In the modern theories in the science of International Relations, the traditional pillar of the school of Realism that considered the state as the only actor in the international scene, actor who took every decision in a monolithic and rational way, taking into consideration only the national interest, has now been rejected. The metaphor of the "black box", indicative of this monolithic way of operation and the rejection of every non-state, but also intra-state and out-of-state actor, even if it was valid once, has definitely been weakened by the events of the post-cold war era, and especially with the advent of globalization. New parameters have been inserted in the process of foreign policy formulation and politicians (and all those responsible for a country‘s foreign policy) have to take them into consideration.

From November 26 to 29, 2008, ten heavily armed members of Lashkar-e-Taiba (LeT), a Kashmiri separatist group, attacked several public sites in Mumbai, India, with automatic weapons and grenades, killing 164 people and wounding three hundred. This was one of the first known instances of terrorists employing powerful search algorithms such as Twitter's or the link analysis used in Google's PageRank system, which allowed LeT members to access information from massive data pools in real-time. During the attacks, an LeT operations center based in Pakistan communicated with the terrorists via sattelite and GSM phones to provide them with open-source intelligence. From the operations center, LeT members data mined the Internet and social media, tapping into the power of Big Data to provide the attackers with an intelligence advantage over Indian law enforcement agencies. The attackers were thereby kept up to date on the status of the Indian government's response and even received personal profiles of the hostages they took in the Taj Mahal Palace hotel.

We live in an interconnected, hyper-mediated world. A plethora of communications surrounds our everyday lives and polities, whilst new media and technologies have brought forth possibilities for, and ways of, communicating across space and time. Long-distance communication and travelling, the accelerated flow of information, ideas, images and sounds across national and other frontiers, the construction of multinational urban centres and global media corporations, the live broadcasting and commercialisation of major events and crises, the expansion of global advertising, spin and political marketing, and the advent of the Internet, have modified and complicated the reality of national, international and transnational relationships. This very collection of essays was made possible via the Internet to connect the Editors, based in different locations and while they were travelling. This is now the norm. Slightly more unusually, yet underlining the growing potential of this area, a workshop held at the University of St Andrews in November 2006 brought some of the contributors together both physically and virtually through the medium of Skype. Physical presence has long not been necessary in order to communicate, influence, or indeed, coerce.

AbstractEach year the prevalence of digitized information becomes more entrenched, not least with the amount of activity on social media. Yet, new media studies pose a number of challenges to international relations scholarship, which are only beginning to be addressed. With some exceptions IR scholars who conduct this research tend to rely on traditional qualitative methods and have been hesitant to embrace interdisciplinary collaboration—especially with those disciplines outside of the social sciences—as well as methodological pluralism across interpretive and quantitative approaches within the social sciences. This tendency shows a general lack of understanding of what new/social media might mean, not only as a source of and tool for generating information but also as a structural factor in how we conduct IR research and practice international relations. In this way, social media can provoke IR scholars to ask questions about their own discipline. This article aims to address these challenges and to provide suggestions on how to bring structural aspects of new media into IR research. In particular, it incorporates ideas centered on the shifting media ecology as fundamental to examining these structural challenges in terms of practicing international relations and in the visual turn in IR.

The increasing intensity of international relations and globalization has spurred interests in local events of not only domestic audience but also foreign audience. Some events have become the interest of the public in other countries that the foreign media publish news about the events. The media cover events in a foreign country because the events will influence the government’s foreign policy toward that country. Presidential election leads to the replacement of a country’s leader. Meanwhile, a country’s international relations and foreign policy are influenced by decision making individual such as state and government leader. Personalities, perceptions, activities, and leadership style of the leader influence foreign policy of a country, therefore different leader will make different foreign policy. Indonesian presidential election is covered by foreign media particularly those in countries with good relations with Indonesia. Some Americans pay attention to Indonesian presidential election because it will affect the two countries’ bilateral relation. The New York Times, the most referred print and digital media by American foreign policy makers, also covered the election. Covering the two presidential candidates’ background, the New York Times encouraged the American government to cooperate fully with whoever would be elected, and continue good relation with Indonesia.Key words: foreign media coverage, foreign policy, Indonesia presidential election

Nowadays, the use of social media has grown worldwide, and this has resulted in increased influence on international relations. Other researches show that this form of communication is increasing, so the research goal is to determine the extent of social media impact on the development of international relations in the Western Balkan Countries. To achieve the results, it was conducted an online survey with experts and representatives of institutions, and through the questionnaire was evaluated the use of social networks, the effects of use, transparency and reliability. The collected data were analyzed carefully, and came to the conclusion that; respondents highly assess the impact of social media on international relations development in Western Balkan countries. The social media have achieved higher effect, also without the influence of international policy leaders, in some areas such as transparency.

One of the research topics which intrigues researchers in the subject areas of applied linguistics, international relations and politics is political discourse and the way it is perceived and represented in the media. Researchers have analysed and interpreted the political and international relations discourse of various politicians and diplomats in different countries. By the same token, Iran, as a country with an influence on the political issues of the Middle East and a role in international dynamics and trends, has devoted a plethora of research to itself where researchers have examined and critiqued the international and foreign policies of Iran in various periods of time, in relation to various countries and in connection with various political and international events and situations. However, a search carried out by the present researcher showed that there are not many publications on how the British mass media, newspapers in particular, perceive and represent the Iranian government’s international relations discourse. To address this lacuna, a corpus of news stories and reports extracted from two renowned British newspapers, the Guardian and Daily Mail, was analysed by adopting a double hermeneutic content analysis approach. The results suggest that the two newspapers, in spite of being famous for having polar political views, seem to have similar perceptions and representations of the above discourse. The study also provides directions for further research in other contexts.

The objective of the article is to show the algorithm of international relations geoinformation mapping. During the mapping we can mine unknown or hidden knowledge which can be understood from the spatial database and improve the ability of interpreting data. The algorithm of mapping can be divided into five phases described as follows: investigation of potential map user’s demands, spatial data analysis and selection (accuracy, consistency, fullness); scale, map projections and map composition choice (main meridian, map frame, map distortions), spatial data preprocessing (metadata description, data normalization, data generalization, data quality control, error detection, anomalies, duplication and noise detection, correction of errors, data deduplication), data mining (creation of classifications, cluster and factor analysis, decision trees, neural networks, self-organizing maps, association rules, quality assessment), map creation, knowledge representation and evaluation. The article arranges experience of international relations geoinformation mapping. The international relations maps of Ukraine potential users (state and region management, educational, cultural, advocacy, international marketing and advertising, media business), subjects (substance, energy and information flows) and indicators arrays are proposed. Main subjects of maps can be described as follows: military-political, economicpolitical, socio-political and ideological relations; migrations and refugees, international tourism, export and import of goods and services, information flows (flows of culture elements, artifacts and tangible cultural monuments, scientific knowledge, ideas, technologies, traditions, beliefs, ideology, etc.), transport and business infrastructure. The requirements for spatial data sources for international relations geoinformation mapping are defined. The algorithm of international relations static and interactive maps creation and analysis are founded. The flow chart of Ukraine international relations geoinformation mapping algorithm is presented.

This article considers such connections, in regard to both governmental and non-governmental agencies, referring in particular to the proliferation of highly influential non-governmental organisations in the region, as in the world at large. It treats the European Union handling of the December 2006 Fijian coup d'état and its aftermath as a case study in government-to-government relations, and it provides secondly a detailed case study on the operations of one outstanding example of a non-governmental organisation, the International Crisis Group.

This study focuses on media images of islamophobia as portrayed by Cable News Network (CNN) and its implications for international relations. The study employed qualitative methodology. Data was collected using key informant interviews, while documentary search was done using CNN current affairs videos. The study findings indicated that the media has the power to influence human perceptions towards stereotyping Islam as a terrorist organisation and conflating the Islamic religion and the Muslim culture with terrorism. The study also found out that islamophobia really has a relationship with how Muslims are represented in the media. The study recommends that media houses should have media ethics, laws and policies which force journalists to be more accountable and objective when reporting issues of religion, race and culture as a way of eliminating offensive communication and religious intolerance.

Waste management has posed a lot of threats to both humanity and the stability of the natural environment. This study specifically investigated whether public relations’ media enlightenment campaign has any significant influence on waste management and also studied whether public relations’ community participation has any significant influence on waste management. The population of the study consists of residents of Enugu metropolis. Survey method was adopted for the study, and the sample size of 384 residents were determined using Cochran’s method. Cronbach’s Alpha was used to determine the reliability of 0.980. Using the convenience sampling technique, the questionnaires were distributed to 384 residents, and 295 of them were duly filled and validated. Using simple linear regression for data analysis, the findings revealed that public relations’ media public enlightenment campaign strategy has a significant influence on waste management (r = 0.933; t = 76.736; F = 5888.365; p < 0.05). Similarly, it was revealed that public relations’ community participation strategy has a significant influence on waste management (r = 0.930; t = 76.280; F = 5667.029; p < 0.05). Ergo, there is a need to improve on media public enlightenment campaign strategy towards educating and encouraging waste management behavior among residents through an adequate traditional and social media awareness campaign. Also, residents should be encouraged to participate actively and meaningfully in environmental waste management issues in Enugu metropolis. The implication is that residents will be more conscious of managing their wastes effectively as a result of adequate information gathering from the media and participation in waste management activities. The paper reports on some of the research results and achievements on international scientific projects: "Croatian media communication in a convergent environment" (Faculty of Graphic Arts, University of Zagreb, Zagreb, Croatia) and "Strategic Communication Management" (Alma Mater Europaea - EASA, Maribor, Slovenia). The aim of this research work is a paradigmatic presentation and publication of separately selected thematic media research paradigms in a systematic paradigmatic communication chain that affirms culture, media and public relations (Case study: "Media, Culture and Public Relations" (2012-2020)). The paper uses qualitative and quantitative paradigmatic ontological, epistemological, axiological, rhetorical and communication research methodology. Project paradigmatic research was conducted in the time limits from 2012 to 2020. The obtained research results and conducted communication analysis of the essence and form of media communication culture and public relations is a new paradigmatic scientific contribution to the culture of media communication and the advancement of the role and function of public relations in the new inclusive information society.

In general, the mass media has a specific tendency for reporting international coverage of the political events. In short, the media has a major role in the international political communication. Active involvement of the media have spawned the term “media diplomacy”, the mass media as a channel in a diplomatic mission of a state against another state. As “media diplomacy”, the mass media not only report diplomatic events, but also act as negosiator.Related to the media diplomacy that the media as one of the actors in the dynamic system of international relations. Indonesia’s position in the system of international relations greatly influenced the mass media actors.AbstrakDalam politik internasional, media massa bukan hanya sumber informasi politik, tetapi juga kerap menjadi pendorong terjadinya perubahan politik. Secara umum media massa memiliki kecenderungan--kecenderungan tertentu dalam melakukan liputan pada peristiwa politik internasional. Abstract A global approach has almost generalized over the last decades, suggesting that human security and, related to it – society security- are among the most important themes of contemporary international relations. The management of the Yugoslavian crisis, the terrorist attacks of September the 11th, 2001, as well as the debates over US and its allies’ military interventions in Kosovo, Afghanistan or Iraq, pointed out, on the one hand, that states are not prepared to deal with the cross-border threats of the 21st century alone, and, on the other hand, the fact that military interventions (the “hard” approach to security) do not always represent the optimum solution in managing international security. However, peace-building and security building (the ”soft” approach) are usually more discreet, do not attract attention, do not draw the media interest. In recent studies, the issue of “soft” power and “hard” power has been increasingly discussed. “Soft” power refers to the power derived mainly from cultural and imagological sources, exercising its influence more through persuasion or by attracting the weak one to a particular model rather than by coercion. ”Hard” power consists especially of military and economic means contributing to enforcing the will of one actor over another actor. These two forms of power do not exclude each other, but, on the contrary, combining “soft” with “hard” means facilitates greater efficiency in achieving the main goal.

The increased presence of Chinese media in Africa has been a topic of much debate in recent years, and has given rise to a burgeoning research area. Seen as a platform upon which China can exert its ‘soft power’ in Africa as part of its outward-looking international relations policy, Chinese media has been considered instrumental in portraying a more positive picture of China among African audiences, partly in an attempt to support the expansion of Chinese economic activities on the continent. Critics have however questioned the influence that Chinese media practices may have on journalistic value systems and press freedom on the continent. These criticisms assume that Chinese media may have a big impact on African media, although the empirical basis for such claims have often been lacking.

With globalization, corporations increasingly have to consider both domestic stakeholders and overseas stakeholders (i.e., international publics) in their corporate social responsibility (CSR) practice. Digitalization empowers international publics to scrutinize and react to a (multinational) corporation’s CSR strategy, further affecting corporate outcomes of CSR practice. Drawing on the social media context and attribution theory, this study investigated international publics’ reactions to corporate disaster relief, an emerging type of mobile-enhanced CSR (i.e., mCSR) practice, in the United States and China by looking at individuals’ engagement with mobile social media during disasters, attribution of CSR motives, and level of CSR skepticism. Using structural equation modeling analysis, the survey data of randomly recruited Americans ( n = 816) and mainland Chinese ( n = 430) suggested that mobile social media engagement reinforces the values-, strategic-, and stakeholder-driven motives of mCSR in the United States and China. Egoistic-driven CSR motives elicited publics’ skepticism toward mCSR, while values- and stakeholder-driven motives inhibited skepticism in both countries. However, the effect of strategic-driven motives on skepticism was inconsistent internationally. Last, CSR skepticism triggered negative relational outcomes between the mCSR-performing corporation and various stakeholders in both countries. This study advances CSR and attribution theory and contributes to the practice of CSR, public relations, and international business in the social media and disaster response context.

In the fall of 2015, a great debate began taking shape internationally and in the United States over how to reconcile foreign-policy interests, national security concerns, and a response to a profound refugee crisis emerging in Europe as a result of the conflict in Syria. World leaders vacillated, demagogues pontificated, and social media memes employed bad historical analogies to shame fellow citizens into action. Despite the sudden urgency, the arguments blasting from twenty-four-hour news stations and ill-drawn cartoons depicting seventeenth-century pilgrims as forlorn refugees given safe harbor by Native Americans at Plymouth Rock did not represent a new line of thinking in the longer history of international migration management. The public is once again debating how to balance humanitarianism against fear, and which sentiment should play the greater role in governing the decision to admit new migrants. As the papers in this forum ably show, policies, procedures, and perspectives on migration have always had an international-relations component that can trump the local concerns that often dominate domestic debates.

Abstract This study aims to research mass media communication and multipolar relationships in public diplomacy by using announcement of China Air Defense Identification Zone (CADIZ) in November 2013 as a case. Based on importance of mass mediated public diplomacy, to examine wording and message structure, language analysis program of semantic and ego network is applied. In addition, considering the environment of Korean media, newspapers from democratic and conservative are selected. The CADIZ issue takes place in Northeast Asian region but reactions and the relations of the USA are mainly dealt with. The USA is closely connected to China and Korea and has an important influence as a consultant in the given situation. Moreover, Korean media keep monitoring Japan’s response to refer Korea’s response strategy. Semantic and ego network seem to be powerful when analyzing international conflicts. This research shows that international relationship can be a significant asset to public diplomacy. In short, analyzing multipolar relations seems essential to understand construction of related countries and seek to solve diplomatic conflicts.

Addressing global climate change brings up a number of priority issues. The fundamental issue is the definition of the participants in this process and the scope of their competencies and areas of responsibility. Practice shows that modern global challenges, which include global climate change, cannot be solved individually and in a straightforward manner without the involvement of all stakeholders and the general public. The article discusses actions aimed at adapting and mitigating the consequences of global climate challenges carried out by states and their alliances (as traditional international actors) and corporations and media (as new international actors). It is shown that today state political decisions on the adaptation to and mitigation of the consequences of global climate change are associated, in particular, with the transition to a low-carbon economy. At the same time, specific and effective climate policies are also being implemented by international corporations. Global media implement their own climate initiatives from one side and shape international public opinion regarding the climate challenge from the other side. The author concludes that, despite the active presence of the theme of global climate change in international and national political discourse, as well as in media and in the social and economic projects of corporations, the general attempts to resolve the issue can’t be considered as a well coordinated, and the results are not efficient enough.

The concept of soft power has been highly influential in recent years, both as a concept to inform understanding of the cultural dimensions of international relations and as providing a practical guide to state investment in the international expansion of both news and entertainment media. One of the places where it has been most influential has been China, where is has been used to support the international expansion of China Central Television and the growth of Chinese entertainment media conglomerates. It is argued in this article, however, that the concept rests upon a weak understanding of the cultural dimensions of power and upon the transmission model of communication. As a result, there has tended to be a distributional bias in investing in cultural diplomacy and relatively little attention has been given to how audiences actually engage with international media content. Applied to the Chinese case, it is argued that support for entertainment media is more likely to support the aspirations of the Chinese government than news media, although news is likely to be prioritized for political reasons. At a more conceptual level, discussion of national soft power strategies and their relation to global media points to the need for new approaches in global media and communication studies, that could be termed post-globalization, that can address strengths and weaknesses in both critical political economy and media globalization approaches, and recognize the continuing centrality of nation states to the structuring of global media flows across territorial boundaries.

The security community concept generally inhabits a rather small niche in the study of International Relations, as the logic of community fundamentally challenges the prevailing logic of anarchy. In this article, it is argued both on ontological and theoretical grounds that the concept’s intellectual heritage and depth transcends the boundaries of existing theories. In this sense, the concept of security community serves as a via media by linking different strands of International Relations theory together and by bridging various theoretical gaps. This argument will be developed in two steps. Firstly, it will be shown that the security community framework developed by Karl W Deutsch is deeply rooted in International Political Theory without belonging to one particular branch. By locating the concept in International Political Theory, an exercise that has been neglected by the security community literature; it will be secondly demonstrated that the concept of security community takes the middle ground between specific strands of International Relations theory, as these strands are ultimately based on concepts of moral philosophy.
