Résumé :
Most of the existing studies of the welfare state have dealt with OECD countries. Moreover, these studies have focused on government partisanship (left versus right), or institutional features under democracy, as primary causal variables. By providing four primary causal mechanisms (the power of popularly based parties, labor strength, democracy, and political instability) that are different from those of OECD countries, I answer the question of whether and why the efficiency or compensation hypothesis holds for developing countries. I show that either the efficiency or compensation thesis can

What welfare state regimes are observed when the analysis is extended globally, empirically and theoretically? We introduce a novel perspective into the ‘welfare state regimes analyses’ – a perspective that brings developed and developing countries together and, as such, broadens the geographical, empirical and theoretical scope of the ‘welfare modelling business’. The expanding welfare regimes literature has suffered from several drawbacks: (i) it is radically slanted towards organisation for economic co-operation and development (OECD) countries, (ii) the literature on non-OECD countries doe

AbstractMinimum income protection (MIP) determines the disposable income a person obtains when she has no market or social insurance income, few assets and no family support. This last-recourse income, usually social assistance benefits plus associated transfers, constitutes a significant indicator of a country's commitment to social justice. Yet, we know little about the politics of MIP, in part because welfare state scholars have focused on more encompassing social insurance programmes, and in part because of a lack of good comparative data. The effectiveness and the applicability of European welfare policy, especially those implemented by the early welfare states of the Organisation for Economic Co-operation and Development (OECD), have been claimed as the sources of their leading prosperity. We study the effect of the size of the welfare state on family outcomes in OECD member countries. Exploiting exogenous variation in public social spending, due to varying degrees of political fractionalization (i.e. the number of relevant parties involved in the legislative process), we show that an expansion in the welfare state increases the fertility, marriage, and divorce rates with a quantitatively stronger effect on the marriage rate. We conclude that the welfare state supports family formation. Nevertheless, we also find that the welfare state decouples marriage and fertility, and t

The welfare state, which had played an important role in relieving poverty and income inequality, is now under pressure for reformation due to economic and sociological changes. Résumé :
Around the world, pandemic relief efforts saw renewed attention to state social protection and its limitations. Less attention has been paid to alternative forms of welfare provision, including zakat in Muslim countries. We ask how states and citizens engage with zakat during a crisis through a case study of the Covid-19 pandemic in Pakistan, Egypt and Morocco, drawing on novel and nationally representative survey data from 5,484 respondents. While we might expect citizens to be less motivated to pay zakat at times of personal economic hardship, we find that a large majority of the general pop

The extent and substance of social welfare policy have been a contentious issue. Academic discipline, culture, and values all contribute to the argument for and against it. Within the issue is also the question regarding the amplitude of government’s role in social welfare policy, which is a form of state intervention. The issue is not only philosophical, but also requires resource relocation. Since the social resource is scare, its relocation means taking some from certain individuals and giving it to others. Since the appropriate level of welfare is hard to determine, this study proposes to

Résumé :
It has become common wisdom amongst monetary policy professionals that central banks in Latin America should adopt inflation targeting. Pure inflation targeting implicitly assumes a social loss welfare function dependent on only inflation. In this working paper, using subjective well-being survey data for Latin America the authors present evidence that both inflation and unemployment reduce wellbeing; where the cost of inflation in terms of unemployment, hence the relative size of the weights in a social well-being function, is about one to eight, almost double of that found for OECD countries

Résumé :
This paper aims to evaluate the country's agricultural modernization strategy under the lens of the market-driven approach. The early post-War period of economic policy relates to solving the food problem solution for low-income countries, which minimizes farmer welfare and emphasizes benefits to the wealthier, nonfarming class. This prevailed until the 1970s when the interest of the farming class began to be reasserted. By the 1990s, the main issue was the disparity problems, which considers as almost equally weighty, the interests of poor farmers, as well as that of nonagricultural consumers

This IDB technical note seeks to highlight the relationship that exists between a country's level of governance, the success of digital government strategies, and the identification policies that government implements, as well as the interdependence between them. Belgium, Chile, and Mexico were chosen as case studies, because they share characteristics making them in some ways comparable. Moreover, amongst other reasons, they are all OECD-member countries, they have well-defined digital government strategies, and they are in the process of implementing (with differing degrees of progress) a st

Résumé :
This discussion paper describes the methodology used to compute the Broadband Development Index (IDBA, Indice de Desarrollo de la Banda Ancha). The main goal of the IDBA is to size the Digital Divide in Latin America and the Caribbean by measuring the state of broadband development in the 26 Bank-member countries, as well as in additional reference countries (64 nations in total). The IDBA is a powerful tool to identify the magnitude of the gap in two different geographic approached, first when we compare the state of the art of one country versus the cluster region the country belongs to, and
