Résumé :

1945 marks the beginning of Soviet occupation in Eastern Germany. This was followed by the gradual implementation of a communist regime and its attendant atheist ideology in a region where over 80% of the population subscribed to protestantism. This thesis examines the policies of the SED towards the Protestant Church in Eastern Germany and attempts to define the various phases, motives, methods, and principles underlying that religious policy from 1945 to 1953.
The SED's atheist ideology alone fails to explain all the measures taken with regard to the Church. The religious policy of the SED depended in large part on the overall political situation, on developments during the Cold War and Soviet projects aimed at Germany. While the SED ultimately sought to eliminate the Church, it was nonetheless prepared to solicit its support through compromise, when necessary for the stability of the regime.

Depuis 1990, le Parti du Socialisme Démocratique est-allemand (PDS) présente l'extrême droite comme étant son ennemi. En tant que successeur du SED, le parti communiste au pouvoir en RDA, le PDS s'appuie pour ce faire sur l'héritage, en partie positif, de la propagande antifasciste de la RDA. Cette construction atteste de la volonté qu'ont les néo-socialistes de prouver leur conversion à la démocratie représentative en place en RFA depuis 1949. L'érection de l'extrême droite au rang d'ennemi du parti permet au PDS, stigmatisé par la tradition anticommuniste de la RFA, de passer du camp des extrémistes à celui des démocrates sur la scène politique allemande. En outre, ce transfert du stigmate contribue à masquer la concurrence électorale accrue que se livrent le PDS et l'extrême droite dans les nouveaux Länder et à dissimuler la relation ambiguë d'une partie de sa base à l'extrême droite. Cette stratégie de construction d'une figure unique et absolue de l'ennemi est altérée par deux éléments principaux. D'une part, le décalage entre les instances fédérales du PDS et ses acteurs locaux est essentiel dans l'appréhension d'un antifascisme qui s'avère incapable de fonder une action politique concrète contre l'extrême droite. D'autre part, l'analyse des interactions ayant lieu dans les deux configurations locales étudiées (l'arrondissement Lichtenberg à Berlin-Est et Dresde, la capitale de la Saxe) met en avant le caractère modulable de la figure de l'ennemi. Confrontés concrètement à l'extrême droite par la réalité du jeu politique, les acteurs locaux adaptent en effet la norme comportementale édictée par le PDS en fonction de leur personnalité et de leurs ressources propres
Since 1990, the East German Democratic Socialism Party (PDS) has been presenting the extreme right wing as its enemy. As the successor of the SED, communist party in command in the GDR, the PDS relies for that purpose on the partially positive inheritance of the GDR antifascist propaganda. This construction demonstrates the neo-socialists' will to prove their conversion to representative democracy, set up in FRG since 1949. Setting up the extreme right wing as the party enemy allows the PDS, denounced by the anticommunist tradition of the FRG, to switch, in the political German parties landscape, from the extremists to the democrats wing. Besides, this scar transfer helps concealing the increased electoral competition between PDS and extreme right wing in the new States and it also helps hiding the ambiguous relationship between a part of the PDS base and the extreme right wing. This strategy of building a unique and final figure of the enemy is somehow distorted by two main elements. On the one hand, the gap between the PDS federal authorities and its local players is crucial to understand an antifascism that is unable to set up a concrete political action against the extreme right wing. On the other hand the analysis of the interactions in the two studied local configurations (District Lichtenberg in East Berlin and Dresden, capital city of Saxony) pushes forward the flexible character of the figure of the enemy. Facing the extreme right wing in concrete terms because of the political game reality, local players do have a tendency to modulate the behavioral standard promulgated by the PDS according to their own personality and resources

Sie näherten sich der Partei oder distanzierten sich von ihr – je nachdem, wie sie ihre Ziele am besten verwirklichen konnten.

This case study is the first comprehensive analysis of the German Democratic Republic’s activities in South Yemen, the only Marxist state in the Arab World and at times the closest and most loyal ally to the Soviet Union in the Middle East during the Cold War. The dissertation analyzes East German Foreign Policy as a case of Socialist state- and nation-building and in doing so produces one major hypotheses: The case of South Yemen may be considered both, an ‘exceptional case’ and the possible ‘ideal type’ of the ‘general’ of East German foreign policy and thus points to what the GDR’s foreign policy could have been, if it hadn’t been for the numerous restraints of East German foreign-policy-making. The author critically engages with the normative and empirical dimensions of the ‘Limits of Foreign Policy’ by including a constructivist perspective of foreign policy. Apart from the case study itself, the dissertation provides the reader with a thorough overview of forty years of East German foreign policy with a focus on the interests and influence of The Soviet Union as well as the first introduction and methodological approach to East Germany's foreign policy in the Middle East. The empirical side of the analysis rests on archival documents of the German Foreign Office, the German National Archive and the former Ministry of State Security of the GDR. These documents are reviewed and published for the first time and are complemented by personal interviews with contemporary witnesses. The interdisciplinary approach integrates and expands methods of both History and Political Science, applicable to other cases. Conducted research is intended to contribute to academic discourse on South Yemen’s unique history, divided Germany’s role in the Cold War, East German foreign policy, but also the long-term impact of Socialist foreign-policy-making in the Global South which so far has been neglected almost completely in academia.
