Résumé :
This paper presents a sociolinguistic analysis of the current linguistic situation in the Russian Federation. Preservation and development of the Russian language represents the national interest of the state. The Russian language has the status of a state language, but, given the large number of ethnic groups living on the territory of Russia, it must not jeopardise other national languages, as this could lead to inter-ethnic conflicts. Some of the key issues Russia is currently facing in this field are: the process of globalisation, the uncontrolled penetration of anglicisms into the Russian language, the adverse impact of the Internet and social networks on literacy, especially with the younger population. All valid rules of the Russian orthography are, in fact, prescribed by the Government of The Russian Federation. Laws regulating the area of language policy are the Constitution of the Russian Federation, the Law on the Languages of the Peoples of the Russian Federation, and the Law on the State Language of the Russian Federation.

the subject of our work is the social policy of the United Russia party. The purpose of the research is to study the role of the leading United Russia party in solving social policy issues in the Russian Federation. The research methods used were institutional and system methods, methods of political and legal analysis, analysis of statistical materials, and study of documents. The result of the work is an analysis of the directions of social policy of the United Russia party and the results of its implementation in certain areas (“United country – accessible environment”, “Strong family”, “Older generation”). The scope of application of the research results extends to the possibility of their use in the development of conceptual documents of the party, the formation of reports on its activities, the creation of an election program for the next elections to the State Duma of the Russian Federation. The novelty of the research is determined by the fact that until now, the analysis of the social policy of the United Russia party has not been carried out over the past few years. As a result of the research, conclusions were made about the role of the party in the implementation of social programs of the government of the Russian Federation.

Résumé :
The author analyzes the solution of the social issue in the programs of Russian political parties. It is noted that not all Russian parties have a social program, despite the fact that political parties have the opportunity to formulate the main directions of social policy and implement them. The program documents of such parties as United Russia, Just Russia, and the Communist Party of the Russian Federation are the most informative. Pension provision is the most demanded by political parties, therefore, each program contains proposals for its solution. It should be noted that not all political parties offer real plans for improving pensions, many party documents contain criticism and rhetorical exclamations. The issue of social insurance is considered by the parties to a lesser extent. We can note the specific proposals of the parties "United Russia" and the Liberal Democratic Party. The article concludes about the important role of social policy programs for the political future of parties. The real result of the elections to the State Duma in 2021 testifies to the importance of social policy in the program documents of a political party. The elections were won by parties that had social programs: United Russia, which won by a wide margin, the Communist Party of the Russian Federation, which received 18.93% of the vote, and A Just Russia, with a score of 7.46%. Thus, the solution of social issues is the key to the longevity and political relevance of the party.

The article examines tendencies and directions of internal migration in Russia under present conditions. It gives detailed review of features of the interregional migratory exchange between federal districts and subjects of Federation. Also the reasons of reduction of migration inside Russia in the 1990s are discovered. Calculations of the coefficients of the intensity of migratory ties between subjects of Federation are presented and the basic directions of migration at the regional level are defined. Besides the key problems of the internal Russian population migration are distinguished, among - migratory outflow and losses of the population in the regions of Siberia and the Far East. Strategic directions of the migration policy of Russia in the middle term are presented.

The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

This article defines the institutional framework for providing social guarantees to servicemen of the Russian Navy. General scientific methods of information analysis and synthesis were used. The sources of information were: the official website of the Ministry of Defense of the Russian Federation, the annual Bulletin of the Ministry of Defense of the Russian Federation «Social development of the Armed Forces of the Russian Federation», as well as documents of a doctrinal nature in the field of naval activities — the Naval Doctrine of Russia 2022. It is shown that it is the Department of Social Guarantees of the Ministry of Defense of the Russian Federation, along with other branches of the armed Forces, that today is the institutional basis and guarantee of social security for servicemen of the Russian Navy. Implements the state social policy in the field of naval activities, and, also, conducts extensive information about the opportunities of a social nature enshrined in the current legislation of the Russian Federation and the results of its activities.

The purpose of the article is to analyze the political and state-administrative aspects of the institutional-constitutional development of youth policy in modern Russia. The subject of the research is the evolving state youth policy (SYP) towards greater efficiency of social development. The scientific article substantiates the significance of the "youth" amendment to the Constitution of the Russian Federation, which is an element of "social" amendments, for the sustainable social development of the country. This amendment, together with the adoption of the draft law “On Youth Policy in the Russian Federation”, ensures the consistency of institutional changes, strengthens the political and legal foundations of the state youth policy. The main documents of the empirical base are the Constitution of the Russian Federation (with the corresponding amendments in 2020 and the draft law No. 993419-7 "On youth policy in the Russian Federation" (passed the procedure for consideration in the first reading in the State Duma of the Russian Federation). The author considers ways to optimize, expand and deepen the systematic work of state and non-state actors among new generations. As a result, it is concluded that the changes under study will make it possible to remove a number of certain institutional and political and administrative problems in terms of regulatory and legal support for the effective activity of the state to create conditions for social development.

The break-up of the Soviet Union handed down the Russian Federation a number of Soviet environmental legacies ranging from contaminated areas to the old bureaucratic procedures and outdated practices. In the post-Soviet years of transition to a free-market economy Russia began to face increasingly acute tension between environmental security and economic development, and the state’s ability to effectively pursue environmental policies deteriorated. Current environmental policy-makers are faced with a multitude of challenges that range from complicated environmental systems to the inconsistent legislative framework and resource deficiencies. Although researchers have paid some attention to these problems, environmental decision-making remains a poorly illuminated area and constitutes a theoretically challenging problem. This paper addresses the regional environmental decision-making process in the Russian Federation. Using the Pskov region on the border with Byelorussia and the two future EU members Estonia and Latvia as a case study, this paper seeks to supply a better understanding of how environmental decisions are made on the regional and local levels with a special focus on constraints affecting environmental policy-making. The study attempts to explain the environmental decision-making process in light of the two competing theories of decision- making, incrementalism and the bureaucratic politics model. It is primarily based on interviews made in the Pskov region in the autumn of 2002.

La diplomatie énergétique russe qui est au cœur de ce travail diffère des politiques industrielles classiques adoptées régulièrement par les États afin de développer leur pays, relancer son économie ou certains secteurs industriels. Elle entend en effet utiliser les ressources naturelles de la Russie, et singulièrement son potentiel énergétique (sachant que la Russie est à la fois producteur, consommateur, pays de transit) afin de retrouver son statut de grande puissance. Ce retour de puissance devant permettre à la Russie de sortir de la période de transition pour redevenir un acteur de premier rang dans un monde global redessiné par la fin de la guerre froide. Il s’agit pour elle de faire entendre sa voix, de participer en qualité de partenaire égal aux décisions et à l’élaboration des nouvelles normes rendues nécessaires par le bouleversement engendré par la fin de la guerre froide.

La diplomatie énergétique russe s’affirme pendant les années 2003-2004, comme une démarche pragmatique, un moyen opportuniste de rencontrer un projet politique en utilisant un des rares leviers dont dispose ce pays appauvri et affaibli – sa puissance énergétique qu’il s’agit de transformer un outil de puissance politique, raison pour laquelle la politique étrangère russe va être mise au service de ce projet. Le travail fait donc référence aux spécificités internes de la Russie et au contexte international afin d’identifier les faiblesses et les forces de cette diplomatie spécifique.

Russian energy diplomacy, with which this work is uniquely concerned, differs from the classic industrial policies adopted by states in order to re-launch their economies or certain industrial sectors. It has consisted of putting Russia’s natural resources and particularly its energy potential (as a producer, a consumer, and a transit country) to the practical purpose of restoring its status as a great power. For Russia, the return to power would permit the country to emerge from its period of transition and become a leading actor in the world reshaped by the ending of the cold war. It is a matter of making its voice heard, as an equal partner in international decisions and the formulation of the new political norms necessitated by post-cold war upheaval.

In 2002-2004 Russia developed this energy diplomacy as a pragmatic and opportunistic means of attaining a political objective with one of the few levers at the disposal of an impoverished and enfeebled country – that is to say, its energy potential, which it turned into a political tool. To this effect, Russian foreign policy has been made to serve the same project. Consequently this work deals with internal specificities and the international energy context, in order to probe both the weakness and the strength of this particular form of diplomacy.

Rund 20 Jahre nach dem Ende der Sowjetunion verharrt ein Großteil ländlich geprägter Regionen in der Russländischen Föderation in einer strukturellen Krise, die sich auf ökonomischer, sozialer und politischer Ebene niederschlägt. Auch wenn sich ländliche Räume als vermeintliche Verlierer der Transformation erwiesen haben, so sind sie doch vielfach in sich differenziert und zeigen verschiedenartige Problemlagen und Entwicklungspfade auf, die vom Umgang mit den Herausforderungen des Systemwechsels zeugen. Beispielhaft wird dies am Deutschen Nationalen Rayon Altai (DNR Altai) dargestellt, dessen Transformationsphase in der vorliegenden Arbeit rekonstruiert wird. Der DNR Altai stellt in vielerlei Hinsicht einen Sonderfall dar, da er als räumlicher Fixpunkt russlanddeutscher Entwicklungspolitik in die bundesdeutsche Förderkulisse eingebettet war. Mit dem allmählichen Rückzug der deutschen Förderinstitutionen stellt sich jedoch die Frage nach nachhaltigen Strukturen, Verstetigung von Projekten und der Zukunft russlanddeutscher Kultur im Altai.

Conventional wisdom views authoritarian legislatures as 'rubber stamps'. According to this model, non-democratic parliaments are entirely subservient to dominant executives, having no influence on the development of policy; as a result, all bills introduced into the legislature become laws without amendment. Although these bodies might perform other functions, they serve - according to this account - a purely ceremonial function in the policy-making process. There is evidence, however, inconsistent with this portrayal from a range of non-democracies, including evidence of executive bill failure and bill amendment. Existing attempts to explain these apparently deviant observations refer to some degree of legislative autonomy - bills fail and change as a result of legislator influence. According to these accounts, authoritarian elites use legislatures to co-opt members of the opposition and to gather information about citizen grievances. This dissertation, in contrast, argues that legislative activity in non-democracies can be driven by executive concerns. Whereas the 'rubber stamp' model infers from executive dominance an absence of legislative activity, the approach proposed by this dissertation suggests there are a variety of reasons why executive actors might want to amend or kill off their own bills in the legislature. In particular, these legislative policy developments can result from clashes between executive factions, which use legislative institutions to monitor, challenge, and amend each others' proposals. This dissertation proposes and assesses this new approach using fine-grained data on legislative processes and outputs from the contemporary Russian State Duma. The analysis draws on a variety of data sources, using both qualitative and quantitative methods. The findings suggest that legislative institutions can still 'matter' in non-democracies, even with an entirely subservient body of legislators.

The concepts of power and state - particularly embedded in the idea of the Great Power, with a geopolitical perspective and a profoundly aggressive character - are tantamount in importance to the Russia's elite political ideology. However, the existence of different emphases within such a political ideology, ranging from the active-obstructive to the passive stances, brings into question the factors of variation that might be responsible for the elite's level of determination to pursue these concepts over an internal or foreign policy development. In addressing this query, two tasks are set: descriptive - involving a survey of the content of Russian aggressive political ideology over different periods in history; and explanatory - determining circumstances that might account for the empowerment of one or other option of Russian aggressive political ideology. Therefore, the thesis includes a comparison of historical periods with similar relevance to the Russian state. The concern here is in relation to shifting factors of variations of aggressive political ideology acting in the space-frame of one state, but in different time-frame. Resting on these frames the thesis explores the shaping of the Russian elite's defining principles of state internal and foreign policy development and traces the factors of variation responsible for the empowerment of one or other particular form of the aggressive political ideology. The factors of variation discussed in the thesis are different in nature and intensity. The primary impetus for variation in the form that aggressive political ideology would take is determined by the factor of national distress. Other factors (regime volatility, political and economic motivations, information dissemination, and challenges within the international system) are responsible for the depth and extent to which aggressive ideology is going to resonate. No factor could create the variation by itself. The argument is that a specific set of factors is required to create the conditions for variations in the form the aggressive political ideology would take and to determine whether aggressive ideology would generate or not an obstructive political decision.

AbstractThis chapter discusses the general legal framework regulating Russia’s welfare system and access for national citizens, foreigners residing in the country, and national citizens residing abroad to social benefits in five policy areas: unemployment, health care, family benefits, pensions, and guaranteed minimum resources. Our analysis shows that the eligibility of Russian nationals for social benefits depends either on their employment status and contribution record (for pensions and other social insurance benefits), or their residence status (for social assistance and healthcare). The overall level of social protection of citizens residing in different parts of the country may differ substantially due to the decentralized structure of the social protection system in Russia. The rights of foreign residents to social security benefits are essentially the same as those of the nationals, as long as they are legally employed and make social security contributions. However, there are two major exceptions: pensions and unemployment benefits. Social assistance benefits provided at the regional level are typically available to all legal residents, foreigners included, with few exceptions. When deciding to permanently move abroad, Russian citizens lose their entitlement to claim social benefits from Russia, apart from acquired contributory public pensions.

Abstract This chapter describes how the Estonian state’s diaspora policy has moved away from being purely culture-centred towards a more business-focused initiative. The policy has undergone few changes during the last decade and still does not focus on social protection. The state does offer basic social protection and consular services by agreement with a few countries, such as the Russian Federation. The lack of Estonian state provided social protection to nationals abroad is counteracted, in some countries, by localized national organizations which the Estonian state may or may not fund. However, an important shift is taking place in the provision of Estonian language courses and cultural programmes to support returnees and their non-Estonian family members.

The article is intended to study social innovations as a tool of state sustainability strategy promoting development of human potential and improved quality of life. To achieve this goal, the methods of scientific cognition were used: dialectic, analysis and synthesis, generalization, comparisons. The research is based on studying relevant scientific and periodic economic literature. The research found out that the primary forms of social innovations are social enterprise, social entrepreneurship, social cooperation, social partnership, social contract. However, the process of replicating and scaling social innovations in Russia is slow due to negative objective and subjective factors. Most important of them include no single regulatory framework, irregular development of certain areas of the country, insufficient resources, deficient budgets of many Russian Federation constituents, etc. Therefore, the determinant of diffusion of social innovations must be efficient socio-innovative state policy that will use alternative means, methods and practices to reduce social tension in the society, increase real income of the population, which must finally result in expanded reproduction of all results and factors of economic growth as well as sustainable regional development. The novelty of the paper is justification of social innovation forms that act as an efficient tool of the state sustainable development strategy.

The leading approach to the study of this problem is a comparative legal analysis of the European and domestic experience of building a social security system and the impact of the practice of the European Court of Human Rights on it. The article summarizes the problematic issues related to the search for the optimal domestic model of social security, as well as the doctrinal approach to the topic under consideration.

"The transition of Russia to sustainable economic growth is impossible without stimulating the use of the achievements of science and education, high technologies, promoting innovative activity as an essential premise for the development of social production and subjects of economic relations. For the state, the promotion of innovation is a priority in the economic policy sector, since it is the level of scientific and technological development that largely determines the long-term strategic advantages of the country, and the prospects for the development of the state largely dependent on the level of innovation development. For a long time, the Ministry of Economic Development of the Russian Federation has been implementing the Strategy for Innovative Development of the Russian Federation. It includes 20 key steps and is developed based on the provisions of the concept of long-term development of the Russian Federation. The main results should have been, firstly, an increase in spending on science and innovation, and secondly, an increase in the share of industrial enterprises that introduce innovations in production. It was assumed that their share will increase by 4-5 times by 2020, compared with 2010 year. Not everything has been achieved, and there is a lot to strive for. This study is devoted to the driver of scientific and technological progress - the chemical complex of Russia. The chemical complex plays a significant role in the implementation of the most important socio-economic programs of the country. The study is devoted to the consideration of the most important prospects and key alternatives for the development of the chemical industry related to different areas of innovation. Conclusions will be made on key technologies and products that can change the position of the chemical industry in the global market."

We show how policy uncertainty and conflict-related shocks impact the dynamics of economic activity (GDP) in Russia. We use alternative indicators of “conflict”, relating to specific aspects of this general concept: geopolitical risk, social unrest, outbreaks of political violence and escalations into internal armed conflict. For policy uncertainty we employ the workhorse economic policy uncertainty (EPU) indicator. We use two distinct but complementary empirical approaches. The first is based on a time series mixed-frequency forecasting model. We show that the indicators provide useful information for forecasting GDP in the short run, even when controlling for a comprehensive set of standard high-frequency macro-financial variables. The second approach, is a SVAR model. We show that negative shocks to the selected indicators lead to economic slowdown, with a persistent drop in GDP growth and a short-lived but large increase in country risk.

The article reveals the features of the state mechanism for regulating labor migration in the Jewish Autonomous Region. It is noted that labor migration is an integral part of the economic development of the region. The purpose of the study is the peculiarities of solving the problems of optimizing the mechanisms for regulating labor migration in the Jewish Autonomous Region (JAO). The practical significance of the study is underscored by the growing resource requirements of the Jewish Autonomous Region. The importance of attracting labor migrants from the widest list of countries, to increase the exchange of experience and improve interethnic relations, the organization of programs to increase the flow of willing workers and promising employers, is highlighted. The scientific novelty of the research is in the designation of the latest methods and state programs aimed at improving the efficiency of the labor migration management mechanism. Every year, the number of migrants illegally staying on the territory of Russia is growing, and the authorities of the Russian Federation are trying to improve the methods of control of foreign citizens entering the country, which makes it easier, but at the same time more effective, to exercise control over migrants and distribute it in. areas such as the patent system, employee-to-employer linkage and simplified taxation.

This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the approach used by the Russian government to provide any support or services to civilians in the territories it controls. The rapid review concludes that Russia provides economic, social, government, and military support to de facto states that it controls, such as Abkhazia, South Ossetia, Transnistria and the Donbas region. Russia covers large parts of the state’s budget of these separatist regions. This review uses the term aid referring to a wide range of support, such as humanitarian, social safety nets, basic services, infrastructure, state development, and security. Due to the lack of transparency on the Russian aid money that flows into the regions that are the subject of this review, it is impossible to show disaggregated data, but rather a broader overview of Russian aid to these regions. Russia used humanitarian aid and assistance to provide for civilians. During armed conflict it provided, to some extent, food, and medicines to the people. However, from the literature Russia has used humanitarian aid and assistance as an instrument to pursue broader policy goals that could not be defined as humanitarian in nature. Russia often relied on the language of humanitarianism to strengthen its credentials as a neutral and impartial actor and to justify its continued support for the residents and de facto authorities of Abkhazia, South Ossetia, and Transnistria, to secure its aim to strengthen the political and social ties with these regions while weakening their allegiance to Georgia and Moldova. As the humanitarian activities to the Donbas region in eastern Ukraine demonstrate, the Russian state is not willing to allow scrutiny of their humanitarian aid by independent organisations. Mistrust, corruption, and the use of aid for propaganda, even smuggling arms into the separatist region, are commonly mentioned by trusted sources. In our work, one of these methods will be considered - the introduction of lentil flour into dough preparations. The problem is that the state policy regarding import substitution, aimed at replacing food additives produced abroad, necessitates the use of food additives or raw materials of natural origin produced in the territory of the Russian Federation, and the lack of development of regulatory and technological documentation in this direction is a significant problem for public enterprises. nutrition.
