Transparency is a challenge for public administration reforms for now and beyond towards modern and better governance. The economic crisis that occurred has led to a large erosion of public confidence in the effectiveness of government financial management. This study aims to analyze the key elements of local government transparency in new public governance. The research data was obtained through financial reports on local government websites. The sample selection technique used purposive judgment sampling and yielded a total of 262 local governments in Indonesia. The analytical method used is logistic regression analysis. The results showed that key elements, reflected by the local government size and local financial independence ratio, had a significant influence on the implementation of internet financial reporting, while audit opinions do not have a significant effect. This is due to changes in public perception of the quality of audit opinions provided by the Audit Board. This study emphasizes that local governments that receive a fair or unfair audit opinion cannot prove with certainty that the local government has performed good or poor financial management. Audit opinions obtained by local governments do not always facilitate the publication of financial statements on their official websites.

Using the performative and affective elements of Gilles Deleuze’s conception of “meat,” I argue that the literary representation of stag hunting in the early modern period can serve as a model for an embodied understanding of interspecies communication and interaction. The stag hunt—more than any other form of hunting during the early modern period—is frequently construed in allegorical terms, which sustain human-animal divisions and reinforce notions of human superiority. However, beginning with George Gascoigne’s treatise The Noble Arte of Venerie or Hunting (1575), I explore how elements of the stag hunt like imitation blur these boundaries, posing a challenge to essentialist conceptions of the human, and opening up more fluid mediums of corporeal communication.I then turn to Jaques’ encounter with the stag in Shakespeare’s As You Like It (1599) to consider the potential for trans-species communication of material “passions.” My approach resonates with current work like that of Ralph Acampora, which attempts to shift the grounds of humans’ ethical consideration for animals from the psyche to the soma.

The chapter presents the most important element of propaganda used as a tool to create attitudes in society. The environmental determinants of information were identified and the scope of information security responsibilities was presented, taking into account such areas as information security, information warfare, disinformation. The main focus was on identifying the components of propaganda, the scheme by which it is implemented, and its socio- historical and cultural determinants. The most important techniques of manipulation used in propaganda as well as the way of identifying propaganda campaigns are presented.

This study explored the factors that are critical to the success of public (government) sector knowledge management initiatives and the lessons from private sector knowledge management and organizational learning that apply in the public sector. The goal was to create a concise guide, based on research-validated success factors, to aid government organizations in establishing effective knowledge management initiatives to improve organizational learning. Academic and business literature provided 91 success factors in nine categories relating to social, organizational, managerial, and technological considerations. Determining which factors will have more bearing on success can be challenging for any organization, but possibly more so for public organizations, given that most guidance derives from the private sector. Many of the few government oriented studies targeted service to the public, but effective services depend on healthy processes and practices that capture, organize, share, maintain, apply, and--when complex, turbulent environments demand novel approaches--create new knowledge to enable desired outcomes. A review of knowledge management and organizational learning literature--most of which reflected private sector initiatives--provided a set of candidate success factors. A panel of knowledge management experts with public sector experience tested a draft survey instrument and provided suggestions for improving its questions and organization. Links to the amended survey instrument were provided in online and email solicitations targeting members of online professional communities dedicated to knowledge management and organizational learning, and who had experience with public sector knowledge management initiatives. Members of these communities participated, providing insights into the factors that most affected the success of their initiatives. After responding to the survey questions, 17 participants clarified and expanded on some of their responses during follow-on interviews. Analysis and conclusions based on survey and interview findings supplemented the literature review in providing content for the guide, which has been offered to participants.

Nos travaux de thèse contribuent au domaine de la Gestion du Cycle de Vie des Produits (PLM : Product Lifecycle Management) selon deux objectifs : l'un concerne plus particulièrement l'analyse et l'état de l'art des concepts liés au domaine du PLM alors que le second va chercher à tirer avantage de ces concepts pour la formalisation d'un metamodèle adapté à la Traçabilité des produits tout au long de leur cycle de vie. La gestion intégrée de toute information relative au produit et à sa production est une des questions majeure de l'industrie. Une des réponses à cette question, actuellement d'actualité, concerne un paradigme naissant, défini par le vocable de Gestion du Cycle de Vie des Produits (PLM : Product Life Cycle Management). Dans ce contexte, l'une des problématiques concerne la traçabilité des produits tout au long de leur cycle de vie qui induit ainsi une nécessaire interopérabilité de l'information ainsi que des efforts de standardisation. Afin d'assurer ces échanges d'information, notre contribution, basés sur la situation actuelle des systèmes d'information d'entreprise (qui manipulent l'information sur les produits), doit aboutir à la définition d'une vue holonique d'un modèle conceptuel orienté produit d'un système de production, formalisant la structure du système d'information associé aux données de traçabilité des produits
The thesis contributes to the area of PLM (Product Lifecycle Management) as a two-layer topic: the first deals with a definition of the boundaries of what is considered as PLM in the market, while, in a complementary way, the second deals with the definition of a reference metamodel for product management and traceability along the product lifecycle. Product and production management have become complicated processes where more problems are overlapping each other's. Product development might ever more take into account improved customers' tastes and requests in a shorter time-to-market. This way, the product lifecycle and its related management are becoming unavoidable key aspects, creating such a “product centric” (or product-driven) problem. The integrated management of all the information regarding the “product” and its production is one of the related questions. One of the main issues concerning with the product management in a wider perspective (along a defined lifecycle), deals with the traceability of the product. The problem of information exchange could easily arise and further standardization efforts will be needed, so establishing a kind of barriers to the diffusion of the same holonic traceability. In order to reduce these further barriers, but ever more in order to improve the currently definition and the study of Holonic product traceability, we are looking to the current situation of enterprise information systems (where product information are resident) and trying to elaborate it in an holonic view, creating a conceptual HMS product-oriented architecture

Globalization has resulted in closer integration of economies and societies. It has contributed to the emergence of a new world order which involves a vast nexus of global and regional institutions, surrounded by transnational corporations, and non-governmental agencies seeking to influence the agenda and direction of international public policy. Health is a center point of geopolitics, security, trade, and foreign policy. Expansion in the territory of health and an increase in the number of health actors have profound implications for global health governance. Accordingly, the focus of the thesis is on endorsing the three core elements of governance proposed by Ackleson and Lapid, which comprises a system of (formal and informal) political coordination—across multiple levels from the local to the global—among public agencies and private corporations seeking to accomplish common goals and resolve problems through collective action. This shift in global governance has been prominent in the health sector with the formation of numerous public-private partnerships, coalitions, networks, and informal collaborations. In an effort to cope with the proliferation of players in the health sector, the World Health Organization has undergone gradual transformation in its governance framework. It is important to examine the evolution of the governance architecture of the WHO, as well as its effective application in the current global environment maintaining the organization’s legitimacy. This study tries to offer a comprehensive account of the WHO’s history, its successes and failures, as well as challenges and opportunities confronting the organization. Embracing public-private partnerships and formal-informal interactions does not simply fill governance gaps opened by globalization, but helps cluster in narrower areas of cooperation, where the strategic interests of multilateral organizations (e.g., the WHO), states, and transnational actors intersect. Global health problems require global solutions, and neither public nor private organizations can solve these issues on their own. The forms of governance based on the Acklesonian-Lapidian definition assist in accomplishing public health goals through shared decision-making and risk taking.

O reconhecimento da resistência antimicrobiana como um fenômeno emergente em saúde pública, tem constituído um problema em nível mundial. O abuso na utilização de antibióticos na medicina humana e veterinária, e na agricultura, tem originado incremento na diversidade de micro-organismos resistentes, refletindo em falha terapêutica. Os mecanismos de resistência a antibióticos em micro-organismos são mediados principalmente por genes adquiridos de DNA exógeno. A dinâmica da transferência horizontal é realizada por meio de elementos genéticos móveis que carregam genes de resistência. A ampla distribuição deste tipo de estruturas, como o elemento SXT, isolado inicialmente em V. cholerae, tem contribuído para a disseminação de complexos específicos clonais em determinadas áreas geográficas. Este estudo pioneiro no Brasil pesquisou a presença de elementos SXT, em espécies bacterianas do grupo das gama proteobactérias em espécies ambientais, determinou suas características estruturais e funcionais, incluindo genes de resistência a antibióticos, bem como a sensibilidade aos antibióticos dentre os isolados bacterianos que os abrigam. O resultado foi a classificação de 43 elementos SXT obtidos no Brasil, através da comparação com aqueles descritos na literatura. Dentre os elementos SXT obtidos, quatro são albergados por Morganella morganii, fato inédito na literatura. O conhecimento da evolução bacteriana constitui importante ferramenta para estabelecer estratégias eficazes de controle e tratamento de infecções, sem aumentar a pressão seletiva sobre os micro-organismos, bem como instrumento preciso e de grande importância para subsidiar estudos epidemiológicos.
Recognition of antimicrobial resistance as an emerging phenomenon in public health has been a problem worldwide. The abuse in the use of antibiotics in human and veterinary medicine, and agriculture, has caused an increase in the diversity of resistant microorganisms, reflecting in treatment failure. The mechanisms of antibiotic resistance in microorganisms are primarily mediated by genes acquired from exogenous DNA. The dynamics of the horizontal transfer is performed by mobile genetic elements which carry resistance genes. The wide distribution of these structures, such as the SXT element originally isolated from V. cholerae, has contributed to the spread of specific clonal complexes in certain geographical areas. This pioneering study in Brazil researched the presence of SXT elements in the group of bacterial species in environmental gamma-proteobacteria species, determined their structural and functional characteristics, including genes for resistance to antibiotics and the antibiotic susceptibility among bacterial isolates that harbor them. The result was the classification of 43 SXT elements found in Brazil, by comparison with those found in the literature. Among the SXT elements found, four are sheltered by Morganella morganii, unprecedented in the literature. Knowledge of bacterial evolution is an important to establish effective strategies to control and treat infections without increasing the selective pressure on microorganisms, as well as a precise instrument and very important tool to support epidemiological studies.

The cycling of arsenic in the marine photosynthetic plants and algae was examined by analysing total arsenic concentrations and arsenic species in selected marine photosynthetic organisms from the south-east coast, NSW, Australia. A range of elements required for metabolism in photosynthetic organisms were also analysed to determine if any relationship between these elements and arsenic concentrations occurred. Organisms were selected from salt marsh and mangrove ecosystems, marine inter-tidal and estuarine environments, and two species of marine phytoplankton cultured, to represent the different marine environments that primary producers inhabit. Organisms selected were compared to species within their own environment and then a comparison made between the varying ecosystems. In the salt marsh and mangrove ecosystems, the leaves of four species, the mangrove Avicennia marina, the samphire Sarcocornia quinqueflora, the seablight Suaeda australis, and the seagrass Posidonia australis were sampled from three locations from the south-east coast of NSW using nested sampling. Mean total arsenic concentrations (mean � sd) dry mass for all locations were A. marina (0.38 � 0.18 �g g-1 to 1.2 � 0.7 �g g-1), S. quinqueflora (0.13 � 0.06 �g g-1 to 0.46 � 0.22 �g g-1), S. australis (0.03 � 0.06 �g g-1 to 0.05 � 0.03 �g g-1)and P. australis (0.34 � 0.10 �g g-1 to 0.65 � 0.26 �g g-1). Arsenic concentrations were significantly different between species and locations but were consistently low compared to marine macroalgae species. Significant relationships between As and Fe concentrations for A. marina, S. quinqueflora and P. australis and negative relationship between As and Zn concentrations for S. quinqueflora could partially explain arsenic concentrations in these species. No relationship between As and P concentrations were found in this study. All terrestrial species contained predominantly inorganic arsenic in the water extractable and residue fractions with minor concentrations of DMA in the water-soluble fraction. P. australis also contained dimethylated glycerol and phosphate arsenoriboses. The presence of arsenobetaine, arsenocholine and trimethylated glycerol arsonioribose is most likely due to the presence of epiphytes on fronds on P. australis. In contrast, macroalgae contained higher total arsenic concentrations compared to marine terrestrial angiosperms. Total arsenic concentrations also varied between classes of algae: red macroalgae 4.3 �g g-1 to 24.7 �g g-1, green macroalgae 8.0 �g g-1 to 11.0 �g g-1 and blue green algae 10.4 �g g-1 and 18.4 �g g-1. No significant relations were found between As concentrations and concentrations of Fe, Co, Cu, Mn, Mo, Mg, P and Zn concentrations, elements that are required by macroalgae for photosynthesis and growth. Distinct differences between algal classes were found for the proportion of arsenic species present in the lipid and water-soluble fractions, with green algae having a higher proportion of As in lipids than red or estuarine algae. Acid hydrolysis of the lipid extract revealed DMA, glycerol arsenoribose and TMA based arsenolipids. Within water-soluble extracts, red and blue-green algae contained a greater proportion of arsenic as inorganic and simple methylated arsenic species compared to green algae, which contained predominantly glycerol arsenoribose. Arsenobetaine, arsenocholine and tetramethylarsonium was also present in water-soluble extracts but is not normally identified with macroalgae and is again likely due to the presence of attached epiphytes. Residue extracts contained predominantly inorganic arsenic, most likely associated with insoluble constituents of the cell. Mean arsenic concentrations in the green microalgae Dunaliella tertiolecta were 13.3 �g g-1 to 14.5 �g g-1, which is similar to arsenic concentrations found in green macroalgae in this study. Diatom Phaeodactylum tricornutum arsenic concentrations were 1.62 �g g-1 to 2.08 �g g-1. Varying the orthophosphate concentrations had little effect on arsenic uptake of microalgae. D. tertiolecta and P. tricornutum metabolised arsenic, forming simple methylated arsenic species and arsenic riboses. The ratio of phosphate to glycerol arsenoriboses was higher than that normally found in green macroalgae. The hydrolysed lipid fraction contained DMA arsenolipid (16-96%) with minor proportions of phosphate arsenoribose (4-23%). D. tertiolecta at f/10 phosphate concentration, however, contained glycerol arsenoribose and another arsenic lipid with similar retention as TMAO as well as DMA. The similarities between arsenic species in the water-soluble hydrolysed lipids and water-soluble extracts, especially for P. tricornutum, suggests that cells readily bind arsenic within lipids, either for membrane structure or storage, releasing arsenic species into the cytosol as degradation of lipids occurs. Inorganic arsenic was sequestered into insoluble components of the cell. Arsenic species present in D. tertiolecta at lower phosphate concentrations (f/10) were different to other phosphate concentrations (f/2, f/5), and require further investigation to determine whether this is a species-specific response as a result of phosphate deficiency. Although there are similarities in arsenic concentrations and arsenic species in marine photosynthetic organisms, it is evident that response to environmental concentrations of arsenic in uncontaminated environments is dependent on the mode of transfer from the environment, the influence of other elements in arsenic uptake and the ability of the organism to metabolise and sequester inorganic arsenic within the cell. It is not scientifically sound to generalise on arsenic metabolism in �marine plants� when species and the ecosystem in which they exist may influence the transformation of arsenic in higher marine organisms. There is no evidence to suggest that angiosperms produce AB as arsenic is mostly present as inorganic As, with little or no arsenic present in the lipids. However, marine macro- and microalgae both contain lipids with arsenic moieties that may be precursors for AB transformation. Specifically, the presence of TMA and dimethylated arsenoribose based arsenolipids both can transform to AB via intermediates previously identified in marine organisms. Further identification and characterization of As containing lipids is required.

The Pieman River catchment has seen continuous mining of economic deposits of gold, silver, lead, copper, zinc and tin since the 1870’s. Tributaries of this river which receive mining effluent, either directly or from acid mine drainage (AMID), have total metal concentrations considerably above background levels and are of regulatory concern. The lower Pieman River is however classified as a State Reserve in which recreational fishing and tourism are the major activities. It is therefore important that water entering the lower Pieman River from upstream hydroelectric impoundments is of high quality. Metals in natural waters exist in a variety of dissolved, colloidal and particulate forms. The bioavailability and hence toxicity of heavy metal pollutants is very dependant on their physico form. Knowledge of the speciation of a metal in natural aquatic environments is therefore necessary for understanding its geochemical behaviour and biological availability. Complexation of metal ions by natural ligands in aquatic systems is believed to play a significant role in controlling their chemical speciation. This study has investigated temporal and spatial variation in complexation of metal ions in the Pieman River. The influence of pH, temperature, organic matter, salinity, ionic strength and time has been investigated in a series of field studies and in laboratory-based experiments which simulated natural and anthropogenic disturbances. Labile metals were measured using two techniques in various freshwater and estuarine environments. Diffusive gradients in thin-films (DGT) allowed in situ measurement of solution speciation whilst differential pulse anodic stripping voltammetry (DPASV) was used to measure labile metal species in water samples collected from the catchment. Organic complexation was found to be a significant regulating mechanism for copper speciation and the copper-binding ligand concentration usually exceeded the total copper concentration in the river water. Complexation was highly dependent on pH and at the river-seawater interface was also regulated by salinity, probably as a result of competitive complexation by major ions in seawater (eg. Ca 2+ ions). Zinc complexation was also evident, however total zinc concentrations in the water column often far exceeded the potential binding capacity of available ligands. In addition to organic complexation, Zn speciation may also be associated with adsorption by flocculated or resuspended colloidal Mn and/or Fe oxyhydroxides. Metal ion complexation and hence speciation was found to be highly variable within the Pieman River catchment. This presents major difficulties for environmental managers, as it is therefore not possible to make catchment-wide assumptions about the bioavailability of these metals. These results emphasise the importance of site-specific sampling protocols and speciation testing, ideally incorporating continuous, in situ monitoring.

This research aims to explore and identify essential elements of community engagement in the public sector, including library services. Previous research has highlighted public libraries objectives in undertaking community engagement, in terms of tackling social exclusion, promoting democracy and contributing to social/cultural/human capital. However, it is also apparent that there is a lack of shared vision and strategy for community engagement in public libraries. Furthermore, little systematic research has examined the community engagement process in practice. Hence there is a need for a systematic, comparative and empirical investigation into essential elements of community engagement in public libraries. The study was qualitative, involving three case studies in England. Research methods employed to gather data included semi-structured interviews, direct observation and document analysis. Both the viewpoints of service providers and service users were captured. Essential elements of community engagement were initially identified in case specific contexts. The discussion of the relationships between elements then identified two key underlying variable drivers (i.e. influence of authority and willingness to learn ) that had a fundamental impact on community engagement. Influence of authority was defined as the extent that the initiative was led by the service or the community. Willingness to learn was defined as the extent that the service was willing to embrace a community-driven approach or a library-based approach for implementing community engagement. The empirical investigative results identified the essential elements of community engagement as comprising of: accountability , belonging , commitment , communication , a flexible approach , genuineness , relevance and sustainability . The significance of this research is the identification, based on empirical data, of arguably the essential elements of community engagement in the public library context. However, it is likely that these elements are key to forms of community engagement both within and outside the public sector. Recommendations are made in conclusion for the promotion of genuine community engagement, where the community-driven approach and the organic nature of the community engagement process are seen as being paramount to engagement.

1. Identifying the Research Questions The British society in a way does not encourage the worship of God. What it encourages is the caricature of the worship of God. But we Christian pastors and Mricans in particular believe that if we train our people and focus their gaze properly on our Lord and Saviour Jesus Christ, the society will not be able to squeeze them into its mode.! . The above statement is symptomatic of the problem that Diaspora Mrican Christians assume is posed for their own spirituality and, in particular, their public worship by the decline in the popularity of religion in British society? The statement also suggests that Diaspora Mrican Christians perceive that direct and purposeful Christian teaching with emphasis upon discipleship is a panacea for halting the influence of secularization on the faith of their members in Britain. This study takes off from these presuppositions/hypotheses to explore how today's Diaspora African Christians in the city of Liverpool sustain their faith commitment, especially through their participation in public worship. This research has not limited the provision of an answer to the exploration of the elements of worship alone, although that is the primary focus. Worship takes place not in a vacuum, but in a society. The study, therefore, explores the manner in which Liverpool's Diaspora Mricans Christians relate their public worship to broader personal and social goals. The answer to the research question was also sought through a consideration of conditions within the host society. This is done by exploring those factors within the community of Liverpool that either enable or stand in the way of the worship of Diaspora Mrican Christians. This necessarily involves the location of today's Diaspora African Christian community against the background of a historical overview of their migration and settlement in the UK and particularly in the city of Liverpool. This migratory movement has resulted in the creation of a dynamic Mrican Diaspora community in the city. Consequently, the study explores the religious consciousness and activities of the communities, especially focusing upon the elements of their public worship as an effective part of community life and social identity. The study further explores how Diaspora Mrican Christians have been able to navigate successfully the various dilemmas they face as they come to Britain and Liverpool. These dilemmas include the increasingly secular nature of their new society, which appears to be in direct contrast to their very religious African society.3 This dilemma is heightened by the rejection some say they faced from the white· churches when they attempted to worship with them, the racial hostility some have encountered in society, and the loneliness that most of them experienced in Liverpool. The apparent lack of openness to the adaptation of mainstream worship and, indeed, of theological expression to Mrican sensibilities, is equally part of their dilemmas. These factors have not only led them to establish their own churches but have helped to reinforce their attitudes towards public worship. Hence the act of public worship does not for them stand apart from their wider cultural expression, but rather it 3 The response of virtually all interviewees that they came from a very religious Mrican background is functions as an adequate coping tool for Diaspora Mrican Christians in Liverpool. It also gives them the opportunity of experiencing holistic life fulfilment within an enabling social groUp.4 . The African churches thus serve the fulfillment of sociocultural and spiritual yearnings of Mricans in the diaspora. Sturge refers to these functional assemblies as 'the Community Church's, which I would prefer to term as the Holistic Church. It is holistic in terms of its determination to minister to the spirit, soul and body of every member. , The thesis approaches the research question by identifying the background religious worldview of Diaspora Mricans, the nature of their worship, and the conditions in the host society, as the three principal sources of religious behaviour of these immigrants. This is brought together as the interpretative triangle of religious behaviour. The impact of Diaspora Mrican Christians' worship on the Liverpool community is examined alongside a critique of those factors in the host society that enable or inhibit the people's worship. It is my hope that the findings from the research will be of benefit to Christian churches all over the world, but especially to the Mrican immigrant churches and other Christian churches in Liverpool. This research does not investigate the future of public worship among the future generation of Diaspora Mricans Christians; this is however an interesting area for further research. Taken as a whole, the thesis offers a comprehensive response to questions relating to the role of public worship among Liverpool Diaspora Mrican Christians and to the manner in which that public worship is sustained.

The purpose of this study was to: (a) determine the perceptions of Virginia public school division superintendents regarding key elements of the Virginia Public Procurement Act (VPPA); (b) determine the relationship between the perceptions of the superintendents regarding the VPPA and selected demographic variables; (c) determine the superintendents’ perceived strengths and weaknesses of the VPPA; and (d) determine changes that the superintendents feel should be made in the VPPA. Data utilized in the study were derived from a survey instrument (Superintendents’ Perception Survey on the Virginia Public Procurement Act). Participants included all 134 division superintendents in Virginia. Data were reported by means, standard deviations, percentages, and correlation coefficients. Major findings of the study were: 1. Superintendents agreed that the VPPA has increased competitive procedures, increased the time spent on purchasing, improved cost effectiveness, increased the amount of time needed to write specifications, improved purchasing ethics, and increased the potential for litigation against the school division. 2. Superintendents agreed that school division purchasing procedures were adequate before the VPPA and that purchasing codes and procedures should be left to local school divisions. 3. Superintendents disagreed that the VPPA has improved the quality of goods and services, improved the meeting of delivery deadlines, increased the number of awards to sole-source vendors, and increased the number of awards to local vendors. 4. Superintendents disagreed that adequate training has been provided to comply with the VPPA. 5. Significant relationships were found between superintendents' perceptions of the VPPA and division size, experience as a superintendent, purchasing experience, division classification (rural or urban), and computerized purchasing systems. 6. No significant relationships were found between superintendents’ perceptions of the VPPA and age and race. 7. Superintendents identified increased competition as the major strength of the VPPA, being too time consuming as the major weakness, and make no changes in the VPPA as the major recommendation.

The enormous individual, familial, and societal burden of child sexual abuse has underscored the need to address the problem from a public health framework. Much work remains, however, at the first step of this framework — defining and understanding the scope of the problem, or establishing incidence and prevalence estimates. In this occasional paper, we provide an overview of the ways researchers have defined and estimated the scope of child sexual abuse, focusing on agency tabulations and large-scale surveys conducted over the last several decades. More precise estimates of the number of children affected by child sexual abuse would improve the ability of the public health, child welfare, pediatrics, and other communities to prevent and respond to the problem. We recommend using a comprehensive surveillance system to assess and track the scope of child sexual abuse. This system should be grounded by common definitional elements and draw from multiple indicators and sources to estimate the prevalence of a range of sexually abusive experiences.

The current practise of cost-benefit analysis inWestern countries consists of a collection of various incompatible ideas and methodologies to obtain replicable numbers for the costs and benefits of major public spending plans. This paper describes the main elements of the dominant methodology, which combines consumer and producer surplus, price-taking, government-inputs-as-outputs, hedonic pricing of externalities, and the issue-specific use of partial or general equilibrium thinking. The paper then discusses how that methodology can be augmented and partially replaced by looking at how prospective policies would change the total number of WELLBYs (life satisfaction-adjusted years of life) of the population. The ability of the WELLBY methodology to address complex externalities is illustrated by the Easterlin Discount, which is a proposed reduction factor of 75% on all estimates of private consumption benefits to offset the envy caused in others.

Recent literature on the political economy of education highlights the role of political settlements, political commitments, and features of public governance in shaping education systems’ development and performance around learning. Vietnam’s experiences provide fertile ground for the critique and further development of this literature including, especially, its efforts to understand how features of accountability relations shape education systems’ performance across time and place. Globally, Vietnam is a contemporary outlier in education, having achieved rapid gains in enrolment and strong learning outcomes at relatively low levels of income. This paper proposes that beyond such felicitous conditions as economic growth and social historical and cultural elements that valorize education, Vietnam’s distinctive combination of Leninist political commitments to education and high levels of societal engagement in the education system often works to enhance accountability within the system in ways that contribute to the system’s coherence around learning; reflecting the sense and reality that Vietnam is a country in which education is a first national priority. Importantly, these alleged elements exist alongside other features that significantly undermine the system’s coherence and performance around learning. These include, among others, the system’s incoherent patterns of decentralization, the commercialization and commodification of schooling and learning, and corresponding patterns of systemic inequality. Taken together, these features of education in Vietnam underscore how the coherence of accountability relations that shape learning outcomes are contingent on the manner in which national and local systems are embedded within their broader social environments while also raising intriguing ideas for efforts to understand the conditions under which education systems’ performance with respect to learning can be promoted, supported, and sustained.

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sugar-sweetened beverage (SSB) taxes are cost-effective. Nonetheless, policies alone may not succeed. Political will to prioritize well-being, protections against industry interference, and public buy-in are necessary. If those elements align, pricing policies that consider the context in question can be designed and implemented to achieve several goals around reducing consumption of unhealthy SSBs and foods, narrowing existing nutritional and health disparities, encouraging economic and social development. The US and its local and state jurisdictions should consider these pricing policy issues and their contexts carefully, in collaboration with community partners and researchers, to design multi-duty actions and to be prepared for future windows of opportunities to open for policy passage and implementation.

The NAP used an integrated ‘One-Health’ approach which spanned people, animals, agriculture and the environment, and calls for activities to “identify and assess the sources, pathways, and exposure risks” of AMR. The FSA continues to contribute to delivery of the NAP in a number of ways, including through furthering our understanding of the role of the food chain and AMR.Thorough cooking of food kills vegetative bacterial cells including pathogens and is therefore a crucial step in reducing the risk of most forms of food poisoning. Currently, there is uncertainty around whether cooking food is sufficient to denature AMR genes and mobile genetic elements from these ‘dead’ bacteria to prevent uptake by ‘live’ bacteria in the human gut and other food environments - therefore potentially contributing to the overall transmission of AMR to humans. This work was carried out to assess these evidence gaps.
