Abstract (sommario):
This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

The national framework of local economic development (LED) in South Africa (2006 – 2011) has the goal to support the growth of sustainable local economies through integrated government action. Municipalities as custodians of integrated development programs and local economic development strategies work with different stakeholders such as private industry, other government departments, non-government organizations and relevant community sectors in attaining envisioned developmental goals; thus are avoiding wasteful duplication of effort and resources. LED in the context of this study is defined as development of infrastructure within the BCMM for sustainability of small medium and micro enterprises in alleviating poverty in the area. This report presents an evaluation of the impact of local economic development in terms of basic infrastructure availability on the sustainability of small medium and micro enterprise development in the Buffalo City Metro Municipality (BCMM). This refers to amongst others accessibility of electricity and telecommunication in the operations of a business. The overall approach followed by the researcher throughout this research is the mixed methods or pragmatic approach. The research method followed is that one of a descriptive approach. The results of this study indicate that local economic development is still a new notion which is still unclear. There is evidence that there is a lack of basic services in some areas in the Buffalo City Metropolitan Municipal, this including access to electricity. The respondents also saw the local municipality as not doing much in support of new and small business and creating job opportunities for them. The study recommends that factors such as skills development, accessibility to basic service, development and promotion of SMMEs, are also major contributors to the effective impact of LED in BCMM.

Many cities and towns in the Global South continue to experience the growth of the informal sector. There are a number of reasons which explain the growth of the informal sector. These include formal sector retrenchments, shortage of jobs in the formal sector and lack of skills. Street vendors are the most visible traders in the informal sector as compared to other kind of traders. In many cities, the spaces in which vendors conduct their trading is not allocated to them legally as they are seen as a nuisance or obstruction to commerce and the free flow of traffic. Against this background, this study examines the contestation for vending in the East London Central Business District (CBD) Eastern Cape, South Africa. It specifically explores social processes and vendor decision making when it comes to choosing (or claiming) a particular vending space, the legal instruments (by-laws) that either promote or constrain informal trading activities. Furthermore, it investigates the extent to which street vending contributes to the traders‟ income generation and sustainable livelihoods. This study uses a qualitative research design. Purposive sampling was used to select thirty informal traders. In-depth semi structured interviews were conducted with all thirty respondents In addition to the thirty respondents, five key informants were interviewed. The study found that street vending plays a major role in providing BCMM people with livelihood opportunities. Trading space in the CBD is strictly competitive and the spaces they acquire are too small for their businesses to expand to another level. Vendors face a lot of challenges but at the epitome of their challenges is the vending by- laws which the vendors view as a major constraint when it comes to operating smoothly in the streets. The study suggested that vending polices and by- laws be reviewed in order to derive a better socio- economic and functional environment for vendors.

This is a case study of East London from 1870 to 1914 with gender as the critical analytical category. The focus is on change in the structure of gender relations, evaluated in terms of the recognition of the rights of women and their status in society and women of all race groups are dealt with. A feature of the source material has been the use made of oral history where interviews were conducted with the descendants of women who lived during the study period. There were many indirect factors which had a retrogressive influence on progressive change in the rights and position of women. The initial small size of the population and unbalanced gender ratios, the few natural resources, a small and limited port and periodic unpredictable natural disasters gave rise to a 'boom and burst' economy with very little industry. The result was that initially the women were very conservative and unwilling to make social changes. The military occupation and the outbreak of hostilities in the late 1870s affected social and racial attitudes detrimentally. The entrenched patriarchal system, under which both black and white women lived, and the legal controls, particularly in the marital situation, reinforced the subordination of women, making the system difficult to break. Further conservative forces were at work with the European class system being well entrenched, with most women working for upward mobility, gentrification and respectability. Wealth was critical in determining status and those women from the working class, who had achieved some degree of wealth and status, were not prepared to challenge the system. Religion was important for nearly all white women and converted black women, but was a retarding influence in the growth of feminist consciousness. Little progress was made in improving the condition of women who transgressed the law, the non-respectable women, and ethnicity made no difference. Progress was made in gender relations for women in some fields. The reduction in family size and the improvement in health, gave women more time and energy for public affairs. Participation in sport helped women discard the image of being weak and frail and also improved health. Educational opportunities allowed some to get tertiary training and obtain proper qualifications to earn a living for themselves. Xhosa women who came into the town, made a major break with traditional society and many became independent. The major impetus for change came through women's associations, where women actively worked together and achieved some positive results. Middle class white women could earn an independent living without losing respectability, although it was accepted that women should give up paid employment on marriage. Black women broke traditional ties and many urban women became independent. Conditions for working class and non-respectable women changed very little. A deduction is that many women, both white and black, had sympathy for one another and they created a fund of goodwill on both sides of the colour line.

Talent in the field of attraction of Foreign Direct Investment (FDI) is scarce in South Africa, especially in the Eastern Cape, due to the history of exclusion of South Africa from world economic participation, prior to 1994. In order for the ELIDZ to achieve its mandate of FDI attraction, job creation and economic growth, talent management has to be a key aspect in the boardroom discussions and strategic planning sessions. The purpose of this study is to investigate the effective use of talent management by the East London IDZ to leverage the competitive edge of the ELIDZ in the business of attracting Foreign Direct Investment into South Africa, and also of competing against the world’s Economic Processing Zones (EPZ’s) and Free Trade Zones (FTZ’s). According to Holbeche (2009:166), talent consists of those individuals who can make a difference to organisational performance, either through their immediate contribution, or, in the longer term, by demonstrating the highest level of potential. For the purpose of this study, talent management is defined as the systematic attraction, identification, development, engagement / retention and deployment of those individuals with high potential who are of particular value to an organisation. The literature reviewed pointed out very clearly that organisations that have properly developed, implemented and managed talent management strategies enjoy high levels of motivation, innovation and creativity, lesser levels of staff turn-over, high employee performance, superior productivity and mostly a competitive advantage in their league. The East London IDZ study response enjoyed a rate of 40 out of 54 employees who received questionnaires and returned them by the due date. The responses represented a total of 74.1 percent, and this level of response is attributed to the fact that by the end of May 2011, the ELIDZ had just undergone an Organisational Re-structuring. The current status quo of the ELIDZ, based on the views as reflected in this study ,is very compromising for an organisation that aims to compete in the global space for the attraction and retention of foreign direct investment (FDI’s), and the global competitiveness based on the talent available. The overall picture depicted by the empirical results suggests that there are critical gaps for which the ELIDZ Executive Management and Board need to craft solutions, if competitiveness is going to be taken seriously in the near and long-term future.

The small, medium and micro enterprises sector in South Africa is critical in addressing poverty, job creation and social instability inherited by the democratic government. The transformation of the economy has seen various pieces of legislation being enacted in order to promote a favourable environment for the growth of the SMME sector. As such, instruments such as the Industrial Development Zones were put in place to facilitate investment, create jobs and promote exports with one of the main objectives to grow the SMME sector. In this study, the case of the East London Industrial Development Zone (ELIDZ) in supporting the growth of the SMME sector in economic growth and addressing socio-economic challenges was analysed. The exploratory qualitative research methodology was used in the study. Structured questionnaires and a semi-structured interview guide were used to collect data from the 49 identified participants and an Executive Management representative from the ELIDZ in order to present the data obtained precisely. The study recommends that an integrated model of SMME growth by the private and public sector be developed in ensuring that there are clear expectations on the determinants of growth for the sector. In addition, the Buffalo City Metropolitan Municipality must have in place a consolidated database of SMMEs in order for the private and public institutions to elect the SMMEs which can be participants in their SMME development programmes.

Climate change is a human development challenge. Its negative impacts have the potential to reverse the human development gains made in Africa. South Africa, just like many other countries in the Global South, is being negatively affected by climate change. The country`s economy is largely dependent on agriculture, extractive industries and manufacturing, all of which are vulnerable to climate change in different ways. This vulnerability means different public and private stakeholders must institute sustainable climate change mitigation and adaptation measures so as to ameliorate climate change impacts. Gradually transforming to an environmentally friendly ‘green economy’ and the reduction of greenhouse gas emissions are some of South Africa’s climate change mitigation priorities. Just like the public sector, the private sector has a major role to play in this transition to a low carbon economy through minimising its carbon emissions in their operations. Against this background, this qualitative research examines the role played by four major supermarkets (Shoprite, Spar, Pick n Pay and Woolworths), in climate change mitigation and resilience building. It does so through an appraisal of their mitigation and resilience programs. The four supermarkets were purposively selected in East London, Eastern Cape. Data collection combined heavy reliance on desktop discourse analysis with field interviews in the form of purposively sampled key informant interviews. The results show that the four major supermarkets are implementing a variety of climate change mitigation and resilience strategies. These include reduction of greenhouse gas emissions, prioritisation of renewable energy, recycling and environmentally friendly packaging, promotion of sustainable ways of farming and improved fuel efficiency in their transport systems. In terms of policy improvement, the study recommends that there is need for supermarkets to learn from each other’s’ climate change mitigation initiatives so as to advance South Africa’s ‘green economy’ agenda.

The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

The issue of “teacher loss” has been reported widely as one of the biggest challenges facing schools around the globe. The international concern is that education departments have more teachers leaving than entering their systems. Evidence shows that this situation is also synonymous in South Africa and remains one of the ongoing phenomena, also noted in the provinces, including the Eastern Cape. As previous research focused on the reasons for “teacher loss”, as well as the strategies for the retention of teachers, the purpose of this study was to investigate how the selected schools adapt in times of “teacher loss”. The implications for leadership and management in this regard were also explored. In exploring this issue, a qualitative research approach was adopted in the form of a case study, which involved two (2) rural schools, one (1) primary and one (1) secondary school. This qualitative approach entailed semi-structured interviews involving eight (8) participants and document analysis as data collection methods for the study. The findings reveal that there is little support that schools receive from the Department of Education in order to cope with “teacher loss”. Teachers‟ limited knowledge in terms of strategies to cope with “teacher loss” results in de-motivated and stressed teachers. Several implications for leadership and management were also drawn out, including equipping school management teams with skills that can enable them to assist teachers to cope with “teacher loss”.

In recent years, events have shown rapid growth as types of attraction within destinations, with such events creating a favourable image of a host destination, expanding the traditional tourist season, spreading tourist demand more evenly through an area and attracting foreign and domestic visitors (Keyser, 2002:18). As such, events are starting to become an established element and major part of tourism growth and marketing strategies. East London (in the Eastern Cape, South Africa) has hosted a number of successful events (Buffalo City Tourism, 2010) however no known social impact studies related to the community of East London are known to have been conducted. The purpose of this study was to address this gap and to evaluate the social impacts of events tourism on the East London community. The overall research question in this study was, What are the socio-cultural impacts of events tourism on East London? This was a quantitative study that utilised a survey to collect the data. The sampling frame was the community at the Spec-Savers Ironman South Africa Triathlon 2010 held in East London. Potential participants were included in the sample through utilising a random sampling method. The research instrument consisted of four sections, namely demographic profiling (age, gender, race, marital status, education and income), overall event impact perceptions, reasons for spectator participation, and the social impact perceptions of the respondents. The event attendees were interviewed. No incentive was offered for participation, and participants were assured of the confidentiality of their responses.

This study examines the factors influencing the spatial distribution of the Indian communities of Grahamstown, King William's Town, Queenstown and Uitenhage from 1880 to 1991. Primary sources of information were used to determine both the spatial distribution of the four communities and the factors influencing the distribution found. These primary sources included the use of directories, municipal and archival sources of information, interviews as well the work of various authors. The study found that the spatial distribution of Indians in the four study areas were similar with the Indians occupying residential and commercial premises in the central areas of the urban centres. After 1980 there was a substantial movement to other areas. Prior to 1950 the municipalities played an important role in influencing spatial distribution. However, after the introduction of the Group Areas Act, the govennment controlled Indian spatial distribution. Thus the Group Areas Act was the most important factor affecting Indian spatial distribution. Indians in small urban centres in the Cape Province were segregated and their spatial distribution was controlled both prior to and after 1950. Anti-Indian legislation and restrictions were the main factors influencing Indian spatial distribution.

Despite the many changes that have occurred in South Africa since the end of apartheid, there are still residual effects of it, as is evidenced in the disparity of living conditions between different racial groups. It is also evident that there are differences in the work tasks and working conditions of nurses working in different work environments. This project looks at how living conditions as well as working conditions interactively affect the health, subjective well-being, and work ability of nurses. Questionnaires were completed by, and interviews were conducted with nurses from Settlers Hospital and seven municipal clinics within Grahamstown (n=152). The participation rate was approximately 71%. The questionnaires included self-report, forced-choice questions regarding basic demographics of the nurses, work conditions, living conditions, subjective satisfaction levels, as well as a simplified version of the Nordic Questionnaire of Musculoskeletal Strain (Kuorinka et al., 1987), and the Work Ability Index (WAI) (Tuomi et al., 2006). The questionnaires were translated into Afrikaans and IsiXhosa. One-on-one interviews were conducted with the participants, in order to obtain a 24-hour dietary recall, an indication of physical activity levels, as well as measurements of stature, mass, waist girth and hip girth. Factor analysis was performed to identify common variance from amongst the variables, while canonical correlations examined the interaction between the sets of factors. It was found that variables relating to demographic factors, living conditions, and working conditions were closely linked to each other. Factors from each of these groups were associated with life, health, and job satisfaction, anthropometric measures, musculoskeletal strain, and WAI scores. Satisfaction levels appeared to be largely determined by socioeconomic status, while anthropometrics, WAI scores, and levels of musculoskeletal strain were associated with levels of smoking and drinking, race, age, stature, position and tenure.

This research sought to understand the perceptions of the township dwellers who are the beneficiaries of the RDP houses in a selected township, Chris Hani block 3 in Mdantsane, East London, in the Eastern Cape. The study specifically sought to establish whether the houses delivered to the residents through the Reconstruction and Development Programme (RDP) adequately meet the basic standards prescribed by the relevant housing policy of South Africa. During the apartheid era black South Africans were marginalised, their development was separate from that of whites and they had no say in what was provided for them, hence they were inadequately housed. On coming into power, the post-apartheid government undertook through legislation to provide sustainable, adequate housing that would address the needs of the historically disadvantaged citizens/poor people of South Africa. The main finding of this study conducted on a sample of ten RDP housing beneficiaries, through personal interviews is that, the RDP is a good programme; however, its implementation is characterised by corruption and greed. The people, whom the programme is meant to benefit, have never been involved in their own development with the results that the houses provided to them, are of a sub-standard quality. The houses do not adequately address the housing needs of the people. The housing policies are also not adequately implemented. It is the author’s hope that the recommendations made by this study, if implemented, will improve the standard of the RDP houses provided to the poor people of South Africa.

This study investigates the impact of urban agriculture in the city of East London as well as the possibility of adopting agricultural urbanism as an urban farming model to bolster food security. The study goes further to understand the role that could be played by University of Fort Hare and Buffalo City Metropolitan Municipality in capacitating small scale urban farmers in the city of East London. Unemployment and food insecurity are the key challenges that are affecting many families in South Africa, including urban dwellers. The main objective of this study therefore is to investigate the contributions of urban farming in securing food security and livelihoods in East London. This study adopted a mixed methods research approach, where both quantitative and qualitative methods were used to harvest data. Statistical analysis (descriptive) was then used to analyse quantitative data. Thematic approach used to analyse qualitative data. The study shows that urban farming plays an important role in the livelihoods of urban dwellers. However, the sector still faces various challenges such as lack of recognition by authorities. The study also revealed that the city of East London has potential to establish agricultural urbanism as it has most of the essential aspects that are necessary to establish it. In 1994, racial domination in the form of apartheid ended in South Africa and the first postapartheid government was elected through a non-racial and democratic franchise. The new government inherited an entrenched system of racial inequality as well as widespread poverty amongst the formerly oppressed population, and it sought to address these challenges through policies of redistribution based on a new progressive constitution which emphasised the realisation of socio-economic rights. At the same time, and despite its redistributive measures, the post-apartheid government has pursued a macro-economic strategy with pronounced neoliberal dimensions. One of its critical redistributive measures focuses on social assistance to poor blacks, and this has entailed the construction and expansion of a massive social grant system including the child support grant which is received by millions of black South Africans on a monthly basis. The objective of this thesis is to examine and understand the livelihoods of child support grant recipients (or caregivers) in the context of conditions of extreme vulnerability marked by poverty. It does so by focusing on the small town of Riebeek East located in the Eastern Cape Province of South Africa. Though undoubtedly child support grant caregivers are victims of poverty, the thesis demonstrates that they are not without agency. They exist in structural conditions of vulnerability and poverty, but they nevertheless seek to manoeuvre and negotiate their way in and through their conditions of existence. This does not necessarily alleviate their poverty in any significant manner but it does show evidence of reflexivity, decision-making and responsibility in the pursuit of livelihood practices and outcomes. In making this argument, I draw upon the mega-theory of Margaret Archer (specifically, her morphogenetic approach) and the more middle-level perspective of the Sustainable Livelihoods Framework. Beyond contributing to the prevailing academic literature on the child support grant in South Africa, this thesis also hopefully makes a small contribution to controversies about structure and agency within sociology.

The research emerged out of a need to address firsthand classroom concerns. The problem identified was that the D.E.T. geography syllabus had a Western-orientated world-view and, as such, was largely inappropriate to the experiences of township pupils. As a result, education in townships tends to maintain the status quo and the marginal position of the majority of South Africans. Recent unpublished research has shown that fieldwork is an effective compensatory tool. If fieldwork is used in the township , it can utilize the local environment which is familiar to pupils. Fieldwork, as an approach, has an additional advantage of being a vehicle for the empowerment of users. The research sets out to explore the potential of the township environment as a site in which fieldwork can be undertaken. Numerous opportunities are identified and these have been developed into fieldwork exercises. Out of the preparatory work, a need arose to establish the viability of doing township fieldwork. The concern is that, in spite of fieldwork appearing in the secondary school syllabus for a number of years, it is a largely unexplored teaching approach. This necessitated the testing and evaluation of fieldwork opportunities in the township environment. The chaotic conditions of township education impinged upon the research process, causing its premature termination. The latter part of the research process raises questions of an ethical nature. Notwithstanding these problems, several positive factors emerge; the negative aspects should not be allowed to overshadow the benefits of the research. An emancipatory action research framework is used to evaluate the research process. The study concludes by highlighting the main issues raised in the research and makes recommendations concerning topics requiring further investigation.

Abstract (sommario):
This dissertation looks at the impact of East Coast Fever on African homestead society in Natal in the period 1901-1910. The disease broke out in Natal at the beginning of 1904. With the realization that East Coast Fever was another lethal epizootic, the Natal Colonial Government introduced measures to control the spread of the disease and finally eradicate it. The campaign was, however, not successful. The disease thus spread throughout the colony and led to the loss of many cattle owned by Africans. By 1909 not more than four divisions in the colony remained free of the disease. The death of many cattle deprived Africans of the means of extensive cultivation, the source of income for the payment of rents and taxes, and Ilobolo. Many African males were forced to leave their homesteads for the towns and the mining sector in search of work. This eventually changed the nature of the homestead society.
