Abstract (sommario):

Introduction. The course of processes of situational control and regulation in the business administration of business processes in corporations’ potential management has become the subject of the study. Purpose. The article aims to deepen the theoretical and methodological foundations of assessing the efficiency of business administration of an entrepreneurial corporatized business company in the context of optimizing its organizational and economic development. Results. The system of formalized quantitative assessments of organizational and managerial analysis of the enterprise has been formed. It allows, in a number of cases, to identify certain aspects of compliance with the desirable characteristics of the level of business administration of business processes in order to ensure the rational use of the potential of corporations. The methodical approach for optimizing the density and the radius of administration of business processes of the corporation in the context of rational use of its organizational and economic potential has been proposed. The need to consider certain corrective adjustments (coefficients) for the influence of a number of important factors has been specified. Among these factors, we can identify the following ones: the characteristic of the transport and logistics component of individual strategic business units of the corporation, their organizational and technical level of production, the quality of the impact of structural changes in the strategic potential of the corporation relative to each strategic business units etc. The research has been conducted on the basis of a conditional example of business process optimization of a corporation. The company has a head office and separate strategic business units in different cities of Ukraine, in terms of increasing the efficiency of using its production and economic, organizational and economic potential on the basis of improving the value of the weighted average radius and the density of administration. We have analysed the average weighted areas of corporation administration with respect to the coordinates of the real and optimal administration centre. Conclusions as for the necessity of introduction of measures aimed at reducing the distance between real and optimal administrative centres have been made. It will certainly help to increase the effectiveness of the impact of the level of administration on business processes of the corporation. The offered approach to optimize the density and the radius of administration of business processes of the corporation in the context of rational use of its organizational and economic potential will allow improving the efficiency of the processes of situational control and regulation in business administration of corporations in the conditions of constant dynamic transformations of market space.

E-Government consists of a strategic instrument for re-formulating the organization and the operation of Public Administrations, acting as a catalyst of trends and changes. It not only represents a resource that allows economic and operational advantages to be obtained, but is also an instrument that is capable of modifying the pre-existing operational mechanisms of the organization, guaranteeing a fast adaptation to continuous changes in the external environment. The use of e-Government not only facilitates the internal activities of the Public Administration, but also has the advantage of facilitating the relationship between different administrations, as well as the interaction with citizens and with businesses. The impact that e-Government can have is that of a better Public Administration, in that it allows public policies to be optimized, the quality of services to be raised, the involvement of the citizens to be widened, and other specific fundamental activities to be improved.The present work intends to illustrate the comprehensive framework of the public administration system in Italy and of the main tendencies in progress, paying particular attention to the development of new management logic, considering e-Government not only as a merely technological phenomenon, but also analyzing it in its full meaning with regards to the process of change and modernization of the public administration.

Purpose – Public services can be modelled, analysed and implemented using notations and tools for the business process (BP) abstraction. Applying such an explicit approach public administrations (PAs) can better react to the undergoing transformation in service provisioning and they can continuously improve service quality in order to satisfy citizens and business requests, while coping with decreasing budgets. The purpose of this paper is to discuss these issues. Design/methodology/approach – The proposed approach relies on using formal methods, in particular unfolding to analyse the correctness of BP. The paper also compares and selects mapping rules from semi-formal to formal modelling languages; these techniques are presented in the context of the BP Modelling Languages and Petri Net (PN). Findings – Main aim of this paper is to raise the need for formal verification of BP governing the interactions among PAs, which more and more need to be supported by ICT mechanisms, and then are not so much tolerant to errors and imperfections in the process specification. The paper illustrates the main motivations of such a work and it introduces a verification technique of a BP using a mapping of a high-level notation (such as BPMN 2.0) to a formal notation (such as PNs) for which formal analysis techniques can be adopted. In particular the verification step is implemented using an unfolding-based technique. Originality/value – The paper answers a call for further development of the body of knowledge on effective analysis of BPs, a rapidly emerging field of interest for large and ultra large scenarios, where a clear gap in literature exists. Than the paper shows that formal techniques are mature enough to be applied on real scenarios.

Abstract (sommario):

The importance of needs analysis is fundamental in vocational student learning. Therefore this study aims to identify English language needs for business administration students at Amik. The focus of this study is to find out whether students need to learn English in business administration, lecturer teaching materials for students whether it is in accordance with their skills (majors), references to students' English books are relevant to their needs. To find answers a qualitative approach was mixed with a quantitative approach in mixed methods. Data was collected through questionnaires, interviews, and documentary studies to check data trust. Data collection methods that refer to language skills, language use, teaching methods and other related issues for needs analysis. The informants of this study were students, lecturers and Amik Dapernas LP3I Padang education management. The results of this study indicate that 1), AMIK students in Dapernas need English skills that will be used in business administration is the ability to read and write. 2), English material used by lecturers does not suit the needs of business administration students, 3) materials and handbooks for business administration students do not fully complement the students' English needs. Based on these findings, it is recommended that an analysis of the English language needs of students to find out the interests, needs and shortcomings of business administration students in English. Then, lecturers and education staff need to conduct evaluations of English language needs of students based on their chosen majors.

This study aims (1) to create the causal relationship model of advocacy of the Business Administration Program in General Management, Phranakhon Rajabhat University. (2) to examine the concordance between the causal relationship model of advocacy of the Business Administration Program in General Management and empirical data. The sample group was 403 students in General Management from the simple random sampling method. The instrumental for data collection was an online questionnaire with p¬-value 0.986. Statistics used in this research are percentage, mean, skewness, kurtosis, analysis of Pearson’s correlation coefficient, and factor analysis and path analysis. This is to investigate the causal relationship model by Structural Equation Modeling by using software for social science. The results indicated that the causal relationship model of advocacy of the Business Administration Program in General Management consisted of 5 factors that influenced advocacy: expectation, instructor, welfare and services, live and learn, and advocacy.

Based on the results of national mining rights on-the-spot survey and related foundation and business database, the general idea and the tech-framework of ‘one-map’ mineral resource management information system (MRMIS) was studied through comprehensively and systematically analysis of mineral resources administration’s present status, business processes and the demands in the future. The ‘one-map’ should not only be a comprehensive map, but also a ‘relation graph’ that would reflect the businesses’ relations, and workflow driving approach should be used to realize organic interconnection of each business in ‘one-map’. The national, provincial, municipal and county four levels MRM interconnecting network was designed on the basis of C/S, B/S and M/S hybrid software architecture, and the integrated tech-framework of effective supervision for mineral resources administration and information services for the public was achieved.

Purpose This study aims to focus on the entrepreneurial education and profile in undergraduate business administration programs in Brazil, particularly in the southern region of the state of Rio de Janeiro. Assuming that the entrepreneurial profile can be developed by teaching and learning processes. Design/methodology/approach The research performed qualitative approach through interviews and a quantitative approach using multiple criteria decision-making methods. Data were collected along 2015 in a survey with a population of 412 students from three high education institutions (HEIs) and analyzed using the analytic hierarchy process with ratings. Findings The study has found that the key entrepreneurial trait for all groups was the ability to “plan”. Other relevant dimensions were “self-realization”, “innovative” and “leader”. The dimensions “risk taking” and “sociability” were considered not important in the opinion of all groups. Practical implications The entrepreneurial profile does not seem to evolve over the four-year college period, thus suggesting a failure of the entrepreneurial education at the three surveyed HEIs to impact the overall perception of students about the requirements for creating and developing new ventures. Actions to revert this trend should be taken. Originality/value This research aims to identify differences in perception about the entrepreneurial profile among freshmen and senior undergraduates. The theme is relevant in a knowledge era where academy has to prepare students to be entrepreneurs. Similar studies were done around in Brazil and around the world but no one in the state of Rio de Janeiro, Brazil. The work has a contribution by proposing and applying a method to compare students groups, programs, institutions and countries over time.

Program Outcomes speak to comprehensive explanations that consolidate numerous zones between related information and aptitudes created over the program’s span of broad scope of courses and encounters. This investigation assesses the realization of the Business Administration Program Outcomes for the Year 2015-2019. The respondents were 673 alumni from the University of Cebu- Lapu Lapu and Mandaue. Descriptive survey method was utilized as an examination instrument on snowball sampling. The discoveries uncovered program outcomes that (1) meets the current demand and needs of the industry in the areas of human resource, marketing, accounting, and finance; (2) Communicate and collaborate effectively; and (3) Adhere strictly to professional, ethical standards were realized by the alumni understudies. Program outcomes: (4) Contribute to socio-economic development and environmental sustainability; and (5) Utilizing information technology were less realized. The examination concluded that business management research-based guidelines ought to be actualized and continued. Outcome-Based Teaching and Learning ought to be received to empower understudies to create aptitudes required in the course. Community services spreading business and management development should be adjusted each semester to guarantee maintainability in community vocation programs. Furthermore, Progression of mechanical approach to managing training and learning requests to improved adaption on the new trend and innovations of the money managers and business people.

Abstract (sommario):

Purpose – The purpose of this paper is to propose a business process reengineering (BPR) approach to a public administration of Italy, to first assess the efficiency of the administration, then to redesign its internal processes, to improve the current performance. Design/methodology/approach – A detailed mapping of the AS IS processes of the public administration was initially carried out, together with the collection of the relevant data. Then, a simulation model was designed to support the BPR approach. In particular, the model was exploited to assess the performance of the AS IS scenario of the organization, then to investigate numerous TO BE process configurations and evaluate the achievable performance improvements. Findings – From the study, it emerged that the current efficiency level of the public administration examined has potentials to be significantly improved. For instance, by maintaining its current workforce, the public administration could consider the opportunity of providing additional services to the citizens or to serve citizens from the neighbouring municipalities. Otherwise, the organization could consider a reorganization and reduction of its current workforce, at the same time keeping the service level to its citizens almost unchanged. Research limitations/implications – Results of this study cannot be fully generalized, since the whole analysis is grounded on specific public administration. Moreover, although the simulation outcomes of the TO BE processes show interesting improvements compared to the AS IS scenario, the TO BE configurations were not (yet) implemented in practice. Therefore, the results provided should be confirmed in future research activities. Practical implications – The case study allowed deriving some useful guidelines to improve the efficiency of the public administration examined, as well as to identify some TO BE configurations that could be implemented in practice. Originality/value – Scientific literature includes a limited number of studies that evaluate the efficiency of public organizations in real contexts. Moreover, no studies target public administrations in Italy. Therefore, this case study represents an interesting addition to the literature.

Knowledge Management allows the public service, including municipalities, to promote innovation in the services provision for citizens. To do so, it is necessary to implement it according to the business strategy. Thus, this study aims to create a Business Case to support São José Municipality Administration Office to implement Knowledge Management. As for the methodology, it is an applied research, characterized as a case study, qualitative, bibliographical and descriptive. For data collection, it was applied the Instrument for Evaluation of Knowledge Management in the Brazilian Public Administration, designed by Helou (2015). As conclusion, the researched organization is in the second level of maturity in Knowledge Management, where there are presence of Knowledge Management actions, however these could be better performed. Understanding the organization maturity level, as well as the strengths and improvement opportunities, a Business Case was elaborated with the purpose of guiding and justifying the organization's actions importance for the Knowledge Management implementation in organizational environment.

This study evaluates the relative impacts of tax administration and business characteristics on the tax compliance behaviour of small scale businesses in Nigeria. The role of tax education as an effective tax administration strategy is also considered. Results show that tax education stimulates small businesses tax compliance behaviour, a result that is robust for both business taxes and personal taxes. It is also found that overall tax administration system in Nigeria does not have significant impact on tax compliance among small businesses in Nigeria due to inefficiencies and corruption in the system. Business ownership structure, registration status, and management qualification/experience are all found to promote tax compliance by small businesses in Nigeria.

PurposeThe current article is a research study examining user perception of the usability of an online information system used by business administration students. The online database which it aims to examine is Business Source Premier, which is incorporated in a larger platform of databases called EBSCO. The findings of this research will help with the efficient management of this information service as well as improve the application of this database in an academic library setting.Design/methodology/approachConvenience sampling procedure was used for recruiting participants. The entire class of 22 students taught at Medgar Evers College of CUNY participated in this survey. Users evaluated this database using Oulanov's usability tool, which entails the following eight criteria: Affect, Adaptability, Control, Helpfulness, Efficiency, User Effort, Measures of Effectiveness, and Retrieval Features.FindingsBusiness Source Premier was rated highest in terms of efficiency. Some improvement might be necessary to increase the helpfulness of the system. User effort is another usability criterion that scored lower than the others. Other usability components, including affect, adaptability, control, measures of effectiveness, and retrieval features, were rated highly. The overall performance of Business Source Premier is high and possible paths for improvement are likewise offered.Originality/valueThis case study provided usability assessment of an online business information system used by business administration students, identifying its strong and weak points. This investigation showed that Business Source Premier is efficient and effective tool for conducting research in the field of business administration.

Abstract (sommario):

Purpose – The purpose of this paper is to reveal the contributions made by Charles Clinton Spaulding, a prominent black business leader in the USA in the early 1900s. This paper highlights the management philosophies and practical work of Spaulding, an individual who considerably influenced African-American management thought and practice, and played an important role in Corporate America from the turn of the twentieth century onward. Design/methodology/approach – The research was conducted by reviewing and synthesizing a number of writings including published works by Spaulding himself, as well as articles about Spaulding from sources such as history journals, newspapers and other resources. Findings – Spaulding’s contributions were significant, from his insight regarding the fundamental necessities for the effective management of a business, to his management style and implementation of practices which reflected his recognition of the importance of transformational leadership, employee development, diversity, corporate social responsibility and a strong positive culture for the successful management of an enterprise. Thus, this paper concludes that the title of “Father of African-American Management” is a fitting tribute to this business pioneer who overcame the odds to become the most successful black business executive in the early twentieth century. Originality/value – The contributions made by minorities, including African-Americans, to management thought and practice have not been adequately covered in the literature. This paper begins to fill a noticeable void by drawing from infrequently acquired sources such as Spaulding’s article “The Administration of Big Business” and highlighting his contributions to the African-American community and the business community at large.

Community service activities aim at increasing the capabilities of HPI Karimunjawa members so that they are able to develop their potential to improve the welfare of tour guide entrepreneurs in the Karimunjawa Islands. The method used is the presentation of the concepts of administration and bookkeeping management, the concept of business and business administration systems, the concepts and strategies of business marketing, and the guided practice of assisting the filling of various business administration documents, and the practice and assistance of technology-based business administration management for HPI Karimunjawa using the online method. the job training and peer tutors. Based on the results of evaluations of the community service activities, it was found that: 97% of participants were able to explain the concepts of administrative management and bookkeeping able to master the material well, 85% of participants were able to explain the management of business and business administration systems well, and 97% were able to demonstrate the skills of marketing strategy management good business. Community service activities have been carried out properly in accordance with the planned program but to improve the use of technology it is necessary to improve the quality of internet network infrastructure in the Karimunjawa Islands.

Richard Nixon, moved by philosophical, practical, and political considerations, made minority business enterprise a theme of his 1968 presidential campaign and his first administration. By using set-asides, the Nixon administration overcame its meager funding of the Office of Minority Business Enterprise (OMBE) and encouraged minority entrepreneurship. Nixon's actions influenced federal policy toward minority owned businesses for two decades.

Purpose – Exploratory insights into the graduate student experiences of offshore MBA programmes in Vietnam are presented. Students are considered key stakeholders in the higher education (HE) debate, and their views were sought in light of recent shifts in HE worldwide, associated business education changes, nagging questions around the quality of MBA programmes, and the need to consider how all these factors might influence the MBA student experience in a developing economy such as Vietnam. The literature confirms a disconnection between what management education providers offer in MBA programmes and what management education users (here, students) are actually receiving, especially when compared to student expectations, needs and outcomes. Here, a portion of the findings from a larger exploratory, descriptive qualitative study, located in Vietnam, is presented. Graduate students’ views as to what they were seeking when enroling in offshore MBA programmes in Vietnam, and how the programme subsequently met their needs, are shared. Recommendations are made as to potential improvements in curricula design, review, administration, and processes in response to these findings. The paper aims to discuss these issues. Design/methodology/approach – Findings from an exploratory, descriptive qualitative study, located in Vietnam, are presented. Semi-structured interviews were conducted with graduates of offshore MBA programmes in Vietnam, drawn from the graduates of three case study HE provider organisations. Interviews were transcribed verbatim in Vietnamese, then translated into English. Findings – Graduates’ views as stakeholders in the provision of offshore MBA programmes in Vietnam are shared. Qualitative analysis revealed evidence of their attitudes, perceptions, and knowledge relating to offshore MBA programmes in Vietnam. The narratives and interpretations offer insights into both the perceived benefits and limitations, and empirical evidence as to whether graduates’ original expectations were met. Research limitations/implications – This was a qualitative, exploratory, descriptive study, deliberately undertaken in the absence of others like it in the literature. The research relies upon interview and focus group data gathered from three case study organisations and exploring the perceptions of three different stakeholder groups: graduates of offshore MBA programmes (findings shared here); employers of offshore MBA graduates; and MBA programme providers (including programme managers, administrators and/or teaching staff). This paper includes only the perspective of graduates of offshore MBA programmes in Vietnam, on the basis that rich exploratory information can be derived from a few cases (Perry, 1998). Practical implications – The literature confirms a potential for disconnection between what management education providers offer in MBA programmes and what management education graduates actually receive, compared to graduate’s original expectations, needs and wants. Here, empirical evidence of this intersection is examined. Social implications – The graduate narratives share crucial exploratory evidence offering a better understanding of the needs and expectations of MBA graduates who might be considering enroling in offshore MBA programmes in Vietnam. These findings are especially important with regard to understanding the sustainability and value of offshore MBA programmes being delivered in Vietnam, especially given the country’s current state of economic, political and cultural transition, and the associated need for businesses and workers to be able to operate successfully in an international business environment. Originality/value – No previous studies evaluating the value of MBA programmes in Vietnam have been located. At a time when Vietnam is in economic, cultural, and political transition, knowledge to assist and support their HE sector is crucial. Recommendations are made as to potential improvements in Vietnamese offshore MBA programme curricula design, review, administration, and processes in response to these findings.

This article was built in an essay style, that is, it intentionally exposes the subject/object relationship, prioritizing content over form. Thus, the text does not present a traditional form of division, but reflections that will be guided by the questions: Does it make sense to directly transpose business management tools to public management? Is the public administration a field equivalent to the field of business management or are these differences substantial? In order to answer them, a reflection was made on the concept of modernization in public administration, the differences between public administration and business administration and, finally, starting from an analysis of government documents on modernization and reports of experiences on the incorporation of Business Management Tools, it was concluded that it is up to the field of public administration to build its notion of modernization and to forge its own management tools to make this modernization possible.

The article highlights the system of public regulation and administration of the small business. The purpose of the article is to study features of public regulation and administration in the sphere of small business and to form conceptual foundations of its improvement. The subject-matter of the study is the theoretical and practical aspects of public regulation and administration of small business in the country. In the course of research, the following methods are used: dialectical – to identify factors and system of public regulation, system analysis – to determine the essence of state support for the country’s economy, graphical analysis – to present schematically the general theoretical and practical results of the study, logical generalization of results – to substantiate the basic prerequisites for the formation of state support system for small business. The essence and importance of public regulation and administration in the sphere of small business are studied. Index of Economic Freedom is analysed and the ranking of countries by the ease of doing business is built. It is determined that the current political and economic situation in Ukraine is unfavourable, which considerably slows down the development of small business. Main prerequisites for the formation of the system of public regulation and administration of small business are revealed and justified: improving the legal framework to facilitate the development of small business; providing a system of benefits for small business; development of business environment infrastructure; expansion of small and large business cooperation; state support for the development of factoring and leasing activities; providing financial and credit and also investment support to the business sector; management and information support.

Introduction: Lack of accountability demands in university business administration may be as a result of less attention given to genuine learning approach in university education. This study was undertaken to assess the causal effects of task-based approach to learning risk management on effective business decision making and outcome appraisal of universities in Nigeria. Method: The study was a true experimental design study aimed at Knowledge and Learning Management (KALM) in universities for enforcing business accountability. The population included 250 undergraduate final year students of educational management in public universities in Cross River State, Nigeria for 2017/2018 session. The sample consisted of 120 subjects purposely selected. A researcher constructed instrument was validated and had a reliability coefficient of 0.88 obtained using cronbach’s alpha method. Three research questions and one hypothesis guided the study. Data was analysed using mean, percentage and independent t-test analysis. Results: The results showed that task-based approach produced improvement in knowledge after learning risk management. Male and female students learned risk management in the same way for university business decision making and outcome evaluation. Discussion and conclusion: Based on the result above, task-based approach to learning risk management guaranteed development of knowledge and cognitive skills of university students in university business opportunities. The implication of this finding was that students’ learning motivation and task sharing towards knowledge retention in university business outcome could not have been achieved unless something urgent was done to address the issue in a timely manner. Therefore, university management should be able to pay particular attention to genuine learning of task processes and task strategies in risk management. More so, university teachers should be aware of the benefits of integrating learning stages of pre-task, task cycle and post task in enhancing quality decision making choices in university business offers.

Decentralization reforms cause social challenges and shape a new configuration, conditions and behavioral etiquette for business entities in the fiscal environment of local communities in Ukraine. Destinations with significant tourism potential can form a powerful budgetary resource through local taxes, including tourist tax. The study aims to develop a tourist tax administration system in the context of drawing up local budgets and fiscal targets of hospitality businesses. The dynamics of tourist tax revenues to local budgets was traced, which shows a rapid growth in the pre-pandemic period by 47.1% and a slight decrease in 2020. The forecast indicators for the tourist tax growth are determined: by the end of 2022, it is 73.4% compared to 2019. The likelihood of achieving such results is justified by the increase in domestic tourist flows and the possibilities of increasing the efficiency of the tourist tax administration system. Most united territorial communities (UTC) have problems with formalizing the management process, lack of strategic vision, partial or complete lack of information on budgeting and administration of taxes and fees, including tourist tax. This led to the following proposals: the development of strategies and tactics that motivate fiscal discipline; assistance to cooperation of hospitality entities with UTCs; providing digitalization, agilization and forward-looking improvements that set benchmarks for business. The emphasis is on hospitality businesses’ ability of effectively utilize the financial resources generated by the tourist tax, which will contribute to developing the overall potential of UTCs and shaping the competitiveness of territories.

The Ukrainian energy market has been analyzed region-wise in terms of consumption of fuel and energy resources by household sector. Critical aspects of improving energy security have been reflected in the context of the use of energy resources. The principal directions of the socially responsible market economy system have been offered in the light of the country’s economic security in terms of overcoming “fuel poverty”. Cognitive features of the “fuel poverty” phenomenon have been defined. Mathematical modeling of the “fuel poverty” index has been carried out using the following approaches: “after fuel cost poverty”; energy expenditure above 10% of disposable income; the Low Income – High Costs, where households with relatively high energy costs and low income are emphasized. A model of the final calculation of household energy costs has been developed for the purpose of optimal management. The graphical abstract of the obtained “fuel poverty” index solutions has been presented, with the upper left corner – low income – high costs – serving as a critical zone. The block diagram of improving the socially responsible market economy system in the light of overcoming “fuel poverty” has been offered.

The implementation of market orientation plays a valuable role in the complex public sector, because it enables numerous entities responsible for the development of different levels of public administration to respond more efficiently to the demands of its users and other stakeholders. The current fragmented territorial structure and low level of decentralization reduce the developmental potential of local administrations in Croatia. However, these obstacles do not relieve the Croatian local administration of their responsibility to fulfil their social mission. The empirical measurement of quantitative and qualitative indicators in Croatian city administrations have determined a medium level of their market orientation. The results of correlation analysis have revealed a statistically significant difference between market orientation levels towards each of the nine analyzed groups of stakeholders. As presumed, the city administrations exhibit the highest market orientation level toward citizens. Additionally, the research has confirmed the positive influence of higher multiple stakeholder market orientation of city administrations on their subjectively measured performance. These results should be observed and assessed, taking into account the fact that the Republic of Croatia does not prescribe a legal obligation to monitor the city administration performance nor directly encourages it.

This paper considers a public management perspective on management in the public sector. It begins by setting out two contrasting perspectives, those of business management and of public administration. It contends that the present Conservative government has strongly backed a business management approach to the public sector, with the emphasis being placed on the ‘Five Es’ of economy, efficiency, effectiveness, excellence and enterprise. However, it notes the relative neglect of effectiveness in favour of a rather narrow and short-term concern with economy and efficiency. The paper considers the public administration approach which emphasises the normative differences between the public and private sectors. The paper concludes with an examination of the emerging public management perspective which aims to combine the instrumental insights of business or generic management with the normative orientation of public administration.

The short length and rapid flow of rivers in Taiwan lead to vast differences between river reservations and silting. River dredging is a necessary measure to reduce flood damage and prevent secondary disasters from striking residents along riverbanks during flood seasons[1]. The government of Ilan County in Taiwan was the first to perform river dredging projects using public administration (PBA). This approach resulted in strong performance in disaster prevention and increased local sources of income[1]. However, operational mode was adopted by government departments, the efficiency of which is lower than that of government-owned but privately-run organizations. In other words, the PBA method increased governmental revenue; however, it remains unknown whether overall effectiveness was enhanced. A river dredging project commissioned by Hsinchu County incorporated professional construction management (PCM) in addition to PBA to increase operational performance[2]. This study analyzed and compared the two projects. From the aspect of management, river dredging conducted under the PBA method complicates operational management. Commissioning PCM for operations enables the coordination of various interfaces and enhances the progress of construction. PCM teams also serve as the connecting link between owners and contractors through the implementation of multi-layer structures, hierarchical responsibilities, centralized management, mutual supervision, and reduced abuses, enhancing overall project quality.
