Der Radweg Berlin–Dresden ist ein Routenvorschlag für Fahrradtouren zwischen Berlin und Dresden, der seit 2012 von Mitgliedern des Allgemeinen Deutschen Fahrrad-Clubs (ADFC) ausgearbeitet wird. Die Route streckt sich über 251km zwischen der Frauenkirche in Dresden und dem Brandenburger Tor in Berlin. Eine Beschilderung der Route wird langfristig angestrebt. Obwohl die Strecke heute nur „auf dem Papier“ existiert, ist sie schon gut befahrbar: Alle Wege (bis auf kleine unvermeidbare Lücken) sind asphaltiert oder gut verdichtet und frei oder wenig belastet vom motorisierten Verkehr. Mittels einer Untersuchung von standardisierten Praktiken (Stadtrundgängen und Stadtrundfahrten) und Dispositiven (Stadtkarten, Reiseführer) fürs „Touren“ von Städten zeigt diese Dissertation, (1) wie die Stadt Berlin in ein virtuelles Objekt, nämlich, einen touristischen Zielort, transformiert wird, ( 2) wie diese Transformation nicht nur durch die Bewegung von Touristen im Raum und das Unterwegssein ermöglicht wird, sondern durch touristische Kommunikation über die Stadt, und (3) wie diese emergente touristische Stadt in einer multiplen und polykontexturalen städtischen Öffentlichkeit eingebettet ist, wo sie in verschiedenen Typen von Beziehung mit naheliegenden Inszenierungen der Stadt eintritt, wie die der Stadt-Marketing und der kollektiven Erinnerungspolitik. Drei weitere Aspekte sind zu erwähnen, die den gesamten Text subtil anregen. Die Dissertation stellt eine neue Theorie des Tourismus als Kommunikationsform, und nicht als Form des Reisens, auf; sie integriert die Luhmannsche Kommunikationstheorie mit der Akteur-Netzwerk-Theorie, und sie ist durchaus empirisch, basierend auf einer jahrlangen ethnographischen Untersuchung (2005-2006) von Praktiken und Dispositiven des „Tourens“ im zeitgenössischen Berlin.
Through the study of standardized practices (walking tours, bus-tours) and devices (maps, guidebooks) for touring cities, this dissertation shows (1) how the city of Berlin is transformed into a virtual object, namely, an urban destination, (2) how such transformation is enabled not simply by tourist movement in space and being away from ‚home‘, but by tourist communication on the city, and (3) how this emergent tourist city is embedded in a multiple and polycontextural urban public sphere, in which it enters into different types of relationship with neighbouring enactments of the city, such as those of city-marketing and collective memory. Subtly informing the whole text there are three aspects to be mentioned: the dissertation proposes a new theory of tourism as a form of communication, not of travel; it integrates Luhmann’s communication theory with actor-network theory; and it is throughout empirical, based on a year-long ethnographic study (2005-2006) of touring practices and devices in contemporary Berlin.

Im ersten theoretischen Teil der Arbeit werden die Geschichte der Heimatmuseen sowie die Forschungsgeschichte des Heimatbegriffes vorgestellt. Neben historischen und volkskundlichen Forschungen werden hier auch soziologische und ethnologische Theorien berücksichtigt, die vor dem Hintergrund der Globalisierungsdebatte entwickelt wurden. Der Heimatbegriff wird auf diese Weise mit dem Begriff locality gleichgesetzt. Im zweiten empirischen Teil werden die Bezirksmuseen der Berliner Bezirke Köpenick, Prenzlauer Berg, Kreuzberg und Neukölln beschrieben und analysiert; hierbei liegt der Schwerpunkt auf der Untersuchung der Dauer- und Wechselausstellungen und der Analyse der materiellen Kultur im Rahmen der Museumsarbeit. Das bedeutet, dass nicht nur die thematischen Ausrichtungen der Dauer- und Wechselausstellungen analysiert werden, sondern auch die Auswahl der Exponate sowie die Präsentationsweisen. Dabei finden auch Ansätze der Forschung über materielle Kultur Berücksichtigung. Schließlich wird ausgehend von den ersten beiden Teilen ein Museumsmodell entwickelt, das die herausgearbeiteten Charakteristika der Museumsarbeit aufgreift und vor dem Hintergrund des besprochenen Heimatbegriffes erweitert. Heimatmuseen werden hier als ethnographische Museen betrachtet, die aktuelle gesellschaftliche Entwicklungen und Diskussionen widerspiegeln können.
The first part of the dissertation describes the history of local museums and the history of scientific research on the concept of Heimat. Not only historical and ethnographic studies are taken into account, but also sociological and anthropological theories which were formulated against the background of the debate on globalisation. In this way Heimat and locality are treated as equivalent terms. The second empirical part describes and analyses the local museums of the districts Köpenick, Prenzlauer Berg, Kreuzberg and Neukölln in Berlin. The focus lies on the research on main and temporary exhibitions and the analysis of the role of material culture within the framework of the museums. This means the examination of both the thematic structuring of the exhibitions and the range of objects and their presentation. In the course of this material culture studies are taken into consideration. Coming from the first two parts a museum concept is formulated. This concept takes up the characteristics of the museums and adds the considerations on the terms Heimat and locality. In conclusion local museums are regarded as ethnographic museums which are able to reflect current social developments and discussions.

Die vorliegende Arbeit untersucht Zwischennutzungen in Berlin aus Akteurssicht. Zwischennutzungen sind von Beginn an und von allen Beteiligten als temporär gedacht. Sie finden in bzw. auf leerstehenden Immobilien statt und sind mit einer Nutzungsänderung verbunden, d.h. eine Zwischennutzung unterscheidet sich sowohl von der vorigen Nutzung der Immobilie als auch von der geplanten neuen Nutzung. Ausgehend von dieser erarbeiteten Definition wird das Phänomen empirisch am Beispiel Berlins untersucht. Die mehr als 100 recherchierten Berliner Zwischennutzungsprojekte konzentrieren sich räumlich auf attraktive innerstädtische Lagen. Zwischennutzungsverträge erlauben finanzschwachen Akteuren, Grundstücke günstig zu mieten. Sie akzeptieren dafür Einschränkungen wie die begrenzte Nutzungsdauer und kurze Kündigungsfristen. Es konnten fünf Motivationstypen von Zwischennutzern erarbeitet werden: Für „Pioniere“ und „Profi-Zwischennutzer“ steht der ökonomische Aspekt bei der Zwischennutzung im Vordergrund. Das Hauptmotiv von „ehrenamtlichen, subkulturellen und künstlerischen Zwischennutzern“ ist dagegen die eigene Selbstverwirklichung. Die meisten Nutzer streben die langfristige Sicherung ihres Projektes an. Die Grundstückseigentümer handeln überwiegend ökonomisch-rational. Zwischennutzungen sind aus ihrer Sicht eine sinnvolle Lösung, wenn das Nutzungskonzept passend ist und die Mieteinnahmen den Aufwand und das Risiko einer kurzfristigen Vermietung übersteigen. Gute persönliche Beziehungen werden sowohl von Nutzer- als auch von Eigentümerseite als wichtige Komponenten für den Abschluss eines Zwischennutzungsvertrags gesehen. In vielen Fällen finden Zwischennutzungsprojekte in Berlin auf Grundstücken statt, auf denen aus stadtplanerischer Sicht kein Handlungsbedarf besteht. Die Planungsämter arbeiten überwiegend mit Duldungen und Befreiungen. Das Baurecht auf Zeit wird nicht angewendet, informelle Instrumente kommen nur vereinzelt zur Anwendung.
This work examines temporary uses in Berlin and the involved participants. Temporary (or interim) uses are seen as temporary from the beginning and by all involved stakeholders. They take place on brownfield sites or in abandoned buildings, and are always associated with a change in use. A temporary use differs both from the previous use of the land as well as the proposed new use. Based on this definition, the phenomenon is investigated empirically in Berlin. Most temporary uses arise in or near the urban centre. About half of the temporarily used property is located in the three inner-city districts of Mitte, Prenzlauer Berg and Friedrichshain. Financially weak actors have to pay lower rents for these properties because of temporary use contracts. In return they have to accept short periods of notice and other limitations. Based upon their motivation, five types of temporary users have been identified: For “pioneers” and “professional temporary users”, the economic aspect is most important. The main motive of “voluntary, subcultural and artistic temporary users”, however, is self-fulfilment. Although the users make short-term leases, most of them are aiming for long-term security for their projects. The landlords act predominantly economically and rationally. In their opinion temporary uses are good solutions if the concept fits and the rental income exceeds the cost and the risk of short-term rent. Both temporary users and landlords see good personal relationships as an important component for the signing of a temporary use contract. In many cases temporary uses in Berlin are located on properties where no action for urban planning is required. The planning authorities mainly deal with them by way of toleration and immunities. The “Baurecht auf Zeit” (temporary building law) is not applied and informal instruments are only sporadically applied.

Gemeinschaftsgärten unterscheiden sich von anderen urbanen Grünflächen dadurch, dass sie gemeinschaftlich und überwiegend unentgeltlich angelegt und gepflegt werden und einer breiteren Öffentlichkeit zur Verfügung stehen. Marit Rosol führt in ihrer stadtgeographischen Dissertation Gemeinschaftsgärten als einen neuen Freiraumtyp ein und analysiert ihn im Kontext aktueller Tendenzen der Freiraumpolitik, der Forschungen zum bürgerschaftlichen Engagement sowie des Wandels von Staat und Planung. Anhand von neun Berliner Fallbeispielen werden Gemeinschaftsgärten umfassend charakterisiert. Motive und Ziele der relevanten AkteurInnen werden ebenso herausgearbeitet wie Potenziale, Schwierigkeiten und Risiken. Schließlich leitet die Autorin praktische Handlungsempfehlungen sowohl für die GartenaktivistInnen als auch für die räumliche Planung ab. Dabei wird auch auf aktuelle Erfahrungen „grüner Zwischennutzungen“ sowie der community gardens in New York, Toronto und Seattle verwiesen. Gemeinschaftsgärten entstehen derzeit – so die These der Arbeit –vor dem Hintergrund eines gesellschaftlichen Wandels, der einerseits Freiräume für BewohnerInnen schafft, andererseits auch die Gefahr einer Abwälzung bislang kommunaler Aufgaben sowie eine ungleiche Versorgung mit öffentlichen Freiräumen befürchten lässt. Mit der Untersuchung der Bedingungen und Grenzen freiwilligen Engagements leistet die Arbeit einen empirischen und theoretischen Beitrag zur Diskussion um Stand und Entwicklung kommunaler Infrastrukturen.
Community gardens differ from other urban green spaces like parks or allotments, because they are managed collectively and mostly voluntarily and are open to a broader public. Marit Rosol introduces community gardens as a new type of urban green spaces in Germany and analyses it in the context of landscape planning politics, research concerning civic engagement and changes of the (local) state and spatial planning. Based on qualitative research, especially in-depth interviews, nine Berlin case study community gardens are described comprehensively. Motivation and aims of the relevant actors as well as potentials, difficulties and risks are shown. Moreover the author gives practical advise both for gardening activists as for urban planners. For this purpose she also draws on experiences with “green” temporary uses as well as with community gardens in New York, Toronto and Seattle. Community gardens are currently coming into being in Berlin - so the thesis of the work - because of changes in society, which open up new opportunities for residents, but also imply the risk of downloading former state responsibilities onto them and unequal provision with open green spaces. With the study on conditions and barriers of voluntary engagement the work makes a theoretical and empirical contribution to the debates of state and development of municipal infrastructures.

Depuis la fin du second conflit mondial, la question allemande conditionne les relations entre les quatre vainqueurs du Reich. Ces rapports se détériorent surtout à Berlin où les quatre occupants sont en contact étroit. L'émergence du problème berlinois révèle l'impossible entente de l'est et de l'ouest au sujet de l’Allemagne. Le blocus de Berlin est directement à l'origine de la guerre froide et de la militarisation des relations internationales. A la menace des soviétiques, les Anglo-Américains répondent par la performance technique du pont aérien. A l'occasion du blocus, les uns et les autres apprennent à apprécier leurs forces mutuelles et à contrôler une crise pour qu'elle ne dégénère pas en conflit généralisé. L'ère de la dissuasion commence avec le blocus. Cet évènement a aussi une extrême importance sur le plan psychologique et moral : il permet aux allemands d'occulter la barbarie nazie et de regagner ainsi la communauté humaine
Since the end of the Second World War, the German question conditions the relations between the four conquerors of the third Reich. These relations deteriorate above all in berlin where the four occupying powers are direct in contact. The apparition of the berlin problem reveals the impossible understanding between east and west about Germany. The berlin blockade begins the cold war and the militarization of the international relations. The airlift of the Anglo-Americans replies to the threat of the soviets. During the blockade, the United States and USSR learn to consider their mutual forces and to control a crisis. The era of deterrent begins with the berlin blockade. This event has also a moral and psychological importance: the blockade conceals the Nazi barbarity and reinstate the German people

Radio waves pay no heed to political frontiers and they produce spaces that are entirely different from ideologically delineated spheres. Despite jamming campaigns, the broadcasting space of divided Berlin could not be contained by a border cast in concrete from August 1961. This study investigates how radio and radio voices define space in divided Berlin between 1961 and 1989, asking how the space of the different political zones interacts with the mediated spaces of radio, and what kind of other spaces they create at this interface. It also probes to what extent radio subverts the political systems it infiltrates and how it impacts its listeners in both the East and the West. Based upon a chronological selection of radio programmes, features and reports from various broadcasters either side of the Wall, this study offers a different perspective on a city that has been examined at length by literature, film and the arts, namely via sound and the act of listening. Remarkably, listening does not feature as the primary approach for the majority of existing research on radio in Berlin; instead there is a widespread preference for written sources. This study’s theoretical approach is informed by Henri Lefebvre, Edward Soja and Jürgen Habermas in order to tackle the complex and unique spatial dimension of two political systems in one, albeit divided space, served by numerous radio stations from both systems. Following chapter one’s exposition on space, chapter two comprises the first case study and sets the scene: charting radio reactions to the building of the Wall, it explores the spaces and voices of news and how they map a fast transitioning space. Chapter three analyses a much more considered rendering of space in the guise of the media event that constitutes John F. Kennedy’s visit to Berlin in 1963. It illustrates how the day was very much an audio event, and how by the end of the visit, West Berlin was claimed not only as the United States’ Berlin, but as RIAS’ Berlin. Chapter four investigates spaces that are much more intimate: the discursive space produced by arguably Berlin’s most enduring radio voice of the period, Friedrich Luft. Chapter five, by contrast, considers voices that remain silent until the late eighties when a cross-border collaboration between the anti-establishment in both West and East Berlin creates a broadcasting space in which the burgeoning GDR opposition may let their voices be heard. The show, Radio Glasnost, opens up the GDR’s tightly controlled media space and achieves a degree of freedom of speech. The nature of divided Berlin’s spaces – whether media space, city space or political space – and the impact they have on the disembodied radio voice (and vice versa) has significant implications for mnemonic discourse. Consequently, this study concludes with detailed recommendations for further research on mediated memory that draws upon and develops the findings of this research.

Abstract (sommario):
Architecture and Man: Berlin, with all its contradictions sets the stage for my thesis. I would like to receive you with pleasure in the reading of my drawings. To receive guests is a psychological proviso in which you invite them into the privacy of your home, a place that is not only physical, as sharing these spheres imply the cognizance of being together. The character of the host or hostess is unveiled not by way of the objects in the environment but via the representation or reflection of him or herself projected into these objects. The reception is in this way an attribute narrated by manâ s presence, emphasizing as indispensable requirement: the planning by man must include man. The planning criteria must embody architecture and man altogether, keeping in mind that neither may be limited to reducible, measurable canons and codes and notably the plan is just the initiation of a process in which the designer will be the first to leave and that will continue without their supervision or control. The reception is a classificatory division of behavior that is performed on behalf of a community where psychosocial associations generate the closeness found in the private realm. Going to the theater for example, meeting a friend for a theatrical production, and following it with drinks evoke rituals obtained from the first formed activities such as viewing a show and coming together. On behalf of the community these activities allow escapes from the everyday life of work and human relations in the form of little rites. I would like to continue with not only manâ s presence, but manâ s presence as an active agent with our built environment. Whether we are conscious of it or not our bodies and our movements are in constant dialogue with our buildings. It is a kind of choreography, if you will. Thus, I would like to give attention to architectural space and the dancer. The dancer and the space inspire one another as partners. Dancers speak of the constant need to find oneâ s center. This is the region of the solar plexus, but the location is not as important as the fact that â centerâ , the inside, must be felt before the dancer may confidently move in space, the outside. This is related to our need to sense the security inside our dwelling place in order to act with courage in the outside community. For me Berlin is like a lost child that is wandering in a marred landscape, constantly being reminded of a tumultuous past. Berlin is lacking this pivotal point or â centerâ and ultimately is lost to this gravitational pull that our physical bodies have to contend with. A Theater in Berlin was merely a working title for my thesis. It gave impetus to my thoughts in architecture. An architect sets the stage for the human figure. For me there is an excitement here which goes beyond technology to manâ s role as an active agent.

In the spring 2004 issue of WeltTrends, Professor Gunther Hellmann made a „plea for offensive idealism“ and „against the power political resocialization of German foreign policy“. To a long-time outside observer of that foreign policy, this plea is unsurprising, but depressing. In keeping with Professor Hellmann’s own willingness, „notwendige Differenzierungen [zu] vernachlässigen zugunsten einer bewussten Zuspitzung“ I will comment on the aspects of his argument that strike an American colleague as particularly disturbing.
