There is a higher rate of recidivism for U.S. veterans compared to the general population of offenders. To address the unique needs of veterans, separate housing units for veterans (VSUs) are now operating within correctional facilities in 29 U.S. states. Despite reports that VSUs are having a positive impact on recidivism, little is known of the experiences of correctional administrators who have implemented a VSU. The purpose of this qualitative phenomenological study was to explore the lived experiences of several individuals who have implemented a VSU in their correctional facility. Guided by the quality implementation framework (QIF), data collected through semistructured interviews conducted with 7 U.S. correctional administrators were analyzed by reducing the information to significant statements, when combined into themes provided a descriptive analysis. Results from this study affirm that implementing a VSU is a feasible option for many correctional administrators with the desire to address the needs of veteran offenders. Key findings indicate most steps taken to implement a VSU align with quality implementation. Additional results indicate that presently there may be less consideration for VSU implementation processes associated with quality in the areas of ensuring staff training to work with the veterans, and in conducting process evaluations including outcomes tracking. VSUs have a profound and nearly immediate, effect on veteran inmate behaviors and reducing recidivism. This examination of the phenomenon of VSU implementation may offer implementers with evidenced-based practices to advance understanding of VSU implementation in the future, ultimately to benefit veteran offenders and the communities in which they reintegrate.

The federal government has been inconsistent in meeting the mandated contracting set-aside goals of 3% to aid service-disabled veteran small business owners. Guided by the general systems theory, the purpose of this qualitative exploratory case study was to explore what strategies an owner and 2 senior managers of a small service-disabled veteran-owned business in the Washington, DC metropolitan used to obtain federal contracts. The owner and senior members represented those responsible for strategic vision, development of business opportunities, and the company acquisition process. Data were collected from semistructured face-to-face interviews and corporate documents. Member checking and transcript review were completed to strengthen trustworthiness of interpretations of the participants' responses. Based on the methodological triangulation of the data sources collected, 6 themes emerged from the data analysis as key strategies to obtain federal contracts: business practices, business development of opportunities to attain growth, marketing to obtain opportunities to bid, networking to gain industry knowledge on trends and markets, understanding federal government contracts which emphasized the federal acquisition system access and availability of procurement information, and contract bidding which emphasized the importance of solution development. The findings from the study may contribute to social change by providing insights and strategies for service-disabled veteran small business owners in sustaining profitability through obtaining government contracts. The data from this study may contribute to the prosperity of the veteran small business owners, their employees, their families, and local communities.

Access to federal contracts is often a challenge for service-disabled, veteran-owned business (SDVOB) leaders because of business size and competition in the environment. The purpose of this qualitative, multiple case study was to explore the strategies that 5 SDVOB leaders from 5 different businesses in the Northeastern United States used to win federal contracts. Porter's generic strategies for competitive advantage was the conceptual framework for the study. Five company leaders who won $1 million or more in federal contracts were contacted from the Vendor Information Pages database of the Department of Veterans Affairs to participate in the study. Data were collected via semistructured interviews and archival documents. Data analysis consisted of compiling the data, coding for emergent and a priori codes, disassembling the data into common codes, reassembling the data into themes, interpreting the meaning, and reporting the themes (strategies). Eight themes regarding winning federal contracts emerged. The eight themes were process improvement/optimization, understanding requirements, preventing trial and error, personalizing services, understanding the client, access to external capital/resources, understanding the procurement process, and forward-planning. SDVOB leaders may use the results of this study to secure larger contracts in less time by adopting successful strategies that have won federal contracts. Positive social change implications include the potential for further empowerment, success, and profitability of SDVOBs, as well as other minority-owned firms. Further success of SDVOBs may provide long-term employment and increased tax revenue for communities.

Increasingly more service members are separating from the military as the United States draws down the force and moves towards a post-war era. Tens of thousands of these veterans will leverage their GI Bill tuition and housing benefits in an attempt to access Southern California community colleges and bolster their transition into mainstream society. Some of these men and women have served multiple tours in combat zones and carry with them the burden of physical and mental injuries. After 4 years of GI Bill benefits costing over $20 billion and supporting 750,000 veterans or their dependents, it is unclear whether these veterans have been successful in higher education. This study starts the dialogue for further quantitative research on this diverse population.

Using quantitative methodologies based on a nontraditional student attrition model, 261 student veterans at three Southern California community colleges were surveyed to determine how military service affects their persistence. Background variables, academic and social integration, psychological outcomes, and military service perspective as related to student veterans' intent to persist, college GPA, and rate of attendance formed the framework for research. Findings show that student veterans' intent to continue their educational goals is affected by their military service perspective. Military service is a significant intervening variable that distinguishes veterans from other nontraditional students at community colleges. Military GPA was found to have a stronger association with college GPA than high school GPA. Although academic integration was the strongest predictor of college GPA, the most successful student veterans balance their work, family, and academic lives. Although some findings relate closely to existing higher education literature, the experience and perspective of military service produces both advantages and disadvantages for veterans in college. Accounting for veterans' persistence and acknowledging their diversity are measures which will strengthen their chances for academic success. Recommendations for policy, practice, and future research are addressed in this study.

Researchers examining issues of recent veterans of military conflicts in Iraq and Afghanistan have found evidence of psychological distress and difficulty adjusting to civilian life post-deployment. Changes in educational benefits offered to veterans will likely facilitate greater numbers of veterans to enter academia in the coming years. This survey of 49 college student veterans at a large Midwestern university was designed to reveal the frequency and intensity of psychological distress, PTSD and alcohol misuse. Relationships between these constructs and the constructs of social support, stigma and barriers to psychological care, life satisfaction, traumatic experiences, attitudes toward help seeking, and service utilization are reported. A history of mental health service utilization since military service was reported by many respondents. PTSD and alcohol misuse symptoms were reported by many college student veterans and incidence in this sample was greater than the incidence previously reported in the literature on veterans. Stigma was found to be negatively correlated with attitudes toward help seeking. Post deployment social support was found to be negatively associated with psychological distress and positively associated with service utilization. Implications and limitations of these findings are presented and future directions for research and intervention are discussed.

There is an established link between posttraumatic stress disorder (PTSD) and criminal activity. Of every 100 veterans who served during Operation Enduring Freedom (OEF)/Operation Iraqi Freedom (OIF), 11 to 20 percent are diagnosed with PTSD each year. Previous research has documented that veterans are incarcerated at higher percentages compared to nonveteran inmates, though little published research examines incidence of PTSD relative to violent crime. Using Agnew's general strain theory as the foundation, the purpose of this correlational study was to examine combat service, PTSD, and specific violent crimes as defined by the FBI as murder and nonnegligent manslaughter, forcible rape, robbery, and aggravated assaults; while controlling for branch of service, age, and sex. The sample consisted of 46 OEF/OIF inmates (federal and state) 9 of whom were convicted of a violent crime. Results from the multiple logistic regression analysis showed that combat service, PTSD, sex, and branch of service were not statistically significant predictors of imprisonment of OEF/OIF veterans for violent crime. Age, however, was statistically significant p = .029. The findings of this study contribute to social change by providing policymakers and prison administrators nuanced information (i.e., characteristic information - age, sex, branch of service, etc.) about the needs of this unique prison population with regards to reintegration. This may in turn contribute to improved reintegration initiatives to enrich the lives of veterans, their families, and the communities where veterans reside when returning from war. Focusing on reintegration will be very beneficial.

Afin de préparer la guérison, les pouvoirs publics ont réaffirmé la nécessité d'ouvrir les services hospitaliers à l'extérieur pour tenir compte des besoins spécifiques des enfants. Ainsi, des enseignants s'occupent de leur instruction, des éducateurs de jeunes enfants veillent à leur distraction et les parents assurent une présence continue. Tous ces acteurs participent à la matérialisation d'un espace de prise en charge réunissant diverses institutions ; rassemblent qui suppose une cohabitation entre la famille, l'école et l'hôpital. A quelles conditions cette collaboration institutionnelle peut-elle s'effectuer ? L'organisation des soins est-elle infléchie par al présence de ces nouveaux acteurs ? Ce fonctionnement pluri-institutionnel signe-t'il une moindre emprise de l'hôpital sur les malades ? En analysant la nature de la prise en charge hospitalière des enfants atteints de cancer, cette recherche étudie les effets durables d'une telle expérience sur leur construction identitaire.

Veteran-owned small businesses that possess ratings as service-disabled companies (i.e., service-disabled, veteran-owned small businesses [SDVOSB] are 1 of 5 socioeconomic small business contracting goals that U.S. government agencies seek to comply with U.S. Small Business Administration (SBA) set-aside goals. Little is known about collaborative strategies for improving training regarding single point of entry into Department of Defense (DOD) subcontracting. The research questions in this study focus on how veteran-owned small businesses pursue acquisition opportunities from training opportunities. Sabatier's advocacy coalition theory was used as the theoretical foundation for this study. This qualitative study was employed using 6 semistructured interviews of small business owners who possessed SDVOSB status and a content analysis of training policies from corporate supplier diversity offices, procurement assistance centers, small business development centers, and DOD Office of Small Business programs from a midwestern city. The emergent themes were (a) availability of training from procurement support assistance agencies is of limited value to mature small businesses; (b) additional support and training are needed for subcontractors desiring to enter the DOD subcontracting market; (c) significant obstacles are present in gaining access to federal subcontracting opportunities, including complex acquisition strategies and selection of contract type; and (d) understanding and enforcement of SDVOSB regulations were perceived as insufficient. SDVOSB entities can use these findings to comprehend what questions to ask about subcontracting training.

At least one-quarter of service members who have returned from combat in Iraq and Afghanistan meet the criteria for a mental health diagnosis, of which Posttraumatic Stress Disorder (PTSD) is the most common. Social support provided by close relationships has been shown to be a buffer against PTSD symptoms. However, PTSD can also have devastating effects on couple relationships, hampering this form of social support. One promising intervention for PTSD has been the use of service dogs specially trained to perform tasks related to PTSD symptoms. Anecdotally, there are promising individual outcomes for veterans with PTSD who are partnered with service dogs; however, the effects of these service dogs on the couple relationship for veterans who are married or in long-term relationships has yet to be explored. Seven couples participated in in-depth, semi-structured interviews related to their experiences of their relationship before, during, and after acquiring a service dog trained to respond to PTSD symptoms. Responses were analyzed using interpretative phenomenological analysis. Themes derived were loss of self, living with the enemy, to hope or not to hope, running the gauntlet, pawsitive reinforcements, and turning the tide. Results are weighed against existing literature in the field, clinical and public policy considerations are offered, and directions for future research are proposed.

U.S. Department of Veterans Affairs (DVA) leaders created a Veterans First Contracting Program (VFCP) under Public Law 109-461 to provide procurement opportunities for veteran-owned small businesses (VOSBs) and service-disabled veteran-owned small businesses (SDVOSBs). However, DVA leaders established a preference hierarchy that increased opportunities for SDVOSBs and decreased opportunities for VOSBs. Research was lacking regarding the effects of the preference policy on VOSBs as a distinct small business category. The purpose of this phenomenological study was to explore and understand the experiences of 20 VOSB owners actively enrolled in the VFCP from Maryland, Virginia, and District of Columbia. Through the lens of distributive justice theory, this study examined the perceptions of VOSB owners about seeking access to VFCP procurement opportunities. These perceptions were examined within a framework of fairness. Qualitative data was collected through semistructured interviews resulting in coding and thematic analysis according to Moustakas modified van Kaam method. Findings uncovered 3 major themes: (a) VOSBs perceived a benefit to VFCP enrollment, (b) preference afforded SDVOSBs affects VOSBs motivation and VFCP competition structure (c) VOSBs perceived an unfair opportunity distribution between SDVOSBs and VOSBs. The study informs government leaders of the need to improve VOSB standing as a small business group. Implications for positive social change may be realized with a policy adjustment designed to strengthen VOSB access to federal procurement opportunities because increased competition has the potential to promote DVA cost savings.

Combat veterans with posttraumatic stress disorder (PTSD) related symptoms often require the use of complementary therapeutic aids, such as service dogs, to assist them in their recovery in addition to traditional evidence-based therapy. Anecdotal literature was available on the use of service dogs, but quantitative research has not been conducted to answer the question of what the impact was of the use of service dogs on reducing symptoms of PTSD among combat and non-combat veterans. Attachment theory was one of the most common theoretical frameworks for exploring the use of service dogs for treating combat PTSD. The theoretical framework for this study was derived from Bowlby's theory on attachment and the work done with Ainsworth to review the possible correlations between secure and insecure attachment styles and the impact of using service dogs. Three surveys were selected to measure PTSD related symptoms, service dog tasks, and attachment styles of the 64 participants to be able to look at PTSD-related symptoms and attachment theory in relation to service dog tasks. This study did not show a difference between combat veterans and non-combat veterans who use service dogs in the reduction of PTSD-related symptoms, but the study did show that there was a positive relationship between PTSD-related symptoms and the use of service dogs. Participants' answers supported anecdotal reports of the positive effect of the use of service dogs. The results of the current research provide implications for positive social change by providing important information in relation to service dogs could improve the quality of life and more manageable psychological symptoms, and that attachment styles should be considered as a mitigating factor which was missing in previous research.

Notre travail de recherche s'inscrit dans le champ de la précarité ordinaire avec les prismes de la psychopathologie et de la psychanalyse. Nous étions parti d'un constat clinique. Dans les classes populaires, les souffrances narcissiques les plus archaïques semblent envahir avec prédilection le lieu du corps. Si le social précaire surexpose les manifestations corporelles les plus diverses et les plus sordides, alors quelque chose d'énigmatique nous est donné à entendre. Y aurait-il une psychopathologie singulière aux marges de la ville ? Y aurait-il une construction inconsciente différente des autres sphères sociales ? Quel statut et quelle place le corps y tient-il ? De la violence, de la maltraitance, des addictions, des traumatismes, de la prostitution et du sordide nous ont plongé dans un univers thérapeutique singulier. Il a fallu modifié nos techniques et notre écoute. Si l'archaïque corporel fonde le terreau de toute aventure humaine, la précarité sociale, corporelle et psychique semble exacerber ses écueils : voilà résumé notre postulat de départ. Un surinvestissement de la réalité sociale et du corps semble un avatar de formations inconscientes originaires. Il pose une question métapsychologique sur le fonctionnement et les fonctions du corps. Notre démarche s'est étayée sur la méthode psychanalytique appliquée dans une institution d'Aide Sociale à l'enfance et à la famille de Seine Saint Denis. Nous présentons une petite dizaine d'accompagnement cliniques. Les résultats mettent en lumière la nécessité de penser le contretransfert thérapeutique, la question du deuil, les affects et les représentations face au sordide des situations sociales
Our research task fits in the field of ordinary precariousness with the prisms of psychopathology and the psychoanalysis. We had started from a clinical report. In the popular classes, the narcissistic suffer ings most antiquated seem to invade with predilection the place of the body. If the social precarious one over-exposes the body demonstrations most various and most sordid, then something of enigmatic is given to us to understand. Would y have it a singular psychopatology with the margins of the city ? Would y have an unconscious construction different from the other social spheres ? Which statute and wich place the body are due to it ? Violence, ill-treatment, addictions, prostitution and the sordid one plunged us in a singular therapeutic universe. It was necessary modified our techniques and our listening. If the antiquated body one melts the compost of any human adventure, social, body and psychic precariousness seems to exacerbate its shelves : here is summarized our starting postulate. An over-investment of social reality and body seem a misadventure of originating unconscious formations. It raises a metapsychologic question about the operation and the functions of the body. Our step was supported on the psychoanalytical method applied in an institution of Social Assistance to the childhood and the family of the Seine Saint Denis. We present small teen clinical accompaniments. The results clarify the need for thinking the therapeutic contretransfert, the question of mourning, the affects and the representations on the sordid one of the social conditions

With recognition of turnover as a financial issue increasing, companies are searching for strategies to confront the problem in ways that generate a good return on investment. Successfully managing turnover is a matter of understanding its costs, causes and cures. In service–oriented industries such as banking, people are considered among the most important assets of a firm. Forward–thinking banks are looking for ways to leverage people, along with processes and technology, to achieve their objectives. Employee expectations are changing, too, forcing organisations to place a greater emphasis on talent management strategies and practices. Employees rarely quit on the spot. Generally, an employee becomes dissatisfied and stays disengaged for quite a while before leaving. However, from the moment of disengagement, most employees are no longer as dedicated or productive as they once were. Nearly all the real reasons why employees quit, fall into four basic categories of human needs: the need for trust, the need for hope, the need to feel competent, and the need to feel valued and trustworthy (Branham, 2005). Thirteen possible reasons for resignations were identified within the banking sector, namely: desire to take on a new challenge, bad relationship with management, bad relationship with colleagues, lack of opportunity for advancement, lack of appreciation (perception of recognition), better compensation and benefits elsewhere, long working hours, lack of control over work or working environment, travelling distance to work, personal satiation at home, lack of training and support to reach potential, the department is conducive to black advancement, the bank embraces diversity for all. Most of the employees that resigned voluntary did so because of lack of opportunity for advancement, a desire to take on a new challenge and a lack of appreciation. The statistical analysis revealed that amongst position title, there is a statistical significance for the bank embraces diversity for all as a reason for resignation and that the effect between junior managers and team leaders has a large effect. Analysis by gender differences shows that there is a statistical significance for personal situation at home as a reason for resignation and that females feels stronger about this than males. When looked at the difference between ethnic group, there are two reasons that are statistical significant namely, better compensation elsewhere and long working hours. Africans, coloureds and white‘s size effect is large, meaning that Africans and coloureds feel stronger about leaving for better compensation elseware than whites.

Former United States military members have consistently faced mental health concerns post discharge from the military. Some researchers have argued that the use of mental health services by veterans does not parallel the prevalence and need of such services (Hoge, Castro, Messer, McGurk, Cotting, & Koffman, 2004; Milliken, Auchterlonie, & Hoge, 2007; Vogt, 2011). Reasons why veterans do not access mental health care are varied and broad, however, they tend to be consistent with explanations rooted in the stigma of mental health care, and in the barriers that prevent the use of mental health care. The degree of the impact of factors contributing to stigma and barriers to mental health care is not fully understood. Particularly lacking from previous research is an examination of how the education received while in the military about mental health symptoms and treatment impacts the likelihood that a service member will access care. In the current study, I used theories of stigma and barriers to care outlined by Overton and Medina (2008) to examine the relationships among demographic characteristics, self-reported diagnoses of common mental health disorders that veterans experience, and likelihood of accessing mental health care based on the education received while in the military with self-reported levels of stigma and barriers to care in a sample of 355 former military service members from several branches. Multiple regression analyses were used to examine the relationships among these variables. Results revealed statistically significant relationships among gender, age, self-reported diagnosis of depression, the impact of education, and stigma. Results also revealed statistically significant relationships among employment and barriers to care. In addition, stigma was found to have significant relationships with the positive impact of education, and the likelihood of accessing care. Lastly, results revealed that when in the presence of the mediation variable impact of education, stigma was no longer associated with the likelihood veterans would access care post discharge.

Interviennent successivement en Méditerranée, Italie, France, Belgique, Pays-Bas, Allemagne, Norvège. Après diverses transformations administratives, une brigade est constituée en mars 1944 avec, comme unités combattantes, deux régiments britanniques, deux bataillons français et une compagnie belge. Le sigle S. A. S. Désigne à la fois l’unité et l’homme. En essayant de définir ces deux entités (humaine et institutionnelle), une étude prosopographique et sociologique mais aussi, une analyse statistique et mémorielle des missions S. A. S. Basées sur la chronologie évènementielle ont été menées de front. Le(s) mythe(s) ayant pris une place démesurée sur l’histoire, il convient d’en identifier les personnages emblématiques et les faits légendaires. The S. A. S. Has gained a major following, yet what do we really really know about the Special Air Service? In July 1941, David Stirling founded the L Detachment of the Special Air Service Brigade in the Middle East. The initial concept saw the light of day with special missions behind enemy lines thanks to their ability to adapt to each one individually. On leaving the Middle East, the S. A. S. Got involved in the Mediterranean, Italy, France, Belgium, Holland, Germany and Norway. Further to various administrative changes, in 1944 a brigade was made up of two British regiments, two French battalions and a Belgian company as its fighting units. The name S. A. S. Stands for both the unit and the man. On trying to define these two bodies (man and institution), not only prosopographic and sociological studies but also statistical and memorial analysis of the different S. A. S. Missions based on the chronological events, were carried out on the front. The myth, having taken a disproportional place, historically speaking, is necessary in order to identify the emblematic characters and the legendary events. The brigade disbanded the 5th October 1945; its memory relates the historical facts: the French, Belgian and British partnership had retrieved their own lands now to be self-governed. By pitting the myth against the facts, the birth of this unit, still active today in the United Kingdom, recovers its rightful place in the history of the Second World War

In many industries, service is the critical determinant of success or failure. Service failure is almost inevitable, and this has the potential for the organisation to lose its customer. However, if implemented successfully, Service Recovery can rectify the breakdown in service, and turn angry, frustrated customers into loyal ones. Service Recovery is vital for profitability, especially for companies operating in the services market, like First National Bank (FNB). Unfortunately, few service firms know how satisfied customers are with their Service Recovery efforts, and FNB is no exception. This study attempted to rectify the situation, to ensure that the bank does not fail its customers a second time. The major focus of the study is to assess client satisfaction with Service Recovery (SR) from FNB. By using the RECOVSAT instrument (developed by Boshoff in 1999), the study aims to establish how effective FNB was in terms of the six dimensions of SR, namely communication, empowerment, feedback, atonement, explanation, and tangibles. The relationship between each of the dimensions and customer satisfaction, as well as between customer satisfaction and loyalty, was measured, and a hypothesis for each relationship rejected or accepted. The empirical results show that, from 702 complainants, a RECOVSAT score of 68% was computed, which could be regarded as only satisfactory. The dimensions of communication, explanation, atonement, and empowerment, had the strongest positive correlation with customer satisfaction, while feedback and tangibles, although positively correlated, were not statistically significant, and thus not as important as the first four dimensions. FNB performed best on tangibles (81%), then communication (75%), explanation (70%), atonement (68%), empowerment (62%), and lastly feedback (51%). The study reinforced the view that customer satisfaction is positively related to loyalty. Other findings were that, administration and errors were the most frequent complaints, followed by pricing, fees, and interest, while time delays/waiting were the third most numerous. Over 54% of complainants had been with the bank for over 10 years, which could be a problem if the customers had left the bank, as the profitability of a customer generally increases with time. Age and gender did not appear to be factors that influenced behaviour of complainants. In terms of the managerial implications, it is recommended that FNB implement a Customer-Complaint-Handling (CCH) system that is both national and inter-group. The bank should also focus on empowering employees, improving communication skills, explaining to customers why the problem occurred, apologising, and offering some atonement. By adopting the recommendations, FNB should improve their service recovery, and as a consequence, their customer satisfaction and loyalty, and profitability should also increase.

This study has examined, within the context of a post-secondary education institute in Hong Kong, the practice of Service-Learning as an educational initiative. A qualitative case study method was employed to explore the experiences of both the student participants and the staff members involved in the Service-Learning process. Data collection took place in the form of semi-structured individual interviews, focus group and student reflective journal. Eleven students from different academic programmes and at different HKQF levels are selected as the informants. In addition, three staff members of the organization were selected for interviews. In this study, benefits of Service-Learning for students are identified: (1) citizenship behaviors; (2) interpersonal development; (3) personal development and (4) intellectual development. The service experiences allow students to explore and experience different social situations and scenarios that they have never met in their classroom learning. The process will help students to develop their self confidence and social skills in relating to others. More importantly, Service-Learning will enhance students' competences and so with their employability after graduation. In searching for relevant service opportunities for the' student participants, the consideration of 'student ownership' is found to be very important. 'Student Ownership', on the basis of my findings, is enhanced by three factors: (1) freedom of choice in selecting service opportunities: (2) pre-service training and (3) students' autonomy in planning and designing the service projects. Moreover, student and staff informants indicate that support from the senior management of the College is a 'must' for any success in service projects. Service coordinators/ mentors have to create an appropriate learning environment for students. To create such environment, service coordinators/ mentors not only play roles such as advisor, coordinator, leader, trainer, information provider, project manager, but also play the 'change agent' role to review and change the formal curriculum and the policy and structure of the College. The present study provides a foundation for further research on Service-Learning in post-secondary education. A dynamic model for Service-Learning has been developed. In the model, the student participants, the service experience, the service coordinators/ mentors and the organization (contextual factors) need to be considered.

The main focus of this study was to investigate how Swedish military veterans experience that events during an international service affect them after completed mission. This also includes the contact with their relatives. Secondly, this study deals with the course of the crisis, personal defense mechanisms, cumulative stress and post-traumatic stress syndrome (PTSD). The study was performed using a qualitative method and comprises individual interviews with six Swedish veterans. The responders were all men of different military positions, who participated in one or more international missions during 1993 to 2011. The results of this study show that, according to the veterans, the return back home is the most strenuous part of an international mission. With all the new experiences that an international service brings fresh in their memories, it is hard to re-adjust to the life of a civilian. In connection with the return back home, different degrees of stress reactions were also commonly seen, for example sleep disturbance, restlessness and exhaustion. One of the veterans being interviewed was also affected by post-traumatic stress syndrome, although healthy again at the time of the study.

ENGLISH ABSTRACT: This dissertation is an interpretive analysis of the meanings and understanding of the construct 'service' in its relation to scholarly engagement with external non-academic communities at curricular level. The study links to other studies relating to community engagement in higher education or focusing on internal service to the university community, but it is unique in its theorising of service with and in external non-academic communities. The specific aim of the study was to develop a theoretical framework to view, understand, analyse and evaluate scholarly-related service activities which represent the community component of experiential learning pedagogies. The primary data for the study were generated through unstructured interviews with the four actor groups participating in such activities, namely module coordinators, students, community organisation representatives and community members. Their responses were interpreted, analysed and triangulated through grounded theory methodology. A substantive theory consisting of four interrelated processes, through which these activities take place, was developed culminating in a theoretical framework that integrates the four processes into one coherent process of cyclical interchange of social commodities. In this process there is a reciprocation of scholarly service and community service where the latter represents the service of the community to the university culminating in the interchange of tangible and intangible products that represent the commodities. The co-creation of useful contextual knowledge represents the ultimate outcome of this process through an interchange of tacit, codified and implicit knowledge of professionals and laymen in society. The theoretical framework provides a better understanding of the difference between the relationships with external communities and the actual service actions that take place during scholarly service activities. Within such understanding the framework suggests rethinking of how service activities are planned and integrated in community engagement at curricular level.
AFRIKAANSE OPSOMMING: Hierdie proefskrif is 'n interpretatiewe ontleding van die betekenisse en begripsverband van die konstruk "diens" op 'n kurrikulêre vlak binne die vakkundige interaksie met eksterne nieakademiese gemeenskappe. Die studie hou verband met ander studies oor gemeenskapsinteraksie binne die hoër onderwys asook dié wat fokus op interne diens aan die universiteitsgemeenskap. Die studie is egter uniek ten opsigte van die teoretisering van diens binne en in samewerking met eksterne nie-akademiese gemeenskappe. Die spesifieke doel van die studie was om 'n teoretiese raamwerk te ontwikkel waardeur wetenskapsverwante diensaktiwiteite wat die gemeenskapskomponent van ervaringsleerpedagogië verteenwoordig beskou, verstaan, geanaliseer en geëvalueer kan word. Die primêre data vir die studie is versamel deur middel van ongestruktureerde onderhoude met die vier groepe wat 'n rol speel in kurrikulumverwante gemeenskapsdiensaktiwiteite, naamlik module koördineerders, studente, verteenwoordigers van gemeenskapsorganisasies en lede uit die gemeenskap. A case study was conducted to document the changes in the attitudes of academic administrators at Langston University with regards to the use of various types of information sources for strategic planning. Environmental scanning of external factors was accomplished for six months by the use of a selective dissemination of information (SDI) service. Pre- and post-assessments of the perceived reliance on, satisfaction with and adequacy of personal and library-type information sources were conducted. Findings indicated the continued reliance on personal sources. No statistically significant changes were found in perceived adequacy levels in the use of library-type materials. The overall satisfaction level for the use of library-type information sources and retrieval methods showed a significant increase. Further study is recommended that will utilize additional information technology and other academic institutions.

The aim of this study was to gain a better understanding of resource schools 1 as a human services organization and institution, based on teachers and principals’ perspectives. The purpose of resource schools is to provide the students tools and resources to enable them to return to the regular school within two years. The study also aims to examine more closely how this objective applies to the studied resource schools in the studied municipality, as well as highlighting the success factors and barriers that exist to achieve the goal. Previous studies show that this kind of differential practice tends to become a permanent solution. The categorization of the children concerned may also affect their future negatively. Four interviews were conducted with six teachers and principals at three of the municipalities’ four resource schools. The results shows that teachers and principals are defending resource school as an institution because they fulfill a need that regular schools do not. Staff expertise and pedagogical design are described as success factors. The study also shows that the objective to return to regular school rarely is reached. The barriers described include lack of collaboration between the resource schools and regular schools and their inability to adapt the working environment for the target group of students. Teachers and principals can also be seen as barriers as explained by neo-institutional organization theory

There are some unique historical backgrounds of our nation that form the exam system of “the Military Personnel transfer to Civil Service”. During the developing process of our modern history, Soldiers have their own highly position both in politics and military. Therefore, the nation attach great important to maintain soldiers’ right. The relative bills about preferential treatment for veterans are also completed. At the time when the Nationalist Government just arrived Taiwan, there was a facedown of the cross-Strait relations. To steady the dominion over the island and settle down the numerous veterans, the Nationalist Government hold different kinds of Exam to allow those veterans to transfer from military to civil services. The government had arranged them to enter the civil service systems after the exams. The following are some of the examinations that hold by the government:  The special Examinations for National Defense.  The Technical Personnel, Special Civil transfer Examination for Veterans.  The Special Civil Service Transfer Examination for Colonels and above.  The regulations for Examination of Colonel and Above to Hold Civil Service Post. Because of the political democratization and the grew up of social civilization groups, the preferential treatment that provided for the army forces has greatly decreased. The Ministry of Examination had adjusted the range of the transferring examination, limited the quantity of appointed veterans, and decreased the opening positions for transferring post. All systems are formed under their own particular historical backgrounds and requirements. In the initial developing stage of “the Military personnel transferring to civil Service” the system didn’t well fitted with the principles of the National Examination system. Still, the transferring system had greatly effected on the political stability, allow the social developing under a stable condition, and also elite the troops. The Military personnel transferring to civil service system has changed because of the change of the environment as time goes by. There are only two kinds of examinations remain in the system. One is “The Technical Personnel, Special Civil transfer Examination for Veterans”, the other is “The regulations for Examination of Colonel and above to Hold Civil Service Post” This study is mainly focus on the generated background, the legal basis, the operating performance, the system evolution, and the current operating conditions. It also penetrate analyze the faults and the causes of the military personnel transferring to civil service operating system. Such as:  The equality of the examination power.  The differential treatment to military personnel.  The distribution of the National resources.  The difficulty to transfer the veterans to civilian post.  The incentives between the transferring examination assignment and mercenary system. The research method of this study adopts the Depth Interview of Qualitative Research. This research had profundity interviewed those who have transferred from the military to civil services and hold a post in the “Veterans Affairs Council”. To expose their personal view and evaluate about the capabilities of the remaining two examination systems, “The Technical Personnel, Special Civil transfer Examination for Veterans”, and “The regulations for Examination of Colonel and above to Hold Civil Service Post”. Finally, after Inductive analysis and construed the profundity interview resources dates the study will also proposes suggestions about how to reform the transferring system.

Abstract The thesis is to realize the status of service quality and institutional identity after reorganization of Changhua County Veterans Service Office. The study t analyzed the difference and relevance among variables, service quality and institutional identity. In order to reach to the above purpose, the questionnaires in the study were designed according to the literature on the subject, the publication of government, disclosure data from government and related research reports. The population in the study was based on male veterans in Changhua County. 330 pieces of questionnaires were released through sampling. 317 pieces of questionnaires were valid. The results from the questionnaires were analyzed by means of statistical analysis. On the basist of the statistical analysis, the results are as below: 1. The veterans with different variables(such as age, education, employment, pension, retired class, and military service year)have obvious different expectation of service quality and different satisfaction of service quality. 2. The veterans with different variables(such as age, retired class, pension , and military service year)have obvious different institutional identity. 3. There is a positive correlation between service quality and institutional identity in Changhua County Veterans Service Office. Owing to the above results, there are following suggestions in the study : with the change of the structure of population, it’s necessary to enhance the administrative efficiency, simplify the service process, and value the satisfaction of service quality. The current study aims to examine the issue of quality and satisfaction of the Veterans Service Office. More specifically, it investigates a) the present situation of the clienteles of the Veterans Service Office, b) the veterans’ perceptions to the service satisfaction of the Veterans Service Office, c) the different satisfactions among veterans with diverse factors of the services of Veterans Service Office, d) the correlations between service quality and service satisfaction of the Veterans Service Office e) and the influences of the service quality on service satisfaction in the Veterans Service Office. The participants in the study were recruited from those who applied for service in Taichung City Veterans Service Office. 230 questionnaires were carried out for data collection, and 203 valid questionnaires were finally collected. The general results had shown that: I. Regarding the clienteles’ perceptions to the Veterans Service Office, most of the clienteles were male, with their age above 60. Most of their marriage status was married, and the educational level tended to be above the (vocational) high school. The resident situation was inclined to be the husband and wife with the children, and their financial support was mainly from the children. Most of the clienteles had been receiving the service from the Veterans Service Office for more than 3 years, and most of their health status was bad. II. In terms of the veterans’ satisfaction to the Veterans Service Office, service related to “the certificate of veteran”, “the certificate of the veteran’s survivor”, “salvages and benefits”, “visiting service”, “Mainland China general affairs” all reached the level of satisfied. As for the “educational assistance and scholarship”, the service reached the level of medium. Finally, the satisfaction level of “the maintenance of rights” was very satisfied. III. With regards to individual factors, the marriage status of the veterans might affect their perceptions on the service satisfaction of the Veterans Service Office. Specifically, veterans’ perceptions to “general service satisfaction”, with their status of unmarried, married, and widowers, were higher than those veterans with their status of divorce. IV. The service quality and service satisfaction of Veterans Service Office had significantly positive correlation. V. The service quality of Veterans Service Office had partially significant influences on the service satisfaction (of Veterans Service Office).

The purpose of this paper was to construct a service recovery model in different levels of medical institutions. The data collection is dedicated to the participants who had received patients complaint behavior resulted from their experiences in receiving the service failures. This study addressed to the corresponding service recovery strategy to measure patients’ perception of fairness and repatronage intention. A questionnaire and a structural equation modeling were then used to explore the relationships of interest. The findings show that fairness with service recovery of most medical institutions is related to WOM (word-of-mouth). Fairness with service recovery of all medical institutions is related to satisfaction with service recovery. Tangibles, assurance, reliability, responsiveness and empathy of all medical institutions are related to service quality. Distributive fairness, procedural fairness and interactional fairness of all medical institutions are related to fairness with service recovery. Satisfaction with service recovery is related to WOM and repatronage intention. Satisfaction with service recovery and WOM are related to repatronage intention.

In 2017, the elderly population in Taiwan will account for 14% of the total population, so that an aged society is approaching. Besides, due to the low birth rate of the family structure, the nursing ability which can be provided by the family is decreasing, while the demand for the nursing services offered by the nursing institutes for the long-term mentally and physically disabled is increasing. In the face of the variety and flexibility of the care service systems provided by the Long-term Care Plan 2.0, the manpower of long-term nursing aides will be more desperation the future; particularly, the breach between nursing aides’ supply and demand will be most serious. Therefore, it will be the key factor for the improvement of institutional talent retention as well as service quality to observe nursing aides, establish their service behavior models, and then do some research on their service requirements. In this research, the nursing aides outsourced by a veterans’ home located in central Taiwan are regarded as the research target. The method of Service Experience Engineering (SEE) is adopted. In the theoretical structure, the “Services Mode” in the stage of Innovation Net (InnoNet) is applied as well. From the users’ points of view, service experience networks are used to conduct experience observations and interviews. In the practical care and nursing workplace, “Activities”, “Environments”, “Interactions”, “Objects”, and “Users, are listed as five major dimensions. Five major behavior models of the institutional outsourced nurse aides are constructed; services requirements are collected and sorted. Finally, the Affinity Diagram is applied for integration and convergence to find out the hidden service requirements as well as service opportunities. The research results are seen as follows: (1) the service model of the institutional outsourced nurse aides will be affected by the hardware space of the wards, the interactive process of taking care of veterans, related caretaking tools and equipment, personal factors, other people’s influence, and so on. (2) The service requirements and opportunities of the institutional outsourced nurse aides’ service model include: A. promoting salary standards and welfare; B. creating quality, humane, and friendly work environments; C. strengthening the social support system; D. enhancing nursing job skills; E. intensifying the training to cope with crises; F. praising work efficiency and contributions and promoting work values. These six items can help the managers of the institutes carefully take improvement into account and meet nursing aides’ needs, in order to increase the chances of talent retention and service quality. The research collect studies including the policy of long-term care institution in Taiwan, evolution history of Act that related to long-term care services, and the theory about long-term care industry operating in the market, in order to realize meanings and functions of long-term care institution in Taiwan. Research apply the conclusion of prior studies on analyzing long-term care institution through different aspects, such as purposes and interaction with the market, and choose Chang-Gung Health and Cultural Village as long-term care institution case to discuss the effect after transforming to legal person and to provide potential suppliers advice of operation. Research find that government should relax the restrictions of Long-term Care Services Act, which would ensure the development of diverse suppliers and attract more corporates to devote to the industry. Long-term Care services institution legal person is seen as a type of organization between corporates and non-profit organization in Taiwan, leading other suppliers to collaborate with different roles in long-term care market and improving community interest.

abstract: Military veterans have a significantly higher incidence of mild traumatic brain injury (mTBI), depression, and Post-traumatic stress disorder (PTSD) compared to civilians. Military veterans also represent a rapidly growing subgroup of college students, due in part to the robust and financially incentivizing educational benefits under the Post-9/11 GI Bill. The overlapping cognitively impacting symptoms of service-related conditions combined with the underreporting of mTBI and psychiatric-related conditions, make accurate assessment of cognitive performance in military veterans challenging. Recent research findings provide conflicting information on cognitive performance patterns in military veterans. The purpose of this study was to determine whether service-related conditions and self-assessments predict performance on complex working memory and executive function tasks for military veteran college students. Sixty-one military veteran college students attending classes at Arizona State University campuses completed clinical neuropsychological tasks and experimental working memory and executive function tasks. The results revealed that a history of mTBI significantly predicted poorer performance in the areas of verbal working memory and decision-making. Depression significantly predicted poorer performance in executive function related to serial updating. In contrast, the commonly used clinical neuropsychological tasks were not sensitive service-related conditions including mTBI, PTSD, and depression. The differing performance patterns observed between the clinical tasks and the more complex experimental tasks support that researchers and clinicians should use tests that sufficiently tax verbal working memory and executive function when evaluating the subtle, higher-order cognitive deficits associated with mTBI and depression.

This study aims to explore the key factors that consumers might consider while choosing a long-term care institution by using consumption value theory; and recover 343 valid questionnaires by convenience sampling. Value from six different criteria were selected through literature induction and exploratory factor analysis; including functional value, emotional value, social value, epistemic value, conditional value and financial value. While choosing a long-term care institution, consumers take functional value, emotional value and financial value as their top three priorities. In term of the demographic segmentation, it shows significant differences in attributes of roles, educational levels, number of children and living conditions. Based on the results, the study suggests that the relevant operators of long-term care institutions could strengthen the software and hardware facilities through the elements of functional value and emotional value in order to present more advantages to consumers. In addition, formulating marketing development plans and management mechanisms are crucial in getting close to the actual core needs of consumers. It is the ultimate goal and responsibility to satisfy their needs.

Facing the aging society trend, the service demands of nursing institution are the future significant issue of social welfare policies in Taiwan. This study has been reviewed the current spatial relation between aging population and nursing institutions, and make some policy suggestions on the marketing and public service perspective. According to review the spatial gap of nursing institutions market demands, this study compared the diffence of spatial service level (SPL) and spatial carrying level (SCL) in Taiwan. It used the village as basic analyze unit, and made the assumption which aging people should choose the nearest nursing institution. In this artical, the defination of SPL is Euclidean distance between the nursing institution and basic analyze unit, and the defination of SCL is the ratio of nursing institution allocated beds and aging population quantity in each basic analyze unit. In order to reduce the estimation errors of uneven spatial distribution of the aging population, the definition of weighted spatial service level (wSPL) is weighted with aging population quotient of SPL. In the analysis result of this article, which shown that 62.5% nursing institutions gathered in the core area of five metropolitans, where the SPLs and SCLs are better than other districts in Taiwan. In other words, the service of nursing institutions could not be satisfied in the remote districts of metropolitan, suburbs and coastal areas. Finally, this study has made some policy suggestions on aging nursing service in Taiwan. First, for the quantity issues of aging nursing institutions establishment, it is necessary to be provided fair aging care service of nursing institution, especially in remote areas, which must be classified as statutory public facilities. Secondly, for the quality issues of aging nursing, these institutions must have the friendly environments, the sound management systems, and implementing the complete evaluation system and the elimination mechanism to improve the nursing quality of the nursing institution and the huge care need of aging population in the future.

In the face of the rapid decline of the Veterans, as well as the impact of the child and the aging, has caused a significant change in family structure and the insufficient ability of family function. So Veterans Home should think about innovative services and changes of the services, focusing on the second generation of the Veterans. To make Veterans home turn into a retirement health and culture village, using the user charge mode to be business strategy and attracting the second generation of Veterans which are couples or single. We can supply the contributions of the Long-term care which is held by the government. At the same time, sustainable development of the Veterans Home can be the benefit of the Veterans. This study was conducted in the form of questionnaires which are issued by the 19 Veterans service offices in Taiwan, and our samples are the Veterans whose age are from 50 to 65 years old. We issued by convenience sampling of 700 questionnaires and collected 700 questionnaires, 68 removed invalid samples, 632 valid sample. Using SPSS 22.0 to analyze the datas and the statistical methods are descriptive statistics, factor analysis, reliability and validity analysis, correlation analysis and regression analysis. Through the analysis, finding that the innovation service has an influence on the willingness to stay, and after adding the mediating variable of the perceived value, the influence is improved and the ability of explanation is improved. It is an effective mediator variable. As for the price, we consider it as an interference variable between the innovative service and the perceived value. The results show that the price has no significant interference effect on the value of the innovation service and the perceived value.

At present, the elderly population in Taiwan is growing rapidly and has entered an ageing society. Long-term care has long been the concern of the government. There is a huge demand for care for the elderly in the elderly in the future. There are also many derivative industries. Among them, long-term care institutions are even more important. The imitation of each other, price competition, in order to maintain a competitive advantage, long-term care institutions into service innovation, in order to enhance service satisfaction, and service satisfaction has always been the service industry's most important business indicators. Through the literature review, the research in the field of long-term photography was compiled, mainly with the improvement of service quality and the strengthening of employee competence training. However, research on service innovation is very rare. The three facets of the service innovation proposed by the research scholar Hertog and Bilderbeek (1999) are new care services, new customer interfaces, and new care delivery systems. The impact of new technology introduction and care reliability on service satisfaction is added Explore. After referring to Chinese and foreign scholars' research and expert review suggestions, questionnaires were asked for each facet, questionnaires were then handed out and collected, and an empirical analysis of the questionnaire was conducted. The results showed three of the service innovations proposed by Hertog and Bilderbeek (1999). The structure has a positive impact on service satisfaction, but the interference between the three aspects of service innovation and service satisfaction is only partially established by the introduction of new technologies and the reliability of care. Final conclusions and recommendations for follow-up research.

Amidst the continuous improvements of freer and international financial market, the varieties and complexes of investment tools have increased, which steadily lead Management Board of Public Service Pension Fund, managing the pension fund of national public servant including soldiers and teachers, to the direction of ”Principle of Designating Outside Management with Auxiliary of Self-Managing” in order to effectively invest and operate the vast fund assets. However, while arranging designating outside management, how to select managing institutions, and how to enact criteria are all essential knowledge. Hence this thesis is dedicated to discuss the criteria and ratios for Management Board of Public Service Pension Fund in selecting the designated management institutions to manage portfolios, hoping that designating outside management can be arranged towards perfect in the future. Through reading and analyzing papers, essays as well as the public hearings from Management Board of Public Service Pension Fund, this thesis establishes twenty five selecting criteria, and uses Purposive Sampling Method to do surveys on the scholars and professionals from industries, governments and universities. After analyzing sections and factors the thesis prefers in five factors and twenty one sub-criteria, which include Managing and Operating Methods(8 sub-criteria), Investment Analysis and Strategy(4 sub- criteria), Stability of Administrating(3 sub-standards), Features of Designating Outside Management Team(4 sub- criteria), Services and important information(2 sub- criteria), to accumulate variation explanations into 68.332%. On the other hand, the establishment of ratios are constituted by utilizing the above every selecting criteria with Analytic Hierarchy Process (AHP), which chooses the commissioners, the members in the commission to select the designated managing institutions, with high credibility by proceeding AHP survey investigation and analysis to acquire the relative ratios. According to this research, “Methods of Investment Decision Process and Operation” factor of “Investment Analysis and Strategy” is the most important selecting criteria, in which the ratio weighs 13%; secondly followed by “Investment Manager Team and Research Group” measured ratio 12% and “Investment Types and Principles of Investment” measured ratio 9%, which are factors of “Features of Designating Outside Management Team”. The ratification process of present criteria and ratios for Management Board of Public Service Pension Fund in selecting the designated outside management institutions mainly based upon the subjective concepts of the invited scholars and professionals in relative fields, who then form the evaluation by going overall discussion to reach joint decision. The thesis might provide the objective criteria and ratios for Management Board of Public Service Pension Fund to evaluate the managing institutions.
