Sanja Zlatanović’s book Etnička identifikacija na posleratnom području: Srpska zajednica jugoistočnog Kosova (Ethnicity in a Post-War Region: The Serbian Community of Southeast Kosovo) provides a valuable picture of the Serbian community of Kosovsko Pomoravlje (South-East Kosovo around Gnilane) during the first years of international rule in the disputed area. The book is based on field research carried out between 2003 and 2006 both in the area and in Southern Serbia with persons displaced from the area. S. Zlatanović describes the subdivisions between “Kosovo old-dwellers” and “Colonists” (of 1920s and 30s); between Serbs and Serbian Gypsies in Kosovo; and between KosovoSerbs and the population of Central Serbia. She also demonstrates the complexity of the Kosovo Serb perception of their neighbours – Kosovo Croats and Kosovo Albanians. The author reviews both the efficiency and limits of the komšiluk (traditional practice of neighbourhood solidarity), cultural similarities with the Kosovo Albanians, and the role of the Raška-Prizren Diocese of the Serb Orthodox Church and its influence upon the community, e. g., by the overcoming of traditional practices of religious syncretism. This ethnological study will be of use both for ethnologists and social anthropologists of the Balkans, as well as for historians and political scientists. The Kosovo Serb identity, their internal subdivisions, and the cultural stereotypes described by S. Zlatanović will exist as a part of the broader Serbian social texture for the foreseeable future.

The article analyzes the reactions and plans of the state leadership of Serbia and Montenegro during the crisis in Kosovo and Metohija in March 17-19, 2004, when radicalized groups of Kosovo Albanians expelled more than 4,000 Serbs from their homes. The same radicalized groups burned and destroyed 35 churches of the Serbian Orthodox Church. The state leadership of Serbia and Montenegro monitored the situation in Kosovo and Metohija and was ready to engage the army with the task of creating the humanitarian corridor for the evacuation of Serbs from Kosovo and Metohija to Serbia. During the crisis, the state leadership of Serbia and Montenegro did not send the army to Kosovo and Metohija because KFOR units stopped the expulsion of Serbs and the destruction of the cultural heritage of Serbian people

This article examines the evolution of Belgrade's official position on the Kosovo issue. The author explores such aspects as the importance of Kosovo in the historical consciousness of the Serbian political elite, the stages of the current attitude towards Kosovo on the part of the Serbian leadership, as well as the significance of historical events on the Kosovo for modern Serbia. The object of the study is the Kosovo crisis, the subject is the vision of the presidents and senior officials of Serbia of the fate of Kosovo. Special attention is paid to the historical stage of the formation of national ideas among Serbs and Albanians, in which the battle on the Kosovo field played a key role. Studying the positions of the presidents and senior officials of Serbia on Kosovo allows to track the process of folding the current position, and also allows to see the trajectory of the formation of attitudes towards Kosovo. The main conclusion of the study is the idea that the struggle for Kosovo in Serbia is a central national idea that serves as a unifying principle and builds patriotism around itself. A special contribution of the author is the systematic tracking of the evolution of Belgrade's position on the Kosovo issue. The novelty of the research lies in the fact that the article consistently and constructively describes the approach of various Serbian presidents to the problem based on their speeches, statements and actions in the international arena.

Abstract The author explores the creation of public opinion in Serbia in the late 1980s and the (ab)use of the 600th anniversary of the Battle of Kosovo on 28 June 1989. As a result of Serbian president Slobodan Milošević’s carefully planned propaganda, a negative image of Albanians as well as a positive perception of Serbian nationalism were enforced. The media and popular culture played a particularly important role in reviving the Kosovo Myth, together with the leading Serbian (academic) institutions and influential intellectuals. Thirty-some years after 1989, the Kosovo Myth is presented in the media in a largely unchanged manner, while for Serbia the Kosovo problem remains unsolved.

Throughout history, the Serbian province of Kosovo and Metohija has been the place where Serbian national and cultural consciousness was established through the Orthodox faith and literature. Since the 15th century, the characteristics of Serbian national identity have been formed. In addition to the political struggles over this province after 1945, it is important to shed light on the public behavior of the Serbian intelligentsia during this period, especially after 1980. A patriotic wing was launched in 1986 when 212 prominent intellectuals signed a petition demanding the creation of a legal order in Kosovo. And in all the years that followed, the patriotic intelligentsia has not diminished. On the other hand, there are Serbian nationalist intellectuals who believe that Kosovo does not belong to Serbia or should not remain in Serbia. The spectrum of anti-Kosovo attitudes ranges from falsification of historical facts to negative assessments of the Serbian nation. The article explores the question of why a part of Serbian intellectuals and politicians are willing to renounce Kosovo and Metohija. The author critically questions the claim that this is a new reality in Kosovo and Metohija.

After the restoration of Serbia in 1830, the areas of medieval Serbia left out of her borders were dubbed Old Serbia - Kosovo, Metohija, Rascia (the former sanjak of Novi Pazar and the neighbouring areas). Old Serbia (from 1877 onwards the vilayet of Kosovo) was dominated by local Albanian pashas, whereas the Christian Orthodox Serbs and their villages were attacked and pillaged by Muslim Albanian brigands. The religious antagonism between Muslims and Christians expanded into national conflict after the 1878 Albanian League had claimed the entire ?Old Serbia for Greater Albania?. The position of Christian Orthodox Serbs, who accounted for a half of the population at the end of the nineteenth century, was dramatically aggravated due to Muslim Albanians' tribal anarchy, Austria-Hungary's pro-Albanian agitation and, after 1908, frequent Albanian rebellions. All efforts of Serbia to reach a peaceful agreement with Muslim Albanian leaders in Old Serbia before the First Balkan War had ended in failure. The First Balkan War was the most popular war in Serbia?s history as it was seen as avenging the 1389 Battle of Kosovo which had sealed the Ottoman penetration into the Serbian lands. In October 1912, Serbia liberated most of Old Serbia, while Montenegro took possesion of half of the Rascia area and the whole of Metohija. While the decimated and discriminated Serb population greeted the Serbian and Montenegrin troops as liberators, most Albanians, who had sided with the Ottomans, saw the establishment of Serbian rule as occupation.

Negotiations are forms of conversation, communication and bilateral or multilateral dialogue to resolve any kind of problem. Negotiations between Kosovo and Serbia are regional and global, as evidenced by the involvement of the EU and the US in these negotiations. The only way to finally resolve the problem between Kosovo and Serbia is dialogue. The purpose of the research is to analyse and measure Kosovo’s opinion on resolving the problem with Serbia through dialogue and their opinion on Kosovo’s representation in the talks and the agreement reached in Washington. The research was conducted through a questionnaire with structured questions, while a total of 470 respondents from all over Kosovo participated. Statistical analyses were analysed through the SPSS program, while qualitative ones through the inductive method. Based on the results, we see that demographic factors such as gender, age, and qualification affect the citizens of Kosovo’s citizens to solve the problem with Serbia. Part of this research was also interviewing with experts on the Kosovo-Serbia dialogue. What we can recommend from this research is that dialogue should move from technical issues to political issues because the essence of this dialogue is political. The only way to its final solution is to reach an agreement that would include its resolution of all problems. The solution can be achieved through one of the possible scenarios in this paper in the theoretical and research part.

The article concentrates on the agreements between Belgrade and Pristina reached on February 27, 2023 in Brussels, and on March 18, 2023 in Ohrid through mediation of the EU and the USA. It also traces the chronology of the process that led to the current result and discusses “The Agreement on the Path to Normalisation of Relations between Kosovo and Serbia” and the “Implementation Annex”. The analysis indicates the perception of the documents by society and political forces both in Kosovo and Serbia. Based on sociological surveys the study examines the attitude towards various ways of resolving the “Kosovo problem”, towards the EU, NATO, and Russia. It also draws attention to the change in the position of the influential Serbian Orthodox Church, and speculates on the reasons for this turn. The article makes an assumption regarding the future course of behavior of the leaders of Kosovo and Serbia along with representatives of the EU and the United States. Whether Serbia joins the anti-Russian sanctions is an open question. The choice should be made between interests and emotions, national mythology and material goods, tradition and the future. The Western push to further promote accession of Serbia to the EU in exchange for recognition of Kosovo's independence means essential revision of the national Serbian national identity. It is about a historical choice, which will require a corresponding response from Russia.

The Washington Agreement on Kosovo and Serbia economic normalisation (2020) is the subject of this enquiry, while its aim is to examine the role of news media in Serbia in the discourse on normalisation between Belgrade and Pristina. The main hypothesis is that the Washington Agreement was manipulatively used for self-promotion of political elites that negotiated in Washington. The research relies on Critical Discourse Studies, instrumentalist approaches to secession, media framing and agenda-setting theories. We conclude that the issue of Serbia and Kosovo normalisation in Serbian media is mostly framed with aim to mobilises citizens’ support for executive authorities. The media thus reproduce political hegemony within Serbian society, while pluralism is obstructed in a manner characteristic for competitive authoritarianism.

Throughout history, the Serbs have represented the most significant populational and spatial factor on the Balkans. Geopolitical aims of great forces and Serbian neighbours have been directed to continual decrease of that significance, by reducing and fragmentation of Serbian ethno-spatial potentials. That has been carried out multi-dimensionally in all Serbian areas, and especially in Kosovo and Metohija. After the war and the establishing of the protectorate in the year 1999, the process of systematic de-serbing of Kosovo and Metohija was continued in various ways, and accelerated. The epilogue is expected through the geopolitical act of official separation of Kosovo and Metohija from Serbia. This would happen in a similar way that was tested before (in Dayton-Paris agreement) - by "finished act" of forced territorialization and setting up the border lines. Geopolitical prognosis points to the expectation that the further operationalization of a hypothetical separation could have the following phases: further propaganda of the allegedly unavoidable independence of Kosovo and Metohija; further institutional distancing of Kosovo and Metohija from Serbia; Albanian military preparations; setting up of incidents as triggers of Albanian attacks; direct armed action of Albanians; extortion of Serbian agreement on losing Kosovo and Metohija, under the threat of hypothetical losing of larger territories.

La thèse veut revenir sur l'histoire complexe du Kosmet en étudiant trois de ses composantes majeures abordées dans une perspective historique : à savoir la question du Kosovo (qui trouve ses racines dans une histoire de longue durée), la crise du Kosovo (telle qu'elle va se nouer dans les années 1980) et la réaction des grandes puissances européennes face à cette crise. Cette approche permet de voir la naissance, l'essor, l'aggravation et, enfin, l'internationalisation de ce problème ; ce faisant, cette approche permettra aussi de montrer l'évolution des nationalismes serbe et albanais ainsi que la formation et les transformations des États nationaux serbe et albanais, c'est­-à-dire de se pencher sur l'émergence et le développement des deux forces motrices, serbe et albanaise, qui jouèrent un rôle clef dans la question du Kosovo ; et elle permettra également de voir comment les grandes puissances européennes, dans le contexte de la disparition de la Yougoslavie socialiste, ont réagi à la crise et ont été progressivement partie prenante de la question du Kosovo et de son règlement
Kosovo is the disputed borderland between Serbia and Kosovo Albanians. The Serbs refer to Kosovo as the cradle of the Serb nation. The anniversary of the Battle of Kosovo Plain is the most important date in the Serbian national calendar. In 1981 there were major student protests in Pristina, followed by demands for Kosovo to be given republic status. The Serbian Communist leader S. Milosevic became president of Serbia in 1987 and in 1989 the Serbian parliament passed constitutional amendments reasserting Serbian control over Kosovo. In 1998 the Kosovo Liberation Anny unleashed a major guerrilla offensive. The conflict gained widespread international attention and was resolved with the intervention of the NATO

This thesis aims to study Russian foreign policy towards Kosovo during the period between 1998 and 2008 in light of the school of thought that claims that Russia'
s foreign policy toward Kosovo resembles the Cold War confrontation between the United States and the Soviet Union. This thesis argues that Russia&rsquo
s role in the Kosovo war and its aftermath is motivated by Russia&rsquo
s interest in being seen as a great power in international system rather than using Kosovo in order to confront the United States. Besides an introduction and conclusion, the thesis consists of four main chapters. The second chapter presents historical background and discusses Russian foreign policy during the wars of secession in Yugoslavia. The third chapter focuses on Russian foreign policy and the 1998 &ndash
1999 war in Kosovo, while the fourth chapter covers the Russian role in the post-conflict settlement in Kosovo. Finally, the fifth chapter deals with Russian foreign policy as it relates to the resolved Kosovo situation.

El presente trabajo tiene como objetivo analizar las implicancias de la determinación definitiva del estatus legal de la provincia de Kosovo como factor de estabilidad que permitiría promover la integración de los países de la región del Sudeste de Europa. De esta manera, si se logra incentivar una mayor cooperación entre los países de la región, esto implicaría una mejor percepción y un acercamiento a la Unión Europea, lo que a su vez, podría favorecer las relaciones que desarrolla este organismo continental con América Latina. Resulta interesante revisar las características del mercado y de las preferencias de los consumidores en los países del Sudeste de Europa, considerando que la oferta exportable peruana no está aún presente en esa región y que tiene potencial para posicionarse en dicho mercado. Para lograr nuestro primer objetivo de analizar la determinación del estatus legal de Kosovo, es muy importante estudiar las condiciones políticas, económicas, sociales, culturales, religiosas y étnicas que vive la provincia de Kosovo en la actualidad, para conocer si reúne los elementos para ser considerado como un Estado independiente. Para ello, es necesario conocer los antecedentes históricos de la región a fin de comprender como se fue poblando la provincia de Kosovo y de donde provienen sus habitantes, las relaciones que ha tenido Kosovo con el resto de los países de la región y las características de la mentalidad de su población. El futuro estatus legal de Kosovo es un tema muy interesante para el Derecho Internacional Público, en especial, en lo que se refiere al origen o creación de los nuevos Estados y a la secesión de los mismos

Creative ambiguity as a negotiation strategy is used often in peace agreements and refers to when ambiguities are used in agreements to serve as a positive motivation to get over obstacles. While it has many positive impacts, the use of creative ambiguity also often times shifts the burden of the negotiation phase to the implementations phase, and thus can result into agreements that are not implemented as well as plummeting the relations between the parties affected. This thesis aims to understand how the use of creative ambiguity in the Brussels Agreement between Kosovo and Serbia had an impact on the heightened conflict between the countries. This thesis is a single instrumental case study that illustrates the issue of creative ambiguity through the case of the Brussels Agreement. Through analysing interferences from material mainly collected from both countries’ government websites, this study conducted that the use of creative ambiguity had a harmful impact not only on the relations between Kosovo and Serbia, but also on the implementation of the agreement.

Une nouvelle régulation macroéconomique et socio-économique dans la région centrale des Balkans conduisant à accélérer la croissance économique est à la fois nécessaire et possible. À partir d'une revue de littérature sur les différentes théories des développements macroéconomiques et en particulier les théories de la localisation, cette étude montre que du point de vue de la plupart des démocraties occidentales la région centrale des Balkans est toujours une région très instable en Europe. Une régionalisation fonctionnelle des Balkans est une énigme du point du développement, aussi bien pour les Balkans que pour l'Europe. De plus, pour l'Europe le défi est de former une communauté fonctionnelle dans une zone composée d'un grand nombre de communautés nationales qui ont connu des conflits nationaux très intense ces dernières décennies et dont les traces sont toujours très présentes aujourd'hui. Le défi pour les instances gouvernementales et de gestion des communautés locales est de savoir comment construire une transition viable pour passer d'une communauté qui dysfonctionne sur le plan socioculturel a un système intègre un système intégré et fonctionnel permettant un développement socioculturel et économique. L'étude analyse les forces et faiblesses d'une région particulière des Balkans, la région des montagnes du Sharr, et les possibilités de mettre en place une coopération transfrontalière entre différentes cités de manière à catalyser le développement socio-économique. Plusieurs projets auxquels a participé l'auteur de l'étude sont présentés. Les enjeux sont importants et les défis très incertains
New social-economic macro-regionalization in the Central Balkans, leading to accelerating the pace of economic growth in the monitored area, is both necessary and possible. From a review of the literature it is clear that in the view of most western democracies the Central Balkans still remains the most unstable region in the western world. Functional regionalization of the Balkans is a developmental enigma for the Balkans as well as for Europe. Secondly, for Europe, the challenge is to form a functioning community originally in an area composed of a number of different national communities that have recently been in the most harmful national conflict. The challenge of local government community is how best to construct a viable transition from a dysfunctional socio-cultural community to an integrated functional global socio-cultural system.The study analyses the strengths and weaknesses of a particular Balkan area, the Shaar Mountains area, and the possibilities to set up trans-borders cooperation between several cities in order to enhance socio-economic development. Several projects the author has participated to are presented. The stakes are high, and the challenges still uncertain

AbstractUsing Regional Security Complex Theory, this paper examines the role of the OSCE in securitizing and de-securitizing actors in developing Kosovo-Serbia relations. The research is based on an analysis of official documents collected at the archives of the OSCE Documentation Center in Prague. In this regard, the contribution provides an in-depth analysis of developments in Kosovo within the OSCE context starting from 1995, when the OSCE was established, until 2001, when the Federal Republic of Yugoslavia was welcomed once again as an OSCE participating State. This period is contrasted against that of more recent positive developments in Kosovo starting from 2015, when Serbia was the first Western Balkan country to Chair the OSCE, until 2020, and the Albanian OSCE Chairmanship. This research investigates the role that the regional actors, namely the USA, the EU and the Russian Federation, played in enhancing or not Kosovo’s domestic developments. This study intends to bring to light the progress made on Kosovo’s path to democratization by highlighting the controversy in relation to its ongoing struggle to have a seat at the table of the OSCE and a voice on important issues concerning its domestic security.

AbstractThe Organization for Security and Cooperation in Europe (OSCE) comprises 57 participating states, including almost all the countries of the Western Balkans. The only country which is not a participating state of the OSCE in this region is the Republic of Kosovo. Kosovo announced its independence from Serbia on 17 February 2008, and a number of OSCE participating states soon after recognized its statehood. However, some participating states, including Serbia, Russia, Spain, Slovakia, Romania, Cyprus, and Greece, did not. International organizations, such as the United Nations (UN), the European Union (EU), and the OSCE, have been engaged in post-conflict reconstruction of Kosovo since 1999. The aim of this article is to show the role of international community engagement in rebuilding the social security system in Kosovo since the end of the war of 1999. This analysis will enable the reader to understand not only the evolution of the social security system in Kosovo, but also the direct and indirect impact of international community on the social security of the states with limited recognition.

Competition has been claimed to be a very liberal economic tool where market players are meant to be free in arranging their technologies, production and sales on a particular market. In this paper we are developing a new hypothetical of the functioning of market economies which are in a global sense and considering new markets very different and specific. All the global powers, whose centre of influence might change in time, are trying to gain a bigger share regarding raw materials and potential markets. In post-conflicts societies and in particular in our case study of Kosovo and Serbia we can see the more clear market interests of all local, regional and global powers. The research of post-conflict societies is providing us with some answers regarding the possible future developments in certain societies and regions. The EU made Brussels Agreements in Kosovo has managed to establish new enterprises as a solution of a political compromise where energy, telecommunication and natural resources played a key role. The Washington Agreement has liberalized the infrastructure achievements but in some aspects limited the use of energy and telecommunication infrastructure from certain sources. In this sense we can observe the limited capacity of competition rules application in post-conflict societies and in particular Kosovo in this case. These agreements have therefore limited the influence of economic, strategic and energy related influence from main USA competitors which have not been named in the agreements, but are well known. In both agreements it is visible how economic activities and cooperation is encouraged with various non-economic incentives. Competition is accordingly more of a political will than an economic reality for some in post-conflict societies. The introduction of various companies into the Kosovo legal framework and their control by Serbia is an obvious tool how natural resources could be shared for a benefit of citizens where conflict is resolved using free market and competition rules.

This study aims to identify and present the relevant studies employing DEA applications in bank efficiency evaluation in six Western Balkan (WB) countries as follows: North Macedonia, Serbia, Montenegro, Kosovo, Albania and Bosnia and Herzegovina (B&H). This article implements an extensive systematic literature review of studies that employ the DEA methodology in the efficiency evaluation of Western Balkan countries’ banking systems. The conducted literature review has surveyed the Scopus, Web of Science (SSCI and SCI papers) and Google Scholar databases with „Data Envelopment Analysis“, „Western Balkan“ (and each of the WB countries as keywords) and „Bank“ as keywords for the search following the PRISMA guidelines for systematic literature review. Thereafter, a manual survey of these studies was conducted, which eventually resulted in 31 papers regarding the efficiency of WB countries’ banking systems. This study provides an in-depth literature review on bank efficiency studies with DEA in each of the analysed Western Balkan countries (eight in Serbia, six in North Macedonia, none in Montenegro, three in Albania, three in Kosovo, five in Bosnia and Herzegovina and six cross-country studies that include any of these Western Balkan countries), as well as a presentation of their used models, the selected variables and their findings. The findings reveal that, in most cases, the large banks in WB are most efficient and the small-sized banks are the least efficient. This literature review indicates that the surveyed studies have been published in the period between 2008 and 2022. The findings primarily show the applicability of DEA in the bank efficiency literature

Economies in the Balkans are lagging behind more advanced countries in Europe in their economic development. In some sense that could be a result of the high share of the shadow economy in those countries. Research points out several causes of shadow activities such as low tax morale, high levels of unemployment, weak business environment and very high poverty levels, lack of trust in the state and the public institutions, high perceptions of corruption and also the high taxation levels. This issue affects directly the economy as well as indirectly the whole society. This paper aims to find a positive link between the volumes of the shadow economy and corruption in eight Balkan economies: Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Kosovo and North Macedonia and Bulgaria.

Special attention is paid to the artistic display of the endowments of the Holy King Milutin (such as the monasteries Gračanica and Banjska, St. George in Old Nagoričanin, but also small churches dedicated to Joachim and Anna in the Studenica monastery complex, as well as the monastery Prohor Pčinjski when restored by King Milutin, and among the monastery of the Holy Archangels in Jerusalem near the Church of the Holy Sepulcher is also en- dowed). Milutin's famous endowment of the Mother of God Ljeviska in Prizren at that time was turned into a mosque and therefore is not described in detail in the travelogues. The saintly cult of King Milutin and his grave site in the church of the "Holy King" in Sofia, which was built in 1865, etc., were also pointed out.

The global COVID-19 pandemic has transformed the world in 2020 and it has been recognized as the biggest stress test in the history of the European Union. The pandemic is inflicting high and rising human costs worldwide, and the necessary protection measures are severely impacting economic activity. As a result of the pandemic, the global economy had been projected to contract sharply by –3 percent in 2020, which is much worse than during the 2008– 09 Global financial crisis. In these difficult and challenging times, countries and societies need to adapt to the new situation while minimizing the negative social and economic implications. This paper discusses how different governments in the South East Europe region (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia and Serbia) have managed and dealt with the COVID-19 pandemic. A review of the current literature on COVID-19 is conducted. This paper should enable a better understanding of how different governments have faced the pandemic and how and to which extent they facilitated a proactive and timely approach towards crisis management. The objective of this study is to theorize a CAS (Complex Adaptive System) framework to evaluate the prevention, preparedness, response and crisis management and strategies used during the pandemic and assess the steps taken so far by the selected Southeast European transitional countries for tackling the COVID-19 crisis up to September 2020.

The migration is one of the constitutive features of Western Balkans’ historical specificity, which significantly changed Balkan societies in the last two centuries. One crucial effect of intensive emigration is high remittances. Cross-country analyses and evidence from household surveys suggest that migration and remittances reduce poverty in the origin communities. In addition, remittances lead to increased investment in education, health, and small businesses. The diaspora can be a source of capital, investment, knowledge, and technology transfer. The inflow of remittances can contribute to the economic development of the remittance-receiving country, provided that the country can use these funds to finance investments that will enable it to produce export or investment goods to replace imports. This paper examines the impact of remittances on economic growth in the Western Balkans (North Macedonia, Serbia, Albania, Kosovo, Montenegro, and Bosnia and Herzegovina) last two decades. The relationship between economic growth, remittances, final household consumption, domestic investments, and trade is examined through a panel approach. The paper uses annual data obtained from the World Bank World Development Indicators. The results of the empirical analysis help determine the relationship between remittances and economic growth and provide a solid base for policymakers to direct remittances into productive investments. The general conclusion for the region is the need to implement policies that will strengthen the financial system to enable a more significant positive impact of remittances from migrants on economic growth.

This report investigates the consequences of the Russian invasion of Ukraine on the Serbian party system. The Serbian case has two unique characteristics. The first is the final status of Kosovo, which Serbia has traditionally relied on Russian support over (as a member of the UN Security Council). However, Ukraine has also respected the territorial integrity of Serbia and did not recognize Kosovo. The second characteristic is Serbia’s ruling party, the Serbian Progressive Party (SNS). Unlike many other Eastern European populist parties, the SNS is formally pro-European Union. Since the beginning of the war, the ruling parties have been under international pressure to join sanctions against Russia; on the other side, the opposition splits between right-wing supporters of Russia and left-wing and liberal parties with weak support for international sanctions. This report aims to analyse the potential change in the ideological positions of Serbian parties — especially the populist ones — due to the significant changes in the international landscape occasioned by Russia’s invasion of Ukraine.

In the vacuum created by the stagnation of the EU-led dialogue process, the old idea of redrawing borders along ethnic lines between Serbia and Kosovo has gained traction among certain political elites in Belgrade and Pristina, as an alternative way of achieving a final settlement between the two countries. Even though the resurgence of the idea has attracted considerable attention, few have addressed the likelihood of its implementation. This paper seeks to address this gap by taking a comprehensive look at the pragmatic side of the idea (usually referred to as ‘land swap’). Presenting specific issues that may hinder the realization of such an agreement, the study suggests that a land swap cannot be a feasible political alternative for settling the long-standing dispute between Belgrade and Pristina.

This is a study that addresses Kosovar and Albanian identity relationships, highlighting the similarities and differences of these two communities throughout their historical journey on their respective lands. The study identifies the key historical moments that have influenced Kosovar national identity branding and concludes that the occurrence of cultural and political differences within the Albanian ethnicity since the nineteenth century has been instigated by the Serbian stance regarding Kosova. The study substantiates a clear cultural and political identity of Kosova, indicating its forthcoming solidification whilst keeping Kosovar and Albanian differences distinct, despite the eventual change in Belgrade’s stance towards Kosova. Concerns are arising from some of the voices in European diplomacy that favour Tirana’s official involvement in the Belgrade-Pristina dialogue. An analysis of the progression of their historical path, however, indicates the opposite, i.e., Tirana’s involvement in the Belgrade-Pristina dialogue would only benefit Belgrade and consequently have a negative impact on the compromises between Kosova and Serbia that the US and the European Union aim for.

Countries in the Western Balkans have engaged in various transitional justice and reconciliation initiatives to address the legacy of the wars of the 1990s and the deep political and societal divisions that persist. There is growing consensus among scholars and practitioners that in order to foster meaningful change, transitional justice must extend beyond trials (the dominant international mechanism in the region) and be more firmly anchored in affected communities with alternative sites, safe spaces, and modes of engagement. This rapid literature review presents a sample of initiatives, spanning a range of sectors and fields – truth-telling, art and culture, memorialisation, dialogue and education – that have achieved a level of success in contributing to processes of reconciliation, most frequently at the community level. It draws primarily from recent studies, published in the past five years. Much of the literature available centres on Bosnia and Herzegovina (BiH), with some examples also drawn from Serbia, Kosovo and North Macedonia.

The aim of present study is to provide a concise review of Serbia’s military neutrality, both the conditions of its “genesis” in 2007 and its “operationalization” in form of strategic documents and military cooperation during the period of Serbian Progressive Party (SNS) government (2012-2021), with special emphasis on the presidency of Aleksandar Vučić (2017-2021). The paper concluded that the “genesis” and maintenance of Serbian neutrality is due to both internal political considerations, as well as Serbian diplomatic exigencies with regards to the unresolved status of Kosovo. The long-term sustainability of Serbian neutrality policy, however, cannot be taken for granted. The delicate „balancing act” between the West, Russia, and increasingly, China, might not be sustainable in the future if relations between the West (and in particular, the EU) and China or Russia, deteriorate further, or when Serbia’s EU accession process enters its „final stretch”.
