As a chemical water-saving material, superabsorbent resin is often applied to improve soil physicochemical properties for the purpose of promoting crop growth. In this study, a new type of superabsorbent resin with boron (SARB) was used as a functional material mixed with peat substrate and maize straw in percentages (mass ratio) of 0.05%, 0.1%, 0.15%, and 0.2%, respectively, and high-throughput sequencing technology was used to test bacterial diversity, analyzing and exploring ecological safety of the superabsorbent resin with boron (SARB) in order to provide theoretical support for field applications. The research results show that the superabsorbent resin with boron (SARB) can promote bacterial community diversity in the maize straw. In ten treatments, Proteobacteria accounted for the absolute advantage of the bacterial population in the CT group and in the JG group. However, the superabsorbent resin with boron (SARB) synthesized in the laboratory cannot change the original structure of the bacterial community and has scarcely any toxic effect on the bacterial community in both peat substrate and maize straw, and, indeed, it has a strengthening effect on Proteobacteria and Actinobacteria and a weakening effect on Acidobacteria and Firmicutes to some extent.

ABSTRACT The expression of extracellular virulence determinants inStaphylococcus aureus is controlled by a 510-nucleotide RNA molecule (RNAIII) which is a part of theagr system. The agr operon, which encodes a multicomponent signal transduction system, is partially under the influence of an unlinked regulatory locus calledsar. The sar locus is composed of three overlapping transcripts, designated sarA (0.56 kb),sarC (0.8 kb), and sarB (1.2 kb), originating from the P1, P3, and P2 promoters, respectively. In this study, we analyzed the differential expression of these promoters by using transcriptional fusion with the xylE reporter gene to study the activation of the sar locus. The data confirm the existence of three independent promoters with different promoter activities. Maximal promoter activity was observed with the combined fusion of P2-P3-P1 promoters. Expression studies with a sigB mutant revealed that the P3 promoter is SigB dependent. Analysis of these transcriptional fusions in a sarA mutant and in complemented strains with each of the sar transcriptional units revealed that thesar locus is autoregulatory, with SarA acting as a positive regulator. From various transcriptional fusion studies of the upstream region of the P1 promoter, we have localized a 34-bp sequence which seems to play a role in down-modulating P1 transcription. Using heparin-Sepharose and DNA-specific columns, we partially purified a 12-kDa protein, possibly a repressor, which binds to the promoter regions upstream of P2 and P1 and which also binds to the 34-bp sequence. These data indicated that the regulation of thesar locus is complex and may involve the sargene product(s) and other regulatory protein(s).

Résumé :

The Basel II regulatory framework significantly increased the resilience of the banking system, but proved ineffective in preventing the 2008/9 financial crisis. The subsequent introduction of Basel III aimed, inter alia, to supplement bank capital using buffers. The countercyclical buffer boosts existing minimum capital requirements when systemic risk surges are detected. Bolstering capital in favourable economic conditions cushions losses in unfavourable conditions, thereby addressing capital requirement procyclicality. This paper contains an overview of the countercyclical capital buffer and a critical discussion of its implementation as proposed in Basel III. Consequences of the buffer's introduction for South African banks are explored, and in particular, potential systemic risk indicator variables are identified that may be used by the South African Reserve Bank (SARB) as early warning indicators of imminent systemic financial distress. These indicators may be of value to the SARB, which could use them in taking decisions on the build-up and release of the countercyclical buffer for South African banks.

Résumé :

Some articles reported that Wi-Fi radiation induced oxidative stress (OS) in cells and vital organs. However, the possible effects of Wi-Fi electromagnetic fields (EMFs) on bone cells have not yet been investigated. MC3T3-E1 cells were cultured in cell incubators during induced differentiation and placed 3 cm from Wi-Fi antenna. A 2.45-GHz Wi-Fi signal, transmitted between a Wi-Fi router and a laptop Wi-Fi antenna, radiated on cells for 30 min/day over a 7-day period. The two modes of the Wi-Fi irradiation were 100 mW and 500 mW. The specific absorption rates (SARs) in the cell layer by 100 mW and 500 mW Wi-Fi were 0.1671 W/kg and 0.8356 W/kg, respectively, represented as SARa and SARb, and the cell layer temperature increased by 0.065°C and 0.32°C, respectively, after 30 min of irradiation by finite difference-time domain (FDTD) simulation. The cell oxidative stress indexes were measured by a microplate reader, and the calcified nodules were examined by alizarin red S staining. At a 3-cm close range, 2.45-GHz Wi-Fi radiation increased Reactive oxygen species (ROS) and glutathione (GSH) levels in osteoblasts with the increase of irradiation time, and the quantity of mineralization slightly depended on the radiation intensity.

This study estimates the impact of the real exchange rate’s performance on economic growth in South Africa from 1990 to 2016 based on quarterly data. A review of the literature reveals that the real exchange rate can have either a positive or a negative effect on economic growth. The empirical analysis began with testing for stationarity of the variables by applying the Augmented Dickey-Fuller (ADF) and Phillips Peron (PP) tests. This was followed by the co-integration test of the model. The unit root test results show that all variables except the exchange rate were integrated at order one, that is I (1), while exchange rate volatility is integrated at order zero that is I(O). Also, the co-integration analysis indicated that variables are co-integrated. Employing the Vector Error Correction Model (VECM) technique to estimate the results, the relationship between real exchange rate and economic growth was estimated. Findings further show that in the short run, economic growth is positively responsive to the real exchange rate while in the long run, a negative relationship exists between the two variables. The results in the short run suggest that the exchange rate hurts economic growth. A 1% point increase in the real exchange rate (RER) causes a reduction in economic growth by 379 per cent. A rise in the RER affects the trade balances between exports and imports, which results in more imports in the country than exports and the devaluation of the rand stipulates imports in the short run, which leads to the gross domestic product to increase. The study recommends that the South African Reserve Bank (SARB) Monetary Committee, together with the South African government, should develop a policy that will pursue a prudent monetary policy. A stabilise real exchange rate will enhance the economic activities that will attract foreign direct investment (FDI) and create an environment conducive to investment that will boost economic growth of South Africa.

Money Service Businesses provide people and institutions with a way to send money (remit) from one place to another. This service is most often associated with migrants, who typically wish to send money or value home. Remittances can be sent both on a domestic and on a cross-border basis. The methods used to remit money or value can be used for both legitimate and illegal purposes. The question posed by this research is whether the Money Service Businesses that operate in South Africa and provide crossborder remittance services are adequately regulated, to ensure that it is not used for the purposes of money laundering and/or terror financing. Résumé :

The aim of my thesis is to map out the attitudes and opinions of professional and future teachers in relation to the spoken language. The study has been conducted through an initial survey that was followed up by four in-depth interviews, two with professional teachers and two with prospective teachers. The study is of a qualitative nature and supports the sociocultural perspective. In the syllabus for the Swedish language, the Swedish National Agency for Education determines which position the spoken language should have in the classroom. According to the syllabus, the purpose of the language is to develop people's identity, give people the opportunity to express their feelings and thoughts while at the same time being receptive to other people's feelings and thoughts. Furthermore, The Swedish National Agency for Education believes that it is important to have a rich and varied language to be able to be a part of the society. In my research, it has been found that this view is shared by many teachers regardless of category. However, there are differences in how teachers work with the spoken language in the classroom and what is considered accepted within the spoken language. The result also indicates that the oral language spoken at school is affected by the type of oral language the pupils are used to at home. Syftet med mitt examensarbete är att utforska vilka åsikter och inställningar som yrkesverksamma och blivande lärare har i förhållandet till talspråket. Kartläggningen har skett genom en inledande enkät som utmynnade i fyra fördjupande intervjuer, två med yrkesverksamma lärare och två med blivande lärare. Undersökningen är av kvalitativ art och tar stöd i det sociokulturella perspektivet i den teoretiska utgångspunkten. Skolverket statuerar i kursplanen för svenskämnet vilken ställning talspråket bör har i klassrummet. Enligt kursplanen ska språket utveckla människors identitet, ge människor möjligheten att uttrycka sina känslor och tankar och samtidigt vara mottaglig för andra människors känslor och tankar. Vidare anser även Skolverket att för att kunna vara en del av samhället är det viktigt att ha ett rikt och varierat språk. I min forskning har det framkommit att denna syn delas av många lärare oavsett kategori. Dock finns det skillnader i hur man arbetar med språket i klassrummet och vad som anses vara accepterat inom talspråket. Resultatet tyder även på att hemmiljön påverkar det talspråk som eleven bär med sig in i skolvärlden.

For an effective, fair, just and equitable tax system to be established, certain fundamental principles have to be enforced to ultimately achieve a balance between government interests and taxpayers’ interests. The government is conferred with the power to tax which is derived from the Constitution. At first glance the government’s power to tax seems wide, but upon an analysis of the Constitution, one can note that the government’s power to tax is limited by certain structural, procedural and substantive limitations. By way of the Bill of Rights, the Constitution confers taxpayers with numerous rights which serve as the substantive limitations to the government’s power to tax. One of these fundamental taxpayers’ rights is the right of just administrative action, which is the sole focus of this dissertation. A right without a remedy to enforce same is of no consequence, and therefore the available remedy analysed is the remedy of judicial review which is regulated by the Constitution read together with PAJA and the Constitutional common law principles. The executive authority to tax vests in SARS, being an organ of state, which is headed by CSARS. Empowering legislation confers SARS, CSARS and other delegated SARS officials with the power to take decisions/exercise discretions. There are three types of empowering provisions which are differentiated, based on whether the remedy of objection and appeal is available to the taxpayer. Despite the availability of the remedy of objection and appeal, most decisions taken/discretions exercised by SARS and its delegated officials may amount to administrative action. The question which arises is whether taxpayers are equipped with a right and remedy to protect their interests from unlawful, unreasonable, and procedurally unfair exercise of such administrative action. S33 of the Constitution confers taxpayers with the fundamental right of just administrative action, and to enforce this right, taxpayers would have to implement the remedy of judicial review. The mere availability of a right and remedy does not provide taxpayers with protection; thus in order for the right and remedy to provide taxpayers with protection against the administrative action taken by SARS and its delegated officials, taxpayers would have to prove that the right and remedy is applicable and enforceable in the circumstances. The aim of this dissertation is to determine whether the right of just administrative action and the remedy of judicial review is applicable and enforceable in the tax arena. For the right and remedy to be applicable and enforceable, certain substantive and procedural requirements must be satisfied, and therefore those requirements are analysed in the tax arena in this dissertation. The substantive requirements which need be complied with are: (a) the administrator must be subject to the provisions of PAJA; (b) the conduct of the administrator must constitute “administrative action” as defined in PAJA; (c) the “administrative action” must materially and adversely affect taxpayer’s rights or legitimate expectations and have a “direct, external legal effect”; and (d), the “administrative action” must be found not be “lawful, reasonable and procedurally fair”, and if so, a ground as contemplated in s6 of PAJA must be applicable. The procedural requirements which needs be complied with are: (a) locus standi to institute judicial review proceedings; (b) time limitations in which judicial review proceedings must commence; (c) the exhaustion of all available internal remedies prior to the commencement of judicial review proceedings (unless there are exceptional circumstances); (d) that Rules regulating proceedings in terms of PAJA be established and determination of such Rules which will regulate judicial review proceedings until new Rules are promulgated. If, in the circumstances, the taxpayer can prove that he or she complies with all substantive and procedural requirements, then the right of just administrative action and remedy of judicial review is applicable and enforceable. It then needs to be established which forum would have the necessary jurisdiction to adjudicate upon the remedy of judicial review in the tax arena. There are two relevant Courts, namely the Tax Court and the High Court. The Tax Court has been established to adjudicate upon tax-related matters, whereas the High Court has inherent jurisdiction. It has been determined that in terms of the Constitution read together with PAJA, only a High Court or court with similar status may adjudicate upon judicial review. The Tax Court is a creature of statute and it has been held that the Tax Court does not have a similar status as the High Court. Case law has, however, previously held that the Tax Court has jurisdiction to review administrative action by SARS and its delegated officials. The leading case in this regard was, however, adjudicated upon in 1985, prior to the Constitution and PAJA having been promulgated. It therefore seems that the case law should be re-evaluated in light of the current Constitutional dispensation in which the Constitution is the supreme law. Finally, this dissertation provides a concise analysis of the powers which the forum having jurisdiction to adjudicate upon judicial review has to make orders. It is prudent to emphasise that this dissertation focuses on the position prior to 1 October 2012. On 1 October 2012 the Tax Administration Act 28 of 2011 (the TAA) came into force and effect. The TAA is relevant to some of the issues discussed in this dissertation. Where the TAA influences the issues, mention is made of the provisions of the TAA, but these are not discussed. Therefore a recommendation for further research is that this dissertation be re-evaluated in light of the provisions of the TAA. The most relevant provisions which the TAA caters for, which may influence the topic of this dissertation, is the establishment of the Tax Ombud and the conferring of a limited remedy of review upon SARS and its delegated officials, in addition to the remedy of objection and appeal.

La SARL dispose d’un encadrement juridique assez précis, tout en offrant à ses utilisateursdes espaces de liberté non négligeables. La liberté statutaire accordée aux associés peut être envisagéesous deux aspects principaux, le premier relatif au financement de la société et le second portant surl’organisation des pouvoirs au sein de la structure. En premier lieu, le législateur a cherché, depuis unedécennie, à faciliter la création de SARL en diminuant la contrainte financière que constituait la fixationd’un capital légal minimum. Toutefois, la libre détermination de ce montant est susceptible de fragiliserl’assise financière de certaines entreprises au point de les exposer parfois au risque d'une souscapitalisation.En présence d’un capital symbolique, il est au demeurant permis de s’interroger sur laprésence même des éléments constitutifs du contrat de société. En outre, d’autres incidences négativessont susceptibles d’apparaître, telles que la mise en oeuvre de la responsabilité des associés et desgérants au titre de l’insuffisance d’actif ou l’obtention par les banques de garanties prises sur lepatrimoine personnel des dirigeants ou des associés préalablement à l'octroi de crédits à la société. Laconséquence de cette situation est alors une sensible altération du principe de responsabilité limitéepourtant initialement recherchée par les fondateurs de SARL. Par ailleurs, si la loi a permis il y a peu derecourir à l’emprunt obligataire et à l’apport en industrie, ces techniques juridiques ne permettent pasd’accroître véritablement la solidité financière d’une entreprise. Dès lors, n'est-ce pas sur le fondementde la liberté statutaire que pourraient être instaurés des mécanismes spécifiques de financement del'activité? En second lieu, l’exercice de cette même liberté présente un intérêt particulier aux fins decirconscrire, dans l’ordre interne, les pouvoirs des gérants légalement définis en des termes très larges. Ilreste que le principe de l’inopposabilité aux tiers des clauses limitatives de pouvoirs constitue une limiteimportante à la pleine efficacité de tels aménagements. En définitive, si le régime de la SARL offre deréelles opportunités d'amélioration des règles d’organisation et de fonctionnement de la société, il n'endemeure pas moins que la liberté statutaire recèle elle-même certains inconvénients qui devraientappeler une intervention du législateur
If the French SARL (limited liability company) is governed by a precise legal framework,their users benefit from appreciable areas of freedom to adapt them to specific needs. The purpose ofthis thesis is to investigate two main aspects of the statutory freedom granted to SARL: the way thiscompany can be funded and how powers are organised. Firstly, if the legislator has facilitated thecreation of SARL by reducing the financial constraint of a minimum legal share capital for a decadenow, this statutory freedom can weaken the financial basis of companies leading them to undercapitalization.In case of a share capital fixed at a nominal value, the assets can be regarded asinsufficient and the constituent elements of the partnership agreement can be questioned. The mainconsequences of this situation are possible recourse against partners and managers in terms ofresponsibility, additional guaranties demanded by the banks on their personal assets to cover company’sloans. These corporate risks finally put the SARL in contradiction with their objects. Besides, if thelegislator allows issuance of bonds and sweat equity, these legal instruments are insufficient to increasecompanies’ financial bases. Hence, couldn't specific funding methods be introduced on the basis ofstatutory freedom? Secondly, as the legal framework grants to SARL’s managers a large representationpower, statutory freedom allows to limit it and to place managers under the control of the partners. Butthis organisational freedom is itself limited by the fact that it is not enforceable against third-parties. Résumé :

Heat transfer enhancement in laminar regime by split and recombine (SAR) mechanism, based on the baker’s transformation, is investigated. Two different heat exchangers, called SAR1 and SAR2, are studied. Their geometries are inspired from the previous studies reported in the literature. The working fluid on both, shell and tube side, is water and the temperature on the shell side is kept constant. Experiments are carried out for the Reynolds number range 100<Re<3000 when the Prandtl number is between 4.5 and 7.5. The results show that the convective heat transfer coefficient in the first element of heat exchanger SAR1 is higher than that in the second one, i.e. SAR2. However, the variation in the convective heat transfer coefficient from the first to the third element along the heat exchanger SAR2 is less significant than that observed for SAR1. Moreover, SAR2 causes a higher pressure drop, especially when Re>1000, and provides a less uniform temperature field at the outlet.

Résumé :

Background: The current pandemic, COVID-19, is cause by an RNA Coronavirus that was recently identified as SARS-CoV-2. RNA viruses tend to have a high mutation rate; the rate is around a million times greater than that of their hosts. The mutagenic potential of the virus depends on many factors, including the fidelity of nucleic acid-replicating viral enzymes, such as SARSCoV-2 RNA dependent RNA polymerase (RdRp). The rate of mutation drives viral evolution and genome variability, consequently allowing viruses to escape the immunity of the host and develop resistance to drugs. Therefore, the characterization of SARS-CoV-2 variants might lead to implement better therapeutics treatments, vaccines design and identify new diagnostics approaches. Aim: The aim of this study was to establish a fast sequencing method to identify SARS-CoV-2 mutations in Qatar. This will help to assess if there are new viral variants that are spreading in country. Methods: RNA was isolated from samples collected from Qatar COVID-19 positive patients. The Artic Network V3 primer scheme and Oxford Nanopore ligation sequencing kit were used to prepare the sequencing libraries. Libraries were loaded on to R9.4.1 flow cells and ran on a GridION. Bioinformatics analysis was done following the Artic Network SARA-CoV-2 bioinformatics tools. Results: Genome coverage of sequenced samples was >80% and the depth was average at 200x. The coverage was highly dependable on sample viral load; samples of CT value lower than 30 resulted in better sequence coverage. The sequenced genomes were deposited in GISAID and were mainly clustering with genomes deposited from the UK. Sequences were compared to Illumina and sanger sequences and they showed compatible results. Conclusion: The use of ONT to sequence SARA-CoV-2 is a quick, affordable, and reliable technique to determine viral mutation. Using this technique, the first sequences from Qatar were deposited in to GISAID. Up to date, 700 genomes have been sequenced from Qatari samples.

ABSTRACT Background: A pandemic potential Covid-19 spread rapidly worldwide. Ministry of Health, Republic Indonesia recommended one of the Covid-19 treatments with combination of hydroxychloroquine/ chloroquine and azithromycin. However, the effectiveness and safety of antimalaria regime remain debating topic. This study aimed to investigate the role of chloroquine and hydroxychloroquine in prophylaxis of Covid-19. Subjects and Method: A systematic review was conducted by searching from PubMed, SpringerLink, and Cochrane Library databases. The keywords were “prophylaxis”, “chloroquine” OR “hydroxychloroquine” “SARS-CoV-2” OR “Covid-19”. The inclusion criteria were phase IIb clinical trials, double masking, comparative observational studies, open access articles published until August 2020. The exclusion criteria were inaccessible and duplicate articles. The quality of selected articles was critically appraised. The data were reported by PRISMA flow chart. Results: Three articles out of 117 articles met the criteria inclusion. The findings showed that hydroxychloroquine could not prevent Covid-19 compatible disease or confirmed infections when used as post-exposure prophylaxis. High dose chloroquine was not recommended for critically ill COVID-19 patients because of its potential side effects, especially when administered with azithromycin and oseltamivir. Covid-19 patients with the need for oxygenation were not suggested to use hydroxychloroquine. Conclusion: There is scarce evidence to support prophylaxis and treatment effects of chloroquine or hydroxychloroquine in COVID-19 patients. Further research on the safety and use of chloroquine or hydroxychloroquine is required in the management of Covid-19. Background: Clinical outcomes of Coronavirus Disease 2019 (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) showed enormous inter-individual and interpopulation differences, possibly due to host genetics differences. Earlier studies identified single nucleotide polymorphisms (SNPs) associated with SARS-CoV-1 in Eastern Asian (EAS) populations. In this report, we aimed at exploring the frequency of a set of genetic polymorphisms that could affect SARS-CoV-2 susceptibility or severity, including those that were previously associated with SARS-CoV-1. Methods: We extracted the list of SNPs that could potentially modulate SARS-CoV-2 from the genome wide association studies (GWAS) on SARS-CoV-1 and other viruses. We also collected the expression data of these SNPs from the expression quantitative trait loci (eQTLs) databases. Sequences from Qatar Genome Programme (QGP, n=6,054) and 1000Genome project were used to calculate and compare allelic frequencies (AF). Results: A total of 74 SNPs, located in 10 genes: ICAM3, IFN-γ, CCL2, CCL5, AHSG, MBL, Furin, TMPRSS2, IL4, and CD209 promoter, were identified. Analysis of Qatari genomes revealed significantly lower AF of risk variants linked to SARS-CoV-1 severity (CCL2, MBL, CCL5, AHSG, and IL4) compared to that of 1000Genome and/or the EAS population (up to 25-fold change). Conversely, SNPs in TMPRSS2, IFN-γ, ICAM3, and Furin were more common among Qataris (average 2-fold change). Inter-population analysis showed that the distribution of risk alleles among Europeans differs substantially from Africans and EASs. Remarkably, Africans seem to carry extremely lower frequencies of SARS-CoV-1 susceptibility alleles, reaching to 32-fold decrease compared to other populations. Conclusion: Multiple genetic variants, which could potentially modulate SARS-CoV-2 infection, are significantly variable between populations, with the lowest frequency observed among Africans. Our results highlight the importance of exploring population genetics to understand and predict COVID-19 outcomes. Indeed, further studies are needed to validate these findings as well as to identify new genetic determinants linked to SARS-CoV-2.

The Savannah River Site’s HB-Line Facility completed a campaign in which fifty (50) cans of neptunium oxide were produced and shipped to the Idaho National Laboratory in the 9975 shipping container. This shipping campaign involved the addition of neptunium oxide to the 9975 Safety Analysis Report for Packaging (SARP) as a new content and subsequently a Letter of Amendment to the SARP content table. This paper will address the proper steps which should be taken to add a new content table to the SARP. It will also address the importance of product sampling and understanding the material shipping requirements of a SARP.
