Purpose The purpose of this paper is to analyse the effect of six governance indicators on the rate of creation of new companies between countries that are members of the European Union (EU) and those that are not. H1 states that the various dimensions of governance help to explain the immediate creation of new businesses in European and non-European countries. H2 states that the various dimensions of governance help to explain the deferred creation of new businesses in European and non-European countries. Design/methodology/approach The paper uses two types of analyses: firstly, univariate analysis, which is a descriptive statistics of the dependent, independent and control variables, and the results of a t-test; and secondly, multivariate analysis, which estimates using the fixed-effects estimator under the specifications previously raised for the subsample of 28 EU countries and for the subsample of 103 non-EU countries during the period 2004-2014. Findings The results show that the variables of governance are not significantly higher in the EU, although the density of the enterprises is. Within the governance indicators, government effectiveness is significant in the EU. The results obtained for the EU confirmed H1and H2, with a significant positive effect of government effectiveness on entrepreneurship, while the other governance variables were not significant in the EU subsample. The results obtained for non-EU countries suggest no significant immediate effects (H1) and a slightly significant delayed effect of rule of law on the entrepreneurship (H2) concerned. Research limitations/implications Future research in this area could consider introducing another regional division or other types of methodology as variables affect models. Practical implications Governance can be defined as the ability of a government and its public institutions to provide services and design, and implement rules, which is a factor that affects the creation of new companies. However, the effect of governance could differ depending on the country and its economic environment. This paper analyses the effect of six governance indicators on the rate of creation of new companies considering two different geographic regions as countries are presumably heterogeneous. Therefore, these results indicate that the effect of governance variables on entrepreneurship differs according to the region. Social implications The effect of governance variables on entrepreneurship according to the region is also known. Originality/value This study applied panel data analysis to two samples of countries during the period 2004-2014, one formed by 28 countries of the EU and the other by 103 non-EU countries. No other paper considers this number of countries for this period. To assess the impact of governance on the creation of new companies, this paper considered the existence of immediate and deferred effects of governance on entrepreneurship.

Résumé :

The purpose of the presented research is to assess pro-environmental behaviour (PEB) in European Union countries in 2009 and 2019. The study used a synthetic measure developed using the TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) benchmark method. This method enables distinguishing classes and ranks of countries depending on the adopted characteristics. Basic measures of descriptive statistics, i.e., average, standard deviation and the coefficient of variation, were used in the analysis of the data set. The main research question addressed in this study concerns the relationship between the level of PEB and economic, demographic, and educational factors—not only on a micro scale but also from the macroeconomic perspective. The research has revealed a wide variety throughout the European Union (EU-27) countries in terms of pro-environmental behaviour. Sweden, Finland, and Denmark top the ranking, while Malta, Greece, Spain, and Romania are at the bottom of it. Northern European countries can therefore be identified as a group that represents a positive benchmark in terms of PEB across the European Union (EU-27). The correlation between PEB and selected economic, demographic, and education-related variables was also investigated. Country-level PEB is correlated with demographic and economic variables, but it is not correlated with education-related variables.

Résumé :

The subject of this empirical and theoretical work is the exchange of foreign trade in Libya with the countries of the European Union. The scientific objective of the research is to make a scientific classification of the volume of foreign trade between Libya and the European Union countries and to discover the factors that hinder foreign trade and explain them scientifically. European countries also support this cooperation and contribute significantly to the formulation of future cooperation policies with Libya in various social, political, and economic fields. However, this cooperation takes place in light of objective difficulties arising from the conflicting interests of Western countries in North Africa and Libya. Since these relations are burdened with many problems of different nature, we started this paper from two assumptions: The first premise is that in the trade relations between Libya and the European Union, there are common interests for foreign trade that are more feasible. The second premise is that more encouragement and protection for investments by the countries of the European Union helps in new qualitative development and economic growth in Libya, which will significantly improve trade relations between Libya and the countries of the European Union.

Résumé :

Despite the great importance of sustainable development for a country, it is possible to say, having reviewed the literature widely, that this research is the first to use a Multi-Criteria Decision Method (MCDM) to analyze the sustainability of EU countries, considering different dimensions and weighting the criteria with the help of a group of experts. This paper therefore sets out a Multi-Criteria Model for analyzing the development of sustainability in EU countries (and Norway and Iceland). This required prior filtering and analysis of the data from the Eurostat database. The model was built with the multi-criteria Analytic Hierarchy Process (AHP) technique. Four experts in sustainability participated in the weighting process. The results of the AHP model are identified by areas of sustainability, with the highest value found in Norway, and the rest are found around it forming rings of sustainability, where sustainability decreases the further a country is from Norway. This research could be used to identify the strengths and weaknesses of each country with regard to sustainable development, and by analyzing the measures taken by Norway and other countries with very high sustainability, by continuous improvement processes, reach similar levels of sustainable development.

Résumé :

Coopetition has been the issue of various studies in different fields, but there is a research gap in examining coopetition within the tourism sector and destination management. This paper aims to determine whether there are internally homogeneous and externally heterogeneous groups of European Union countries regarding indicators of natural and cultural resources of the Travel and Tourism Competitiveness Index (TTCI), and thus subsequently identify the importance and possibilities of competition among countries within the tourism sector. Multidimensional scaling and cluster analysis are used to verify the research hypothesis, along with ten indicators of the fourth sub-index (Natural and Cultural Resources) of TTCI. The results of the cluster analysis led to a six-group solution. Italy, Spain, and France have the best position in terms of tourism competitiveness. The results show space for competition in the international tourism market. Even though EU countries are competitors at a global level, their cooperation could be beneficial to tourism development. The findings of this study can be helpful in planning and strategy development for tourism policymakers and destination management organizations but can also be used to develop various marketing strategies. Furthermore, cooperation between destinations will support the need for strategic flexibility in the tourism sector, as the diversity of tourism attractions will increase.

Résumé :

The article is aimed at identifying the scope and features of financial provision for scientific research in the founding countries of the EU – Germany, France and Italy, as well as in new countries – the Czech Republic, Hungary and Slovakia. Methodological basis of researches constituted the publications of scholars on this issue, analytical methods, the Eurostat data, and developed scientific approaches. According to the substantiated criteria, the analysis of research costs in terms of total expenses, costs by sector and per person is carried out. The identified features are grouped by common and distinctive characteristics regarding business structures, the public sector and higher education institutions. The dynamics of increasing or reducing these costs for a particular country during 2014–2019 are distinguished. The acyclicity of expenses detected during the specified period in all the analyzed countries by certain sectors is an evidence of a permanent search for the optimal ratio between the subjects of financing and reflects the specifics of the financial policy implemented by governments. Significant results of the study are the definition of a significant role of Germany in financing these costs, the share of which is almost a third of all EU spending, as well as the identification among the analyzed countries of a significant difference in costs between Germany, as the most economically developed EU country, and Slovakia, as the least developed, which makes 141 times. Separately, it is emphasized that the peculiarities of financing the costs are determined by the factors of historical, economic and mental content, which are disclosed with the appropriate substantiation in the article. The conclusions of the completed research are consistent with the views of other scholars whose works are taken into account in this article. A reasoning of the research results is provided and the feasibility of further searches for optimization of research costs is defined.

Résumé :

Due to its specificity, animal production depends to a lesser extent than plant production on agrometeorological conditions. Interdependence between the prices of animal products and climatic conditions manifests itself primarily through the fodder markets, which determine the profitability of animal breeding and keeping. The process of economic integration should contribute to a decline in price differentiation between European Union (EU) countries. In the case of the pig market, however, it is necessary to bear in mind the pig cycle, which particularly affects the supply of livestock and their prices. The Common Agricultural Policy (CAP) currently implemented is not adapted to the turbulent global challenges and, underlining the lack of tools adequate to the increasingly frequent and stronger price fluctuations in agricultural markets, consider it necessary to quickly implement a new strategic reformatting of the EU agricultural policy. This study aims to examine the stochastic convergence between prices on the pig market in the EU countries. The research was conducted using, among others, the augmented Dickey-Fuller (ADF) test and the Johansen test. The monthly data from January 2008 (2008M1) to December 2019 (2019M12) were used in this study (Eurostat, Statistical Yearbook of Agriculture). The conducted research indicates the existence of convergence paths between some countries and the group of EU-15 countries.

This thesis examines the moderating role of trade union representation in addressing the gap in employer-provided training between permanent workers and workers with fixed-term contracts (FTCs) from a cross-country, comparative perspective. The impact of trade union representation is measured on two different levels: (1) access to trade union representation at the workplace at the individual-level (2) average trade union representation at the country-level, measured as trade union power. The statistical analyses are performed using data from the 2015 European Working Conditions Survey (EWCS) and multilevel modelling. Our result suggests that, across the European countries, workers with FTCs receive less employer-paid training than permanent workers. Regarding the impact of trade union representation, statistically significant result is found only at the individual-level, where access to trade union representation increases employer-paid training regardless of employment contract. For the interaction between access to trade union representation at the individual-level and FTC, no significant relationship is found. However, the models with the cross-level interaction between trade union power and FTC indicate that employer-paid training increases for permanent workers only. Our findings suggest that trade union representation at the workplace could operate as an equalizer between permanent workers and FTC workers, while at the country-level, their lobbying effect is beneficial for permanent workers only

Résumé :

This dissertation endeavours to address an identified gap in literature concerning the relationship between New Zealand and the European Union (EU) in the field of research, science and technology (RS&T). Examination of the partnership begins with the creation of the Science and Technological Cooperation (STC) Arrangement in 1991 and comes to a close in 2008, following the Arrangement’s ‘upgrade’ to an STC Agreement on 16 July. During this time, the intensification of the EU’s activities in RS&T is evident. The Seventh Framework Programme (FP7) currently constitutes the most internationalised Programme to date. Identifying the complementary nature of New Zealand and EU research priorities thus suggests that now, more than ever, the New Zealand research community stands to gain from participation within such an inclusive venture. Aiming to assess the current status of New Zealand-EU research collaboration, the research identifies a number of recurring themes, both positive and negative, that influence the nature of the RS&T relationship. These themes focus on problems concerning visibility within the EU, geographical isolation from this important market, an absence of targeted domestic funding for New Zealand-EU RS&T collaboration and the unwieldy bureaucratic process of the Framework Programme. The research also determines the importance of both ‘official’ and ‘informal’ mechanisms’ in combating the outlined collaborative bottlenecks. Taking these themes into account, the thesis ultimately looks to provide recommendations concerning the future of New Zealand-EU engagement in this field.

Résumé :

What is the nexus between EU external migration policies and the democratization of Southern Mediterranean countries (SMCs)? Although being two essential components of EU external action and central elements within Euro-Mediterranean relations, little is known about how these two macro processes of international affairs intertwine. This research thesis aims to start fulfilling this gap through a qualitative multi-layered analysis, taking Morocco as a case-study. This country has a long-standing history of ‘cooperation’ with the EU on migration policies being conceived as a paradigmatic case among SMCs. This study is composed by three articles, each examining one layer of this interface (i.e., policy narratives, policy practices and stakeholders’ perceptions), as well as an introduction and a conclusion. The first article explores EU policy narratives, identifying EU assumptions and expectations about this nexus. The second one analyses EU policy practices through the case study of Morocco, focusing on understanding how the interplay of these policy fields is unfolding on the ground. The third article provides an assessment of Moroccan local stakeholders’ perceptions regarding EU policy implementation and impact on the country. Overall, the three articles draw on different sources of data obtained through desk research (policy documents, reports and academic literature) and fieldwork, which have been thoroughly analysed in the Software Nvivo and combining different qualitative methodologies and techniques. Finally, whereas the introduction frames and contextualizes the overall research question and presents the research design, the conclusion is mainly dedicated to identifying the policy gaps between the different layers and reflecting upon how the externalization-democratization nexus fits within the EU normative agenda.
¿Cuál es el nexo entre las políticas de migración exterior de la UE y la democratización de los países del sur del Mediterráneo? Aunque son dos componentes esenciales de la acción exterior de la UE y elementos centrales dentro de las relaciones euro mediterráneas, poco se sabe sobre cómo estos dos macroprocesos de las relaciones internacionales se entrelazan. Esta tesis tiene como objetivo comenzar a llenar este vacío a través de un análisis cualitativo multicapa, tomando a Marruecos como caso de estudio. Este país tiene una larga historia de "cooperación" con la UE en materia de políticas migratorias que se concibe como un caso paradigmático. Este estudio está compuesto por tres artículos, cada uno de los cuales examina una capa de esta interfaz (es decir, narrativas, prácticas y percepciones de stakeholders locales), así como una introducción y una conclusión. El primer artículo explora las narrativas políticas de la UE, identificando los supuestos y expectativas de la UE sobre este nexo. El segundo analiza las prácticas políticas de la UE a través del estudio de caso de Marruecos, centrándose en comprender cómo se está desarrollando la interacción de estos campos políticos sobre el terreno. El tercer artículo proporciona una evaluación de las percepciones de los stakeholders marroquíes con respecto a la implementación de la política de la UE y su impacto en el país. En general, los tres artículos se basan en diferentes fuentes de datos obtenidos a través de la investigación documental (documentos oficiales, informes y literatura académica) y trabajo de campo, que han sido analizados a fondo en el Software Nvivo y combinando diferentes metodologías y técnicas cualitativas. Finalmente, mientras que la introducción enmarca la pregunta general y presenta el diseño de la investigación, la conclusión se dedica principalmente a identificar las brechas entre las diferentes realidades del proceso político y a reflexionar sobre cómo el nexo externalización-democratización encaja dentro de la agenda normativa de la UE.

Résumé :

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

Résumé :

Abstract In ECE countries, democratisation and Europeanisation seemed to exist in a mutually reinforcing relationship and both concepts provided the main analytical lenses for studying these states. In the light of recent illiberal and anti-EU politics, two different concepts have started to receive increasing scholarly attention, namely the concepts of de-Europeanisation and autocratisation. Their exact meaning, however, remains unclear and the causal link between these specific processes and the rule of law has largely remained understudied. Against this backdrop, this chapter first summarises the state-of-the-art research on autocratisation and de-Europeanisation, and then examines the interaction and causal link between these two phenomena in times of declining democracies in Europe and rule of law problems.

Abstract Increasing mobility to and from European Union (EU) countries has started to challenge the principles of territoriality and national citizenship through which European democracies traditionally conditioned access to social benefits. Existing typologies of immigrant social protection regimes do not seem to adequately capture (nor explain) the diverse repertoire of policy configurations through which European welfare regimes adapt to migration-driven societal dynamics. This introductory chapter provides a critical reflection on the link between migration and access to welfare in the EU. In doing so, it aims to propose a comprehensive analytical framework that allows for a systematic comparison of the inclusiveness of social protection systems towards mobile individuals. We argue that states’ responsiveness towards the social protection needs of their immigrant and emigrant populations has to be examined through a combination of factors, including the characteristics of these populations, the migration history of these countries, as well as the main features of their welfare state.

AbstractIn recent years, the body of research on artificial intelligence (AI) has grown rapidly. As the European Union strives for excellence in AI development, this study aims to establish the publication achievements in the field among its member states between 2010 and 2019. We applied clustering and principal component analysis (PCA) on a set of bibliometric data concerning research publications on AI obtained from Scopus. The results reveal that while the union’s most populous countries—the United Kingdom, Germany, France, Spain, and Italy—were the most prolific producers of AI publications between 2010 and 2019, the highest impact was noted for publications that originated in the Nordic and Benelux countries, as well as in Austria and Ireland. Analysis confirms that the division between ‘old’ and ‘new’ member states has endured: the nations that joined the EU after 2004 recorded the lowest results in scientific output and impact in the AI field. This study can assist research agencies and researchers in developing a broad grasp of the current state of AI research.

Abstract Since the European refugee crisis 2015, the rather bureaucratic asylum and migration policy has become a highly politicised issue in ECE countries. The politicisation process started while political parties were involved with the policy. However, many studies have ignored the practice of executives’ and administrations’ action in this domain and knowledge of whether this public anti-EU rhetoric really resulted in non-compliance, therefore, remains limited. This chapter interlinks politicisation and non-compliance research in a comparative case study of Hungary and the Czech Republic. While combining findings of expert interviews, data on party manifestos and infringement procedures, it concludes that the partial politicisation did not lead to broader non-compliance in the Czech case, whereas the governmental-led politicisation in Hungary resulted in non-compliance. This difference is explained by the fact that in Hungary, the asylum-related administration, like other bureaucratic fields, has become increasingly re-politicised during the last decade.

AbstractThe “innovation divide” has been a common and persistent problem since the onset of Framework Programmes for Research and Innovation. Especially, for the group of countries that joined the European Union after 2004. Several initiatives have been implemented by the Union for encouraging the participation of these countries in these collaborative programmes, trying to maximize and extend the benefits of a knowledge economy across the EU. In this chapter, we explore how these instruments have been deployed paying special attention to the origins of “Spreading Excellence and Widening Participation” Horizon 2020 Work Programme. We explore its objectives and rationale, and we address some of its weaknesses and pitfalls. We argue that the “innovation divide” is not only a matter of providing adequate resources and encouraging participation for these countries and they cannot be treated as a homogeneous group. Particularly, in a moment of transition regarding innovation policies.

AbstractMigrants’ access to social benefits has been intensively studied in the European Union, but less scholarly attention has been dedicated to the way in which non-EU welfare regimes adapt to international mobility. This chapter introduces a volume that aims to address this research gap by taking the perspective of non-EU states on migrant social protection. To do so, our analysis focuses on 13 countries: Argentina, China, Ecuador, India, Lebanon, Morocco, Serbia, Senegal, Switzerland, the Russian Federation, the United Kingdom, Tunisia, and Turkey. These countries represent relevant sending states for migrants coming to the EU, with some of them also hosting sizeable immigrant populations. We argue that their different migration characteristics (including the size and main features of their immigrant and diaspora populations) as well as the peculiarity of their welfare regimes (which often followed a quite distinctive historical path of development compared to their EU counterparts) may shape their responsiveness in terms of ensuring migrants’ access to domestic welfare systems.

Abstract Policymakers across Europe have increasingly emphasised the importance of paying close attention to the social dimension of higher education and taking further steps to ensure that the composition of Europe’s universities more adequately reflects the diversity of the wider population. While there have been a number of studies that have explored this through analyses of European- and national-level policy and others that have assessed a range of quantitative indicators related to student diversity, this chapter assumes, in contrast, an interpretivist stance; it is interested in the perspectives of those studying and working ‘on the ground’ within the European Higher Education Area. Specifically, we seek to answer this research question: To what extent do students and staff, across Europe, believe that higher education access and experiences are differentiated by social characteristics (such as class/family background, race/ethnicity/migration background, gender and age)? In doing so, we draw on data from a large European Research Council-funded project, including 54 focus groups with undergraduate students (a total of 295 individuals) and 72 in-depth individual interviews with members of higher education staff (both academic and non-academic). Fieldwork was conducted in three higher education institutions in each of the following countries: Denmark, UK-England, Germany, Ireland, Poland and Spain—nations chosen to provide diversity with respect to welfare regime, relationship to the European Union and mechanisms for funding higher education. We explore commonalities and differences between staff and students and between different countries, before identifying some implications for policymakers keen to promote further social inclusion within Europe’s higher education institutions (HEIs).

AbstractBased on fieldwork among unemployed Polish migrants in Iceland, this chapter examines how they negotiate and adapt to the social risks and changing circumstances encountered in the countries of emigration and immigration as well as how they navigate the available ‘resource environments’ emerging in conjunction with different welfare regimes. We particularly look at the European Union (EU) regulations for social-security protection vis-à-vis national welfare-protection policies on unemployment in Iceland and Poland and their possible ramifications for the mobility and immobility of Polish workers. Furthermore, we highlight some problematic interactions between the internationalisation of the labour market and concomitant transnational livelihoods, EU social policy and the welfare-assistance environment of member states. In so doing, we apply a critical approach to the commonly assumed high flexibility and extensive geographical mobility of migrant workers that tends to overlook counterfactors that influence different forms of immobility.

AbstractThis short paper describes the preliminary phase in an innovative line of research comparing educational robotics in Italy and other countries, from the perspective of media education, and based on the European Parliament recommendations to the Commission on civil law rules on robotics. More specifically, all decision processes that affect digital citizenship should have the support of children and teenagers. For these reasons, this paper looks at the work of a group of Italian high school students in the fifth year of upper secondary school, who formulated a SWOT analysis to highlight their attitudes to robotics issues in relation to the European Union recommendations. This research started in 2018 and will be repeated this academic year with Italian and Congolese students—from the Institut Supérieur des Techniques Appliquées—with a qualitative analysis to establish student attitudes to robotics issues. Qualitative analysis was selected because the SWOT analysis is already divided into information categories, revealing a variety of concepts that are grouped together from the collected data. These results will be compared with any obtained in future years in Italy and other countries, to find further potential patterns.

Résumé :

Paper deals with the analysis of research and development expenditure. Expenditure per capita in European Union countries in years 2009 - 2018 and total research and development expenditure in million Euro are analyzed. The aim of the paper is to find out in which countries expenditure per capita increased the most during the observed period and in which it decreased, what was the average annual growth rate of this indicator. Contribution method will help to analyze how the total research and development expenditure in 27 European Union countries has changed, what was the share of each country in this expenditure, which countries contributed the most to this change and which the least. Research and development expenditure per capita increased average annually between 2009 and 2018 in all analyzed countries, except Luxembourg and Finland, where it decreased. The highest average annual growth was recorded in Poland (12.48%), Latvia (10.50%), Slovakia (10.47%) and Bulgaria (10.38%). Total research and development expenditure increased in 2018 compared to 2009 by 41.65%, Germany (18.11%) and France (4.29%) contributed the most to this increase.

Together with the transition from the industrial society to the information society, Innovation at the forefront of the countries' development arguments has strategic significance for companies, industries, and countries and it is emerging as the main element of being in the market. Also, Innovation has vital importance in determining the policies of countries because of increasing social welfare and living standards of individuals. Countries having effective innovation policies and systems are rapidly advancing in the development race. Even in countries with low innovation performance, demand for innovative products and services are high. According to the Lisbon Strategy, it is important to know the innovation performances of the member countries of the European Union, which see the innovation as the basic element of economic growth, and to measure their activities. For these reasons, the purpose of this research is to analyze the innovation performances of the EU member countries. So, Data Envelopment Analysis (DEA) to measure the performance of each member country against the other member countries in the group consisting of European Union countries was considered. Therefore, the variables that are used in determining the level of innovation of the member states of the European Commission were respectively considered as Input Variables (Human Research, Research Systems, Finance, and Support) and Output Variables (Innovators, Economic effects). Tone (2001)'s Slack-Based Model and Lotfi & Poursakhi (2012)'s dynamic DEA Model was considered together to measure the efficiency of the countries in few periods instead of a single period.

The paper aimed to diagnose Poland’s position in terms of students’ mobility abroad compared with selected European Union countries and to identify the opinions of students from Polish public universities of economics on the benefits and barriers of international exchange. The research used a multimethod approach (desk research method and survey method), with data triangulation (secondary data – UNESCO statistical data and primary data, obtained in surveys). The research shows that Poland has the lowest outbound mobility rate and the most significant imbalance between incoming and outgoing exchange students of all the countries surveyed. The top three benefits of international exchange include improved language skills, getting to know another culture and the opportunity to find out if a student wants to live and work abroad. The authors found the main barrier to be the cost of studying abroad.

Education has a major role regarding human development and society, being the main resource of growth of a country. Along with the technological evolution and changes, education has gained other dimensions, as internet brings together. In this paper we aim to study if there are influences of the digital skills and access to technology on the education development and convergence in the European Union Countries. The method applied is based on convergence clubs principle: a group of countries tend to have similar tendencies regarding a specific characteristic. Considering that the European Union states may form clusters of countries with a specific characteristic based on the expenditures together with the internet use. On the clusters resulted we employ an econometric model that takes into consideration aspects as: influences on how European countries converge in terms of access to internet and technology of households, and stimulation of educational convergence in European Union. Another aspect of our research is to point out the need of investments in all education and training forms in such a way that we can assure that the people that are attending this process will be more efficient and their effectiveness will raise as a consequence of improved skills and competences that are meeting rapidly the needs of the labor market. This process of education and training will allow the individuals to achieve the knowledge, skills and competences through the usage of the ELearnings platforms that enables them to grow and to influence their situations, by broadening their perspectives, equipping people favorably for their future lives.

Due to the imperfect functioning of labour markets in certain cases, State aid may be an appropriate instrument for creating new jobs and preserving existing ones. Legal regulation of the issue of State aid is an element of the competition mechanism protection, which was recognized in the Treaty on the Functioning of the European Union (TFEU). This paper discusses guidelines for implementation of art. 107–109 of the TFEU, from the point of view of State aid for employment. Statistical analysis was carried out on State aid granted by EU Member States in the period 2001–2018 – from the perspective of its impact on competitiveness of these countries. This should lead to verify the thesis that the amount of State aid granted by EU Member States for employment should be positively correlated with the size of the GDP per capita of these countries.

Mergers and acquisitions (M&As) are increasingly being used in the business world, and this process plays an important role in economic theory and lays the foundations for sustainable business development. The global recovery in foreign direct investment (FDI) was strong in 2015, with global FDI flows jumping by 38%, their highest level since the global economic and financial crisis of 2008–2009. A surge in cross-border M&As to $721 billion, from $432 billion in 2014, was the principal factor behind the global rebound. These M&As were partly driven by very large corporate reconfigurations by multinational enterprises (MNEs), i.e. changes in legal or ownership structures, including shifting their headquarters for strategic reasons and tax inversions. This paper examines the key M&As stimulating strategic objectives and causes, and ways of this process, as well as the cross-border M&As market activity. The objective of this paper is to identify ways, purposes and reasons of M&As transactions, and to present the factors influencing this process and market activity. The object of this research is the M&As transactions market. Research methodology of this paper is based on scientific literature and statistical information systematic, comparative, logical and econometric analysis.

According to the general theory, it is recognized that exports increase employment. Recently, in the world economy, increasing unemployment, foreign trade of the impact on employment has led to new research. Many of the aforementioned studies validating the theory, some of them have different results. In recent studies in Turkey was a different result. In this study, Turkey and the European Union countries in terms of trade effect on employment will be examined. For this purpose, employment and foreign trade data for the years 2000-2012 using a panel data analysis will be done. Exports, imports, wages, and production depending on the change in employment and the interaction will be investigated. Depending on available data at the sectoral level, there will be a distinction. Especially in the last ten years, the recession and rise in unemployment in Europe will be discussed with the relevant dynamics. In Turkey, the current account deficit, growth, unemployment issues are noteworthy. European Union accession process, Turkey and the European Union countries in the comparison will be significant in the economic indicators.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

This guide presents a joint effort of projects funded under the European Research Area for Climate Services (ERA4CS) (http://www.jpi-climate.eu/ERA4CS), a co- funded action initiated by JPI Climate with co-funding by the European Union (Grant 690462), 15 national public Research Funding Organisations (RFOs), and 30 Research Performing Organisations (RPOs) from 18 European countries. This guide sets out to increase the understanding of different pathways, methods, and approaches to improve knowledge co-production of climate services with users as a value-added activity of the ERA4CS Programme. Reflecting on the experiences of 16 of the 26 projects funded under ERA4CS, this guide aims to define and recommend good practices for transdisciplinary knowledge co-production of climate services to researchers, users, funding agencies, and private sector service providers. Drawing on responses from ERA4CS project teams to a questionnaire and interviews, this guide maps the diversity of methods for stakeholder identification, involvement, and engagement. It also conducts an analysis of methods, tools, and mechanisms for engagement as well as evaluation of co-production processes. This guide presents and discusses good practice examples based on the review of the ERA4CS projects, identifying enablers and barriers for key elements in climate service co-production processes. These were: namely (i) Forms of Engagement; (ii) Entry Points for Engagement; and, (iii) Intensity of Involvement. It further outlines key ingredients to enhance the quality of co-producing climate services with users and stakeholders. Based on the analysis of the lessons learned from ERA4CS projects, as well as a review of key concepts in the recent literature on climate service co-production, we provide a set of recommendations for researchers, users, funders and private sector providers of climate services.

The purpose of this report is to compare the risk communication strategies and public health mitigation measures implemented by Germany, Norway, Sweden, Switzerland, and the United Kingdom (UK) in 2020 in response to the COVID-19 pandemic based on publicly available documents. The report compares the country responses both in relation to one another and to the recommendations and guidance of the World Health Organization where available. The comparative report is an output of Work Package 1 from the research project PAN-FIGHT (Fighting pandemics with enhanced risk communication: Messages, compliance and vulnerability during the COVID-19 outbreak), which is financially supported by the Norwegian Research Council's extraordinary programme for corona research. PAN-FIGHT adopts a comparative approach which follows a “most different systems” variation as a logic of comparison guiding the research (Przeworski & Teune, 1970). The countries in this study include two EU member States (Sweden, Germany), one which was engaged in an exit process from the EU membership (the UK), and two non-European Union states, but both members of the European Free Trade Association (EFTA): Norway and Switzerland. Furthermore, Germany and Switzerland govern by the Continental European Federal administrative model, with a relatively weak central bureaucracy and strong subnational, decentralised institutions. Norway and Sweden adhere to the Scandinavian model—a unitary but fairly decentralised system with power bestowed to the local authorities. The United Kingdom applies the Anglo-Saxon model, characterized by New Public Management (NPM) and decentralised managerial practices (Einhorn & Logue, 2003; Kuhlmann & Wollmann, 2014; Petridou et al., 2019). In total, PAN-FIGHT is comprised of 5 Work Packages (WPs), which are research-, recommendation-, and practice-oriented. The WPs seek to respond to the following research questions and accomplish the following: WP1: What are the characteristics of governmental and public health authorities’ risk communication strategies in five European countries, both in comparison to each other and in relation to the official strategies proposed by WHO? WP2: To what extent and how does the general public’s understanding, induced by national risk communication, vary across five countries, in relation to factors such as social capital, age, gender, socio-economic status and household composition? WP3: Based on data generated in WP1 and WP2, what is the significance of being male or female in terms of individual susceptibility to risk communication and subsequent vulnerability during the COVID-19 outbreak? WP4: Based on insight and knowledge generated in WPs 1 and 2, what recommendations can we offer national and local governments and health institutions on enhancing their risk communication strategies to curb pandemic outbreaks? WP5: Enhance health risk communication strategies across five European countries based upon the knowledge and recommendations generated by WPs 1-4. Pre-pandemic preparedness characteristics All five countries had pandemic plans developed prior to 2020, which generally were specific to influenza pandemics but not to coronaviruses. All plans had been updated following the H1N1 pandemic (2009-2010). During the SARS (2003) and MERS (2012) outbreaks, both of which are coronaviruses, all five countries experienced few cases, with notably smaller impacts than the H1N1 epidemic (2009-2010). The UK had conducted several exercises (Exercise Cygnet in 2016, Exercise Cygnus in 2016, and Exercise Iris in 2018) to check their preparedness plans; the reports from these exercises concluded that there were gaps in preparedness for epidemic outbreaks. Germany also simulated an influenza pandemic exercise in 2007 called LÜKEX 07, to train cross-state and cross-department crisis management (Bundesanstalt Technisches Hilfswerk, 2007). In 2017 within the context of the G20, Germany ran a health emergency simulation exercise with WHO and World Bank representatives to prepare for potential future pandemics (Federal Ministry of Health et al., 2017). Prior to COVID-19, only the UK had expert groups, notably the Scientific Advisory Group for Emergencies (SAGE), that was tasked with providing advice during emergencies. It had been used in previous emergency events (not exclusively limited to health). In contrast, none of the other countries had a similar expert advisory group in place prior to the pandemic. COVID-19 waves in 2020 All five countries experienced two waves of infection in 2020. The first wave occurred during the first half of the year and peaked after March 2020. The second wave arrived during the final quarter. Norway consistently had the lowest number of SARS-CoV-2 infections per million. Germany’s counts were neither the lowest nor the highest. Sweden, Switzerland and the UK alternated in having the highest numbers per million throughout 2020. Implementation of measures to control the spread of infection In Germany, Switzerland and the UK, health policy is the responsibility of regional states, (Länders, cantons and nations, respectively). However, there was a strong initial centralized response in all five countries to mitigate the spread of infection. Later on, country responses varied in the degree to which they were centralized or decentralized. Risk communication In all countries, a large variety of communication channels were used (press briefings, websites, social media, interviews). Digital communication channels were used extensively. Artificial intelligence was used, for example chatbots and decision support systems. Dashboards were used to provide access to and communicate data.
