The precautionary principle is a legal principle concerned with the process of how decisions are made. In implementing and interpreting it regard must be had to the surrounding legal culture and in particular the principles of good administration in operation. Highlighting those principles emphasises that within a particular jurisdiction there is often very little agreement over their nature. Within the European Union contradictory principles are the product of: assumptions about risk problem-solving, the ambiguous nature of European administration, a concern with accountability in the face of recent food controversies, and the impact of international trade rules. These contradictory principles present a number of challenges for implementing the precautionary principle.

Résumé :
This academic article aimed to propose educational administration model according to Buddhist principles derived from the development of educational administration innovation according to Buddhist principles. Documentary study was used and data were analyzed by using content analysis based on the consistency of Buddhist principles related to educational administration consisted of 3 principles which are the principle of self-control, principle of possession of people, and principles of occupation. Results showed that Buddhism is a religion of wisdom and the practice of all doctrines, mention the truth according to the natural law that the students must use wisdom in study and practice at the same time. The Buddhist principles in Buddhism consist of moral and ethical principles, focusing on being up to the truth of the world and the present life. Innovation or a model for educational administration according to the Buddhist principles are applied in management, both in self-administration of the executives, personnel management, and administration in educational institutions. Therefore, educational administration model was developed based on the teachings of the Lord Buddha that was being applied the management and operation for maximum benefit which composed of 2 important principles, namely 1) Four sublime states of mind (Brahma Viharn IV), and 2) Ten virtues of the King (Tasaphithrajadhamma X). These two important principles are applied for educational administration in Thai educational institutes.

The solution of new tasks facing the leaders of public administration at the present stage of development of the Ukrainian state requires an increase in the efficiency of public administration and public administration as one of the priorities based on the principles of democracy, nation and human-centrism. The relevance of the topic of updating the principles of leadership development in public administration is closely related to updating management mechanisms in the information society, changing the traditional paradigm of management, characterized by stability, control, competition, homogeneity, egocentrism and heroism to a new one, which is characterized by fluidity, delegation of power, cooperation, heterogeneity, social relevance and modesty. The new management paradigm, which is partially being introduced into public administration and public administration, increasingly requires the introduction of modern leadership principles, which are manifested through the assertion of moral values in the personality of a leader, his behavior models and reforming organizational structures. According to the author, such signs of leadership as delegation of power and cooperation in public administration determine the development of leadership through its consideration in conjunction with the principle of command. The purpose of the article is to reveal the essence of the priority principles of leadership in public management activities, revealing the state of the study of this issue in domestic and foreign literature. The author of the article focuses on the definition – principle, which is analyzed as the basis for any theory or teaching, explanations or guidelines for action, a person’s inner conviction; basic rule of conduct; features in the creation of something, etc. The article reveals the priority principles of leadership as a prerequisite for the formation of a successful personality, successful leadership qualities. The system of principles of leadership development in public administration activities consists of an innovative principle of leadership development; the principle of independence for the development of new rules and regulations; the principle of subsidiarity to ensure the implementation of powers to the bodies of representative power; the principle of socially responsible leadership to ensure ethical relations between subordinates and the leader; the principle of justice, which is a special value measure for maintaining a balance between legal and moral values; the principle of professional and psychological readiness for public administration activities; methodological principle of information and analytical support.

The article analyzes the principles (legal approaches) of public administration of transplantation in Ukraine. The most important issue is the health of everyone. The life and health of not only one person, but also society, depends on the provision of quality medical care. Every year with the development of science and technology there are some changes in the provision of medical care, which is a very complex process, and sometimes requires urgent operational decisions on which life depends. In Ukraine, transplantation issues are important and gaining considerable resonance. That is why the study of this area is extremely relevant. It is determined that the principles (legal approaches) of public administration of transplantation in Ukraine are the main and are the most general objectively existing principles on which the activity of subjects of public administration in the field of transplantation is based. They are divided into: 1) general principles of law the rule of law, respect for human and civil rights and freedoms in the field of health care and ensuring related state guarantees, transparency and justice, equality; 2) general principles of administrative law serving the public administration of the people of Ukraine, the principle of proper response; interaction of public administration and medical industry, the principle of innovation and openness to change, etc. 3) special: a) justice; b) optimal care for the interests of the donor and collegiality, c) the principle of presumed consent, d) the principle of care of doctors about the health of the patient; e) the principle of non-profit, etc.

Today's schools need to be restructured or redesigned to meet the needs of an ever-growing diverse student body. Global interdependence and competition have made this mandate necessary, and the business community has pressed for it as a result of entry-level workers failing to meet minimum standards. This reality, coupled with a greater number of students dropping out of school, spurs an imperative need to create some changes in our public schools. This study suggests that change cannot come with the same type of leadership that has been at the public education forefront. Schools can only develop new paradigms, systemic reform, and continuous improvement efforts when they are led by individuals who possess the skills, characteristics, understandings, and practices necessary to transform the existing system. This transformation can only come through transformational leaders. To institutionalize and sustain these changes, the key player is the superintendent, who must possess this knowledge and be the primary structure builder of transformational ideology throughout the organization. The purpose of this study was to identify transformational superintendents, and to study their leadership principles and practices, particularly toward a view of how these leaders create change in their organizations. Selected superintendents were identified through administration of the Multifactor Leadership Questionnaire created by Bass and Avolio (1997). Visits to districts were made, and data gathered through a number of means. The results identified thirteen transformational superintendent attributes; twelve beliefs; three perspectives on assessing organizational effectiveness, several key processes of communicating transformational ideology throughout an organization; seven aspects of creating change in existing school cultures; and five structures for creating systemic change and sustained continuous improvement. The findings indicated that transformational leaders do have a district-wide felt impact that results in positive leadership outcomes for the organization.

As the role of computer-assisted instruction (CAI) rapidly expands in the educational and training efforts of all types of organizations, the need for well-designed, learner-centered CAI continues to grow. The CAI design principles and methodology proposed herein provide systems designers with a framework for designing effective, learner-centered CAI systems that support learning with information technologies. Implementing the framework should lead to CAI that better supports learners in the development of their mental schemas, and ultimately, in achieving their learning objectives. The primary goals of this research are two-fold. First, derive a theoretically and empirically-based set of CAI design principles directed at purposefully exploiting the unique capabilities of information technology to help learners develop their mental schemas. Second, codify a methodology for implementing these principles in the systems analysis and design process. Both goals are accomplished as follows. First, a literature review was undertaken to uncover features important for designing CAI to improve learning. Concurrently, the design features and functionality of several existing CAI were reviewed. A field study of one distinctive CAI was conducted to investigate and substantiate its effectiveness. Results indicated that learners using the CAI improved their achievement significantly more than learners who did not use the CAI. Moreover, learners attributed their improved performance to using the CAI. Based on the literature review, review of existing CAI, and the results of the field study, a set of principles and a methodology for designing CAI were derived. The design principles and methodology focus the CAI design process on supporting learners' development of their mental schemas. Finally, we designed, developed and implemented a prototype web based, multimedia training system in accordance with the proposed CAI design principles. As a partial instantiation of the proposed principles and methodology, this prototype CAI provides a proof-of-concept. The design and effectiveness of the prototype CAI has been tested in a series of experiments. The corroborating evidence from these studies indicates that the prototype CAI is well-designed, usable, and an effective training tool. The demonstrated success of the prototype provides evidence of the merits of the proposed principles and methodology.

The climate of high stakes accountability within today's federal, state, and local educational communities demands that educational administrators possess a strong sense of ethics upon which to base sound decisions. Educational administrators face constant pressure from a variety of educational stakeholders and forces attempting to meet the various needs of their school communities. This grounded theory study examines the ethical decision-making processes of school principals. Principals are examined in three categories based on their year of experience: Beginning (less than three years), Intermediate (between four to eight years), and Journeyman (more than nine years). Two primary foci exist for the study. The first focus is the examination of the relationship between ethical decision-making processes of beginning, intermediate, and journeyman principals when dealing with a variety of educational stakeholders. The second focus is the examination of the use of consistent ethical justifications with respect to beginning, intermediate, and journeyman principals. Eleven male principals were presented with hypothetical ethical scenarios and an opportunity to recall previous ethical dilemmas they had faced. Participants' interviews were transcribed and coded producing four groups: Consistent Integration, Reactive, Focused Sensitivity, and Inconsistent Justifiers. These groups emerged from the following categories: Ethical Justification, Salient Dilemmas, Value Integration, Salient Stakeholders, and External Forces. A discussion regarding each group and these categories is held. The study found that there was no evidence to suggest that decision-making varies with respect to principal years of service. The study found that principals are primarily influenced by the integration of their value structures within their decision-making schema. Additionally, the study found that ethical decision-making did vary between the groups of Consistent Integration, Reactive, Focused Sensitivity, and Incongruent Justifiers. A model characterizing the decision-making process of the principals is presented and discussed. The study concludes with implications for further study and application within the field.

Small businesses in the United States experience a high rate of failure. The purpose of this phenomenological study was to identify and explore consistent strategies small business owners in Harrisburg, Pennsylvania used to lead successful companies. Transformational leadership theory formed the conceptual framework for this study. A mixed purposive sample of 20 small business owners participated in semistructured face- to-face and telephone interviews. Each of the participants possessed a minimum of 3 years of successful business operation and employed fewer than 500 individuals. Using Moustakas' modified van Kaam analyses, 6 main themes emerged: characteristics and experiences, leadership behaviors, managing operations, managing employees, employee behaviors, and achieving success. The study findings highlighted the need for small business owners to nurture the leader-follower relationship to inspire and motivate employees. Further, the results indicated the importance of utilizing integrated business practices to influence employee and business performance. The findings in this study promote positive social change by identifying strategies to empower nascent and existing entrepreneurs. Small business owners can apply these results to improve the leader- follower relationship within their organizations, and boost overall business success.

The goal is to generate an understanding of what marketing is, what it is not, and how it applied to the practice of architecture.

Résumé :
The modern state administration and its bodies and special organizations should act in the field of the rule of law. It is a term that originates from the Anglo-Saxon legal world, but it is also a category and a principle of the Constitution of Serbia from 2006. The paper points out the different understandings of the rule of law and briefly looks at the position of the administration or the phase in its historical course until its subsumption under the principle of legality. In Serbia, state administration bodies consist of ministries, administrative bodies within the ministry and special organizations. Administrative or special organizations are formed by the state in order to perform professional and related administrative tasks. In order to permanently and unhinderedly perform the professional work of these organizations, they can act authoritatively. Special organizations have numerous and diverse administrative powers. The paper points out both the similarities and differences of special organizations in relation to administrative bodies. A review of the activities and organizational structure of all special organizations (secretariats, institutes, directorates and one center) established by the Law on Ministries from 2020 was performed. Financial crises occurred in international markets and costs of these crises to investors at microeconomic level and to whole country at macroeconomic level caused institutional administration to have more interest. There are some regulations in this area to follow events in the world closely and to increase the contributions of capital markets on economic development. Background of institutional administration is regulated by Capital Market Legislation, Turkish Trade Legislation, International Reporting Standards and Turkey Accounting Standards. These regulations stand out in accounting primarily. Accounting transactions have great importance with its decisive role about researching financial positions of entrepreneurs and implementing other financial responsibilities. Transparence which is the one principle of institutional transparence included corporate governance, explaining, responsibility has important role to achive this regulations. Transparence term has enhanced its importance in capital markets last years. Transparence is necessary to protect investor rights and get public trust. Corporate transparance is directly related with accountancy application and provided by the standart of accountancy which is admitted in international area. This study aims to uncover the relationship between the accounting system and the principle of transparency corporate governance. For this purpose, primarily corporate governance principles transparency and variable laws on emphasis at the same time will be included secondary data.

Rural schools are usually behind in terms of learning, and part of this could be related to geographical isolation. We explore this hypothesis, assessing the effect of distance between rural schools and local governments on learning in Colombia. We use spatial discontinuous regression models based on detailed administrative records from the education system and granular geographic information. Results indicate that distance to towns and Secretary of Education has significant negative effects on students’ standardized test scores. We evaluated alternative mechanisms, finding that the effect of distance is partly explained by differences in critical educational inputs, such as teachers’ education attainment and contract stability. Finally, we assess the mediating role of a program providing monetary incentives to teachers and principals in remote areas.

En los primeros meses de 2021 la recuperación del empleo ha mermado su ritmo. Si bien la ocupación mantiene una tendencia creciente, su expansión se da a una menor velocidad que la registrada en el segundo semestre de 2020. El empleo asalariado y formal son los segmentos de más lenta recuperación, lo que se verifica no solo con los datos de la encuesta de hogares, sino también con los de registros administrativos. Este desempeño es resultado de que tanto las vacantes como las contrataciones asalariadas se mantienen relativamente estables, mientras que las tasas de separación han tendido a aumentar. Por su parte, la mayor creación de puestos de trabajo se registra en los segmentos informal y no asalariado, lo que acentúa la recomposición de la ocupación hacia los tipos de empleo de menor estabilidad en sus ingresos. En lo que respecta a la oferta, la participación laboral volvió a aumentar en febrero, luego de una relativa estabilidad en los meses previos. Lo anterior se reflejó en una reducción del ritmo de descenso de las tasas de desempleo (TD), las cuales se mantienen en niveles aún altos. Por otro lado, el mercado laboral sigue mostrando las importantes disparidades entre grupos poblacionales que agudizó la pandemia. En el caso del desempleo, si bien se han observado algunas correcciones durante los últimos meses, las brechas siguen siendo significativas para las mujeres, las personas no jefes de hogar, los jóvenes y los trabajadores con menor escolaridad. Finalmente, por el lado de los ingresos, mientras que los del segmento asalariado se han mantenido relativamente estables, los del no asalariado continúan muy por debajo de los observados un año atrás, a pesar de registrar alguna mejoría en los últimos meses. Dada la dinámica reciente en el mercado laboral y las previsiones en materia de actividad económica, se estima una reducción moderada de las TD en lo que resta de 2021. La TD nacional se ubicaría en promedio en 2021 entre un 12,8% y 15%, con un 13,9% como valor central. Por su parte, las estimaciones de la TD de largo plazo consistente con una inflación estable (Nairu) sugieren una brecha positiva de alrededor de 2,2 puntos porcentuales (pp) para el promedio de 2021, indicando que persiste un mercado laboral holgado que presiona a la baja la inflación vía costos salariales. Como es usual, este reporte se divide en dos secciones. En la primera se examinan en detalle los principales hechos coyunturales del mercado laboral. En la segunda se estudia cómo ha cambiado la demanda por nuevos puestos de trabajo durante la pandemia, utilizando como fuente de información el registro de vacantes recopilado por el Servicio Público de Empleo (SPE). Particularmente, se analizan cómo los cambios en las vacantes por ocupaciones se relacionan con ciertas características de estas, como son su potencial de automatización o teletrabajo. Finalmente, se evalúa si estos cambios en el mercado laboral sugieren un cambio en el proceso de emparejamiento entre las vacantes disponibles y las personas en búsqueda de empleo.

En los primeros meses de 2021 la recuperación que venía registrando el empleo total desde mediados de 2020 se detuvo. Buena parte de este fenómeno habría estado relacionado con las olas de contagio de Covid-19, que involucraron tanto respuestas de autocuidado por parte de los individuos como la implementación de medidas de restricción a la movilidad en varias ciudades para mitigar el contagio. Ambas circunstancias produjeron fuertes caídas mensuales del empleo en enero y en abril. En mayo la prolongación de la tercera ola de contagios y la situación de orden público por la que atravesó el país volvieron a limitar la recuperación del número de ocupados. En medio de este panorama, un hecho favorable lo registró el empleo asalariado y formal que, a diferencia de su contraparte no asalariada e informal, presentó crecimientos sutiles. La expansión en este segmento, que suele ser menos rápida por los mayores costos de contratación, se observa no solo en la encuesta de hogares sino también en los registros administrativos, y está favorecida por un mayor número de vacantes disponibles y tasas de separación en niveles muy bajos. Por ramas de actividad el comportamiento del empleo ha sido heterogéneo, y en la mayoría de los sectores se registran recuperaciones del empleo más lentas que las de la actividad económica, lo que ha implicado, al menos en términos contables, aumentos de la productividad laboral. Por otro lado, la salida de la inactividad se detuvo, por lo que la participación laboral se mantuvo relativamente estable en los últimos meses. Así las cosas, la incipiente recuperación del empleo y la estabilidad de la oferta laboral conllevaron a que las tasas de desempleo (TD) de mayo se ubicaran en niveles similares a lo observado en lo corrido de 2021: 15,2% y 16,5% en el total nacional y las trece ciudades, respectivamente. Al descomponer dichas tasas por grupos poblacionales se observan aún importantes disparidades, en particular en las mujeres y los jóvenes. Además, se registran tendencias ascendentes en el número de desempleados que permanecen varios meses en el desempleo y de los inactivos que transitan al desempleo. Finalmente, por el lado de los ingresos, los del segmento no asalariado urbano, los más golpeados durante la pandemia, se han seguido recuperando, y sus horas trabajadas ya casi se encuentran en los niveles previos a la pandemia. Dado lo anterior, en este reporte se estima que la TD empezará a mostrar reducciones en lo que queda de 2021, aunque moderadas. Se espera que la TD nacional se ubique en promedio en 2021 entre el 13,7% y 15%, con 14,4% como valor central, en cuyo caso cerraría el año alrededor del 13,8%. Las estimaciones de la TD de largo plazo consistente con una inflación estable (Nairu) sugieren una brecha de la TD positiva de alrededor de 2,3 puntos porcentuales (pp) para 2021, por lo que la holgura del mercado laboral continuaría, presionando a la baja la inflación vía costos salariales. Como es usual, este reporte se divide en dos secciones. En la primera se examinan en detalle los principales hechos coyunturales del mercado laboral. En la segunda se estudia la evolución reciente del mercado laboral de los jóvenes, los cuales han sido protagonistas de las manifestaciones registradas en el país durante mayo, y se analizan los efectos que han tenido programas para dinamizar la creación de empleo juvenil implementados en el pasado. En particular, se estiman los efectos de la Ley del Primer Empleo de 2010 y se recopilan los resultados encontrados en la literatura sobre el programa Jóvenes en Acción. Se encuentra que ambas políticas son complementarias y efectivas en reducir el desempleo juvenil, pero conllevan costos fiscales, los cuales requieren estrategias de financiación sostenibles. Adicionalmente, a partir de la estimación realizada, se efectúa una cuantificación aproximada de los efectos de eliminar los impuestos de nómina para los jóvenes. Este ejercicio proporciona un punto de referencia para diagnosticar los posibles efectos que el Decreto 668 de 2021, promulgado recientemente por el Gobierno, y consistente en un subsidio temporal a la nómina de nuevos empleados jóvenes, tendría sobre el desempleo juvenil.
