Цель исследования - раскрыть проблемы взаимодействия государств Европы в рамках антикоррупционного сотрудничества, а также обобщить практический опыт борьбы с коррупцией в Европейском союзе. Для достижения указанной цели исследования необходимо решить следующие задачи: во-первых, охарактеризовать и проанализировать основы антикоррупционной деятельности в европейских странах; во-вторых, выявить механизм международного правового регулирования сотрудничества европейских государств по противодействию коррупции; в-третьих, выделить и раскрыть основные современные направления политики Европейского союза и других стран Европы в сфере борьбы с коррупцией. В статье дается анализ деятельности европейских государств, их объединений, а также их уполномоченных органов в рамках сотрудничества по профилактике, противодействию и борьбе с коррупцией на региональном и международном уровнях. В работе комплексно исследуются политико-правовые механизмы взаимодействия европейских стран в контексте антикоррупционной деятельности. Научная новизна заключается в изучении особенностей международной политики противодействия коррупции на примере стран Европы. В результате проведенного исследования определено, что ключевым фактором успешного международного взаимодействия в борьбе с коррупцией остается совместная деятельность государств в рамках профильных региональных и международных организаций. The purpose of the research is to identify problems of cooperation of European states in anti-corruption cooperation, as well as to summarize practical experience in combating corruption in the European Union. In order to achieve the above-mentioned objective of the research, we should solve the following tasks: first, to characterize and analyze the basis for anti-corruption activities in European countries; secondly, to identify the mechanism of international legal regulation of cooperation of European states in combating corruption; thirdly, to identify and reveal the main current policies of the European Union and other European countries in the field of combating corruption. The paper provides an analysis of the activities of European states, their associations, as well as their authorized bodies within the framework of cooperation in preventing, combating and fighting corruption at the regional and international levels. The work examines in a comprehensive manner the political and legal mechanisms of cooperation between European countries in the context of anti-corruption activities. Scientific novelty lies in the study of the peculiarities of international anti-corruption policy using an example of the European region. As a result, it is determined that a key factor of successful international cooperation in the fight against corruption remains the joint work of states within the framework of specialized regional and international organizations.

Abstract (sommario):
The article examines approaches to the study of international investment policy in Ukraine and ways of further cooperation with the European Union. The main approaches are shown in the genesis of this problem. It is emphasized that the modern conduct of international investment activity is closely related to the state programs of Ukraine, the EU and the countries of the world as a whole. Separate areas of international investment support are substantiated. At the same time, it is believed that European investment support is an important tool for sustainable development of the state and ensuring its food security. However, in modern conditions, the issue of the organization of investment support for the country’s economy requires a new approach, improvement of the considered support programs through active measures at the state level, introduction of new financial and credit structures. It is emphasized that during the organization and conduct of close cooperation between Ukraine and the EU, as well as during the development of measures to improve the organizational and economic mechanism of investment activity, it is necessary to take into account the peculiarities of the investment climate, without which it is impossible to achieve a high level of the country’s economic potential.

Abstract Since the end of the World War II, Europe has gone a long way on the path of a new era of socio-economic integration, continually battling and overcoming the political and economic fragmentation of earlier eras and less developed economies. The various difficulties and interruptions of the process involved, the European integration, since the 1952 European Coal and Steel Community, ranged from an initial small group to a large community comprising most European countries, the gradual removal of market barriers leading to the introduction of a customs union to the single market. Furthermore, the creation of Economic and Monetary Union and the adoption of the common currency have become the culmination of the whole process of economic integration, since the euro is used daily by 338.6 million Europeans in 19 EU member states. The aim of our research article is to closely analyze the development of the economic and monetary integration of Europe, since we believe that the single currency project represents a great success for the European Union as the result of long-term efforts on currency and economy stability, progress and economic growth.

Abstract (sommario):
Systematized are features of international cooperation of states in the interests of ensuring border security in the context of globalizing world processes, that causes an increase in number of different levels of tasks and problems that arise in the process of forming relations between states on the international platform. The article is focused on feasibility and international experience of integrated management of activities of state bodies at borders within the framework of international cooperation. Analyzed are features of European management model that has prospects for its implementation in a number of European countries outside the European Union, as well as in Central Asia, incl. the Republic of Kazakhstan. Attention is focused on incorrect terminological use of such phrases, as “integrated border management”, “integrated border management”, or “coordinated border management”, that does not correspond to the semantic essence. The correct phrase was introduced, i.e. “integrated management of activities of state bodies at the borders”. The article analyzes features of international cooperation models, based on examples of the CIS member countries and member countries of the Eurasian economic community, African countries and Scandinavian countries in the issues of integrated management of activities of state bodies at borders. Prospects for further researches are determined.

Abstract (sommario):
The article discusses the interaction of lawyers involved in criminal defense and the international forensic community, the principles of international cooperation in the field of forensic examination. Information is provided on forensic aspects of the activities of the United Nations, the European Criminal Bar Association and a specific case of the participation of fingerprint experts from a range of countries in a unique case on protection of an innocent victim of an expert error is described. The importance of taking into account the cognitive bias of experts and other subjective factors, as well as the role of lawyers in assessing expert opinions, is noted. The main conclusions and recommendations on the interaction of the forensic and advocate communities in current conditions are presented.

The thesis seeks to explain the emergence of the EU’s international investment policy since the 1980s. Building on theories of European Integration, it tests two ex ante hypotheses. Hypothesis H1 builds on supranational thinking and stipulates that the Commission acted as policy entrepreneur and pushed for the communitarisation of international investment policy-making. Hypothesis H2 builds on liberal intergovernmental thinking and stipulates that European business successfully lobbied the Member States for a communitarisation of international investment policy-making in order to ensure access to competitive state-of-the-art international investment agreements. To assess the validity of these hypotheses, the thesis traces throughout history and examines policy-making instances, which decisively shaped the EU’s de facto and legal competences in international investment policy since the 1980s. It examines the EU’s involvement in investment-related negotiations during the Uruguay Round, on the Energy Charter Treaty (ECT), on the Multilateral Agreement on Investment (MAI) and on Free Trade Agreements (FTAs) with Mexico and Chile. It, moreover, analyses EU-internal debates on the EU’s legal competences in international investment regulation in the context of intergovernmental conferences on Treaty revisions and legal proceedings before the European Court of Justice. The joined analysis of international and EU-internal negotiations suggests that supranational thinking and Commission entrepreneurship best describe the integration process leading to the emergence of the EU’s international investment policy. The Commission acted as resourceful policy entrepreneur and used agenda setting, invoked the evolving trade agenda, fringe, implied and de facto competences, strategically used different international negotiating fora and legal review in order to consolidate the EU’s role in international investment policy. Functional and power considerations fuelled the Commission’s policy entrepreneurship. European business, on the other hand, was hardly informed, organised and interested in international investment policy-making. It did not seek to influence European or national policy-makers. The Member States, finally, occasionally favoured cooperating in certain international negotiating fora in order to maximise their bargaining power and to reach for the best possible deals with third countries. More often, however, they sought to contain the EU’s involvement and competences in international investment policy. The thesis makes an important empirical contribution to our knowledge of EU foreign economic policy. It is the first study to comprehensively document and to explain the EU’s role in the global investment regime. It, moreover, contributes to the long-standing debate between supranational and intergovernmental accounts of European Integration. It challenges mainstream assumptions on the role of business in the international investment regime and global political economy and finally contributes to historical institutionalist research on endogenous agency-driven institutional change.

Two NATO allies, Great Britain and France, exerted greater influence on US foreign policy than most analysts assume. They did so even during the 1950s and early 1960s when the United States enjoyed undisputed economic and military supremacy in the alliance. This study hypothesizes that the British and French influence on US foreign policy is explained both by the existence of transnational and transgovernmental coalitions and by the cohesion of weak allies toward the alliance leader. Yet although both cohesion and coalitions are complementary in influencing US foreign policy, the relationship between coalitions and influence is more critical. To investigate the proposed relationships, the study relies on an analysis of three events during which both Great Britain and France challenged US policies: the Korean War, the Suez crisis, and the 1958-1963 test ban negotiations.

Abstract (sommario):
This research project investigates the governing of Europe’s external border. It analyses how the common Schengen short-stay visa policy has been applied in practice by member states in the period from 2005 to 2010. So far, little systematic theoretical and empirical research has been carried out on the implementation of Schengen. The contributions of the thesis are two-fold. Firstly, it makes available a comprehensive and easily accessible database on the visa requirements, issuing-practices and consular representation of EU states in all third countries. It enables researchers to map out and compare how restrictively the visa policy is implemented by different member states and across sending countries. Secondly, the project provides three separate papers that in different ways make use of the database to explore and explain the varying openness of Europe’s border and dynamics of cooperation among member states. The three papers are tied together by a framework conceptualising Schengen as a border regime with two key dimensions: restrictiveness and integration. The first paper asks to what extent, and why, Europe’s border is more open to visitors of some nationalities rather than others. The second paper investigates to what extent, and why, EU states cooperate on sharing consular facilities in the visa-issuing process. The third paper examines to what extent, and why, Schengen participation has a restrictive impact on the visa-issuing practices of member countries. The analyses test existing theories and develop new concepts and models. The three papers engage with rationalist and constructivist theories and seek to assess their relative explanatory power. In doing so, the project makes use of different quantitative comparative approaches. It employs regression analysis, social network analytical tools and quasi-experimental design. Overall, the thesis concludes that Schengen is characterized by extensive cooperation and restrictive practices towards especially visitors from poor, Muslim-majority and refugeeproducing countries.

The European Union (EU) has long strived to act collectively in the face of international challenges such as poverty, hunger and state fragility beyond its borders. While the EU member states and institutions seek coherent responses to these challenges, they also have partly competing agendas. Yet there has been increasing agreement on collective action. To understand this agreement, this thesis asks how policy professionals contribute to the advocacy of policy norms for collective action between the EU institutions and the member states. The research analyses policy processes in EU development cooperation since the early 2000s. In development cooperation the EU's effectiveness has been particularly contested because of the combination of competing ideas about the EU's role and about how to achieve effective and sustainable development. The research finds that, while formal decisions about collective action remain in the hands of member states, transnational networks of policy professionals in the EU institutions, member state bureaucracies and civil society contribute to shaping the terms of debate regarding the EU's role in effective development cooperation. These network interactions, which form around institutional decision-making centres, transcend the organisational boundaries of member state bureaucracies, EU institutions and civil society organisations. These findings fill a gap in our understanding of how EU norms governing collective external action are advocated as existing research has tended to focus on how institutional structure facilitate state coordination. By concentrating on the cases of Germany and the United Kingdom and their engagement with the EU institutions, the research revises existing, dominant views on norm advocacy in EU external action: It links the previously little related concepts of norm advocacy and discursive networks to analyse the agency and scope of policy professionals in the advocacy of EU policy norms; and it provides new empirical insights into the role of these policy professionals for collective action between the EU institutions and the member states in development cooperation.

Abstract (sommario):
This thesis traces the development of styles and theories of cultural cooperation from the pre-World War II models developed by France and Britain in particular, through the post-WWII international cooperation structures which included cultural cooperation as part of their structures. Organisations considered include the International Committee for Intellectual Cooperation, the Brussels Treaty Organisation, the Council of Europe and the European Union, focusing primarily on the non-educational or scientific aspects of cultural cooperation. Sources used include documentation of the two latter bodies and the public records of the UK Foreign Office and Ministry of Education. Intellectual cooperation was launched under the auspices of the League of Nations as a separate entity from the bilateral cultural relations of governments. Its tradition continues to be powerfully felt in the activity of the Council of Europe, after WWII the fulcrum of multilateral cultural cooperation. The thesis shows how it moved away from acting as a counterpoint to political developments towards the creation of a programme based on sociological study, which contained a strong element of federalist ideology, developing its own orthodoxy of "cultural policy", until partly "repossessed" in the 1990s by political imperatives. The contrast with the tightly regulated European Union is marked, and shows in certain respects a return to earlier experiments in cultural cooperation, which developed most of its theory and practice in the pre-1992 era when the Community Treaty did not provide for action in the field of culture. The thesis argues that the EU's cultural programme is not a manifestation of a "Europeanisation" of cultural policy, although policies elsewhere in the organisation may well have that effect, but of multilateral cultural cooperation.

European Union Commission declared its vision on European Energy Association EEA including comprehensive changes on energy strategy about energy cooperation and climate changes, as well as conversion and its multi-dimensional cooperation objectives with its report European Commission, Energy Union Package, COM 2015-80. Current cost of energy to the European Union damages its competitiveness in the international market due to its high dependence on energy supply. EU will play an active role in the international energy market with EEA on both energy dependence and on energy supply security. Only four countries are listed on the EEA vision document among alternative producers, cooperation with transit countries and strategic partners: Algeria, Azerbaijan, Turkmenistan and Turkey. Due to its geo-strategic location Turkey is the most affordable and reliable energy transit route between Central Asia and Europe. In this study Turkey’s place as a strategic transit country and its partnership in TAP/TANAP projects as well as its possibility to become a regional energy hub and an oil corridor in the East-West route will be discussed in detail as it is stated in EEA vision document. In this context, possibilities, challenges and related macro-economic policies will be evaluated.

The European Nuclear Education Network (ENEN) was established in 2003 through an EU Fifth Framework Programme (FP) project, as a legal nonprofit-making body. Its main objective is the preservation and further development of expertise in the nuclear fields by higher education and training. This objective is realized through the cooperation between EU universities involved in education and research in nuclear disciplines, nuclear research centers and the nuclear industry. As of March 2018, ENEN has 66 members in 18 EU countries and has concluded Memoranda of Understanding (MoU) with partners beyond Europe for further cooperation, including organizations in, Russian Federation, Ukraine, Canada and Japan. ENEN also has good collaboration with national networks and international organizations such as the Belgian Nuclear Education Network (BNEN) and the International Atomic Energy Agency (IAEA). The main activities developed, and results achieved, within the first 15 years of the ENEN Association are presented and discussed. These include, for example, the launch of the European Master of Science in Nuclear Engineering (EMSNE), the annual ENEN Ph.D. competition and the portfolio of more than 10 EURATOM projects dealing with nuclear education, training and knowledge management through development of teaching methods and materials, courses, and exchange of students and teachers within EU and beyond. Those projects were all supported by the European Commission with the ENEN Association acting as the coordinator or as a partner.

This paper reviews the current regulatory and industry practices in geotechnical investigations for nuclear power plants in the U.S. and Europe, with the intent to highlight the common features and underscore the differences. Specifically, applicable sections of regulatory and industry-established codes and practices are reviewed as relate to geotechnical practices and foundation engineering. Similarly, regulatory requirements such as those established by the U.S. Nuclear Regulatory Commission and the European equivalents will be reviewed. The paper serves as a vehicle to highlight industry and regulatory common grounds, as well as variations in the two practices, in the spirit of disseminating knowledge on codes and standards and facilitating international cooperation between the foundation engineering community in the U.S. and Europe.

Several European waste management organizations have started the work on creating a technology platform to accelerate the implementation of deep geological disposal of radioactive waste in Europe. There is an increasing consensus in the international community [1] about geological disposal as the preferred option for solving the long-term management of spent fuel, high-level waste, and other long-lived radioactive wastes. At the same time, the European citizens [2] have a widespread wish for a solution for high-level radioactive waste disposal. A majority of the European countries with nuclear power have active waste management programmes, but the current status and the main challenges of those programmes vary. The most advanced waste management programmes in Europe (i.e. Sweden, Finland and France) are prepared to start the licensing process of deep geological disposal facilities within the next decade. Despite the differences between the timing and the challenges of the different programmes, there is a joint awareness that cooperation on the scientific, technical, and social challenges related to geological disposal is needed, and the cooperation will be beneficial for the timely and safe implementation of the first geological disposal facilities. Such a demonstration of a viable solution for the management of high-level radioactive waste will enhance stakeholder confidence in Europe. Several decades of research, development and demonstration (RD&D) have been carried out in the field of geological disposal. International opportunities of cooperation and establishing a technology platform were explored in the European Commission co-funded projects like Net.Excel [3] and CARD [4]. According to the CARD project, the majority of the funding for RD&D in waste management comes from the implementing organizations. It is envisaged that a technology platform would enhance European cooperation in this area. The platform intends to constitute a tool for reducing overlapping work, to produce savings in total costs of research and implementation, and to make better use of existing competence and research infrastructures. After the final workshop of the CARD project in 2008, SKB (Sweden) and Posiva (Finland) were committed to lead the preparation work to set-up the Implementing Geological Disposal of Radioactive Waste Technology Platform (IGD-TP). Other implementers from France, Germany, Switzerland, Great Britain, Spain, and Belgium joined en suite. A Vision Document for the IGD-TP is about to be finalized after a wider consultation was carried out in July 2009. The final Vision Document and the platform are launched during November 2009. Simultaneously, the preparation of the Strategic Research Agenda for the technology platform’s joint work starts.

This policy brief analyses current initiatives and ways forward to address the nexus between climate change, peace and security within the European Union’s (EU) foreign, security and defence policies. Considering Sweden’s reputation and credibility in advancing international cooperation on climate security and in light of the 2023 Swedish presidency of the Council of the EU, there is an opportunity to address the current lack of alignment between the climate and conflict-sensitizing work of the European External Action Service (EEAS) and the climate adaptation and mitigation work of the European Commission. Closer collaboration between the EEAS, the European Commission and EU member states to align resources and tools would allow for a qualitative leap forward by fostering actions that are preventative rather than reactive to climate-related security risks in the short to medium term.

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is the cornerstone of the non-proliferation regime and the centrepiece of global efforts to promote cooperation in the peaceful uses of nuclear energy and further the goal of general and complete nuclear disarmament. Although there is no implementation body for the NPT, the International Atomic Energy Agency (IAEA) has been entrusted with key verification responsibilities under Article III of the treaty, where it plays an important role in achieving the objectives under Article IV to foster international cooperation for peaceful uses of nuclear energy. This paper argues that peaceful uses of science, technology and applications have an important role to play in achieving the United Nations Sustainable Development Goals (SDGs). Noting that the European Union (EU) is the biggest donor of development assistance, the paper suggests that the EU enhance its contribution to peaceful uses of nuclear science, technology and applications through supporting the IAEA’s technical cooperation activities. This will contribute to delivering the EU’s nonproliferation goals, thus strengthening global human security.

This publication is the third product of the Erasmus + Project entitled Voices of Immigrant Women (Project Number: 2020-1-ES01-KA203-082364). This product is based on a set of policy recommendations that provides practical guidance on intervention proposals to those with political responsibilities in governance on migration management and policies for integration and social inclusion, as well as to policy makers in the governance of training in Higher Education (University) at all levels. This is intended to promote the development of practical strategies that allow overcoming the obstacles encountered by migrant women during the integration process, favoring the construction of institutions, administrations and, ultimately, more inclusive societies. The content presented in this book proposes recommendations and intervention proposals oriented to practice to: - Improve Higher Education study plans by promoting the training of students as future active protagonists who are aware of social interventions. This will promote equity, diversity and the integration of migrant women. - Strengthen cooperation and creation of networks between academic organizations, the third sector and public administrations that are responsible for promoting the integration and inclusion of migrant women. - Promote dialogue and the exchange of knowledge to, firstly, raise awareness of human mobility and gender in Europe and, secondly, promote the participation and social, labor and civic integration of the migrant population. All this is developed through 4 areas in which this book is articulated. The first area entitled "Migrant women needs and successful integration interventions"; the second area entitled "Promoting University students awareness and civic and social responsibility towards migrant women integration"; the third area entitled "Cooperation between Higher Education institutions and third sector"; the fourth and last area, entitled "Inclusive Higher Education".

Abstract (sommario):
The article examines the problem of the image formation of Ukraine in the international arena in the historical journalism of Timothy Snyder. The subject of the research is the historical context in the journalistic collection «Ukrainian History, Russian Politics, European Future». It identifies the main considerations of the author on the past of Russian-Ukrainian relations and the need to develop historical consciousness in the fight against Russian manipulation. Methodology: the comparative, historical, system analysis and other methods are used in the process of scientific research. The results of the study were obtained by analysing the author’s journalistic works and by considering the main historical themes raised by Timothy Snyder. Main results: The historical context in Timothy Snyder’s journalism is often focused on the Holodomor and the events of World War II. After all, these events are connected with the beginning of the image formation of the Ukrainian people as supporters of Nazism by the Russian authorities and the devaluation of the Ukrainians’ contribution to the establishment of peace during the Second World War. It is determined that the non-reflective attitude to history, the inability to draw parallels between the events of the past and the future leads to an ineffective response to manipulation and propaganda, which can threaten world peace. Conclusions: the realization that Russian aggression against Ukraine has its own history is a necessary aspect in the elucidation of this issue. The Eurasian Union and cooperation with the European far-right are Russian propaganda tools that discredit the Ukrainian state in the world community. Publicist Timothy Snyder points out that Europe’s future interconnects with the past, so he emphasizes the need to study and rethink history, which today has become the object of propaganda and manipulation. Significance: The results of our study will help journalists who study the historical aspect of journalistic materials and research foreign materials on Ukrainian issues. In addition, our research is necessary for Ukraine, because Russia’s aggression continues, as well as the aggressor’s propaganda, which is based on the distortion and falsification of historical events.

This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

The present research aims to understand the current situation of strategic communication and public relations applied in the professional field of fundraising in the cultural heritage environment. It observes the current patterns used in the sector to obtain and generate long-term sustainable funding, through the stimulation of investors and International Cooperation projects from the European Union in line with UNESCO. Two international case studies are compared: Spain and Mexico, through the selection of territorial samples in Malaga and San Luis Potosi. The methodology used is based on a combination of in-depth interviews with key informants and content analysis. In the first instance, the degree of application of communication and public relations tools for strategic purposes to directly attract economic resources to the management of cultural heritage (tangible and intangible) in the region is studied. In line with the results obtained, the current parameters and key indicators of the profile of the fundraising professional in public and private cultural management are presented.

This report sets out to map the different guidance documents available on how to work most effectively with civil society in the delivery of international aid in ways that deepen democracy and advance the rights of marginalised or excluded groups. It includes a review of guidelines published by other key international development funders and implementors written for their own teams, an overview of guidance provided for DAC members within OECD countries and policy papers on cooperation between the state and CSOs. It looks primarily at documents produced in the last ten years, between 2011 and 2021 and includes those related to cooperation on specific issues (such as drugs policy or human rights, as well as those that deal with specific countries or regions (such as Europe or the MENA region). The majority of documents identified are written by government aid departments (eg USAID, Norad) but there are one or two produced by umbrella civil society organisations (such as Bond) or international legal think tanks (such as ICNL, the International Centre for Not for Profit Law). There was a remarkable consistency between the issues Millican addressed in the different documents although their size and length varied between outline guidance on 2 – 3 pages and a comprehensive (62 page) overview that included definitions of civil society, range of organisations, reasons for collaborating, mechanisms for financing, monitoring and ensuring accountability and challenges in and guidance on the ways in which donors might work with CSOs.
