Autonomous Weapons Systems (AWS) have not gained a good reputation in the past. This attitude is odd if we look at the discussion of other – usually highly anticipated – AI-technologies, like autonomous vehicles (AVs); whereby even though these machines evoke very similar ethical issues, philosophers’ attitudes towards them are constructive. In this article, I try to prove that there is an unjust bias against AWS because almost every argument against them is effective against AVs too. I start with the definition of “AWS.” Then, I arrange my arguments by the Just War Theory (JWT), covering jus ad bellum, jus in bello and jus post bellum problems. Meanwhile, I draw attention to similar problems against other AI-technologies outside the JWT framework. Finally, I address an exception, as addressed by Duncan Purves, Ryan Jenkins and Bradley Strawser, who realized the unjustified double standard, and deliberately tried to construct a special argument which rules out only AWS.

AbstractAfter setting out the importance of the notion of an international community in contemporary treaties, International Court of Justice judgments and opinio juris, this paper claims that we need to turn to Cicero's works in order to appreciate a sense of what an international community is. Cicero was the first jurist known to recognize and elaborate a theory of the international community and this through his concept of jus gentium. Cicero's theory of jus gentium, I argue, was neither a positivist theory nor a natural law theory. Instead, jus gentium dwelt in an intermediate position between posited state laws and the laws of nature. I find a problem, however, in that Cicero exempts certain types of society from the guidance and protection of the jus gentium. I document examples of the sort of society so exempted. In order to understand why Cicero exempts such societies from the protection of the jus gentium, I argue, Cicero's theory depends on a primordial condition where human beings, living an animal-like existence, lack a language and reason. Cicero posits that human beings must leap from such a primordial condition into a civilized world where language is shared. Cicero associates a civilized world with communication, deliberation, reason, and law, particularly the jus gentium. His theory of jus gentium thereby hierarchizes societies and begs that we ask whether such a hierarchy remains presupposed in contemporary international law and international legal theory.

The approach to peace-building is explored on two levels. The first is to see peace-building as the product of reconstructing political society so that it becomes more transnational, not only in the sense of having greater diversity, but also in distributing decisional powers more broadly. A necessary condition for constructing a transnational society is to create the ties of communicative status across the borders of communities. In Northern Ireland, these borders were religious, and the multi-track processes across the boundaries of conflict helped to produce the ties that supported the settlement. In many cases, the construction of a transnational society with its own norms and forms of interaction and communication is facilitated by various intermediaries, such as the peace networks in Northern Ireland that cut across religious difference. Second, on this same model, a global multilevel dialogue about peace and justice also seems possible, especially as transnational public spheres expand the scope of interaction, and this process is also aided by the emergence of new intermediaries such as the World Social Forum. Such intermediaries are not the only way in which transnational forums are created; indeed various formal institutions may act as forums, including various international courts in which debates about the scope and applications of international criminal, humanitarian and human rights norms are worked out publicly in deliberation.

Mobile communications are part of our everyday life. The non-ideal environment which is filled with many attenuation factors affects the electromagnetic waves, which radio communication depends. This study considers the spectral range of 1 and 3GHz. At these frequencies, interesting phenomena due to rain are supposed to happen. The study of this frequency spectrum has been undertaken in an attempt to evaluate the frequency dependence of rain effects on electromagnetic waves. The study of rain effects on communication presented in this study relied solely on rainfall data collected from Nigeria Metrological Agency (NiMet) station in Lagos, Nigeria. The months for January to December for 1981-2011 were summed together and the averages were determined. The average is then used to calculate the rain rate and rainfall attenuation using the extracted results for all the locations (Bauchi, Ikeja, Jos, Kebbi, Maiduguri and Warri). The results show that Warri has the highest rainfall rate followed by Lagos. Kebbi and Maiduguri has the least while Jos and Bauchi demonstrated moderate rainfall rates. This also deduced that attenuation has less impact on lower frequencies but increase with higher frequencies. The study reveals that at higher frequencies, the rainfall attenuation is observed to be greater.

The Joint Architecture for Unmanned Systems (JAUS) is a communication standard that allows for interoperability between Unmanned Vehicles (UVs). Current research indicates that JAUS-compliant systems do not meet real-time performance guidelines necessary for internal systems in UVs. However, there is a lack of quantitative data illustrating the performance shortcomings of JAUS or clear explanations on what causes these performance issues or comparisons with existing internal communication systems. In this research, we first develop a basic C++ implementation of JAUS and evaluate its performance with quantitative data and compare the results with published performance data of Controller Area Network (CAN) to determine the feasibility of the JAUS standard. Our results indicate that the main reason of JAUS’s poor performance lies in the latency inherent in the hierarchical structure of JAUS and the overhead of User Datagram Protocol (UDP) messages, which has been used with JAUS and is slower than the high-speed CAN. Additionally, UDP has no scheduling mechanism, which makes it virtually impossible to guarantee messages meeting their deadlines. Considering the slow and nondeterministic JAUS communication from subsystems to components, which is JAUS Level 3 compliance, we then propose a solution by bringing Ethernet for Control Automation Technology (EtherCAT) to add speed, deterministic feature, and security. The JAUS-EtherCAT mapping, which we called a JEBridge, is implemented into nodes and components. Both quantitative and qualitative results are provided to show that JEBridge and JAUS Level 3 compliance can bring not only interoperability but also reasonable performance to UVs.

In Long Term Evolution-Advanced (LTE-A), the signal quality in a wireless channel is estimated based on the channel quality measurements. The measurement results are used to select suitable modulation and coding scheme for each transmission, feedback, and processing delay, which can cause a mismatch between channel quality information (CQI) and current channel state at the base station. However, prospect delays in the reception of such CQI may lead to a system performance degradation. This study analyzes the impact of CQI feedback delay on joint user scheduling (JUS) scheme and separated random user scheduling (SRUS) scheme in LTE-A system over carrier aggregation. The analysis will be compared with the system having delayed channel and perfect knowledge at different deployment scenario. We will study the throughput performance of both scheduling schemes with different deployment scenario, and then recommend the suitable deployment scenario to keep the desired QoS for a specific number of users. Results show that, in main beam directed at sector boundaries and diverse coverage, JUS scheme performs better than SRUS, which can justify the intensive use of user equipment power and extra control signaling overhead.

A growing number of research papers present systematic investigations of creative behaviour in complex social systems rather than emphasise individual creativity; however, surprisingly little has been done to investigate communication at the workplace in which such creativity is revealed. It should also be noted that communication that takes place in rigid organizational structures and simultaneously activates creativity is phenomenon that has not yet been analysed. This article discusses organizational communication and its impact on creativity by analysing corporate, team and leadership communication levels, taking military as a research context. Thus, this research addresses the following two questions: (i) how is organizational communication related to creativity? and (ii) how communication on different levels contribute to organizational creativity in rigid structures? To answer these questions a theoretical multi-factor model was created and empirically tested using AMOS Software. On the basis of empirical findings, a three-level model of organizational communication for creativity in rigid organizational structures was proposed. Santrauka Vis daugiau mokslininkų kūrybišką elgesį analizuoja sudėtingose socialinėse sistemose ir atsisako siauro požiūrio į individo kūrybiškumą; kartu kūrybiškumas darbo vietoje, t. y. aplinkoje, kurioje jis gimsta, yra mažai nagrinėjamas. Kūrybiškumas, kaip organizacijos fenomenas, uždarose organizacinėse struktūrose nėra tiriamas apskritai. Kad būtų užpildyta ši mokslo žinių spraga, organizacinis kūrybiškumas šiame straipsnyje analizuojamas kariuomenės kontekste. Straipsnyje tiriama organizacinė komunikacija ir jos poveikis kūrybiškumui. Organizacinė komunikacija tyrime išskaidoma į tris lygmenis: korporacinį, komandos ir vadovo-pavaldinio. Straipsnyje nagrinėjami du klausimai: 1) kaip komunikacija yra susijusi su kūrybiškumu; 2) kaip komunikacija skirtingais lygmenimis prisideda prie organizacinio kūrybiškumo uždarose hierarchinėse struktūrose. Atsakant į šiuos klausimus buvo sukurtas teorinis daugiafaktoris modelis, kuris empiriškai patikrintas naudojant AMOS programą. Remiantis empiriniais duomenimis, buvo pasiūlytas trijų lygių organizacinės komunikacijos modelis, skirtas kūrybiškumui skatinti uždarose organizacinėse struktūrose.

PurposeStudies about the determinants of the clarity of central bank communication are still scarce. To the authors’ knowledge, there are no studies regarding emerging economies. The purpose of this paper is to contribute to the literature in the following aspects: to analyze the determinants of the clarity of the central bank communication in an inflation targeting emerging economy; observe the influence of inflation volatility over the clarity; and observe the effect of the monetary policy signaling over the clarity.Design/methodology/approachThe work uses readability indexes to measure the clarity of central bank communication. The empirical analysis uses ordinary least squares and the Generalized Method of Moments with one- and two-step estimations.FindingsThe findings suggest the inflation volatility reduces the clarity of central bank communication. Moreover, the monetary policy signaling also affects the clarity, but the effect depends on the direction of the signal.Practical implicationsThis paper observes the determinants of the clarity considering an emerging economy environment. The clarity of central bank communications is an important tool to access transparency. Hence, the analysis of what determines the clarity of central bank communication is a debate about the level of transparency accessed by the central bank.Originality/valueThere are no studies about the determinants of the clarity of central bank communication in emerging economies. Moreover, the novelty are the effects of inflation volatility and monetary policy signaling over the clarity.

Toks jis yra ne tik visuomenės ir žiniasklaidos diskursuose, kur aptariamos politinio gyvenimo aktualijos, išryškinamos problemos, akcentuojami trūkumai ir sutirštinamos spalvos pristatant politinės situacijos, politikos veikėjų veikimo ar neveikimo pavyzdžius. Ne mažiau įvairius galimus požiūrio į politikos komunikaciją aspektus galima matyti ir moksliniame diskurse, kuriame aptariama ir analizuojama rinkimų komunikacija, tiriami įvaizdžių formavimo modeliai, visuomenės nuomonės ir darbotvarkės, kt.Politikos komunikacijos srityje prezidentų inauguracinės kalbos tiriamos retai, tačiau šie tyrimai, o ypač jų pateikiami duomenys sustiprina inauguracinės kalbos svarbą. Mokslininkų darbuose pabrėžiama, kad prezidento inauguracinė kalba – tai būsimojo šalies vadovo prisistatymas, kuriame pateikiamos prioritetinės prezidento veiklos kryptys, nurodomi veiklos tikslai ir vertybės. Įprasta manyti, kad prezidentų inauguracinėse kalbose turi būti pristatyti ne tik prezidento, bet ir valstybės, jos atstovaujamų piliečių siekiniai. Taip pat prezidentų inauguracinėse kalbose aptariamos grėsmės šalies gyvenimui, piliečiams ar regionui, įvardijami grėsmių šaltiniai ir galimi padariniai.Šio straipsnio tikslas – išanalizuoti Lietuvos prezidentų inauguracinėse kalbose komunikuojamą riziką. Political communication in the field of presidential inaugural speeches is rarely investigated. Scholars stress that the President’s inaugural speech is a presentation of the future leader of the country, in which priorities of presidential activities, identified objectives and values are presented. Presidential inaugural speeches delivered by the president are presentation of the visions of the future of the state. Presidents also discuss the country life, identify the sources of risk and potential consequences of the threats.This article aims to analyze communicated risks in the presidential inaugural speeches. The article presents the analysis of definition of presidential inaugural rhetoric and its specificity, discuss samples of Lithuanian presidents’ inaugural speeches, demonstrating and showing the risks to the country, its people, highlighting the risks of emergence causes, sources and potential consequences.

Taken the problem of data communication in collaborative virtual maintenance training system into consideration, the technology of JMS was used to transmission of information, which solved the asynchronous communication between each client in system, and ensured the timeliness, accuracy and high efficiency during the whole process. Forward In recent years, using virtual reality technology for maintenance training is one of the popular research fields, and many virtual maintenance training systems have been developed [1,2]. However, none of these systems could be used to collaborative training for multi-users. One difficulty is that how to share the information between clients. In other words, the way of communication is considerable to enable to share information as reasonably, timely and efficiently as possible and do not affect the training. For this reason, JMS (Java Message Service) technology is presented to solve the communication problem in collaborative training in the article.

This article focuses on an engineered system that uses the advantages of available modern technology, including Global Positioning System satellites, inertial reference systems, flight management systems (specialized computers), and autopilots. More than a decade ago, 85 member states of the International Civil Aviation Organization endorsed a global Communications, Navigation, Surveillance, and Automated Traffic Management concept. This concept, called Future Air Navigation System II, advocates a change from terrestrial-based technology to space-based technology and digital communication. Extensive use is made of satellites for both navigation and communication. In 1995, the first-generation system was placed in use over the Pacific, where aircraft were out of range of the older radio control systems for lengthy time periods. Perhaps the evolution in aviation technology has parallels in the past, when ASME codes for safe boilers and pressure vessels, as well as elevators and escalators were voluntarily adopted and, eventually, legislated into practice. Aviation is a vital national and international service. Problems of safety and efficient use of assets require solution.

The effect of atmospheric variables on signals propagating from earth to space are of concern in the design and performance of wireless communications systems. Since atmospheric effects which led to atmospheric losses (attenuations, fading and scintillation) are location-dependent, climatological phenomena such as fog, snow, rain, and haze has much effect on Free Space Optical (FSO) and can cause reduction in the link availability. This paper analysed the effect of fog on FSO communication links from earth to satellite links over five selected locations (Ikeja, Akure, Enugu, Jos and Port-Harcourt) in Nigeria. One year (2012) visibility data obtained at Nigeria Meteorological Agency (NIMET) have been used to estimate the specific attenuation caused by fog on FSO communication links in the selected locations. Link margin was deduced in all the five locations. The estimated specific attenuation caused by fog was based on operating frequencies associated with a typical commercial FSO. The result shows that at 352 THz frequency, Ikeja recorded the highest value of about 38.60 dB/km for the specific attenuation due to fog on FSO link followed by Akure with value of about 30.33 dB/km. Enugu recorded the least estimated attenuation of about 14.19 dB/km . The implication of the result is that Ikeja and Akure will suffer more signal loss, while Enugu will suffer less signal loss. Result on link margin performed on FSO link also showed that Ikeja has the highest link margin of -109.79 dB, Port-Harcourt with link margin value of -91.99 dB while Jos experienced lowest link margin of about -37.48 dB. Purpose – The purpose of this paper is to present and discuss information accessibility in today’s world alongside the accompanying demise of corporate invisibility. This is an ever-present communications reality for businesses and consumers in the twenty-first century. Design/methodology/approach – This paper reviews the relevant extant literature relating to economic, social and technological developments and their impact on the post-modern world of marketing communications. It discusses the rip tides of change that impact on that world. Discussion focuses on the changing global environment as a backdrop to observing new trends in the marketplace underpinned by an information explosion. Consumer typologies and their significance are considered generationally in terms of X, Y and Z and explored in the context of postmodernism. Findings – The pace of change in marketplaces and market-spaces everywhere is continuous and accelerating. Inexorably – and perhaps inevitably – marketing communications are changing shape, metamorphosing into new configurations and forms as a result of underlying technological changes and in the face of ongoing recessionary influences. For the first time in history, people are exerting more influence and control over marketing processes. Medias are moving in tandem with the technological drivers, implying that managers, brands and companies should all be proactive in taking advantage of the changing times. Practical implications – Different communications are needed for different markets, but always based on a sound understanding of the dynamics of the markets they address. Not only is an understanding of the needs and wants of different generations important, but also the different economic, social and cultural settings in which consumption takes place. Social implications – Constant technological change is here to stay and has consequences for the ways companies design and implement marketing communications. Originality/value – This paper is original in its assessment of the problems of creating effective marketing communication and in highlighting the issues facing companies in today’s post-modern world. Using generational types presents an interesting way of examining and addressing different markets with different needs.

Object. Extensive invasion and angiogenesis are hallmark features of malignant gliomas. Communication between malignant glioma cells and surrounding astrocytes occurs, resulting in transformation of the astrocytic phenotype. In the present study, the authors examined whether malignant glioma cells and vascular endothelial cells (VECs) communicate through the formation of gap junctions and whether this communication influences angiogenesis. Methods. Connexin43 (Cx43), a gap junction protein expressed in glioma cells, was identified in human umbilical VECs (HUVECs). Immunocytochemical staining for Cx43 demonstrated immunoreactive plaques at areas of cell—cell contact among HUVECs as well as between HUVECs and Cx43-expressing malignant glioma cells. Dye transfer, performed using the gap junction—permeable dye dicarboxy-dichlorofluorescein diacetate (CDCF), among these cocultures indicated that these were functional communications. Calcium signaling also occurred from malignant glioma cells to HUVECs. Tube formation by HUVECs cocultured with Cx43-transfected T98G malignant glioma cells (T98G-Cx43 cells) or with U87MG malignant glioma cells, which naturally express Cx43, was significantly increased compared with tube formation by HUVECs alone. The difference in tube formation by HUVECs cocultured with empty vector—transfected T98G glioma cells (T98G-mock cells) or with Cx43-deficient U373MG malignant glioma cells and tube formation by HUVECs alone was not statistically significant. Furthermore, the concentration of vascular endothelial growth factor (VEGF), an angiogenic factor important for the induction of angiogenesis and blood vessel formation, was significantly higher in medium harvested from cultures of T98G-Cx43 cells than in that harvested from cultures of control T98G-mock cells. Human malignant glioma U87MG cells also secreted increased concentrations of VEGF as compared with HUVECs alone. Nevertheless, there was no statistically significant difference in tube formation by HUVECs cultured in medium conditioned by either Cx43-expressing or Cx43-deficient glioma cells, suggesting that the direct gap junction communication between glioma cells and HUVECs may play a much more significant role than the increased VEGF secretion in vascular tube formation in this assay. Conclusions. These results indicate that functional gap junction formation between human malignant glioma cells and VECs occurs. This communication appears to influence tumor angiogenesis. Targeting gap junction signaling may offer a potential mechanism for therapy in patients with these tumors.

Purpose The purpose of this paper is to discuss the need for appropriate green marketing communication strategies to close the gap between consumers’ strong environmental concerns and weak engagement in sustainable behaviors. In doing so, our overarching goal is to provide new direction for creating targeted marketing communication strategies that will more effectively motivate consumer purchasing of green products and services. Design/methodology/approach The authors use a survey approach to collect data and regression analysis to test our hypotheses. Findings The findings suggest that demographic variables (gender, ethnicity and age) as well as concern for waste, concern for health and concern for environmental technology influence five different categories of sustainable behaviors. Research limitations/implications The results suggest that future studies should consider multiple dimensions of environmental concern because each dimension has a different impact on sustainable behaviors. Practical implications The findings contribute to the continued development of a green consumer profile and highlight the need for marketers to carefully select appropriate dimensions of environmental concern to emphasize in their communication strategies. Results also reinforce the need to consider demographics in targeted communications. Originality/value This study considers the impact of different dimensions of environmental concern and demographic variables on different types of sustainable behaviors.

Purpose The purpose of this paper is to make the case that corporate communications (CorpComms) can and should play an important role in diversity and inclusion (D&I). The paper identifies a number of benefits from CorpComms becoming “invested” in D&I and several ways to help communicators advance from just “reporting” on diversity to becoming an engaged part of the effort. Design/methodology/approach This study offers perspectives and recommendations based on the author’s three decades in CorpComms, two decades of which have also included serving as a member on corporate diversity councils. Findings D&I is often viewed as human resources’ (HR’s) “job” rather than an integral part of everyone’s own work. Such a view risks limiting the success of D&I programs and that of departments and organizations. Nowhere is this more apparent than with CorpComms, a function that involves new and different ideas, active listening and articulating the authentic story of an organization – all activities that align with D&I. Becoming a committed part of the diversity effort can offer communicators new perspectives, fuller context, deeper understanding and the opportunity to give voice to people and ideas that otherwise might not be heard. Originality/value For a group of professionals who are animated by the meaningful connection among people, it is difficult to conceive of more affirming and essential work.

This study examines the relationship between family communication patterns (involving two dimensions of conversation and conformity) and the personal-social identity of adolescents. This study uses a survey technique involving 214 adolescents from intact families and single-parent families in one school in Bandung, by providing two scales of the Family Communication Pattern Revised (FCPR) from Ritchie and the scale of Social Identity-Personal Identity (SIPI) from Nario-Redmond. Data analysis to test three hypotheses in this study using Pearson product-moment correlation and regression analysis to find moderation of the measured variables. The findings indicate that the dimensions of the conversation are significantly positively related to social identity and personal identity. While the dimensions of conformity are negatively associated with social identity and positively associated with personal identity. After controlling for family status and sibling position in the family, the dimensions of conformity moderate significantly positive relationships between dimensions of conversation and social identity.

Purpose – This paper aims to look at some classic business leader communications to assess which ones succeed and which ones fail to meet that standard. From Teddy Roosevelt to Ronald Reagan, from Churchill to Lady Thatcher, we have grown used to the idea that the words of our leaders in times of crisis can change history. Is this also true of business leaders? Can their words transform companies? Design/methodology/approach – The paper looks at specific leadership communications examples from IBM, Nokia, Starbucks, as well as McKinsey research, to try to tease out the elements of successful leadership communications in company transformations. Findings – What we found is that successful leadership communications in culture transformations share four principal characteristics: they are authentic to the personality of the leader; they are not one-time communications, but the beginnings of a cascade; they are personally relevant to each individual employee; and they are quickly followed by visible actions springing from the strategic direction set by the leader’s communications. Research limitations/implications – As a subjective review of a limited number of cases, the elements selected are potentially vulnerable to counter-examples. Practical implications – The four characteristics of leadership communications isolated in the research can be applied by any corporate leader or communications team to create effective communications in the context of culture transformation. Social implications – To the extent that corporate leaders adopt these principles, their communications will be more credible to external stakeholders and, by extension, enhance the reputation of business leaders as a whole. Originality/value – While this subject has been studied by others, the four principles for successful leadership communications have not been articulated in this way before to the best of the author’s knowledge.

Purpose The purpose of this paper is to examine why corporations frequently do such a bad job in change communications and succumb to clichéd terminology when communicating change. Design/methodology/approach The approach was to identify particularly egregious examples of poor communications and to identify some reasons why change communications seems so difficult for large corporations. Findings Poor change communications has a number of sources. Chief of these is the failure to involve employees in the change process from the beginning and to acknowledge candidly that all change processes have losers as well as winners. Research limitations/implications The views expressed in the paper are based on the author’s own experience rather than extensively researched data. Practical implications While poor change communications will always exist, leaders who understand the natural tendency to use obscure and clichéd language in the field will be able to mitigate its effects. Social implications With trust in corporations at all-time lows, one can believe that more effective change communications will help to restore some of the lost trust between capital and labor. Originality/value While the clichéd corporate language is the frequent target of critics, there are few treatments of its connection with change communications.

Abstract Ovarian follicle development and oocyte competence acquisition is dependent upon continuous interactions between the somatic cells and the oocyte. Interactions between these cell types include bidirectional paracrine signaling and the exchange of small molecules, such and amino acids and cyclic nucleotides, through gap junctions located at the end of transzonal projections (TZPs). In the last decade, additional mechanisms of cell-to-cell interactions within the ovarian follicle were described. These mechanisms include the movement of small extracellular vesicles (EVs) within the follicular fluid and the delivery of its cargo to target cells; and the exchange of large molecules transiting from the cumulus cells to the oocytes via transzonal projections. Here, I will describe the investigations about these novel communication systems in the bovine ovarian follicle. The topics will include the content of EVs transiting in the bovine follicular fluid and its role regulating signaling pathways associated with oocyte competence, and the movement of large molecules from cumulus cell to the oocyte such as messenger RNAs and fatty acids. Finally, dysregulations of such communications mechanisms under in vitro culture conditions will also be reviewed. Emphasis will be given on the lipid metabolism in the cumulus-oocyte complex and lipid accumulation mediated by transzonal projections and fatty acid binding proteins in oocytes undergoing in vitro maturation.
