Résumé :

Risk management is used more and more in building industry projects. An essential element of the risk management process is the analysis and evaluation of risks. Therefore, project assessment with the help of the post‐mortem analysis plays an important role. The post‐mortem analysis is a tool frequently used in software projects today for the reduction of risks. The clearness of the goal of improvement measures is sharpened by the examination of the project steps in connection with the success factors of the organization. The results of a post‐mortem analysis deliver detailed information on where improvement measurements are necessary in the project future. Growth in project management know‐how is created through the discussion of the participants of all hierarchy levels. Therefore, the post‐mortem analysis is also applicable for use in the construction project. The procedure is introduced in the work at hand.

Les droits d'auteur et les droits voisins, compte tenu de leur durée, survivent à leur titulaire originel, l'auteur ou l'artiste-interprète. Aussi, leurs droits – tant patrimoniaux que moraux – ont vocation à être transmis à cause de mort à leurs héritiers. Se pose alors la question de la gestion des créations artistiques par les titulaires post mortem des droits, soit de la détermination de leurs pouvoirs sur les créations artistiques du défunt. Contrairement à ce qui pourrait être cru, les héritiers ne sont pas totalement libres. D'une part, leurs pouvoirs sont limités, notamment par la volonté du créateur que la loi protège, y compris après son décès. Ses successeurs en sont les continuateurs, tant sur le plan patrimonial que sur le plan moral. D'autre part, la mise en œuvre de leurs pouvoirs peut également être source de difficultés. Les droits sont, en effet, souvent transmis à une pluralité de titulaires, rendant plus complexe la prise de décisions et invitant, par suite, à organiser la gestion
Because of their duration, copyright and related rights survive their original owner, the author or performer. As a result, their rights - both economic and moral - are likely to pass to their heirs. This raises the question of the management of artistic creations by post-mortem rightholders, i.e. determining their powers over the artistic works of the deceased. Contrary to popular belief, heirs are not completely free. On the one hand, their powers are limited, in particular by the creator's will, which the law protects, even after his or her death. His successors are his or her successors in title, both in property and in morals. On the other hand, the implementation of their powers can also be a source of difficulties. Résumé :

Reports of software a development projects that miss schedule, exceeds budget and deliver products with poor quality are abundant in the literature. Both researchers and the industry are seeking methods to counter these trends and improve software quality.

Software Process Improvement is a systematic approach to improve the capabilities and performance of software organizations. One basic idea is to assess the organizations’ current practice and improve their software process on the basis of the competencies and experiences of the practitioners working in the organization. A major challenge is to create strategies and mechanisms for managing relevant and updated knowledge about software development and maintenance. Insights from the field of knowledge management are therefore potentially useful in software process improvement efforts to facilitate the creation, modification, and sharing of software processes in any organization.

In the work presented in this thesis, we have made an overview of empirical studies on the effect of knowledge management in software engineering. We have categorized these studies according to a framework and we report findings on the major concepts that have been investigated empirically, as well as the research methods applied within the field. We have also investigated two main strategies for knowledge management, codification and personalization, through the application of four concrete methods in a software process improvement setting: Mentoring, Rational Unified Process, Process Workshops and Post Mortem Analysis.

We have classified the work in this thesis within three main themes:

RT1: Previous research on knowledge management in software engineering.

RT2: Application of knowledge management to improve the software process through codification of knowledge.

RT3: Application of knowledge management to improve the software process through personalization of knowledge.

The main contributions are:

C1: An overview of the research literature on empirical studies of knowledge management in software engineering.

C2: A method for tailoring the Rational Unified Process to the development process of a software consulting company.

C3: Improvements of the Process Workshops method by contextualization.

C4: Improvement of the root-cause analysis phase of the lightweight Post Mortem Analysis for more effective project retrospectives.

C5: Proposed methods to increase the learning effect of mentor programs in software engineering.

Over the past decades, Islamic Finance has expanded its presence to many countries, including the former Soviet Union. It is not surprising that its expansion has become a subject of great interest to scholars, politicians, practitioners, and the general public. Summary The replacement and maintenance of Electric Submersible Pumps (ESP) represents a significant operating expense for any in-situ Oil Sands operation. The goal at Suncor's in-situ operations is to effectively and efficiently manage ESP failures to lower costs, maintain production, reduce carbon emissions, and contribute to safe operations. This goal is in part, accomplished through a collection of software tools that automate and enhance Production Engineering workflows related to the management of over 300 ESPs. An overview of the overall digitalization effort, including information about the development and rationale behind the centralized ESP information and analytics database, various failure prediction tools and anomaly detection methodologies, and the application that delivers these solutions is discussed. The estimated impact of this effort is measured through accuracy. The ideas behind the effort have, both directly and indirectly, contributed to the increase in ESP run life, the decrease in ESP replacement time, the decrease in person-hours per ESP required for management, the increase in safe operations, and the increase to general well availability.

The incorporation of computational technologies in daily life has leveraged issues related to the digital legacy, generating the need for specific applications for this domain. This article aims to list the features that are being contemplated by some of the applications in the digital legacy area. To this end, eleven services of this domain were studied and grouped in four categories: inheritance management, memory, communicators and immortality online. When analyzing the functionalities of these services and other related issues, it was noticed that large companies have suppressed some specific applications of smaller companies.

In China, the management and inspection of metal atmospheric storage tanks are still in a self-discipline or post-mortem mode. Therefore, the effective inspection is not carried out for most metal atmospheric storage tanks especially those being on service for more than 20 years. The potential leakage risk and environmental pollution are serious. In order to reduce the operating risk of metal storage tanks, effective inspection for metal atmospheric storage tanks is needed. Based on the practical situation of their management in China and the development process of the standard, an effective inspection method is proposed in this paper in which magnetic flux leakage testing and acoustic emission testing technologies are adopted. The method is used to verify the inspection results and the treatment for inspected defect is also put forward. The inspection results show that this method can be adopted in practical application.

Abstract A Root Cause Analysis (RCA) is a methodological process of problem solving. In brief, this is an approach of "post mortem" analysis of the consequences with aim to understand what is one single (or multiple) lack of Management System that led to failure. Subsequently we can develop detailed remedial plan and actions to address failed Management System and most importantly prevent reoccurrence. Approach has been widely used in science and engineering. Probably, will be difficult to identify inventors of this analysis however first appearance in engineering discipline credited to Sakichi Toyoda, founder of Toyota Industries. He improved RCA by implementing technique called the "5 whys". Despite obvious benefit and versatility of root cause analysis methodology there are several challenges that might jeopardize result:–Absence of critical data / information due to various reason (time gap, no recoverable samples etc)–Too many variables that not allow to pinpoint main line / chain of investigation–Multiple failures with different root causes–"Depth of investigation" how many "Whys" are efficient to reveal main root cause.

The reliability of coke drums has become a central theme to many refineries worldwide as high value products are recovered from refinery residuum. The severe thermal gradients inherent in the coking process have led to ever more frequent failures from cracks in bulges, skirts and cones, which reduce productivity and jeopardize the safe and reliable operation of coke drums. An intrinsically-safe coke drum health monitoring system rated for operation in hazardous environments, consisting of high temperature strain gauges and thermocouples was installed on a coke drum at a refinery in the United States. Specific locations identified as high risk areas through a combination of engineering analyses, inspections and historical repairs were targeted for monitoring. The health monitoring system calculates the cumulative damage and damage rates at critical locations through the quantification of thermal transient gradients and measured strains, and analyzes the trends over time. Of particular interest are two high damage events recorded with the health monitoring system that closely preceded the propagation of a through wall crack, approximately one week after the events. This paper performed a post-mortem analysis of the event, and shows how the data obtained via health monitoring systems can be used for prioritizing inspections and the potential for anticipation of failures. By analyzing damage accumulation trends from specific operational practices, the impacts of process changes on the expected life of the coke drum can be assessed. Finally, a detailed review of the maintenance and inspection records, results of the on-line Non-Destructive Examination (NDE), laser mapping, and bulged severity assessment were used to prepare a detailed inspection and repair plan for a forthcoming turnaround. The damage accumulation trends captured with an Equipment Health Monitoring System (EHMS) were used to optimize operating parameters of the coke drums referred to in this paper. This together with the execution of detailed inspection plan and comprehensive repairs are allowing a safe and reliable operation of these drums.

Abstract As part of a reservoir modelling study for an onshore oil field in the Middle East, our study implemented a workflow with the objective to evaluate the impact of uncertainty on the long-term development scenario. The presence of several geological uncertainties characterized the field: many faults with uncertainty in juxtaposition and conductivity, lateral distribution of permeability in high permeability layers, and uncertainty on the rock typing. A deterministic geological model was available. There were also many dynamic uncertainties. The workflow started with an identification of uncertain variables, both from the static and the dynamic point of view, through an integrated team approach supported by a previous reservoir synthesis (Major Field Review). Subsequently, a screening analysis allowed identifying the relative impact of uncertain variables. After selecting the uncertainties with the largest impact on recovery, use of an experimental design methodology with a space-filling design resulted in alternative history matches. Statistical analysis of forecasts yielded probability density functions and low and high estimates of ultimate recovery. Forty-five uncertain variables, including both static and dynamic uncertainties, characterized the production profiles. Screening allowed reducing these to 11 main uncertain variables. A Wootton, Sergent, Phan-Tan-Luu (WSP) space-filling design yielded 162 simulation runs. Only five out of these corresponded to acceptable history matches. This number being statistically insignificant, a reexamination of the uncertainty ranges followed by a narrowing, allowed obtaining 45 history matches (out of 198 runs). The obtained spread in the cumulative oil production was narrow, with a slightly skewed distribution around the base case (closer to P90 than to P10). The study resulted in an estimation of final uncertainty in reserves that is smaller than the typical uncertainty found in post-mortem analysis of oil field development projects. Other reservoir studies in the company and in literature, employing a similar workflow, yielded outcomes with a similar bias. To tackle this issue, as a way forward we suggest history matching of multiple geological scenarios, either with multiple deterministic cases (min, base, max) or with an ensemble history matching loop including structural model generation, in-filling, and dynamic parameter uncertainty.

Poultry is the most widely consumed meat in the UK, and its effective inspection within processing facilities is essential to ensure regulatory compliance. Poultry inspection is performed manually and is extremely challenging due to the short time available to inspect each bird and the sustained level of concentration required. The project focused specifically on post-mortem inspection of poultry, adopting a benefits realisation approach to determine the requirements for any new technologies and ensure that business benefits are delivered to all stakeholders within the poultry chain. This interdisciplinary project included expertise in a variety of complimentary inspection technologies; optical (visual, Near-Infrared, Infrared, Hyperspectral), X-ray and Ultrasonic and IT-enabled benefits realisation management with the Hartree Centre (STFC), a food business operator (referred to throughout as Food Co.) and CSB as project partners.

Post-shipment on-site inspections and international assistance in physical security and stockpile management (PSSM) have different scopes and objectives. On-site inspections allow exporting states to check exported military materiel to ensure that the importer is complying with its commitments, while PSSM assistance aims to improve states’ weapons and ammunition management systems. However, both instruments allow foreign specialists to visit a state’s weapons and ammunition storage facilities and enable information gathering to assess their integrity and identify possible diversion risks. This policy brief highlights that building informal linkages between these instruments, especially with regard to states and actors that conduct inspections and are involved in funding or implementing PSSM assistance, could contribute towards establishing more comprehensive forms of post-shipment cooperation. In addition, applying lessons learned from PSSM assistance in terms of gaining access to states’ facilities, cooperating with the beneficiary importing states, and identifying limitations and opportunities associated with the use of tracking technologies could help to address some of the challenges encountered when conducting on-site inspections. PSSM assistance programmes could also include modules to raise awareness about on-site inspections and be a source of expertise that could assist states when implementing these controls.

The US Army Corps of Engineers (USACE) is conducting the “South Shore of Long Island, New York Regional Sediment Management Investigation” to further understand sediment dynamics and to develop a comprehensive regional sediment management plan for the south shore of Long Island, New York. Regional sediment management is a systems approach using best management practices for more efficient and effective use of sediments in coastal, estuarine, and inland environments. This investigation seeks to characterize sediment movement on the south shore of Long Island as a holistic system across the entire study area. It focuses on the regional system post-Hurricane Sandy (October 2012) as the storm significantly altered the physical landscape with severe shoreline erosion, which resulted in the construction of projects to reduce the risk of future storms and stakeholder priorities with a new emphasis on bay-side sediment dynamics, such as channel shoaling and disappearing wetlands. Despite the fact the storm caused severe erosion, the equilibrium beach profile, depth of closure, and general shoreline orientation seem to be unaffected. Previous studies have characterized sediment movement at specific sections of the south shore, but these data have not been incorporated to create a system-wide perspective. Coordinating sediment management across the six Atlantic Ocean inlets, Great South Bay Channel, Intracoastal Waterway, and coastal storm risk management (CSRM) projects could save the federal government millions of dollars in dredging and sand placement actions. This technical note presents the progress the investigation has made to date and will be followed with a more in-depth technical report titled South Shore of Long Island, New York Regional Sediment Management Investigation: A Post-Hurricane Sandy Shoreline Evaluation, currently in preparation.

In this Technical Note, we document the unique experience of the state of Pernambuco in restructuring its School Management Training Program (Progepe), adopting the Certificate in Education Finance (CFE) from Georgetown University as its methodological framework. For the first time, the course included educational finance modules, and the study aimed to analyze the profile of the future school managers participating in the program, as well as their perceptions and prior and post-training knowledge regarding education funding at national, local, and school levels. The methodology consisted of administering questionnaires at two different points in the Progepe course: before the program began (Wave I) and at the end of the training (Wave II). The analysis of responses (N5,586) allowed us to identify changes in participants' perceptions regarding various aspects of financial management in education. The key findings from the longitudinal analysis revealed important progress, particularly in the understanding of the concept of efficiency in education funding, as well as improvements in participants' comprehension of the expenditure structure of a Department of Education, with an increase in the recognition of teachers' salaries as the main spending component. The pseudo difference-in-differences analysis did not identify statistically significant patterns of heterogeneous learning among different participant profiles. In conclusion, the Progepe experience demonstrates the relevance and potential of continuing education programs focused on education finance for school managers. However, the study also highlights the need for continuous improvement in such training programs and for more structural changes in the initial training of teachers to strengthen financial management in schools more comprehensively. The lessons learned from Progepe may serve as a reference for other training initiatives in education management, both in Brazil and in other Latin American contexts.

The Latin America and Caribbean (LAC) region has a long history of coping with natural hazards such as hurricanes, floods, and coastal storm surges. However, climate change is expected to exacerbate the threat of natural hazards and pose new ones. As a result of climate change, average temperatures and sea levels are known to be rising, precipitation patterns might change, and hurricanes could intensify. Many of these changes are already occurring, and are projected to become more severe in the future. The Inter-American Development Bank (IDB) supports a wide-range of projects in the LAC region. Climate change-related risks could adversely affect the financial, economic, environmental, and social performance of current and future IDB investments in the region. This factsheet identifies climate change risks and risk management options that can be incorporated into IDB-investments for the tourism sector.
