The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.

The Internal Marketing concept came into existence nearly two decades ago in the academic arena. Since then different authors viewed IM from different perspective and proposed it as a comprehensive tool to achieve customer satisfaction. The basic idea was to formulate a marketing program inside the organizational boundary that compliment external marketing and enhances the chance of success. . In this paper efforts have been made to explore and evaluate the aspects of internal marketing in the context of an industrial equipment manufacturer *and its role in establishing inter-functional coordination in terms of people, process and work environment. In this regard, analysis has been conducted by using interviews and participant observation. This research came up with the conclusion that applying Internal Marketing concept could bring about significant improvements in developing inter-functional co-ordination to overcome several crucial issues that the organization is currently confronting in strengthening its inter-functional integrity and understanding.

Abstract The present study starts from the paradox of the coexistence of opportunism and trust in inter-organizational relationships to analyze how opportunism and trust develop in cooperative projects between startups. To this end, six projects were analyzed through ten semi-structured interviews in the context of a multiple case study. The data were analyzed using the content analysis technique. As the main results, the coexistence of trust and opportunism was observed, and it did not threaten the continuity of cooperative projects. An interactional dynamic of opportunistic bases emerged when it was not possible to identify the integrity-based dimension of trust. Also, opportunism was not identified in projects where the integrity-based dimension existed. The study contributes to the literature on the coexistence of trust in the context of cooperation. There are no records of empirical research on the phenomenon in cooperative projects. The results also offer practical implications about the relevance of competencies that allow the management of relationships with different levels of trust and opportunism.

This article investigates whether certain organizational arrangements in (local) public appointment processes could encourage the use of appointments as a tool of good governance rather than as a tool of patronage. Specifically, we studied the role of six organizational arrangements in 10 case studies of intra- and inter-organizational public appointment processes held in Italian local government. We found that good governance (in terms of perception of overall integrity and fairness) was found in processes of public appointments where there was independent scrutiny, and when the process involved local councillors and/or external stakeholders – that is, actors beyond those with the formal power to appoint. In these cases, making appointments was seen as a tool of good governance rather than of patronage. These organizational arrangements were more relevant than other ones such as the transparency of public advertisements, job descriptions and educational/professional requirements, and media and public awareness. The article describes the relevant literature and the research study, and discusses implications for research, policy and management. Points for practitioners In terms of policy implications, the article discusses the importance of ensuring transparency and some form of checks and balances in the power of making public appointments, as well as of promoting more awareness among citizens and society in general of the issue of public appointments. From a managerial point of view, the article suggests that public managers should consider the implications of the different organizational arrangements that can be used in public appointment processes to exploit the good governance potential of public appointments.

The paper deals with the problem of exploiting the potential of digitalization at scale by organizations in the age of information technologies and advanced analytics of data. Being at the forefront of social progress, universities inspire managers, training staff and students to reset their working, thinking and leading initiatives and embrace digital transformation of the educational environment. The study aims to research the modern thought on transformational leadership befitting universities’ distinguished title of growth engines. The methodological framework comprises modern sociological, psychological, management and complex systems science theories of leadership. The paper analyzes organizational leadership models, explains their weak and strong points, formulates the terms of realizing the leadership phenomenon in the context of digitalization, studies the Financial University under the Government of the Russian Federation’s experience in introducing the elements of the ‘digital university’ model. The findings support the idea that generative leadership is attainable through inter-layer and inter-cluster interaction of all educational environment members. The paper suggests a mechanism of transforming hierarchical models into generative leadership models. The theoretic and practical significance is the validation of interconditionality of digitalization and a leadership ecosystem as a variety of communications, complexity of interrelations and integrity of functioning of educational leaders.

Due to industrialization, increasing solid waste is affecting environmental integrity globally. Reverse logistics (RL) has become a significant tool to deal with environmental degradation issues, and it is being implemented in developed countries. However, RL is at the infancy stage in developing countries especially in Pakistan due to different obstacles. This study aims to identify and analyzes the interrelationship between barriers affecting RL implementation in Pakistani manufacturing industry using an integrated methodology of Interpretive Structural Modeling (ISM) and MICMAC approach. Results of ISM and MICMAC identified organizational, financial, and technological barriers as dependent barriers. However, lack of government policy incentives, lack of responsiveness about RL, lack of enforceable laws on product return, changing in regulations due to political changes, lack of environmental law awareness and lack of corporate social responsibility emerged out as top-ranked barriers driving other barriers that need to be addressed. An inter-relationship based structural model will be helpful for supply chain and RL professional in understanding major obstacles to RL implementation and develop a strategy to promote RL in the manufacturing industry.

From Logistics to Supply Chain Management A Necessity of Transition
The objective of this article is to reveal the double aspect of supply chain management, both operational and strategic. Through this research work, we will try to make a general approach aiming at an epistemological anchoring of the concept raised, while trying to highlight its movement in order to demonstrate its foundation and its diversity of origin. We carried out at the end of our theoretical analysis, a general study on the theoretical approach of the management of the supply chain according to the criteria resulting from the characteristics of evolution of this concept, bringing a particular lighting to the latter. In relation to our subject, the contribution of our study lies in the contribution of elements aimed at redirecting the reflection around the SCM, and in highlighting the imminence of the transition from standard logistics to an integrated management of logistics, by integrating information and communication technologies, within a logic of inter-organizational cooperation, based on trust, integrity and commitment.

Global economic changes have caused employers to look for multidisciplinary and value-driven leaders who can provide a holistic development solution for business. Modern business institutions are challenged with a paradigm shift towards programs of integrity in applying student-centered holistic approaches in the acquisition and development of cross-disciplinary using reflective learning. This study explores the holistic effects and arts-based value of practices, integrated into business education for personal and professional students’ development. Methods include a long-term research (3-years) involving focus groups, interviews, questionnaires, and observations that coincided with a theoretical analysis of conventional methods applicable to business education. Results show that arts based initiatives (ABIs) foster integrated development of skills that generate a strong holistic effect of multi- and inter-disciplinary. These are combined with powerful personal development, as ascertained in 360-degree reviews. It is concluded that an individual’s transformation, achieved through ABIs, can impact on team dynamics as well as the organizational strategy and performance, and generates a ‘spill-over effect’ between individual, team, organization, and community, thus ascertaining the value of holistic approach in business education.

Purpose The purpose of this paper is to explore how Chinese and Finnish managers in cross-cultural supply-chain relationships evaluate their business partners’ trustworthiness and distrustworthiness. Design/methodology/approach Representatives of two Finnish companies and their Chinese and Finnish suppliers were interviewed to collect qualitative data from 23 managers. Findings The Chinese managers emphasized relationship-specific, personalized trustworthiness. They highlighted personalized communication and benevolence, which manifested in respect and reciprocity, rooted in the Chinese notion of “guanxi” as personal ties. In contrast, the Finnish managers’ view of trustworthiness was more associated with depersonalized organizational attributes. They emphasized the dimension of integrity, especially promise-keeping. In addition, tentative signs of trust ambivalence, as a balance between trust- and distrust-related factors, were identified for both the Chinese and the Finns. Research limitations/implications Due to the exploratory nature of this study the validity of the findings is limited to these data and context. Future studies could explore other national contexts as well as the effects of industry, market position, and position in the supply chain. Practical implications The findings of this study bring a valuable understanding of the potential pitfalls and unique challenges in cross-border inter-firm transactions. These can enhance inter-firm trust building in a cross-cultural context. Originality/value This study enriches the view of trust as a holistic process of simultaneous evaluation of both trustworthiness and distrustworthiness. In this process, trust ambivalence could serve as the intermediate construct between trust and distrust. These two contrary yet complementary opposites constitute a duality to be managed from the perspective of yin-yang balancing.

В статье отражены основные результаты математического моделирования рациональной иерархии в организационной структуре государственного управления на примере таможенного органа, позволяющие доказательно реализовать комплекс мероприятий, связанных с переходом от иерархических структур к плоским в условиях цифровизации. Для обоснования рациональных плоских структур управления предложены методика и модель, разработанные на основе математических инструментов теории массового обслуживания. В результате моделирования доказано, что плоская организационная структура является более рациональной в сравнении с иерархической, поскольку скорость обслуживания запросов клиентов при такой структуре возрастает, прежде всего, за счет уменьшения внутренних межуровневых коммуникационных связей. Переход к плоской структуре целесообразно осуществлять на основе сформулированного и обоснованного в ходе исследования принципа целостности потенциала системы, а выбираемая стратегия перехода зависит от степени цифровой и сервисной трансформации государственных органов. The article contains the main results of mathematical modeling of a rational hierarchy in the organizational structure of public administration on the example of a customs authority, which allow us to evidently implement a set of measures related to the transition from hierarchical structures to flat ones in the conditions of digitalization. To substantiate rational flat control structures, a methodology and a model developed on the basis of mathematical tools of queuing theory are proposed. As a result of modeling, it is proved that a flat organizational structure is more rational in comparison with a hierarchical one, since the speed of servicing customer requests with such a structure increases primarily due to a decrease in internal inter-level communication links. It is advisable to make the transition to a flat structure on the basis of the principle of integrity of the system's potential formulated and justified in the course of the study, and the chosen transition strategy depends on the degree of digital and service transformation of state authority.

La blockchain suscite un intérêt croissant, identifié par les organisations et institutions comme une technologie potentiellement transformative pour adresser les défis environnementaux, dont la gestion des crédits carbone. Cette technologie, qui permet des transactions sécurisées et transparentes via un registre distribué et immuable, pourrait contribuer au développement d'écosystèmes d'affaires plus durables. Si la blockchain a été étudiée dans divers contextes organisationnels, son rôle dans le renforcement de l'intégrité inter-organisationnelle au sein des écosystèmes d'affaires durables reste peu exploré. Pourtant, la recherche sur les écosystèmes d'affaires durables et leur transformation numérique ne cesse de croître, notamment face à l'urgence climatique soulignée par le GIEC.Cette thèse doctorale sur travaux est composée de 5 chapitres et est située à l'intersection des systèmes d'information, du management stratégique et du développement durable. Le principal objectif est d'étudier comment la blockchain peut contribuer au développement d'écosystèmes d'affaires durables à travers la problématique suivante : Comment la diffusion et l'adoption des plateformes blockchain peuvent-elles contribuer au développement d'écosystèmes d'affaires durables ?Pour répondre à cette problématique, nous avons d'abord étudié le rôle des cabinets de conseil dans la diffusion de la blockchain à travers 14 entretiens semi-directifs. Puis, nous avons mené une revue systématique de la littérature (83 articles) pour cartographier les applications de la blockchain dans les écosystèmes d'affaires. Enfin, nous avons réalisé une étude de cas explicative de Carbonable, une plateforme blockchain dédiée à la gestion des crédits carbone, à travers 17 entretiens.Cette thèse vise à contribuer à la théorie des parties prenantes en explorant comment la blockchain peut faciliter de nouvelles formes d'engagement dans les contextes de durabilité. Elle propose des pistes de réflexion sur la conceptualisation de l'intégrité inter-organisationnelle dans les écosystèmes blockchain et suggère des éléments d'analyse sur l'articulation entre approches instrumentales et normatives de la gestion des parties prenantes. While blockchain has been studied in various organizational contexts, its role in strengthening inter-organizational integrity within sustainable business ecosystems remains relatively unexplored. Meanwhile, research on sustainable business ecosystems and their digital transformation continues to grow, particularly in light of the climate emergency highlighted by the IPCC.This doctoral dissertation, comprising 5 chapters, is situated at the intersection of information systems, strategic management, and sustainable development. The primary objective is to examine how blockchain can contribute to the development of sustainable business ecosystems through the following research question: How can the diffusion and adoption of blockchain platforms contribute to the development of sustainable business ecosystems?To address this research question, we first studied the role of consulting firms in blockchain diffusion through 14 semi-structured interviews. Subsequently, we conducted a systematic literature review (83 articles) to map blockchain applications in business ecosystems. Finally, we carried out an explanatory case study of Carbonable, a blockchain platform dedicated to carbon credit management, through 17 interviews.This thesis aims to contribute to stakeholder theory by exploring how blockchain can facilitate new forms of engagement in sustainability contexts. It offers insights into the conceptualization of inter-organizational integrity in blockchain ecosystems and suggests analytical elements regarding the articulation between instrumental and normative approaches to stakeholder management. From a practical perspective, it presents recommendations for blockchain implementation, considering both technical and organizational aspects

AbstractBuilding a national unified ISEMS (industrial internet security emergency management system) plays an important role in industrial cybersecurity defense. However, due to technical and management constraints, the current ISEMS has problems such as scattered security organizations, poor sharing channels, and fails to form an overall security guarantee capability for threat reporting, analyzing, warning, and disposing. The blockchain technology has the characters of decentralized trust construction, inter-organizational data sharing, data integrity assurance, data traceability, which just meets the requirements of the emergency management process. This paper analyzes the situation and challenges of ISEMS, describes the system architecture and organizational structure based on the blockchain, and describes the key implementation processes of blockchain-based ISEMS, including threat report, risk analysis, warning release and emergency response.

Information technology (IT) enables businesses to integrate information systems across entities without altering the firms’ legal boundaries. New forms of inter-firm dependence and governance mechanisms may arise, due to the explicit investments made in technology and systems for collaboration purposes. There is an important distinction between general and customized investments in inter-organizational information systems (IOS), because the specificity level in IT exhibits certain characteristics that accentuate both the risk and value of inter-firm trade. Several research calls were made to validate governance theories on IOS. Based on a literature review, this paper provides a synthesis and integration of transaction cost economics (TCE) and IOS literature regarding governance forms. The paper discusses why the specificity level of IOS plays a central role in modern collaboration between firms, and how vertical electronic coordination (VEC) represents a mechanism for electronic governance forms and presents an agenda for future research.

Organizations make extensive use of information systems to support planning, decision making, controlling and to leverage competitive advantage. Organizations are also complex entities that integrate contrasting concepts such as strategy, people, processes, technology and information. These concepts must be aligned towards the same purpose to ensure that the organization is able to evolve while maximizing the usage of its resources. However, misalignment issues often occur despite large investments on management, organizational and technological infrastructures. Misalignment also hinders change since it makes difficult understanding the organization and seamlessly communicating its concepts. This chapter describes the key concepts for modeling an organization’s enterprise architecture using the Unified Modeling Language. Enterprise architecture consists on defining and understanding the different elements that shape the organization and how these elements are inter-related with the purpose of understanding and facilitating organizational evolution and change. To achieve this goal, the chapter proposes an enterprise architecture model that separates core organizational concerns as different architectural views, allowing both the modeler and the model user to focus in isolation on Organizational, Business, Information, Application and Technological aspects.

Today companies large and small have taken to open source as a way to increase collaboration, reduce development costs, provide a friendly platform for their products and services. Underlying this movement is a set of concerns related to the initiative to allow knowledge workers across different enterprises to participate in joint project work, resulting in some inter-organizational processes of knowledge sharing, to be modeled and followed by other enterprises of interest. This formulation, in terms of discovering business mutual benefits, could be considered as the open source philosophy behind an enterprise’s cooperation with other counterparts. In the specific context of establishing enterprise information systems (EIS) to enable organizations (especially small and medium enterprises) to integrate and coordinate their business processes, the stakes can be high in light of maintaining a company’s competitive advantages. Whether open source will work at any company depends on both the capabilities of the company and the maturity of the open source processes and hence the software to support them. This article investigates the context of knowledge networks among virtual teams of professionals as the case-in-point discussion on a specific type of open source knowledge environment based on the Wiki technology, called organizational memory information system (OMIS) to support people working within and across organizational boundaries with technology. The issues of trust and shared understanding among organizations using the relevant OMIS environment is also deliberated in the discussion alongside the technology alignment and process adaptation for managing the OMIS-based collaboration among members of the knowledge networks.

The paper deals with integration of supply chains and specifically concentrates on the importance of distribution of information among various companies in the chain. It summarizes the most important concepts of supply chain management. Both technological changes and organizational improvements are essential for effective integration of supply chains. Therefore the paper shows how business process modelling can be used to analyze the existing processes and help in renovation and integration of those processes, with a special emphasis on an inter-organizational level. It is shown on a practical example, how sharing and strategic utilization of information in a supply chain can radically improve execution of vital business processes and help integrate processes in different companies. That leads to shorter cycle times, lower costs and inventory levels and better quality for the final customer.

в статье рассматривается государственная образовательная политика в сфере реализации перспективного комплекса учебно-методических, организационных и общественно-культурных мероприятий по интеграции детей-иммигрантов в российский социум. Раскрывается перспективное значение научно-исследовательской разработки вопросов интеграции детей-инофонов в российское образовательное пространство, особенностей их языковой и культурной адаптации, методики организации учебного процесса и др. Актуальность статьи определяется задачами дальнейшего строительства в России гармоничного общества, совершенствования методики преподавания, формирования толерантного образовательного пространства в школах Подмосковья. Автор приходит к выводу о том, что современная система образования России успешно решает данный вопрос, обеспечивая обучение детей-иммигрантов на необходимом уровне. В то же время существуют направления возможного дополнительного совершенствования учебно-методической и психологической работы с детьми-инофонами в целях их быстрейшей и комфортной интеграции в социум страны проживания – России. Стремление детей иммигрантов получить образование и интегрироваться в российское общество делает их креативными гражданами страны, укрепляя межцивилизационный диалог в рамках стран СНГ и всего постсоветского пространства. the paper examines the state educational policy in the implementation of a promising complex of educational, methodological, organizational, and socio-cultural activities for the integration of immigrant children into the Russian society. The article reveals the promising significance of the research development of the issues of integrating children-speakers of other languages into the Russian educational space, the peculiarities of their linguistic and cultural adaptation, methods of organizing the educational process, etc. The relevance of the article is determined by the tasks of further building a harmonious society in Russia, improving teaching methods, forming a tolerant educational space in schools in the Moscow region. The author concludes that the modern education system in Russia successfully solves this issue, providing education for immigrant children at the required level. At the same time, there are directions for possible additional improvement of educational, methodological, and psychological work with the children-speakers of other languages to integrate them quickly and comfortably into the society of the country of residence – Russia. The desire of immigrant children to get an education and integrate into Russian society makes them creative citizens of the country, strengthening the inter-civilizational dialogue within the CIS countries and the entire post-Soviet space.

In Belgium, the long-term management of radioactive waste is under the exclusive competence of the Belgian Agency for Radioactive Waste and Enriched Fissile Materials (knew as ONDRAF/NIRAS). Unlike low-level waste, no institutional policy has yet been formally approved for the long-term management of high level and/or long-lived radioactive waste (knew as B&C waste). In this context, ONDRAF/NIRAS considers the public and stakeholders’ participation as an essential factor in the formulation of an effective and legitimate policy. This is why it has decided to integrate them in different ways during the elaboration of the Waste Plan (ONDRAF/NIRAS-document containing guidelines to make a principled policy decision about nuclear waste management). To do so, social scientists have been regularly mobilized either as external evaluators, follow-up committee members, or participatory observants. Hence, the Waste Plan is only the first step in a long decision-making process. For a PhD student under contract with ONDRAF/NIRAS, this mandate consists of thinking out a way to construct an inter-organizational innovative communication system that would be participative, transparent and embedded in a long-term perspective, thus integrating all the further legal steps to take throughout the decision-making process. In this regard, two paradoxical constraints must be taken into account: on the one hand, my own influence on the legal decision-making process should remain limited, because of a series of constraints, lock-ins and previous decisions which have to be respected; on the other hand, ONDRAF/NIRAS expects the research conclusions to be policy relevant and useful. In this paper, the purpose is twofold. Firstly, the issues raised by this policy mandate is an opportunity to question the performative dimensions of the social scientist in the decision-making process and, more specifically, to have a reflexive view on our position as PhD Student. Secondly, assuming the role of “embarked” social scientist, numerous of answers will discuss to face the different dilemmas of the researcher “in action”. Those reflections follow on, among others, those from previous papers discussed in Quimper in April 2013 [1] and in Leuven in June 2013 [2].

This report reviews the implementation of the measures the Inter-American Development Bank (IDB or Bank) has taken in the three strategic pillars of the anticorruption agenda: (i) strengthen the prevention of fraud and corruption in Bank operations; (ii) support transparency and anticorruption efforts in the Region; and (iii) ensure high ethical standards for Bank staff. The Bank has taken several actions in the first and third pillars. To help prevent corruption, the IDB has eliminated the overlap of policy and investigations by creating an Anticorruption Policy Committee and giving more independence to the Office of Institutional Integrity, and by establishing a new sanctions structure with greater clarity and stronger accountability. In addition, the 2011 cross-debarment agreement with other multilateral development banks has enhanced the impact of sanctions the IDB may impose. To help ensure internal integrity, the Bank has revised its Code of Ethics and whistleblower policy, improved the enforcement capacity of the Ethics Office, streamlined accountability relationship, and taken various other actions to bring the system up to good international practice. The second pillar, however -even recognizing that most Bank interventions to improve public management and strengthen institutions can have a positive impact on governance and anticorruption- has received limited recognition and support, partly as the result of crowding out by other development priorities and of limited country demand. In preventing corruption in Bank projects and in fostering staff integrity, the new structure is a major improvement over the one built piecemeal in previous years. This report advances various suggestions, of which the most important is for an external review of the Bank staff rules, particularly to sharpen managers¿ authority and accountability for ensuring a respectful workplace environment. In these two pillars, however, the priority is to consolidate the sound organizational and institutional changes that have been made. For the second pillar, enhancing governance and anticorruption efforts in member countries will require more assertive Bank support from the top, the assignment of greater priority and resources to programs to foster transparency and accountability, and closer intersectoral coordination.

The Inter-American Development Bank (IDB, or Bank), in its Ninth General Capital Increase (IDB-9), committed to improve country systems in order to increase their use in programs financed by Bank resources. This report examines the implementation of that commitment. It assesses the Country Systems Strategy developed in late 2009 for that purpose, the quality of the fiduciary assessments that underpin the opportunities for increasing the use of country systems by the Bank, and the new organizational arrangements. It then reviews the progress since late 2009 in implementing the Strategy in the three main areas of financial management, procurement, and monitoring and evaluation (M&E), and identifies major issues. The Country Systems Strategy is sound and addresses effectively the main factors that have constrained the increased use of country systems in the past. Overall, progress in implementing the fiduciary aspects of the Strategy has been satisfactory. Often, the use of fiduciary country systems is demand-constrained-with government officials seeing IDB procedures as a guarantee of integrity and a way to minimize reputational or corruption risks (as well as limit personal exposure). The reluctance of some governments to accept the responsibility of relying on their national systems should lessen as the initial good experience continues. In contrast to the fiduciary systems, progress on strengthening and encouraging the use of national M&E systems in Bank-financed activities was either minimal or quite unrelated to the Country Systems Strategy. The Bank's arrangements for handling this important area of work ought to be reviewed for stronger leadership and clearer accountability. Among the several suggestions, the most important concern the essential integration between the function of diagnosis/validation of specific country systems, and the projects and other activities to strengthen public management; addressing the risk of slippages and reversals; and achieving the right balance between the Board's governing authority and Management's flexibility. The report concludes by underlining the need to avoid giving the impression that a move to country systems is a quick, costless, and riskless proposition which would risk backlash and backtracking when the validation and subsequent use by the Bank of a particular national system is not accompanied in a very short time by improvements in project efficiency.
