Résumé :
This article examines problems and importance of content production in regional information space. This is an emerging question within a rapidly restructuring media landscape, and globalized information flows with aim to manipulate and destroy democratic order. Policy guidelines for Latvian media 2016 – 2020 describes five steps how to fight against these hazards. One of the steps are the strengthening of local information area and facilitating media pluralism, many tasks are dedicate to support regional media, realizing media fund programs with aim to ensure the availability of information for people in the regions. Regional journalism is classified as unexplored field of research, especially in Latvia, there is a lack of researches about how local journalism should work and what are their working strategies and problems. This article analysis data of survey made among local journalists about their content production practices. The aim was to explore a) what are criteria for content production and selection of news, b) what kind of information is making local information space, c) what are the threats for journalism in regions. Respondents were local journalists in Latgale region of Latvia working in local newspapers, radio and television.Results encountered a very strong attachment to local community and identity construction not to so much dealing with journalistic mission and techniques.

Journalists combining several creative specializations in the regions are Russian reality. The article analyzes the objective and subjective reasons for this professional characteristic of regional TV men. Moreover, local TV has taken the road of modernization. In the era of transition to digital broadcasting the creative activity of the media needs to be considered. There is a need to analyze modern specifics of regional television and to characterize the production process at the stage of modernization of local broadcasters. The author, as a practicing journalist, used her own empirical experience to conduct research, applied observational methods, described the content of the information program "News: Primorye". Analysis of the activities of the regional company showed that the trend towards universality in local journalism has taken a steady form: the news program presenter combines their activities with those ones of a reporter. Moreover, a new specific feature of the regional press begins to appear in the editorial offices: combining the functions of the editor and the news presenter. The increasing involvement of the regional journalistic corps in universality is explained by objective (economic) and subjective (creative) reasons.

This article explores how work-integrated learning (WIL) reporting projects, spanning eight years, enabled authentic learning by journalism students and also provided a valued community service. Students at a regional Australian university interviewed the mayoral and councillor candidates for each of the four-yearly local government area elections from 2008 to 2016 and published their stories online at https://radiojournalismonline.com . This article concludes that a WIL approach to teaching journalism creates an immediate, positive impact on the reputations of student journalists and that the goodwill also extends to their university. The local community sees the student journalists’ coverage of the local elections as a public service. Based on the public’s feedback, voters and candidates alike believed that they were provided with reliable and actionable information.

This article presents a systematic literature review of 378 studies (1997–2017) on online participatory journalism, i.e., audience participation in the professional news production process. Participation can challenge established understandings of journalism and affect the relationship between journalists and audience members as peripheral actors due to the increasingly blurred boundaries between these actors and the renegotiation of authority and power. The review captures research practices regarding the theoretical, conceptual and empirical approach as well as results pertaining to the impact participation has on the journalist–audience relationship and is both interdisciplinary and global in nature. The results show that research mostly focuses on journalism in Europe and North America and examines participation in the interpretation stage rather than in the formation or dissemination stage of the news production process. Longitudinal and comparative studies, examinations of regional and local participation, in-depth audience studies as well as analyses of participation in all three production stages are rare. 121 studies explicitly deal with participation’s impact on the journalist–audience relationship and produce conflicting results: 51% see journalists retaining control over news production process; 42% see shared power; and 7% see mixed results. Notably, power structures differ depending on the examined world region, production stage, and actor perspective. The review illustrates the status quo of research practices as well as the role the audience as peripheral actors play in the news production process and concludes with five observations about the field as well as future avenues to close identified research gaps.

Australian country non-daily newspapers are generally very much local in their emphasis—they cover mostly, or entirely, local news; they promote and advocate for the interests of their region; and they foster a close relationship with their readers. They are not only a valuable source of local news and information for their readership, but also help to connect people within their circulation area and reinforce community identity. This means they are ideally positioned to contribute to social capital— the ‘connections among individuals—social networks and the norms of reciprocity and trustworthiness that arise from them’ (Putnam, 2000). Social capital can be seen as having three basic components: a network; a cluster of norms, values and expectations; and sanctions that help to maintain the norms and network (Halpern, 2005), and newspapers can contribute to social capital by facilitating local debate and discussion, and reflecting back to communities through the news stories they cover local norms, values, expectations and sanctions. Interrelationships between elements of ‘localness’ in journalism practice at country newspapers and social capital in regional areas of Australia were explored as part of a wider study of relationships between communities and country newspapers. Journalists, newspaper owners and managers, and community participants from four regions of South Australia and Victoria were asked about their understandings of ‘localness’ in country newspaper journalism practice. This article suggests that such newspapers’ emphasis on localness is a key element of their capacity to contribute to social capital.

The local press has always played a central role in the Portuguese society. Recently, new innovative technological projects to develop mobile applications and focus on local journalism in Portugal have emerged. These initiatives allow the development of better and more appealing services for local users. However, due to the important social role of the local press, this also brings along some responsibilities. Our main research goal is to study the accessibility issues in local journalism in Portugal. To this end, we first describe the current situation of local journalism in Portugal and some accessibility issues raised by the appearance of mobile applications. We then develop a simple checklist that allows the assessment of whether these applications have prevented social exclusion and facilitated the access of local information to a wide range of users, including disabled citizens. This tool provides the regional news publisher with information to improve its democratization of access to local information in Portugal. Using the cognitive walkthrough method, we illustrate the proposed framework by presenting case studies of five mobile applications in Portuguese local and regional press. This study concludes that despite the great potential that mobile applications showcase, several accessibility issues have not been properly addressed.

Abstract Can Norwegian journalism be meaningfully understood as constituting a social field in Pierre Bourdieu´s sense? And if so, how did this field emerge historically, and what is its fundamental structure? Following a structural history of the rise of journalism in Norway, a model of this field in 2005 is sketched through correspondence analysis using survey data on Norwegian journalists and editors. The analysis suggest a bipolar structure: a first dimension of capital volume that is closely linked to age, gender and medium type, and a second dimension that opposes agents with different degrees of internal recognition (symbolic capital), which in particular separates specialized news journalists in national and larger regional journalistic publications from journalists in the local press and magazines. Special attention is given to the link between this social cosmos and a specific cosmology of journalistic beliefs and position-takings, the relation between journalistic power and social class, and the intertwinedness of symbolic and economic dominance in this field.

The Habermas theory of public space where used to seeing new media become more crowded with various, opinion, news and of commentaries about politics. The use of social media by Bunni Yani who spread a message provocative and SARA in a contestation, political or agenda in the region hoax and black campaign. On the context of contestation or political agenda in the region, hoax and black campaign can break up nation’s unity at the regional level. Even the phenomenon in Jakarta Local Election perceived have influenced political stability and life state in general in Indonesia. In which front new media uses and journalism that they have to more support by participation political public that puts forward ethics journalistic, to unite wholeness the people and the country, instead of divided.

In early 2018, the Australian Broadcasting Corporation (ABC) launched a ‘slow journalism’ initiative, funded by the ABC’s Remote Communities Project (RCP). Reporters and producers from regional and local ABC radio stations were invited to pitch for funding that would facilitate up to two weeks in remote, rural and regional communities to create stories that would provide audiences with insight into life outside of metropolitan cities. The ABC labelled this project ‘slow journalism’ because the reporters were working without the time constraints highly influential in contemporary work practices associated with delivering bulletins, online updates and fast turnarounds of workflows. Through interviews undertaken with personnel involved in the initiative, including reporters, producers and ABC management, this article analyses the pilot project carried out in December 2017. The article also examines the pilot project’s influence in shaping project implementation as well as its relationship to ‘slow journalism’, as defined in previous academic studies. We contend that while the RCP contains elements commonly associated with slow journalism, it also adds to the understanding of slow journalism as both a practice and a concept by discovering characteristics specific to public broadcasting models such as that reflected by the ABC.

Despite significant research into media and political coverage of refugees and asylum seekers, and ongoing Commonwealth policies to resettle refugees to regional areas, analysis of the regional press is lacking. We reviewed articles from four regional newspapers using quantitative content analysis and qualitative content analysis to examine some initial trends in how regional newspapers represent refugees and asylum seekers. Despite the dominant negative framing of refugee issues at the national level, the regional media used positive, humanising frames and a broader range of sources in articles on local topics such as refugees’ personal stories. This reflects the community-building role of local journalism and challenges the familiar boundaries of the debate. However, there was a compelling distinction between articles on local and national topics, with the negative national discourse and dominance of government sources reflected in articles on national topics such as legislation and events.

Students of Borys Grinchenko University of Kyiv in the specialty «Information, Library and Archival Affairs» at the Institute of Journalism had been working in the Information and Analytical Center during 2018-2019 academic year. They launched a creation of content of the regional ethnographic multimedia resource «Kyiv: famous and unknown» on the Wiki platform. It will contain information on the documents, as well as maps, plans and schemes of administrative territories and historic areas at different periods, drawings and photographs that include Kyiv streets, buildings, estates, household items, clothing, jewelry, tools, churches, cultural monuments, works of art etc. The sociocultural tasks of the project include the creation of deep respect for eternal folk, observance and multiplication of unique local traditions of Kyiv; the implication of the attraction to the ancient artistic traditions of Kyiv, the creative and skillful use of the invaluable historical and cultural heritage of Kyiv land in the development of an independent, communal and prosperous Ukraine; detection, protection and popularization of the local natural heritage, material and spiritual culture of Kyiv; delivery of priceless and local lore knowledge about the political, economic, cultural and religious development of Kyiv which is the determining element of Ukrainian nationality and statehood to the future generations. Methodical recommendations for the creation of the content of the Local ethnographic multimedia resource «Kyiv: famous and Unknown» are provided on the Wiki platform. The structure and technical platform of the Project were developed by the Research Laboratory of Informatization of Education in association with the Department of Library Science and Informology of the Institute of Journalism at the Grinchenko University.

The intersections between journalism and democracy are explored in this paper through an analysis of the ‘voices’ through which the news is ‘told’ by specific segments of the Australian print media. We argue that evidence of the extent to which a newspaper fulfils its roles to democracy and society is partially found in the range of sources quoted in the news stories it publishes, and in the prominence and dominance it gives to various types of sources in those stories. Our goal was to quantify the validity of the widely held assumption that, in Australia, regional newspapers are closer than metropolitan newspapers to their readers. This suggestion guided our content analysis of the types of news story sources quoted or paraphrased in the general news published in four regional newspapers and one metropolitan newspaper in one Australian state. The assumption of closeness to readers for Australian regional newspapers did not hold up well in this test.

The article deals with the functioning of the federal information agency in Russian regions. In a number of issues of journalism theory this issue has not only lost its relevance but draws attention to new research. In the modern media system, the integration of national agencies into local issues allows news services to attract new subscribers from the regions for their products, to become closer to the mass audience. The study of the topic of the work of an extensive network of correspondent points in the constituent entities of the Russian Federation of the national information agency is carried out by identifying news reasons, which more often fall into the focus of attention of regional representatives of IA, as well as peculiarities when forming a separate bureau of media announcement in a specific territory. The study is based on the comparative method, and the monitoring and synthesis method was also applied. Federal media are looking for ways to consolidate a new audience that is increasingly interested in local news, while at the same time competing with regional media is more difficult for them because such resources have a regular reader – a local resident for whom local information will always be a priority of the world. The study produced data showing that the presence of federal media in the local media market leads to positive competition, motivating regional journalists to improve the quality of their work. At the same time, a feature of federal media has been identified, which, unlike regional media, report verified information from competent sources, as well as seek to meet the objective demands of the society. The results given in the article are based on the works of both domestic and foreign scientists, as well as the materials of sociological research on the level of trust of the mass audience by the central and local media, the author ‘s own practical experience as a correspondent of the federal news agency.

This article explores how investigative journalists can join the network society by moving online, collaborating with other reporters and media outlets across regions and across national borders, yet publishing in newspapers which arguably remain the central stage of the public sphere (Carson, 2013). A better understanding of the potential of social media and web-based communications for undertaking journalistic investigations can lead to the adoption of a global perspective, enriching local, regional and national stories (Berglez, 2013). The research and collaboration for a transnational story published simultaneously in The Australian and collaboration in London in 2013 may provide insights into the potential for the use of social media platforms and web-based communications for finding stories, collaborating and following stories into the social media to find leads to follow-up stories. This article questions whether the synergies between mainstream media and social media platforms may yield potentially high impact stories for major masthead newspapers and thus contribute to their sustainability. Connectivity with news sources has always been an important resource for journalists. Online networks may have the potential to expand the range of voices that can be heard and the issues that can be covered.

The importance of ideological support for the processes of establishing Soviet power in the North Caucasus increased due to the fact that socialist ideas were little known and incomprehensible to local peoples. The main tool of the Leninist party to propagate socialist transformations – the press – was not effective due to the fact that the mountain population was nearly illiterate. Under these conditions, the only nascent radio became the main tool for manipulating the mass consciousness. The article is a continuation of the publication in the third issue of Proceedings of SFedU for 2020 “Radio Journalism as a Component of the Bolshevist System of Authoritary Journalism of Autonomies of the North Caucasus: the Stage of Formation” and is devoted to the little-studied issues of transformation of a new type of media, relatively independent at the initial stage of Soviet power. It was during this period that the actual radio forms and methods of work of regional radio editions, genres of programs, took shape. Meanwhile, in the historical and journalistic literature, even published in the post-Soviet period, the activities of regional radio broadcasting at the stage of socialist construction are still assessed from the standpoint of communist ideology. It is the time to revise some of the assessments and theses of research carried out in the age of communist authoritarianism. The article attempts to reveal the role of the regional radio journalism in the formation of the dictatorship of the Bolshevik party secretariat, to outline the main trends in the development of the North Caucasian radio, to show the evolution of forms and genres of broadcasting.

The formation of the system of periodicals in two similar and dissimilar polyethnic regions in the south of Russia – Kalmykia and Stavropol – developed according to the same scheme, but had significant nuances. The Stavropol press, aimed at the Russian majority in the region, appeared earlier (in 1850) and was typologically more diverse and numerous until the 1920s, while the publications created for the Kalmyks were for a long time isolated projects: The Russian-Kalmyk Calendar (1911-1918), a newspaper in the Kalmyk language «Oordin ziang» (1917-1918), leaflets and the first bilingual newspaper «Red Kalmyk» (1919-1920). A new stage in the development of journalism in the regions begins with the establishment of Soviet power after the end of the civil war. The work of the press is under the control of the ruling party, and the unification of the system of regional and local periodicals begins. Gradually, both in Kalmykia and in Stavropol, a harmonious system of periodicals was formed, lined up vertically and horizontally: regional / regional mass sociopolitical newspapers – regional / regional youth newspapers – regional / regional children’s newspapers – district / ulus socio-political newspapers – large circulation newspapers – wall newspapers. In addition to newspapers, instructor magazines for party and Soviet workers, literary and artistic publications of regional writers’ unions were published. The polyethnicity of the regions influenced the information policy of local periodicals and the structure of the press: in Kalmykia there were publications in the Kalmyk language, in Russian and bilingual, in Stavropol, along with publications in Russian, there were bilingual publications in two districts.

Media freedom in Ukraine which is one of the fundamental basics of civil society development, guarantor of the up-to-date, verified and objective information in conditions of pandemic, infodemic and economical crisis with ecological catastrophe, came under influence of threats which are slowing the democratic development and are complicating the exit from quarantine. Threats to media freedom during pandemic are existing at legislative, economical, financial and human rights defense levels. In conditions of quarantine, economic crisis, infodemic and ecological catastrophe journalists have no access to official events of power bodies, do not attend their sittings. This caused lowering the opportunity to control the transparence of the work of power authorities and other institutions. Due to the economic crisis caused by COVID-19 quarantine a serious threat to media freedom in Ukraine appeared. Regional, city and district printed newspapers which are the closest to their readers by content have suffered on it. Quarantine conditions made especially hard the results of ecological catastrophe in Western Ukraine due to raising the water level in mountaineous rivers up to 10 metres and following severe floods which destroyed roads, bridges, buildings and access to Internet communication. Based on the situation analysis, threats to media freedom and rights of journalists have been differentiated, researches of violation of media freedom in Ukraine during period of quarantine (March-July 2020) by the Institute of Mass Information (IMI) and media materials about detaining Ukrainian journalists in Russian prisons during the war on Donbas were reviewed and summarized. The following methods assisted to fulfillment the tasks of research: analysis of documents about regulation of media freedom of international organizations where Ukraine is a member – United Nations, the Council of Europe, OSCE, International Federation of Journalists, comparative analysis of data by international organization “Reporters without Frontiers”, statistical analysis of polls of chief editors of local newspapers by National Union of Journalists of Ukraine. In order to support democratic development of Ukraine, defense of freedom of the local press, its journalists and other staff threats to freedom of Ukrainian regional, district an city newspapers and to journalists’ security had been identified and differentiated, the necessity to fasten in Ukrainian legislation the status of journalism as one of the key spheres of the country’s information security in fightning with pandemic and infodemic had been proved, legislative ways of counterfeiting threats to media freedom had been developed. In particular, in order to reduce threats to media freedom in Ukraine it is necessary to amend Civil, Criminal, Labour codes and the Code of administrative violations by including there articles which proclaim the key status of journalists’ activity in conditions of COVID-19 quarantine. These changes are necessary in order to obtain: legislative guarrantees for obtaining social defense by journalists who suffered violations, to introduce the mandatory insurance of life and health for the costs of the owner of the media; mandatory insurance of journalists and editorial technics (video and photo cameras, notebooks, tablets, smartphones and other digital technics) for costs of media owners; to arrange up-to-date medical treatment, social and psychological support and medical-psychological rehabilitation to journalists who survived illnesses, physical and psychological injuries during their professional work for costs of guilty party and those who organized beatings, injuries and traumas against them. The results of research have very important scientific and practical meaning for improving media freedom and journalists’ security because they widen media-theoretical, theoretical and law presentations about threats to media freedom in Ukraine in pandemic conditions, assist the opposition to infodemic, prove the legal support of journalists’ security and assist to readers’ rights for prompt information without disinformation.

The article presents an analysis of the current state of the local press and the dynamics of the number of mass media authorized between 2009 and 2019 in Orenburg region. It also deals with violation of deontological norms by the regional journalists. The author analyzed cases of violating provisions of the Code of journalists professional ethics in Orenburg newspapers and discovered the worst violations of deontological standards by local journalists. Besides, the study required semantic analysis of the texts carried out using the special software Advego, which helped to calculate indicators of frequency of using particular words. 25 most frequently used words were then selected in each sub-group, which was aimed at finding axiological vocabulary and comparing its number. The inferred data enable the author to make corrections in the results of the research into the regional press carried out previously by a group of scientists from Lomonosovs State University.

This article aims to analyze the inter-media agenda-setting between the TV newscasts JMTV 1st edition, from TV Mirante corporation, and Na Hora D, from TV Difusora Sul corporation, both broadcasted in the city of Imperatriz, in Maranhão, Brazil. For this proposal, we discuss the agenda-setting theory, and the regional and local televised media perspective. Methodologically, the research uses a quantitative content analysis of a database 73 journalistic pieces from both TV Newscasts - 26 from JMTV, and 47 from Na Hora D – during the first week of August 2019. The main results of the research show that there is a limitation in the coverage of regionalism, and in the analyzed period there was an inter-media agenda-setting between these two TV Newscasts.

During the consolidation of Soviet power in the North Caucasus, the Bolshevik leadership considered broadcasting as the most important tool for introducing Marxist ideology into the consciousness of the mountain masses. This was caused by the fact that the local population was almost completely illiterate and print propaganda was not very effective. Meanwhile, the processes of formation of regional broadcasting are studied only fragmentarily. The article attempts to identify the main trends in the development of North Caucasian radio, to show the evolution of forms and genres of broadcasting, its transformation into the mouthpiece of the Bolshevik authoritarian regime.

Boosting has been shown to have been significant in determining urban landscapes in Canada, particularly in relatively homogeneous regions where the environment provides little local comparative advantage. The mountainous southeast of British Columbia is an area where stark physiographic contrasts suggest that the potential for effective boosterism might be small. In 1904 Randolf Bruce — a young Scottish surveyor and mine owner — became land agent for CPR holdings around Lake Windermere. Bruce, the CPR establishment, and eventually a company called the Columbia Valley Irrigated Fruit lands Company (CVIF) were dominant forces in local development. The advantages of controlling the regional urban centre were sufficiently evident that in 1911 Bruce, through the CVIF, created the Village of Invermere. Oral history, company records and contemporary journalism demonstrate that the booster ethic was present. It is a testimony to the role of this force that despite locational disadvantages, Invermere became, and remains to this day, the dominant community of the region.

Background. Decentralization of the authority to manage government and regional development has been regulated in Law Number 32 of 2014 concerning Regional Government. However, in its implementation there are many deviations found in the form of corruption of local officials causing a loss of quality in human resources. The researcher tried to reveal the role of local mass media to control local governance so that its implementation did not cause corruption in the development budget carried out by regional government officials. Method and material. Using qualitative analysis of news texts published by local mass media with and content of corrupt behavior of regional officials in East Nusa Tenggara Province. Various secondary data is used to supplement this research information. Respondents of journalists and local media editor in chief. Results. Local media coverage revealed 100 regional heads were arrested and convicted of corruption. The impact of the worsening social conditions in the East Nusa Tenggara the high prevalence of stunting is 40.30%; 2,669 infants with malnourished babies, 1,142,790 poor people (21.35%) in 2018. Conclusion. It has been punished by regional officials who are perpetrators of corruption as a result of local media coverage. Corruption has a systemic impact on decreasing the quality of human resources in East Nusa Tenggara.

This article looks at the existence of the use of the Malay identity used by regional head candidates in the 2013 Riau Province gubernatorial election. The research method used in this research is the literature study method by analyzing various journals that discuss identity politics and the use of identity in the head election. The results show that in the process, regional representative politics is a strategy that has significance for the victory of Annas Maamun and Arsyad Juliandi Rachman. However, this strategy also needs to be supported by ethnic identity politics for the Riau Coastal and Riau Malay ethnic groups. Thus, this confirms that the use of Riau Malay identity in the implementation of local democracy still serves as an additional strategy in winning the regional head elections in Riau Province.

Information on the management of local administrations and the actions of the political leaders who govern them is essential for citizens to exercise their political rights. It is therefore necessary for these administrations to provide quality information that the media can use as sources for their news stories. At the same time, these media outlets have to compare and report while taking into account the plurality of their audiences. However, in local settings, collusion exists between political power and media owners that restricts the plurality of news, favoring the dominant political interests and hiding the demands, interests and protagonism of other social actors. We study this problem in the Caribbean Region of Colombia. We analyze the information that the town halls of the main cities in the region provide to the media and how the largest print newspapers and main regional television news broadcasters report on local politics. We compare these news stories to establish whether there is a plurality of news reports. In addition, we analyze the key elements of the news items disseminated by private media outlets to establish whether they report a limited vision of reality: the topics covered, the protagonists referred to in headlines and news stories, and the sources against which the news and images are compared. The results reveal shortcomings that result in similar information between public information and private media content, thus limiting the plurality of news reports and the social protagonism of other social agents. Ultimately, this hinders quality journalism that satisfies the interests of citizens.

Analizuojama 2012–2013 m. situacija, įvertinant ankstesnių metų teisines, politines ir ekonomines aplinkybes, turinčias įtaką analizuojamo laikotarpio žiniasklaidos laisvės padėčiai Lietuvoje.Straipsnyje teigiama, kad žiniasklaidos laisvę Lietuvoje riboja teisės aktuose numatytos teisės laisvai gauti ir skleisti informaciją neužtikrinimas žiniasklaidos veikloje, perdėtai griežtos teisės aktų (ypač Baudžiamojo kodekso) normos, reglamentuojančios atsakomybę už netinkamą raišką viešojoje erdvėje, nepakankamas informacijos šaltinio atskleidimo reglamentavimo apibrėžtumas. The right to collect, obtain and publish information is stipulated by laws. However, journalists not always are able to access public records through clear administrative procedures in a timely manner.There are articles determining libel and defamation in the Lithuanian Penal Code (journalists and other citizens can be punished by fines or become imprisoned for up to two years). Although penalties for „irresponsible journalism” are applied only in exceptional cases, libel and defamation articles in the Penal Code stimulate self-censorship of some journalists.There are no special legal acts in Lithuania that would restrict the ownership concentration of the media organisations or the parts of the market that they occupy. Due to insufficient restriction on the property concentration in media, the legal environment (in relation to the independent media variety) is not assessed as very favourable.In Lithuania some editorial office owners (as well as editors) may support some political forces and consequently, the media administered by them disseminate quite biased political content. This is very obvious in the regional municipalities, where a large part of the local media is financially dependent on politicians and the main shareholders of the local media are also politicians. In connection to the political-financial influence on editorial offices self-censorship of journalists is a part of daily routine in some media organizations.There is an excessive concentration of media ownership in the hands of private interests that can be linked to the powerful societal actors. Highly concentrated groups that control organizations both in the media market and other fields of economy limit the variety of the media content on the national, regional and local levels.Since the property relations of the Lithuanian media subjects are only partially publicised and internal norms of behaviour and rules of the editorial offices are usually not developed, the management transparency of the media organisations is quite low.The economic pressure on the journalists is huge. Also one of the measures of reducing the journalist social benefits is a widespread practise not to enter into labour or authorship contracts, but rather to force them to work as freelancers on the basis of certificates issued by the State Tax Inspectorate.The analysed legal, political and economic factors of intervention in the media work process shows that the media independence from external actors is not ensured but the situation cannot be assessed as extremely critical from this point of view.

<p align="center"><strong>Abstract</strong></p><p>Local press problems in facing the contestation of the election of Regional Heads in West Sumatra Province can be grouped into two broad lines: first, the local press is dragged into a conflict of interest in the election of the Regional Head including 1) The Press supports one candidate pair, 2). Incitement of the success team, 3). The interests of media owners and stakeholders in media companies. Second, the intervention of the Regional Head towards local media includes 1). Change the Regional Head changes journalists, 2). Contract termination threats and 3). Media blockade. As for the solution to the problem, an alternative solution can be proposed that: 1). Re-guided Law Number 40 of 1999 concerning Press. 2). Balancing the press as a business industry with the press as a professional institution (social control). 3). The media owner should not use and manipulate his press company into the realm of practical politics. 5). In establishing cooperation with local governments, strive to stick to the principles and ethics of the journalistic profession. 6). Journalists must increase the capacity and quality of journalistic products, adhere to journalists' code of ethics, and not bring the profession into the realm of practical politics. 7). The data collection method used in this study is library research. The research and discussion results in this study are the factors that cause disharmony between the Local Leaders and Deputy Local Leaders in the Local Government System are First, Political Maturity. Second, the unequal distribution of power and race to politicians. While the duties of Deputy Local Leaders regulated in Law No. 23 of 2014 concerning Local Government, where most of the first, assisting Regional Heads in Leading the implementation of local government affairs, Secondly, giving advice and consideration to Local Leaders in carrying out Local Government affairs. O objetivo deste trabalho é analisar trajetória dos jornais impressos de Roraima no recorte que vai da fundação do primeiro jornal local até a transformação de Roraima em Estado, a partir da seguinte periodização: jornalismo impresso durante o pertencimento de Roraima ao Estado do Amazonas (1914-1942), durante o período em que Roraima se transformou em território federal (1943-1979) e fase de consolidação da atividade impressa (1981-1989). Ele fará isso através da recuperação de acervos documentais e identificação de jornais e atores importantes na construção de uma cultura letrada regional em paralelo com a transformação política do Estado. Ao fazer semelhante levantamento, será possível reforçar hipóteses sobre porque são tão conflituosas as relações entre o estamento político regional e os canais impressos. Since the enactment of Law No.22 of 1999 concerning Regional Government, the regional government has been given the right, authority and obligation to regulate and manage regional government affairs. The Regional Revenue Agency (BAPENDA) of Blitar Regency is one of the regional government agencies that has the responsibility to record revenues from the local tax sector and report it to the public as a form of transparency. Hotel tax is one type of local tax collected by the local government of Blitar Regency, this is in accordance with PERDA No.2 Year 2017. The purpose of this study is to find out the implementation of the Minister of Home Affairs No.64 of 2013 on hotel tax accounting records in BAPENDA Blitar Regency. The type of research used in the study is a qualitative method with data analysis techniques in the form of qualitative descriptive analysis and data triangulation. The results of the study show that BAPENDA in recording has used the accrual basis effectively at the beginning of 2017. However, in the recording of hotel tax receipts there are still records of accounting journals that have not been carried out by the treasurer of BAPENDA Blitar Regency

ABSTRACT:The Poulson affair is central for the agenda of post-1950 British urban history. Particularly, it suggests that corruption is a key facet within the politics of planning and the rebuilding of Britain's urban environment. Poulson provides a useful route into an examination of the place of corruption because of the scale of his activity both in terms of volumes and types of constructions he planned. His networks and the geographical concentrations of his work also provide a regional dimension. Perceptions of Poulson have been fashioned by investigative and satirical journalism and television. A re-evaluation in light of official government sources and Poulson's autobiography raise important issues concerning the ethics of public officials and private businessmen; and the consequences of the interaction of public and private markets. Poulson's business was driven by the twin engines of government funding and the activity cycles of the construction industry. The fluctuation in his planned commissions provides a useful barometer of the planning environment. Poulson's demise exposed the complex relations between business, civil servants, ministers and local councillors contributing to growing public distrust of the workings of government. Finally, it is suggested that the affair was a critical factor in re-shaping central–local government relationships.

AbstractThis paper reviews several prominent journals to identify key trends and issues in Southeast Asian geography. The review identifies the locus of articles' geographical scholarship, the balance between issue-based versus other types of articles, and the trends in the subject matter of the issue-based publications. The paper considers the meaning of an ‘issue-based’ approach to geography in local and non-local geographical scholarship on and in Southeast Asia. Geography as taught and practiced in Southeast Asia has followed a largely idiographic tradition based on description of landscapes, regions, settlement patterns, and so on. At an applied level, geography in some Southeast Asian countries has tended toward regional planning rather than engaging more centrally with the social sciences. Geography as a critical social science has only a loose purchase in the inherently geographical debates around development, environment, globalisation, and regionalisation in Southeast Asia. On the other hand, geographers from outside the region have engaged in more critical study, and geographical teaching and research on Southeast Asia in Australasia, North America, and Europe tends to take an issue-based approach and to be situated broadly within the realm of ‘development geography’. The paper also concludes with the question of how the discipline can better serve an issue-based agenda without being dominated by western critical social science.

ABSTRACT Cataract surgery is performed routinely under regional orbital blocks including retrobulbar and peribulbar blocks. Several complications have been reported while performing these blocks, the most significant of which is the local anesthetic systemic toxicity (LAST). The symptoms and signs present in a varied spectrum, but every such case requires early recognition and immediate resuscitation to avoid long-term morbidity and even death. Lipid emulsion therapy forms the mainstay of treatment. We present a case of a 49-year-old man who planned to undergo cataract surgery under the peribulbar block, who developed LAST and was successfully treated with 20% lipid emulsion without any adverse sequelae. In implementing the local lockdown, a good communication relationship must be established between the Central Government and Regional Governments in preventing the spread of Covid-19 at the local level. (Sedarmayanti, 2018) explained that at least there are several elements in government communication, including; Communicators, Messages, Media, Communicate and Feedback. Based on the background above, the problem formulation that the writer will raise is how the communication patterns of the central government and local governments: the case of the dynamics of implementing local lockdowns in preventing the spread of COVID-19, the purpose of writing this article is to find out the communication between the central government and local governments: the case of dynamics. implementation of a local lockdown to prevent the spread of covid'19. This research uses qualitative research methods with this type of research, namely literature study data collection through documentation, books, journals, and mass media. The results of this study are: the communication between the Central Government and the Regional Government does not run harmoniously, indicated by the presence of several regions implementing local lockdowns, including the City of Tegal, the City of Tasikmalaya, and the Province of Papua.

This study uses 48 in-depth interviews with managers, editors, and reporters at local and regional newspapers and their parent companies in four countries (Finland, France, Germany, and the United Kingdom) to examine how they discuss changes to their business models and the ways their news organizations are adapting to emerging audience-consumption trends in the digital environment. The results show that interviewees continue to prioritize the economic importance of their print products, despite declines in advertising and subscriptions. They also believe that for local news to continue, journalists must better understand the business strategies of their news organizations. Finally, they acknowledge the value of experimenting with new approaches to monetization, including implementing paywalls and using analytics to personalize content. In balancing the merits of their print products with their desire to develop new digital offerings, local newspapers seek to operate as ‘ambidextrous organizations’ that exploit the products of the past while exploring innovations that may help sustain them in the future.

ABSTRACT The management of postsurgical defect is a challenge for the maxillofacial surgeon. With the success of various autogenous grafts and surgical flaps the reconstruction surgery creates definitive results. This article is a case report of reconstruction of osseous defect and closure of soft tissue fenestration in the right anterior maxilla. An autogenous corticocancellous graft from the mandibular symphysis is used for reconstruction of the osseous defect of around 15 × 15 mm. The mucosal fenestration of around 10 × 10 mm is closed by rotational flap based in the labial sulcus. The defect and the donor site healed uneventfully. Both osseous and mucosal defect healed with esthetic results. Thus, the regional flaps prove the versatility by convenience of graft taking, no donor site morbidity and biological resemblance of tissues. How to cite this article Manekar VS. Journalists live in a lack of job security, which means they have to fight for a limited number of jobs. Many of them work for local and regional media that criticize the coup and at the same time for large media networks that sympathize with the government. For this reason, journalists must adapt their language to self-censorship and provide information in accordance with the media for which they work. Working conditions outside of large cities are especially critical. Journalists' organizations are weak and subservient to the authorities. Honduran journalists establish fear and self-doubt as a way of life.

One of the current development alternatives is Tourism Development, mainly rural tourism. The fundamental problem is how the right strategy to achieve these development goals. The development of a tourism village can consider the potential of local, government, private, formal, and informal economic sectors and internal and external interest groups. This study seeks to reveal the right strategy in developing tourism in the village of Telaga Biru Bangkalan based on local resources. This study uses a literature review with a tourism development approach within a qualitative method frame. The data is in the form of interpretations of research results published in national and international journals that are analyzed descriptively to produce conclusions. The result of this study is the formulation of a form of tourism in a tour package that includes batik schools, traditional Madurese games, and traditional art performances, regional culinary specialties, and lodging with the Tanean Lanjhang concept. The Strategy for the Implementation of Batik Tourism Village program through stages, including First, increasing community capacity with knowledge as the main target of Knowledge, Attitudes, and Practices (KAP) of the local community through community-based education and training activities (CBT). Second, human resource inventories for local guides, Batik school instructors, traditional Madurese game teams, Madurese culinary providers. Third, the institutionalization of tourism village management at the village level will be responsible for the sustainability of the tourism village. Fourth, the efforts of bridging and linking with the Bangkalan tourism office and investors. Fifth, cooperation with the travel agencies in Madura. Sixth, branding, and promotion through social media and tourism village websites. Implementing this strategy will create a new tourist destination, “Batik tourism village” in a different form and will increase the community economy and regional income.

Since then the journal, throughout its 25 years of existence, has been at the forefront of developing a distinct Southeast Asian social science. The growing number of research institutes and universities, academic journals, consulting firms and local experts disseminating, applying and creating knowledge underline the importance of regional knowledge in a global setting. A journal like the SEAJSS has a major role to play in this context.

Mass media play a decisive role in distributing health knowledge and awareness about health diseases. Covid-19 has been measured as the most dangerous health hazard of the 21st century that has constituted social, environmental and financial perils for humanity, including the media outlets. However, the Pakistani newspaper industry was already witnessing a decline in its readership and coronavirus has further deteriorated the situation for journalists working in regional newspapers. The methodological design using indepth interviews seeks to discover the financial difficulties faced by journalists employed in local or regional newspapers in Hyderabad city of Sindh province, Pakistan. The distress of unpaid salaries, financial security and paid leave were recognized as dominant elements that emerged during the present investigation as the extension to studies conducted concerning health communication. Therefore, this research suggests that government and business tycoons should financially collaborate with each other to consider challenges encountered by journalists for the survival of the newspaper industry in Pakistan.

Tourism governance will have an impact on the environment, which is controlled by local governments. The development of the tourism sector is essential to improve the welfare of the community and the regional economy. Strengthening the role of local government as a leading tourism sector in the region is considered to be able to encourage the creation of a collaboration between industries (actors) to manage sustainable local tourism. This paper was written to find out how far the role of local government is and how relations between sectors (actors) are in managing sustainable regional tourism. This study uses a literature study approach, with documentation data collection techniques derived from the study of several reputable journals, books, and other secondary sources that are relevant to this research. The data analysis technique is content analysis. In tourism management, the role is not only done by one party but all supporting aspects and involved in the framework of creating orchestration and ensuring the quality of activities, facilities, services, and to create experiences and value of tourism benefits to provide benefits to the community and the environment. These will be able to encourage the tourism system through the optimization of roles and collaboration between business, government, society, academics, and media.
