Jeju Island, a picturesque island off the southern coast of South Korea, is a popular destination known for its stunning natural landscapes and unique culture. Unlike South Korea’s general visa policy, which requires visas for many nationalities, Jeju Island offers a more lenient visa-free policy, allowing most travelers to stay for up to 30 days without a visa, providing they satisfy the requirement of arriving via direct flight outside mainland South Korea. However, the island's visa policy is only partially inclusive, as it excludes nationals from 23 countries designated by the South Korean Ministry of Justice. While allowing visa-free travel for tourists is a concept explored previously, South Korea's restriction on certain nationalities undercuts its goal of promoting tourism and economic development on Jeju Island. Interestingly, other countries that have visa-free island policies do not impose such restrictions, including Vietnam’s Phú Quốc Island, Iran’s Kish and Qeshm Islands, and Norway’s Svalbard. This article delves into Jeju Island’s visa policy, the list of excluded countries, and the policies of other countries with visa-free islands. It proposes a straightforward legal remedy that could promote more inclusive tourism by allowing all nationalities to visit Jeju Island without visa restrictions. Such a move would enhance the island’s reputation as a welcoming and inclusive tourist destination and foster greater international cooperation.

The Korean species of Libnotes (Laosa) Edwards, 1926 and L. (Libnotes) Westwood, 1876 from Jeju Island are taxonomically revised. L. (Laosa) charmosyne (Alexander, 1958) and L. (Libnotes) divaricata (Alexander, 1924) are new records for South Korea and L. (Libnotes) byersiana n. sp. is described. An identification key for all Korean Libnotes, redescriptions and illustrations of the three currently known Jeju species are presented.

As a result, Megaulacobothrus aethalinus (Zubovski, 1899) is reconfirmed, Megaulacobothrus latipennis (Bolívar, 1898) is established as a doubtful species within the Korean fauna, and Megaulacobothrus jejuensis sp. nov. is newly described from Jeju Island, South Korea.

A new species of crane fly (Diptera, Limoniidae), Elephantomyia (Elephantomyia) hallasana Podenas & Podeniene, sp. nov., from Jeju Island, South Korea is described. Adult and larval characters are illustrated. Elephantomyia (E.) hallasanasp. nov. is the only species of the genus Elephantomyia Osten Sacken, 1860 recorded from Jeju Island, South Korea. Habitat, elevation range, and seasonality data are presented. Distributional notes on E. subterminalis Alexander, 1954 in the Far East of Russia (Khabarovskiy and Primorskiy regions) are discussed. An identification key for all Eastern Palaearctic species of subgenus E. (Elephantomyia) is presented.

SUMMARY Jeju Island is an intraplate volcanic island with enigmatic origins, located on the continental shelf south of the Korean Peninsula. A dense temporary seismic array, operated on Jeju Island from 2013 to 2015, revealed several important constraints on the magma plumbing system of Jeju Island. In this study, we determined the deep crustal seismic structure beneath Jeju Island from the teleseismic P-to-S converted phases (receiver functions) recorded from 20 temporary and three permanent stations. We removed the contribution of near-surface reverberations in the resulting receiver functions by applying a resonance removal filter. We estimated crustal P-to-S velocity ratio (VP/VS) and discontinuity depth to provide teleseismic constraints on the composition and structure. We observed two major seismic discontinuities, which are the upper boundaries of a mid-to-lower crustal low-velocity zone (LVZ) and the Moho transition zone. The depth to the upper boundary of the LVZ is deep in the west and southeast (24–30 km) and shallow in the northeast (8–11 km). The LVZ can be interpreted as an extensively distributed residual magma plumbing system, with magma batches stalled at various levels and at various degrees of crystallization, consistent with the chemical diversity of Jeju magmas. The seismic characteristics of the Moho transition zone vary greatly among regions. The top interface of the Moho transition zone is at a wide range of depth (26–40 km), and is shallow at 26–29 km depths beneath central Jeju, suggesting a complex Moho topography. The presence of mafic cumulates and partially molten mushes may contribute to the observed shallow seismic discontinuity at a depth of 26–29 km. The lack of obvious crustal thickening below the shield volcano, Mt Halla, may be associated with mantle upwelling or presence of mafic underplating and cumulates below Jeju. Spatial variations of crustal VP/VS represent highly heterogeneous crustal composition, resulting from magma differentiation during the evolution of the island.

Strigula is a pantropic foliicolous lichen living on the leaf surfaces of evergreen broadleaf plants. In South Korea, Strigula is the only genus of foliicolous lichen recorded from Jeju Island. Several Strigula species have been recorded, but the ecology of Strigula in South Korea has been largely unexplored. This study examined the distribution and genetic structure of Strigula on Jeju Island. The distribution was surveyed and the influence of environmental factors (e.g., elevation, forest availability, and bioclimate) on the distribution was analyzed using a species distribution modeling analysis. In addition, the genetic variations and differentiation of Strigula multiformis populations were analyzed using two nuclear ribosomal regions. The distribution of Strigula was largely restricted to a small portion of forest on Jeju Island, and the forest availability was the most important factor in the prediction of potential habitats. The genetic diversity and differentiation of the S. multiformis population were found to be high and were divided according to geography. On the other hand, geographic and environmental distance did not explain the population differentiation. Distribution and population genetic analysis suggested that the available habitat and genetic exchange of Strigula on Jeju Island are limited by the lack of available forest in the lowlands.

Entre 2010 et 2020, environ 100000 Sud-Coréens de la péninsule ont migré vers l'île de Jeju en quête d'une vie « alternative ». Plus de la moitié de cette population est composée de jeunes dans la trentaine et la quarantaine. Ma thèse vise à résoudre un paradoxe que représente cette migration néo-rurale. Entreprise comme une volonté de contester le mode de vie urbain dans le pays, lui-même considéré comme compétitif, matérialiste et désolidarisant, comment comprendre qu’elle participe à son tour à l'expansion de cette même manière de vivre sur l'île de Jeju ?En se basant sur quinze mois d'enquête ethnographique sur l'île depuis 2016, cette étude aborde trois questions principales : pourquoi migrer ? Comment entreprendre une nouvelle vie sur l’île de Jeju ? Quelles sont les conséquences de cette migration sur la communauté locale ? Je propose d’abord le concept de « pseudo-effervescence sans collectif » pour cerner la détresse qui a conduit au départ des migrants. Ensuite, en retraçant leur transformation de chercheurs à marchands d'alternatives après leur installation sur l’île, je montre que la démarche des migrants, le mouvement des start-up et du « local lifestyle », ainsi que les politiques de développement de l’État, s’articulent autour d’un point commun : l’entrepreneurialité. Enfin, cette étude s’intéresse, d’une part, à la résistance des locaux contre le développement néolibéral de l’île à travers la politique du patrimoine et, d’autre part, au comportement de nunch’i des migrants qui révèle leur fatigue et leur défiance vis-à-vis d’autrui.Cette étude éclaire plusieurs aspects du néolibéralisme déchaîné dans le contexte sud-coréen, en passant par les souffrances au travail, la promotion de l’entrepreneurialité comme nouveau principe de vivre, l’émergence d’une nouvelle ruralité planifiée par l’État, ainsi que la prolifération de la violence symbolique et de la défiance mutuelle dans la vie sociale
In the 2010s, approximately 100,000 South Koreans migrated from the peninsula to Jeju Island in search of “alternative” lifestyle. More than half of this population consists of young adults in their thirties and forties. This study explores the paradox arising from this urban-to-rural migration: initiated as a challenge to the urban way of life in the country, considered competitive, materialistic, and lacking in solidarity, how does it ultimately contribute to the expansion of the same lifestyle on Jeju? Based on 15 months of ethnographic fieldwork on Jeju since 2016, this study addresses three key questions: Why do they migrate? How do they start a new life on the island? And what consequences does this migration have for local communities? First, I propose the concept of “pseudo-effervescence without group” to capture the distress that led to their departure. Second, by tracing the transformation of migrants from seekers to sellers of alternatives, I reveal how their new paths converge with the start-up culture, local lifestyle movements, and state-driven local development policies, all of which are rooted in the entrepreneuriality. Finally, I examine the resistance of locals to neoliberal development through kinship and politics of cultural heritage, and highlight the migrants’ nunchi behavior, which reflects their fatigue and distrust of others.This study sheds light on several aspects of neoliberalism unleashed in South Korea, including sufferings at work, promotion of entrepreneurship as a new life principle, emerging new rurality planned by the state, proliferation of symbolic violence and mutual distrust in social life

Younghi Pagh-Paan is a female Korean-German composer. Although being a prolific composer, she has only twice composed for piano solo. Pagh-Paan's Mich Drüstet (I Thirst) is a piano solo work and based on the tragedy in Korea, the Jeju 4.3 Incident in 1948. Even though the Jeju 4.3 incident triggered mora than 30,000 casualties, I Thirst is the only music to commemorate the incident, as commissioned by the pianist Kaya Han. This study of I Thirst highlights her musical textures for the piano and elements she employs to express her thoughts about the event; for instance, Korean musical element, 12-tone techniques, and counterpoint. In addition, it addresses the need for the pianist to have background information about Jeju Island and the Incident by matching images with musical sections in order to achieve a deeper interpretation of Pagh-Paan's piano composition.

The Energy Division of the Infrastructure and Environment Sector (INE/ENE) of the Inter-American Development Bank has launched a technical cooperation project called "Smart Grid and Its Application in Sustainable Cities" to aid countries in the Latin American and Caribbean (LAC) region. This technical note describes smart grid system elements, indicates their costs and benefits, discusses the smart grid initiative in Korea, and includes the case study of the Korean Jeju Island test bed. The publication assesses the possibilities to transfer and implement these strategies in Latin American and Caribbean (LAC) cities and discusses ongoing experiences in the region.
