Governments heavily focus on advancing capital-intense high-tech production and exports for economic growth. The findings on seven European Union (EU) countries associated as the Baltic Sea region countries argue that despite more than 15 years in the EU, Latvia, Lithuania, Poland maintain dissimilar pattern compared to Sweden, Finland, but Estonia and Denmark are outliers in 2007–2021. In recent years, Russia has shown a high interest in Soviet economic history, which is largely due to the critical understanding of state economic policy in the post-Soviet period. In this regard, this article is relevant from the point of view of expanding the theoretical and methodological base of the historical and economic analysis of the USSR. This article provides a rethinking of the economic development of the USSR on the basis of calculations of personal savings and the share of household consumption in GDP and comparisons of these indicators with Western ones.
