The need for increased national cyber security situational awareness is evident from the growing number of published national cyber security strategies. Governments are progressively seen as responsible for cyber security, but at the same time increasingly constrained by legal, privacy and resource considerations. Infrastructure and services that form part of the national cyber domain are often not under the control of government, necessitating the need for information sharing between governments and commercial partners. While sharing of security information is necessary, it typically requires considerable time to be implemented effectively. In an effort to decrease the time and effort required for cyber security situational awareness, this study considered commercially available data sources relating to a national cyber domain. Open source information is typically used by attackers to gather information with great success. An understanding of the data provided by these sources can also afford decision makers the opportunity to set priorities more effectively. Through the use of an adapted Joint Directors of Laboratories (JDL) fusion model, an experimental system was implemented that visualized the potential that open source intelligence could have on cyber situational awareness. Datasets used in the validation of the model contained information obtained from eight different data sources over a two year period with a focus on the South African .co.za sub domain. Over a million infrastructure devices were examined in this study along with information pertaining to a potential 88 million vulnerabilities on these devices. During the examination of data sources, a severe lack of information regarding the human aspect in cyber security was identified that led to the creation of a novel Personally Identifiable Information detection sensor (PII). The resultant two million records pertaining to PII in the South African domain were incorporated into the data fusion experiment for processing. The results of this processing are discussed in the three case studies. The results offered in this study aim to highlight how data fusion and effective visualization can serve to move national cyber security from a primarily reactive undertaking to a more pro-active model.

This mini-dissertation discusses South African social security and retirement reforms that will be used as guidelines towards promulgation of the new Pension Funds Act which will incorporate both private and public pensions. These proposals have been highlighted in the Retirement Reform Discussion Paper issued by National Treasury in 2004 and the Social Security and Retirement Reform paper, issued by both National Treasury and Department of Social Development, 2007. Further, the recent discussion papers entitled ‘Strengthening Retirement Savings and a Safer Financial Sector to Serve South Africa Better’ published in 2011 and 2012 respectively have strengthened social security and retirement reforms debate in South Africa. This mini-dissertation will incorporate both social security and retirement reforms.

This thesis examines the processes of policymaking in South Africa, as expressed through the shifts in income maintenance policy. The thesis focuses on the processes leading to the establishment of the South African Social Security Agency (SASSA), as its case study. SASSA is the institutional framework for the delivery of social grants. Our intention is to test the efficacy of what we have called ‘state learning’ in the South African context. Therefore, the overall aim of the study is to assess the capacity of the ‘state to learn’ in the process of policymaking as expressed through the shifts in social grant administration and the institutional framework of social welfare in South Africa. The subsidiary goals of the research includes mapping changes in the system of social grants administration since 1994 in order to assess the sources of the shifts in its institutional framework; to assess processes and responses within the state that result in policy shifts and the extent to which these can be considered dimensions of state learning; to assess the power of ideas in the policymaking process and to assess the influence of non-state agencies/actors in policy contestation and learning processes. This is essential, because social policy, especially welfare policy research in post-apartheid South Africa, has focused on the economic value of policies and not the political processes in policymaking. For the framework of analysis the study draws on theories of learning, especially at the organizational or institutional level. We start from the perspective that policymaking and implementation cannot be reduced to a neatly ordered schema (Lamb: 1987:6). Further, that policy change and policymaking are “iterative, haphazard, and highly political processes, in which the apparently logical sequences of decision-making, may turn out to be the reverse” (Lamb, 1987:6). This is mainly because state building is a complex affair and a contested terrain; policy learning and making are neither benign nor do they involve the state working in isolation (Sabatier, 1998). To understand processes of policymaking in South Africa, we rely on content analysis of primary and secondary materials or documents and in-depth interviews with key informants involved in the policy process. The documentary sources include records of parliamentary debates, green and white papers on social welfare, ANC party documents, presidential task force reports, newspapers, magazines and court judgments. The study reveals that the establishment of SASSA lends itself to the idea of ‘state learning’. Learning is indicated in South Africa by the capacity and ability of the state to stimulate ideas, debate ideas to establish ideational matrixes as well as paradigms that have informed the development of policy, take ideas and implement them to try and solve mismatches between the intention of the state and the outcomes and the ability of the state to produce policy.

Globalisation has resulted in the increase of migrant workers who cross borders in search of better opportunities and greener pastures. Migrant workers, wherever they decide to relocate, are at the risk of arbitrary arrests and illegal deportations which infringe their right to liberty and security. Many unreported cases show that migrant workers in South Africa have to endure inhuman treatment every day, through the implementation of deportation laws by law enforcement agencies. This is however, done in a manner which disregards their possession of necessary documentation authorising them to be in the country. The Constitution of South Africa, legislation and other related policies provide for the protection of the right to liberty and security of migrant workers. It is against the above that this mini dissertation examines and analyses how the implementation of deportation laws impacts on the right to liberty and security of migrant workers. This mini dissertation points out that there is a dire need to ensure that the implementation of deportation laws complies with the requirements of the right to security and liberty of persons accorded to the status of migrant workers by the Constitution and other related legislation or policies. The methodology made use of in this research is qualitative. This research used legislative texts, case law, journal articles and other academic commentary to acquire information on the right of migrant workers and their plight in South Africa. The study also makes recommendations for appropriate domestic law reform in respect to how deportation laws can be implemented in a bid to protect the right to liberty and security of migrant workers. These recommendations are designed to ensure that law enforcement agencies adhere to the law and procedure which protect migrant workers from arbitrary arrests, and illegal deportations.

Africa is the continent where home sapiens was born and with its worn out soils, fitful rain and rising population could very well provide a glimpse of our species’ future. The trends that are behind the current deterioration in food security go far beyond agriculture itself. South Africa is food secure at a national level and has been meeting its food needs from domestic sources in the past twenty years. However, in spite of its food secure status, 35% or 14.3 million South Africans are vulnerable to food insecurity. Food security challenges appear to be considerable against a backdrop of a South Africa being a net importer of wheat together with local cereal production that can fluctuate by up to 36% between years. It is unknown to what extend the true impact of climate change might affect this and other agricultural activity; a declining indigenous population as the HIV/AIDS pandemic takes effect; a population poorly endowed with an entitlement to gain access to sufficient food and nutrition; a dependency on oil for energy resulting in an outflow of foreign exchange, expensive agriculture and agricultural crops changed into fuel crops and markets that allocates the limited resources, but not feeding the needy poor. Considering the above, the determinants of food security for South Africa were grouped under the following headings: - Entitlement - Demography - Agriculture - Energy - Climate change - Markets. Nobody who has money to pay for food is starving therefore, given the pervasiveness of malnutrition, the money made by merchants in the food trade does seem an affront to common notions of economic justice. The economic and political point is missed when merchants are blamed for conditions that promoted huge food imports and malnutrition. Merchants are not interested in famine but in commercial markets. These merchants thrive upon a system that excludes the hungry. Recent protectionist behaviour by food export countries and the structural shift in the demand of food require South Africa to evaluate its food security determinants. South Africa requires accurate policies to guide its food security efforts towards 2030.

Since the deregulation of Voice over Internet Protocol (VoIP) in 2005, many South African organizations are now attempting to leverage its cost saving and competitive values. However, it has been recently cited that VoIP is one of the greatest new risks to organizations and this risk is cited to increase Information Security insurance premiums in the near future. Due to the dynamic nature of the VoIP technology, regulatory and legislative concerns such as lawful interception of communications and privacy may also contribute to business risk. In order to leverage value from the VoIP implementation, an organization should implement the technology with knowledge of the potential risk of civil liability. This is further highlighted by the King III Report which indicates that the Directors of an organization should be ultimately responsible for Corporate Governance and, therefore, IT Governance and Information Security Governance. The report goes further to say that any newly implemented technology, such as VoIP, should comply with all South African legislation and regulations. This responsibility encourages the practice of both due care and due diligence. However, recent trends exercised by Information Security professionals, responsible for drafting Information Security policies and related procedures, often neglect the regulatory requirements and choose to only implement international best practices with no consideration of the risk of civil liability. Although these best practice frameworks may inadvertently comply with existing local legislation, a chance of an oversight is possible. Oversights may not only result in criminal sanctions, but also civil action due to losses or damages suffered. With regard to implementing VoIP, good Corporate Governance could potentially be ensured through the use of both identified regulations and relevant international best practices. This dissertation aims to aid organizations in avoiding or at least mitigating the risk of civil liability to better leverage VoIP’s value, through good Corporate Governance practices. This should aid in the exercise of due care and due diligence when implementing VoIP as a means of conducting business communication.

ENGLISH ABSTRACT: This study aims to understand the processes and factors that explain the framing of HIV and AIDS policy in Botswana, South Africa and Swaziland. Africa remains the global epicentre of the HIV and AIDS epidemic with Southern Africa remaining the most affected region in the world. The investigation centres on the HIV and AIDS policymaking discourses and dynamics leading to the securitisation of the epidemic in the three countries. The central focus of the study covers the timeframe of the leadership of President Mogae in Botswana, President Mbeki in South Africa and King Mswati III in Swaziland. This period is important as it characterises the HIV and AIDS epidemic being elevated onto the political agenda of the respective countries. This dissertation relies on two strands of theoretical literature namely, public policy theory and securitisation theory to help explain the framing of policy decision-making that leads to the process of securitisation of the HIV and AIDS epidemic in the three countries. This study is a multiple case study within the qualitative research paradigm. This research is based on three case studies: Botswana, South Africa and Swaziland. As far as data collection is concerned, this study drew on primary sources of data, which consisted of documents obtained during the fieldwork from various stakeholders such as such as official government documents, as well as official documents from international and domestic HIV and AIDS organisations. Twenty semi-structured interviews were also conducted between 2007 and 2008 with various stakeholders including government officials, representatives of domestic and international HIV and AIDS organisations operating in the respective countries, researchers from think tanks and academics. In addition, eleven exploratory interviews were also conducted as part of the fieldwork process. Furthermore this study also relied on various secondary sources of data such as scholarly articles and books, official documents and legislation and newspaper articles. The preliminary results collected and analysed in this study suggest that Botswana, South Africa and Swaziland have all demonstrated a degree of formal commitment to adopting international guidelines to combat the epidemic. The thesis shows that while all three countries may share the burden of the epidemic, each presents a different political, social and cultural identity with different institutional architects (both foreign and domestic) that determined the nature of the response policy to the epidemic. The study shows that each of the three case studies presents an example of differing degrees of securitisation attempts: i) Botswana - successful securitisation; ii) South Africa - unsuccessful securitisation; and iii) Swaziland - partial securitisation because different actors and audiences are positioned at varying points along a spectrum of securitisation. This degree of securitisation can be linked to the acceptance of international ideas and the prevailing global discourse regarding the HIV and AIDS epidemic and the openness to forming collaborative agreements between state and non-state actors in each of the three countries.
AFRIKAANSE OPSOMMING: Hierdie studie poog om ’n begrip te ontwikkel van die prosesse en faktore wat verklaar hoe beleid rondom MIV en VIGS in Botswana, Suid-Afrika en Swaziland geraam word. Die Afrikavasteland is nog steeds die wêreld se MIV en VIGS-episentrum en die Suider-Afrika-streek loop die mees gebuk onder die epidemie. Die ontleding sentreer op die MIV en VIGS beleidsdiskoerse en die dinamieke wat aanleiding gee tot die beveiliging van die epidemie in die drie lande. Die kollig val op die tyd toe President Mogae van Botswana, President Mbeki van Suid-Afrika en Koning Mswati III van Swaziland aan bewind was. Hierdie periode is van belang omdat dit die tyd was toe MIV en VIGS op die drie lande se politieke agendas geplaas is. Die proefskrif gebruik literatuur uit twee teoretiese velde, naamlik openbare beleidsteorie en sekuriteitsteorie, om te verklaar hoe daar op bepaalde beleide besluit word, hoe dit geraam word, en die proses waarvolgens MIV en VIGS gevolglik in die drie lande beveilig word. Die studie is ’n meervuldige gevallestudie binne die kwalitatiewe navorsingsparadigma. Die navorsing is op drie gevallestudies gebaseer, te wete Botswana, Suid-Afrika en Swaziland. Ten opsigte van data-insameling, het die studie van primêre databronne gebruik gemaak bestaande uit bewysstukke wat van verskeie belangegroepe verkry is. Hierdie stukke beslaan amptelike regeringsdokumente en amptelike dokumentasie van internasionale sowel as nasionale MIV en VIGS-organisasies. Daar is ook met verskeie belangegroepe onderhoude gevoer. Die belangegroepe het bestaan uit regeringsamptenare, die verteenwoordigers van nasionale en internasionale MIV en VIGS-organisasies betrokke in die drie lande, akademici, en kundiges by navorsingsinstansies. Twintig semi-gestruktureerde onderhoude is in 2007 en 2008 gevoer. Boonop is daar as deel van die empiriese navorsing 11 verkenningsonderhoude gevoer. Die studie het ook van verskeie sekondêre databronne soos vakwetenskaplike artikels en boeke, amptelike dokumentasie, wetaktes en koerantartikels gebruik gemaak. Die voorlopige bevindinge dui dat Botswana, Suid-Afrika en Swaziland elkeen hulself tot ’n mate formeel tot internasionale riglyne verbind het om die epidemie te beveg. Die proefskrif bewys dat ofskoon al drie lande swaar aan die las van die epidemie dra, daar by elkeen verskillende politieke, maatskaplike en kulturele identiteite, asook institusionele argitekte (plaaslik sowel as buitelands) bestaan wat die aard van die beleidsrespons bepaal het. Die studie dui verskillende grade van beveiliging by elkeen van die gevallestudies: i) Botswana – suksesvolle beveiliging; ii) Suid-Afrika – onsuksesvolle beveiliging; en iii) Swaziland – gedeeltelike beveiliging. Despite having a significant agri-food sector, South Africa is faced with strong food security issues related to high inequalities and the legacy of the apartheid regime. The South African food system finds itself at risk of alienating the majority of its citizens from realizing their right to access food granted by the South African Constitution (1996) Section 27(1)(b). Increasing poverty, unemployment and poor governance are making it harder for ordinary South African citizens to put safe and nutritious food on the table. Part of the food security issue in South Africa is that there is an inefficiency in public policies. It can be explained by the extreme segmentation of public action between departments and also by the limitations and ineffectiveness of decentralization resulting in little to no involvement from local governments. Like most socio-economic issues, the effects of food insecurity are first experienced on the ground at the local level where municipalities are at the forefront. The absence of effective policy around food security and food systems at the local level in South Africa leaves room for research on improved local food governance. Municipalities should be best suited to understand the consequences of food insecurity and could therefore use some of their constitutional mandate which provides some room for manoeuvre with regard to food issues. The aim of this study is to raise awareness of food security issues at the municipal level and to identify ways to facilitate engagement by municipalities. Its main objective was to adopt a foresight approach, using scenarios with local actors, and to understand how it can help improve the engagement of municipalities and citizens in the food security debate and take possible action. This research has made use of an existing collaboration between the Centre of Excellence in Food Security (CoE-FS) and the South African Local Government Association (SALGA) developed in the Western Cape. The collaboration focuses on the understanding of the food policy space in South Africa, the results of existing policies, and how the co-production of knowledge between stakeholders, notably at the local level, can contribute to policy improvement.

Technological advancement have seen South African government departments, state owned entities and private companies using cyberspace as a platform of interaction and the storage of information. Technological advancements have a positive impact due to the compression of space, time and thereby ensuring fastpaced interaction across borders. These technological advancements have, however resulted in most organisations, both private and public, becoming prone to cybercrimes and related incidents. In an initiative aimed at countering these threats, the South African government has passed various laws. The National Cybersecurity Policy Framework (NCPF) is a South African Policy framework aimed at countering an increase in the occurrence of cybercrimes and related incidents. This research analyses the status in the implementation of the NCPF objectives allocated to the Department of Telecommunications and Postal Services (DTPS). Then the barriers in the Implementation are unpacked guided by the literature reviewed and finally recommendations on how to counter the identified barriers are provided post the data collection. The report firstly provides an outline of the global perspectives on cybersecurity which is followed by the regional cybersecurity measures, and then the national cybersecurity measures proposed by the South African Government department are outlined. The latter parts of the report focuses on the NCPF in terms of its scope, goals, objectives and stakeholders. Finally, focus is shifted to the DTPS as a chosen area of research wherein data was collected in a form of one-on-one, semi-structured interviews with relevant parties. The results of this research are presented as a narrative description that is synthesised to develop the theoretical conjecture and empirical generalisation of the entire research. This research uncovered that there are numerous barriers in the implementation of the NCPF both within the DTPS as well as between the DTPS and various stakeholders entrusted with the implementation responsibility. The last chapter consists of general conclusions made by the researcher based on the research conducted which is then followed by recommended countermeasures which will be communicated to the DTPS as well as all stakeholders who will be affected by the proposed recommendations.

The countries include Australia, Canada, South Africa, the United Kingdom, and the United States. The study addresses relevant international legal standards and justifications. This multidisciplinary analysis includes a systems thinking approach from a legal, business, governmental, policy, political theory, psychosocial, and psychological perspective. The study implements a comparative law and sociolegal research strategy. Historic, linguistic, and statistical strategies are applied. The study concludes with a next step proposal, based on the research, for the international community, the five countries in the study, and specifically, South Africa as it has yet to enact a sound DPSIP approach.

E-commerce is growing rapidly due to the massive usage of the Internet to conduct commercial transactions. This growth has presented both customers and merchants with many advantages. However, one of the challenges in E-commerce is information security. In order to mitigate e-crime, the South African government promulgated laws that contain information security legal aspects that should be integrated into the establishment of information security. Although several authors have written about legal and policy aspects regarding information security in the South African context, it has not yet been explained how these aspects are used in the provision of information security in the South African corporate environment. This is the premise upon which the study was undertaken. Forty-five South African organisations participated in this research. Data gathering methods included individual interviews, website analysis, and document analysis. The findings of this study indicate that most organisations in South Africa are not integrating legal aspects into their information security policies. One of the most important outcomes of this study is the proposed Concept Model of Legal Compliance in the Corporate Environment. This Concept Model embodies the contribution of this study and demonstrates how legal requirements can be incorporated into information security endeavours. The fact that the proposed Concept Model is technology-independent and that it can be implemented in a real corporate environment, regardless of the organisation’s governance and management structure, holds great promise for the future of information security in South Africa and abroad. Furthermore, this thesis has generated a topology for linking legislation to the provision of information security which can be used by any academic or practitioner who intends to implement information security measures in line with the provisions of the law. It is on the basis of this premise that practitioners can, to some extent, construe that the integration of legislation into information security policies can be done in other South African organisations that did not participate in this study. Although this study has yielded theoretical, methodological and practical contributions, there is, in reality, more research work to be done in this area.

This study examined different elements within the classroom, school and environment in order to establish their influence on technology implementation in schools. A review of the literature suggests that the integration of computers in schools is influenced by a number of separate but inter-related factors. If technology implementations in schools are to achieve the desired objectives as outlined in the e- Education White Paper, it is important that such efforts are cognizant of the unique characteristics of each school setting. Eight schools in Polokwane (Limpopo, South Africa) were chosen for this study, which was intended to evaluate current technology integration efforts against existing policy; and to see what policy lessons may be drawn from this.

The research reported in this dissertation focuses on seamless data sharing in e-government space because of the intrinsic complexity, disparity and heterogeneity of government information systems as well as the need to improve government service delivery. The often observed bureaucracy in government processes, especially when verifying information, coupled with the high interdependency of government departments and diversity in government operations has made it difficult to improve government service delivery efficiency. These challenges raise the need to find better ways to seamlessly share data between government to citizens, government to businesses, government to suppliers and government to public institutions. Obviously, efficient automatic data sharing is an important phenomenon that contributes to improvements in communication, collaboration, interaction and efficiency in the service delivery process because it reduces information verification time and improves reliability of information. The general applications of data sharing systems become perceptible in institutions such as banks and government establishments where information verification is highly necessary in the process of service delivery. Data sharing usually occurs between a data holder and a data requester when copies of authorized data are transported from the source databases to the requester. This data sharing process should guarantee a high level of privacy because of the confidential nature of certain data. A data integration gateway (DIG) is being proposed in this research as a methodological solution to seamlessly share data in e-government space, using Hippocratic database principles to enforce data privacy. The DIG system is a centralized web application that utilizes a lightweight database within the government data centre to hold information on data contracts, data sources, connection strings and data destinations. The data sharing policies are stated as contracts and once indentures on how to share data are established between different data publishers, it is possible to ensure a seamless integration of data from different sources using the DIG application being proposed in this dissertation. The application is malleable to support the sharing of publisher data that are stored in any kind of database. The proposed DIG application promises to reduce costs of system maintenance and improve service delivery efficiency without any change to the existing hardware infrastructure and information systems residing within different government departments.

The study found that there is marked poverty in Lekoko village, and that food security is lacking. Purchasing power of household commodities and consumables is observed to be non-existent. Agriculture as a form of food security has eluded many because of drought. All those who practised subsistence fanning are unable to do so. Food security is greatly impaired; the people cannot access sufficient aid and nutritious food. This includes the problem of food production, preservation and storage. The projects and programmes initiated by the Government to alleviate poverty do not reach the people. Substantial changes are needed to expedite the distribution of food Production resources. Formal and informal institutions should be involved in bringing about transformation of the structures, which are currently blocking the socio-economic. Premium access to information and social networks as well as to the State should be improved. The onus rests with extension officers to support the people and bring about generation of livelihoods with institutional reform to reduce vulnerability and risks.

Over the past couple of years, the South African government has been offering varied support to households that are engaged in small-scale farming, with the objectives of improving their livelihoods, income and food security. Although the various rounds of the General Household Survey (GHS) gathered information on the type of agricultural support received by the farmers, their production, agricultural income and food security status, there is limited empirical evidence on the extent to which the agricultural support programme is yielding the intended results. Very little is also known about how the beneficiary households perceive the agricultural support programme as either relevant or otherwise. This study fills these gaps in the literature using the GHS data spanning the period 2013 to 2016 to assess how government agricultural development support influences the livelihoods of small-scale farmers in South Africa. This broad objective is divided into two specific objectives: (1) to assess the effects of government agricultural development support on agricultural income, production and food security of beneficiary small-scale farmers in South Africa; and (2) to assess the usefulness of the government agricultural development support for the beneficiary small-scale the government agricultural development support for the beneficiary small-scale farmers in South Africa. By combining descriptive analysis with Propensity Score Matching (PSM) and logistic estimation techniques to address these objectives, the results indicate that from the year 2013 to the 2016 survey years, the proportion of households who have access to agricultural development support has decreased marginally by about two percent. Access to support has remained higher among males than females; farmers who have low levels of education than those with high levels of education. Across provinces access to agricultural support is high in the Eastern Cape, KwaZulu-Natal, Northern Cape, North -West and Mpumalanga, but very low in the Free State, Limpopo, Gauteng and Western Cape. The agricultural development assistance given by the South African government is effective in reducing food insecurity, as well as in improving the production and income of the beneficiary smallscale farmers. However, the results suggest that the agricultural support system is having a heterogeneous impact on beneficiary small-scale farmers, depending on their gender and geographical locations.

The study was undertaken to examine the contribution of child support grant (CSG) towards alleviation of poverty in South Africa. This is necessary because CSG is meant to support children from poor background in order to improve their general wellbeing. The literature review undertaken in this study shows that CSG is contributing towards alleviation of poverty in Masodi village. The literature review further highlights that there are various challenges that disturbs the strategies of the government in delivering world class social assistance to the citizens of South Africa. Another finding are that there are barriers in the utilization of system that are used to pay CSG as it is outdated, and need to be updated. This challenge justifies why there are several corruption cases in the social pension system (SOCPEN). One of the findings of the study is that CSG plays a direct role in the life of beneficiaries in improving socio-economic conditions in their lives; children are able to attend school, improve on nutrition and access health services. The main recommendation of the study is that government should increase the amount of CSG; it should be extended to the age of 21 to enable the children to attend higher learning institutions. In order to assist children to overcome the challenges of poverty, accessing higher education would reduce dependency on the government in the long run, as they will acquire skills that will make them employable.

Information security research shows that employees are a source of some of the security incidents in the organisation. This often results from failure to comply with the Information Security Policies (ISPs). The question is, therefore, how to improve information security behaviour of employees so that it complies with the ISPs. This study aims to contribute to the understanding of information security behaviour, especially how it can be improved, from an intrinsic motivation perspective. A review of the literature suggested that research in information security behaviour is still predominantly based on the extrinsic perspective, while the intrinsic perspective has not received as much attention. This resulted in the study being carried out from the perspective of the self-determination theory (SDT) since this theory has also not received as much attention in the study of information security behaviour. The study then proposed an information security compliant behaviour conceptual model based on the self-determination theory, (ISCBMSDT). Based on this model, a questionnaire, the ISCBMSDT questionnaire, was developed using the Human Aspects of Information Security Questionnaire and SDT. Using this questionnaire, a survey (n = 263) was carried out at a South African university and responses were received from the academic, administrative and operational staff. The following statistical analysis of the data was carried out: exploratory factor analysis, reliability analysis, analysis of variance (ANOVA), independent samples test (t-tests) and Pearson correlation analysis. The responses to the survey questions suggest that autonomy questions received positive perception followed by competence questions and relatedness questions. The correlation analysis results show the existence of a statistically significant relationship between competence and autonomy factors. Also, a partial significant relationship between autonomy and relatedness factors as well as between competence and relatedness factors was observed. The exploratory factor analysis that was performed on the questionnaire produced 11 factors. Cronbach alpha was then computed for the eleven factors and all were found to be above 0.7, thus suggesting that the questionnaire is valid and reliable. The results of the research study also suggest that competence and autonomy could be more important than relatedness in directing information security behaviour among employees.

Seaports, or harbours, play a vital role in the logistical supply chain, since they handle the largest volumes of containerised cargo and bulk goods that enter any country. Over the decades, globalisation and free trade have resulted in increased movement of cargo and people through the sea ports. The security functions in all categories of the ports are of paramount importance, seeing that border posts or ports are the main entry and exit points of any country. The marine transport system is responsible for 95-98 per cent of South Africa’s imports and exports. South Africa’s maritime sector, and in particular its eight commercial ports-of-entry, play a major role in the South African economy, as well as those of South Africa’s neighbouring landlocked countries. As a result of the volume of cargo containers passing through these ports, it is often challenging to detect or even examine all of the cargo that enters or leaves the port. A 2007 report titled ‘The collective approach to Border Control’ states that the movement of illegal goods crossing South African borders is in the amount of 20 billion Rand per year. The illegal movement of goods represents an enormous loss to South Africa in terms of revenue, as well as customs and excise duties, and negatively impacts on the confidence of our international investors. One of South Africa’s busiest seaports-of-entry is the Durban harbour. This study sought to investigate the challenges presented by the illegal movement of goods through Durban harbour. The research sought to establish how the goods were being moved illegally through the Durban harbour area. The focus is on the security risk control measures that should control the illegal movement of goods from the Durban Harbour. The objectives of this study were: to examine the existing security risk control measures at the Durban harbour; to assess the risks associated with the illegal movement of goods at the Durban harbour; and to identify the security risk control measures required to prevent the illegal movement of goods at the Durban harbour. The study made use of the qualitative research approach to research the unlawful transfer of goods entering through seaports. Three methods of data collection were used. These were a documentary study of police case dockets, an onsite security audit of the Durban harbour, and face-to-face interviews between the researcher and the interviewees in accordance with an interview schedule. Semi-structured interviews were conducted with the SAPS Border Police, customs officials and security officials who were stationed at the Durban harbour. Thirty (30) sample respondents were individually interviewed by the interviewer. An analysis of fifty (50) police dockets which were registered on the SAPS crime administration system for ‘Theft and Contraband Smuggling’ were also analysed, where the scene-of-crime was the Durban harbour. In addition, an onsite evaluation of the current security measures at the Durban harbour was conducted. All of the data collected was analysed using a data-spiral method, which generated themes and categories. The findings established that there are shortcomings or gaps within the existing security measures for the prevention of, and safeguarding the harbour as a port against, criminal risks or security weaknesses. Accordingly, the researcher has recommended certain measures that should assist in eliminating or reducing the associated criminal risks affecting the harbour.

This research project, within the context of security risk management in general and aviation security in particular, aimed to explore the impact of the application of international and local air cargo security regulations on South Africa, with specific reference to the regulations of the International Civil Aviation Organisation (ICAO), as well as the European Union (EU) and the United States of America (USA). In South Africa, since the early 2000s, the South African Civil Aviation Authority (SACAA) has been the lead agency for dealing with and managing the needs for air cargo security. This oversight by SACAA culminated in 2009 with the promulgation of the SACAA Regulation commonly known as Part 108. Accordingly the primary research focus was on the impact Part 108 has had on the air cargo industry in South Africa. In addition, it compared the South African regulations with those of the USA and EU regulations; explored the compliance of the various roleplayers; sought to understand the enforcement of the regulations; and examined the effectiveness of the available security and screening methods. Furthermore, the research attempted to determine whether these regulations had any effect on preventing or deterring crime in the air cargo sector.

Dit is die voedselparadoks: ondanks globale surplusproduksie van voedsel, ly miljoene mense wereldwyd aan wanvoeding en honger, maar veral in die ontwikkelende lande. Suid-Afrika is geen uitsondering nie en ten spyte van selfvoorsiening in voedsel, balanseer die voedselgelykstelling nie. Daar bestaan 'n ekstreme gaping tussen die produksie en verbruik van voedsel. Gevolglik is die probleem wat nagevors is in hierdie studie die gebrek aan voedselsekuriteit binne 'n wereldkonteks met voedselsurplusse en hoe dit reflekteer in Suid-Afrika. Millions of people in the world experience food insecurity and one out ofevery 50 hungry people lives in South Africa. There is enough food on our planet to assure every person of an adequate supply of food; however, this does not guarantee food security for all. This is the food paradox: despite a global surplus production of food, millions of people experience malnutrition and hunger all over the world, but especially in the developing countries. South Africa is no exception and despite self-sufficiency in food, the food equation is not balanced. An extreme gap exists between the production and consumption of food. Consequently, the problem researched in this study is the lack of food security in a world context with surplus food and how this is reflected in South Africa. Against this background a study was undertaken of the causes of food insecurity and the theories and explanations of famine. The focus of this research study is threefold. Firstly it focuses on a conceptual enquiry intohunger, poverty, food security and famine in Africa. Secondly there is an enquiry into the causes of the lack of food security in Africa. Thirdly it focuses on South Africa and an enquiry is done into the incidence of hunger, malnutrition and poverty, and into the national context of food security with the aim of identifying relevant problems in food security. It was found that food security is determined by the availability of food (supply) and the capability of people to obtain it (demand). It appears that the development process, government policy, ecological environment and technology, science and research directly affect the food security of people, and that South Africa does not differ from other African countries in this regard. Although South Africa has achieved food self-sufficiency, millions of people experience hunger because of poverty and the lack of entitlements. The study shows that the South African government has various policy measures for the promotion of food security in place, but that food security does not materialise in practice.

This thesis is an attempt to give a penological evaluation relating to A comparative penological investigaion regarding Correctional Policy and Legislation, which is the aim of this research. This penological literature study will focus on an historic overview of the prison as an institution for punishment. Besides the historical background of the South African prison system it is also thereby placed on the policy and legislation of countries such as the Netherland's and England's prison institutions. After the implementing of policy and legislation in the prison systems the basis for an improved prison system was formed. Important core understandings of policy and the application of lawful prescriptions were checked and the different levels of the policy were included in the South African correctional system. Features of the policy and legislation were continually adapted after the changing needs and circumstances on social, economic and political environments. Consequently indicating in this comparative penological investigation it has come to the conclusion that no penalty institution can function normally and efficiently without a well-considered policy and legislation. It has been found that the formulation and implementation of the policy and prescriptions are an important part of the planning process of the correctional system. Rational for the search for correctional policy and legislation are mainly examined in South Africa and consequently it was to identify the respective policy and lawful prescriptions. It was contracted against the background of the maintenance and protection of a just, peaceful and safe society as the Law enforces verdicts of courts to imposed, charge like all captive sentence safe conservation to while their human dignity is assured and same time around the Constitution of the Republic of South Africa, No 108 of 1996. This Act was also promoting the social responsibility and human development of all prisoners and persons subject to community corrections. The implementation of policy and lawful prescriptions were orderly emphasised to the advantage or disadvantage of the captive and the prison system. This comparative investigation gave recognisance to international principles over corrective events and is included in a penological perspective at the same time.
Hierdie proefskrif is 'n poging om 'n teoretiese-prinsipiele uiteensetting te gee oor 'n Vergelykende penologiese ondersoek rakende Korrektiewebeleid en Wetgewing ten einde die doelwit van hierdie navorsing te bereik. 'n Literatuurstudie oor die historiese ontwikkeling van die gevangenis as strafinrigting is ingestel en is gefokus op die gevangenisstelsels in Suid-Afrika, Engeland en Nederland. Benewens hierdie historiese agtergrond is die doel om die ontwikkeling van die strafbeleid en wetgewing in oorsese lande en in Suid-Afrika te identifiseer ten einde die verandering binne die gevangenisstelsels te verstaan. Hierdie gebeurtenisse van vroeer en hedendaags het die grondslag gevorm vir 'n verbeterde gevangenisstelsel. Belangrike kernbegrippe van beleid en die toepassing van wetlike voorskrifte is nagegaan en die verskillende vlakke van beleid wat betrekking het op die Suid-Afrikaanse korrektiewe stelsel is omskryf. Wetgewing is as die hoogste vlak van beleid beskryf en gevolglik word beleid en wetgewing voortdurend aangepas na gelang van veranderde behoeftes en omstandighede op maatskaplike-, ekonomiese- en politieke terreine. In hierdie penologiese ondersoek is aangedui dat geen strafinstelling normaal en doeltreffend kan funksioneer sonder 'n deurdagte beleid en wetgewing nie. Daar is aangedui dat die formulering en implementering van die beleid en voorskrifte deel is van die beplanningsproses van die korrektiewe stelsel. Die rasionaal van korrektiewebeleid en wetgewing is hoofsaaklik in Suid-Afrika ondersoek en is onderskeie beleidsrigting en wetlike voorskrifte in oenskou geneem. Oit is gedoen teen die agtergrond van die instandhouding en beskerming van 'n regverdige, vreedsame en veilige samelewing wat deur die Wet voorgeskryf is om alle gevangenes in veilige bewaring aan te hou terwyl hul menswaardigheid verseker word. The objectives of the study were to demonstrate that South Africa's decisions to develop and destroy its nuclear weapon capability were influenced by reactions to domestic security and other issues unrelated to security. South Africa obtained a nuclear weapon capacity because of an incremental approach to the nuclear weapon decision. The threat perceptions in the mind of the decision maker were also dominant factors, especially when the final decision for a nuclear deterrent was taken. The decision to destroy the nuclear weapon capacity was not primarily influenced by the growing non-proliferation norm, but by the changing security environment regionally as well as globally and possibly a realisation that a nuclear weapon capability was a significant security and financial liability for South Africa in the end.

The post-apartheid government inherited an urban housing backlog of approximately 1.3 million units at its inception in 1994. This huge backlog was partially contributed by apartheid discriminatory administrations and laws such as the Black (Native) Laws Amendment Act, No 46 of 1937 and the Black Communities Development Act, No 4 of 1984 along with rapid urbanization during the post-apartheid period. In a bid to address past injustice related to housing, it has become necessary for the post-apartheid government to diversify housing delivery approach to include alternative development and delivery strategies, methodologies and products including upgrading of informal settlements, and increasing rental stock. The human settlements department also encouraged the establishment and implementation of self-help housing through the establishment of the People Housing Process (PHP). It is the implementation of this programme that led to the establishment of the SACTSP aimed at enhancing South African housing service delivery using Cuban experience. The programme has been implemented in the South African human settlements sector since 2002. The focus of this research is to evaluate the impact of the South African Cuban Technical Support Programme (SACTSP) in the lives of the South African housing beneficiaries. The collected and analysed data, to a large degree, confirmed the effect of the programme in the lives of the beneficiaries. The research design of the study is a multiple Case Studies approach. The scope of the study is the three provinces participating in the SACTSP, which are Mpumalanga (MP), Western Cape (WC), and Limpopo (LP). The intention was to have both the control group and the intervention group in the same province, but due to the over usage of the CTA’s in these provinces the researcher decided to use Gauteng Province (GP), a non-participating province in the programme, as a control group. This is also due to the fact that the province (Gauteng) is also commonly known for publicly criticising the effectiveness of the SACTSP programme. Data was collected in three housing projects from the three Gauteng Metropolitan Municipalities Tshwane, Ekurhuleni and City of Johannesburg. The selected projects were Mamelodi Extension 5 in Tshwane, Villa Lisa (Boksburg) in Ekurhuleni and Driekiek Extension 3 in Orange Farm, Johannesburg. The selected projects where the CTAs participated (experimental group) were Chicago Bulls at Strand in Cape Town (WC), Thekwane South Housing Projects, Nelspruit in Mpumalanga and Westernburg at Polokwane in Limpopo Province. In each unit of evaluation, questionnaires to collect data were distributed to the rightful owners (beneficiaries) of the houses, who were above eighteen years of age. (Annexure A). The participants, all rightful owners of state subsidies, were identified by means of purposive sampling. The main goal of purposive sampling is to focus on particular characteristics of a population that are of interest, which will best enable the researcher to answer the research questions Semi-structured interview questions were also conducted to the main stakeholders in the housing circle. This includes officials in all spheres of government involves in delivering sustainable human settlements (Annexure B). The selection is also influenced by what is called the “good enough” rule in formulating evaluation research (Rossi et al., 2012:28). Stated simply the “good enough” rule advocates that the evaluator should choose the strongest possible design from a methodological stand point after having taken into account the potential importance of the results, the practicality and feasibility of each design and the probability that the design chosen will produce useful and credible results (Rossi et al., 2012:33) The collected data was analysed and presented in five principal stages involving descriptive and inferential statistics. The first phase involves presenting the reliability of the instrument using Cronbach’s alpha. The second phase presents the descriptive statistics of the sample using frequencies, and proportions for categorical data and means and standard deviations for continuous variables. The validity of the instrument then follows using exploratory factor analysis which explains the observed variables that are linked to underlying factors. The fourth phase involves calculation of composite variables using the means and averages to determine the trend patterns in the data. The central limit theorem was applied to the data and comparative analyses were done to determine whether views differed by socio-demographic variables. The two sample independent t-tests were done to determine whether views of the respondents differed for two-categorical variables and the one-way Analysis of Variance (ANOVA) was used to determine whether views differ for variables with more than two categories. The fifth stage presented the correlation analysis which was used to determine the extent or degree of the relationship between the constructs. The findings of the studies confirm the effectiveness of the programmes in the participating provinces. The study also discovered that, CTA’s are mostly transferring skills to contractors who happened to be working close to the CTAs and only to beneficiaries in a few instances. This is due to the nature of the self-help model that the South African government adopted which involves private contractors in building PHP houses. This model ignores the national PHP policy and guidelines which recognise beneficiaries as the main drivers of the PHP. The study concludes by recommending the department policy makers to monitor and enforce correct implementation of formulated policy to close the gaps that are usually created between policy formulation and implementation.

This study aims at investigating household food accessibility categories (food insecure, vulnerable, marginal and food secure) of rural households in Sekhukhune district of Limpopo province. The study is based on five wards in Mamone village in the Limpopo province of South Africa. Ten households from each ward were randomly selected for the study. Structured questionnaires administered by enumerators were used to collect information from household heads. In all 50 household heads constitutes the sample size for the study. Data was collected from 20 August 2007 to 25 August 2007. Responses in the questionnaires were tabulated, coded and processed using Statistical Package for Social Sciences (SPSS) programme. Based on comprehensive food security and vulnerability analysis the study showed that over 70 per cent of the sampled households were food insecure. Lack of education, income sources, water source, and infrastructure were some of the important factors contributing to food insecurity. The government should also give special attention to policy measures that guide towards the provision of household assets. It is recommended that special attention be given to measures that will provide the necessary factors that negatively affect household food security and vulnerability.

Global nations are awakening to the realisation and manifestation of actual food insecurity. Voices which advocate for food security have always been there but were overshadowed by corporate ignorance and overpopulation. Corporate food waste plays a major role in contributing to food insecurity although the spotlight is hardly put on them. As the economic hub of South Africa, the City of Johannesburg (CoJ) must take the lead in rethinking food waste reduction strategies in food corporations selling fruits and vegetables where the most waste occurs in the country. The level of fruit and vegetable wastage should decline in order to counter the adverse effects of food waste. The aim of this study is to establish strategic ways to decrease fruit and vegetable wastage at corporate level in the CoJ. This is achieved by determining contributing factors to food waste including improving food waste reduction models with the intervention and collaboration of food and wholesale stores as well as government. Face-to-face interviews, online surveys and a case study were methods used to answer the study objective. Responses from the field work show that many fruit and vegetable customers opt for conventional or ‘ordinary’ looking foods than ‘wonky’ looking ones. Also, many of the food stores do not have food waste reduction models to guide them, leading to a lot of food being dumped. Furthermore, the food health and safety criteria seem to be a leading contributor to food waste. These results indicate that food waste reduction is also important at pre-consumer stages. On this basis, it is recommended that a solid partnership between food corporations and Johannesburg city is formed in solidarity against food waste. Serious measures must be put in place in order to minimise fruit and vegetable wastage on both sides. These changes have potential to have an immense impact on the economy, environment and society. Further research should be undertaken to identify other factors that could be helpful in the quest to limit food waste in food corporations.

The rapid increase and popularity of Unmanned Aircraft Systems (UAS) in civil usage around the world is due to their versatility. With advancement in technology across the globe, there are UAS of different sizes and capabilities in the market. It is imperative to note that the use and operation of UAS have numerous merits and equally, potentially poses serious risks to aviation safety, unlawful interference with States’ security as well as invasion of the privacy of persons. This reality poses a challenge to integration of UAS into the civil airspaces of different States. Accordingly, the international community developed the Chicago Convention that provides the principal framework to address the threefold concerns. At the international level, however, there is lack of a unified system of regulation of UAS. Consequently, the Chicago Convention requires States to develop national institutions and legal frameworks to not only effectively address these concerns, but also create a delicate balance between national security and right to privacy. This thesis evaluates how the legal, institutional and policy frameworks for UAS in the US, South Africa and Kenya have addressed the current needs and challenges in operation and integrating them into regulatory frameworks for civil aviation. It follows that the three States have developed constitutional frameworks, legislation, regulations, policies and strategic plans as they seek to address the challenges that emanate from integrating UAS into the civil aviation airspace. This encompasses ineffective enforcement mechanism of regulations. The thesis maps out experiences of integration in the three countries, emanating from research goals including investigating the extent to which existing international regulatory frameworks address the threefold concerns. The study establishes that the common thread running through UAS regulation is each country’s unique issues and paths to integration. Additionally, that the approach for integration of UAS into civil aviation needs be gradual and pragmatic. For this reason, this thesis recommends the development of institutional capacity, coordination and funding, and increase in regional efforts to revamp UAS integration efforts into civil aviation.

Energy is the natural power stored in matter which can be potential and kinetic energy. This occurs in nature in various forms such as chemical energy, thermal energy, electromagnetic radiation, gravitational energy, electric energy, elastic energy, nuclear energy, and rest energy. The scientific research relating to nuclear energy has revealed that atoms are the foundation of matter. In 1905 Albert Einstein initiated the quantum revolution utilising the Newtonian mass-energy equivalence concept in order to put his famous equation: E =mc2, where energy is (E). This facilitated the nuclear research which focused on manufacturing the first atomic bomb. In 1945 the USA acquired its first two atomic bombs which were dropped on Nagasaki and Hiroshima, killing 200 000 people; mostly civilians. But nuclear energy research has been redirected by scientists in order to industrialise nuclear technology in order to address growing power needs. This encouraged policy makers to consider the risks posed by utilising nuclear energy for civil purposes. The shift towards peaceful nuclear energy applications has been motivated by the many valuable contributions to humankind which nuclear energy offers - for instance in the fields of energy generation, human health, agriculture and industry. The nature of nuclear energy lends itself to becoming an important component of the world energy and global economic system. Nuclear energy is a viable option for many countries including South Africa, because it offers an economic and clean source of electricity; the primary engine for socio-economic development. South Africa operates the only two nuclear power reactors in Africa, (Koeberg 1 and Koeberg 2) generating 1.8 GWe. South Africa’s energy supply infrastructure consists fundamentally of coal-fired power plants which pose serious threats to the environment. Therefore, it is assumed that the planned 9.6 GW of new nuclear capacity by 2030 will meet the requirements of South Africa’s policy regarding the diversification of available energy resources to secure energy supply, support economic growth, and contribute to environmental management. Consequently, the legal system which governs nuclear energy programme is intended to prohibit the proliferation of nuclear weapons, ensure security and maintain the safe operation of nuclear facilities.
