCT and Industry shared an open minded approach to the concept of UD, its inclusion in the education programme is still lacking. There was a conspicuous gap for collaboration between the stakeholders, which seem to hinder the adoption of a multidisciplinary approach in the preparation of the students. The study highlighted the need to formalise a platform that brings the key stakeholders together in the preparation of civil engineering students to contribute to the development of an inclusive society that accommodates people with disabilities.

Reflet d’un changement de paradigme, le terme « inclusion » succède à celui d’« intégration». Autrement dit, ce n’est plus à l’individu « différent » de s’adapter à un système dit « normal », mais à la société de faire en sorte d'inclure toute personne quelles que soient ses particularités : la solidarité est l’affaire de tous. À La Réunion, les politiques inclusives s’inscrivent dans un contexte sociologique particulier. L’île présente des particularismes dus à une histoire coloniale récente, suivie d’un développement socioéconomique accéléré depuis la départementalisation en 1946. Ce DROM – Département Région Outre-Mer – présente les atouts d’une société industrielle mais n’en reste pas moins dépourvue de ressources propres. Un métissage de la population, une multiplicité, une mixité de pratiques culturelles et cultuelles sur ce petit territoire viennent rappeler la singularité des Réunionnais. La lecture du handicap et son traitement social en sont fortement imprégnés. Cette société qui a développé un mode de fonctionnement particulier, a fabriqué des espaces inclusifs qui ne correspondent pas toujours aux exigences et codes de la société française métropolitaine. Ces espaces viennent se poser parfois en dualité avec l’école, ce qui place les enfants handicapés mentaux sur la liminalité, sorte de sas entre les deux sphères, familiale et scolaire, mais dans lequel certains élèves stagnent. Social policies nowadays aim at reducing inequalities in access to rights: reinforce access to full citizenship for people with disabilities and build an inclusive society. The concept of "inclusion" is gradually substituting that of "integration", following the change of paradigm. In other words, it is no longer up to the person with “special needs” to adapt himself to a so-called "normal" system. It’s up to society to ensure that everybody is included, regardless of his particularities. Solidarity is everyone's responsibility. The sociological context of Reunion Island is quite particular: it has known a colonial history before its accession to the statute of French department in 1946, which has accelerated its socio-economic development. This Overseas Department presents the advantages of an industrial society, without any natural resources. The various cultural and religious practices in such a small territory due to the melding of populations make the people of Reunion island singular. Their representation of handicap and its social treatment are strongly influenced. This society has developed spheres of inclusion with particular codes that are quite different from those of the French metropolitan society. Therefore, these particular codes are sometimes different from those practiced in school. And children with mental disabilities live in a sort of airlock between the family and school spheres, where some students stagnate, in the liminality. Nowadays all stakeholders, families, teachers and social workers, try to rely on new schemes to achieve a better inclusion for these children

A presente tese busca estabelecer relações entre as práticas participativas institucionalizadas no Brasil, no recente período democrático, e o desenvolvimento em suas dimensões econômica, social, jurídica e política, com ênfase em seu caráter inclusivo ou distributivo, além de sustentável. Este é o modelo de desenvolvimento referido aqui como abrangente, ressaltando, ainda, que neste conceito as diferentes dimensões e atributos do desenvolvimento são considerados não como etapas sucessivas ou causais, mas como elementos constitutivos que se complementam em favor de uma integridade conceitual. Por sua vez, as práticas participativas aqui consideradas são as que se desenrolam em instâncias híbridas que pertencem tanto ao Estado como à sociedade civil e por isso são tratadas preferencialmente como interfaces socioestatais. A partir da observação de uma amostra desses arranjos, propõe inicialmente as seguintes questões: (a) a participação social tem contribuído com o Estado na elaboração, implementação e controle de programas e políticas públicas inclusivos e de relevância para o modelo de desenvolvimento proposto? (b) a crescente formalização institucional da participação, tendente a um certo grau de centralização ou coordenação, contribui para a sua racionalidade e efetividade ou pode antes contribuir para a sua burocratização e a descaracterização de sua genuinidade? As hipóteses propostas são a de que a participação potencializa o desenvolvimento abrangente e que este só é realizável como fruto de uma gestão cooperativa entre a estrutura estatal e o conjunto de cidadãos, própria da democracia participativa e que a institucionalização pode contribuir para a racionalidade e organicidade no tratamento dos pactos elaborados nessas instâncias, além de contribuir para a consolidação de um capital social e institucional.
The present thesis seeks to establish relations between the participative practices institutionalized in Brazil, in the recent democratic period, and the development in its economical, social, juridical and political dimensions, emphasizing its inclusive or distributive character, as well as the sustainable one. This is the development pattern here referred to as comprehensive, highlighting, yet, that in such concept the different development dimensions and attributes are considered not as successive or causal stages, but as constitutive elements which complement one another in favor of a conceptual integrity. The participative practices herein considered, in turn, are the ones developed in hybrid instances belonging as much to the State as to the civil society, therefore treated preferably as society/state interfaces. From the observation of a sample of such arrangements, the following questions are initially proposed: (a) has the social participation contributed with the State in the elaboration, implementation and control of public policies and programs which are inclusive and relevant to the development pattern proposed? (b) does the crescent institutional formalization of the participation, prone to a certain degree of centralization or coordination, contribute to its rationality or effectiveness, or can rather contribute to its bureaucratization and loss of authenticity? The hypotheses proposed are that the participation enhances the comprehensive development, which is only feasible as the result of a management in cooperation between State structure and a group of citizens, characteristic of the participative democracy, and also that the institutionalization can contribute to the rationality and organicity in the treatment of pacts elaborated in such instances, as well as contribute to the consolidation of a social and institutional capital.

The role of civil society in conflict resolution has moved from the margins to the core of analyses of peace processes. However, existing literature has put little attention on examining the contribution of civil society in the implementation of peace agreements in the immediate time upon their conclusion. I aim to fill this gap by asking “How does the mode of civil society inclusion during the pre-agreement stage influence the degree of civil society participation in the implementation of peace agreements?”. I argue that when civil society can directly influence the peace talks by having a seat at the negotiation table this can have downstream effects on how much they will be involved in the implementation of the agreed provisions. The research question is answered in the context of a qualitative study of the cases of the peace process in Mozambique and El Salvador, through the method of structured focused comparison. The findings do not support this expectation. The analysis rather indicates that direct participation is not enough for civil society actors to ensure continuity in their participation, and more substantive engagement and ownership might be needed.

There is an emergent consensus that the ‘poverty reduction through good governance’ agenda has failed to meet expectations. The capacity of non-governmental organisations (NGOs) to cultivate the political economies and state-society synergies that might be supportive of more pro-poor development trajectories is contested. Advocates of inclusive liberalism identify increased political space for NGOs focused on popular empowerment and policy influence within the participatory spaces created by the good governance agenda. More radical critiques cast NGOs as apolitical brokers of neo-liberal development resources which distract from or are disinterested in more fundamental questions of redistribution. This thesis explores the potential for Ugandan NGOs to cultivate supportive conditions for a more redistributive development process amidst a semi-authoritarian, patronage-based, political regime and within a predominantly agrarian economy, using the lens of a single case study organisation situated in the Western region of the country. The findings suggest Ugandan NGOs should move beyond strategies associated with inclusive liberal governance towards a closer engagement with the politics and political economy of progressive change. Micro-enterprise and economic associational development emerge as more effective enhancers of political capabilities among the poor than strategies aimed solely at promoting inclusive liberal participation because they can tackle the socio-economic power relations that curb political agency in such contexts, and begin to undermine patronage-politics. In contrast, strategies for enhanced inclusive liberal participation engage with the formal de jure rules of the game in ways that either sidestep or re-enforce the de-facto patronage-based political system and fail to tackle the power relations that perpetuate ineffective forms of governance. Creating new cross-class deliberative spaces which engage with grass roots perspectives, can facilitate the emergence of new ways of thinking that promote a more pro-poor orientation among development stakeholders. Triangulation of qualitative primary data and relevant literature leads to the overarching conclusion that NGOs operating in such contexts are more likely to enhance the political capabilities of disadvantaged groups by adhering to a principle of self-determination. This focuses energy and resources on non-directive facilitative support to disadvantaged groups. This enables them to a) make socio-economic progress; b) become (better) organised; c) develop the necessary skills and knowledge to advance their interests; and d) cultivate opportunities for direct engagement with power holders and decision-makers. This approach requires a high level of what the thesis terms ‘NGO political capacity’ and a far more open-ended and programmatic approach to the provision of development aid than currently prevails.

A presente tese tem como objetivo construir reflexões em torno do lugar ocupado pelo Serviço Social na Sociedade e na Educação, procedendo para isso à análise do seu percurso evolutivo e da sua dimensão interventiva e investigativa bem como do trabalho que desenvolve no contexto educativo, articulando a Educação Inclusiva com a história da Educação em Portugal, destacando para isso a importância de práticas interdiciplinares e da dinâmica interativa escola-família-aluno-comunidade facilitadora da construção nas estruturas escolares do modelo de escola inclusiva e da efetiva cidadania, participação ativa e responsável de todos os seus intervenientes. Tendo em conta as contrariedades e características das sociedades contemporâneas, nomeadamente, a crise antropológica global liderada pelos mecanismos de liberalização dos mercados que privilegiam o fator técnico e económico em detrimento do fator humano, a democratização do ensino ou democratização da inclusão só será viável se a sociedade se fizer acompanhar de políticas educativas promotoras da inclusão, bem como da existência de apoios económicos que reduzam o risco de pobreza e de exclusão social. Igualmente importante são os espaços físicos, infraestruturas adequadas às necessidades dos seus alunos, não esquecendo as equipas técnicas compostas por assistentes sociais.
This thesis aims to build reflections on the place occupied by the Social Work in Society and Education, and doing so it will analyze its historical path and its proactive and investigative dimension, as well as its role in the school context. This, articulating Inclusive Education with the history of education in Portugal and highlighting the importance of interdicisplinares practices and interactive dynamic school-family-student-community as facilitator of a construction in the school setting of an inclusive school model and of an effective citizenship, an active and a responsible participation of all its stakeholders. Taking into account the setbacks and characteristics of contemporary societies, namely global anthropological crisis led by the liberalization mechanisms of the markets that favor the technical and economic factor at the expense of the human factor, the democratization of education and democratization of inclusion will only be viable if society is accompanied by educational promoters of inclusion policies, as well as the existence of economic support to reduce the risk of poverty and social exclusion. Equally important are physical spaces, adequate infrastructure to the needs of their students, not forgetting the technical teams of assistants social.
Cette thèse vise à construire des réflexions sur la place occupée par le Service social dans la société et de l'éducation, et pour ce faire analyse le cheminement de son évolution et de sa dimension proactive et d'investigation, et de son travail dans le contexte de l'école, en articulant l'éducation inclusive avec l'histoire de l'éducation au Portugal. On y souligne également l'importance des pratiques interdiciplinaires et interactives dynamiques d’animation école-famille-communauté scolaire en vue de la construction d’une école visant un modèle inclusif d’enseignement et de citoyenneté effective, active et participative, responsable, associant toutes les parties intéressées. En tenant compte des revers et des caractéristiques des sociétés contemporaines, à savoir la crise anthropologique mondiale entraîné par des mécanismes de libéralisation des marchés qui favorisent le facteur technique et économique au détriment du facteur humain, la démocratisation de l'éducation et de la démocratisation de l'inclusion ne sera viable que si la société elle est accompagnée par des promoteurs éducatifs des politiques d'inclusion, ainsi que l'existence d'un soutien économique visnat à réduire le risque de pauvreté et d'exclusion sociale. En outre, il ne faudra pas non plus négliger les espaces physiques, des infrastructure adéquate pour les besoins des élèves, sans oublier les équipes techniques des assistants sociaux.

This thesis aims to investigate why inclusion of civil society actors in peace processes leads to more durable peace in some cases while not in others. It argues that the influence, rather than inclusion, of civil society organizations (CSOs) explains this variation. It is hypothesized that when CSOs have influence in peace negotiations, peace is more likely to be durable, as well as when a wide range of CSOs have influence in peace negotiations, peace is more likely to be durable. This is explored through a structured focused comparison between the peace processes leading up to peace agreements in Sierra Leone in 1996, the DRC in 2002, the Ivory Coast in 2003 and Liberia in 2003. The empirical findings lend support to the hypotheses and point in the direction of influence of CSOs in peace processes being of importance for the durability of peace. Certain evidence suggesting legitimacy being the causal mechanism is found. However, the empirical analysis also points towards other factors being potential alternative explanations such as war fatigue and sequencing of the process. The suggestive findings and the potential alternative explanations should be investigated further in order to increase the chances of durable peace.

In this discussion paper, we outline and reflect on some of the key challenges that influence the development and uptake of more inclusive and responsible forms of research and innovation. Taking these challenges together, we invoke Collingridge's famous dilemma of social control of technology to introduce a complementary dilemma that of "societal alignment" in the governance of science, technology and innovation. Considerations of social alignment are scattered and overlooked among some communities in the field of science, technology and innovation policy. By starting to unpack this dilemma, we outline an agenda for further consideration of social alignment in the study of responsible research and innovation.

Stockholm, the capital city of Sweden, is the residence of about 180 nationalities thatmakes it one of the prominent multicultural cities in Europe. Moreover, sustainable developmentis one of the main goals of the Swedish government. In this circumstance, it is the challenge tomake a socially cohesive society to ensure its social and economic development. This study isaimed to have an inner look at social cohesiveness between Bangladeshi community and otherethnic groups including native Swedish in Stockholm from a qualitative research approach. Asocial cohesion framework has been formulated by analyzing various literatures for the purposeof this study. This social cohesion framework comprises of social, cultural, political andeconomic indicators to understand the different dimensions of social cohesion in Stockholm.This framework is used during preparation of the questionnaire for conducting the qualitativesurvey that includes twelve in-depth interviews. Empirical result reveals that Bangladeshicommunity has a weak sense of belonging and a lack of common identity to the mainstreamsociety, rather they have stronger attachment to other Bangladeshi immigrants in Stockholm.Although lack of social cohesiveness has been found between Bangladeshi immigrants and otherresidents in Stockholm, but many threats to social cohesion (for example; racial conflict) areabsent in Stockholm. Therefore, it is a reachable challenge to make this society cohesive for thebetterment of the country by initiating proper measures.

Researchers have shown that the voices of parents of adults with intellectual disabilities can help build supports in the community. Research regarding the perceptions and lived experiences of these parents regarding social inclusion of adults with intellectual disabilities is limited. Guided by positive psychology, the purpose of this interpretive phenomenological study was to examine parents' lived experiences of social inclusion of adults with intellectual disabilities. Research questions were framed to understand and describe the meaning of how parents experience social inclusion with their adult children with intellectual disabilities. Data were elicited through 6 individual interviews with parents of adults with intellectual disabilities from Shelby County, Tennessee. Data was analyzed using a phenomenological and double hermeneutic approach that is consistent with the interpretative phenomenological analysis. The findings from this study were compared with existing literature indicating that parents must facilitate social inclusion for their adult children with intellectual disabilities. Another finding from the study was that parents believe that there is a need to build relationships in the community. Including the voices of parents of adults with intellectual disabilities with those of professionals could influence policy makers in designing supports for parents and families, which could have positive social change implications. Adults with intellectual disabilities may benefit from the study, in that their parents' voices are being heard and the study draws attention to the need for continual support from service providers, policy makers, and the community itself. This study also helps to fill a gap in research regarding parents' lived experiences and perceptions concerning social inclusion of their adult children with intellectual disabilities.

This thesis explores museums’ social role in supporting an inclusive society, the nature of ‘difference’ and relationships between ‘self’ and ‘other’ in the context of Japanese society and disabled people. My research question is: can museums and galleries contribute to the creation of an inclusive society, enhancing the understanding of difference as well as of self and other? In particular, it considers the relationship between disabled people and non-disabled people with a special interest in visually impaired people. My thesis’s objectives are to think disability sociologically, to investigate the mechanism of exclusion and to develop socio-cultural learning in museums as an inclusion practice. The methodology of this thesis is Symbolic Interactionism. Fieldwork was conducted in Japan examining attitudes towards people with ‘difference’. Qualitative fieldwork research was conducted combining two methods: a ‘single-designs’ case study and a questionnaire given to participants at gallery workshops, in which sighted and visually impaired people viewed artworks together. Collected data was analysed with theories of communication, Symbolic Interactionism and socio-cultural learning. The preliminary fieldwork was conducted using the method of semi-structured interviews with key people working in art museums and art organisations (including blind people) aiming to increase knowledge about Japanese museums and disabled (visually impaired) users. Fieldwork results indicated that participants learned ‘we are all the same and different’, and demonstrated changes to their attitude. This thesis contributes to the development of a discourse about disability, exclusion/inclusion, museum and ‘self’ and ‘other’. It brings content from Museum Studies, Disability Studies and Sociology together in the museum and disability contexts. The broad aim of my thesis is to contribute to an improvement in social well-being, understanding, and celebration of difference.

M-PESA (a mobile banking service in Kenya) was introduced to offer a person-to-person money transfer service. Its extensive adoption and appropriation for purposes other than person-to-person transfers has influenced the technology providers (Safaricom) to widen their services beyond their original intentions. M-PESA provides a wide range of financial services including services for people who were previously unbanked. Users of M-PESA can now pay different utilities, those without credit cards can purchase products online, others can repay loans to microfinance institutions, pay insurance premiums, withdraw money from ATMs, use it as Point of Sale Payment and open savings accounts. This research examines the existence of “bi-directional” influences between technology and society by taking M-PESA business users as a case. It specifically investigates how M-PESA as a technology has influenced the business environment in Kenya and how the design of M-PESA has in turn been influenced by its adoption. The research adopts the Adaptive Structuration Theory as the theoretical framework and interpretive case study research as a methodological approach. Interviews with different stakeholders in the industry were used to collect data. Data was analyzed using Diachronic Analysis. The results of the research show that there is a “bi-directional” influence between technology and people as they affect each other over time. Mobile technologies shape the way businesses operate, allowing them to provide new services and improve existing ones. At the same time, usage and adoption trends affect the design of mobile technologies. Over time, technology is adapted to accommodate the new needs of businesses and other needs in the wider community. This research shows that the impact of technology depends not only on its functionality but also on its use and appropriation in society.

This thesis seeks to understand why civil society organisations (CSOs) in the Caribbean Community (CARICOM) began to mobilise in the 1990s and why government overtures to consulting CSOs on trade matters emerged from around the same time. In addition, this thesis examines the ways in which different types of CSOs have mobilised on trade issues and the ways in which governments have included CSOs in trade consultations. To answer the “why” questions, this thesis posits that both material and ideational factors were important for motivating CSOs to conceive of themselves as needing to mobilise on trade matters in the context of the 1990s. The material and ideational factors of note here are: shifts in the direction of neo-liberal policy orientation, towards a focus on globalisation and towards emphasising good governance. These have impacted on actor interests and perceptions. Despite ideational and material factors impacting on CSO interest perceptions and on government approaches to trade matters, these factors cannot account for variations in the types of CSOs that mobilise and that governments consult on trade matters. This is where institutional factors become important. Institutions can help one to understand how different CSOs have mobilized and how CSOs have been included on trade matters at the region level and across three case studies (Barbados, Trinidad and Tobago, and St. Lucia). In essence the thesis shows that whilst ideational and material factors help one to understand why CSOs have mobilised and have been included, institutional factors help one to understand how they have been included.

In this dissertation the internal workings of a colonial settler society are examined· through employing elements of post-colonial theory and whiteness studies. Specifically, the dissertation focuses on the construction of a hierarchical social order in the German colony of German Southwest Africa during the period 1884-1914. It is argued that Gennan colonial rule was underpinned, and informed by a polarised Self and Other dichotomy which distinguished between the European colonisers and the colonised indigenous Africans. The employment of dichotomous categories of identification, based on notions of imagined racial and cultural difference, allowed for the mapping of colonial society and was central to political and discursive practices of social control. Furthermore, this dichotomy justified and informed relations not simply between the colonisers and the colonised, but also amongst the colonisers themselves. The presence of settlers whose cultural practices and behaviour did not match with the nonns attributed to the idealised settler undennined the demarcation of difference. As a consequence undesirable settlers were increasingly perceived by the colonial authorities and interest groups as posing a threat to social control and the future stability of the Southwest. In particular, the dissertation examines the resulting discursive and political strategies of social engineering and identification which sought to include or exclude settlers from settler society based upon an assessment of their economic capacity and cultural competency as measured against the existing categories of identification. What emerged was an increasingly exclusionary settler society. The dissertation is based on extensive archival material from the Bundesarchiv in Berlin as well as a wide range of printed Sources. It allows for an insight into strategies of social control, power and the establishment of social privilege in a settler society. It investigates a construction of a specifically Gennan version of whiteness in a colonial context which enables an insight into the ways in which sections ofthe middle class conceived of Germanness and whiteness. As the lines of cultural and racial difference became increasingly confused, the categories of Black and White were under constant negotiation and re-construction and whilst the category ofthe Black remained an absolute, the category of the White collapsed into a system of gradations of whiteness.

The purpose of this paper is to investigate if the political participation has increased in practice for the former excluded indigenous people in Bolivia during the Morales administration and with the establishment of a new constitution, in order to see whether democracy has been deepened in the country or not. The thesis is carried out with a case study design and material consists mainly of qualitative interviews with different indigenous organizations and NGOs, as well as previous research on the area. The theoretical framework is based on dimensions on participation in where the three areas of inclusion, spaces for participation and influence are examined in order to investigate the purpose. The thesis argues that the political participation has not increased for all of the different indigenous groups, but for some; the smaller indigenous groups in the lowland have not experienced an increased political participation, whilst the three biggest indigenous groups, Aymara and Quechua in the highland, and Guaraní in the lowland, feel that their political participation has increased. Since some indigenous groups have experienced change and an increased political participation it is argued that the democracy has been deepened to a small degree.

This "Inclusive and Rehabilitative Environment" dissertation focuses on the application of Universal Design principles and changing attitudes toward people with disabilities in the built environment. The choice of research subject is partly influenced by my disability as a profoundly deaf person and as a bilateral cochlear implant user as well as from my exposure to the spatial challenges people with disabilities face in the built environment. Cape Town’s built environment was designed and constructed with no reference to the needs of people with disabilities and the ageing population (Davies, 2013; Thompson 2013). It continued to perpetuate the social and attitudinal barriers toward disabilities despite recent attempts and policies at improving accessibility (Daniels, 2013; Opperman, 2013, Mycroft, 2013). There are few buildings in Cape Town that are accessible but most of them are restricted to institutional typologies. In addition, the research focus is further motivated by the following points: * There is a lack of relevant and updated resources on Universal Design in South Africa compared to First World countries (Davies; 2013; Lehohla, 2005; Opperman, 2013; Thompson; 2013). * The recently updated section of the National Building Regulation SANS 10400, Part S: Facilities for persons with disabilities, is a significant advancement for the rights of people with disabilities. Granted, the legal frameworks, policies and guidelines are theoretically in place. They are seldom applied in practice and are often not enforced (Thompson, 2013). * There is a lack of understanding on applying accessibility features to suit the local context compared to international examples (Daniels, 2013; Davies; 2013).

The study institution is a non-profit organization with a model developed from the continuous implementation of needs assessments of the families of adolescent parents in Puerto Rico, with the purpose of increasing their social inclusion potential. Addressing social exclusion and stigmatization of adolescent parents is vital because it generates a dual benefit for social interactions and growth. The social inclusion concept used and further elaborated for adolescent mothers is described by researchers as the level of access to engaging with institutions and societal relationships. This program evaluation was developed to understand the outcomes and effectiveness of the organization's social inclusion interventions. There is a gap in knowledge for comprehensive and family-centered adolescent parent's programs related to their potential for social inclusion. Guided by complex systems theory, the key research questions were designed to assess the potential gains in social inclusion characteristics for the organization's participants. The study utilized organizational, administrative data and used a pre- and post-test design with a comparison group. McNemar test findings indicated statistically significant increase for the intervention group regarding their social inclusion (p < .001); while Wilcoxon test findings indicated statistically significant gain in nurturing family environments (p = .006) and socio-economic positions (p < .001). Further research is recommended to assess the life-course protective factors' characteristics and the social inclusion pathways. The positive social change includes further understanding of social inclusion for adolescent mothers and its related ecological perspectives.

This research was conducted to study the social integration of Syrian refugees in Sweden and their feeling of inclusion in the Swedish society, or exclusion from it. The research also targeted illuminating and analyzing potential reasons for the social exclusion of some Syrian refugees according to first-hand experiences, perspectives, and opinions collected by semi-structured interviews with 10 informants who left Syria due to civil war and sought asylum in Sweden. This paper serves as a platform on which voices and views of Syrian refugees were echoed, and conclusions on their settlement and inclusion in their new country were based on their own feelings, struggles, and matters of their social lives. To achieve that, social, cultural, and human aspects were prioritized over mainstream economic and legal aspects as all informants were documented and integrated into the Swedish labor market or education system.  Nonetheless, the study results have shown a worrying lack of social inclusion that Syrian refugees have experienced so far in their new country, reducing them into underprivileged, ethnic social circles where they had limited access to social networks from different backgrounds, resources, and opportunity. The nature of the Swedish society, as well as the negative image of Syrian refugees, Ethnic-segregated residencies, cultural incompatibility, and racism, were found to be the main reasons behind this phenomenon

In the last few years, migration towards Europe has intensified as a result of poverty and war in other parts of the world. Now, the European Union finds itself in a “refugee crisis” that has brought about contrasting reactions from within European societies. While many civil society organizations have mobilized for the inclusion of asylum seekers and undocumented migrants, governments have increasingly focused on restricting access and limiting their numbers. This study seeks to understand and explain the role of civil society in the refugee crisis. To this end, citizenship and framing theories are applied to the case of the Swedish Red Cross. Specific “acts of citizenship” carried out by the Red Cross in Sweden, and in Europe more generally, are analyzed. The study’s findings suggest that this civil society organization/movement acts as both a “denationalizing” (Sassen 2002) and a “post-nationalizing” (Bosniak 2006) force as it pushes the boundaries of citizenship from within and beyond the borders of the nation-state. It does this by calling upon international humanitarian and human rights laws and principles and by positioning itself inside and outside the political system at the same time.

Projects are a common method in the work of closing the gap between the majority society and the Roma people. As a national minority in Sweden, the Roma people are entitled to certain rights of participation within this work. This thesis aims to analyze five projects, meant to work towards the Roma people’s inclusion, to answer how the concepts of empowerment and intersectionality are expressed or implicitly embodied within them. It is also questioned how the projects have considered the Roma people’s perceptions of their own situation and context. By using content analysis together with the theoretical framework, it is possible to bring light to these concepts, as well as to find key variables in order to answer the research questions. The main findings show that while the projects lacked in using an intersectional approach, the concept has important analytical tools which could be helpful in order to include the vulnerable persons within the Roma groups and to work with more sensitive issues. Some levels of empowerment is also found in the projects, both as a goal and as a means.However, in order to empower the Roma people, the majority society would have to give more decision power to the group. Thus the projects have not reached the potential they could have had in contributing to the shift which has been set in motion towards letting the Roma people develop the perspective of the work as well as be part of the execution.

This thesis develops a theory of international social closure to examine (i) the politics of membership in status groups – or, clubs – in international society and (ii) the persistence of clubs in international society. This thesis offers new concepts to improve the English School’s understanding of international society, its expansion, and its reproduction. In so doing it also addresses limitations and gaps in the IR status literature and the global governance and diplomacy literatures concerned with clubs and networks. This thesis analyses strategies of exclusion, entry, and incorporation used by actors to deny, attempt, or grant inclusion into clubs as well as the institutional contexts underpinning those clubs. Specifically, this research undertakes a study of instances of exclusion, entry, and incorporation in the context of three clubs: the Family of Civilised Nations, the Great Powers club, and G-summitry. In the first two cases, this research relies primarily on secondary sources while in the case of G-summitry it presents original empirical research gathered through archival research, interviews, and ethnographic participant observation. This thesis presents four main conclusions about the operation of closure: (i) the logics of different closure games are defined by overarching normative institutions of international society; (ii) despite a collectivist closure rule, closure in international society is predominantly individualistic; (iii) actors seeking entry tend to employ deferential entry strategies that reproduce a stratified status quo order; and (iv) incorporation promotes stratification along both functional and cultural lines. This thesis also draws three specific conclusions that run counter to much current scholarship: (i) contemporary international society is neither more open nor less hierarchical than nineteenth century international society; (ii) hierarchy is reproduced to a large degree by entry and incorporation strategies rather than exclusion strategies; and (iii) closure does not run along a ‘west versus the rest’ fault line.

Earlier research have portrayed Afro-Swedes’ situation in mostly negative terms and have often concentrated on just one or a few spheres of society. Success stories are overridden by examples of discrimination. This research aim to contribute to a broader picture and asks how the situation of Afro-Swedes as a minority group in the Swedish society could be understood. This qualitative desk study uses the framework from Hans-Ingvar Roth’s book Mångkulturalismens utmaningar (2005) [Challenges of Multiculturalism], to answer this questions. This research shows that Afro-Swedes experience positive and/or negative distance and/or inclusion within twelve identified spheres of society. Sometimes both positive and negative inclusion/distance is present even in the same sphere. The analysis of this research suggests that Afro-Swedes as a minority is rather distanced than included in the Swedish society, no matter if it is voluntary or not. This research do not neglect the discrimination or racism that many Afro-Swedes witness about, however, it supplements the more often negative picture presented. It does so by showing a more complex image where positive – as well as negative – elements of Afro-Swedes’ situation can be found in the Swedish society.

[spa] En esta tesis doctoral se pretenden identificar y caracterizar las dinámicas de exclusión e inclusión derivadas del desarrollo turístico que puedan servir de base para un desarrollo teórico del análisis social del turismo. Sobre esta perspectiva, que es caracterizada y contextualizada en el marco de los estudios turísticos, y en territorios de España y Centroamérica, se desarrollan tres líneas de investigación. En la primera se analizan las dinámicas de exclusión que se derivan de los procesos de transformación territorial por los cuales el turismo acaba siendo hegemónico en determinados espacios de Centroamérica. En la segunda se analiza cómo y porqué el trabajo turístico se ve sometido a procesos de precarización que generan lógicas de exclusión en un destino turístico como España. Parte de esta investigación está focalizada en el colectivo de camareras de piso en hoteles. Finalmente, en la tercera se analizan las posibilidades, dificultades y tensiones presentes en los procesos de construcción de modelos de desarrollo turístico que aspiran a ser más inclusivos que las dinámicas predominantes, a partir de formas de gestión colectiva de la actividad turística como el turismo comunitario que se ha desarrollado en Centroamérica. Estos análisis se desarrollan a partir de una perspectiva de clase y género, que permiten abordar mecanismos y procesos concretos de generación de desigualdad social en contextos turísticos. A pesar de la diversidad de artículos que componen esta tesis, metodológicamente comparten dos aspectos centrales. [eng] In this doctoral thesis, I attempt to identify and characterize dynamics of exclusion and inclusion derived from tourist development, which in turn constitutes the basis for theoretical development of the social analysis of tourism. Within this perspective, that is characterized and contextualized in the framework of tourism studies, and particularly in Spanish and Central American territories, the following three lines of investigation are pursued. First, the study of the dynamics of exclusion derived from territorial transformation processes in certain areas of Central America where tourism becomes hegemonic. Second, the evaluation of how and why tourism labour is subjected to precarious processes that generate logics of exclusion in a tourist destination, such as Spain. This investigation is partially focused on the housekeeping hotel’s collective. Finally, in the third part, possibilities, difficulties, and tensions present in processes of construction of tourism development models that aspire to be more inclusive than the current dynamics, departing from collective management methods of the tourist activity such as the community-based tourism developed in Central America. This research is developed from a class and gender perspective, that allow addressing specific mechanisms and processes that generate social inequality in tourism contexts. Despite the diversity of articles that comprise this thesis, methodologically speaking, they share two central aspects. On the one hand, long-term investigation processes with a commitment to affected collectives due to exclusion situations as well as communities that try to build more inclusive tourism development proposals. On the other hand, the use of qualitative social research techniques. The thesis is presented under the publication compendium format.

L'objectif de ce travail est d'étudier, suite à la loi du 11 février 2005, les perceptions et les pratiques des enseignants d'EPS confrontés à la problématique professionnelle de l'inclusion d'un élève en situation de handicap dans leurs cours ordinaires. Au regard de la complexité de cette problématique et de son caractère relativement récent, notre stratégie de recherche s'est initialement orientée sur une première phase exploratoire sortant du paradigme hypothético-déductif. Ce faisant, une étude systématique de la littérature scientifique internationale nous a permis de renforcer le cadre théorique de notre objet de recherche. Par la suite, l'étude inductive des textes officiels (français), depuis 1975, sur l'inclusion scolaire et l'inclusion en EPS, à permis de modéliser de façon théorique trois niveaux inclusifs des élèves en situation de handicap par les enseignants d'EPS, qualifiés d'insertion, d'intégration et de scolarisation. Suite à cette phase exploratoire des contenus écrits, une deuxième série d'études de terrain a permis de confronter nos trois niveaux théoriques à la réalité des perceptions des enseignants (questionnaires et entretiens) et de leurs pratiques effectives (observations systématiques de séances filmées). Nos résultats mettent en évidence : - l'existence similaire de trois niveaux d'inclusion sous forme de stades inclusifs dans les perceptions et les pratiques des enseignants d'EPS, - les caractéristiques de chaque stade inclusif aux niveaux des perceptions et des pratiques des enseignants. L'analyse croisée de ces différentes approches permet la proposition d'une modélisation de la pleine inclusion en EPS, qui, confrontée à la définition de nos trois stades inclusifs permet de mettre en évidence les évolutions entre les stades (leviers, obstacles). Le manuscrit se termine par un ensemble de pistes de réflexion en faveur des formations pour les étudiants et les enseignants d'EPS.

L’idéal de société inclusive se fonde sur des principes de justice et de cohésion sociale. Il se traduit par une volonté d’inclure les personnes en danger de pauvreté et d’exclusion, de réduire les inégalités sociales et de favoriser la participation à la vie de la société. Confrontées à des inégalités sociales, des politiques spécifiques sont mises en œuvre en faveur des personnes présentant un handicap. Elles se traduisent par un principe d’accessibilité généralisée à l’emploi, l’éducation, le bâti, les transports, les loisirs, la culture, les technologies numériques, etc. Dans notre société où les usages des technologies numériques apparaissent comme le remède à tous les problèmes sociaux (Proulx, 1990), quels bénéfices peuvent tirer les personnes présentant un handicap des usages de ces technologies ? Pour répondre à cette question, je suis allée enquêter des personnes accueillies dans des établissements médico-sociaux en région Bretagne. J’ai accompagné leurs usages des technologies numériques et dans une approche ethno méthodologique (Lapassade, 2000) et écologique de l’activité (Denis, 2009), j’ai analysé ces usages comme un construit social (Jouët, 2000). Dans cette recherche nous verrons en quoi l’appropriation des technologies numériques par les personnes présentant une déficience intellectuelle ou des troubles psychiques transforme les représentations négatives qu’elles ont d’elles-mêmes et fait émerger un pouvoir d’agir avec les technologies numériques qui participent à leur émancipation
The ideal of inclusive society is based on principles of justice and social cohesion. It translates into a desire to include people at risk of poverty and exclusion, to reduce social inequalities and to encourage participation in the life of society. Faced with social inequalities, specific policies are implemented for people with disabilities. They translate into a principle of widespread accessibility to employment, education, built, transport, leisure, culture, digital technologies, etc. In our society where the uses of digital technologies appear to be the cure for all social problems (Proulx, 1990), what benefits can people with disabilities derive from the uses of these technologies? To answer this question, I went to investigate people welcomed in medico-social institutions in Brittany. I accompanied their use of digital technologies and in an ethno-methodological approach (Lapassade, 2000) and ecological of activity (Denis, 2009), I analyzed these uses as a social construct (Jouët, 2000). In this research we will see how the appropriation of digital technologies by people with intellectual disabilities or mental disorders transforms the negative representations they have of themselves and brings out a power to act with digital technologies that participate in their emancipation

The neighborhoods of Eastleigh in Nairobi, Kenya and Rinkeby in Stockholm, Sweden are both home to Somali populations that have burgeoned over the last 25 years. While situated in vastly different urban contexts, the Somali communities in each location have needs related to public space, particularly when considering their status in both places as a minority group that is often marginalized by Kenyan and Swedish societies. By examining the experiences of each of these two communities in public space and the level of publicness they experience, we can see how the Somali community can be made to feel included or excluded within each city. Using Setha Low’s framework of categorical activities that contribute to a flourishing society, the publicness of spaces in each location is investigated. In addition, the study explores the ways in which publicness is under threat in both places through the means of technologies of control. The resistance to such technologies is argued as symbolic of the fight for inclusion within Kenyan and Swedish society.

O presente trabalho de investigação procura, numa abordagem global da obra e do pensamento filosófico de Adela Cortina, entroncar duas problemáticas cuja actualidade ética julgo ser crucial. Por um lado, pretende-se revisitar em que contexto a ética cívica de Adela Cortina pode ajudar a reestruturar um novo percurso de cidadania, de uma cidadania política a uma cidadania civil e cosmopolita que proponha a cada ser humano a actualização e revitalização do seu protagonismo na vida pública. Por outro e no horizonte da resinificação ética do exercício efectivo da cidadania, procurar caminhos para que essa busca efectiva possa incluir as mulheres como protagonistas nas sociedades civis e políticas de hoje. Por conseguinte, é ao colocar a cidadania moderna em questão, a que surgiu com o romper da Revolução Francesa e que secularmente sujeitou as mulheres a um imaginário igual, no entanto, de real exclusão, que a partir dessa desconstrução proponho um olhar lavado acerca do empowerment das mulheres na vida pública e, desde logo, em que medida essa reactualização é herdeira de uma ética cívica da co-responsabilidade em Adela Cortina. /ABSTRACT; The present investigation work searches, in a global approach to the work and the philosophical thought of Adela Cortina, to thicken two topical issues witch ethics actuality I believe is crucial. First, it is intended to revisit context in which the ethics of civic Adela Cortina can help to restructure a new pathway to citizenship, a political citizenship to a civic citizenship and cosmopolitan that propose to every human being the update and revitalization of its role in public life. For another, and in the horizon of re-meaning ethics of the effective exercise of citizenship, to seek ways so that this effective search can include women as protagonists in civil society and policies today. Therefore, it is when placing the modem citizenship in question, the one that appeared with breaching of the French Revolution and that secularly it subjected the women to imaginary an equal one, however, of real exclusion, which from that deconstruction propose a look washed about empowerment of women in public life and, therefore, to what extent this updating is heir to an ethic of civic responsibility in Adela Cortina.

Wie etablieren sich Geräte für die Modulation der Verhaltensweisen von Menschen mit Behinderungen im historischen Prozess der Verfassung deren Recht auf die Besuch regelmäßiger Schule? Und was sind die zeitgenössischen Auswirkungen dieser Modulation der Verhaltensweisen von Menschen mit Behinderungen im Bildungskontext? Diesen Fragen geht die vorliegende Doktorarbeit nach, indem sie ihre Studie auf Basis einer poststrukturalistischen Perspektive stützt und den Begriff des Gouvernementalität und Modulation als analytisches Werkzeug anwendet. Das Analysekorpus besteht aus amtlichen Dokumenten, wie z. B. Kampagnen, Gesetzen, Verordnungen, Beschlüssen und Politiken, die den Menschen mit Behinderungen das Recht auf die Besuch regelmäßiger Schule gewährleisten. Nach der Analyse der obenerwähnten Texten gliedert sich diese Arbeit in drei Teile. Erstens betrachte ich die diskursive Ordnung, die in Dokumenten vorhanden ist, die sich mit Bildungsaspekten für Menschen mit Behinderungen in Brasilien in der ersten Hälfte des zwanzigsten Jahrhunderts befassen, und hebe ich die zentrale Relevanz der klinischen und therapeutischen Diskurse in pädagogischen Praktiken und Wissen hervor. In Bezug auf die Institutionalisierung von abnormalen Körpern werden Investitionen wirksam, indem sie die Korrekturverfahren der Anomalie fördern und der Errichtung eines geregelten Körpers nachgehen. Zweitens wurden angesichts der Bildungspolitik für Menschen mit Behinderungen wichtige Maßnahmen zur Integration und Entwicklung dieser Subjekten im Bildungsraum, in Klassen oder in Sonderschulen umgesetzt, und zwar in einem historischen Hintergrund, in dem die politischen Rechten suspendiert und die bürgerlichen sowie sozialen Rechte vom Staat kontrolliert wurden Diese Maßnahmen zur Integration von Menschen mit Behinderungen basierten sich auf normalisierende Praktiken, die darauf zielten, vorher ausgeschlossene Subjekte in das soziale Zusammenleben zu bringen. Drittens stelle ich die Verbreitung von Maßnahmen für das Recht von Menschen mit Behinderungen auf die Besuch regelmäßiger Schule infrage. Dazu stelle ich fest, dass die Modulation der Verhaltensweisen in der gegenwärtigen Raum-Zeit-Konfiguration in Richtung der Entwicklung von Subjekten geht, die entlang deren Bildungsprozess auf die Entwicklung individueller Kompetenzen irgendwie investieren können. In der Kontrollegesellschaft werden Ebene-Variationen betrieben, denn wenn alle in den Maschen statistisch eingefügt werden, wird deren Teilnahme an verschiedenen Stellen und Referenzen in Steigungen operationalisiert. Der Analyse zufolge wird hier die These verteidigt, dass sich die Schulinklusion während der historischen Bewegung der Bildungspolitik für das Recht auf die Besuch regelmäßiger Schule für Menschen mit Behinderungen als Gerät für die Regelung der Modulation der Verhaltensweisen gilt. Die Modulation von Verhaltensweisen von Menschen mit Behinderungen zielt darauf ab, partizipative Themen, Flexibel und autonome Lernende durch eine neoliberale Gouvernementalität anzutreiben.
Como, no processo histórico de constituição do direito à escola comum para as pessoas com deficiência, instituem-se tecnologias de modulação de suas condutas? E quais as implicações contemporâneas dessa modulação da conduta das pessoas com deficiência no contexto educacional? É a partir dessas perguntas que desenvolvo a presente Tese, fundamentando o estudo em uma perspectiva pós-estruturalista e utilizando as noções de governamento e de modulação como ferramentas analíticas. Para o corpus de análise, foram selecionados documentos oficiais, como campanhas, leis, decretos, resoluções e política que instituem o direito à escola comum para as pessoas com deficiência. A partir da incursão analítica nos materiais selecionados, o trabalho foi organizado em três partes. Na primeira, analiso a ordem discursiva presente nos documentos que tratam de questões educacionais relativas às pessoas com deficiência no Brasil da primeira metade do século XX e mostro a centralidade dos discursos clínicos e terapêuticos nas práticas e saberes educacionais. Na arena da institucionalização do corpo anormal, os investimentos efetivam-se em processos de correção da anormalidade para a constituição de um corpo regulado. Na segunda parte, frente a um cenário marcado pela suspensão dos direitos políticos, enquanto que os direitos civis e sociais permaneceram sob a tutela do Estado, no que se refere às políticas educacionais para as pessoas com deficiência, são desenvolvidas ações importantes para a integração e o desenvolvimento desses sujeitos nos espaços educacionais, em classes ou escolas especiais. Essas ações voltadas para a integração das pessoas com deficiência estavam pautadas em práticas normalizadoras que objetivavam capacitar os excluídos para o convívio social. Na terceira parte, ao problematizar a difusão de ações em prol do direito das pessoas com deficiência à escola comum, verifico que, na configuração espaço-temporal do presente, a modulação das condutas tem se direcionado para a constituição de sujeitos que ao longo de seu processo de formação possam, de algum modo, investir no desenvolvimento das competências individuais. Na sociedade de controle, são operadas variações de níveis, pois, se todos se encontram inseridos nas malhas da linguagem numérica – em dados estatísticos –, sua participação é operacionalizada a partir de diferentes pontos e referências, em gradientes. Nessa lógica, mediante a análise desenvolvida, é aqui defendida a tese de que, no movimento histórico das políticas educacionais em prol do direito à escola comum para as pessoas com deficiência, a inclusão escolar se constitui como dispositivo do governo da vida pela modulação das condutas. A modulação das condutas das pessoas com deficiência, a partir de uma governamentalidade neoliberal, tem por objetivo constituir sujeitos participativos, autônomos, flexíveis e aprendizes.
Along the historical process of constitution of the impaired people’s right to attend regular school, how have devices for modulating their conducts been instituted? And what are the contemporary implications of this modulation of impaired people’s conducts in the educational context? These are the questions that triggered this Thesis. The study has been grounded on a post-structuralist perspective, and the notions of governmentality and modulation has been used as an analytical tool. The corpus has included official documents, such as campaigns, acts, decrees, resolutions and a policy that have instituted the right of impaired people to attend regular school. From the analysis of the selected materials, the study has been organized in three parts. In the first part, I have analyzed the discursive order found in the documents addressing educational issues related to impaired people in Brazil along the first half of the 20th century. Furthermore, I have shown the centrality of clinical and therapeutical discourses in educational practices and knowledges. In the arena of institutionalization of the abnormal body, investments were made in processes of correction of abnormality in order to shape a regulated body. In the second part, regarding educational policies directed to impaired people and considering a scenario marked by political rights, while civil and social rights remained under the tutelage of the State, important actions were taken to integrate and develop those subjects in educational settings, in special classes or schools. These actions for integration of impaired people were based on normalizing practices that aimed to enable the excluded for social life. In the third part, by problematizing the spread of actions favoring the right of impaired people to regular school, I have perceived that, in the temporal-spatial configuration of the present, the modulation of conducts has been directed to the constitution of subjects who somehow are able to invest in the development of individual competences along their educational process. In the society of control, there are level variations, i.e. if everybody is included in the network of numerical language – statistical data – their participation occurs from different points and references, in grades. In this logic, the analysis has enabled me to defend the thesis that, in the historical movement of educational policies for the right of impaired people to attend regular school, school inclusion is a device for governing life through the modulation of conducts. Under a neoliberal governmentality, the modulation of impaired people’s conducts aims to constitute participating, autonomous, flexible and learning subjects.

This study examines young people’s internet access and use in nine locations in Queensland, Australia. The primary aim of the research is to assess if internet use supports young people’s social inclusion: that is, if internet use supports young people to participate in society in ways they have most reason to value. The research findings demonstrate that the digital divide in Queensland – the gap between citizens with and without access to ICTs – continues to inhibit young people’s ability to participate online. This divide is embedded within historic, economic, social and cultural inequalities. To address this, this study proposes that a digital inclusion framework, founded on the concept of social inclusion, offers the Australian federal and state governments an opportunity to extend digital divide policies so that they connect with and complement broader social policy goals. The research outcomes also illustrate that creative uses of online networks provide a powerful means through which young people can participate in a networked society. While young people’s access to a range of ICTs impacts on their ability to use online networks, gradations of use, social networks and informal learning contexts frequently act as mediators to support effective internet use. This study contends that by understanding the social benefits of young people’s online network use and the role that mediators play in different environments, we can move towards a policy framework that supports equitable opportunities for young people’s digital inclusion.

Resumo: Esta dissertação tem como objetivo mapear as iniciativas de inclusão sociodigital da cidade de Cuiabá (MT). A hipótese inicial da pesquisa é a de que existe um número expressivo de iniciativas, mas que estas se desenvolvem de modo desarticulado. A opção metodológica foi, num primeiro momento, a delimitação do referencial analítico conceitual sobre o tema e um estudo qualitativo exploratório das iniciativas de inclusão sociodigital no município. Para tanto, realizou-se entrevistas semi-estruturadas com gestores, professores e participantes das iniciativas. Ao todo foram detectas 27 iniciativas categorizadas em cinco grupos: Pessoas com Necessidades Educacionais Especiais, Educação e Comunidade, Mercado e Trabalho, Serviços Governamentais e Entidades de Apoio. Os dados qualitativos foram compilados e analisados para elaborar um levantamento detalhado das ações. Revelando suas especificidades, características, dificuldades e as interações existentes na rede de inclusão sociodigital. Para compreender melhor as relações e os elos de cada iniciativa dessa rede, optou-se por representar graficamente suas inter-relações. Para visualizar a dispersão ou a concentração, foram elaborados mapas geográficos dos pontos de inclusão sociodigital do município de Cuiabá. Os resultados deste trabalho serão relevantes para os futuros estudos, pois apresenta as iniciativas existentes, discute as necessidades, aponta para um potencial latente de expansão e oportunidades. A pesquisa assinala para a demanda de política pública de inclusão sociodigital no município que priorize o planejamento participativo em prol de um desenvolvimento mais sustentável e solidário das ações de inclusão.
Abstract: This dissertation has as objective maps the initiatives of inclusion sociodigital of the city of Cuiaba (MT). the initial hypothesis of the research is the that an expressive number of initiatives exists, but that these they grow in a disjointed way. The methodological option was, in a first moment, the delimitation of the conceptual analytical referential on the theme and an exploratory qualitative study of the initiatives of inclusion sociodigital in the municipal district. For so much, it took place interviews semi-structured with managers, teachers and participants of the initiatives. To the whole they went detect 27 initiatives classified in five groups: People with Special Education Needs, Education and Community, Market and Work, Government Services and Entities of Support. The qualitative data were compiled and analyzed to elaborate a detailed rising of the actions. Revealing their specificities, characteristics, difficulties and the existent interactions in the net of inclusion sociodigital. To understand the relationships and the links of each initiative of that net better, she opted to represent their interrelations graphically. To visualize the dispersion or the concentration, geographical maps of the points of inclusion sociodigital of the municipal district of Cuiaba were elaborated. The results of this work will be relevant for the futures studies, because it presents the existent initiatives, it discusses the needs, it appears for a latent potential of expansion and opportunities. The research marks for the demand of public politics of inclusion sociodigital in the municipal district that prioritizes the planning participatory on behalf of a more maintainable and solidary development of the inclusion actions.

Resumo: Este trabalho discute a relação entre práticas da governança participativa e apropriação social das TICs a partir da análise de três experiências de inclusão digital: Casa Brasil de Valente (BA) e Piraí Digital (RJ), no Brasil, e Guadalinfo (Andaluzia), na Espanha. Com base no estudo desses casos, é possível afirmar que a utilização de formas de governança participativa favorece a apropriação social de tecnologias e o desenvolvimento local. Elas propiciam um ambiente de cooperação e aprendizagem coletiva essencial para a concepção, gestão e sustentabilidade de iniciativas exitosas de inclusão digital, seja para a disponibilização de recursos mínimos de comunicação, seja para a produção de conteúdos digitais e software, para o alinhamento com programas de desenvolvimento local e inclusive para a inovação. As políticas de inclusão digital devem considerar as práticas exitosas de apropriação que vêm ocorrendo, às vezes, a revelia das propostas iniciais dos programas implantados e devem evoluir para um enfoque mais abrangente ou holístico, que enfatize o processo de apropriação social das TICs e que vá além da difusão dos equipamentos de telecomunicações, fomentando a participação plural e ativa dos diversos atores locais
Abstract: This thesis discusses the relationship between practices of participatory governance and social appropriation of ICTs through the analysis of three initiatives for digital inclusion: Casa Brazil Valente (BA) and Piraí Digital (RJ), in Brazil, and Guadalinfo (Andaluzia), in Spain. Based on these case studies, we can say that the use of forms of participatory governance fosters social appropriation of technologies and local development. They provide an environment of cooperation and collective learning essential to the design, management and sustainability of successful digital inclusion initiatives, either for the provision of minimum resources for communication, whether for the production of digital content and software, to align with local development programs and to promote innovation. Digital inclusion policies should consider the successful practices of social appropriation of ICTs that have occurred, sometimes despite these program initial proposals and should evolve into a more comprehensive or holistic approach that emphasizes the process of social appropriation of ICTs, going beyond the dissemination of telecommunications equipment, encouraging the active participation of plural and multiple actors

En se penchant sur l'émergence d'un nouveau sport appelé le Baskin (Basket inclusif), né en Italie au début des années 2000 dans le but de permettre la participation conjointe de joueurs dits "valides" et de joueurs ayant une déficience, l'étude entend contribuer à comprendre dans quelle mesure et de quelle manière la logique sportive et la logique inclusive peuvent cohabiter. C'est le processus d'innovation sociale que représente l'itinéraire du Baskin en Italie de 2001 à 2013 que la recherche retient comme clé de lecture privilégiée pour aborder ce rapprochement problématique entre la tendance sélective du sport à créer de l'homogénéité, et la tendance inclusive à valoriser l'hétérogénéité. Le Baskin incarne-t-il dans le champ sportif un nouveau modèle culturel, une forme de sociabilité originale, une fiction démocratique innovante se situant dans cet entre-deux paradoxal, conciliant hétérogénéité et compétition, et évitant en même temps le double écueil de la normalisation et de l'assistanat ? Fort et fragile à la fois de cette double identité, sportive et inclusive, le développement du Baskin révèle un processus ouvert et incertain, où se succèdent le processus d'ingénierie pédagogique d'un sport dont l'architecture est construite selon les principes de la conception universelle, les processus délicats d'appropriation de cette invention par le milieu social, enfin l'orientation vers l'institutionnalisation de cette nouvelle pratique afin de la faire éventuellement accéder au patrimoine culturel commun. une enquête immersive est développée en tâchant de restituer quelques fragments significatifs sur ce cas inédit au travers d'un ancrage transdisciplinaire

The background to this thesis lies in the great changes that have occurred in the disability field during the last threes decades. The purpose of this thesis is to describe, analyze and try to understand how these changes impact on life conditions for adult persons with mild intellectual disabilities. The main focus in this study is to listen to the experiences of people with intellectual disabilities themselves. The questions addressed in the study are; how do people with intellectual disabilities experience participation, citizen-ship, social exclusion and social inclusion in society? Where are their daily arenas and what characterizes those arenas in terms of citizenship, exclusion and inclusion? What type of experiences do they have from encountering people in the community, from encountering the organisations and staff that provide support and service and from the consequences of disability policies in practise? How do staff close to them work to reach the goals of participation? What role can professionals play in supporting participation? Which possibilities and barriers do the staff experience?

Empirical data for the study has been gathered by qualitative methods, mainly participant observations and interviews but also from document analysis of local authority documents, official guidelines, laws and national and international disability policy documents.

The theoretical framework is based on theories about citizenship and participation. Social exclusion and social inclusion are the sensitizing concepts in this study. For the interpretation and analysis theories about citizenship, participation and categorization were used.

In the light of the empirical findings the results of the study show that three main themes were promi-nent. The first theme concerned the daily arenas, were there were both excluded arenas and included are-nas with various forms of interaction with the society. The arenas for support and service in housing and daily activities are described as excluded arenas with mainly internal social interaction. On the other hand the new arenas such as daily activity centres, located in the community, such as cafés, shops run by peo-ple with intellectual disabilities together with staff had frequent interaction with other people in the soci-ety. The second theme concerned the content in the encounters between respondents with intellectual disabilities and different actors in the community. The informants had both positive and negative experi-ences of these encounters. The encounter with the disability policy was, according to this dissertation, that the user informants hade many experiences of lacking social citizenship but also that they experienced structural inclusion when politicians listen to them and answered their questions. The third theme con-cerned how the staff works to reach the goals of participation where both possibilities and barriers exist on structural and individual levels. This study illustrates the user informants’ many experiences of citi-zenship and social exclusion but also examples of social inclusion.

In the concluding chapter the results are discussed and analyzed in relation to the theoretical frame-work, where the concept of categorisation was very important. Finally, the description of the process clearly illustrates the difficulties for disability service organisations to develop support and services that are adapted to the actual disability policy. The results shed light on the gap between theory and practise.

Some of the most positive changes towards inclusion in society for people with intellectual disabilities come from services run by users and staff close to them. Final conclusions and reflections of the results in the study are that support and service also can be discussed in terms of universalism in order to reduce the process of categorisation.

Information science plays a fundamental role in the information society, to devise ways for social inclusion through digital inclusion. Accordingly, we developed this research for the Masters Program in Information Science at the Federal University of Paraíba, to intervene in the process of informational exclusion experienced by the Community of Santa Clara (CSC) in João Pessoa, Paraíba. The intervention happened through field research for registration, organization and dissemination of "information sources" (study subjects) comprised of people of the Community. An action of information has been implemented into the CSC to create the virtual interface "Blog da Comunidade Santa Clara" in the Wordpress platform, to disseminate the wealth of knowledge of those depositors of social memory and knowledge of Santa Clara, which will be available for future generations. The appropriation of the research results (the Blog) by the community generated the extension project "Blog Management Course", within the PPGCI/UFPB, whose purpose was to develop information skills for residents of the Community volunteers to continue the blog. Thus, the result of the research at Santa Clara was increased, in reciprocal action of the Community and as assumption of the action-researchmethodology, the determination to continue the publication of the blog (a virtual interface for communication of information). In addition to the extension project for training of volunteers of CSC, the treasure of knowledge disseminators of the Community, we developed a learning activity through a tutorial for creating blogs, in partnership with the "Laboratory of intellectual Technologies" (Laboratório de Tecnologias Intelectuais - LTi) Department of Information Science, UFPB. The inclusion of CSC's treasure of knowledge in cyberspace, as well as empowerment of the community in intellectual competence to use digital technology of communication of information, can promote the recovery of cultural identity of residents of the CSC and citizenship.
A Ciência da Informação desempenha um papel fundamental na sociedade da informação, ao delinear caminhos para a inclusão social por meio da inclusão informacional. Nesse sentido, desenvolvemos esta pesquisa, durante o mestrado do Programa de Pós-Graduação em Ciência da Informação na Universidade Federal da Paraíba, para intervir no processo de exclusão informacional vivido pela Comunidade Santa Clara (CSC) em João Pessoa, Paraíba. A intervenção ocorreu mediante pesquisa de campo para registro, organização e divulgação das “fontes de informação” (sujeitos da pesquisa) constituídas por pessoas da Comunidade. Na CSC foi implementada uma ação de informação para criar a interface virtual “Blog da Comunidade Santa Clara”, na plataforma Wordpress, visando disseminar o tesouro de conhecimentos das pessoas depositárias da memória social e do saber da Santa Clara, que ficará disponível para as próximas gerações. A apropriação dos resultados da pesquisa (O Blog) pela Comunidade gerou o projeto de extensão “Curso Gerenciamento de Blogs”, no âmbito do PPGCI/UFPB, cuja finalidade foi desenvolver competências em informação para moradores da Comunidade, voluntários para dar continuidade ao blog. Assim, o resultado da pesquisa na Santa Clara foi acrescido, em ação recíproca da Comunidade e conforme pressuposto da metodologia da pesquisa-ação, da determinação de dar continuidade à publicação do blog (a interface virtual de comunicação da informação). Ademais do projeto de extensão para treinamento dos voluntários da CSC, disseminadores do tesouro de conhecimentos da Comunidade, foi desenvolvida uma atividade de ensino mediante um tutorial para criação de blogs, em parceria com o Laboratório de Tecnologias Intelectuais – LTi do Departamento de Ciência da Informação da UFPB. A inclusão do tesouro de conhecimentos da CSC no ciberespaço, bem como o empoderamento da Comunidade da competência intelectual para uso da tecnologia digital de comunicação da informação, pode propiciar a valorização da identidade cultural dos moradores da CSC e o exercício da cidadania.
