In this dissertation, I study the process of gaining public consent about a security threat, or threat legitimation. Threats require legitimation because they are social facts and not objective truths or subjective perceptions. I argue rhetorical resources and strategies affect threat legitimation. Political actors deploy rhetorical resources and strategies in order to generate consent. The rhetorical resources connect together the rhetorical resources to construct a threat narrative used in the public debates. Moreover, I argue that the media environment influences how rhetorical strategies affect threat legitimation, acting as a conditional variable. Therefore I trace the threat narratives in six episodes in the history of United States foreign policy. Through process tracing, I highlight how rhetorical resources and strategies changed the public debates and level of consent about a threat, and how the media environment influenced these rhetorical strategies.

Texte intégralThis thesis sets out to explain the causes and consequences of American mass media silence on the subject of civilian death in Iraq in the 2003-2012 war. The thesis finds the principal causes of silence to be: The embedding program, the need for fast, marketable, American-sourced "officialdom", the cultural-political shift to the right after 9/11 and the rise of Fox News, the takeover of advertising interests in media executive management, and various psychological causes including group diffusion of responsibility. The thesis finds the principal consequence of media silence to be dehumanization through omission, effecting widespread American public ignorance (and consequent apathy) of civilian death in Iraq. The concept dehumanization through omission is introduced in this thesis as a variant of traditional dehumanization that can be either intentional or naturally occurring. In this particular variant, the absence of like-identification across ingroups and outgroups, the absence of socially supportive affiliates interested in forming a humanizing counter-narrative, the denial of and disinterest regarding ingroup sin, the denial of event importance, the denial of individual agency, occasional overt dehumanization, sustained infrahumanization, and finally the assumption on the part of the American people that their media was vigilant against civilian death paired with that media's actual and complete absence of vigilance against death and against the delegitimizing and prevailing war narrative, form a dehumanization that is softer, quieter, and more elusive than overt propaganda, but which in all likelihood is just as fatal to those who suffer its consequences.

This dissertation argues that the mass media have played a critical but misunderstood role in the variety of national political responses to economic globalization around the world since the 1960s. More specifically, quantitative as well as qualitative methods across three article-length studies demonstrate how mass media have played a variety of anti-democratic roles in the domestic politics of economic globalization since the 1960s, in ways which have gone largely unnoticed by political scientists. The first article, "Mass Media and the Domestic Politics of Economic Globalization," argues that the mass media make welfare spending less responsive to domestic groups harmed by economic globalization. Statistical tests on state-level economic data as well as individual-level survey data are found to be consistent with this theory. The second article, "Media Ownership and the Social Construction of Economic Globalization," argues that the response of mass publics toward the global economic exposure of their country varies according to the degree of foreign ownership in the national media market. Statistical analysis of state-level media ownership data and aggregate public opinion data, combined with qualitative analyses of newspaper con- tent, provides mixed evidence for the theory. The third article, "Why are the Most Trade-Open Countries More Likely to Repress the Media?" argues that different components of economic globalization exert contradictory pressures on state-media relations. Statistical analysis of economic data and media freedom data combined with process-tracing in Argentina and Mexico pro- vide evidence for the theory.

This thesis is about how human rights issues were mediated by the American media, and as a consequence, influenced U.S-China relations at the end of the Cold War. Focusing my research on the news framing by some American news outlets of the 1989 Tiananmen enabled me to observe and understand their role. "Framing" suggests a strategy of news reporting. In some ways, it facilitates our recognizing the ideological lens through which Americans perceived China affairs. I conceptualize their ideological bent as an imagination of a "special relationship" between America and China. My thesis consists of three sections. The first two sections concern the American media coverage of the protests at Tiananmen and the military crackdown on June 4th. The news coverage consistently characterized the Tiananmen protest as a democratic movement intelligible to the informed public in the U.S. As a consequence, this news framing raised the American public's expectations for the protesters. When disillusioned, they turned hope into anger, which was then expressed in Congress in wake of the Tiananmen massacre. Thus, the final section addresses how the Congressional leaders' arguments corresponded with news framing of the Tiananmen protest. My thesis concludes with a reflection over the moral dilemma of liberalism in U.S. China policy and analyzes its implications for both publics in both countries in the future.

This dissertation examines the international scenario characterized by new technological revolution and the global media in light with the Media Diplomacy. Based on the analysis of the context of the Information Society, it is discussed the role of the largest global networks communications in the way they are used as an instrument of control, embarrassment, intervention and negotiation in the international scenario. Foremost, there is also a discussion about international communication within the External Relations during the administration of President Lula da Silva (2003-2010), analyzing the composition of the Communication Secretariat of the Presidency (Secom/PR/PR) and its relation to the departments of the Ministry of External Relations (MRE/Itamaraty) and how politics impacted international communication strategies in Foreign Policy. For this, we used official documentary sources of the federal Government, especially available on the balance report for Foreign Policy (2003-2010), the analytical report produced by the Company's News (CDN), the report of Nation Brands Index, as well as articles of Foreign Policy, speeches, interviews, photos and events, press releases and press releases produced by MRE/Itamaraty through the "Review of Foreign Policy in Brazil." Therefore, given the data collected, it was observed that Lula da Silva used the tool of presidential diplomacy (media diplomacy) to promote the image of Brazil abroad.
Este trabalho parte de uma reflexão sobre o cenário internacional marcado pela revolução tecnológica e pelos meios de comunicação globais para um debate sobre o conceito e a prática da Diplomacia Midiática (Media Diplomacy). A análise do contexto da Sociedade de Informação possibilita discutir o papel das grandes redes de comunicação global como instrumentos de controle, constrangimento, intervenção e negociação no cenário internacional. Discute-se, ainda, a comunicação internacional no âmbito das relações exteriores durante o período de governo do presidente Lula da Silva (2003-2010), tendo como objetos a composição da Secretaria de Comunicação da Presidência da República (Secom/PR), a relação desta com os departamentos do Ministério das Relações Exteriores (MRE/Itamaraty), e o modo como a política de comunicação internacional impactou nas estratégias de política externa. Para isso, foram utilizadas fontes documentais oficiais da administração federal, em especial as disponíveis no Relatório do Balanço de Política Externa (2003-2010), no Relatório analítico produzido pela Companhia da Notícia (CDN), no relatório do Nation Brands Index, além de artigos de Política Externa, discursos, entrevistas, imagens de eventos, notas à imprensa e Press Releases produzidos pelo MRE/Itamaraty através da Resenha de Política Exterior do Brasil. Assim, tendo em vista os dados coletados, observou-se que o governo Lula da Silva se utilizou dos recursos de diplomacia midiática ao promover a imagem do Brasil no exterior.
