In this article, I build on Grannis' (1998) analysis and examine the entire metropolitan regions of the three most populous U.S. Primary Metropolitan Statistical Areas (PMSAs). I find that t‐communities, communities defined by their internal access via pedestrian streets, powerfully account for the racial patterning of households in all three metropolitan areas. Racial variation occurs between t‐communities not within them, even when both distances between block groups or, in the case of households with children, racial variation between elementary schools is accounted for. While Grannis (1998) examined how similar t‐communities connected by pedestrian streets were to each other, this study examines how internally homogeneous t‐communities themselves are. Further, this study's analysis of households with children finds that they have settled in such a way as to assure a racially homogeneous t‐community more than a racially homogeneous school. By analyzing the entire metropolitan areas of PMSAs in different regions, this study also discovered very large t‐communities, hundreds of times larger than a typical t‐community, in which pedestrian streets no longer have an important influence.

This paper provides a snapshot of the key findings of an Organisation for Economic Co-operation and Development (OECD) review of flood risk prevention policies in the Paris metropolitan area. With an innovative flood risk assessment, the study shows that a major flooding of the Seine River, similar to the flood disaster of 1910, could affect up to 5 million residents in the greater Paris area and cause up to 30 billion (109) euros worth of damage. Economic growth, jobs and public finances could also be significantly affected at the national level. The OECD Review on Flood Risk Management of the Seine River – commissioned by the basin organisation Seine Grands Lacs with the French Ministry of Ecology and Île-de-France regional council – recommends raising risk awareness among citizens and businesses, and improving the resilience of the metropolitan area to flood risks. Recent floods in Europe and New York City's Hurricane Sandy disaster in 2012 illustrated the vulnerability of today's ever-denser cities to flooding and the need to adapt critical infrastructure systems to be able to cope with extreme weather events. The OECD review suggests ways to minimise the risks and better prepare the Île-de-France region. It notes that proposed projects to develop and expand the city's transport and logistics networks offer an opportunity to put some of its suggestions into practice.

The stakeholder network in a building project can influence the process of adopting sustainable building practice. Complexity of construction projects calls for integrated modes of collaboration, while the excess inertia among stakeholders resulted in sluggish adoption of sustainable design and technologies. This study examined buildings that both had and had not adopted Leadership in Energy and Environmental Design and/or ENERGY STAR in the New York metropolitan area, built, or went through major renovation between 1998 and 2013. Secondary datasets from multiple sources, including a private building database company, US Green Building Council, and the US Environmental Protection Agency, were combined based on building address and used for analysis. Stakeholders involved in those projects were retrospectively identified to understand the diffusion of innovation. The analysis included a total of 205 projects and 273 organizations. Findings suggest that having an architect who had worked on ENERGY STAR project(s) increased the likelihood of adopting ENERGY STAR. However, stakeholders' previous work collaboration was not associated with the adoption of sustainable programs. The method of utilizing multiple secondary datasets was tested to contribute to the methodology of building research by enabling the accumulation of knowledge.

This paper presents the results of a study by the Center for Migration Studies (CMS) on potential beneficiaries of the DREAM Act of 2017 (the “DREAM Act” or “Act”). The study reveals a long-term, highly productive population, with deep ties to the United States. In particular, it finds that: • More than 2.2 million US residents would qualify for conditional residence under the DREAM Act. • An additional 929,000 — who are now age 18 and over — arrived when they were under 18, but have not graduated from high school and are not enrolled in school and, thus, would not currently qualify for status under the Act. • The DREAM Act-eligible can be found in large numbers (5,000 or more) in 41 states and more than 30 counties, metropolitan areas, and cities. • Potential DREAM Act recipients have lived in the United States for an average of 14 years. • Sixty-five percent (age 16 and above) participate in the labor force, with far higher rates in Wisconsin, Massachusetts, Utah, Arkansas, Illinois, Tennessee, and Oregon. • This population works heavily in sales and related occupations; food preparation and serving; construction and extracting; office and administrative support; production; transportation and material moving; and building/grounds cleaning and maintenance. • Many of the DREAM Act-eligible are highly skilled and credentialed. • 70,500 are self-employed. • Eighty-eight percent speaks English exclusively, very well, or well. • 392,500 have US-citizen children, and more than 100,000 are married to a US citizen or lawful permanent resident. • Twenty-nine percent has attended college or received a college degree. • The DREAM Act-eligible include 50,700 Temporary Protected Status (TPS) recipients from El Salvador, Haiti, and Honduras, 45 percent of whom live in the Miami metro area, Los Angeles County, the Washington, DC area, Houston, New York City, the San Francisco metro area, and the City of Dallas. The study also underscores the immense investment — $150 billion — that states and localities have already made in educating these young Americans. It argues that over time and with a path to citizenship the return on this investment will increase by virtually every indicia of integration — education levels, employment rates, self-employment numbers, US family members, and English language proficiency.

Maryknoll, the Catholic Foreign Mission Society of America, holds its General Chapter, or assembly, every six years. This is a gathering of leaders and delegates, representing Maryknoll Missioners from around the world, to reflect on the affairs and concerns of the society. The General Chapter provides a prime occasion for reflecting on missional principles and reassessing priorities. In preparation for the most recent chapter, held in late 1984, Father William B. Frazier, M.M., Professor of Systematic Theology at Maryknoll School of Theology, Maryknoll, New York, prepared a painstaking and comprehensive study entitled “Mission Theology Revisited.” Although this was prepared as an “in-house” document to help fellow Maryknollers clarify their thinking about fundamental issues Maryknoll has been confronting in recent years, the society and Father Frazier have kindly agreed to share the study with the readers of the International Bulletin. Two decades ago Frazier captured the attention of missiologists when, in the aftermath of Vatican Council II, he published “Guidelines for a New Theology of Mission” (Worldmission 18, No. 4, Winter 1967–68; reprinted in Gerald H. Anderson and Thomas F. Stransky, eds., Mission Trends No. 1 [1974]). In the current study, he analyzes the tension—and the implications far mission theory and practice—between those missioners who retain a more or less traditional focus on the evangelization of persons and those who wish to emphasize the “evangelization” of societal institutions and systemic structures. Although lengthy and at times occupied with developments particular to Maryknoll, Frazier's study, we believe, makes a major contribution toward explicating the current missiological debate and ferment. Few, if any, of today's mission agencies—Protestant or Catholic—can hope to remain aloof from the dynamics of the issues he discusses. Testimony to the seriousness of the situation and the debate is found in the reflections of three mission leaders invited by the editors to respond to Father Frazier's study. Their responses appear following Frazier's article below.

One form of early mathematical recognition is to introduce the concept of geometric shapes. Geometry is an important scientific discipline for present and future life by developing various ways that fit 21st century skills. This study aims to overcome the problem of early mathematical recognition of early childhood on geometry, especially how to recognize geometric forms based on computer learning. A total of 24 children aged 4-5 years in kindergarten has to carrying out 2 research cycles with a total of 5 meetings. Treatment activities in each learning cycle include mentioning, grouping and imitating geometric shapes. There were only 7 children who were able to recognize the geometric shapes in the pre-research cycle (29.2%). An increase in the number of children who are able to do activities well in each research cycle includes: 1) The activities mentioned in the first cycle and 75% in the second cycle; 2) Classifying activities in the first cycle were 37.5% and 75% in the second cycle; 3) Imitation activities in the first cycle 54.2% and 79.2% in the second cycle. The results of data acquisition show that computer learning application can improve the ability to recognize geometric shapes, this is because computer learning provides software that has activities to recognize geometric shapes with the animation and visuals displayed. The Long-Term Ecological Research (LTER) program has made me a more effective scientist because I have had to learn about disciplines that are very distant from my own, and it has helped me see the relevance of my own interests in the context of rapidly changing systems in which human agency is inescapable. Being a part of the Baltimore Ecosystem Study (BES) site has extended my educational activities to primary and secondary school situations. It has been both an eye opener and personally very rewarding to interact in city classrooms and after-school programs. I have found myself in demand as a public speaker as a result of serving as leader of one of the two urban LTER programs. My communication skills and strategies have been greatly improved as a result. Collaboration has taught me to listen more effectively and to emphasize dialogue rather than exposition. Multidisciplinary urban field trips are powerful tools for joint research and for communication with people in the community. My role in the LTER network has been as principal investigator of the BES site from its inception in 1997. Before involvement in the LTER program, I conducted urban ecological research in metropolitan New York. My interests beyond urban studies include vegetation dynamics, natural disturbance, and landscape ecology. At the time that my involvement in the LTER program began, I became part of a multidisciplinary and international team conducting a 10-year study of the linkages between rivers and upland savannas in Kruger National Park, South Africa. In the LTER network, I have been a member of the committee on scientific initiatives and the Science Council. I have also contributed to cross-site integration through workshops at the LTER network’s triennial All Scientists Meetings and to cross-site activities such as comparison of disturbance across the network (Peters et al. 2011). I hold a BS and a PhD in botany, specializing in plant ecology. I am currently Distinguished Senior Scientist at the Cary Institute for Ecosystem Studies, a flexible position that has allowed me to explore the cross-disciplinary and synthetic approaches required to lead an urban LTER program.

The effects of plug-in hybrid vehicles in New York City could be substantial to the city’s efforts to achieve future climate change goals and environmental initiatives. This study focuses on these effects as they correlate to the energy supply system, transportation network, and air quality control. To accomplish this analysis a variety of techniques were used to model the transportation and electric networks around New York City. The transportation system is modeled through close manipulation of U.S Census Data collected in 2000 and 2003 in which citizens were asked questions pertaining to their daily journeys to work. The power grid for the Northeast Power Coordinating Council (NPCC) is modeled using a MATLAB program entitled MATPOWER developed by professors and students at Cornell University. By incorporating real-time load datum, this program has the capability of rendering accurate depictions of changes in power plant loads, emissions, and costs. In addition, the program will distinguish the type of energy used on the margin and locate the geographic region of that energy source. With this capability, the focus of this study surrounded three main objectives: to estimate market growth of PHEVs in the New York metropolitan area, investigate how fuel used to generate power changes with increase in demand, and to analyze the effects on emissions from cars and power plants. Initial analysis indicates that the introduction of plug-in hybrid electric vehicles into the New York City commuter fleet will have a net positive effect on reducing both total emissions and localized emissions around the city’s transportation infrastructure. At an ambitious rate of 20% PHEV penetration, New York could save nearly 625,000 gallons of gasoline per day. This is equivalent to 33,000 barrels of oil. At the current gasoline prices in New York State of $2.087 per gallon, this is a daily savings of $1.3 million dollars per day. In addition, at this penetration the PHEV’s would displace over 29,000 metric tonnes of net carbon dioxide per day.
