AbstractPakistan is a key country in China’s Belt and Road Initiative (BRI) where the China–Pakistan Economic Corridor (CPEC) is under implementation. An investment model of financing through loans, grants and private investments, CPEC is an example of South-South cooperation (SSC) having a number of benefits for both countries. Aimed at developing energy, industry, and communication infrastructure, the corridor initially valued at $46 billion but is now worth $62 billion. CPEC is expected to contribute significantly to socio-economic development and regional connectivity and trade. The main research question is, while implementing projects in Pakistan, to what extent China adheres to its avowed principles comprising features such as mutual respect, non-conditionality, equality, building local capacity and addressing actual needs of partner countries. Based mainly on the analysis of primary data collected during fieldwork in Pakistan, this research explores the extent to which the official narrative influences the actual practice of China’s development cooperation on the ground. To critically examine CPEC, this chapter uses a monitoring and evaluation framework developed by the Network of Southern Think Tanks (NeST), which is dedicated to generating systematic and clearly comparable knowledge on SSC (Besharati et al. 2017). The findings illustrate that, as per the five broad dimensions of the SSC framework, the China–Pakistan partnership under CPEC has performed well in the four areas of inclusive national ownership, horizontality, self-reliance and sustainability, and development effectiveness, but it has lagged in accountability and transparency.

AbstractThe crucial need to develop and implement simple and cost-effective repair and retrofit strategies and solutions for existing structures has been once again emphasized, if at all needed, by the recent catastrophic earthquake events. The significant socio-economic impacts of the Canterbury earthquakes sequence in 2010–2011 as well as of the “series” of independent events within few years in Italy (L’Aquila 2009; Emilia 2012; Central Italy 2016) have triggered a stepchange in the high-level approach towards the implementation of seismic risk reduction, introducing either a mandatory enforcement or significant financial incentives for a national-wide program to assess (and reduce by remedial intervention) the seismic vulnerability/capacity of the whole (non-dwelling) building stock, including safety and expected repairing costs (direct economic losses). This chapter provides an overview of the motivations, challenges and (possible) solutions for such a complex and delicate task with the intent to stimulate awareness, discussion and synergetic actions within the wider international community. How can we reduce economic violence? Can financial literacy and education enhance economic wellbeing? The present paper reports the results of a research conducted by ALTIS – Università Cattolica and Global Thinking Foundation for the evaluation of changes, improvements and consequences produced by the educational course in financial literacy ‘Donne al quadrato’, provided by the Foundation among the policies against economic violence implementation. In this study, impacts’ measurement refers to conceptual framework of financial wellbeing, a composite notion constructed of objective and subjective dimensions related to people’s financial behaviour. The expression ‘Financial Wellbeing’ highlights how economic issues are inextricably bound to individual and social wellness. Helping people enhancing their own financial wellbeing – in a broad sense – should then be the very first purpose of economic education activity. In the present research, financial wellbeing has been measured by the implementation of a synthetic index, based on studies of World Bank and University of Bristol. The index is intended to measure people’s self-sufficiency and independence about their financial situation, resources and capabilities. The indicator takes into account both micro and macro features, being the first ones specific of the sample analysed and latter territorial context variables employed for the removal of the macroeconomic changes affecting the entire population from the specific changes proceeding from the training. The trial, involving different Italian regions, has been fulfilled by the administration of a tailoredmade survey pre and post the “Donne al Quadrato” course, during academic year 2019/2020, in order to register the change occurred in the respondents’ perception of their knowledge, behaviour, personality and aptitudes. The results of the experimentation demonstrated that financial education could engender the modification not only of knowledge but also of awareness and proficiency in financial behaviours, as well as the increase of course participants’ financial wellbeing.

The expenditures of funds on IT has continued to expand and a significant proportion of the expenditures are hidden, unaccounted for, or never evaluated in terms of the business value derived from the expenditure. This chapter focuses on the methods and means of creating a linkage between business requirements and the IT investments that can address those requirements. An ITIM framework is proposed, which addresses three key elements of ITIM: what decisions are to be made, who should make the decisions, and how decisions are to be made and monitored. ITIM is a management process that provides for the identification (pre selection), selection, control, and evaluation of business driven IT investments across the investment lifecycle. ITIM uses structured processes to minimize risks and maximize return on investments. Additionally, a high-level ITIM implementation plan is discussed.

The adoption of electronic drug prescribing (ePrescribing) systems has been largely discussed in scientific literature. Yet post-implementation evaluations of these systems are still in short supply. At a time when large investments are being made throughout the world in health information systems and technologies, under pressure for cost-containment, evidence on which systems provide the largest net benefits is required. In this chapter, the authors start by reviewing the literature on the costs and benefits of outpatient ePrescribing systems and find that the evidence is scattered. There is a general consensus that ePrescribing is beneficial, although few studies quantify the net benefits of specific systems. The review also shows that the evaluation of ePrescribing systems is complex and that most studies share limitations associated with the evaluation of other health information technologies and systems. The authors propose an evidence-based framework to inform post-implementation evaluations of outpatient ePrescribing systems and to improve the quality and comparability of studies in the area.

Many hospitals still have not fully received the expected benefits from their investments in Business-to-Business (B2B) electronic commerce (e-commerce). Senior executives in these hospitals are often under increasing pressure to find a way to evaluate the contribution of their B2B e-commerce investments to business performance and to ensure that the expected benefits from these investments are eventually delivered. This is as true in hospitals as it is in the other industries. However, relatively little research has examined how Taiwanese hospitals evaluate their B2B e-commerce investments and to what extent their B2B e-commerce benefits are realized. Hence, the authors take a multi-case study approach to investigate the practices and processes of B2B e-commerce evaluation and benefits realization and their impact on B2B e-commerce benefits and user satisfaction in Taiwanese hospitals. Issues arising from the study include a lack of B2B benefits realization methodology or process and a lack of understanding of B2B benefits realization practices. The results also reveal that a B2B investment evaluation methodology or process was used in most hospitals interviewed. However, there appears to be a lack of proper B2B investment post-implementation review measures in most participating hospitals. Moreover, the findings also show that the level of B2B investment evaluation methodology or process adoption was directly related to the levels of organizational IT maturity and user satisfaction. Furthermore, the authors found that most Taiwanese hospitals in general had not allocated sufficient resources and funding to undertake proper evaluation of their B2B investments.
