Ovarian cancer (OvCa) is a deadly gynecologic malignancy that presents many clinical challenges due to late-stage diagnoses and the development of acquired resistance to standard-of-care treatment protocols. There is an increasing body of evidence suggesting that STATs may play a critical role in OvCa progression, resistance, and disease recurrence, and thus we sought to compile a comprehensive review to summarize the current state of knowledge on the topic. We have examined peer reviewed literature to delineate the role of STATs in both cancer cells and cells within the tumor microenvironment. In addition to summarizing the current knowledge of STAT biology in OvCa, we have also examined the capacity of small molecule inhibitor development to target specific STATs and progress toward clinical applications. From our research, the best studied and targeted factors are STAT3 and STAT5, which has resulted in the development of several inhibitors that are under current evaluation in clinical trials. There remain gaps in understanding the role of STAT1, STAT2, STAT4, and STAT6, due to limited reports in the current literature; as such, further studies to establish their implications in OvCa are necessitated. Moreover, due to the deficiency in our understanding of these STATs, selective inhibitors also remain elusive, and therefore present opportunities for discovery.

In this article the author analyzes the current domestic state studies, trends and features of its development. It is concluded that legal science practically does not study the so-called blunders in state policy, ineffective strategics, failures of reforms and programs. Classical state science and its representative Aristotle called this a deviation in a state development and used the concept of a deviated (deviating) state . It is proposed to study the causes, types and forms of deviations. The author believes that this approach will allow a deeper analysis of the emerging negative trends and patterns in the European statehood development. The current global crisis, provoked by the situation in Ukraine and around it, only sharpens deviations in the European states’ development. It is emphasized that deviated state theory needs a proper development in the legal science. The problem of the state bodies activities imitation shall be central in the future theory. The author believes that many components of modern statehood do not essentially fulfill their tasks and functions, or, if they do, then partly. The relationship between society and the state is analyzed through the prism of alienation. The state is a product of society; it was created for society and is entirely indebted to it. Legal science must develop criteria for remoteness of the state from society to define the degree of alienation. Within the framework of negative trends, selectivity is also considered as a feature of modern statehood. The author understands selectivity as a special form of coercion. Such states do not carry out heavy repressions; there is a certain point of revenge on individuals, groups, organizations, etc. Among the deviations, the author refers to ignoring the role and importance of social organizations, state’s withdrawal form international human rights organizations, etc. The article ends with the author’s appeal to reasonableness as a condition for resisting deviations. Reasonableness must form the basis for statehood and legal reality. The state, its institutions must be the product of rational human activity. Mankind has long been determined in its own values, which include the state and its companion - law.

The article examines the peculiarities of the formation of migration processes and the main reasons for their occurrence. An analysis of the terminological definition of the concept of “migration” and the main approaches to understanding such a concept. It is proposed to interpret migration as the movement of people within the country and abroad, which reflects the socio-economic and demographic processes and affects the development of the national economy. It is determined that population migration is a natural process, which is not always due only to negative phenomena, although its intensification within the domestic economic system is mainly due to negative factors. The dynamics of migration processes in Ukraine is analyzed and the migration movement of the population in 2002-2019 is graphically presented. The data on interstate migration in 2010-2019 are given, which testifies to its significant slowdown in 2015-2017, compared to previous years, and intensification in 2018 and 2019. It is determined that before the pandemic labor migration was active, and most countries (mostly European) created the conditions for attracting labor from Ukraine, then with the beginning of the pandemic, the situation changed radically. In addition to the pandemic, migration processes were significantly affected by the following factors: hostilities in the country, declining living standards, uneven socio-economic development of regions, distrust of investors and businesses in the domestic institutional environment. It is established that without the formation of a favorable business environment, improvement of the institutional component and ensuring a proper standard of living, our country risks losing a significant number of able-bodied people in the near future.

This article assesses the protections provided by state research laws for participants in mobile application (mobile app) mediated health research conducted by independent scientists, citizen scientists, and patient researchers. Prior scholarship in this area focuses on the lack of application of: (1) federal regulations governing research conducted or funded by one of sixteen signatory federal departments and agencies (the Common Rule); and (2) separate federal regulations promulgated by the Food and Drug Administration applicable to research conducted in anticipation of a submission to the FDA for approval of a drug or medical device. This article builds on this prior scholarship by carefully examining state research laws and suggesting ways in which these laws could be improved to better protect participants of mobile appmediated research conducted by independent scientists, citizen scientists, and patient researchers.

 In the article, the author conducted a study of medical research with human participation, analyzed the legislation of Ukraine and international documents and found that there is no unified conceptof «medical research», but uses different terms, such as biomedical experiment, clinicaltrial, clinical trials, etc. The legal acts of Ukraine provide for a variety of terms, but dothey all mean the same concept. It would be appropriate to enshrine at the level of thelaw the concept of broad meaning «medical research», which would include such types as:«medical and biological experiments», «clinical trials» and so on. Referring to internationalinstruments on the search for the concept of «medical research» also revealed differencesin the conceptual understanding of the concept of «medical research». Instead, itwas found that all the legal acts analyzed in the article stipulate that medical examinationswith human participation, as the object of research, begin only after the person hasgiven voluntary informed consent to conduct research on him.The procedure for conducting medical examinations with the participation of a personas an object of study in all legal documents referred to in the article provides for themandatory voluntary consent of the person who is the object of research. Article 10, paragraph2, of the Convention for the Protection of Human Rights and Dignity of Biologyand Medicine: The Convention on Human Rights and Biomedicine guarantees everyonethe right to access any information collected about their health. However, the desire ofindividuals not to receive such information must also be respected. The rights of patientsduring medical research, as the object of research, including the study of their biologicalmaterial and data, regardless of the country in which they live and where medical researchtakes place, national laws must guarantee ethical standards at the highest levelof medical research and ensure strong legal basis for future medical research. The socialfunction of the state is the vocation to protect the researcher and the subjects.

The purpose of the article is to analyze the study of topical problems of the study of the state language. Particular attention is paid to various approaches to understanding the phenomenon of the state language (functional style, a variety of the modern national literary language, the legal status of the national language). The correlation of the concepts “state language” / “national language” / “state language of the republic” / “official language”, etc. is shown. The transformation of the legal statuses of the Russian language and other languages of the peoples of Russia (in connection with the transformations of the 20th century - the beginning of the 21st century) is noted. A generalized description of aspects of the study of the Russian language as the state language of the Russian Federation, as well as the state languages of the republics, is given. Attention is focused on the novelties of the legislation. The prospects for interdisciplinary research of the state language are outlined. The methodology of Russian studies, sociolinguistics, legal linguistics is applied.

This article examines the effectiveness and innovation performance of research activities in higher education institutions within the framework of national scientific and technological development strategies. It explores the implementation of government directives on science and innovation, the commercialization of scientific results, and the integration of research into the socioeconomic context. The study highlights the methods used to measure research productivity, including scientometric indicators and digital monitoring tools. Emphasis is placed on the role of academic staff motivation, youth involvement in research, and the practical impact of international and grant-based projects. The paper also analyzes the application of research outcomes in addressing regional challenges and evaluates the management of spin-off enterprises and engineering schools in higher education. The findings suggest that a structured and results-oriented approach to scientific activity significantly improves the institutional innovation ecosystem. Recommendations are provided for enhancing research output, policy alignment, and fostering a culture of innovation within universities.

Indonesian Regulations Related to State Losses in Persero State-Owned Enterprises Partly Owned by the State. Persero SOE as a form of SOE has capital in the form of share ownership which is wholly or at least 51% (fifty-one percent) of its shares owned by the Republic of Indonesia. The main objective is to pursue profit. Thus, it is possible that in an SOE Persero, the shares are not only owned by the state but also partially owned by other parties. Therefore, the capital of the SOE is partly or wholly derived from state finances. The type of research used was qualitative research, especially doctrinal legal research. It used a statute approach, collecting data and legal materials through library research and analyzing using qualitative analysis. The research results obtained were state assets that have been transformed into SOE capital whose management was subject to the business paradigm (business judgment rules). However, the separation of state assets does not turn them into SOEs assets which are independent of state assets. Therefore, the operationalization of SOEs is based on both private law and public law.
