Abstract (sommario):

Taking the Theory of Planned Behavior and the Theory of Perceived Value as theoretical frameworks, this study analyzes what and how perceived capability and perceived value affect consumers decision-making behavior in their online shopping. In particular, the study examines the influence of perceived capability, perceived trust, perceived risk, perceived benefit, perceived cost and perceived value on the decision-making behavior of consumers in B2C e-commerce. The results show that perceived benefit and perceived value have direct significant impact on consumers decision-making behavior, perceived capability, perceived trust and perceived cost have indirect significant impact on consumers decision-making behavior. Moreover, the paper verifies that perceived risk has a weak significant impact on consumers decision-making behavior.

Abstract (sommario):

The study aimed at identifying the extent of efficiency of the strategic decision making (the determination of the problem, the gathering of the information on the problem, decision-making, the monitoring of the implementation of the decision-making, and the circulation of the realistic results of the decision) and demonstrating their impact in enhancing the competitive capability of the Royal Jordanian Airlines. This study followed the descriptive and the analytical approach relying on a questionnaire that reached a sample of 167 employees working at the various administrative levels of the company. The results of the study showed that there is a medium degree of efficiency for strategic decision-making and a medium degree of competitiveness. The results also showed a statistically significant impact for each of (gathering information about the problem of enhancing the competitive capability of the Royal Jordanian Airlines, decision-making, and circulating the realistic results of the decision) in enhancing the competitive capability of the Royal Jordanian Airlines.

Abstract (sommario):

This paper proposes an analysis capability for systems of systems research in military settings. A new approach is needed due to the increasingly complex socio-technical nature of Command and Control (C2). This research seeks to advance the Army analysis process by developing a capability to examine cognitive, social and technical aspects of information sharing and consequential decision making requirement for C2. We first review the definition of system of systems. Next, we establish the agent-based modeling and simulation (ABMS) paradigm as a useful method for analysis because of its facility for exploring large and complex problem spaces. This is followed by some structural issues addressed by ABMS with an emphasis on the challenge of representing human behavior in psychologically plausible ways. We then present one instantiation of ABMS that incorporates a representation of human decision making and the utility of information in a small vignette. We consider the suitability of this ABMS for system of system analyses with respect to how the decision making processes represent human decision making behavior. Finally, we discuss an ongoing approach to improve human behavior representations in the agents of this ABMS.

Deep reinforcement learning (DRL) has gained great success by learning directly from high-dimensional sensory inputs, yet is notorious for the lack of interpretability. Interpretability of the subtasks is critical in hierarchical decision-making as it increases the transparency of black-box-style DRL approach and helps the RL practitioners to understand the high-level behavior of the system better. In this paper, we introduce symbolic planning into DRL and propose a framework of Symbolic Deep Reinforcement Learning (SDRL) that can handle both high-dimensional sensory inputs and symbolic planning. The task-level interpretability is enabled by relating symbolic actions to options. This framework features a planner – controller – meta-controller architecture, which takes charge of subtask scheduling, data-driven subtask learning, and subtask evaluation, respectively. The three components cross-fertilize each other and eventually converge to an optimal symbolic plan along with the learned subtasks, bringing together the advantages of long-term planning capability with symbolic knowledge and end-to-end reinforcement learning directly from a high-dimensional sensory input. Experimental results validate the interpretability of subtasks, along with improved data efficiency compared with state-of-the-art approaches.

PurposeProduction planning and resource allocation are ongoing issues that organisations face on a day-to-day basis. The purpose of this paper is to address these issues by developing a dynamic performance measurement system (DPMS) to effectively re-deploy manufacturing resources, thus enhancing the decision-making process in optimising performance output. The study also explores the development of dynamic capabilities through exploitation of the organisational tacit knowledge.Design/methodology/approachThe study was conducted using six-stage action research for developing DPMS with real-time control of independent variables on the production lines to study the impact. The DPMS was developed using a hybrid approach of discrete event simulation and system dynamics by using the historical as well as live data from the action case organisation.FindingsThrough the development of DPMS and by combining the explicit and tacit knowledge, this study demonstrated an understanding of using cause and effect analysis in manufacturing systems to predict performance. Such a DPMS creates agility in decision making and significantly enhances the decision-making process under uncertainty. The research also explored how the resources can be developed and maintained into dynamic capabilities to sustain competitive advantage.Research limitations/implicationsThe present study provides a starting-point for further research in other manufacturing organisations to generalise findings.Originality/valueThe originality of the DPMS model comes from the approach used to build the cause and effect analysis by exploiting the tacit knowledge and making it dynamic by adding modelling capabilities. Originality also comes from the hybrid approach used in developing the DPMS.

To meet the optimal selection of equipment resources in reconfigurable manufacturing environment, a target system was established to select equipment by considering equipment real time state in equipment selection. To use the existing equipment resources effectively, a resource allocation algorithm was presented to allocate resource by matching process requirements capacity and resources processing capability and taking the real-time state of manufacturing resource into consideration. This method facilitates the equipment decision-making problem, provides an effective way of selecting equipment in the reconfigurable manufacturing system.

Organizations are increasingly introducing data science initiatives to support decision-making. However, the decision outcomes of data science initiatives are not always used or adopted by decision-makers, often due to uncertainty about the quality of data input. It is, therefore, not surprising that organizations are increasingly turning to data governance as a means to improve the acceptance of data science decision outcomes. In this paper, propositions will be developed to understand the role of data governance in creating trust in data science decision outcomes. Two explanatory case studies in the asset management domain are analyzed to derive boundary conditions. The first case study is a data science project designed to improve the efficiency of road management through predictive maintenance, and the second case study is a data science project designed to detect fraudulent usage of electricity in medium and low voltage electrical grids without infringing privacy regulations. The duality of technology is used as our theoretical lens to understand the interactions between the organization, decision-makers, and technology. The results show that data science decision outcomes are more likely to be accepted if the organization has an established data governance capability. Data governance is also needed to ensure that organizational conditions of data science are met, and that incurred organizational changes are managed efficiently. These results imply that a mature data governance capability is required before sufficient trust can be placed in data science decision outcomes for decision-making.

Conventional practice within the United Kingdom and beyond is to conduct economic evaluations with “health” as evaluative space and “health maximization” as the decision-making rule. However, there is increasing recognition that this evaluative framework may not always be appropriate, and this is particularly the case within public health and social care contexts. This article presents a methodological case study designed to explore the impact of changing the evaluative space within an economic evaluation from health to capability well-being and the decision-making rule from health maximization to the maximization of sufficient capability. Capability well-being is an evaluative space grounded on Amartya Sen’s capability approach and assesses well-being based on individuals’ ability to do and be the things they value in life. Sufficient capability is an egalitarian approach to decision making that aims to ensure everyone in society achieves a normatively sufficient level of capability well-being. The case study is treatment for drug addiction, and the cost-effectiveness of 2 psychological interventions relative to usual care is assessed using data from a pilot trial. Analyses are undertaken from a health care and a government perspective. For the purpose of the study, quality-adjusted life years (measured using the EQ-5D-5L) and years of full capability equivalent and years of sufficient capability equivalent (both measured using the ICECAP-A [ICEpop CAPability measure for Adults]) are estimated. The study concludes that different evaluative spaces and decision-making rules have the potential to offer opposing treatment recommendations. The implications for policy makers are discussed.

This thesis aims to provide a foundation for risk-aware decision making. Decision making under uncertainty is a core capability of an autonomous agent. A cornerstone for with long-term autonomy and safety is risk-aware decision making. A risk-aware model fully accounts for a known set of risks in the environment, with respect to the problem under consideration, and the process of decision making using such a model is risk-aware decision making. Formulating risk-aware models is critical for robust reasoning under uncertainty, since the impact of using less accurate models may be catastrophic in extreme cases due to overly optimistic view of problems. I propose adaptive modeling, a framework that helps balance the trade-off between model simplicity and risk awareness, for different notions of risks, while remaining computationally tractable.

This paper aims at exploring the influences of effectuation and causation on opportunity exploitation in high-tech new ventures and the mediating role of entrepreneurial capability by integrating effectuation theory and a perspective of entrepreneurial capability. The data was collected from entrepreneurs and top executives in high-tech new ventures through an interview survey instrument implemented in China. Factor analysis and multivariate linear regressions were run to test the hypotheses. The Baron and Kenny (1986) mediation model assessment procedure was used to analyze the data. The empirical analysis results of 176 Chinese high-tech new ventures indicate that both effectuation and causation have positive effects on opportunity exploitation and that entrepreneurial capability plays a fully mediating role in the relationship between strategic decision logic and opportunity exploitation. It is also found that in the context of China’s transition economy, the interaction effect between effectuation and causation on opportunity exploitation and entrepreneurial capability is insignificant. The research furthers the development of effectuation theory and enriches current literature on entrepreneurial capability by linking strategic decision-making logics to entrepreneurial capability and opportunity exploitation systematically. Moreover, the research has significant managerial implications for high-tech entrepreneurial practices, particularly in transition economies.

In selecting the best mixed integer linear programming (MILP) formulation the important issue is to figure out how to evaluate the performance of each candidate formulation in terms of selected criteria. The main objective of this study is to propose a systematic approach to guide the selection of the best MILP formulation among the alternatives according to the needs of the decision maker. For this reason we consider the problem of “selecting the most appropriate MILP formulation for a certain type of decision maker” as a multi-criteria decision making problem and present an integrated AHP-TOPSIS decision making methodology to select the most appropriate formulation. As an example the proposed decision making methodology is implemented on the selection of the MILP formulations of the Capacitated Vehicle Routing Problem (CVRP). A numerical example is provided for illustrative purposes. As a result, the proposed decision model can be a tool for the decision makers (here they are the scientists, engineers and practitioners) who intend to choose the appropriate mathematical model(s) among the alternatives according to their needs on their studies. The integrated AHP-TOPSIS approach can simply be incorporated into a computer-based decision support system since it has simplicity in both computation and application.

Abstract (sommario):

This study investigates financial knowledge, behavior and attitude of individuals to gauge how the financial market evaluates an individual's financial capability and financial decision making. Higher financial knowledge increases the entry into sophisticated financial contracts and the understanding of contemporary featured new financial products as well as good financial decision making. Financial behavior also enhances the financial decision making of those individuals as well as the relationship between individuals and their behavior towards saving, investment, cash and credit. These effects are intensified by individuals' financial behavior, the level of relationship with investments, savings and the use of credit. This study found out that a deeper acquaintance of individuals on financial knowledge, attitude and behaviour results in positive consequences on their relations with financial services providers and in turn promotes to financial capability.

This study examined differences in basic occupational competence, career decision making self-efficacy and major continuity intention according to specific majors between college students majoring in beauty art, and the effects career decision making self-efficacy had on major continuity intention. The results are presented as follows: First. as results of analysing the differences in, basic occupational competence, career decision making self-efficacy and major continuity intention according to specific majors, there were statistically significant differences in sub-variables including communication ability, personal relationship ability, problem solving ability, technological capability, major satisfaction, career decision making self-efficacy. Second, as a result of examining the effects basic occupational competence had on Career Decision Making Self-Efficacy, it was discovered that technological capability and personal relationship ability had a significant effect on career decision making self-efficacy. Third, as a result of examining the effects basic occupational competence had on major continuity intention, it was discovered that personal relationship ability had a significant effect on major continuity intention. Fourth, as a result of examining the effects career decision making self-efficacy had on major continuity intention, it was discovered that the former had a significant effect on the latter.

One of the success keys of the grant fund program for the renewable energy project is in the decision making process to find the engineering contractor with the best quality, effectiveness, and efficiency to implement the process of procurement of goods and services. The objective of this research is to design a systematic selection model for the engineering contractor referring to the conditions, situations, and scopes as required by the "Y" institution. Data were processed using Decision Making Trial and Evaluation Laboratory (DEMATEL) and Analityc Network Process (ANP). The decision criteria referred to the PEPRES No. 70/2012, PERMEN No. 08/PRT/M/2011, and the results of Focus Group Discussion (FGD) conducted by the evaluation team. The assesments from the evaluation team were including internal and financial capability, technical capability, organizational capability, commitment to quality assurance, commitment to health and safety, and pricing. The purpose of the study is to analyze the influences of Transformational Leadership, Power Distance and Followership on the Capability of Officers' Decision Making in Kostrad. The research method used is the survey method which is taken from 293 respondents and associative research explanations using the quantitative research. The writer uses path analysis as the data analysis techniques. Background: The increasing complexity of health problems consequently demands problem solving from various perspectives of health professionals. The interprofessional approach in solving health problems, by working together with patients, their families, and the communities is called Interprofessional Shared Decision-Making (IP-SDM). The capability of various health professionals in IP-SDM becomes one of the abilities to be achieved in Interprofessional Collaborative Practice (IPCP). IP-SDM learning should also be achieved through Interprofessional Education (IPE).Method: This is a literature study aiming to elaborate IP-SDM and its correlation to IPCP and IPE.Results: IP-SDM is a decision making process which involves collaboration between two or more health professionals and also patients aiming at idenfication of best choices while considering patients’ preferences. IP-SDM consists of two core processes: shared decision-making (SDM) between health professionals and patients and collaborative clinical reasoning (CCR) among health professionals. Conclusion: Although SDM and CCR learning has been widely reported, including the potential emphasis in interprofessional education and interprofessional collaborative practice, IP-SDM learning is still limited. For this particular reason, further exploration is needed regarding the development of IP-SDM learning method in IPE, especially in Indonesia context.

Purpose This paper aims to discuss the viewpoint that Big Data’s major impacts on the accounting community will be changes in consumers’ demand of accounting data and its impact on decision-making. Big Data is leading consumers to prefer more atomized (not summarized but rather reduced to discrete units), reconfigurable and transparent accounting data that they can combine into their own structures to meet their own decision-making needs. Consequently, consumers will demand digital goods that are less static, and summarized. Design/methodology/approach This paper discusses the strategic shift to what is referred to as “indirect data,” and develops a model that helps explain “how” and “why” Big Data may impact this change in consumer digital demand. Findings There are many evolving Big Data opportunities associated with the shift in consumer demand for more atomized, reconfigurable and transparent accounting data that are discussed in this paper, including strategic capability, auditing, performance measurement and reporting, standardization and education. Originality/value This paper provides a discussion of the evolving opportunities of the relationship that is created by a strategic shift in the type of digital goods consumers of information, specifically decision-makers, will demand, as well as the potential impacts on the accounting community.

Abstract (sommario):

The present article studies the issue of the interrelation between the senior UN official - the Secretary-General and the main UN body - the Security Council. The nature of the Secretary-General role is ambiguous since the very creation of the UN. On one hand, the Secretary-General leads the Secretariat - the body that carries out technical and subsidiary functions in relation to other UN Main Bodies. This is the way the Secretary-General position was initially viewed by the UN authors. On the other hand, the UN Charter contains certain provisions that, with a certain representation, give the Secretary-General vigorous powers, including political ones. Since the very beginning of the UN operation the Secretary-Generals have tried to define the nature of these auxiliary powers, formalize the practice of their use. Special place among these powers have the provisions given in the Charter article 99. This article give to the Secretary-General the right to directly appeal to the Security Council and draw its attention to the situation that, in his (Secretary-General's) opinion may threaten the international peace and security. This right was used by some Secretary-Generals during different crises occurred after the creation of the UN. This article covers consecutively the crisis in Congo, Iran hostage crisis and the situation in Lebanon. These are three situations that forced Secretary-Generals Hammarskjold, Waldheim and de Cuellar to explicitly use their right to appeal to the Security Council. Other cases in UN history involving the Secretary-General appealing to the Security Council while mentioning article 99 cannot be considered as the use of the nature of this article in full sense of its spirit. Such cases were preceded by other appeals to the Council on the same situations by other subjects (notably, the UN member states) or other actions that made Secretary-General to merely perform its technical function. The main research problem here is the search for the UN instrument that could grant the Secretary-General with political powers I addition to existing administrative ones. The outcomes of the analysis show that the main instrument of such kind is the UN Charter Article 99. However, the degree of its usage activity is decreasing over time.

Business intelligence (BI) institutionalization has become a growing research area within the information systems (IS) discipline because of the decision-making iteration in businesses. Studies on BI application in improving decision support are not new. However, research on BI institutionalization seems sparse. BI institutionalization may positively contribute to a managerial role in using BI application repetitively for the decision-making iteration in businesses. This article aims to carry out an integrative literature review and report consolidated views of the body of knowledge. The study adopted a qualitative content analysis to generate themes about BI routinization in the decision-making iteration. Eighty-eight research articles were selected for the study. However, 57 articles were finally included for review. The findings suggest information management capability as the key necessity for BI application and its alignment with the organizational standard for BI institutionalization.

Decision-making for manufacturing and maintenance operations is benefiting from the advanced sensor infrastructure of Industry 4.0, enabling the use of algorithms that analyze data, predict emerging situations, and recommend mitigating actions. The current paper reviews the literature on data-driven decision-making in maintenance and outlines directions for future research towards data-driven decision-making for Industry 4.0 maintenance applications. The main research directions include the coupling of decision-making with augmented reality for seamless interfacing that combines the real and virtual worlds of manufacturing operators; methods and techniques for addressing uncertainty of data, in lieu of emerging Internet of Things (IoT) devices; integration of maintenance decision-making with other operations such as scheduling and planning; utilization of the cloud continuum for optimal deployment of decision-making services; capability of decision-making methods to cope with big data; incorporation of advanced security mechanisms; and coupling decision-making with simulation software, autonomous robots, and other additive manufacturing initiatives.

This paper will discuss the advantage of decision making supported by a digital system and will provide an overview of an empiric analysis researched on this topic. Decision making in organizations is a significant system implied task of managers and therefore a broad area in scientific research, not only in the disciplines management or business studies – even from technical to humanistic disciplines. Nowadays the trend of digitalization captures all areas of life especially in business, as well as the typical management task of decision making. Triggered by the digitalization trend business will move toward an autonomous decision making of machines or cyber systems. The important step toward autonomous decisions or decision support (cyber systems will prepare a decision, but finally executed by a human) will be the next development step for decision making. Designed algorithmic models for these decisions will use the content of classical decision models to reach maximum utility. Hence, a view on classical decision making will illuminate the basis for these models, from researchers like von Neumann/Morgenstern or Bernoulli. Furthermore, digitalization changes the process of decision making, especially focussing on the behavioral part of decisions, discussed from Simon, Selten or Tversky/Kahneman. Due to reason that today the human aspect of decision making is sustainable in organizations. The hypothesis that the digital set up for decision making in organizations will increase the efficiency of strategic decisions will be proofed by an empiric study. The research method for the empirical part of this paper is a questionnaire. It is online questionnaire which will be answered by professionals and scholars. As a typical example of a strategic decision, the author explains a business case in the supply chain function of organizations. A section of the well-known SCOR model will be tested on digitalization characteristics. The research findings of the questionnaire will illustrate that the digitalization of supply chain processes is in the scope of managers and consultants, to reach higher efficiency by increased turnover or by reducing costs. The result of this paper verifies an improved decision process by usage of digital features, but the capability of the entire digital possibilities is not fully achieved yet

The article considers the influence of demand disturbance on price, service capability, and operation mode selection of firms. Firstly, we discuss the equilibrium pricing and service capability strategy of the firm under three operation modes: price and service competition, price competition and service capability sharing, and price and service centralized making-decision. When there is demand disruption, firms determine their pricing and service capacity strategies under the three main operating models above. Finally, the comparative analysis shows that the influence of service capability in centralized decision price and service capability mode is greater than that on service capability in price competition and service capability sharing mode. The smoothness of service capability in price competition and service capability sharing mode is better than that in the centralized decision mode. And when the market price competition coefficient is moderate or the negative demand disturbance occurs, the price competition and service capability sharing mode has little influence on the profit compared with the other two modes (the profit loss is the smallest).

Interoperability is a critical factor for public administration-related entities operating in collaborative/cooperative environments. Thus, performing an interoperability diagnosis, with respect to other usual assessment approaches, provides a more adequate and extended view in establishing qualities and gaps, and helping to prioritize actions to increase performance and maturity of a government-related organization. This paper presents a diagnosis method called Public Administration Interoperability Diagnosis Method (PAIDM), using Analytic Hierarchy Process (AHP) as multi-criteria decision-making structure to calculate the capability levels diagnosed. A proposed development framework guides a systematic literature review, followed by a survey of experts and a set of quantitative and qualitative methods related to the extraction and modeling of the knowledge from the public administration domain mapped into theoretical, conceptual, and practical outputs devoted to PAIDM execution. The paper also raises a public administration interoperability capability model used as a reference for the diagnosis and presents general results of two public administration application cases regarding their capability levels.

Due to domestic markets’ current economic conditions, companies increasingly feel that they need to become actively involved in international trade. However, small and medium-sized enterprises (SMEs) typically face financial and intellectual constraints during internationalization processes. This means that decision makers must consider a wide range of different variables before deciding to internationalize firms. This study sought to integrate a well-established problem structuring method (i.e., cognitive mapping) and a multiple-criteria decision analysis (MCDA) technique (i.e., Decision EXpert (DEX)) in order to develop a decision model suitable for the identification and assessment of variables influencing SME internationalization capability. Using data collected during face-to-face meetings with a panel of experts (i.e., SME entrepreneurs and chief executive officers (CEOs)), a constructivist method of evaluating SME internationalization capability was created and tested using real data. The results confirm that the dual methodology adopted facilitates the development of a robust evaluation model that can improve decisionmaking processes in the context in question. Specifically, the proposed model identifies product features as the most important factor in SME capability for successful internationalization. In addition, internal factors are significantly more relevant than external factors. The integrated use of cognitive mapping and DEX provides decision makers with a well-informed perspective on SME internationalization capability. We know of no prior research reporting the use of these two methodologies in the SME internationalization context.

The capability planning is a fundamental task when designing a Weapon System of Systems (WSOS). Uncertainties exist when building WSOS. It is difficult to select the most appropriate alternatives under the background of system operations. The programming of capability of WSOS is a multi-criteria decision-making problem. To resolve this problem, a scenario-based multi-criteria decision-making methodology is proposed. Scenario describes the future situation may occur, and also presents the uncertainty of reality. In this paper, scenario was modeled by the key variables in which experts and stakeholders are interested. TOPSIS was also improved based on multiple scenarios. Finally, the method is validated by an example of armored weapon systems.
