This paper presents a sociolinguistic analysis of the current linguistic situation in the Russian Federation. Preservation and development of the Russian language represents the national interest of the state. The Russian language has the status of a state language, but, given the large number of ethnic groups living on the territory of Russia, it must not jeopardise other national languages, as this could lead to inter-ethnic conflicts. Some of the key issues Russia is currently facing in this field are: the process of globalisation, the uncontrolled penetration of anglicisms into the Russian language, the adverse impact of the Internet and social networks on literacy, especially with the younger population. All valid rules of the Russian orthography are, in fact, prescribed by the Government of The Russian Federation. Laws regulating the area of language policy are the Constitution of the Russian Federation, the Law on the Languages of the Peoples of the Russian Federation, and the Law on the State Language of the Russian Federation.

the subject of our work is the social policy of the United Russia party. The purpose of the research is to study the role of the leading United Russia party in solving social policy issues in the Russian Federation. The research methods used were institutional and system methods, methods of political and legal analysis, analysis of statistical materials, and study of documents. The result of the work is an analysis of the directions of social policy of the United Russia party and the results of its implementation in certain areas (“United country – accessible environment”, “Strong family”, “Older generation”). The scope of application of the research results extends to the possibility of their use in the development of conceptual documents of the party, the formation of reports on its activities, the creation of an election program for the next elections to the State Duma of the Russian Federation. The novelty of the research is determined by the fact that until now, the analysis of the social policy of the United Russia party has not been carried out over the past few years. As a result of the research, conclusions were made about the role of the party in the implementation of social programs of the government of the Russian Federation.

The author analyzes the solution of the social issue in the programs of Russian political parties. It is noted that not all Russian parties have a social program, despite the fact that political parties have the opportunity to formulate the main directions of social policy and implement them. The program documents of such parties as United Russia, Just Russia, and the Communist Party of the Russian Federation are the most informative. Pension provision is the most demanded by political parties, therefore, each program contains proposals for its solution. It should be noted that not all political parties offer real plans for improving pensions, many party documents contain criticism and rhetorical exclamations. The issue of social insurance is considered by the parties to a lesser extent. We can note the specific proposals of the parties "United Russia" and the Liberal Democratic Party. The article concludes about the important role of social policy programs for the political future of parties. The real result of the elections to the State Duma in 2021 testifies to the importance of social policy in the program documents of a political party. The elections were won by parties that had social programs: United Russia, which won by a wide margin, the Communist Party of the Russian Federation, which received 18.93% of the vote, and A Just Russia, with a score of 7.46%. Thus, the solution of social issues is the key to the longevity and political relevance of the party.

The article examines tendencies and directions of internal migration in Russia under present conditions. It gives detailed review of features of the interregional migratory exchange between federal districts and subjects of Federation. Also the reasons of reduction of migration inside Russia in the 1990s are discovered. Calculations of the coefficients of the intensity of migratory ties between subjects of Federation are presented and the basic directions of migration at the regional level are defined. Besides the key problems of the internal Russian population migration are distinguished, among - migratory outflow and losses of the population in the regions of Siberia and the Far East. Strategic directions of the migration policy of Russia in the middle term are presented.

The process of development of state national policy in the Russian Federation at various stages of modernization reforms is analyzed in the article. The author reviews the results of implementation of the Concept of State National Policy of the Russian Federation on institutionalization of interethnic relations and creation of conditions for ethnocultural and ethnopolitical development of
peoples and studies dynamics and tendency of development of interethnic relations at the present stage. The analysis of national processes in the Russian society allows concluding that since the beginning of the 21 st century there has been a trend towards social and political stabilization. However, it must be admitted that in the 1990s, Russian national policy was characterized by a retarded factor and a slow reaction to arising problems and growing conflicts, by a lack of integrated approaches to solving problems. The measures for implementation of the «Strategy of State National Policy of the Russian Federation for the Period until 2025» and the Federal Target Program “Strengthening of the Unity of the Russian Nation and Ethnocultural Development of the Peoples of Russia” are analyzed in the article. The author identifies socio-economic factors that contribute to ethnopolitical tensions in the regions and determines measures for further economic, social and cultural development of the region. An important condition for harmonization of interethnic relations between the peoples of Russia is restoration and strengthening of their interrelations in cultural sphere, strengthening of Russian spirituality, Islamic and Orthodox civilizations

This article defines the institutional framework for providing social guarantees to servicemen of the Russian Navy. General scientific methods of information analysis and synthesis were used. The sources of information were: the official website of the Ministry of Defense of the Russian Federation, the annual Bulletin of the Ministry of Defense of the Russian Federation «Social development of the Armed Forces of the Russian Federation», as well as documents of a doctrinal nature in the field of naval activities — the Naval Doctrine of Russia 2022. It is shown that it is the Department of Social Guarantees of the Ministry of Defense of the Russian Federation, along with other branches of the armed Forces, that today is the institutional basis and guarantee of social security for servicemen of the Russian Navy. Implements the state social policy in the field of naval activities, and, also, conducts extensive information about the opportunities of a social nature enshrined in the current legislation of the Russian Federation and the results of its activities.

The purpose of the article is to analyze the political and state-administrative aspects of the institutional-constitutional development of youth policy in modern Russia. The subject of the research is the evolving state youth policy (SYP) towards greater efficiency of social development. The scientific article substantiates the significance of the "youth" amendment to the Constitution of the Russian Federation, which is an element of "social" amendments, for the sustainable social development of the country. This amendment, together with the adoption of the draft law “On Youth Policy in the Russian Federation”, ensures the consistency of institutional changes, strengthens the political and legal foundations of the state youth policy. The main documents of the empirical base are the Constitution of the Russian Federation (with the corresponding amendments in 2020 and the draft law No. 993419-7 "On youth policy in the Russian Federation" (passed the procedure for consideration in the first reading in the State Duma of the Russian Federation). The author considers ways to optimize, expand and deepen the systematic work of state and non-state actors among new generations. As a result, it is concluded that the changes under study will make it possible to remove a number of certain institutional and political and administrative problems in terms of regulatory and legal support for the effective activity of the state to create conditions for social development.

The article outlines cursory viewpoint on Transnistria as the focus of the Russian Federation policy. Russia pursues political interests in Transnistria connected with its geostrategic ambitions on the post-Soviet state. It is revealed that Moscow has a great impact on the life of Transnistria and cooperates with Tiraspol in political, military, social, cultural, and economic spheres. It is discussed that Russian military presence in this de facto state helps not only to control Transnistria but also Moldova concerning its geopolitical choice. In the article Russia’s activity concerning conflict resolution in Transnistria is shown. A special attention is paid to the Kozak Plan aiming at unification of Transnistria and Moldova, according to which too-extensive rights to Transnistria had to be given. Although this plan was not implemented, in fact now its idea is promoted gradually through convergence of Moldova and Transnistria. In the article it is stressed that russification of the region influences on the mood of the population concerning the future status of the region. Social and economic relations between Russia and Transnistria are researched. It is revealed that all three presidents of this de facto state had close ties with the Russian government and coordinated their politics with it. It is discussed that officially Russia supports territorial integrity of Moldova but at the same time it gives comprehensive support of Transnistria. Although it is not declared in the documents, now the Russian Federation favours status quo in Transnistria.

The article is devoted to the analysis of medico-social factors that determine the outlook Image of the system of medical care for victims in emergency situations in the Arctic Zone of the Russian Federation. The social and economic development of the Russian Arctic zone is a strategic priority of the Russian Federation’s state policy in the Arctic. The goals of Russia’s state policy in the Arctic are to expand the resource base of the Arctic zone, to support the necessary combat potential of groups of troops of the Armed forces of the Russian Federation in the region, to preserve the natural environment, to ensure an adequate level of fundamental and applied scientific research, etc. Strategic priorities of the state policy of the Russian Federation in the Arctic are determined to increase the efforts of the Arctic States in creating a unified regional system of search and rescue, as well as prevention of man-made disasters and elimination of their consequences, including coordination of rescue forces; improving the quality of life of indigenous people and social conditions of economic activity in the Arctic. The main areas of development of the Russian Arctic include hydrocarbon production, fisheries, improvement of transport infrastructure and tourism. Three directions of socio-economic transformation of the Arctic zone of Russia, in the near future, can affect the formation of the appearance of the system of medical care for victims of emergencies: spatial expansion and increase of the economic potential of the Arctic zone of Russia; orientation to the concept of Trinity « innovative economy of energy efficiency sustainable development»; implementation of the concept of the formation in the Arctic eight reference zones of socio-economic development, of which the Kola, Nenets and Yamalo-Nenets reference zones are defined as pilot.

An important task of the language policy of the Russian Federation as a multinational state is to strengthen the unity and integrity of the country. In the context of multilingualism, the main unifying factor is the Russian language. Recently, there has been a decrease in the level of literacy of the population, a deviation from the language norms. The questions of standardisation and codification of language are not only the domain of linguistics. The language norm is a powerful tool of language policy, plays an important role in the formation, strengthening and development of national identity. The article presents an overview of the theoretical understanding of the language norm from the standpoint of scientific discourse and the legal framework. Based on the results of all-Russian sociological studies, the significance for the population of problems associated with raising the language culture level has been revealed. The purpose of the study is designated as revealing the status of the language norm in the legislative, linguistic and social aspects, determining the role of public perception of the language norm in strengthening the language policy of the Russian Federation. The main methods used were content analysis of normative documents and scientific literature, empirical analysis of secondary data from all-Russian sociological surveys, methods of generalization and interpretation. It has been found found that the citizens of Russia consider Russian language and language processes important, strive for the language literacy, and recognise the role of the state in regulating language policy and language norm-setting. It has been shown that the native speakers’ assessments can be used to strengthen the language policy in the Russian Federation, clarify its urgent tasks and their optimal solution.

The article examines the problems of transformation of migration policy and territorial devel-opment strategy of Russia in the post-Soviet period. Some aspects of the development of market relations and integration processes in Russia are analyzed in historical retrospect. Conclusions from the comparison of the stages of integration development within the framework of the CMEA and the EAEU are summarized. The objectives of the "Concept of the state Migration Policy of the Russian Federation for 2019-2025" and "Strategy of Spatial development of the Russian Federation for the period till 2025" are analyzed. The inconsistency is noted between the goals of territorial development of the Russian Federation, proposed the "Strategy of spatial development of the Russian Federation for the period till 2025" approaches to reducing uneven socio-economic development of the Russian Federation, the quality of life of Russians, excluding migration as an important mechanism of territorial redistribution of Russians on the territory of the country. The author gives an example of his own participation in the development of theoretical and practical approaches to reduce the severity of the problem of significant territorial differentiation of the quality of life of Russians in the period of administrative-command, planned economy in the RSFSR. Emphasizes the enduring social purpose of the concept of a Unified Settlement System (USS) proposed by B. S. Khorev on the territory of the RSFSR. It raises the question about the need for creative adaptation of the proposed by USS solutions to the social territorial inequalities in the digital economy. The need to use the USS methodology to select and formulate the goal of territorial development of the Russian Federation — the social state. Take into account the specifics of modern processes of globalization — the regionalization, both in the concepts of migration policy and in the strategies of territorial development of the Russian Federation in the coordinates of the prospects for developing and defining the goals of the concept of demographic development within the EAEU, proposed for discussion by S. V. Ryazantsev.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes manyforms, affects all continents and all countries. This phenomenon is one of the most important socialand international issues of the modern world. In this context, the Russian Federation is not freefrom problems arising from migration processes. Migration policy of the Russian Federation isa very important part of that country’s geopolitical game. Location Russia between the EuropeanUnion and China creates considerable scope to influence the shape of migration processes notonly regional but also global. Russia has become a country of immigration. There are two veryimportant aspects in the migration policy of Russia: the internal and external aspects. The internalaspect relates to such phenomena as the fight against the demographic crisis and related deficitsin the labor market, national and religious revival of ethnic groups living in Russia, the low levelof social integration of immigrants. In terms of external migration policy is treated as an instrumentof pressure on the countries of the former Soviet Union, a way of shaping relations with Chinaand the element of national security. Russian migration policy is an active instrument for solvingproblems within the country, as well as a very important foreign policy wizard. Pejorative sideof this policy is that it is planned from above, without taking into account the needs and natureof various Russian regions.

The following article focuses on the problem of childhood safety. The phenomenon of childhood is studied in the context of the national policy of the Russian Federation. In modern society, state and science, the importance of social protection of an individual has been prioritized. One can see systematic changes in the legislation of norms regulating the sphere of social security. Social law as an independent branch in the system of domestic law, however, has not yet developed, therefore certain incoherence exists. All this, nonetheless, has triggered scientific discussions on possible directions of the state’s social policy, and in particular, the policy on children’s safety. The necessity of prioritizing childhood safety and security, defining it as a pivotal direction in the national policy is determined primarily by certain crisis phenomena taking place in contemporary Russian society. Moreover, designing and implementation of the most effective ways of guaranteeing children’s wellbeing is regarded as crucial. The article deals with various risk factors that can negatively affect childhood, as well as mechanisms of social protection of children. Particular emphasis is placed on the study of the development of Russian legislation in the field of social policy, including the emergence of fundamentally new institutions (for example, maternity capital). The article offers a definition of the concepts “social security”, “social policy”, and “childhood”, and examines the existing model of national social protection in Russia. Improving the quality of life of the population, strengthening Russian citizens’ health, ensuring stable demographic development of Russia are named among the main long-term national interests in the National Security Strategy of the Russian Federation. The above-mentioned objectives are equated with such large-scale interests as strengthening the state’s defense capacity, ensuring the inviolability of the constitutional system, state sovereignty, territorial integrity, etc., which confirms the relevance and importance of the topic in question.

Review paper on the reasons for the emergence of corruption in Russia. To resolve the current situation, it is necessary to improve the anti-corruption policy pursued by the state, to form the mindset of the irreconcilability of corrupt actions among the citizens of the Russian Federation. Corruption poses a threat to the country's economic security. Analyzing the main approaches to the problem, they make it possible to form a classification of types of corruption. An anti-corruption policy is developed and improved every year, but the level of corruption in Russia remains quite high. For a long time, the peculiarities of the attitude of citizens to this negative social phenomenon have been manifested in Russia. International effective anti-corruption policies are considered, of which the Asian model and the Scandinavian model can be distinguished. Today, in order to implement an effective anti-corruption policy in the Russian Federation, attention should be paid to automated information technologies, which will not only simplify the activities of state bodies, but also make anti-corruption policies vital for citizens.

Since the introduction of computer technologies and the internet, Russia has been trying to adopt different strategies on maintaining social order in cyberspace. The purpose of this article is, by studying the stages of enacting legislation against cybercrime, to explore the Russian model of cyberspace regulation. In order to get control over the internet and to maintain security and stability in society, the Russian government has implemented new provisions of the Criminal Code of the Russian Federation and other means. This article demonstrates how criminal law and other measures may be used to fight cybercrime, and how the legislative body reacts on social concern about cybercrime. Russian legislation against cybercrime passed the same phases as cyber law in other countries: first, criminalizing and penalizing particular cybercrime types, and then, developing a complicated system of cyber regulation. The process of cyber regulation was influenced by changing cybercrime characteristics, transformation of enforcement policy, and international treaties ratified by the Russian Federation. Regardless of active efforts in fighting cybercrime, Russian hackers are still a big threat to Russia and, in general, globally. The article concludes that the hacker subculture is one of the main factors producing cybercrime.

The promotion of the development and dissemination of volunteerism is one of the priorities of the social and youth policy of the Russian Federation. The purpose of the study is to determine the features of the development of sports volunteerism in Russia, to identify current problems and measures to eliminate them for the sustainable development of sports volunteerism in the subjects of the Russian Federation. Research hypothesis: timely measures to support the development of the sports volunteering movement will be developed and implemented if: the concepts of “sports volunteering”, “sports volunteer”, types of sports volunteering activities are specified; the features and stages of development of foreign and Russian sports volunteerism are identified; scientifically based proposals for creating conditions to support the development of modern sports volunteerism in Russia are elaborated. In the course of the study, information, regulatory, statistical and scientific and methodological sources in the field of development of sports volunteerism in Russia are analyzed; the features and problems of this area of volunteer activity and ways to solve them for the effective development of sports volunteerism in the Russian Federation are identified.

The article analyses the historical policy of the Russian Federation and its modern memorial culture areas. The study applies the case studies methodology, i.e., «study of individual cases», «analysis of a single case». The object of study is a socio-political situation associated with the 150th anniversary of V.I. Lenin. An analysis examines the transformation of the contradictory Leninist image in the Russian Federation and the attitude of various social and power structures, based on specific sociological surveys. A thorough study of empirical material allowed us to analyze the basic functions of the historical policy of the Russian Federation at the present stage. It became possible to analyze the interaction and mutual influence of the corporation of professional historians and Russian power structures, the behavior of state and public actors in the process of forming and implementing historical politics and memorial culture. The goal and objectives of the elites and other social strata in the implemented historical policy may coincide, partially correlate or contradict, but in the “Lenin case”, the situation was complicated by the absence of a scientifically defined object of this policy. Both the authorities and society expressed their attitude not to the existing V.I. Ulyanov (Lenin), but to those legendary (or mythical) images that were created in different periods with completely different goals.

INTRODUCTION. One of the conditions for the effectiveness of the foreign policy of any state, including its international legal policy, is its scientific character, conceptual validity, reliance on understanding both the objective laws of world development and an accurate assessment of the place and role of the respective state in this process. The creation of such a trend should be based on the synthesis of natural, social, economic, political and cultural factors that characterize the state of the country, an assessment of its participation in the international division of labor, joint projects and development programs, its role in ensuring sustainable development and globalization processes.MATERIALS AND METHODS. The article analyzes the doctrines and tendencies of the foreign policy of the Russian Federation, international treaties of Russia, statements by the leaders of states, as well as the political practice of interstate relations. During the research general scientific methods were used: system analysis, historical, formal legal, comparative, etc. In addition to the materials of the doctrine of international law, scientific categories and constructions of other social sciences (historiosophy, political science, sociology, theory and history of state and law) were used.RESEARCH RESULTS. The study made it possible to come to the conclusion that one of the main concepts of modern international politics is the provisions of the classical Eurasian doctrine. The geopolitical concept of Russia Eurasia is designed to ensure a balance between the western and eastern vectors of the country's foreign policy, predetermines its entire political history, determines the principles and standards of modern life. Of great importance for the foreign policy doctrine of Russia is the Eurasian postulate about the "local development" of our country, the peculiarities of its culture, the existence of a civilizational community. A civilizational approach to assessing the potential of Russia Eurasia should underlie the determination of the scale and nature of Russia's foreign policy. In terms of its historical scale, our country cannot be regarded as a "regional power" even despite its problems and difficulties of the current stage of development. The Eurasian doctrine, the main postulates of which are reflected in the foreign policy concept of the Russian Federation, makes it possible to find the right approaches to solving modern problems of world development, in particular, such challenges for our country as globalization, modernization, the ideology of nationalism, etc.DISCUSSION AND CONCLUSIONS. The discussion of the conceptual base of the foreign policy of theRussian Federation in the doctrine is fragmentary, often carried out in isolation from the search for the national idea of Russia. The difference in approaches to solving this problem significantly complicates the development of an official doctrine of the country's foreign policy and does not make possible to clearly define its national interests. It is obvious that the discussion of these problems should be carried out within the framework of a single cognitive process, the national idea should, on the one hand, become the basic category of the concept of Russia's foreign policy, and on the other, the final result of its creative development. The practical implementation of the Eurasian project by Russia will require making serious adjustments to the country's diplomacy, ensuring its multi-directional, western and eastern balance in the diplomatic, political, humanitarian, legal and other scopes of life.

At present, the problem of employment of the population still occupies one of the first places in the social policy and economy of both individual constituent entities of the Russian Federation and the country as a whole. The scientific novelty of the work is associated with the study of an urgent and requiring constant improvement of the development of the problem and methodological foundations of unemployment and employment in relation to the Russian Federation and the innovative economy. The article offers recommendations for improving the regulation of employment and the labor market at the appropriate levels. The conclusion is made that only well-coordinated work of all parties of social partnership will make it possible to successfully solve problems in the sphere of labor and employment of the population, thereby ensuring social stability in the constituent entities of the Russian Federation and in Russia as a whole.

The interpretation of liberalism ideas intensively implanted in Russia in 1991 –2000 reflected the trends acutely opposing government regulation of national economy and social development and reducing such regulation to the unprecedented level that has no scientific and practical grounds to be called liberalism in comparison with the western notions and ideas of liberalism and liberal economy. It pushed the national economy and social sphere of Russia to “the point of unreturning» to the technologically, industrially, postindustrially, and socially developed nations. Taking into account the destructive results of the interpretation of monetarist and neoliberal ideology in this country, the author regards monetarism as a deliberately ineffective “special export model of pseudoliberalism”, act of unfair global competition or intellectual economic provocation directed to dismissal of Russian Federation as strategic rival.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.

The consequence of the pandemic caused by COVID-19 was the introduction of social restrictions, which led to an increase in the number of users of social networks, as well as their activity on the Internet. The involvement of citizens in the digital environment has changed the targets of criminal efforts of the criminals. The public’s fear of the coronavirus was subjected to criminal exploitation, new forms and methods of theft appeared, as a result, the spectrum of crime shifted to the criminal use of information and communication technologies (hereinafter – ICT. The purpose of the study is to analyze the dynamics of the indicators of Russian crime during the pandemic, to assess the adopted criminal-political decisions in terms of adequacy to the changes in crime, to develop on this basis the proposals for criminal law improvement able to increase the consistency of the current Criminal Code of the Russian Federation and its compliance with the requirements of the criminal-political situation in Russia. The assessment of the sectoral structure consistency in the regulation of criminal liability for committing crimes in the special conditions of a pandemic was used as the main research method. The research was carried out by the authors based on the dialectical method, which made it possible to manage changes in social reality by means of legal response, other scientific methods: sociological, modeling, concrete historical, comparative were applied as well. The results obtained showed that overcoming the negative changes in crime requires adjusting the vector of criminal policy from liberalization towards tightening in relation to crimes committed using ICT. It is proposed to expand the list of aggravating circumstances, limit the use of some mechanisms for terminating criminal liability associated with exemption from it, and review the possibilities of applying conditional conviction to persons who have committed crimes in a pandemic, up to and including refusal of this form of implementation of criminal liability. The formulated new proposals for improving the General Part of the Criminal Code of the Russian Federation restore the consistency of the criminal law and increase the consistency of criminal-political decisions during a pandemic.

It is sressed that the public administration system is undergoing reformational changes due to the humanization and democratization of public relations. Much attention is given to the new phenomena and processes of social development that actualize the problem of proper scientific support for the activities of the state to support youth in the Russian Federation. As a result, the authors draw conclusions that despite the efforts made by the state, there are a number of objective and subjective problems that hinder the effectiveness of youth policy in the Russian Federation. In practice, youth policy is unstable and uncertain, and does not meet the public demand that meets modern realities.

Nowadays the hybrid attacks that use propaganda and fake news and are actively inculcated by the information centers under the control of Russian Federation on the territories of EU countries present serious threat not only to Ukraine in the view of disseminating false information about the events in our country but to the population of EU countries who are the final users of such information as well. On the basis of examples fixed by the European representatives concerning a great number of facts when Russia interfered into the process of elections in France and Germany, hackers attacks on social networks of Great Britain during public discussions and referendum on Brexit, we ascertained that the informational presence of the RF propaganda schemes played the decisive role in choosing the European policy, presaged Brexit and ensured the growth of European populists rating on the eve of the important political processes in a number of countries. The aim of the article is to show the means and methods of Russian information propaganda in EU countries on the example of the Chech Republic. Such methods of Russian information propaganda as strict following the multilingual principle while disseminating the same information to different resources in different countries; active usage of English as a mediator; usage of local internet resources; broadcasting the reiterative stories about the migrants from Arab states, the threat of Islamism for Europe, criticism of Western political elite, military crises in Ukraine; forming the image of Russia as the main opponent of aggressive US policy, the symbol of stability; focusing on the negative news, i.e. on protests, political rows, notorious retirements in EU and Western countries; ignoring the success and achievements etc. have been defined. We came to the conclusion that hybrid war in Ukraine drew attention of not only the European population but of the whole world to political, media and social phenomena that is the information war of Russia vs. Ukraine and in broad aspect – to a modern propaganda of Russia which has already challenged the whole democratic world, with an impact on public opinion formation and views of young people. Purpose of research. The article examines the human potential of the Russian Federation in the context of the established second wave of the demographic crisis. The article analyzes the state of the number, composition and structure of the population of the Russian Federation during the first (1992–2012) and second demographic crisis (2016 and up to the present), taking into account the factors of population reproduction (birth rate and mortality) and migration inflows to the country. Factors and causes of external migration with the CIS countries are identified, as they have been and remain the main donors for replenishing the population of the Russian Federation. On the basis of analytical indicators of dynamics and methods of statistical relationships, an assessment of external migration growth and its impact on the country's economy is carried out. Special attention is paid to measures taken at the state level to stabilize and improve migration problems.Materials and methods. The information base of the study is statistical data and analytical information on external migration flows, based on statistical surveys conducted in the country. The methodological basis of the research is represented by statistical methods of information analysis: comparative analysis, structural and dynamic analysis, analysis of the interrelationships of migration and economic indicators.Results. The article analyzes in detail the results of current events in the country during periods of demographic decline and population growth since 1992. Due to the demographic policy implemented in the country, as well as the peculiarities of the age and gender structure of the population, it is proved that the main component for population growth is still the migration inflow. Special attention is paid to external labor migration in recent years. The impact of migration growth on economic indicators (unemployment rate, real wages, index of physical volume of GDP) and the development of the economy as a whole are estimated. Also, on the scale of the State National Policy Strategy being implemented until 2025, state measures to stabilize and improve the situation in the field of migration policy are presented and analyzed.Conclusion. Due to the fact that migration policy is a defining component of demographic policy, which is currently one of the priorities of the state's development, it is advisable to regularly study external migration as one of the most important sources of replenishment of human capital and hence the development of the country's economy. Therefore, the government of the Russian Federation should pay special attention to measures to attract foreign highly qualified labor force in active working age; providing foreign students who have successfully completed their studies and defended their diplomas in Russian universities with the opportunity to find a job in our country in order to obtain Russian citizenship and create a family in Russia. As well as carrying out regular monitoring studies on adaptation of foreign citizens, taking into account regional peculiarities of development of economy of our country, because today in the conditions of demographic decline of the Russian population it is one of the main sources of economic development on the geopolitical level, as labor potential – a basis for national economic growth.

The article is devoted to the analysis of the scale and types of social activity of elderly Russians. The urgency of this problem is due to the scale of demographic ageing, which has already become the subject of targeted social policy in Russia and other countries. In implementing the International Plan of Action on Ageing, in particular within the framework of the Strategy for Action for Older Citizens in the Russian Federation up to 2025, it is important to understand to which extent promotion of the ideology of active ageing could be spoken of.The paper attempts to identify the scope and structure of social activity of elderly Russians based on data from the representative sample survey “A comprehensive survey of living conditions of the population”, conducted by Rosstat in 2016. The use of sample survey data and methods of statistical data analysis enabled substantiating the hypothesis on insufficient social activity and social inclusion of elderly Russians, the significant role of family interaction in the lives of older persons, which should be taken into account in assessing the impact and adjusting the Strategy for Action for Older Citizens in the Russian Federation up to 2025.

The essence of the internal geopolitics of the Russian Federation (RF) and its influence on the foreign policy of Moscow is analyzed in the article. It was found that on the background of Russian nationalism the activation of separatist sentiments in the Russian national autonomies had occurred, particularly in the North Caucasus (Chechnia, Dahestan).Eventually, it caused two Chechen wars, as well as to the formation of dissatisfaction with the Center’s actions in Tatarstan, South and East Siberia and others. However, after internal politics and internal economy shocks of the 1990-th Russia has outlined a course to restore the status of a great state. An important factor for the Russian government is the support of its foreign policy by the population. It is traced that the level of electoral support of the Russian president entirely depends on the success of the Russian Federation on the international arena. Kremlin actively cultivates and uses imperial mood of society in order to justify the return of its “unjustly deprived” great power status. Therefore, governmental expansionist geostrategy obtains active support among theintelligentsia and broad social strata.

Subject. The article addresses the implementation of socially oriented development in the Russian Federation and in the countries with traditional models of the social welfare State. Objectives. The aim is to perform a comparative analysis of traditional models of the social welfare State and the Russian Federation on the basis of socio-economic indicators (annual average growth in gross domestic product, inequality, unemployment, migration, the share of tax revenues in gross domestic product, indicators in the sphere of education and healthcare), and reveal the specifics of socially oriented development of the Russian Federation. Methods. The study employs methods of statistical analysis, comparative analysis, and graphic interpretation of statistics. Results. The study unveils similar trends in the social development that exist in traditional models of the social welfare State, the focus of public policy on providing at least minimal social guarantees, the use of social insurance, and extended accessibility of quality social services. It also emphasizes differences that are connected with historical principles of social policy, the level of decommodification due to modern economic development. Conclusions. The comparative analysis enabled to identify the presence of elements of considered models in the model of socially oriented development of Russia and directions of further measures for increasing socio-economic indicators, including the increase in life expectancy and quality of life for citizens, improvement of the quality of social services, reduction of inequality, promotion of high rates of economic growth, renovation of equipment and facilities, and training highly qualified specialists.

This paper addresses the general question raised in the recent study ‘Is New Russia New?’ (2016). The author of this article develops the idea that new Russia is new. He argues with some of the findings of the considered study. The main points are as follows: the changes in Russia are better understood within a transitional discourse; the unique way of Russia is to constitute a Democratic Power integrated within a European civilization; the ‘statist’ path of Russia is not a curse, but a tunnel of opportunities for social solidarity; the social structure of Russia is mostly based on income stratification and class elements, which are likely to coexist with post-industrial traps, like unskilled labor, or the precariat; the human development of Russia is higher than in the Soviet Union, though its growth has reached saturation point; neoliberal policy is a kind of new rut for Russia, which crucially obstructs the structural reforms and perspectives for its successful transition towards the informational age that has yet to arrive.

After liberal economical and democratic reforms in 1990-s, Russia proclaimed itself as social state, social state status legally defined in 7th article of Russian Constitution: “The Russian Federation is a social State whose policy is aimed at creating conditions for a worthy life and a free development of man.” Russian authorities created as part of social program two different systems: social insurance system and social security system. But from 1990-s to our days there are still many problems in both systems. Authorities still cutting basic social insurance program, in 2013 Russian authorities begun implementing plan to reform retirement insurance by implanting deposit-linked insurance scheme. But this process was freeze in 2014. Government have not resume process since there. Everything highlighted above indicates problems in modern state of the system which means that this question deserves more deep researches.

Introduction. The issues of federalism theory, history, policy and practices have been the focus both in Russia and abroad over decades. Hundreds of books, thousands of research papers, lots of scientific conferences and seminars seem to have been dedicated to this problem. Yet we are still watching a burgeoning interest in this issue due to the increasing role of federalism in the reality of the modern world.Methods and Materials. The research involves such methods as logical analysis, systematic and comparative legal methods, etc.Research Outcomes. 1. The federal system of Russia, its political stability, sustainable nature of interfederal relations are the true facts, giving rise to necessity for the transition to a new model of federalism, which can prove to be more appropriate in terms of current economic and political environments prevailing in Russia.2. There is no doubt that the federal system of polity of the Russian Federation is justifed by legal, judicial, political and economic aspects, with no reasonable alternatives. The question is whether the existing principle of national and territorial structural organization of the Russian Federation is appropriate by now. There are persuasive arguments for the priority of the geographical and economic principle over the national and territorial division.3. The geographical and economic principle priority in the organization of modern Russia does not mean that specifc national and ethnic features of certain regions will be neglected.4. The geographical and economic principle priority in the organization of the Russian Federation will result in the consolidation of Russian entities and provide them with more extent of economic independence.Discussion and conclusion. It is obvious that from perspective of long-term development of Russia, the development of all Russian entities should be going at the same pace, which is not an easy task in the existing social, political and economic environments. The pace of development demonstrated by Moscow or Saint Petersburg Regions, or Tatarstan cannot be justly compared with those of Ingushetia or Dagestan. Indeed, the developed entities of the Russian Federation cannot endlessly donate to those lacking dynamics in their development. It is crystal clear that the modern day organization of the Russian Federation based on mere national and territorial grounds can hardly promote the equal development and integration of all Russian regions. Cultural and civilizational distinctions of certain entities should not lead to their isolation within one country and lagging behind national development.

This article discusses investment opportunities and business migration in the Russian Federation in the context of the experience of foreign countries . The author treated investment migration as an aggregate of the cost of materials, labour and money in artificial body and/or natural foreign persons, legitimate and free-roaming in the recipient country, aimed at expanded reproduction, fixed assets of all branches of the host economy . In this regard, analyses the mechanism of regulation of economic migration in Russia . Attention is paid to the innovations of migration law and public policy objectives of the Russian migration policy . Investment migration of individuals is stimulated by the recipient in modern states preferences in obtaining a temporary residence permit, residence permit or citizenship . Legal entity investing abroad, encouraged by the tax, credit preferences, banking programs, favourable economic conditions, legal regimes, the reduction of administrative barriers . Each recipient country strives to create favourable conditions for foreign investment in the priority areas of economic and social development . The Russian Federation, as one of the leading contemporary recipients, poses a strategic task of creating an effective model of economic migration, which directly involves labour and migration investment .

The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.

The 1993 Constitution of the Russian Federation enshrined the principle of social state, a number of social rights of citizens and other provisions of a social nature. However, according to many researchers, the actual situation, including mass poverty and extreme property differentiation of the population, and the dominant vector of social policy, which is reflected in commercialization and "optimization" of the social sphere, raising the retirement age, strengthening the selective character of social assistance, etc. speak of the dismantling of the welfare state. At the same time, the Constitutional Court of the Russian Federation does not adequately fulfill its function of protecting the Constitution and, in particular, ensuring the constitutional principle of social state and social rights of citizens, does not recognize the legislative norms that normatively formalize such reforms as unconstitutional, sometimes — as in the case of considering the constitutionality of increasing retirement age in 2018 — actually avoiding consideration of the case on the merits. The draft Law on Amendment to the Constitution of the Russian Federation "On Improving Regulation of Certain Issues of Organizing Public Authority", proposed by the President of Russia in the winter of2020, was substantiated, inter alia, by considerations of the development of social state, ensuring the social rights of citizens and the corresponding social obligations of the State. The article shows which of the key social problems could be solved within the framework of the previous version of the Constitution; the question is examined whether their solution requires its changing. It is shown that the Law on Amendment to the Constitution of the Russian Federation adopted in the spring of 2020 does not solve a number of the key social problems in modern Russia, and does not make enough use of foreign experience in constitutional regulation of the social sphere. Based on the experience of other countries, the article proposes a number of norms, the constitutional enshrining of which could to a greater extent ensure implementation of the principle of social state.

The problem of the legal status of Alaska and its reflection in the modern political rhetoric of the Russian Federation are considered in the article. The main reasons for the sale of Alaska by the Russian Empire to the United States of America were researched: the loss of the Russian empire in the Crimean War; remoteness of Alaska from the Russian capital; unprofitability of Alaska in then conditions; the desire to establish friendly relations with the US and other countries. It is found that the main reasons for the growing interest of the Russian Federation in changing the geopolitical status of Alaska at the present stage are the following: the presence of significant reserves of natural resources on the peninsula, including oil, gas, zinc, gold, wood, etc.; the importance of the geopolitical location of the peninsula, the possession of which gives access to the Arctic and the Northern Sea Route; imperial policy of the Russian Federation, etc. It is noted that the main political forces in Russia, advocating the return of the territory of Alaska to Russian jurisdiction, are the LDPR and its leader Volodymyr Zhyrynovskyi; Party of Veterans of Russia; Communist Party of the Russian Federation; individual political scientists, journalists, political figures. The nature of their statements about the revision of the status of Alaska, the active use of social networks to disseminate the opinion that Alaska should be returned under the jurisdiction of Russia, are revealed. It was determined that the Russian political rhetoric to change the geopolitical status of Alaska sounds only from certain political forces, but is not an official position of the current Russian government. At the same time, it was shown that the Russian Federation is strengthening its military presence in the territories adjacent to Alaska, that can be regarded as a desire to strengthen the influence and presence in the Arctic.

Problem of migration and mechanisms of foreign citizens adaptation and integration associated with it, are in focus of public and scientific thought. Need for further institutionalization and innovative modernization of Russian migration policy is widely discussed in the framework of modern debates. Over the past few years, adaptation and integration of foreign citizens in Russian Federation has drawn public attention, as a result of rapid increase in number of foreign citizens and stateless persons permanently or temporarily residing in Russian Federation. The Concept of State Migration Policy of the Russian Federation for the Period until 2025, focuses on national security and reduction of the sociocultural, economic and political risks associated with influx of migrants. To this end, there is a quest for migration policy instruments adequate to the situation in labor market. Article analyzes already tested educational and cultural tools, defines role of resource support for participation of ethnic communities, national and cultural autonomy, educational and religious organizations, cultural and sports institutions, working on social and cultural adaptation and integration of foreign citizens.

The theoretical and methodological approaches to measuring poverty are based on several basic concepts: the concept of basic needs, the concept of multidimensional absolute deprivation, the concept of multidimensional relative deprivation, the concept of poverty in terms of capabilities. In the Russian Federation, the monetary concept of poverty is generally accepted for poverty measurement and assessment. However, the definition of poverty within the monetary concept seems to be insufficient to identify the poor. The article provides some arguments for the necessity to move from the existing monetary concept of poverty. Cluster analysis had shown that the use of monetary concept of poverty leads to the distorted estimates of poverty and makes it impossible to create policies to combat poverty.

The Russian Federation is a secular state, and the church is separate from the state. Nonetheless, during Putin’s rule, a seemingly desecularising transition has taken place in Russia. This transition can be observed on legal, ideological, and social levels. This article presents the characteristics of a new secular-state model that has developed in Russia after the collapse of the Soviet Union. We claim that the evolution of the public role of religion in Russia and the state’s attitude towards religion cannot be considered in any way a symptom of the post-secularisation tendencies observed in some Western societies. Desecularisation in Russia takes place only at the verbal level. However, this façade desecularisation conceals a profound secularisation of religious institutions and organisations, understood as their total subordination to state policy objectives and, thus, their becoming elements of the state structure.

At present, the problem of poverty is urgent for both Russia and Norway. According to Federal State Statistics Service of the Russian Federation, 12.1% of the Russian population was below the poverty line in the second quarter of 2021. According to the World Bank, the national poverty rate in Norway in 2018 was 12.7%. At the same time, both states position themselves as having overcome extreme poverty. Both states use the social-democratic type of the welfare state concept as the basis of social policy. The purpose of this study is to research the influence the welfare state concept application on the national level of poverty in Russia and Norway. The research methods are the analysis of official statistics of Russia, Norway and the World Bank, international reports, legislative acts and the analysis of media texts. The conclusions of this study highlight that the use of the welfare state concept in the Russian Federation and the Kingdom of Norway can positively affect the national level of poverty, but it contains a set of significant risks. The results show that further use of elements of the welfare state concept to combat poverty is possible in both countries, but taking into account the current realities, namely, the application of the principles of multidimensional evaluation, targeting in implementation and consideration of regional specificity in practical work with the phenomenon of poverty, and the involvement of other (besides the state) social institutions in this process. The conclusion of this paper formulates recommendations for state and municipal authorities of the Arctic subjects of the Russian Federation (mainly) and the Kingdom of Norway (to a lesser extent) to adjust the social practices used with regard to current trends and taking into account the identified risks.

The object of this study is the problem of market regulation in modern Russia. The author has set a goal based on a comprehensive system analysis of the Russian Federation’s scientific works and normative legal documents to uncover and characterize the socio-economic and socio-legal aspects of the problems of regulating the labor market at the federal and regional levels. In his work, the author relied not only on solidarizing but also on alternative theoretical approaches and conclusions. The scientific results obtained in the course of the study allowed us to understand and substantiate that at the federal and regional levels, the Russian Federation requires a very serious adjustment of institutional mechanisms for regulating the labor market, on which the development of its economy depends. The scientific novelty of the work lies in the conclusion that in current conditions, Russia should provide more in-depth fundamental research of the labor market, which would contribute to the formation of more effective public policy in the regulation of the labor market, employment of the population. This will entail the need to develop the implementation of social, economic, industrial policy, considering its impact on the labor market.
