Die Arbeitsmärkte Europas befinden sich in der Krise. Diese Aussage gilt seit Langem, und sie gilt für alle Länder, auch wenn Ausmaß, Ursache und Ausprägung der Krise deutlich variieren. Dabei zeigen sich erhebliche Ungleichgewichte: dort der arme Süden, mit teilweise sehr hohen Arbeitslosenzahlen, insbesondere auch unter Jugendlichen; hier der reiche Norden mit vergleichsweise geringeren Beschäftigungsproblemen, wobei sich die Jugendarbeitslosigkeit selbst in diesem Teil Europas in den allermeisten Ländern verdoppelt hat.
