Digitalisierung, Klimawandel und zunehmender Wettbewerb durch aufsteigende Volkswirtschaften in Asien verändern die Spielregeln des internationalen Wirtschaftssystems. Insbesondere China gilt als „systemischer Wettbewerber“, dessen Wertesystem die westlich geprägte internationale Handelsordnung in ihren Grundsätzen herausfordert. Gleichzeitig wächst die wirtschaftliche Abhängigkeit Europas von China und mit den zunehmenden chinesischen Direktinvestitionen in sensible Branchen die Gefahr, dass damit Technologie und Know-how abgeschöpft werden. Wie können Deutschland und Europa mit dieser Herausforderung umgehen? Welche Möglichkeiten der Regulierung und des Schutzes gibt es? Diesen Fragen wird zunächst mit Blick auf die europäische Dimension und im Weiteren vor dem Hintergrund der nationalen Handlungsoptionen Deutschlands nachgegangen. In der Betrachtung der europäischen Dimension wird deutlich, dass die Europäische Union (EU) insbesondere in den strategischen Handlungsfeldern der Handels- und Infrastrukturpolitik, u.a. mit dem EU-China-Investitionsabkommen sowie der EU-Asien-Konnektivitätsstrategie, bereits wichtige Grundlagen für regelbasierte Wirtschaftsbeziehungen gelegt hat. Handlungsbedarf besteht hingegen bei der Anpassung des EU-Rechtsrahmens. Diskutiert werden Veränderungen im Vergabe-, Wettbewerbs- und Beihilferecht. Das Investment Screening unionsfremder Direktinvestition hingegen verbleibt nach aktueller Rechtsverordnung in der Verantwortung der Mitgliedsstaaten, wenngleich der Prüfrahmen insbesondere mit Blick auf kritische Infrastrukturen, kritische Technologien und kritische Ressourcen verschärft wurde. Eine wesentliche nationale Handlungsoption für die Bundesrepublik Deutschland liegt folglich in der Novellierung des Außenwirtschaftsrechts zur Umsetzung des verschärften Prüfrahmens in der Investitionskontrolle. Gleichzeitig müssen mit einer intelligenten Industriepolitik der nationale Standort und der Ausbau strategischer Technologie gestärkt sowie das industrielle und technologische Kapital geschützt werden. Die Bundesregierung hat hierzu mit der „Industriepolitik 2030“ bereits wichtige Leitlinien verabschiedet. Im Ergebnis bedarf es zukünftig eines verstärkten Zusammenwirkens europäischer und nationaler Anstrengungen für eine streitbare und wehrhafte Ökonomie, um die multilaterale Handelsordnung gegenüber systemkritischen Staaten erfolgreich zu verteidigen und zu stärken.

Abstract Es gibt sie – langfristige russische Direktinvestitionen in Deutschland, wie die von Ilim Timber. Ursprünglich wollte das St. Petersburger Forstprodukteunternehmen nur deutsche Maschinen für eine neue Produktionsstätte in Russland kaufen und entschied sich dann dazu, zwei komplette Sägewerke in Wismar und Landsberg zu übernehmen (Tepavcevic, 2013) – oder die des Investors und Vorsitzenden der Sankt Petersburger Kirov-Werke Georgi Semenenko in Rostock (Mangler, 2017). Sie dienen nicht – wie oftmals bei russischen Investitionen in Deutschland unterstellt – der Kapital- oder Systemflucht, sondern werden aus strategischen Überlegungen heraus präzise geplant und erweisen sich als ökonomisch nachhaltig. Und umgekehrt gibt es auch die deutschen Erfolgsgeschichten in Russland, wie die von Pobeda Knauf, von Siemens Gas Turbine Technologies – einem Gemeinschaftsunternehmen der Siemens AG und der russischen Power Machines zur Produktion von Gasturbinen –, der Robert Bosch GmbH, von Mustang Neva im Bereich der Textilherstellung oder der Beteiligung von Henkel an der ERA AG in Tosno, die Wasch-, Reinigungs- und Scheuermittel sowie Kosmetika herstellt. Aber das wirtschaftspolitische Umfeld wird rauer. Ein Indikator dafür sind neben den kurzfristig reagierenden Import- und Exportzahlen vor allem die auf Langfristigkeit und Verlässlichkeit fußenden Investitionen russischer Unternehmen in Deutschland sowie deutscher Unternehmen in Russland. Der „Russian Investment Monitor“ der Hochschule Stralsund sowie der „German Investment Monitor“ der Polytechnischen Hochschule „Peter der Große“ in Sankt Petersburg ermöglichen eine fundierte Analyse und dienen als zuverlässiges Barometer der deutsch-russischen Wirtschaftsbeziehungen. When analyzing the long-term trade relations between two countries, import and export data are of limited help. Here the direct investment behavior is a much better indicator. However, direct investment figures entirely based on the stocks of investment are open to interpretation and might be even misleading. This is where the “Russian Investment Monitor” in Germany and the “German Investment Monitor” in Russia is of help. Analyzing investment behavior on the company level reveals the trust investors assign to their home country and the host country. Russian investments in Germany seem to be declining with China taking over the lead. Moreover, the Russian investments in Germany seem to a large part be motivated by capital flight rather than by traditional investment motives. However, exceptions to the rule exist. On the other hand, German investments in the Russian Federation seem to be more strategic and economically sustainable although the challenging political environment has reduced the German investment activity in Russia and opened the door to increasing Chinese direct investments. In summary, the German-Russian investment relations seem to be at the crossroads. Abstract The current discussion in German policy circles suggests a strong scepticism towards foreign takeovers of German firms. This essay takes issue with this. It is firstly argued that Germany in actual fact receives relatively little inward investment. The essay then discusses the potential benefits from inward FDI which could also benefit the German economy. It then briefly reflects on the German policy initiatives which seem to be based on a fear of investment from China – though it is not clear at all what this fear is based on.

Zusammenfassung: Haben Remittances, also der Geldtransfer von Migrantinnen und Migranten zur Unterstützung der Familien im Heimatland, einen positiven Einfluss auf den Wohlstand eines Landes? Hierzu können die empirischen Befunde wie folgt zusammengefasst werden: Bei den durchgeführten Paneldatenregressionen von Remittances pro Person auf das Bruttoinlandsprodukt pro Einwohner, wobei die Kontrollvariablen Arbeitslosigkeit, Export, ausländische Direktinvestitionen, Bruttoinvestitionen sowie der Einfluss der Finanzkrise 2008–2009 berücksichtigt wurden, ist der Koeffizient der Variablen Remittances pro Person mit einer Höhe von 0,026 statistisch hochsignifikant. Remittances haben demnach einen positiven Einfluss auf den Wohlstand eines Landes, wenn dieser in Bruttoinlandsprodukt pro Einwohner gemessen wird. Auch die Ergebnisse der Robustheitsanalysen haben den positiven Zusammenhang bestätigt, der auch bei Veränderung von Kontrollvariablen statistisch signifikant bleibt. Summary: Do remittances, that is, the transfer of money from migrants to support families in their home country, have a positive influence on the prosperity of a country? The empirical findings can be summarized as follows: In the panel data regression of remittances per person to the gross domestic product per inhabitant, whereby the control variables unemployment, export, foreign direct investment, gross investment and the influence of the financial crisis 2008–2009 were taken into account, the coefficient of the variable remittances per person is statistically highly significant at 0.026. Thus, remittances have a positive influence on a country’s prosperity when measured in gross domestic product per inhabitant. The results of the robustness analyses also confirmed the positive correlation, which remains statistically significant even if control variables are changed.

Gravity models are used to explain bilateral flows related to the sizes of bilateral partners, a measure of distance between them and other influences on interaction costs. The underlying idea is rather simple. The greater the masses of two bodies and the smaller the distance between them, the stronger they attract each other. This concept is applied to several research topics such as trade, migration or foreign direct investment. Even though the basic idea of gravity models is rather simple, they can become very complex when it comes to the choice of models or estimation methods. The package \textbf{gravity} targets to provide \proglang{R} users with the functions necessary to execute the most common estimation methods for gravity models, especially for cross-sectional data. Gravitätsmodelle werden verwendet, um bilaterale Ströme zu erklären. Dabei werden sowohl die Größen und die Distanz der jeweiligen Partner als auch weitere Einflussfaktoren zur Erklärung herangezogen. Die zugrundeliegende Idee dieser Modelle beruht auf dem Gravitätsprinzip. Je schwerer zwei Körper und je kleiner deren Distanz zueinander, desto stärker ist ihre gegenseitige Anziehungskraft. Dieses Konzept wird auf verschiedene Forschungsreiche angewendet, so zum Beispiel Handel, Migration und ausländische Direktinvestitionen. Auch wenn die zugrundeliegende Idee von Gravitätsmodellen eher einfach ist, so kann deren Schätzung je nach Wahl des zugrundegelegten ökonomischen Zusammenhangs komplex werden. Das Paket \textbf{gravity} ermöglicht es \proglang{R}-Nutzern die gängigsten Verfahren für Gravitätsmodelle in der Querschnittsanalyse zu verwenden.

ZusammenfassungIn diesem Beitrag wird der Einfluß der Struktur kollektiver Lohnverhandlungen auf ausfließende Direktinvestitionen analysiert. Verwendet werden Daten von 19 OECD-Ländern für die Jahre 1980, 1990 und 1994. Der Zentralisations- und der Koordinationsgrad der Lohnverhandlungen haben einen signifikanten Einfluß auf die Höhe der ausfließenden Direktinvestitionen. Je dezentraler bzw. unkoordinierter die Lohnverhandlungen sind, desto höher sind die Direktinvestitionen im Ausland. Das Ergebnis verwirft die These, daß Lohnverhandlungen auf Firmenebene ausfließende Direktinvestionen reduzieren. Die Studie zeigt außerdem, daß die Gewerkschaftsdichte, der Tarifbindungsgrad sowie die Lohnkosten keinen signifikanten Einfluß auf Auslandsdirektinvestitionen haben.

SummaryIn this contribution, we analyze the provision of productive infrastructure goods (e. g. traffic facilities or results of scientific research) in the context of international tax competition for foreign direct investments (FDI). Mostly, these public inputs have two characteristics: on the one hand, firms who are unwilling to pay a user fee can be excluded. On the other hand, congestion externalities arise if many firms occupy the infrastructure good at the same time.We find out that local governments competing for international mobile capital should implement a user fee as an additional policy parameter in order to maintain efficiency. Otherwise, if local governments rely on a source-based tax on capital and a non-distortionary tax on local labour only, the decentralized equilibrium is socially inefficient. The derived condition for the optimal use of the available infrastructure is not fulfilled and firms will over-use the infrastructure. If, in addition, firms are charged a user fee, the decentralized equilibrium can be shown to be efficient. However, a selffinancing of infrastructure goods by user fees cannot be expected.

ZusammenfassungEine Sonderauswertung der Schweizerischen Nationalbank zu den Direktinvestitionen schweizerischer Unternehmen desaggregiert nach Zielländern und Branchen erlaubt erstmals für den langen Zeitraum von 1985 bis 1997 sowohl für die Gesamtwirtschaft als auch für die zentralen Branchen der schweizerischen Industrie eine Analyse der Auswirkungen der Direktinvestitionstätigkeit auf die Güter- und damit Arbeitsnachfrage in der Schweiz.Für den gesamten Industriesektor weisen die Ergebnisse der gepoolten Regressionen für die Gruppe der 21 Industrieländer auf eine schwache Substitutionsbeziehung zwischen der Entwicklung der Direktinvestitionen und derjenigen der Exporte hin, nicht jedoch für die Gruppe der 35 Entwicklungsländer. Nach Branchen desaggregiert zeigt sich aber ein weitaus differenzierteres Bild.

AbstractThis article provides an empirical assessment of a German ‘job export’ through foreign direct investment (FDI). To do this it highlights the rather problematic statistical registration of FDI. A theoretical framework is given, whereafter home country employment effects are derived from different motivations for FDI. While ‘cost oriented’ FDI are substitutive in nature and have a negative effect on home country employment, ‘market oriented’ FDI are supposed to strengthen the export basis, hence home production and employment. Statistically the structure of German FDI by industry and host regions indicates a predominance of ‘market orientation’. Exploring the motivation for German FDI by an error correction model ‘market orientation’ and ‘cost orientation’ are pervasive but with some differences in industries. In a cross-sectional analysis of FDI and employment in Germany FDI-intensive industries show a better employment performance than less FDI-intensive industries. All in all, the empirical basis for a German ‘job export’ is weak. German FDI seem to have a rather positive net employment effect. Finally, policy conclusions are drawn.
