Purpose: The primary objective of this study was to determine the role of church in state and public affairs during the Kibaki Era, 2002-2013Methodology: The methodology employed in this study was qualitative in nature. The study relied mainly on the analysis of an existing dataset from secondary sources. The data was gathered from technical reports, scholarly journals, reference books, past sermons, church publications, official and unofficial doctrine, theologies and from the Kenya National Archives in Nairobi. Other sources of data collection for the study included official statistics collected by government and the various agencies, bureaus and departments. The target population for this study was the mainland churches in Kenya and the role these churches played in state and public affairs in Kenya between 2002 and 2007.Results: The Kibaki era has been characterized by many an events that have attracted by far and wide the attention of the clergy. In 2005, the most significant development of the 2005 constitutional referendum is not the defeat of the draft, but the emergence of strains and tensions not just between Christians and Muslims, but also between church and state. Another significant development was the fact that the mainline clergy were increasingly viewed as partisan and divided along ethnic lines and serving narrow political interest depending on the ethnic group to which its leaders belonged. The prophetic role and voice of the church to act as the conscience of society was lost, and the church did nothing to evaluate its own role even after the people voted to soundly reject the draft constitution.Unique contribution to Theory, Practice and Policy: The study recommended that the government should put in place laws that would involve the church in government matters. This can be done by introducing motions into parliament that advocate for the direct involvement of the church. This would involve laws which ensure that a portion of all members sitting in any committee represents the church. This can also be done by the introduction of electoral posts for church representatives just as there are positions for women representatives. The study also recommends that amendments be made to the constitution to make a legal requirement that one of the nominated MPs must be from the church.

This article presents a personal view on the contribution of the Framework Convention to the effective participation of persons belonging to national minorities. It demonstrates the participatory rights of national minorities that have been safeguarded drawing on the practical experience of monitoring the Framework Convention between 1999 and 2007 and the recent Commentary on Article 15 of the Framework Convention. It covers participation in economic and social life, in public affairs, in the implementation and monitoring of the Framework Convention itself, participation in inter governmental organisations and within minority communities themselves. The article explores some of the outstanding participatory issues and identifies possible remedies. The conclusions emphasise the past synergies and possible future cooperation between the Advisory Committee and the High Commissioner on National Minorities on this issue.

ABSTRACT Introduction Within the population of military service members and veterans, chronic pain is highly prevalent, often complex, and frequently related to traumatic experiences that are more likely to occur to members of this demographic, such as individuals with traumatic brain injury or limb loss. In September 2017, the National Institutes of Health (NIH), Department of Defense (DOD), and Department of Veterans Affairs (VA) Pain Management Collaboratory (PMC) was formed as a significant and innovative inter-government agency partnership to support a multicomponent research initiative focusing on nonpharmacological approaches for pain management addressing the needs of service members, their dependents, and veterans. Methods A Pain Management Collaboratory Coordinating Center (PMC3) was also established to facilitate collective learning across 11 individually funded pragmatic clinical trials (PCTs) designed to optimize the impact of the PMC as an integrated whole. Although the DOD and VA health care systems are ideal sites for the enactment of PCTs, executing these trials within the local context of DOD military treatment facilities (MTFs) can present unique challenges. The Military Treatment Facility Engagement Committee (MTFEC) was created to support the efforts of the PMC3 in its role as a national resource for development and refinement of innovative tools, best practices, and other resources in the conduct of high impact PCTs. Results The MTFEC is composed of experts from each service who bring experiences in executing clinical pain management trials that can enhance the planning and execution of the PCTs. It provides expertise and leadership in the execution of research studies at within MTFs and within the DOD health care system, with guidance from PMC3 Directors and in collaboration with NIH, DOD, and VA program and scientific officers. Discussion/Conclusion Considering the importance of enacting large-scale, pragmatic studies to implement effective strategies in clinical practice for chronic pain management, the MTFEC has begun to actualize its purpose by identifying potential barriers and challenges to study implementation and exploring how the PMC can support and aid in the execution of PCTs by applying similar approaches to stakeholder and subject matter engagement for their research.

Various forms of cooperation between law enforcement authorities and the public (civil society) in the fight against offenses in order to strengthen national security are detailed in the article. Among the law enforcement agencies the following authorities are highlighted: the prosecuting authorities, internal affairs bodies, state fire service, anti-corruption service and the service of economic investigations, which are operating in accordance with the legislative acts of the Republic of Kazakhstan. Certain aspects are researched, the principles for such interaction are proposed. Within counteract threats to national security the author fragmentarily emphasized in particular, social security, military security, political security, economic security, informational security and environmental safety. The role of inter-ministerial committees for prevention of offenses under the Government of the Republic of Kazakhstan and the public councils under law enforcement bodies was distinguished. The authors note that the participation of public organizations in law enforcement activities of the state is provided by the Plan of measures on realization of the State Program of further modernization of the judicial system of the Republic of Kazakhstan for 2014—2020. The mandatory learning of the basics of personal and public safety by citizens, involved in law enforcement activity and the need of methodological and logistical support is provided.

The concept of multicultural education in the journey widespread, especially countries that have ethnic diversity, rationalism, religion and culture like Indonesia. SMA Negeri 1 Brits Brebes are public school students come from various backgrounds, ranging from the academic year 2011-2016 has been practicing multicultural education, given its students are not from the same religion, namely Islam, but there are also students who are non-Muslims are Catholic and Protestant, with an approach and interviews with parents guardians and students, they are welcomed, the provision of teaching of religious education non-Muslims, and runs well without any intimidation and discrimination, because the kids are already observed by the schools in following the teachings of his religion, although in the District brebes no teacher of Religious Education in addition to Islam, with the help of the church, can run smoothly, from planning, mobilization, organization and evaluation and control are done by the school, school committees and offices of National Education and Ministry of Religious Affairs Brebes Brebes. In this research use, qualitative research methods, by presenting a wide range of anchovies in favor, with the data collection through: observation, interviews, and questionnaires to the school principal, school committees, teachers Muslims and non-Muslims, and elderly parents are Muslim and non-Muslims, as well as the students were Muslims and non-Muslims to Obtain valid the data, the number of students taking the population of parents and guardians are non-Muslims, principals, school committees and teachers partly that Muslims and non-Muslims.

1. Introduction This Special Issue (Part 2) expands upon the theme “Building Local Capacity for Long-term Disaster Resilience” presented in Special Issue Part 1 (JDR Volume 5, Number 2, April 2010) by examining the evolving concept of disaster resilience and providing additional reflections upon various aspects of its meaning. Part 1 provided a mixed set of examples of resiliency efforts, ranging from administrative challenges of integrating resilience into recovery to the analysis of hazard mitigation plans directed toward guiding local capability for developing resiliency. Resilience was broadly defined in the opening editorial of Special Issue Part 1 as “the capacity of a community to: 1) survive a major disaster, 2) retain essential structure and functions, and 3) adapt to post-disaster opportunities for transforming community structure and functions to meet new challenges.” In this editorial essay we first explore in Section 2 the history of resilience and then locate it within current academic and policy debates. Section 3 presents summaries of the papers in this issue. 2. Why is Resilience a Contemporary Theme? There is growing scholarly and policy interest in disaster resilience. In recent years, engineers [1], sociologists [2], geographers [3], economists [4], public policy analysts [5, 6], urban planners [7], hazards researchers [8], governments [9], and international organizations [10] have all contributed to the literature about this concept. Some authors view resilience as a mechanism for mitigating disaster impacts, with framework objectives such as resistance, absorption, and restoration [5]. Others, who focus on resiliency indicators, see it as an early warning system to assess community resiliency status [3, 8]. Recently, it has emerged as a component of social risk management that seeks to minimize social welfare loss from catastrophic disasters [6]. Manyena [11] traces scholarly exploration of resilience as an operational concept back at least five decades. Interest in resilience began in the 1940s with studies of children and trauma in the family and in the 1970s in the ecology literature as a useful framework to examine and measure the impact of assault or trauma on a defined eco-system component [12]. This led to modeling resilience measures for a variety of components within a defined ecosystem, leading to the realization that the systems approach to resiliency is attractive as a cross-disciplinary construct. The ecosystem analogy however, has limits when applied to disaster studies in that, historically, all catastrophic events have changed the place in which they occurred and a “return to normalcy” does not occur. This is true for modern urban societies as well as traditional agrarian societies. The adoption of “The Hyogo Framework for Action 2005-2015” (also known as The Hyogo Declaration) provides a global linkage and follows the United Nations 1990s International Decade for Natural Disaster Reduction effort. The 2005 Hyogo Declaration’s definition of resilience is: “The capacity of a system, community or society potentially exposed to hazards to adapt by resisting or changing in order to reach and maintain an acceptable level of functioning and structure.” The proposed measurement of resilience in the Hyogo Declaration is determined by “the degree to which the social system is capable of organizing itself to increase this capacity for learning from past disasters for better future protection and to improve risk reduction measures.” While very broad, this definition contains two key concepts: 1) adaptation, and 2) maintaining acceptable levels of functioning and structure. While adaptation requires certain capacities, maintaining acceptable levels of functioning and structure requires resources, forethought, and normative action. Some of these attributes are now reflected in the 2010 National Disaster Recovery Framework published by the U.S. Federal Emergency Management Agency (FEMA) [13]. With the emergence of this new thinking on resilience related to disasters, it is now a good time to reflect on the concept and assess what has recently been said in the literature. Bruneau et al. [1] offer an engineering sciences definition for community seismic resilience: “The ability of social units (e.g., organizations, communities) to mitigate hazards, contain the effects of disasters when they occur, and carry out recovery activities in ways that minimize social disruption and mitigate the effects of future earthquakes.” Rose [4] writes that resiliency is the ability of a system to recover from a severe shock. He distinguishes two types of resilience: (1) inherent – ability under normal circumstances and (2) adaptive – ability in crisis situations due to ingenuity or extra effort. By opening up resilience to categorization he provides a pathway to establish multi-disciplinary approaches, something that is presently lacking in practice. Rose is most concerned with business disruption which can take extensive periods of time to correct. In order to make resource decisions that lower overall societal costs (economic, social, governmental and physical), Rose calls for the establishment of measurements that function as resource decision allocation guides. This has been done in part through risk transfer tools such as private insurance. However, it has not been well-adopted by governments in deciding how to allocate mitigation resources. We need to ask why the interest in resilience has grown? Manyena [11] argues that the concept of resilience has gained currency without obtaining clarity of understanding, definition, substance, philosophical dimensions, or applicability to disaster management and sustainable development theory and practice. It is evident that the “emergency management model” does not itself provide sufficient guidance for policymakers since it is too command-and-control-oriented and does not adequately address mitigation and recovery. Also, large disasters are increasingly viewed as major disruptions of the economic and social conditions of a country, state/province, or city. Lowering post-disaster costs (human life, property loss, economic advancement and government disruption) is being taken more seriously by government and civil society. The lessening of costs is not something the traditional “preparedness” stage of emergency management has concerned itself with; this is an existing void in meeting the expanding interests of government and civil society. The concept of resilience helps further clarify the relationship between risk and vulnerability. If risk is defined as “the probability of an event or condition occurring [14]#8221; then it can be reduced through physical, social, governmental, or economic means, thereby reducing the likelihood of damage and loss. Nothing can be done to stop an earthquake, volcanic eruption, cyclone, hurricane, or other natural event, but the probability of damage and loss from natural and technological hazards can be addressed through structural and non-structural strategies. Vulnerability is the absence of capacity to resist or absorb a disaster impact. Changes in vulnerability can then be achieved by changes in these capacities. In this regard, Franco and Siembieda describe in this issue how coastal cities in Chile had low resilience and high vulnerability to the tsunami generated by the February 2010 earthquake, whereas modern buildings had high resilience and, therefore, were much less vulnerable to the powerful earthquake. We also see how the framework for policy development can change through differing perspectives. Eisner discusses in this issue how local non-governmental social service agencies are building their resilience capabilities to serve target populations after a disaster occurs, becoming self-renewing social organizations and demonstrating what Leonard and Howett [6] term “social resilience.” All of the contributions to this issue illustrate the lowering of disaster impacts and strengthening of capacity (at the household, community or governmental level) for what Alesch [15] terms “post-event viability” – a term reflecting how well a person, business, community, or government functions after a disaster in addition to what they might do prior to a disaster to lessen its impact. Viability might become the definition of recovery if it can be measured or agreed upon. 3. Contents of This Issue The insights provided by the papers in this issue contribute greater clarity to an understanding of resilience, together with its applicability to disaster management. In these papers we find tools and methods, process strategies, and planning approaches. There are five papers focused on local experiences, three on state (prefecture) experiences, and two on national experiences. The papers in this issue reinforce the concept of resilience as a process, not a product, because it is the sum of many actions. The resiliency outcome is the result of multiple inputs from the level of the individual and, at times, continuing up to the national or international organizational level. Through this exploration we see that the “resiliency” concept accepts that people will come into conflict with natural or anthropogenic hazards. The policy question then becomes how to lower the impact(s) of the conflict through “hard or soft” measures (see the Special Issue Part 1 editorial for a discussion of “hard” vs. “soft” resilience). Local level Go Urakawa and Haruo Hayashi illustrate how post-disaster operations for public utilities can be problematic because many practitioners have no direct experience in such operations, noting that the formats and methods normally used in recovery depend on personal skills and effort. They describe how these problems are addressed by creating manuals on measures for effectively implementing post-disaster operations. They develop a method to extract priority operations using business impact analysis (BIA) and project management based business flow diagrams (BFD). Their article effectively illustrates the practical aspects of strengthening the resiliency of public organizations. Richard Eisner presents the framework used to initiate the development and implementation of a process to create disaster resilience in faith-based and community-based organizations that provide services to vulnerable populations in San Francisco, California. A major project outcome is the Disaster Resilience Standard for Community- and Faith-Based Service Providers. This “standard” has general applicability for use by social service agencies in the public and non-profit sectors. Alejandro Linayo addresses the growing issue of technological risk in cities. He argues for the need to understand an inherent conflict between how we occupy urban space and the technological risks created by hazardous chemicals, radiation, oil and gas, and other hazardous materials storage and movement. The paper points out that information and procedural gaps exist in terms of citizen knowledge (the right to know) and local administrative knowledge (missing expertise). Advances and experience accumulated by the Venezuela Disaster Risk Management Research Center in identifying and integrating technological risk treatment for the city of Merida, Venezuela, are highlighted as a way to move forward. L. Teresa Guevara-Perez presents the case that certain urban zoning requirements in contemporary cities encourage and, in some cases, enforce the use of building configurations that have been long recognized by earthquake engineering as seismically vulnerable. Using Western Europe and the Modernist architectural movement, she develops the historical case for understanding discrepancies between urban zoning regulations and seismic codes that have led to vulnerable modern building configurations, and traces the international dissemination of architectural and urban planning concepts that have generated vulnerability in contemporary cities around the world. Jung Eun Kang, Walter Gillis Peacock, and Rahmawati Husein discuss an assessment protocol for Hazard Mitigation Plans applied to 12 coastal hazard zone plans in the state of Texas in the U.S. The components of these plans are systematically examined in order to highlight their respective strengths and weaknesses. The authors describe an assessment tool, the plan quality score (PQS), composed of seven primary components (vision statement, planning process, fact basis, goals and objectives, inter-organizational coordination, policies & actions, and implementation), as well as a component quality score (CQS). State (Prefecture) level Charles Real presents the Natural Hazard Zonation Policies for Land Use Planning and Development in California in the U.S. California has established state-level policies that utilize knowledge of where natural hazards are more likely to occur to enhance the effectiveness of land use planning as a tool for risk mitigation. Experience in California demonstrates that a combination of education, outreach, and mutually supporting policies that are linked to state-designated natural hazard zones can form an effective framework for enhancing the role of land use planning in reducing future losses from natural disasters. Norio Maki, Keiko Tamura, and Haruo Hayashi present a method for local government stakeholders involved in pre-disaster plan making to describe performance measures through the formulation of desired outcomes. Through a case study approach, Nara and Kyoto Prefectures’ separate experiences demonstrate how to conduct Strategic Earthquake Disaster Reduction Plans and Action Plans that have deep stakeholder buy-in and outcome measurability. Nara’s plan was prepared from 2,015 stakeholder ideas and Kyoto’s plan was prepared from 1,613 stakeholder ideas. Having a quantitative target for individual objectives ensures the measurability of plan progress. Both jurisdictions have undertaken evaluations of plan outcomes. Sandy Meyer, Eugene Henry, Roy E. Wright and Cynthia A. Palmer present the State of Florida in the U.S. and its experience with pre-disaster planning for post-disaster redevelopment. Drawing upon the lessons learned from the impacts of the 2004 and 2005 hurricane seasons, local governments and state leaders in Florida sought to find a way to encourage behavior that would create greater community resiliency in 2006. The paper presents initial efforts to develop a post-disaster redevelopment plan (PDRP), including the experience of a pilot county. National level Bo-Yao Lee provides a national perspective: New Zealand’s approach to emergency management, where all hazard risks are addressed through devolved accountability. This contemporary approach advocates collaboration and coordination, aiming to address all hazard risks through the “4Rs” – reduction, readiness, response, and recovery. Lee presents the impact of the Resource Management Act (1991), the Civil Defence Emergency Management Act (2002), and the Building Act (2004) that comprise the key legislation influencing and promoting integrated management for environment and hazard risk management. Guillermo Franco and William Siembieda provide a field assessment of the February 27, 2010, M8.8 earthquake and tsunami event in Chile. The papers present an initial damage and life-loss review and assessment of seismic building resiliency and the country’s rapid updating of building codes that have undergone continuous improvement over the past 60 years. The country’s land use planning system and its emergency management system are also described. The role of insurance coverage reveals problems in seismic coverage for homeowners. The unique role of the Catholic Church in providing temporary shelter and the central government’s five-point housing recovery plan are presented. A weakness in the government’s emergency management system’s early tsunami response system is noted. Climate change induced sea-level rise (SLR) is on its increase globally. Regionally the lowlands of China, Vietnam, Bangladesh, and islands of the Malaysian, Indonesian and Philippine archipelagos are among the world’s most threatened regions. Sea-level rise has major impacts on the ecosystems and society. It threatens coastal populations, economic activities, and fragile ecosystems as mangroves, coastal salt-marches and wetlands. This paper provides a summary of the current state of knowledge of sea level-rise and its effects on both human and natural ecosystems. The focus is on coastal urban areas and low lying deltas in South-East Asia and Vietnam, as one of the most threatened areas in the world. About 3 mm per year reflects the growing consensus on the average SLR worldwide. The trend speeds up during recent decades. The figures are subject to local, temporal and methodological variation. In Vietnam the average values of 3.3 mm per year during the 1993-2014 period are above the worldwide average. Although a basic conceptual understanding exists that the increasing global frequency of the strongest tropical cyclones is related with the increasing temperature and SLR, this relationship is insufficiently understood. Moreover the precise, complex environmental, economic, social, and health impacts are currently unclear. SLR, storms and changing precipitation patterns increase flood risks, in particular in urban areas. Part of the current scientific debate is on how urban agglomeration can be made more resilient to flood risks. Where originally mainly technical interventions dominated this discussion, it becomes increasingly clear that proactive special planning, flood defense, flood risk mitigation, flood preparation, and flood recovery are important, but costly instruments. Next to the main focus on SLR and its effects on resilience, the paper reviews main SLR associated impacts: Floods and inundation, salinization, shoreline change, and effects on mangroves and wetlands. The hazards of SLR related floods increase fastest in urban areas. This is related with both the increasing surface major cities are expected to occupy during the decades to come and the increasing coastal population. In particular Asia and its megacities in the southern part of the continent are increasingly at risk. The discussion points to complexity, inter-disciplinarity, and the related uncertainty, as core characteristics. The revival of the patristic doctrine of perichōrēsis in relation to the Trinitarian framework has received overwhelming support in modern theological discourse. From Anagorous to John of Damascus, and from reformation to the 21st century theological scholarship, the doctrine of perichōrēsis has been viewed by many as a palatable approach and a suitable paradigm in addressing various challenges affecting the church and society globally, because it is out of this patristic doctrine that the entire doctrine of the Trinity is sustained. If it was not for perichōrēsis neither nature, personal, or salvific doctrine of Trinity would have no value. If not for perichōrēsis, Arianism, encompassing all aspects of modalism with various assorted gods within Christianity, would be a global phenomenon. This article presents perichōrēsis as the paradigm in advancing a national unity agenda within the Church and State in conjunction with a case study of the Public Affairs Committee in Malawi, which is a representation of the voice of the faith community in addressing the national unity agenda and other governance issues. The main argument in the paper is that adoption and emulation of the immanent Trinitarian perichoretic life experienced within the Trinitarian community of the Father, Son and the Holy Spirit is the best way forward in bringing meaningful unity in society today. This is because perichōrēsis, which flows within the Trinitarian framework, is the model and an example of what humans and society must emulate to enhance unity and togetherness.

Our capacity to tell stories is a skill that can be considered both natural and learned. Storytelling and oral history are parts of all human societies, and we seek to understand ourselves and each other through our stories. Our individual and collective memories collide in our stories, and reconcile to construct what Kansteiner calls our "collectively shared representations of the past" (182). It is our personal narratives that are the building blocks to public understanding, and as Harter, Japp and Beck maintain in Narratives, Health and Healing, "narrative is a fundamental human way of giving meaning to experience" (3). Adding to this idea of narrative as way of illuminating meaning, Goodall posits narrative as also being a way of knowing and as a research methodology, stating "narrative provides us with a range of forms and styles for discovering meaning and communicating it to readers through stories. It is an epistemology" (13). This re-imaging and re-purposing of narrative and storytelling has the capacity to significantly influence and shift the ways in which cultural and social research is carried out. This emerging approach can also influence the ways we understand the experiences of marginalised groups, and consequently how we respond to issues around social inclusion through policy and community based solutions. For researchers personal stories and narratives have the capacity to illuminate the nuances of broad issues; this potential also means that seemingly intractable social problems are given a human face with which to engage. It is in this way that personal narratives energise public narratives and shape our ways of thinking and collective understandings (Harter et al. 4). This paper investigates a digital storytelling project conducted in late 2009 with a group of Forgotten Australians in the months leading up to the public apology in the Australian Parliament, and how the personal stories of the participants brought to life previous research about the marginalisation of individuals who had experienced out-of-home care as children. This paper also explores how the endemic, institutionalised abuse of a group of people was translated to the broader community and galvanised support through the impact of their personal stories. Digital Storytelling As a dynamic practice storytelling, in all its forms, must be nurtured and developed if it is to contribute to the lives of individuals and communities. The number of storytelling, and in particular digital storytelling, initiatives and projects in Australia has increased rapidly since the early 2000s, and are utilised by various public and community organisations for a variety of reasons. Digital technology has had a profound impact on the ability for "ordinary" people to tell their stories, and research has identified the potential of digital storytelling in these contexts to assist in the representation of multiple voices and viewpoints in society through inclusive processes of co-creation (cf. see Burgess; Hartley, Uses and "TV"; Klaebe and Burgess). The storytelling project that forms the basis for this paper used some traditional written storytelling practices but was mainly concerned with digital storytelling. Digital stories are generally a two to four minute multi-media story that uses photographs, film and drawings to convey a personal story which the author narrates in their own voice over the series of images. Much has been, and continues to be written, about digital storytelling as a site of participatory culture and as a means of improving digital literacy in pockets of the community traditionally absent in the realm of digital citizenship (cf. Hartley, Uses; Hartley and McWilliam; Burgess; Meadows; Lundby). As Hartley points out digital storytelling has become such a compelling medium in which to record stories in communities because it "fills a gap between everyday cultural practice and professional media" (Uses 122). As a means of creating narratives digital storytelling has proven to be a significant mode, due in part to its ability to reach a large number of people relatively easily. The rise of digital storytelling partially mirrors the broad shift towards more participatory online culture that privileges user generated content and ordinary voices over official content. The origins of digital storytelling lie in a response to the absence of "ordinary" voices in mainstream media and policy making and grew with the increasing affordability of digital technology. The potential for social inclusion and participation along with the promise of self-representation is implicit in the discourse surrounding digital storytelling. "The ability to express oneself in digital media and in the case of digital storytelling using digital video editing, has become a central literary for full participation in society" (Lambert 85). Social Inclusion in an Australian context is defined by the Australian Government as all Australians feeling valued and having "the opportunity to participate fully in the life of our society. Achieving this vision means that all Australians will have the resources, opportunities and capability to" learn, work, engage in the community and have a voice (Social Inclusion Unit). The aims articulated by Lambert in the previous paragraph and the philosophy of social inclusion and the belief that individual stories have the capacity to impact on national agendas and policy lay at the heart of the digital storytelling project outlined later in this paper. The Forgotten Australians As cohort the Forgotten Australians are defined as individuals who were removed from their families, or were orphaned or child immigrants from the United Kingdom. These children were placed in institutions where they suffered abuse or neglect between 1930 and 1970, and it is estimated that up approximately 500,000 children were placed in out of home care during this time. In November 2009 the Australian Parliament delivered a bi-partisan apology to the Forgotten Australians for the pain and suffering they experienced in church and state run institutions. The stories of the Forgotten Australians were beginning to make their way into the consciousness of the Australian public in the lead up to the apology through documentaries on the national broadcasting service and stories in the mainstream media. Like most large groups the demographic of the Forgotten Australians is diverse, within those who identify as part of this group are successful and well-known Australians, along with ordinary Australians many of whom have struggled significantly as a direct result of their childhood experiences. Those involved in this project were considered to be individuals who were quite profoundly marginalised in mainstream society. A number lived with mental illness, the majority lacked stable housing and all had been severely emotionally, physically and sexually abused during their time in State or Church run institutions as children. The apology to the Forgotten Australians was preceded many years of advocacy and activism by community groups and individuals. They utilised personal stories, the digitisation of records and as the apology drew closer a number of digital storytelling projects to bring the personal narratives into the public arena in the hope of affecting change. Stories from these projects were broadcast across a variety of platforms such as YouTube, the websites for the major advocacy groups and community organisations and more recently the National Library Australia website. The stories differed from site to site and served different functions depending on the place from which they were disseminated. Hildebrand identifies the role of YouTube as a site for the intersection of personal experience, popular culture and historical narratives, and, as such, a vehicle for cultural memory "allow[ing] users to seek out the media texts that have shaped them and that would otherwise be forgotten in 'objective' histories" (54). YouTube videos relevant to the Forgotten Australians ranged from locally made stories and documentation, news items and presentations recorded by major organisations, but uploaded by individuals, and also those posted by these institutions themselves. A notable feature of all of these contributions is their role in the representation of witnesses' stories. In the case of reports on Forgotten Australians from major news organisations the commentary they attracted was largely from those who identified as fellow forgotten Australians attesting to—and corroborating—the interviewees' stories. Whether they were posted by survivors themselves or by mainstream media or other institutions, they exhibited a unity around a particular will to memory: setting the record straight through testimony. Here, the clips and posts were characterised by the provision of information as evidence for the assertion of cultural trauma as a shared experience and focus of identification (Adkins et al. 15). Storytelling functions as one of our most powerful forms for experiencing, expressing, and enacting sorrow and pain...it is pivotal in the process of sense making, allowing individuals to cope with chaotic, equivocal, and confusing conditions of everyday life, including illness and suffering. (152) Advocacy and community groups such as CLAN were focused on creating a sense of community amongst survivors with no story or artefact too small or insignificant to be included, which differed slightly from the agenda of the National Library of Australia—the institution of public memory that has been most closely involved in recording and disseminating the stories of the Forgotten Australians. The Forgotten Australians and Former Child Migrants Oral History Project conducted by the National Library Australia was one of the recommendations of the two Senate Community Affairs References Committee reports following the Senate Inquiries and receives funding from the Commonwealth Department of Families, Housing, Community Services and Indigenous Affairs. According to the National Library Australia website, this oral history project will run for three years and aims to document a rounded history of the experiences of the children in institutional care and the lifelong impact of these experiences on their lives and their families. This project will also interview a selection of advocates, and allied professionals including welfare officers, employees of institutions and administrators. (Project Team) In many important ways the purposes served in this project were those of the governments—previous and present, which was to capture and keep the stories, memories, documents and artefacts, and to share the officially selected stories with the rest of the nation, and those stories would support and affirm the government's roadmap for moving on from the apology. These digital storytelling projects, to varying degrees and levels of impact, served to provide the public with the personal narratives behind the issue being presented in the media and by advocacy groups as a large scale issue concerning hundreds of thousands of victims. Although the sheer size of the numbers of children affected was confronting, it was the personal stories that created a momentum towards the public apology. The findings of both Senate Inquiries recommended a formal apology; however this did not occur until the individual experiences of the Forgotten Australians were translated and represented in narratives and, through this, the construction of a sense of cultural memory resulting in formal recognition. Many Australians were sceptical about the importance of a public apology to the Forgotten Australians, as they had been of the apology to the Stolen Generation in 2008. To be a genuine act of reconciliation an apology requires the act of listening as much as speaking, fittingly Prime Minister Rudd quoted predominantly from personal oral history testimonies that had been collected over the years and that were of public record, but had not been digitally accessible to all, as many stories now are in the Bringing Them Home report. The Case Study In August 2009 I was funded by the Australasian Centre for Interactive Design (ACID) to conduct a series of digital storytelling and writing workshops in conjunction with Micah Projects, a community building and social justice organisation based in Brisbane. Micah delivers services for people experiencing homelessness, runs programmes for young mothers and is responsible for the Historical Abuse Network which is a network servicing the Forgotten Australians. After some discussion with the CEO of Micah it was decided that the clients involved with the Historical Abuse Network would benefit most from this project. Many of the participants had been involved in the 2003 senate inquiry into the treatment of children in institutional care. In the intervening years they had told the story of their abuse many times in official contexts and provided statements of harm for the inquiry. However, for this project we wanted to encourage the participants to create stories that allowed them some agency in their own lives rather, to re-claim some of their story from the official framework of abuse, and to use digital storytelling as a tool for this. The participants were between 45 and 65 in age, and were divided equally between women and men. There were a number of complexities inherent in this project, some of which were specific to this particular cohort and some specific to all marginalised individuals and groups. The most significant problem arose out the expectation that the "authors" will bring with them photographs and keepsakes from their lives to use in the stories. Many of the participants did not have photographs of their childhoods or of their families; some did not know how old they were (in many institutions all birthdays were celebrated on a single day, and consequently most lost track of their age and birth date) or had not had contact with their biological family for decades and as a result had few keepsakes. These hallmarks of legitimate biography were absent from their pasts and their presents. The combination of these factors meant that for many the ability to create a coherent narrative about their life or to feel ownership over their life had been seriously compromised. However, it became apparent that by using sounds and images in the digital story the technology was able to create a materiality out of memory for the participants. As it became clearer that the foundation of the stories was memory rather than a narrative arc, the more it became imperative to embrace the fragmentation, inconsistency and incoherence of the memories, and to incorporate these aspects into the digital stories. Instead of being easy to follow or emotionally satisfying narratives, some of the stories had much more in common with what is referred to in psychology and health frameworks as "chaos narratives". A chaos narrative has a sense of disconnected events characterised by a lack of closure and the presence of day-to-day uncertainty (Harter 4). Often such stories seem too incoherent to be told and too painful to be heard by others, as was certainly the case with some of the stories created for this project. Conclusion The Finding a Voice digital storytelling project led by Professor Jo Tacchi aligns with the aims of this project in its social innovation, and the role of storytelling and voice as having the genuine potential to impact on the understanding of poverty and disadvantage. Tacchi states that it "is an approach that allows those who are living in conditions that might constitute 'poverty' to tell those who are not what this experience is like, in their own words. Such an approach might challenge our 'expert' conceptions of poverty itself" (170), and confront mainstream or approved versions of social issues. Carabas posits that the agency embedded in the narrative act reforms or reframes the meanings of events through counter narratives and the act of telling transformed personal and social suffering. Those who had been objects of other's reports started to tell their own stories and rewrite official history in the first person singular (154). For the Forgotten Australians, those involved in this project and in similar ones the opportunity to tell their stories in their own words allowed them to push past the detached, impersonal representation of their experiences. Instead they could re-position the debate to being about individuals and the effect of government policy on their lives, and in doing so agitate for a formal apology. Storytelling and narrative as a research methodology, and as a way of knowing, is continuing to be refined by social and cultural researchers and by community organisations. Despite the emerging and nebulous nature of this field one thing is clear: our human desire to tell stories has the ability to be harnessed to build narratives which create understanding and insight and consequently demand that as communities and nations we respond to injustice and disadvantage accordingly. This thesis focuses on a transformational but disregarded period in New Zealand’s twentieth century history, the era from the arrival of the Marines in 1942 to the arrival of Rock Around the Clock in 1956. It examines one of the chief agents in this metamorphosis: the impact of American culture. During this era the crucial conduits of that culture were movies, music and comics. The aims of my thesis are threefold: to explore how New Zealanders responded to this cultural trinity, determine the key features of their reactions and assess their significance. The perceived modernity and alterity of Hollywood movies, musical genres such as swing, and the content and presentation of American comics and ‘pulps’, became the sources of heated debate during the midcentury. Many New Zealanders admired what they perceived as the exuberance, variety and style of such American media. They also applauded the willingness of the cultural triptych to appropriate visual, textual and musical forms and styles without respect for the traditional classifications of cultural merit. Such perceived standards were based on the privileged judgements of cultural arbiters drawn from members of New Zealand’s educational and civic elites. Key figures within these elites insisted that American culture was ‘low’, inferior and commodified, threatening the dominance of a sacrosanct, traditional ‘high’culture. Many of them also maintained that these American cultural imports endangered both the traditionally British nature of our cultural heritage, and New Zealand’s distinctively ‘British’ identity. Many of these complaints enfolded deeper objections to American movies, music and literary forms exemplified by comics and pulps. Significant intellectual and civic figures portrayed these cultural modes as pernicious and malignant, because they were allegedly the product of malignant African-American, Jewish and capitalist sources, which threatened to poison the cultural and social values of New Zealanders, especially the young. In order to justify such attitudes, these influential cultural guardians portrayed the general public as an essentially immature, susceptible, unthinking and puritanical mass. Accordingly, this public, supposedly ignorant of the dangers posed by American culture, required the intervention and protection of members of this elite. Responses to these potent expressions of American culture provide focal points which both illuminate and reflect wider social, political and ideological controversies within midcentury New Zealand. Not only were these reactions part of a process of comprehension and negotiation of new aesthetic styles and media modes. They also represent an arena of public and intellectual contention whose significance has been neglected or under-valued. New Zealanders’ attitudes towards the new cinematic, literary and musical elements of American culture occurred within a rich and revealing socio-political and ideological context. When we comment on that culture we reveal significant features of our own national and cultural selves.
