Inclusive wealth (IW) measures the productive base of an economy, which is a linear index of its capital asset stocks. Changes to IW per capita over time track changes to intergenerational human well-being, thus non-declining IW per capita indicates sustainable development. National IW has only been measured retrospectively; this dissertation models and projects IW prospectively, measuring the impact of alternative infrastructure plans on IW. The focus of the work is on electricity planning in oil-exporting countries. Domestic oil consumption in these countries, driven by increasing electricity use, threatens long-term development by reducing the export revenue on which the government and economy depends. First, I develop a system dynamics model that connects electric power capacity expansion with macroeconomic development, tabulating both infrastructure costs and impacts to the capital stocks of IW over time. The Kingdom of Saudi Arabia (KSA) is the primary case study. Second, I analyze the capital stock projections generated by the model across a range of scenarios and countries. Under the baseline IW formulation, KSA experiences a negative annual growth rate to inclusive wealth per capita to 2050. However, adjusted formulations allow the possibility of periods of positive growth, and a non-oil sector that is less dependent on the oil sector will shift the IW trajectory upwards. Compared to KSA, Kuwait is likely to experience larger per capita declines in IW. The United Arab Emirates (UAE), on the other hand, will potentially experience positive growth rates in per capita IW starting in 2028. Third, I analyze the IW impacts of non-fossil investments in electricity infrastructure, specifically nuclear and solar, between now and 2050. In KSA, the produced capital benefits of non-fossil investment outweigh the oil capital costs (to finance the infrastructure) across a range of uncertainties. Including human capital benefits raises net benefits by an order of magnitude. The optimal allocation of nuclear and solar power ultimately depends on the evaluation metric used. The UAE gains least from non-fossil investment, since it uses comparatively less oil in its electricity system, while Kuwait experiences gains similar to KSA. Importantly, using IW as the basis for electricity policy evaluation yields qualitatively different prescriptions than a least-cost capacity expansion model.

Neste texto analisamos o processo de inclusão das pessoas com deficiência na sociedade, enfocando a educação e o mercado dito inclusivos. O processo de investigação se deu com base em pesquisas bibliográfica e documental; através de obras que tratam de temas como inclusão e exclusão, bem como das definições e conceitos, trajetória histórica, enfim, de como as pessoas com deficiência são inseridas na sociedade, dita inclusiva, considerando os aspectos econômicos e sociais do problema, suas dimensões e relações. No texto também abordamos a dinâmica da sociedade capitalista e sua relação com as pessoas com deficiência, a questão dos direitos e sua fundamentação, além de discorrer sobre temas como: trabalho, exploração, direitos, cidadania, inclusão e exclusão, procurando mostrar os limites da luta das pessoas com deficiência numa sociedade dita inclusiva. Podemos perceber que, de um modo geral, o centro das discussões é a reforma da sociedade e, sem dúvida, o foco central é a questão da igualdade através da inclusão. Partindo desse princípio, propomos analisar o sentido da inclusão na sociedade e a forma como é tratada pelo segmento em questão. Além disso, mostrar que a relação inclusão/ exclusão é mais complexa que a discussão que o segmento pessoas com deficiência suscita. A partir daí a reflexão não deve ser restrita ao segmento PcD, mas deve alcançar a sociedade de um modo geral, visto que, o processo de inclusão das PcD, com suas relações, seja através da luta do segmento ou das iniciativas governamentais que se referem ao tema leis, decretos, campanhas, tratados, diz respeito a todas as pessoas e não só àquelas que tem alguma deficiência.

Following UNEP's global assessment of nations' sustainable development in 2012 and 2014, the Kingdom of Saudi Arabia's Inclusive Wealth Index (IWI) growth per capita has been negative. This study evaluates the extent to which the Inclusive Wealth Index is applicable to the nation. The study evaluates the method and makes new contributions for Saudi Arabia by adding components that had been omitted in the initial assessment, such as fisheries and minerals. The stocks for the fossil fuels had been changed to represent technically recoverable reserves, addressing the current paradox of increasing reserves. The global database sources are replaced with the local Saudi for 1999 until 2013. As a result, the new IWI is found to be closer to the 2014 report in absolute numbers and in comparable in the relative figures to the 2012 report, representing a still negative, unsustainable growth. The second part of the study looks at adapting the Inclusive Wealth Index to a subnational level, revealing large regional discrepancies between the Eastern Province and the Central regions, such as Mecca, Riyadh and Medina.

Texte intégralNesta dissertação procuramos mostrar que o preconceito e a discriminação; - fatores que geram a violência sofrida pela mulher, pela negra e pela homossexual, no decorrer da história da humanidade -; são ocasionados pela visão de inferioridade que se tem desta tríade. Estes grupos fogem ao padrão ideal antropológico da sociedade ocidental, gerando o não reconhecimento de sua alteridade, e uma rejeição capaz de levar ao assassinato. Analisamos, então, através do pensamento de Emmanuel Lévinas, seguindo a ótica teológica de Luis Carlos Susin, que a grande dificuldade em aceitar o diferente encontra-se na subjetividade fechada do ser. Finalmente, verificamos que, com base no amor incondicional de Deus, - essência do cristianismo -, é possível através da ética da alteridade, ir além do ser. Cada ser foi assignado por Deus antes de vir à existência, e por isso, diante do Olhar do outro que não pode ser transformado em um Mesmo, existe a possibilidade de ocorrer uma explosão da consciência, capaz de levá-lo a viver sua vocação transcendental, humanizando-se. Dessa forma, acreditamos que se realizarmos uma ampla e constante evangelização-educativa, seguindo a pedagogia de Jesus, teremos a oportunidade de experienciar o amor incondicional como ética em relação à alteridade, e cada pessoa que participar, poderá viver um cristianismo a partir do Outro, voltado para o outro e todos. Só assim, teremos uma sociedade inclusiva, sem distinção de raça, gênero, orientação sexual, etc.
In this dissertation we have attempted to show that prejudice and discrimination; - factors that have bred violence against women, afro descendants and homosexuals, throughout human history -; are brought on by the view of inferiority of this triad. These groups dont meet the ideal anthropological standard for western society, making for the non acknowledgement of their alterity, and a rejection that can lead to murder. We analyze, therefore, through the thoughts of Emmanuel Lévinas, following the theological point of view of Luis Carlos Susin, in which the great difficulty is accepting the different found in the closed subjectivity of being. Finally, we find that, based on Gods unconditional love, - essence of Christianity -, it is possible through the ethics of alterity, to go beyond the being. Each being was assigned by God before coming to be, and because of this, faced with the look from the Other that may not be transformed into the same one, there is the possibility of an explosion of ones conscience encouraging a response to the transcendental vocation, humanizing oneself. In this way, we believe that if we carry out an ample and constant educational evangelization, following Jesus’ pedagogy, we will have the opportunity to experiment unconditional love as the ethos in relation to alterity, and each person that takes part, may live out Christianity from the Others viewpoint, towards the other and everyone. Only in this manner, will we have an inclusive society, with no distinction between race, gender, sexual orientation, etc.

Texte intégralThe debate about school inclusion strengthened in Brazil and worldwide in the mid 1990s. According to the 2009 School Census of Compulsory Education in Brazil, 61% of the enrollment in special education occurred in mainstream classes in regular schools or in youth and adult education, against 39% of enrollment in special schools and special classes. Therefore, there are more students enrolled in mainstream classes than in segregated ones today. The lack of consensus in studies about inclusive education in the last years not only reveals contradictions within society itself, but also indicates new research needs that could, as a whole, show new paths to be pursued. In this respect, this research was a case study that aimed to understand the everyday academic life of one student with visual impairment (VI) in a mainstream classroom, as well as assess prejudice and attitudes towards her inside the school. The critical theory of society was adopted as a point of reference. Data was collected in a private school in a medium-sized city in São Paulo State. Observations were carried out in class and during recess, one student with VI was interviewed, teachers and the coordinator were also interviewed, and a sociogram was used in a 9th grade class. The observations and interviews were analyzed according to the content analysis technique: pre-analysis, analytical description and inferential interpretation. Each instrument was analyzed and interpreted individually and the whole data set was subsequently integrated for a general assessment. The results showed that, for this students academic everyday life, there are situations of inclusion and exclusion. The interaction with classmates is satisfactory, although it is better during recess than in class. This good interaction was confirmed by the sociogram because the student with VI showed slight preference. Nevertheless, the absence of curriculum adaptation for accessibility leads to content exclusion, which is only briefly taught to the student, in a way that, although her socialization seems to be preserved, her learning has been partially neglected. She is marginalized in class because there are barriers for her culture incorporation. The fact that there isnt cooperative learning in class and there are barriers to learning and participation indicate that the school is focused on the performance of the sighted students and search for competitive and pragmatic results. This suggests the reproduction of the technology rationality ideology. The analysis also indicates that this school emphasizes adaptation to the detriment of the students emancipation, which may contribute to their semi-formation. Access to regular schools for people with VI is a gain in the history of people with disabilities. Still, research and actions need to prioritize quality education for all. This may lead to a truly inclusive society with reduced violence of any kind or nature.

Texte intégralWhen Vladimir Putin in the year 2000 came to power in Russia many believed that the Russian civil society were weak and had very little influence and with Putin people say that the situation have deteriorated. The purpose of this paper is to establish what kind of relationship exists between the Russian state and the civil society and to analyze this from a top-down perspective. We are looking at Russia during Putins first term in office from the year 2000 until 2004. In order to establish the relationship we have used John S. Dryzeks theory of inclusive and exclusive state and whether it’s active or passive in this process. The method used in this paper is a qualitative case study design. We concluded that the Russian state is an exclusive state rather then an inclusive one. When it comes to establish if the state is active or passive is more difficult but we feel that it’s more of a passive state then active.

Texte intégralSocial policies nowadays aim at reducing inequalities in access to rights: reinforce access to full citizenship for people with disabilities and build an inclusive society. The concept of "inclusion" is gradually substituting that of "integration", following the change of paradigm. In other words, it is no longer up to the person with “special needs” to adapt himself to a so-called "normal" system. It’s up to society to ensure that everybody is included, regardless of his particularities. Solidarity is everyone's responsibility. The sociological context of Reunion Island is quite particular: it has known a colonial history before its accession to the statute of French department in 1946, which has accelerated its socio-economic development. This Overseas Department presents the advantages of an industrial society, without any natural resources. The various cultural and religious practices in such a small territory due to the melding of populations make the people of Reunion island singular. Their representation of handicap and its social treatment are strongly influenced. This society has developed spheres of inclusion with particular codes that are quite different from those of the French metropolitan society. Therefore, these particular codes are sometimes different from those practiced in school. And children with mental disabilities live in a sort of airlock between the family and school spheres, where some students stagnate, in the liminality. Nowadays all stakeholders, families, teachers and social workers, try to rely on new schemes to achieve a better inclusion for these children

Texte intégralThe present thesis seeks to establish relations between the participative practices institutionalized in Brazil, in the recent democratic period, and the development in its economical, social, juridical and political dimensions, emphasizing its inclusive or distributive character, as well as the sustainable one. This is the development pattern here referred to as comprehensive, highlighting, yet, that in such concept the different development dimensions and attributes are considered not as successive or causal stages, but as constitutive elements which complement one another in favor of a conceptual integrity. The participative practices herein considered, in turn, are the ones developed in hybrid instances belonging as much to the State as to the civil society, therefore treated preferably as society/state interfaces. From the observation of a sample of such arrangements, the following questions are initially proposed: (a) has the social participation contributed with the State in the elaboration, implementation and control of public policies and programs which are inclusive and relevant to the development pattern proposed? (b) does the crescent institutional formalization of the participation, prone to a certain degree of centralization or coordination, contribute to its rationality or effectiveness, or can rather contribute to its bureaucratization and loss of authenticity? The hypotheses proposed are that the participation enhances the comprehensive development, which is only feasible as the result of a management in cooperation between State structure and a group of citizens, characteristic of the participative democracy, and also that the institutionalization can contribute to the rationality and organicity in the treatment of pacts elaborated in such instances, as well as contribute to the consolidation of a social and institutional capital.

Texte intégralA presente tese tem como objetivo construir reflexões em torno do lugar ocupado pelo Serviço Social na Sociedade e na Educação, procedendo para isso à análise do seu percurso evolutivo e da sua dimensão interventiva e investigativa bem como do trabalho que desenvolve no contexto educativo, articulando a Educação Inclusiva com a história da Educação em Portugal, destacando para isso a importância de práticas interdiciplinares e da dinâmica interativa escola-família-aluno-comunidade facilitadora da construção nas estruturas escolares do modelo de escola inclusiva e da efetiva cidadania, participação ativa e responsável de todos os seus intervenientes. Tendo em conta as contrariedades e características das sociedades contemporâneas, nomeadamente, a crise antropológica global liderada pelos mecanismos de liberalização dos mercados que privilegiam o fator técnico e económico em detrimento do fator humano, a democratização do ensino ou democratização da inclusão só será viável se a sociedade se fizer acompanhar de políticas educativas promotoras da inclusão, bem como da existência de apoios económicos que reduzam o risco de pobreza e de exclusão social. Igualmente importante são os espaços físicos, infraestruturas adequadas às necessidades dos seus alunos, não esquecendo as equipas técnicas compostas por assistentes sociais.
This thesis aims to build reflections on the place occupied by the Social Work in Society and Education, and doing so it will analyze its historical path and its proactive and investigative dimension, as well as its role in the school context. This, articulating Inclusive Education with the history of education in Portugal and highlighting the importance of interdicisplinares practices and interactive dynamic school-family-student-community as facilitator of a construction in the school setting of an inclusive school model and of an effective citizenship, an active and a responsible participation of all its stakeholders. Taking into account the setbacks and characteristics of contemporary societies, namely global anthropological crisis led by the liberalization mechanisms of the markets that favor the technical and economic factor at the expense of the human factor, the democratization of education and democratization of inclusion will only be viable if society is accompanied by educational promoters of inclusion policies, as well as the existence of economic support to reduce the risk of poverty and social exclusion. Equally important are physical spaces, adequate infrastructure to the needs of their students, not forgetting the technical teams of assistants social.
Cette thèse vise à construire des réflexions sur la place occupée par le Service social dans la société et de l'éducation, et pour ce faire analyse le cheminement de son évolution et de sa dimension proactive et d'investigation, et de son travail dans le contexte de l'école, en articulant l'éducation inclusive avec l'histoire de l'éducation au Portugal. On y souligne également l'importance des pratiques interdiciplinaires et interactives dynamiques d’animation école-famille-communauté scolaire en vue de la construction d’une école visant un modèle inclusif d’enseignement et de citoyenneté effective, active et participative, responsable, associant toutes les parties intéressées. En tenant compte des revers et des caractéristiques des sociétés contemporaines, à savoir la crise anthropologique mondiale entraîné par des mécanismes de libéralisation des marchés qui favorisent le facteur technique et économique au détriment du facteur humain, la démocratisation de l'éducation et de la démocratisation de l'inclusion ne sera viable que si la société elle est accompagnée par des promoteurs éducatifs des politiques d'inclusion, ainsi que l'existence d'un soutien économique visnat à réduire le risque de pauvreté et d'exclusion sociale. En outre, il ne faudra pas non plus négliger les espaces physiques, des infrastructure adéquate pour les besoins des élèves, sans oublier les équipes techniques des assistants sociaux.

Texte intégral[cat] En aquesta tesi doctoral es pretenen identificar i caracteritzar les dinàmiques d'exclusió i inclusió derivades del desenvolupament turístic que puguin servir de base per a un desenvolupament teòric de l'anàlisi social del turisme. Sobre aquesta perspectiva, que és caracteritzada i contextualitzada en el marc dels estudis turístics, i en territoris d'Espanya i Amèrica Central, es desenvolupen tres línies d'investigació. A la primera s'analitzen les dinàmiques d'exclusió que es deriven dels processos de transformació territorial per les quals el turisme acaba sent hegemònic en determinats espais d’Amèrica Central. A la segona s'analitza com i per què el treball turístic es veu sotmès a processos de precarització que generen lògiques d'exclusió en una destinació turística com Espanya. Part d'aquesta investigació està focalitzada en el col·lectiu de cambreres de pis en hotels. Finalment, en la tercera s'analitzen les possibilitats, dificultats i tensions presents en els processos de construcció de models de desenvolupament turístic que aspiren a ser més inclusius que les dinàmiques predominants, a partir de formes de gestió col·lectiva de l'activitat turística com el turisme comunitari que s'ha desenvolupat a Amèrica Central. Aquestes anàlisis es desenvolupen a partir d'una perspectiva de classe i gènere, que permeten abordar mecanismes i processos concrets de generació de desigualtat social en contextos turístics. Tot i la diversitat d'articles que componen aquesta tesi, metodològicament comparteixen dos aspectes centrals. D'una banda, processos d'investigació a llarg termini amb un compromís amb col·lectius afectats per les situacions d'exclusió o que intenten construir propostes de desenvolupament turístic més inclusives. [eng] In this doctoral thesis, I attempt to identify and characterize dynamics of exclusion and inclusion derived from tourist development, which in turn constitutes the basis for theoretical development of the social analysis of tourism. Within this perspective, that is characterized and contextualized in the framework of tourism studies, and particularly in Spanish and Central American territories, the following three lines of investigation are pursued. First, the study of the dynamics of exclusion derived from territorial transformation processes in certain areas of Central America where tourism becomes hegemonic. Second, the evaluation of how and why tourism labour is subjected to precarious processes that generate logics of exclusion in a tourist destination, such as Spain. This investigation is partially focused on the housekeeping hotel’s collective. Finally, in the third part, possibilities, difficulties, and tensions present in processes of construction of tourism development models that aspire to be more inclusive than the current dynamics, departing from collective management methods of the tourist activity such as the community-based tourism developed in Central America. This research is developed from a class and gender perspective, that allow addressing specific mechanisms and processes that generate social inequality in tourism contexts. Despite the diversity of articles that comprise this thesis, methodologically speaking, they share two central aspects. On the one hand, long-term investigation processes with a commitment to affected collectives due to exclusion situations as well as communities that try to build more inclusive tourism development proposals. On the other hand, the use of qualitative social research techniques. The thesis is presented under the publication compendium format.

Texte intégralThe ideal of inclusive society is based on principles of justice and social cohesion. It translates into a desire to include people at risk of poverty and exclusion, to reduce social inequalities and to encourage participation in the life of society. Faced with social inequalities, specific policies are implemented for people with disabilities. They translate into a principle of widespread accessibility to employment, education, built, transport, leisure, culture, digital technologies, etc. In our society where the uses of digital technologies appear to be the cure for all social problems (Proulx, 1990), what benefits can people with disabilities derive from the uses of these technologies? To answer this question, I went to investigate people welcomed in medico-social institutions in Brittany. I accompanied their use of digital technologies and in an ethno-methodological approach (Lapassade, 2000) and ecological of activity (Denis, 2009), I analyzed these uses as a social construct (Jouët, 2000). In this research we will see how the appropriation of digital technologies by people with intellectual disabilities or mental disorders transforms the negative representations they have of themselves and brings out a power to act with digital technologies that participate in their emancipation

Texte intégralComo, no processo histórico de constituição do direito à escola comum para as pessoas com deficiência, instituem-se tecnologias de modulação de suas condutas? E quais as implicações contemporâneas dessa modulação da conduta das pessoas com deficiência no contexto educacional? É a partir dessas perguntas que desenvolvo a presente Tese, fundamentando o estudo em uma perspectiva pós-estruturalista e utilizando as noções de governamento e de modulação como ferramentas analíticas. Para o corpus de análise, foram selecionados documentos oficiais, como campanhas, leis, decretos, resoluções e política que instituem o direito à escola comum para as pessoas com deficiência. A partir da incursão analítica nos materiais selecionados, o trabalho foi organizado em três partes. Na primeira, analiso a ordem discursiva presente nos documentos que tratam de questões educacionais relativas às pessoas com deficiência no Brasil da primeira metade do século XX e mostro a centralidade dos discursos clínicos e terapêuticos nas práticas e saberes educacionais. Na arena da institucionalização do corpo anormal, os investimentos efetivam-se em processos de correção da anormalidade para a constituição de um corpo regulado. Na segunda parte, frente a um cenário marcado pela suspensão dos direitos políticos, enquanto que os direitos civis e sociais permaneceram sob a tutela do Estado, no que se refere às políticas educacionais para as pessoas com deficiência, são desenvolvidas ações importantes para a integração e o desenvolvimento desses sujeitos nos espaços educacionais, em classes ou escolas especiais. Essas ações voltadas para a integração das pessoas com deficiência estavam pautadas em práticas normalizadoras que objetivavam capacitar os excluídos para o convívio social. Na terceira parte, ao problematizar a difusão de ações em prol do direito das pessoas com deficiência à escola comum, verifico que, na configuração espaço-temporal do presente, a modulação das condutas tem se direcionado para a constituição de sujeitos que ao longo de seu processo de formação possam, de algum modo, investir no desenvolvimento das competências individuais. Na sociedade de controle, são operadas variações de níveis, pois, se todos se encontram inseridos nas malhas da linguagem numérica – em dados estatísticos –, sua participação é operacionalizada a partir de diferentes pontos e referências, em gradientes. Nessa lógica, mediante a análise desenvolvida, é aqui defendida a tese de que, no movimento histórico das políticas educacionais em prol do direito à escola comum para as pessoas com deficiência, a inclusão escolar se constitui como dispositivo do governo da vida pela modulação das condutas. A modulação das condutas das pessoas com deficiência, a partir de uma governamentalidade neoliberal, tem por objetivo constituir sujeitos participativos, autônomos, flexíveis e aprendizes.
Along the historical process of constitution of the impaired people’s right to attend regular school, how have devices for modulating their conducts been instituted? And what are the contemporary implications of this modulation of impaired people’s conducts in the educational context? These are the questions that triggered this Thesis. The study has been grounded on a post-structuralist perspective, and the notions of governmentality and modulation has been used as an analytical tool. The corpus has included official documents, such as campaigns, acts, decrees, resolutions and a policy that have instituted the right of impaired people to attend regular school. From the analysis of the selected materials, the study has been organized in three parts. In the first part, I have analyzed the discursive order found in the documents addressing educational issues related to impaired people in Brazil along the first half of the 20th century. Furthermore, I have shown the centrality of clinical and therapeutical discourses in educational practices and knowledges. In the arena of institutionalization of the abnormal body, investments were made in processes of correction of abnormality in order to shape a regulated body. In the second part, regarding educational policies directed to impaired people and considering a scenario marked by political rights, while civil and social rights remained under the tutelage of the State, important actions were taken to integrate and develop those subjects in educational settings, in special classes or schools. These actions for integration of impaired people were based on normalizing practices that aimed to enable the excluded for social life. In the third part, by problematizing the spread of actions favoring the right of impaired people to regular school, I have perceived that, in the temporal-spatial configuration of the present, the modulation of conducts has been directed to the constitution of subjects who somehow are able to invest in the development of individual competences along their educational process. In the society of control, there are level variations, i.e. if everybody is included in the network of numerical language – statistical data – their participation occurs from different points and references, in grades. In this logic, the analysis has enabled me to defend the thesis that, in the historical movement of educational policies for the right of impaired people to attend regular school, school inclusion is a device for governing life through the modulation of conducts. Under a neoliberal governmentality, the modulation of impaired people’s conducts aims to constitute participating, autonomous, flexible and learning subjects.

Resumo: Esta dissertação tem como objetivo mapear as iniciativas de inclusão sociodigital da cidade de Cuiabá (MT). A hipótese inicial da pesquisa é a de que existe um número expressivo de iniciativas, mas que estas se desenvolvem de modo desarticulado. A opção metodológica foi, num primeiro momento, a delimitação do referencial analítico conceitual sobre o tema e um estudo qualitativo exploratório das iniciativas de inclusão sociodigital no município. Para tanto, realizou-se entrevistas semi-estruturadas com gestores, professores e participantes das iniciativas. Ao todo foram detectas 27 iniciativas categorizadas em cinco grupos: Pessoas com Necessidades Educacionais Especiais, Educação e Comunidade, Mercado e Trabalho, Serviços Governamentais e Entidades de Apoio. Os dados qualitativos foram compilados e analisados para elaborar um levantamento detalhado das ações. Revelando suas especificidades, características, dificuldades e as interações existentes na rede de inclusão sociodigital. Para compreender melhor as relações e os elos de cada iniciativa dessa rede, optou-se por representar graficamente suas inter-relações. Para visualizar a dispersão ou a concentração, foram elaborados mapas geográficos dos pontos de inclusão sociodigital do município de Cuiabá. Os resultados deste trabalho serão relevantes para os futuros estudos, pois apresenta as iniciativas existentes, discute as necessidades, aponta para um potencial latente de expansão e oportunidades. A pesquisa assinala para a demanda de política pública de inclusão sociodigital no município que priorize o planejamento participativo em prol de um desenvolvimento mais sustentável e solidário das ações de inclusão.
Abstract: This dissertation has as objective maps the initiatives of inclusion sociodigital of the city of Cuiaba (MT). the initial hypothesis of the research is the that an expressive number of initiatives exists, but that these they grow in a disjointed way. The methodological option was, in a first moment, the delimitation of the conceptual analytical referential on the theme and an exploratory qualitative study of the initiatives of inclusion sociodigital in the municipal district. For so much, it took place interviews semi-structured with managers, teachers and participants of the initiatives. To the whole they went detect 27 initiatives classified in five groups: People with Special Education Needs, Education and Community, Market and Work, Government Services and Entities of Support. The qualitative data were compiled and analyzed to elaborate a detailed rising of the actions. Revealing their specificities, characteristics, difficulties and the existent interactions in the net of inclusion sociodigital. To understand the relationships and the links of each initiative of that net better, she opted to represent their interrelations graphically. To visualize the dispersion or the concentration, geographical maps of the points of inclusion sociodigital of the municipal district of Cuiaba were elaborated. The results of this work will be relevant for the futures studies, because it presents the existent initiatives, it discusses the needs, it appears for a latent potential of expansion and opportunities. The research marks for the demand of public politics of inclusion sociodigital in the municipal district that prioritizes the planning participatory on behalf of a more maintainable and solidary development of the inclusion actions.

Resumo: Este trabalho discute a relação entre práticas da governança participativa e apropriação social das TICs a partir da análise de três experiências de inclusão digital: Casa Brasil de Valente (BA) e Piraí Digital (RJ), no Brasil, e Guadalinfo (Andaluzia), na Espanha. Com base no estudo desses casos, é possível afirmar que a utilização de formas de governança participativa favorece a apropriação social de tecnologias e o desenvolvimento local. Elas propiciam um ambiente de cooperação e aprendizagem coletiva essencial para a concepção, gestão e sustentabilidade de iniciativas exitosas de inclusão digital, seja para a disponibilização de recursos mínimos de comunicação, seja para a produção de conteúdos digitais e software, para o alinhamento com programas de desenvolvimento local e inclusive para a inovação. As políticas de inclusão digital devem considerar as práticas exitosas de apropriação que vêm ocorrendo, às vezes, a revelia das propostas iniciais dos programas implantados e devem evoluir para um enfoque mais abrangente ou holístico, que enfatize o processo de apropriação social das TICs e que vá além da difusão dos equipamentos de telecomunicações, fomentando a participação plural e ativa dos diversos atores locais
Abstract: This thesis discusses the relationship between practices of participatory governance and social appropriation of ICTs through the analysis of three initiatives for digital inclusion: Casa Brazil Valente (BA) and Piraí Digital (RJ), in Brazil, and Guadalinfo (Andaluzia), in Spain. Based on these case studies, we can say that the use of forms of participatory governance fosters social appropriation of technologies and local development. They provide an environment of cooperation and collective learning essential to the design, management and sustainability of successful digital inclusion initiatives, either for the provision of minimum resources for communication, whether for the production of digital content and software, to align with local development programs and to promote innovation. Digital inclusion policies should consider the successful practices of social appropriation of ICTs that have occurred, sometimes despite these program initial proposals and should evolve into a more comprehensive or holistic approach that emphasizes the process of social appropriation of ICTs, going beyond the dissemination of telecommunications equipment, encouraging the active participation of plural and multiple actors

Texte intégralThe background to this thesis lies in the great changes that have occurred in the disability field during the last threes decades. The purpose of this thesis is to describe, analyze and try to understand how these changes impact on life conditions for adult persons with mild intellectual disabilities. The main focus in this study is to listen to the experiences of people with intellectual disabilities themselves. The questions addressed in the study are; how do people with intellectual disabilities experience participation, citizen-ship, social exclusion and social inclusion in society? Where are their daily arenas and what characterizes those arenas in terms of citizenship, exclusion and inclusion? What type of experiences do they have from encountering people in the community, from encountering the organisations and staff that provide support and service and from the consequences of disability policies in practise? How do staff close to them work to reach the goals of participation? What role can professionals play in supporting participation? Which possibilities and barriers do the staff experience?
Empirical data for the study has been gathered by qualitative methods, mainly participant observations and interviews but also from document analysis of local authority documents, official guidelines, laws and national and international disability policy documents.
The theoretical framework is based on theories about citizenship and participation. Social exclusion and social inclusion are the sensitizing concepts in this study. For the interpretation and analysis theories about citizenship, participation and categorization were used.
In the light of the empirical findings the results of the study show that three main themes were promi-nent. The first theme concerned the daily arenas, were there were both excluded arenas and included are-nas with various forms of interaction with the society. The arenas for support and service in housing and daily activities are described as excluded arenas with mainly internal social interaction. On the other hand the new arenas such as daily activity centres, located in the community, such as cafés, shops run by peo-ple with intellectual disabilities together with staff had frequent interaction with other people in the soci-ety. The second theme concerned the content in the encounters between respondents with intellectual disabilities and different actors in the community. The informants had both positive and negative experi-ences of these encounters. The encounter with the disability policy was, according to this dissertation, that the user informants hade many experiences of lacking social citizenship but also that they experienced structural inclusion when politicians listen to them and answered their questions. The third theme con-cerned how the staff works to reach the goals of participation where both possibilities and barriers exist on structural and individual levels. This study illustrates the user informants’ many experiences of citi-zenship and social exclusion but also examples of social inclusion.
In the concluding chapter the results are discussed and analyzed in relation to the theoretical frame-work, where the concept of categorisation was very important. Finally, the description of the process clearly illustrates the difficulties for disability service organisations to develop support and services that are adapted to the actual disability policy. The results shed light on the gap between theory and practise.
Some of the most positive changes towards inclusion in society for people with intellectual disabilities come from services run by users and staff close to them. Final conclusions and reflections of the results in the study are that support and service also can be discussed in terms of universalism in order to reduce the process of categorisation.

Information science plays a fundamental role in the information society, to devise ways for social inclusion through digital inclusion. Accordingly, we developed this research for the Masters Program in Information Science at the Federal University of Paraíba, to intervene in the process of informational exclusion experienced by the Community of Santa Clara (CSC) in João Pessoa, Paraíba. The intervention happened through field research for registration, organization and dissemination of "information sources" (study subjects) comprised of people of the Community. An action of information has been implemented into the CSC to create the virtual interface "Blog da Comunidade Santa Clara" in the Wordpress platform, to disseminate the wealth of knowledge of those depositors of social memory and knowledge of Santa Clara, which will be available for future generations. The appropriation of the research results (the Blog) by the community generated the extension project "Blog Management Course", within the PPGCI/UFPB, whose purpose was to develop information skills for residents of the Community volunteers to continue the blog. Thus, the result of the research at Santa Clara was increased, in reciprocal action of the Community and as assumption of the action-researchmethodology, the determination to continue the publication of the blog (a virtual interface for communication of information). In addition to the extension project for training of volunteers of CSC, the treasure of knowledge disseminators of the Community, we developed a learning activity through a tutorial for creating blogs, in partnership with the "Laboratory of intellectual Technologies" (Laboratório de Tecnologias Intelectuais - LTi) Department of Information Science, UFPB. The inclusion of CSC's treasure of knowledge in cyberspace, as well as empowerment of the community in intellectual competence to use digital technology of communication of information, can promote the recovery of cultural identity of residents of the CSC and citizenship.
A Ciência da Informação desempenha um papel fundamental na sociedade da informação, ao delinear caminhos para a inclusão social por meio da inclusão informacional. Nesse sentido, desenvolvemos esta pesquisa, durante o mestrado do Programa de Pós-Graduação em Ciência da Informação na Universidade Federal da Paraíba, para intervir no processo de exclusão informacional vivido pela Comunidade Santa Clara (CSC) em João Pessoa, Paraíba. A intervenção ocorreu mediante pesquisa de campo para registro, organização e divulgação das “fontes de informação” (sujeitos da pesquisa) constituídas por pessoas da Comunidade. Na CSC foi implementada uma ação de informação para criar a interface virtual “Blog da Comunidade Santa Clara”, na plataforma Wordpress, visando disseminar o tesouro de conhecimentos das pessoas depositárias da memória social e do saber da Santa Clara, que ficará disponível para as próximas gerações. A apropriação dos resultados da pesquisa (O Blog) pela Comunidade gerou o projeto de extensão “Curso Gerenciamento de Blogs”, no âmbito do PPGCI/UFPB, cuja finalidade foi desenvolver competências em informação para moradores da Comunidade, voluntários para dar continuidade ao blog. Assim, o resultado da pesquisa na Santa Clara foi acrescido, em ação recíproca da Comunidade e conforme pressuposto da metodologia da pesquisa-ação, da determinação de dar continuidade à publicação do blog (a interface virtual de comunicação da informação). Ademais do projeto de extensão para treinamento dos voluntários da CSC, disseminadores do tesouro de conhecimentos da Comunidade, foi desenvolvida uma atividade de ensino mediante um tutorial para criação de blogs, em parceria com o Laboratório de Tecnologias Intelectuais – LTi do Departamento de Ciência da Informação da UFPB. A inclusão do tesouro de conhecimentos da CSC no ciberespaço, bem como o empoderamento da Comunidade da competência intelectual para uso da tecnologia digital de comunicação da informação, pode propiciar a valorização da identidade cultural dos moradores da CSC e o exercício da cidadania.
