The majority of the 13 centers reviewed were run by Quakers--Scattergood Hostel (Iowa/USA) being the most extensively presented in this work.

The conflicts of the past decade in Central America have produced substantial refugee movements into neighboring nations. Costa Rica has had to cope with an influx of refugees and migrants as large as 10 percent of its population. This work presents a case study of the situation in Costa Rica, focusing on the issue of refugee integration into the host society. It draws on qualitative field research conducted in that country during 1986.
The study discusses the evolution of the Costa Rican state's response to the refugee crisis and analyzes the characteristics and impact of policies undertaken by various state bureaucracies. It also describes the assistance efforts of the United Nations High Commissioner for Refugees and private voluntary organizations, along with their interaction with the Costa Rican state. The study concludes that the government's need to maintain firm control of refugee programs has overshadowed its commitment to refugee integration. In so doing, the humanitarian purpose of refugee assistance has been compromised.

This qualitative study, based on interviews to 17 refugee families, attempts to identify the reasons behind the lack of integration of Colombian refugees in Costa Rica. The model of Immigrant Modes of Incorporation and the studies of Alejandro Portes and Julia Sensenbrenner about the sources of social capital on migrant communities provided the theoretical framework used to identify the roots of the integration challenges. The findings suggest that Costa Rican policies towards the reception and integration of Colombian refugees are exclusionary. The host labor market is marked by sentiments of xenophobia towards the sample population while reported cases of persecution in the country also inhibit this population's economic integration. The lack of social capital sources contributes to inhibit this community's development, despite their participation in informal networks. There were signs of collective action. Yet, the refugee community fails to come together, while it also seems alienated from the community of Colombian entrepreneurs in Costa Rica.

The purpose of this study was to understand the meaning of "opportunity" as expressed in the experiences of three recent refugee youth from Central America (Guatemala and El Salvador). The setting of the study was MOSAIC'S Youth Job Corps programme in Vancouver, Canada. This four-month voluntary programme was designed to give immigrant Canadian youth language skills to facilitate their entry into the work force.
Data for the study were obtained through a twenty-week field study at the Job Corps site followed by the construction of three case studies based upon a series of interviews. Among the findings of the study were the following: the three refugees used a notion of opportunity as the overriding theme in defining their situation in Canada. This theme contained two aspects. First, the "what" of opportunity was future-oriented and contained a social dimension of "wanting to become someone," a material dimension concerned with "wanting to have things," and a familial dimension of "wanting to maintain the family unit." Second, the "how" of opportunity referred to the way the three refugees defined opportunity in terms of their past experiences, their initial difficulties since coming to Canada, the support networks available to them in Canada, their perception of the lives of other immigrants, and finally, the age factor. There was a strong awareness among the refugees studied that their attainment of personal goals (the "what" of opportunity) was dependent on acquiring fluency in the English language and in their finding secure employment with career mobility. The study also found that many of the refugees' future aspirations were related to their own past experiences in their countries of origin.<br>Education, Faculty of<br>Graduate

The dissertation analyzes and compares the responses of governmental policymakers in Mexico and the United States as they confronted a growing influx of Central American migrants in the 1980s. The study examines how two countries with contrasting political systems, economic capabilities, and international positions approached the issue of refugee policy relating to Central Americans. A central objective of the analysis involves identifying the set or sets of independent variables--domestic policy concerns, foreign policy interests, and international law considerations--that exert the most influence over the design of refugee policy and assessing how their influence changes depending on the characteristics of the refugee population, the capabilities of the two countries, and the degree of openness of their political systems. While the study shows that the process of designing refugee policy involves accommodating competing goals shaped by all three sets of independent variables, it concludes that national capabilities determine the set of independent variables dominating the process, with foreign policy interests exerting more influence over the United States and domestic policy and international legal considerations affecting Mexican policy to a greater extent. The set of variables that dominates shapes the generosity or restrictiveness of the policy and determines other features of the policy design. The degree of political openness further influences the policy design process by allowing for the participation of domestic interest groups. In the United States with its open political system, domestic opponents forced the government to adopt a more generous policy over time, although domestic interest groups affected policy implementation to a limited extent in Mexico as well. The study examines the relationship among the variables by comparing case studies that detail the policy responses of Mexico and the United States through the use of a policy design framework. This framework identifies the core elements of each country's policy--its goals, targets, agents, and instruments--and then traces the policy's development through its several implementation and revision stages. The use of a policy design framework facilitates a systematic comparison of the two cases and promotes an evaluation of policy outcomes both in terms of the fulfillment of goals and the impact of policy on the refugee population.

Citizens of El Salvador and Guatemala have experienced life-threatening situations in their native lands that have forced them to make choices in order to survive. Those choices include coming to the United States in search of political asylum. Travelling through Mexico and arriving and settling in the United States require the use of a variety of adaptive strategies. By employing kinship and friendship networks, using community services, organizing voluntary associations, learning English, and compartmentalizing their own culture while being absorbed into the larger Mexican and Anglo cultures, they are able to meet their needs. Of those who come to Tucson, many leave due to difficulties in finding jobs and the lack of affordable legal aid. Those who stay do so because they are awaiting court dates, desire to remain close to their families or have been successful in finding work.

The purpose of this study was to investigate post-traumatic stress disorder among Guatemalan and Salvadoran refugees living in Tucson, Arizona. The questions that guided the study were: (1) Does post-traumatic stress disorder exist among Central American refugees living in Tucson? (2) If so, how does it manifest itself in this population? (3) What counseling or other therapeutic interventions may be helpful for Central Americans experiencing post-traumatic stress disorder? Six Guatemalan and Salvadoran refugees who had reportedly experienced major stressors participated in a semi-structured interview and responded to a health questionnaire based upon post-traumatic stress disorder symptoms. Findings indicate that five out of six participants were experiencing patterns of stress-induced symptoms which were consistent with a DSM III diagnosis of "Post-Traumatic Stress Disorder". Recommendations for intervention with Central American individuals experiencing post-traumatic stress disorder are presented.

<p> The diagnostic category of PTSD does not capture culture-relevant symptomatology, that is, somatization, for Cambodian refugees in the United States. Somatization may function as a buffer against chronic PTSD symptomatology in Cambodian refugees because somatization represents a culture-specific coping strategy for this population. The purpose of the present study is to assess the correlation between somatization and degree of PTSD symptoms. The study also addresses the mental health disparities in the Cambodian refugee population in order to inform the literature on access to better trauma-informed mental health services. </p><p> Participants were recruited from community mental health agencies in Oakland, CA and Long Beach, CA. Two "data-gathering" groups of Cambodian refugees (<i>N</i> = 26) were administered a demographic questionnaire, the Harvard Trauma Questionnaire-Revised (HTQ-R) and the Somatoform Dissociation Questionnaire-20 (SDQ-20) in Khmer and English. The correlational relationship between demographic variables was also analyzed in order to explore contextual factors behind the findings of the study's main research question. Recommendations for assessment and treatment of PTSD in Cambodian refugees were then discussed based on the study's findings. Health care utilization by Cambodian refugees was examined and recommendations were suggested for improvement in public policy and health care services.</p><p> The hypothesis of this study that the level of somatization was inversely related to degree of PTSD symptomatology in Cambodian refugees was not supported. The Pearson Correlational Coefficient analysis produced a statistically significant positive relationship (<i>r</i> = .34) between somatization and traumatization in Cambodian refugees as measured by scores on the SDQ-20 and the HTQ-R. The role of specific somatoform symptoms in the chronicity of PTSD symptomatology was explored. The positive correlation found between the SDQ-20 and HTQ-R supported previous research, demonstrating the relationship between somatoform dissociation and higher PTSD symptomatology in Cambodian refugees. </p>

This work addresses the experiences of female asylum seekers from Central and Mexico currently living in Dallas, TX. The main purpose is to analyze how these women engage in the gendered processes of both migrating to and accessing legal resources and protection within the United States. As the women move through male-dominated spaces in their home country, the borderlands, and the asylum court they must challenge the patriarchal institutions that attempt to silence their narratives and criminalize their bodies. Their physical wounds become evidence in the courtroom, while outside of the courtroom their movements are monitored and tracked through multiple mechanisms of state control: ankle monitors, detention centers, ICE check-ins. They face intersectional discrimination as they are targeted as both women and immigrants. However, these female asylum seekers are not victims. They constantly display agency as they represent themselves in court, find solace in their faith, and form community with each other.

The flight of two million anti-Bolshevik refugees from Russia's new Soviet regime during the late 1910s and early 1920s caused a major refugee crisis that was the first in twentieth-century Europe ultimately to require significant governmental intervention and resolution. Large international charitable organisations, especially from America, worked in Europe to administer a professional and scientific solution on the colossal post-war humanitarian emergency. However, among the Russian refugees were active members of the former Unions of Zemstva, Union of Towns and the Russian Society of the Red Cross who were able to pool their own considerable collective expertise to provide significant practical humanitarian aid as well as to advocate 'from the inside' for the rights of the refugees on the national and international stage. In the refugee camps of Constantinople the activists used multiple, often creative, methods to deliver relief aid while struggling with a limited budget and overwhelming numbers of needy refugees. In Paris, Zemgor, under the chairmanship of Prince G. E. L'vov, negotiated funding and international support for the exiled Russians, keeping the refugee crisis in plain sight of a sometimes impassive world. As refugees themselves, the professional and intellectual members of the former Russian public organisations were able to present and validate the unheard voices of the most vulnerable displaced people on a broad platform which began with, but was not limited to, emergency food aid in 1920-21.

The ongoing war in Syria and the subsequent refugee crisis has brought the need for refugee resettlement to the forefront of policy debates. Canada and the United States display stark differences in the outcome of their refugee policies. Canada continues to welcome Syrian refugees, whereas the United States has become less willing to engage in resettlement. The purpose of this study was to use Entman's conceptualization of framing theory to compare media framing of refugees in Canada and the United States to deliver insight into the different policy outcomes. Data were acquired through a content analysis of 850 newspaper articles in each country that were measured with 2 separate Lexicoder instruments to represent the salience and selection of the media coverage about refugees. These data were then analyzed primarily through compare-means tests to determine if there were differences in media reporting between the 2 nations. Findings indicated that newspapers in the United States portrayed refugees more negatively than newspapers in Canada. The tone and frame of the articles differered significantly between the 2 countries (p < .001). These results suggested that newspaper articles in the United States portrayed a less favorable attitude toward refugees compared to Canada. The implications for positive social change include the necessity by intergovernmental, governmental, and nonprofit organizations who are tasked with refugee resettlement in the United States to counter the negative portrayals of refugees in the media in order to enhance the integration process of refugees in society and motivate additional resettllement opportunities.

Vietnam was partitioned at the 17th parallel on 21 July 1954 with the signing of the Geneva Accords. During the following three hundred days, between 600,000 and one million Vietnamese civilians traveled from North Vietnam to South Vietnam. Three hundred thousand of these individuals were transported in the United States Navy's evacuation efforts, dubbed Operation Passage to Freedom. The Navy recognized the propaganda value of the evacuation from areas under communist control, but American audiences did not respond to the coverage afforded to the American operation. In 1956, a year after the completion of the evacuation, Dr. Thomas Dooley released Deliver Us from Evil, a first-hand account of his own experiences in Vietnam during the evacuation. This book enjoyed literary success and became a bestseller. This study explores the reasons Dooley enjoyed propagandistic success while other pieces of propaganda failed to sustain American interest.

This thesis studies a by-product of the continuing and complex Arab-Israeli conflict: the Palestinian refugee diaspora in Lebanon, and the efforts of Western charitable organizations with this population. The rise of the non-governmental organization (NGO) movement embroiled the Western world in the Middle East as a new form of intervention, with the aim of providing emergency relief in the short term and plans for development in the long term. This research studies how Palestinians came to live in their host countries with the help of NGOs, and to determine what the challenges and successes of these organizations were. For this study, the American Near East Refugee Aid (ANERA) organization is used as a case study by looking at its history of interaction with Palestinians between the War of 1967 and the Israeli invasion of Lebanon in 1982, a decade and a half marked by war and exodus. Using ANERA’s annual reports, newsletters, board meeting reports, and interviews with individual Palestinians who were raised in Lebanon, the research looks at the history and ethical complications of the international NGO movement. Furthermore, this thesis analyses the logistical challenges and achievements of ANERA in their programming in Lebanon and the way that Palestinians were portrayed by ANERA back to their American public. Finally, the Palestinian perspective is taken into account to understand the impact of Western NGOs on their own community. Ultimately, this study seeks to determine how what has been ANERA’s historical experience with Palestinian refugees in Lebanon.

<p> This dissertation explores the evolution of political activism among Haitians in the United States from the formation of Haitian New York in the late 1950s to the return of Haitian President Jean-Bertrand Aristide to Haiti in 1994. It traces the efforts of Haitian activists to build bridges connecting New York and Miami to the grassroots organizations in Haiti, finding a considerable degree of success in their efforts to construct a transnational movement that had a substantial impact both in Haiti and in the United States. Shedding additional light on the interconnected history of Haiti and the United States, this dissertation also adds to the growing historiography on immigrant activism and international campaigns for democracy and human rights. </p><p> At the outset, politics in Haitian New York was splintered among competing factions, though by the early 1970s there began to form a somewhat unified anti-Duvalier opposition movement. The arrival of the Haitian "boat people" in South Florida in the early 1970s continued the evolution of Haitian politics in the United States, triggering a refugee crisis that drew the attention of the activists in New York and forcing a reconsideration of political vision and strategy that had previously been solely concerned with the overthrow of the Duvalier dictatorship. The grassroots resistance in Haiti and in the United States saw a slight opening with the arrival of President Jimmy Carter, but with Carter's successor, Ronald Reagan, came a wave of repression in Haiti and stringent new policies toward Haitian refugees. The uprisings of 1985 and 1986 that toppled the Duvalier dictatorship transformed Haitian politics at home and abroad, enabling an expanded and tightened network of activism connecting New York, Miami, and Haiti, which grew from 1987 to 1989. The years 1990 and 1991 were the pinnacle moment for the linked popular movements in New York, Miami, and Haiti, though Haitian activists were soon forced to pour their energy into the overlapping campaigns aimed at reversing the coup against Haitian President Jean-Bertrand Aristide and defending the new wave of refugees that the coup produced.</p>

This thesis examines the ways in which definitions and perceptions of refugees in the Shenandoah Valley of Virginia evolved over the course of the American Civil War. It investigates perspectives from individuals in both the United States and Confederate States to illustrate how misconceptions about refugees—who they were, what they wanted, and how they could benefit each side—dominated how displaced people were discussed. I argue that despite significant attention to refugees in newspapers, military reports, and among the public, both sides failed to adequately assist refugees who were displaced as a result of the war. Utilizing a broadly chronological approach allows greater insight into how the situation in the Shenandoah Valley escalated over time with the addition of various refugee demographic groups, including white Unionists, Black self-emancipated people, deserters, and pro-Confederate civilians. This thesis discusses how each of these groups challenged Americans' culturally-constructed definition of the word "refugee." It also demonstrates how military commanders made use of refugees as sources of military intelligence who directly influenced the events of several military campaigns. This thesis argues that misconceptions about refugees hindered an effective and meaningful response to the Valley's refugee crisis among government officials, military officers, and the general populaces of the North and the South.<br>Master of Arts<br>The devastation wrought by the American Civil War in the Shenandoah Valley of western Virginia sparked a refugee crisis that grew in size over the course of the war. From the earliest days of the conflict in 1861, Americans correctly predicted that the war would displace many people. However, mistaken ideas about who qualified as a refugee and what to do with or for refugees prevented an effective response that could have alleviated the suffering of many of these people. This thesis examines how Americans struggled to understand refugees as matters of gender, race, and loyalty appeared to complicate the subject. It offers insight into not only how Americans perceived refugees, but also explores refugee experiences in order to illuminate voices that were overlooked both in the 1860s and in the decades since the war.

History<br>M.A.<br>On November 4, 1956, Soviet forces brutally suppressed the Hungarian Revolution in Budapest. Although Nikita Khrushchev had attempted to "repair" the Soviet Union's image by denouncing Stalin's crimes, the Soviet invasion of Hungary damaged the Soviet Union's legitimacy in the international community. This thesis examines the popular and religious press' coverage of the 1956 Hungarian Revolution. By publishing anticommunist editorials and letters to the editor, the popular press furthered the phenomenon known as Cold War Consensus. Historians have looked at Cold War Consensus as a conscious political project created by a number of individuals and institutions. This thesis emphasizes the role of the popular and religious press as agents in the solidification of the Cold War Consensus. Most notable was the popular and religious press' use of the victimization narrative. By portraying the Hungarian freedom fighters as victims of the Soviet system, the popular and religious press condemned the Soviet Union's actions while extolling "American values" such as democracy, freedom, and charity. The popular and religious press' treatment of Soviet brutality also built a sensationalized image of Hungarian refugees. The emphasis on Soviet savagery and narrative centered on incoming Hungarian refugees as heroes strengthened anticommunist rhetoric that was typical during the 1950s.<br>Temple University--Theses

ABSTRACT
The purpose of this thesis was to explore the origins, formulation, course and outcome of the Intergovernmental Committee for Political Refugees meeting (better known as the Evian Conference) of July 1938. Special emphasis was placed on contemporary and later historical assessments of this assembly which represented the first international cooperative attempt to solve an acute refugee crisis. A general review followed by a more detailed evaluation was made of existing official and un-official accounts of the meeting utilizing both public records, private diaries, books, newspapers, journals and other periodicals for the period of January 1, 1938 through December 31, 1939. This data was supplemented by later recollections of conference participants as well as post-Holocaust historical scholarship.
Various appraisals have been made of the motivations behind the summit and its ultimate success or failure. Franklin Roosevelt has particularly come under criticism by scholars who believed that his Administration had "abandoned" the Jews to their fate. The President's supporters, on the other hand, declared that FDR did everything possible given the existing political, economic and social conditions of the late 1930's. It is my conclusion that although Roosevelt may have been sympathetic to the plight of Central European Jewish refugees their resettlement and ultimate destiny merited a lower priority given his focus upon rebuilding the national economy and defense. The President clearly recognized the looming threat of Nazi Germany and Imperial Japan but was unwilling to expend political capital on an issue that faced domestic and political opposition. I further maintain that the conference was set up to fail while providing propaganda value for the participating democracies.
The hypocritical rhetoric and actions of the delegates and the ineffectiveness of the conference's sole creation, the Intergovernmental Committee for Political Refugees, was clearly recognized by Nazi Germany and ultimately influenced its anti-Jewish policies. Thus, it is not a coincidence that the pogrom of November 1938, Kristallnacht, occurred only four months later. The avoidance of dealing with the Jewish refugee problem was further highlighted in the futile Wagner-Rogers Bill of 1939, the Hennings bill of 1940 and especially the Bermuda Conference of 1943, a time in which the details of mass murder of Jews and other groups was already well known within official circles. Further work needs to be done on the diverse responses of the Jewish community both within the United States and abroad to the peril facing their co-religionists.

Immigration policies such as temporary protected status and deferred enforced departure can serve as suitable humanitarian solutions to help displaced individuals. Notwithstanding, when implemented in the course of many years, the uncertainty and stress of living in limbo can pose significant challenges to beneficiaries and create a multifarious scenario for government leaders. This qualitative study examined the experience of Liberians, a group designated with temporary immigration protection in the United States since 1991, who have consequently formed lives in the United States while in temporary status. The purpose of this qualitative study was to explore the effects of temporary immigration policy, implemented as a long-term solution on the security of Liberians and their successful integration in the United States. The study was designed with a case study approach, which yielded a breadth of data collected through semistructured interviews of 9 members of the Liberian community. The research question aimed to understand the perceived effects of long-term implementation of temporary immigration policy on Liberians and their ability to feel secure and integrate into U.S. society. The data were analyzed using content analysis and revealed that irrespective of the challenges and angst of living in limbo, and evidence of some degree of marginalization, Liberians have progressed in many ways and are contributing members of U.S. society. The social change implications of this research include providing a voice to Liberians and others in similar circumstances and the potential for policymakers to consider how temporary immigration policies are implemented in the future.

This thesis examines the politics of narrative control, and how it relates to the formation of diasporic consciousness among Turkish migrants in the United States. It asks how Turkish diasporic identity is formed and shaped by discourses that frame Turks, and that interrogate who or what a ‘Turk’ is? This thesis suggests that this process of continual construction and re-construction of diasporic consciousness should be investigated as a matter of competitive identity formation, meaning that there is competition between multiple actors to impose a definition or label on a diasporic group and to achieve broad-based support for that label or definition. This also implies the attribution of specific values, ideas, and political agendas to that group. The thesis examines the roots, motivations and activities of Turkish American activists in Washington DC. Based on an analysis of their political orientations and internal fissures, it focuses on the current political debate over official recognition of the deportations and massacres of Armenians by Ottoman forces as a genocide. It argues that Turkish American activists have coalesced on the defensive around this issue, framing it as a matter critical to the identity of Turks. Their manifold activities to prevent the further institutionalisation of the ‘genocide’ label in American political discourse do not, however, always resonate with the passive majority of Turkish Americans.

This study examines the various ways that Central American migrants traversing Mexico’s southern border interpret, negotiate, and resist conditions of immobilization imposed by state refugee policy and other institutional impediments to northbound movement. My findings are informed by 12 months of ethnographic fieldwork in Tapachula, Chiapas, followed by an additional six, non-consecutive weeks in various sites of transit across Mexico as a Human Rights Observer in the migrant caravans of 2017 and 2018.
Since 2011, as a result of increasing rates of violence, flows of Central American women, youth, and families across Mexico’s southern border have risen substantially. In efforts to curb northbound movement, the US has exerted significant pressure for the Mexican government to assume a greater role in the retention, organization, and deterrence of prospective refugee populations, resulting in the temporary resettlement along the southern border of thousands of migrants seeking international protection. Many of these migrants find themselves in a liminal space of legal and social uncertainty in which they must contend with a range of limitations and distinct possibilities as they consider their ongoing trajectories.
Through close attention to the social worlds that emerge around and within migrants’ transit communities, I explore central themes related to the existentiality of im/mobility, gendered experiences of transit migration, the paradoxes of institutional practices of refugee protection within predominant transit zones, and diverse forms of resilience and coping that are given breadth through collective travel. Ultimately, I argue that it is critical to explore the narratives and lived realities of those most affected by migration-centered policy and discourse, and to recognize the critical role that migrants play in challenging and reimagining the terms of their in/exclusion.

This dissertation explores the impact of refugee migration and American refugee resettlement policies on the religious lives of Hmong refugees resettled in the in the United States between 1976 and 1990. Despite efforts to make refugee assistance a secular and religiously neutral enterprise, resettlement placed pressure for religious conformity on Hmong refugees and set in motion several changes in Hmong religious life. First, refugee resettlement imposed pressures on the practice of indigenous Hmong religion. Second, refugee resettlement facilitated Hmong adoption of Christianity, which Hmong people incorporated into their religious lives for their own purposes and in their own ways. Finally, Hmong people adapted and reinvented their indigenous beliefs and practices, as well as its institutions and identifications, in order to preserve their indigenous religious traditions.

abstract: During the 1980s hundreds of thousands of Central American refugees streamed into the United States and Canada in the Central American Refugee Crisis (CARC). Fleeing homelands torn apart by civil war, millions of Guatemalans, Nicaraguans and Salvadorans fled northward seeking a safer and more secure life. This dissertation takes a "bottom-up" approach to policy history by focusing on the ways that "ground-level" actors transformed and were transformed by the CARC in Canada and the United States. At the Mexico-US and US-Canada borders Central American refugees encountered border patrol agents, immigration officials, and religious activists, all of whom had a powerful effect on the CARC and were deeply affected by their participation at the crisis. Using government archives, news media articles, legal filings and oral history this study examines a series of events during the CARC. Highlighting the role of "ground level" actors, this dissertation uses three specific case studies to look at how individuals, small groups, and a border town transformed and were transformed by the Central American Refugee Crisis. This thesis examines how the law dealt with international fugitives. It focuses on formal extradition and the cross-border abduction of wanted criminals by police officers and other state officials. Debates over extradition and abduction reflected important issues of state power and civil liberty, and were shaped by currents of thought circulating throughout the imperial, Atlantic, and common law worlds. Debates over extradition involved questioning the very basis of international law. They also raised difficult questions about civil liberties and human rights. Throughout this period escaped American slaves and other groups made claims for what we would now call refugee status, and argued that their surrender violated codes of law and ideas of justice that transcended the colonies and even the wider British Empire. Such claims sparked a decades-long debate in North America and Europe over how to codify refugee protections. Ultimately, Britain used its imperial power to force Canada to accept such safeguards. Yet even as the formal extradition system developed, an informal system of police abductions operated in the Canadian-American borderlands. This system defied formal law, but it also manifested sophisticated local ideas about community justice and transnational legal order.
This thesis argues that extradition and abduction must be understood within three overlapping contexts. The first is the ethos of liberal transnationalism that permeated all levels of state officials in British North America/Canada. This view largely prioritised the erosion of domestic barriers to international cooperation over the protection of individual liberty. It was predicated in large part on the idea of a common North American civilization. The second context is Canada’s place in the British Empire. Extradition and abduction highlight both how British North America/Canada often expounded views on legal order radically different from Britain, but also that even after Confederation in 1867 the empire retained real power to shape Canadian policy. The final context is international law and international legal order. Both extradition and abduction were aspects of law on an international and transnational level. As a result, this thesis examines the processes of migration, adoption, and adaptation of international law.
