Objectives. To empirically evaluate the relationship between presence of a state or federal prison and COVID-19 case and death counts. Methods. We merged data on locations of federal and state prisons and of local and county jails with daily case and death counts in the United States. We used a selection-on-observables design to estimate the correlation between prisons and COVID-19 spread, controlling for known correlates of COVID-19. Results. We found empirical evidence that the presence and capacities of prisons are strong correlates of county-level COVID-19 case counts. The presence of a state or federal prison in a county corresponded with a 9% increase in the COVID-19 case count during the first wave of the pandemic, ending July 1, 2020. Conclusions. Our results suggest that the public health implications of these facilities extend beyond the health of employees and incarcerated individuals, and policymakers should explicitly consider the public health concerns posed by these facilities when developing pandemic-response policy.

Low-density exurban landscapes threaten ecosystems and pose challenges for urban and regional planning, especially in nations with relatively weak rural land use regulation like the United States. Growth management efforts in such areas have generally been difficult due to strong pro-development forces and cultures of landowner rights. This article explores the political ecology of planning in one such exurban place, El Dorado County in the Sierra Nevada foothills east of Sacramento, California. Through review of historical documents, news articles, over a dozen interviews with knowledgeable local actors, and GIS analysis of growth patterns, we discuss how a demobilization of local planning develops through dynamics of power, fear, distrust, and antagonism. We explore some possible strategies for developing stronger local planning mechanisms, including more collaborative planning, better articulation of alternative growth models, and strengthened state and regional planning frameworks.Keywords: Exurbia, political ecology, urban planning, landscape, cultural geography, California.

Abstract The Crittenden County fault zone (CCFZ) is a potentially active fault zone located within 25 km of Memphis, Tennessee, and poses a significant seismic hazard to the region. Previous research has associated the fault zone with basement faults of the eastern Reelfoot rift margin (ERRM) and described it as a northeast-striking, northwest-dipping reverse fault. However, we suggest that there is an incomplete understanding of the fault geometry of the CCFZ and the ERRM in this region due to significant gaps in seismic reflection profiles used to interpret the fault systems. To improve our understanding of the structure of both fault systems in this region, we apply two processing techniques to gridded aeromagnetic data. We use the horizontal gradient method on reduction-to-pole magnetic data to detect magnetic contacts associated with faults as this technique produces shaper gradients at magnetic contacts than other edge detection methods. For depth to basement estimations, we use the analytic signal as the method does not require knowledge of the remnant magnetization of the source body. We suggest that the CCFZ extends approximately 16 km farther to the southwest than previously mapped and may be composed of three independent faults as opposed to a continuous structure. To the northeast, we interpreted two possible faults associated with the ERRM that intersect the CCFZ, one of which has been previously mapped as the Meeman–Shelby fault. If the CCFZ and the eastern rift margin are composed of isolated fault segments, the maximum magnitude earthquake that each fault segment may generate is reduced, thereby, lowering the existing seismic hazard both fault systems pose to Memphis, Tennessee.

Increasing electric vehicle (EV) shares and fuel economy pose challenges to a fuel tax-based transportation funding scheme. This paper evaluates such fuel tax revenue impacts using Virginia as a case study. First, a bivariate count model is developed using vehicle registration data in 132 counties from 2012 to 2016. Model results indicate strong correlation between presence of battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs) on a county basis. Counties with higher percent of males are associated with higher BEV (but not PHEV) counts. In contrast, higher average commute time is predicted to increase the number of PHEVs in each county, but not BEVs. Greater population density, population over 65, population with graduate degrees, and household size are found to increase PHEV and BEV counts, whereas more households with children is associated with fewer EVs. The analysis forecasts 0.6–10% statewide EV adoption by 2025, with an adoption rate of 2.4% in the most likely scenario. Nine scenarios, combining different predictions of EV adoption and fuel economy improvement, project 2025 statewide fuel tax revenue to decrease by 5–19%, relative to 2016 receipts. Furthermore, model results suggest that, on average, a light-duty vehicle in a rural area will pay 28% more in fuel taxes than its urban counterpart by 2025. The framework proposed here provides a reference for other regions to conduct similar analysis using public agency data in the vehicle electrification era.

Taking as its basis Nancy's essay ‘Why Are There Several Arts And Not Just One?’, this paper makes a case for understanding games as constituting art works bearing a specifically ludic form. It draws on aesthetic theory and philosophy – particularly Kant, Heidegger, Gadamer, and Nancy – in order to theorise the particular aesthetic potential inherent to this form, and the challenges it poses to existing concepts of art and aesthetic engagement. The paper will argue that the player's relation to a game, in contrast to the aesthetic relation as theorised in post-Kantian aesthetics, invokes an active, purposive disposition – and, moreover, that it is this active, purposive disposition itself that is brought forth into presentation by the ludic work. The conclusion reached is that the ludic aesthetic work establishes a gameworld as a sphere of existential praxis for the player, within which she lives a being-in-the-gameworld, which, in being inscribed into the unity of the game as an object distinct from the player, is itself externalised as an object of her aesthetic contemplation.

Engaging some of the questions opened by Ranjan Ghosh's and J. Hillis Miller's book Thinking Literature Across Continents (2016), this essay begins by returning to Aijaz Ahmad's earlier invocation of World Literature as a project that, like the proletariat itself, must stand in an antithetical relation to the capitalism that produced it. It asks: is there an essential link between a certain idea of literature and a figure of the world? If we try to broach this link through Derrida's enigmatic and repeated reflections on the secret – a secret ‘shared’ by both literature and democracy – how would we grasp Derrida's insistence on the ‘Latinity’ of literature? The groundlessness of reading that we confront most vividly in our encounter with fictional texts is both intensified, and in a way, clarified, by new readings and questions posed by the emergence of new reading publics. The essay contends that rather than being taught as representatives of national literatures, literary texts in ‘World Literature’ courses should be read as sites where serious historical and political debates are staged – debates which, while being local, are the bearers of universal significance. Such readings can only take place if World Literature strengthens its connections with the disciplines Miller calls, in the book, Social Studies. Paying particular attention to the Hindi writer Premchand's last story ‘Kafan’, and a brief section from the Sanskrit text the Natyashastra, it argues that struggles over representation, over the staging of minoritised figures, are integral to fiction and precede the thinking of modern democracy.

The objectives of this study were to quantify Salmonella counts on retail raw poultry meat in Vietnam and to phenotypically characterize (serovars and antibiotic resistance) the isolates. A total of 300 chicken carcasses were collected from two cities and two provinces in Vietnam. Salmonella counts on the samples were determined according to the most-probable-number (MPN) method of the U.S. Department of Agriculture, Food Safety and Inspection Service (USDA-FSIS). A total of 457 isolates were serotyped and tested for antibiotic susceptibility. Overall, 48.7% of chicken samples were Salmonella positive with a count of 2.0 log MPN per carcass. There were no significant differences (P > 0.05) in log MPN per carcass by the study variables (market type, storage condition, and chicken production system). There was a significant difference (P < 0.05) in Salmonella-positive prevalence by chicken production system. Among the 22 Salmonella serovars identified, Albany was the most frequent (34.1%), followed by Agona (15.5%) and Dabou (8.8%). Resistance to at least one antibiotic was common (i.e., 73.3%), with high resistance to tetracycline (59.1%) and ampicillin (41.6%). Resistance to three antibiotics was the most frequently found multidrug resistance profile (17.7%, n = 81); the profile that was resistant to the highest number of drugs was resistant to nine antibiotics (0.7%, n = 3). Only Salmonella Albany posed phenotypic resistance to ceftriaxone (a drug of choice to treat severe cases of salmonellosis). The data revealed that, whereas Salmonella prevalence on raw poultry was high (48.7%), counts were low, which suggests that the exposure risk to Salmonella is low. However, improper storage of raw chicken meat and cross-contamination may increase Salmonella cell counts and pose a greater risk for infection. These data may be helpful in developing risk assessment models and preventing the transmission of foodborne Salmonella from poultry to humans in Vietnam.

ABSTRACT Herpetofaunal Salmonella enterica serovars have not been fully examined in any U.S. region. Thirty-three Salmonella serovars were isolated from 156 samples from 34 species, all within Indiana County, Pennsylvania. Results suggest that herpetofaunas could potentially pose a threat to humans. Further understanding of Salmonella in herpetofaunas may prevent future human cases.

Abstract This chapter is devoted specifically to count data for three reasons: (i) they are common in ecological studies (e.g. clutch sizes, numbers of fledglings from a nest, numbers of seeds per pod...); (ii) they are simple to collect and are therefore often the data collected by students (e.g. numbers of beetles in a pitfall trap, number of pollinator visits to flowers...); and (iii) they pose numerous issues that linear models with their normal error structure cannot deal with. Two studies will be examined with the response variable being counts, starting with one that nearly fits the ideals of a Poisson distribution well, the other less so. Example 1 deals with fledgling numbers in relation to clutch initiation date. The data are on the northern cardinal bird, Cardinalis cardinalis, and were collected to test the hypothesis that birds that start their clutches later may suffer higher pre-fledging offspring mortality. Example 2 focuses on pollinator flower visits in Passiflora speciosa in relation to flower size.

AbstractNamibia is the most arid country in sub-Saharan Africa characterized by the existence of two deserts, the Namib and the Kalahari. However, though being arid, agriculture still plays a critical role in Namibia’s economy, which includes both crop and animal production. Furthermore, the country is endowed with vast marine resources, with its marine waters being equivalent to two-thirds of Namibia’s terrestrial environment. In the face of climate change and a growing population, there is a need for Namibia to continue with its climate smart efforts which is critical in shifting the country from its current dependency on imports thus increasing the country’s food self-sufficiency. This chapter highlights the threats posed by climate change, both on land and the marine environment of the country, which has potential negative impacts on the economy. Current research being undertaken in Namibia on ocean acidification, sea water harvesting, climate smart agriculture, and atmospheric science, is also highlighted in this chapter. The information presented in this chapter will be critical in guiding climate change mitigation policies in hyperarid African countries, thus reducing the burden caused by the global change in climate. Aspects on the direction of future research on climate adaptation with a holistic and multidisciplinary approach are also proposed.

AbstractDespite the fact that land degradation is both natural and human-induced, it is proven that human activities pose greatest threat and these include unsustainable land management practices such as destruction of natural vegetation, overcultivation, overgrazing, poor land husbandry, and excessive forest conversion. Other than reduced productivity, land degradation also leads to socioeconomic problems such as food insecurity, insufficient water, and regular loss of livestock which exacerbate poverty, conflicts, and gender inequalities that negatively impact mostly women and children especially the rural population. Increased efforts by governments, donors, and partners toward reversing land degradation through community-led, innovative, and effective approaches therefore remain to be crucial today than never before!Farmer-managed natural regeneration (FMNR) is a proven sustainable land management technology to restore degraded wasteland and improve depleted farmland. This approach has been tested across Africa with high success rates. In spite of the huge local, regional, and global efforts plus investments put on promoting FMNR across different landscapes among vulnerable communities for climate resilience, the implementation of such projects has not been as successful as intended due to slow women uptake and participation in the approach. In order of ensuring women who are mostly at highest risk to impacts of climate change enjoy the multiple benefits that come along with FMNR, the success rate for uptake of FMNR especially among women need to be enhanced.This chapter seeks to explore drivers and barriers of women participation in uptake of FMNR for climate resilience. Findings will be shared from a 3-year project dubbed Integrated Management of Natural Resources for Resilience in ASALs and a Food and Nutrition project both in Laisamis, Marsabit County, Kenya. The program interventions on natural resource management for livelihoods seek to integrate gender and conflict prevention and prioritize sustainable, market-based solutions to address the persistent challenges. The chapter discusses findings, successes, and lessons learned from the actions and the requirement to position women as vulnerable groups at the center of initiatives designed to address the climate change crisis. The outcome of this chapter will enhance gender-responsive FMNR programing through awareness creation, effective organization/project designs, strategies, and plans together with advocacy and policy influence. Limitations of the study and main recommendations for future programing in similar contexts are also shared.

AbstractThis chapter covers the history of the international market development of the researched firms and in addition how these companies established agent networks, built sales subsidiaries worldwide, or enlisted partnerships, and how they reacted to constantly changing market developments requiring adjustments in their distribution networks. The early founders of Swiss SMEs engaged in extensive travel to promote their companies at a time when the transport infrastructure was still rudimentary. Distributors and agent networks were built and still maintained by smaller companies, at times expanded to include formal distribution partnerships. Subsidiary networks were the preferred choice of larger companies which had greater volumes per country markets. Sometimes, market entry was achieved by building or acquiring manufacturing operations. Cracking some of the most difficult markets, such as Japan, posed special challenges. And finally, when industry conditions changed, even well-planned distribution strategies needed to be changed.

The response of Western governments to the threat posed by mass-casualty terrorism has resulted in a widening gulf between their theory and practice of counter-terrorism and their proclaimed commitment to the maintenance of fundamental human rights. A shocking picture has emerged of wrongdoing perpetrated under the broad terms of counter-terrorist measures adopted since 9/11. This chapter seeks to explain this outcome, especially in the light of the episodic and limited nature of attacks by jihadis on Western societies since 2001. Emancipation obliged the nation to absorb into its public culture the persons freed from bondage. This imperative had ethical dimensions as well as economic, legal, and political ones. Black Americans presumed that they would participate actively in the process, but white Americans often viewed them as passive observers or objects of other people's actions. Elected officials and assorted commentators on public affairs posed the question: "what is to be done with the Negroes?" Following promulgation of the Emancipation Proclamation, the Secretary of War established the American Freedmen's Inquiry Commission to advise the government regarding appropriate national action. Among other things, the commissioners recommended the formation of a bureau of emancipation to help usher the freed people and their former owners into the post-slavery era, and Congress concurred, creating the Freedmen's Bureau in the closing weeks of the war. When ratified in December 1865, the Thirteenth Amendment outlawed slavery and empowered Congress to define what freedom entailed.

This book’s introduction poses the problem of uncontested adjudication in the federal court system of the United States by focusing on the 2013 decision in United States v. Windsor. While in that case, the Supreme Court reached the merits despite the absence of a continuing dispute between the parties, Justice Antonin Scalia objected that doing so violated the adverse-party requirement, which he viewed as a constitutional requirement imposed by the case-or-controversy language of Article III. In arguing that federal courts may not entertain uncontested claims of right, Scalia’s dissent in Windsor nicely poses the question at the heart of this book. But the book reaches a different conclusion, based on the text and history of the Constitution, and the early practice of Article III courts. Having set the stage, the introduction offers an overview of the book’s argument. Part I describes the early practice of the antebellum federal courts, Part II the rise of the case-or-controversy rule in the early twentieth century, and Part III the continuing relevance of uncontested forms of adjudication. Synthesizing these strands, the book concludes that Article III courts can entertain proceedings to hear and determine uncontested applications to assert or register a claim of right under federal law.

There is growing concern in Australia about the residual risk of acts of terrorism or violent extremism posed by offenders after their release to the community from jail. A number of legislative measures have been passed that attempt to address this particular risk. Terrorism risk assessment tools are central to the effective operation of these new laws. Although existing tools demonstrate potential in assisting decision makers in identifying and managing persons that pose a risk of extremist violence there remain several challenges. These tools provide a useful guide to information gathering and analysis, however the assessment process is time consuming and resource intensive. Further, existing tools are currently given limited weight by the courts which impairs the effectiveness of legal measures designed to address residual risk.

Facial recognition systems have to deal with a variety of problemsfor better accuracy results, such as lighting, obstruction, and posevariation, which occur when comparing an image to be detectedwith a previously identified image. In this context, this work aimsto use a pose alignment technique developed by Gang Pan. Togetherwith the Iterative Closest Ooint (ICP) and Average FaceModel (AFM) techniques, in order to perform a pose correction,a beginning of 3D facial models, in fully faces (90◦) or separatelyrotated, and test the result of this facial alignment with the PrincipalComponent Analysis (PCA), Linear Discriminant Analysis(LDA), and Support Vector Machine (SVM) recognition and classificationalgorithms related to the Local Binary Pattern (LBP), DiscreteCosine Transform (DCT), and Gaussian Filter preprocessing techniques.The classification algorithms will be tested in parallel andindependently counted, where one result will not interfere in anyother case, with the use of identifying which algorithm has the bestaccuracy. To perform the tests, a facial, text, infrared and visiblelight database was created with frontal images on the left, right,top, bottom and random face pose, resulting in a population of 90subjects and approximately 1600 colors.

China has been a rising power in East Asia for decades. The end of the Cold War and the increasing effects of globalization brought the country in the forefront of attention on the international scene. The economic importance of the East Asian giant cannot be denied. Its economic power has been translating into a powerful tool to upset the balance of power tremendously. China has been expanding its influence around the globe and challenging the status quo more than ever before. The United States, the strongest state in the current international system has to pay attention to the increasingly assertive China. The USA uses several strategies to mitigate the threat China poses to the world order that the USA built. The structural forces of the international system, the Covid-19 pandemic, and American domestic politics make the threat of rising China more challenging. In my paper, I try to identify the balancing strategies of the United States in the 21st century against China. In my opinion, the application of neoclassical realist school of international relations can foreshadow the possible paths of the conflict. The United States of America has to use a wide variety of balancing strategies in order to counter the threat. A heavier reliance on allies is inevitable for the United States if it wants to contain the increasing influence of China around the globe. The USA should increase its hard-, soft-, and asymmetrical balancing methods mixed with smart power strategies to remain on the top of the international system. In my opinion, the showdown between China and the United States of America will be inevitable in the medium term. If the USA uses its position right, the peaceful containment of Chinese ambitions is possible. The successes of the above-mentioned strategies will decide how the competition of these two countries shape the international relations in the coming decades.

By predicting cash flows in the capital budgeting procedure, the profitability of an investment at the international level is determined in advance. Although investing globally provides greater opportunities for earnings, cost reduction and business diversification, all risks posed by international business must be considered when choosing a discount rate. In addition to the risks inherent in cross-border business such as exchange rate risk, country risk, the risks caused by the pandemic crisis, which relate primarily to measures taken by states to protect the population by introducing quarantine, restricting the flow of people, goods and capital, as well as activities that are endangered by a pandemic, must be considered too. If all the risks that determine the discount rate are well assessed, the cash flow forecast will be more accurate.

First and foremost, the main inspiration for the specific problematics in this paper is solar energy as clean and profitable energy for businesses in the Republic of North Macedonia. The question that arises as the basis is finding the reason why the progress in the sector of renewable energy sources in this country is still slow and insufficient. The results and conclusions of the research shall be achieved via comprehensive analysis, and by finding the answer to the posed question through the: theoretical analysis, the inductive and deductive methods, as well as description shall be used, whereas the techniques utilized shall be questionnaires, interviews, observations. By summarizing in one place all the theoretical and empirical aspects, we are finding the answer to the main question asked: One of the possible reasons for this actual situation is the fact that so far there is no possibility in this country for individuals to be involved in the process of production and transmission of electricity in the energy system. The goal is achieved in this paper through providing specific guidelines and suggestions regarding the improvement of the legal framework in the Republic of North Macedonia, emphasizing on benefits if the households are allowed to deliver their produced solar energy and considering the possible ways to remove the determined obstacles for implementing this idea.

A linked watershed model was evaluated on three watersheds within the U.S.: (1) House Creek Watershed, Fort Hood, TX; (2) Calleguas Creek Watershed, Ventura County, CA; and (3) Patuxent River Watershed, MD. The goal of this demonstration study was to show the utility of such a model in addressing water quality issues facing DoD installations across a variety of climate zones. In performing the demonstration study, evaluations of model output with regards to accuracy, predictability and meeting regulatory drivers were completed. Data availability, level of modeling expertise, and costs for model setup, validation, scenario analysis, and maintenance were evaluated in order to inform installation managers on the time and cost investment needed to use a linked watershed modeling system. Final conclusions were that the system evaluated in this study would be useful for answering a variety of questions posed by installation managers and could be useful in developing management scenarios to better control pollutant runoff from installations.

The article is dedicated to the examination and comparison of the justification of occupation of a neighboring country in the German (1938) and Russian (2014) media. The objective of the study is to reveal the mechanics of the application of the classical manipulative method of substituting of aggressor and victim on the material of German and Russian propaganda in 1938 and in 2014 respectively. According to the results of the study, clear parallels between the two information strategies can be traced at the level of the condemnation of internal aggression against a national minority loyal to Berlin / Moscow and its political representative (the Sudeten Germans – the pro-Russian Ukrainians, as well as the security forces of the Yanukovych regime); the reflections on dangers that Czechoslovakia / Ukraine poses to itself and to its neighbors; condemnation of the violation of the cultural rights of the minority that the occupier intends to protect (German language and culture – Russian language and culture); the historical parallels designed to deepen the modern conflict, to show it as a long-standing and a natural one (“Hussites” – “Banderites”). In the manipulative strategy of both media, the main focus is not on factual fabrication, but on the bias selection of facts, due to which the reader should have an unambiguous understanding of who is the permanent aggressor in the conflict (Czechoslovakia, Czechs – Ukraine, Ukrainians), and who is the permanent victim (Germans – Russians, Russian speakers). The substitution of victim and aggressor in the media in both cases became one of the most important manipulative strategies designed to justify the German occupation of part of Czechoslovakia and the Russian occupation of part of Ukraine.

From 16 years (2005–2020) of monitoring trends in white-tailed deer within a defined survey area of Arkansas Post National Memorial, we have been able to demonstrate both population declines and recoveries. The adjusted count of deer had a seven-fold increase between 2007 and 2011 following a two-year decline and a three-fold increase between 2017 and 2019 following a six-year decline. Overall, the deer population has declined slightly, averaging a 0.5% reduction in herd size annually. The number of deer in the survey area ranged from 16.77 ± 21.26 (mean + 95% CI) individuals/km2 in 2007 to 118.95 ± 39.03 individuals/km2 in 2011. The amount of visible area surveyed each year varied between 0.25 and 0.47 km2 (coefficient of variation = 16.47%). If the white-tailed deer population becomes too large, this poses several problems for Arkansas Post National Memorial. First, it adds a level of complexity to implementing active natural resource management critical to preventing the cultural landscapes of Arkansas Post National Memorial from changing into something that has little resemblance to the historical character of the park. Deer deferentially browse native vegetation over exotic vegetation, thus promoting the spread of exotic species, and the success of tree planting can be curtailed by heavy deer browsing. Second, controlling deer related disease, some of which can affect domestic livestock and human health in and around the park, becomes increasingly difficult when there are more deer. Third, as additional ancillary data suggests, the largely unreported and costly deer-vehicle collisions in and around Arkansas Post National Memorial have the potential to increase if the deer populations grow.
