RIASSUNTOScopo - Lo scopo di questo lavoro è la classificazione delle USSL lombarde in gruppi, ognuno dei quali omogeneo, per quanto possibile, rispetto alle modalitá di funzionamento dei servizi psichiatrici territoriali; il fine è valutare il mix di servizi psichiatrici offerti dalla Regione attraverso le USSL. Disegno - Sono stati analizzati i dati raccolti nel 1992 e 1993 dal Sistema Informativo Psichiatrico Regionale lombardo relativi alle strutture, il personale e le attività delle Unitá Operative di Psichiatria ed ai ricoveri nelle strutture private nelle 83 USSL lombarde. Tramite l'analisi delle componenti principali sono state selezionate sette variabili sulle quali basare la classificazione; per formare i gruppi e stata utilizzata la Cluster Analysis secondo il metodo di Ward. Risultati - Sono stati selezionati 5 cluster. Nel primo i servizi sono focalizzati sull'attivitá di ricovero (a cui ricorrono anche in ambito privato), mentre le équipe territoriali sembrano riflettere un certo «grigiore» nella loro composizione e nella varietà di interventi offerti. Il secondo è caratterizzato da un tasso estremamente ridotto di interventi nelle strutture territoriali (svolti prevalentemente in sede) e da una loro scarsa diversificazione; è ridotta anche l'attività di ricovero. Nel terzo le USSL sono in grado di offrire una «ricca» attività territoriale (in termini sia di quantità che di varietà), ma tendono delegare al ricovero in strutture private la risoluzione di una parte rilevante dei loro problemi, forse anche a causa della limitata dotazione di strutture riabilitative. Il quarto cluster è composto da servizi,con una ricca dotazione di strutture e soprattutto di personale,che utilizzano al massimo le risorse disponibili per l'attivita di ricovero (sia in SPDC che in CRT-CP), mentre a livello territoriale offrono un servizio adeguato sia in termini di quantita che di varieta degli interventi offerti. Nelle USSL che compongono il quinto cluster gli elementi caratterizzanti sono la ricca dotazione di strutture riabilitative e la accentuata differenziazione delle équipe territoriali, la cui attività quantitativamente molto rilevante (anche se poco diversificata) viene svolta soprattutto all'esterno della struttura. Conclusioni - L'analisi proposta ha consentito di osservare rilevanti disomogeneità nell'offerta dei servizi psichiatrici lombardi e di individuare 5 differenti modelli sintetizzabili nelle tipologie sopradescritte. Il metodo utilizzato permette di monitorare, nel tempo e nello spazio, lo sviluppo dei diversi modelli, utilizzando dati forniti routinariamente dai servizi, senza la necessità di indagini ad hoc.

RiassuntoScopo - Valutare la «durata» degli interventi territoriali, ovvero il tempo che intercorre tra un intervento territoriale e l'altro, nei servizi psichiatrici della Regione Lombardia nei 1990, e porla in relazione alle diverse figure professionali e ad alcune variabili di risorse e di attività ricavate dal sistema informativo psichiatrico regionale. Disegno - Analisi descrittiva dei dati contenuti nell'archivio computerizzato del sistema informativo psichiatrico regionale. La «durata» è stata calcolata in base al rapporto tra le ore di lavoro erogate nelle strutture territoriali e il numero di interventi effettuati nei 1990 e, dopo essere stata depurata dalle osservazioni anomale, è stata correlata a variabili di struttura, personale e attivita. Setting - Le 52 Unità Operative di Psichiatria della Regione Lombardia nei 1990, il cui bacino di utenza è costituito da 99 USSL per comples"sivi 7.600.000 abitanti. Risultati - È emersa una marcata variabilità della «durata» nelle diverse USSL e nelle diverse figure professionali. La «durata» si riduce con Paumentare del numero di pazienti in carico, di interventi effettuati e dei locali presenti nelle strutture, mentre rispetto ad altre variabili quali le ore di lavoro erogate l'andamento non è lineare. Conclusioni - Sebbene questo indicatore non fornisca informazioni sulla qualita delle prestazioni erogate, esso può rappresentare per i servizi un utile punto di partenza per riflessioni anche a carattere valutativo. La «durata» degli interventi infatti rappresenta un utile indicatore quantitativo dell'efficienza operativa di un servizio, owero della capacita di effettuare gli interventi voluti con un risparmio di risorse o di effettuare il maggior numero di interventi con lo stesso impegno di risorse.

RiassuntoSono descritte con la stessa metodologia impiegata in altre quattro aree italiane sedi di Registro psichiatrico dei casi, le caratteristiche del bacino di utenza, la tipologia e l'organizzazione dei Servizi della Regione Liguria. Il sistema informativo psichiatrico ligure nasce ufficialmente nel marzo 1987 con una deliberazione della Giunta Regionale che conferisce l'incarico di organizzazione del sistema informativo all'lstituto di Scienze Sanitarie Applicate dell'Università di Pavia. La fonte dei dati è rappresentata dai Servizi psichiatrici della Liguria, comprendenti 20 Servizi Territoriali di Salute Mentale (SSM), 9 Servizi Psichiatrici di Diagnosi e Cura (SPDC) e 2 Presidi Socio Sanitari (PSS). Il Registro psichiatrico è gestito a livello cartaceo in tutti i Servizi della Regione; tuttavia in 12 dei Servizi di Salute Mentale, in 2 dei Servizi Psichiatrici di Diagnosi e Cura e nei Presidi Socio Sanitari si è già passati ad una gestione informatizzata del Registro. La rilevazione dei dati è iniziata dal 1988 è nel 1989 è stata fatta la prima verifica regionale sulla funzionalità del sistema. I risultati relativi all'utenza dei servizi territoriali evidenziano tassi di prevalenza annua che vanno dal 200 al 500 per 100.000 abitanti. Per quanto concerne gli interventi residenziali, SPDC e PSS sono stati analizzati separatamente confermando peraltro il dato della letteratura cioè di una eccedenza di diagnosi di psicosi soprattutto tra i maschi ricove- rati in SPDC e tra le femmine ricoverate nei PSS. La struttura per eta evidenzia che si tratta di persone di età avanzata in particolare tra le donne.

All'obiettivo di creare un sistema agricolo competitivo nei mercati mondiali, garante allo stesso tempo della salute dei consumatori, si accompagna l'esigenza di sviluppare le aree rurali, tutelare il territorio e proteggere l'ambiente. Protagonista è l'impresa agricola nella sua accezione multifunzionale, producendo essa non più (o non solo) beni (i prodotti agricoli), ma anche servizi ambientali e territoriali, nell'ambito di un modello di sviluppo endogeno e flessibile delle aree rurali. E proprio nel mercato dei servizi collegati alla tutela e alla conservazione dell'ambiente, caratterizzato dalla crescente domanda di qualità ambientale, l'impresa agricola non dotata di strumenti tali da poter competere nel mercato globalizzato dei beni, trova un naturale "sbocco" per la produzione di servizi legati alle sue specifiche caratteristiche territoriali. Tuttavia, se gli obiettivi che la nuova Politica di sviluppo delle aree rurali intende perseguire sono chiaramente desumibili dal contesto normativo, non altrettanto si può dire degli strumenti che si intende utilizzare, delle pronunce contrastanti dei giudici e della normativa ambientale e urbanistica.

The forty years of work in the Ser.D. have taught us to grasp changes, often beyond laws and resources, proposing the correct organizational evolutions. The evolution of consumption and states of dependence, the new consumption of young people, the challenges to the limit of risks, the addictive behaviors such as chemic sex recall the need for new reading paradigms, a new clinic and new operational tools. A collaboration between the SMEL Clinical Chemical Analysis and Microbiology Laboratory of the Lodi Hospital and the Ser.D. has begun a few months ago, aimed at introducing a new protocol for the research of substances of abuse on the keratin matrix in drug addiction monitoring. Furthermore, with this type of analysis, the laboratory can provide its Ser.D. with a more effective analysis tool in monitoring patients. The high specificity of the test is able to determine greater diagnostic reliability with a consequent improvement in the specificity of treatment.

Il presente articolo descriverà Il Disturbo Borderline di Personalità (DBP) ed il suo trattamento nei Centri di Salute Mentale dei 7 Distretti territoriali Modenesi. Il Disturbo Borderline rappresenta, già normalmente una sfida importante per i Centri di Salute Mentale, sia per la criticità del trattamento sia per il benessere dei team curanti essendo un disturbo con forte componente drammatica che impone alle equipe curanti la gestione di aspetti controtransferali e la necessità di un intervento che implementi nel paziente l'integrazione di elementi frammentati e disregolati. In letteratura emerge che per rispondere a tali esigenze l'intervento deve prevedere una co-terapia; una espressione della co-terapia è rappresentata dal doppio setting, individuale e di gruppo. Un modello che risponde a tali requisiti è quello Dialettico- Comportamentale ideato da Marsha Linehan (DBT). La realtà modenese si mette in gioco nella presa in carico dei disturbi gravi della personalità secondo il Modello DBT adattando alla realtà territoriale ed alle esigenze dei Centri di salute Mentale tale intervento associando anche il trattamento gruppale psicoeducativo alle famiglie. In epoca pandemica i servizi territoriali rivolti alla Salute mentale hanno accettato la sfida di un trattamento DBT on line.

Gli autori presentano i risultati dell'applicazione di una metodologia di analisi per competenze agli operatori dei servizi socio-assistenziali (coordinatori, assistenti sociali, educatori professionali, OSS), realizzata in provincia di Torino (circa 500 interviste). Il modello, se adattato e applicato in qualsiasi ambito dei servizi, consente di introdurre e sviluppare un sistema di analisi delle competenze degli operatori per rafforzare la gestione delle risorse umane. In particolare, puň sostenere lo sviluppo del sistema professionale, a partire dalla formazione dei dirigenti, fino all'uso sistematico dello strumento per tenere sotto osservazione i professionisti presenti nei servizi, in relazione ai bisogni del territorio, e per rendere esplicita la domanda di formazione legata ai cambiamenti socio-economici, all'innovazione dei servizi e alla riduzione delle risorse disponibili. Infine, nelle reti di servizi, puň consentire di rappresentare le differenze territoriali nell'assetto professionale e organizzativo dei servizi. Si tratta quindi di un lavoro sperimentale ed esemplificativo, ad elevata trasferibilitŕ.

Il sistema di welfare e i servizi sociali preposti all’implementazione delle politiche sociali sono stati investiti da profonde trasformazioni dovute al mutamento del contesto socio-economico odierno. Per questa ragione si è creato un fitto dibattito scientifico riguardo a quale possa essere oggi il ruolo dello stato sociale e delle politiche e dei servizi rivolti alle fasce più deboli della popolazione. Nell’ambito di questa analisi il presente elaborato esamina con particolare attenzione l’impatto che il neoliberismo e, sul fronte organizzativo, il neo-managerialismo hanno avuto nell’ambito dei servizi sociali territoriali. Più precisamente si è voluto porre l’accento sulle modalità di adattamento e di reazione da parte degli Assistenti Sociali a questi nuovi orientamenti politico-istituzionali. E’ proprio questa figura professionale che deve operare quotidianamente nel rispetto sia della deontologia e del mandato professionale che del mandato istituzionale, dai quali, in alcuni casi possono arrivare istanze non facilmente armonizzabili, con conseguenti dilemmi etici.
Dopo una prima ricognizione teorica che ripercorre gli scritti di autori quali Michael Lipsky, Silvia Fargion, Walter Lorenz e Lena Dominelli, si presenta il disegno, lo svolgimento e i principali risultati di una ricerca field, condotta con metodi qualitativi, volta ad esplorare quali siano i principali punti critici indicati dagli assistenti sociali alla luce della loro quotidianità lavorativa.
La ricerca non vuole essere solamente analitica: oltre a delineare quanto più dettagliatamente possibile il quadro della situazione, essa vuole rappresentare anche un momento di riflessione in cui gli assistenti sociali possano proporre soluzioni ed innovazioni rispetto ai problemi/difficoltà che riscontrano.

The general objective of the dissertation is to analyze the carbon sequestration ecosystem service and to assess its relationship with spatial analysis. Implications in terms of planning policy are identified and explored as well. Carbon sequestration can be defined as a natural phenomenon -photosynthesis - by which terrestrial ecosystems such as forests, grasslands and peat swamps, remove carbon dioxide (CO2) from the atmosphere by storing it in the biomass and in the soil. Therefore, green spaces and soil are key players in the global carbon cycle by providing the carbon sequestration ecosystem service. This is the reason why, even small variations in soil carbon concentration could have a relevant impact on atmospheric CO2 concentration and contribute to increase the global temperature. In this framework, spatial planning plays an important role in achieving climate objectives. Many studies combine the remote sensing satellite and carbon data for mapping the carbon pools distribution. Protected areas play an important role in the conservation and maintenance of the natural ecosystems and their services. The negative impact on carbon sequestration is increased by the dynamics of land take. As a consequence, environmental protection measures aimed at reducing urban expansion opportunities are the main road which may eventually drive to a steady long-run conservation of carbon sequestration capacity. A further relevant implication of the results of the dissertation is that regulations concerning environmental protection defined by municipal masterplans are rather flexible, and, in case of land take limitation or prohibition, they can be very specific, and, in so doing, not so much restrictive in terms of land uses, except when dealing with artificialization of land. Finally, the spatial taxonomy of normalized difference vegetation index shows that parcels where carbon sequestration does occur are located not only in non-artificial areas, but also within the consolidated urban fabric. Important policy implications can be derived from these questions. First, the zoning codes of municipal, province and regional spatial plans should either define new areas where land take is either limited or forbidden, or enlarge the existing ones, in order to conserve and possibly enhance carbon sequestration capacity. Secondly, it is of paramount importance that experts in physical and natural science be part of the technical bodies who define and implement planning policies. A third important implication is related to the strategic environmental assessment procedures, which are mandatory with reference to the definition of local plans, according to the Italian General Law on Environmental Protection. Such procedures entail the integration of environmental protection and sustainability-oriented objectives into spatial plans. In the fourth place, since the establishment of new areas, or the enlargement of existing ones, where land take is forbidden or limited, are planning measures effective in addressing the question of carbon sequestration, a detailed spatial taxonomy of land take is needed, especially with reference to the spatial distribution of artificial and non-artificial land parcels and to its evolution through time, in order to define these measures in a proper way. Finally, measures which limit or prevent land take may possibly hinder traditional activities such as rural settlements, farming and grazing activities, and, in so doing, they are likely to generate conflicts which may possibly involve the local communities and municipalities. The questions of participation, information delivery and public agreement on planning decisions should be carefully considered when defining and implementing policies to preserve or improve carbon sequestration capacity and inclusive processes should be projected to support decision-making and plan approval procedures.

I motivi della scelta di questo tema di studio sono legati alle criticità ed esigenze riscontrate nell’ambito dell’esperienza professionale come dipendente del Comune di Città di Castello.
Le grandi potenzialità offerte da strumenti evoluti e trasversali come quelli offerti da un Sistema Informativo Territoriale appaiono essere perfette per rendere più efficace l’azione amministrativa e per mettere a frutto il patrimonio informativo disponibile.
Sono state descritte le caratteristiche generali di un SIT, le sue peculiarità, le difficoltà e le esigenze, illustrandone inoltre le potenzialità.
Sono state condotte attività di ricognizione e di studio per provare a definire il design di un SIT calibrato sulle esigenze e potenzialità del Comune.
È stata analizzata la struttura delle basi di dati, procedendo anche a sottoporre questionari ad alcuni dipendenti per comprendere meglio esigenze e criticità. Si è preso in considerazione il contesto locale e le sue peculiarità.
Sono state illustrate le strategie per l’implementazione del SIT dell’Ente, individuando le priorità e le azioni da intraprendere, approfondendo tematiche specifiche.
Si è illustrato come, attraverso l’utilizzo di dati aperti disponibili in rete, si possano condurre studi sull’utilizzo del suolo e soprattutto sulla sua evoluzione nel tempo, relazionando queste informazioni con l’andamento demografico e i cambiamenti del territorio.
È stata proposta una strategia per implementare un Geoportale comunale, che comprendesse un servizio WebGIS basato su framework Open-Source, introducendo inoltre un catalogo dei geodati disponibili.
Si è infine ipotizzato uno scenario di utilizzo di soluzioni evolute come la Blockchain per la gestione dei trasferimenti di potenzialità edificatorie dovuti all’introduzione di strumenti perequativi e compensativi.
Si è cercato di far comprendere il valore aggiunto che il SIT può offrire in termini di pianificazione, gestione strategica e supporto alla capacità decisionale.

Depuis la fin du système fordiste, de nombreux chercheurs ont étudié pourquoi des territoires français parvenaient à surmonter les crises systémiques auxquels ils étaient soumis et d’autres non. Paradoxalement, alors que tous évoluaient dans des contextes économique, social et institutionnel comparables, ils ont montré que la résilience de certains résultait directement de facteurs endogènes. Le local, loin d’être absorbé par la mondialisation, est au contraire apparu comme un rempart à l’uniformisation et un facteur de compétitivité pour les firmes. Cependant, l’approche méso économique qui sous-tend ces analyses suppose que le territoire soit à même d’initier une dynamique de coordination de ses agents, qu’ils appartiennent aux sphères publiques comme privées, et puisse les inciter à intégrer des démarches collaboratives. Or ces principes vertueux, créateurs de valeurs pour les firmes et porteurs de cohésion pour les territoires, ne peuvent se concrétiser sans que les individus, dirigeants de firmes, responsables institutionnels et leurs collaborateurs ne fassent leurs de ces principes et acceptent d’y affecter du temps et des moyens.Toutefois, notre expérience montre une relative ignorance de la part des agents susceptibles d’être concernés. Les enjeux et contraintes de chacun tendent au contraire à s’y opposer. C’est pourquoi notre recherche, basée sur des témoignages approfondis des principaux acteurs locaux, vise à proposer des clés assurant la déclinaison de ces concepts méso à la réalité microéconomique des territoires, afin de leur permettre d’appliquer et de bénéficier concrètement des grands principes de l’économie territorialeSince the end of the Fordist system, numerous researchers have researched the reasons for which some French territories managed to overcome the systemic crises to which they were subject whereas others did not. Paradoxically, whereas all of them developed within similar economic, social and institutional contexts, they have shown that the resilience of some resulted directly from endogenous factors. Local [characteristics], far from being absorbed by globalisation, have on the contrary appeared as a defence against the trend towards uniformity and a factor in competitiveness for firms. However, the meso economic approach underlying these analyses assumes that the territory can itself initiate a dynamic of coordination by its agents, whether they belong to the public or the private sphere, and can encourage them to integrate collaborative policies. However, these virtuous principles, creating value for firms and bringing cohesion to the territories themselves, cannot become effective unless individuals, business leaders, institutional managers and their staff accept these principles and agree to devote time and resources to them.However, our experience demonstrates relative ignorance on the part of actors liable to be concerned. The challenges and constraints relating to each tend, on the contrary, to be a barrier. That is why our research, based on in-depth testimony collected from the principal local actors aims to offer keys for ensuring the application of these meso concepts to the micro economic reality of these territories, with the aim of enabling them to apply and to benefit in concrete terms from the main principles of the territorial economy

Divers signaux alarmants (installation des tentes des enfants de Don Quichotte pour les plus démunis, pollution excessive due à la circulation automobile, concurrence destructrice d'importantes structures commerciales entre elles), indiquent non seulement un mal être mais aussi un fort risque de dégradation de la qualité de vie urbaine de nos concitoyens. L'objet de cette thèse est, tant du point de vue juridique que géoraphique, d'opérer un constat minutieux de cette situation d'une part et, d'autre part, d'exposer avec quels moyens et quels outils les urbanistes d'aujourd'hui pourront pallier cette situation et penser la ville. Le fil conducteur de cette démonstration est la notion d'aménagement cohérent et durable de la ville. Diverse alarming signals (installation of the tents of the children of Don Quixote for the most deprived, excessive pollution due to the car traffic, the destructive competition of important commercial structures between them), indicate the evil to be but also a strong risk of degradation of the urban quality of life of our fellow countrymen. The object of this thesis is, from a legal as well as a geographical point of view, to operate a meticulous report of the situation on one hand, and, on the other hand, to explain by which means and with which tools, the current town planners can mitigate this situation and think the city. The vital lead of this demonstration is the notion of coherent and sustainable development of the city. Afin de répondre à ces nouveaux enjeux, cette thèse propose aux territoires d’utiliser une ressource phare de l’entreprise, la réputation. Nos travaux étudient les avantages que peut porter une telle ressource, pour le développement stratégique territorial justifiant ainsi son utilisation, ainsi que les mécanismes permettant sa mobilisation. La réputation est, par nature subjective, pour permettre aux gestionnaires territoriaux de s’en saisir, nous proposerons un outil de mesure adapté en nous appuyant sur les évaluations de la foule. Appliquées aux stations de ski iséroises, nos données nous renseignent sur l’importance des valeurs portées par l’institution sous-tendant ce territoire, sur la faiblesse des éléments de visibilité (e-réputation, mass media), et le rôle de l’habitant dans la réputation des stations de skiThe various laws of decentralization, the need for efficiency, together with the technological progress of transport is leading French territories, whatever their scale, to rethink their attractiveness (tourist, resident or company). In order to respond to these new challenges, this thesis proposes to the territories to use a flagship resource of the company, reputation. Our work studies the advantages that such a resource can bring, for the strategic territorial development thus justifying its use, as well as the mechanisms allowing its mobilization. The reputation is by nature subjective, to allow the territorial managers to seize it, we will propose a measuring tool adapted by relying on the evaluations of the crowd. Applied to ski resorts, our data tell us about the importance of the values carried by the institution underpinning this territory, the weak elements of visibility (e-reputation, mass media), and the role of the living in the reputation of ski resorts

To assess them (under a monetary or other perspective) it is necessary to distinguish between the use value and the existence value of each element of the territorial heritage: such a measure can drop to zero or rise to infinity, and is strongly dependent on the culture of the subjects who use it; this also requires the degree of self-determination of their communities to be included in the assessment.

From a research for the Metropolitan City of Turin on the flows of matter, energy, services, people and information between the metro-mountain and metro-urban subsystems, it has emerged that the ecosystem flows always have a degree of openness to the outside, which requires an assessment of the positive or negative effects on ecosystems on a larger scale, up to the global one. In perspective, less sectoral and more multifunctional visions of the interventions seem to be required, which also recognize the mountain as a new central location as a privileged place to experiment with alternative life models.

Starting from a critique of the concept of "natural capital" which helps in defining the concepts of territorial and rural capital, the utility is affirmed of measuring the sustainability of individual and collective actions with respect to the contribution they offer to their production and reproduction. The analysis of case studies therefore poses the problem of over-exploitation of territorial capital in the absence of adequate investments for its reproduction. This requires a detailed evaluation of the eco-territorial services, focusing on the communities of actors who take care of them.

However, this analysis appears to be flawed by an excessive of economism. It is limited to the evaluation of the effects and does not dive into the ecological relationships between community and environment. After introducing the concept of eco-territorial services, this section traces the coordinates of a more mature discussion of this topic, with important repercussions on land use planning.

TEMA: Desde la década de 1970, los territorios portuarios se han caracterizado por la aparición de nuevas dinámicas resultantes de los procesos de modernización, derivados de la contenedorización y la nueva logística impuesta a estas infraestructuras que han proporcionado la expansión urbana en confrontación con los diversos aspectos de la degradación territorial y ocupacional de sectores costeros, ferroviarios e la expansión y el crecimiento de zonas industriales.Estas características son parte de las actuales hinterlands[1]que representan la oportunidad de integrar y fomentar el desarrollo de áreas degradadas que están interconectadas por sectores industriales o áreas en desuso, lo que permite nuevas relaciones espaciales desde el establecimiento de nuevas redes.Esta posibilidad en América Latina permite una red integrada, que establece "Super Hinterland" que amplían la capacidad de eficiencia de las áreas de “Vorland” [2] en relación con su conectividad internacional con otras rutas y áreas de cobertura marítima, así como permite la expansión de las capacidades portuarias actuales y los diferentes servicios que provienen de “Umland”[3].OBJETIVOS: La investigación aborda los aspectos relacionados con la reestructuración productiva en áreas urbanas conectadas a los sectores portuarios consolidados o en el proceso de reestructuración territorial frente a nuevas urbanidades integradoras de usos públicos y lo privados en América Latina. El objetivo principal es llevar al debate de ciudades portuarias, soluciones y escenarios futuros para el desarrollo de territorios que están intrínsecamente vinculadas a los procesos económicos de ocupación urbana, infraestructura y características geográficas específicas de desarrollo que generan soluciones frente a las ocupaciones de bordes costeros.La reconfiguración de estas "Super Hinterland", permite la recuperación territorial, ampliando sus capacidades productivas y desarrollo urbano, Re-caracterizando los bordes de agua y sus conexiones con el territorio, fomentando una nueva imagen del lugar a través de escenarios prospectivos de desarrollo, estableciendo nuevas características económicas, urbanas, geográficas, morfológicas, pero resultantes de la recalificación de la dinámica actual y las demandas globales.HIPÓTESIS: De esta manera la hipótesis se presenta: "La reconfiguración territorial de las zonas urbanas degradadas que se conectan con los sectores portuarios latinoamericanos es posible a través del establecimiento de redes integradas por de la creación de "Super Hinterland", fundamentada en la generación de nuevas dinámicas territoriales y por la recuperación de infraestructuras y áreas degradadas que permitan la generación urbanidad y productividad sostenible".PREGUNTA DE INVESTIGACIÓN: La investigación busca responder: ¿Qué estrategias de reestructuración territorial son necesarias para la creación de "Super Hinterland", a través de la ampliación de las capacidades funcionales de las zonas de Vorland y Umlad que potencian la aparición y recuperación de áreas degradadas a través de escenarios urbanos sostenibles que fomenten nuevas redes articuladas en los territorios?METODOLOGÍA: Se estrutura a partir de una análise que surge de três etapas: 1. Visitas de campo orientadas em zonas portuárias: 2. Mapeamientos, levantamiento de datos e indicadores territoriales; 3. Análisis bibliográficas y formulación de escenarios urbanos. Así identificando y comprehendiendo los nuevos sectores de producción socioeconómica, nuevas redes geográficas y áreas potenciales de desarrollo urbano.RESULTADOS: Se identifica en los Puertos de Santos en Brasil, El Callao en Perú, en Valparaíso en Chile y en Cartagena Bay en Colombia la potencialidad que resulta de la interacción entre los agentes que trabajan en estos territorios, las políticas públicas de desarrollo en relación con la planificación y sus demandas que agregan diferentes características a la planificación tradicional, tales como procesos logísticos, impactos climáticos y tormentas geográficas, condiciones de transporte, quiebra de sistemas y bienes de movilidad de la población, estas características permiten el establecimiento de los nuevos procesos regionales de desarrollo, gestión y ordenamiento territorial para las “Super Hinterland”.DISCUSIÓN: El principal foco de la discusión se establece entre la relación espacial y las transformaciones constantes que han causado cambios en los territorios portuarios, que se deben a los espacios infrautilizados, que se basan en la escala de alcance y su relevancia, en el territorio en el que se inserta, en su comunicación inmediata con el interior que permite la estructuración dentro de un territorio multifuncional, con la posibilidad de nuevas conexiones, transoceánicas y bioceánicas, permitiendo estrategias para la creación de múltiples infraestructuras. It is possible to associate the idea of territorial harmony with the idea of territorial function. The perception of a territory with distributed uses that allow the observer to identify its functions and a landscape, urban and territorial, appropriate to the uses, generates a sense of harmony or order of “things”, uses, in the territory. To the contrary, when, for example, people observe a natural space or resource as agricultural lands, where other external uses are located, such as industrial installations or transport infrastructures, the observer perceives a disorderly, degraded and dysfunctional landscape. This idea can serve as a basis to analyze the territorial forms. This article aims to analyze the territorial dysfunctions that have occurred in the process of transformation of the metropolitan area of Valencia and propose actions to manage the territory to sustainability. In metropolitan areas, such as the case of Valencia, there are usually spaces of great environmental value that give an environmental service as an ecological pantry for the population. However, in recent times, many of these spaces have undergone processes of urban sprawl that have produced a collapse of territorial harmony. In addition, mature metropolitan areas have low or no population growth while the artificial territory continues to increase. It is necessary to promote positive initiatives to identify and manage the green infrastructure. This implies a structural review of territorial management processes to achieve sustainability.

La necesidad de conectar la docencia teórica-práctica de las aulas con la realidad profesional sigue siendo una acción necesaria; primero para motivar al alumnado y segundo para ajustar adecuadamente los contenidos impartidos y competencias perseguidas por la formación universitaria. Sólo la experiencia del trabajo directo ligado a la realidad territorial y social, contribuye a que los estudiantes universitarios que se incorporan al mundo laboral tengan unos conocimientos y experiencias adecuadas para afianzar el qué hacer, cómo proceder y con quién o para quién actuar.El objetivo general de este trabajo es diseñar una propuesta docente en la que el estudiantado del grado de Geografía y Medio Ambiente y del Máster Universitario de Educación Secundaria de la UV contribuyan a la puesta en valor de un territorio rural del interior valenciano, como es la comarca del Rincón de Ademuz, implicándose de manera activa y directa en el reconocimiento y difusión de sus recursos territoriales y humanos, a través de un trabajo cooperativo con la administración del Parque Natural de la Puebla de San Miguel y con el profesorado y estudiantado del Instituto de Educación Secundaria de Ademuz. La propuesta combina dos metodologías activas de aprendizaje: el aprendizaje basado en proyectos (AbP) y el aprendizaje-servicio (ApS). Así pues, tras la realización de una primera tarea de identificación y análisis de los recursos territoriales (medioambientales, históricos y paisajísticos) de la comarca del Rincón de Ademuz, donde se localiza el Parque Natural de la Puebla de San Miguel, nuestro estudiantado trabajará colaborativamente con alumnos y alumnas de Educación Secundaria y Bachillerato del Instituto de Educación Secundaria de Ademuz, en un proyecto de visibilización de los valores de la comarca y del Parque Natural.En la propuesta participan varias asignaturas del grado de Geografía y Medio Ambiente de la Universitat de València así como del Máster Universitario en Profesor/a de Educación Secundaria-UV, lo que pone de manifiesto su transversalidad. En la propuesta tiene un peso importante las visitas al Parque Natural de la Puebla de San Miguel y al IES de Ademuz, cuestión que implica la reorganización y coordinación de las actividades complementarias de las asignaturas implicadas y que supone un grado elevado de actualización de la docencia y de coordinación de los recursos humanos implicados. La propuesta, en coordinación con la dirección del Parque Natural y la del IES de Ademuz, nos permite acercar a nuestro alumnado a la realidad de las áreas rurales de interior con problemas de despoblamiento, pero al mismo tiempo a reforzar las potencialidades e identidad en estas, en este caso entre el propio alumnado del IES Rincón de Ademuz.

O objetivo da pesquisa é demonstrar que a cultura Guarani possui uma lógica de organização territorial estreitamente relacionada com as características do território. Parte-se do conceito de Paisagem Cultural para reconhecer essa lógica, e se valora como ao longo da história se produzem sucessivas intenções de aculturação, que fundamentalmente se baseiam na pretensão de impor modelos urbanos como meio civilizatório. Apesar de todo o processo de aculturação, se pretende demonstrar que os Guaranis ainda preservam traços de sua antiga organização, servindo como suporte para manter suas tradições e seu modo de vida. Neste artigo, apresentamos os padrões culturais dos seus assentamentos, baseando-se principalmente nas narrativas de jesuítas, para depois comparar com a legislação portuguesa de 1755, que inicia um sistema de urbanização utilizando a população indígena como meio de organização e defesa do território. The main research objective is to demonstrate that the Guarani’s culture has an organization pattern closely linked to the territorial features. We use the concept of Cultural Landscape to recognize this logic, and we try to show how successive attempts of acculturation happen along the time, based on the intention to impose a different urban model as a means of civilization. However we want to show how the Guaranis still try to defend traces of their old organization, serving as a basis to maintain their traditions and their way of life. In this article we present the cultural patterns of their settlements, based mainly in the narratives of the Jesuits, comparing them with the Portuguese legislation of 1755, which starts a settlement system and requires the formation of cities as the unique alternative to the territorial native organization.

The paper aims to prove that a local design-oriented network strategy can be crucial in achieving territorial sustainability.The analysis of a place can be understood as an occasion to define a multicellular system so that, each one of the monocellular organisms - the companies - cooperate together and define the evolution of the system. As happens in a multicellular biological organism, in a network of companies, several cells - with different types and degrees of specialization - can create an interdependence that increases the possibility of survival.The case of Italian productive districts establishes the contribution of design to the competitiveness of companies, involving them in the organization of territorial interfaces capable of producing innovation (Bettiol, Chiaversio, Micelli, 2009). The development of a territorial business system can be an opportunity to stimulate local development, representing an opportunity to favor and encourage investments. Likewise, this is an chance to develop ways to share resources, processes, knowledge and innovation. Since the Renaissance, the Italian productive system has been articulated in networks (Aparo, 2020), sharing excellence and approaching complex projects that are solved, almost always producing innovation. The concept of network system expressed by design has been supported by authors such as Ampelio Bucci (2003), Antonio Ricciardi (2004) or Venanzio Arquilla, Giuliano Simonelli, Arianna Vignati (2005). It is an action established in several areas of the product and/or service and a decisive network system for the success of Italian Design in the world.The work developed by Design in the development of a system of territorial networks becomes essential by taking on several tasks. Maria Antonieta Sbordone (2016) analyzes them as a social function, a heterogeneous function, a business function and, finally, a connective function.The North of Portugal is mainly characterized by a panorama of small and medium-sized companies which - according to data provided by the National Institute of Statistics - in the last study carried out in 2008 on the structures of Portuguese companies, reveals that 113,747 companies were located in the North, influencing by 69.5% in the turnover of the North Region.The authors intend to demonstrate that in the North of Portugal, a business network strategy of a local character guided by Design, can be seen as a significant opportunity to define the evolution of the local economy. An action that motivates the creation of business systems to determine mutual collaboration and the development of innovation projects. Taking the Italian system as an example, the aim is to implement a business network system that, starting from localized excellence, can enhance the productive capacity of each company, improve the offer, make processes profitable and, finally, determine survival or even success. Therefore, the results of project developed in an academic context within the scope of Research and Development explain how a project built with networks can stimulate innovation and activate collaboration processes, reaching levels of excellence, making resources profitable and exalting the peculiarities of each productive organism in order to create sustainability.

El tren de alta velocidad (TAV) nació con la vocación de establecer relaciones entre grandes núcleos urbanos distantes entre sí, pero su posterior implantación, las características de los servicios y el uso de la infraestructura han originado nuevas vocaciones. Así hoy el TAV desarrolla otras nuevas funciones territoriales: la articulación de ciudades medias y grandes en una región (función regional) y la articulación de entornos metropolitanos discontinuos en el entorno de una hora de la metrópoli central que acaban vinculándose a ésta (función metropolitana).
La función metropolitana, cuya articulación se produce gracias a la contracción del espacio en el tiempo, puede leerse fácilmente a través de los servicios y las dinámicas de los viajeros pendulares que se dan entre Toledo, Ciudad Real, Segovia-Guiomar con Madrid. Estas ciudades se articulan a la gran metrópoli central en menos de una hora (en la estación de Atocha para las primeras y la estación de Chamartín para la tercera). Por posición y tiempo, la estación de Guadalajara-Yebes podría bien entrar en éste análisis; sin embargo la relación ferroviaria de ésta con Madrid se establece a través de los servicios del ferrocarril convencional que se prestan desde la estación central de Guadalajara y que están ya de hecho integrados a la red de cercanías de Madrid.
En el texto se analizan a través del caso de estudio de Segovia como va configurándose esta nueva realidad territorial, la metrópoli discontinua, a través del proceso de contracción espacio-temporal en que ha incidido la alta velocidad permitiendo los desplazamientos, en muchos casos pendulares, entre ciudades muy distantes. The high speed train (HST) was initially developed with the aim of establishing more contacts between relatively distant, large urban nuclei, but its introduction, the characteristics of the services established, and its use of infrastructure have given rise to new vocations. Today, the HST performs a number of new territorial functions: structuring large and medium-sized cities within a given region (regional function) and structuring discontinuous metropolitan environments located within approximately one hour of the central city with which they have recently become better connected (metropolitan function).
This metropolitan function, which is structured by the very sharp time-space contraction occasioned by the HST, is easily appreciated in the dynamics of the passenger shuttle services that run between the cities of Toledo, Ciudad Real, Segovia-Guiomar and Madrid. These cities are now connected to the central metropolis in less than one hour (to Atocha station in the first two cases and to Chamartín in the third). Based on time and location, the station of Guadalajara-Yebes could also be included in this analysis; but the railway connection between this city and Madrid is based on conventional rail services connecting the central station of Guadalajara with Madrid but already forming part of Madrid’s local rail service network.
In the text, we use the case study of Segovia to analyse how the new territorial reality of the discontinuous metropolis has gradually developed as a result of the process of space-time contraction caused by high speed services and which – in many cases - has allowed commuting between very distant cities.

In the framework of a broader disciplinary debate (regarding the urban regions’ peri-urban areas and the fragmented and discontinuous dimension of the contemporary territory), the contribution presents a design exploration focusing on the definition of the new guidelines for the functional poles’ territorial agreements in the Metropolitan City of Bologna, Italy. The experience has been developed in connection with the new city’s PTM - Metropolitan Territorial Plan. In this specific context, the functional poles represent the large service structures and settlement on a metropolitan scale, elements at the core of the previous polycentric strategy, linked to railway infrastructures and with the aim of controlled growth. In the process for the new guideline’s definition, a “tester” - composed by a general scheme, guidelines of interventions and a wide range of references - was developed. The need to introduce new elements for the design of the metropolitan poles, in addition to the traditional ones, was strongly indicated and developed. The new guidelines elements are connected to the issues of habitability, regeneration, spatial and functional articulation. In particular, they focus on new forms of mobility’s, connections and paths within the territory, internal structures’ articulation, and poles’ open spaces qualification.

España cuenta actualmente con 2.056 km de línea de AVF, que presta servicio través de 24 estaciones nuevas o remodeladas. Dos décadas después de la introducción de la Alta Velocidad Ferroviaria (AVF), la notable extensión de la red alcanzada y la diversidad de ciudades y territorios servidos, permiten contrastar las diferentes formas de implantación de la infraestructura ferroviaria y la incidencia de éstas sobre la estructura urbana . En esta comunicación se presenta una tipología de la localización de las estaciones que acogen los nuevos servicios de AVF, su integración en la estructura urbana y territorial (posición central, tangente o periférica), así como su relación con el ferrocarril convencional.

This policy note explores the characteristics of community-based armed groups (CBAGs) unique to the Kenyan context through a comparison of local CBAGs with other nonstate armed groups, particularly violent extremist organizations (VEOs). In doing so, it introduces the concept of territoriality—the degree to which government and security agents are able to monopolize political, social, and security control of spaces—and suggests that both CBAGs and VEOs are most likely to thrive in Kenya under conditions of semi-territoriality, where state authority sometimes shifts fluidly from strong to weak depending on capacity or interest. To combat the rise of VEOs it recommends community-oriented policing as a devolved security strategy, strengthening relations between civil society and the police through the Police Reforms Working Group Kenya (PRWGK), helping to monitor and evaluate the police service. Additionally, mapping CBAGs and VEOs through clan structures is a community-oriented strategy that helps strengthen territoriality and counter semi-territoriality.
