Despite imperfections, the Dutch framework for investment screening could function as a model for more proportionate and clearer investment screening rules. From a procedural perspective, the Dutch framework illustrates that it is possible to establish objective thresholds in order to more specifically target certain companies or categories of companies. Substantively, the Dutch framework shows that the general test of ‘security’ can be narrowed down to more specific substantive criteria. In turn, these differing interpretations had a significant influence on each country's understanding of the Korean War. Résumé :
AbstractThis chapter delves into the Dutch hydrogen strategy, examining the Netherlands’ starting position, its national hydrogen strategy, policy initiatives and the international approach adopted by the Dutch government in the low-carbon hydrogen economy. The Dutch Climate Agreement of 2019 identified low-carbon hydrogen as a key part of the carbon reduction strategy, especially in hard-to-abate sectors. The Netherlands is well-placed to make a substantial contribution to Europe’s low-carbon hydrogen market leveraging its current role as a European energy hub, substantial chemical cluster, strategic North Sea location, offshore wind potential, and existing gas and oil infrastructure. To bolster investment security and scale up the low-carbon hydrogen market by 2030, the Dutch government has opted for a blend of obligations and subsidies. The Dutch government favours hydrogen production through electrolysis from renewable energy, while concurrently allowing for the utilization of hydrogen produced from natural gas with Carbon Capture and Storage (CCS) technology where applicable. Internationally, the Netherlands aims to position itself as the central hub for hydrogen in Northwest Europe. This involves linking Dutch domestic production at the North Sea and international exporters with users in industrial clusters across Northwest Europe.

Résumé :
Abstract Thischapterreviewsthecontroversialdiscussion on the start of the Anthropocene claiming that this change in Earth history coincided with the emergence of a new international order. During the Cold Warthis liberalorder contributed to the collapseof theSovietUnion, and the intensification of globalisation resulted in a rapid increase in GHG emissions. The collapseof the Europeansecurityorder (2022) upgraded Hobbesian geopolitics and may postpone the realisation of a climate-neutral society and economy. During the first phase of the Anthropocene (bipolarity in the Cold War) the security discourse clearly dominated. In the second phase, since the end of the Cold War (unipolarity, 1990–2022), the planetary ecological debate emerged within new forms of “governance without government” extending beyond national sovereignty. During the third phase of increased uncertainty since 24 February 2022, both discourses coexist, while in policymaking the Hobbesian logic on national sovereignty clearly dominates, and the Anthropocene narrative has been downgraded. Within the three phases of international order since 1945 the Anthropocene has not yet affected the definitions of concepts of Politik. It has been addressed in ten edited collections in Political Science and in a few monographs, without a consensus on its relevance, definitions and purpose. During the Anthropocene the creation of a new planetary environmental order to counter global environmental and climate change has not yet emerged to prevent a “hothouse Earth” and to counter possible geopolitical tipping points resulting from chaotic interactions in the Earth system.

Résumé :
AbstractThis chapter explains the development of international and European law from a gender perspective and describes how the process from a gender-neutral to a gender-sensitive approach was developed.Since 1945 and the adoption of the UN Charter, the idea of achieving greater gender equality was merged into many international documents, including the first catalog of women’s rights—Convention on the Elimination of all Forms of Discrimination against Women. Many principal and subsidiary bodies were established, contributing to the elimination of gender discrimination and to awareness-raising on some critical issues which were an impediment to achieving gender equality. Twenty years ago, UN Security Council Resolution 1325 was adopted, due to a global effort to establish a platform as a foundation to national and international policies to ensure greater protection of women and girls, during and after, armed conflicts. International Humanitarian Law, enshrined in the Geneva Conventions, also has rules that specifically seek to protect women during armed conflicts. Also, International Criminal Law has been developed to recognize extreme forms of sexual violence as international crimes. On the European level, under the auspices of the Council of Europe, several international conventions were adopted to achieve gender equality. One of the main instruments, the European Convention on Human Rights, provides broad protection from discrimination based on gender, established in a comprehensive jurisprudence of the European Court of Human Rights. The EU has a set of primary and secondary sources on anti-discrimination, which provides comprehensive protection from gender discrimination and serves as an inspiring model to States candidates and other European countries.
