In October 1997 the Times of London announced the sale by auction of fourteen hundred gold coins that formed part of the hoard lost by Clive of India when the East Indiaman Dodington was wrecked in Algoa Bay on July 17, 1755. The wreck and its contents lie within South African territorial waters and are protected by South African heritage legislation. Very little gold has ever been reported recovered, despite ongoing excavations, and only a single permit has been issued for the export and sale of twenty–one gold coins. This article will consider the legal steps taken to repatriate the coins, and the difficulties encountered when taking such steps before a foreign court. It evaluates the extent to which existing international conventions, including the recently adopted UNESCO Convention on the Protection of Underwater Cultural Heritage, are able to assist states in repatriating stolen or illegally exported underwater cultural heritage.

AbstractMore than ever before, trade and regional integration have become two important arguments in the development equation of most modern states and, probably, explains the current rise in regional integration around the world. However, regional integration will not produce optimal benefits in the absence of favourable macroeconomic conditions and substantial internal trade among the integrating members. This paper employs descriptive statistics and econometric techniques to analyze the competitiveness of the continent by studying the impact of relevant intra-African trade indices on the competitiveness of Africa, based on a panel dataset spanning 2000 to 2016. The results show considerable variations in both inter- and intra-regional trade performance and competitiveness among African regional groupings and nations. Intra-African trade, especially in exports, over the study period, was consistently low. While the South Africa region had the highest intra-regional trade in imports, East Africa region had the highest level of inter-regional imports. West Africa, with Nigeria’s dominance, had the highest level of intra-regional exports, while South Africa had the highest inter-regional exports at country level. For the Regional Economic Communities (RECs), SADC reported the highest intra-African import trades, while SACU reported the highest inter-regional imports. SADC has the highest intra-African exports, while COMESA has the highest inter-regional exports. African Competitiveness Index (ACI) ranking puts the East Africa Region on top, and South Africa as the most competitive African economy. Using panel data covering 2012 to 2016 for 20 African economies, ACI was regressed on a 7-variable model, including intra-regional imports and exports, inflation rate, nominal exchange rate, gross capital formation, and the growth rate of GDP. The results were mixed but plausible. All the variables were correctly signed and significant in different regions, reflecting the huge structural and policy disparities among the regions. Continued transformation of African economies with emphasis on both physical and financial infrastructure, and human capital development will enhance intra-African trade and regional competitiveness.

This study aims to determine the measures that can be done to increase non-oil exports of East Java 2010-2011 period, either through the creation of a variety of export products and expand export destinations, particularly to the Middle East and Africa. Some non-oil export commodities is a mainstay of East Java is copper, organic chemicals, paper / carbon, plywood, shrimp, textiles, footwear, coffee, paper, and tobacco. Non-oil export development strategy of East Java is based on the SWOT analysis, which is preparing strengths, weaknesses, opportunities, and threats. The existence of the Tanjung Perak Surabaya and Sidoarjo Juanda Airport is the main force to boost exports, as well as the export share has exceeded 200 export destinations with 3000 items. Further basic weaknesses which are not memilii ISO and eco labeling, as well as the human resources that are less qualifid. Non-oil exports to the East Java there are still considerable opportunities for increased, including exhibitions abroad funded the Central Government and the Provincial Government of East Java, including education and training activities and free export periodically organized by the Department of Industry and Trade East Java Province. Threats faced by exporters in East Java is the competition in the international market is getting tougher and other rules are getting heavier. Based on the SWOT analysis, the strategy can be used to improve the non-oil export in East Java is to optimize the market potential that exists in other provinces, such as the province of South Kalimantan, East Kalimantan, South Sulawesi, East Nusa Tenggara, West Nusa Tenggara, and South Sumatra. Furthermore, actively pursue international exhibitions, both in Jakarta, as well as other countries. Another strategy is to create efficienc, effectiveness, and productivity in the production process in order to compete in the international market.

This study differs in the period of study and the coverage of terms. The study covers the period before reform from 1980-81 to 1990-91 and, after the reform from 1991-92 to 2004-05, which is an extension of the previous studies, and the whole period from 1980-81 to 2004-05. Regarding the coverage of terms, it focuses on several key factors in analyzing determinants of India's export of leather and leather products, empirically through the application of regression, to economic regions, viz. High Income OECD Countries, Europe and Central Asia, Latin America and the Caribbean, Middle East and North Africa, South Asia, Sub-Saharan Africa, Other High Income Countries, and East Asia and the Pacific regions. World demand significantly affects total exports of leather and leather products to all the economic regions except Europe and Central Asia, and South Asia. The variables, domestic demand, export promotion policy, India's relative price, the import of leather, allied products and machinery, assume significant importance to select regions. The influence of post-reform period significantly differs from pre-reform and is favourable in the case of export to Middle East and North Africa; and South Asia.

Background: Incidence and prevalence rates of multiple sclerosis (MS) are generally higher in White populations than in other ethnic groups. Relevant studies in the United Kingdom were conducted over 30 years ago. Objectives: To provide updated ethnicity-specific MS prevalence rates in the United Kingdom. Methods: Electronic records from general practices (GPs) in four east London boroughs were queried for the number of people diagnosed with MS, grouped by ethnicity, into 5-year age bands. Compared against total registered GP patients in the area (c. 900,000), the age-standardised MS prevalence was calculated by ethnic group. Results: The overall age-standardised prevalence of MS was 111 per 100,000 (152 for women and 70 for men), and 180, 74 and 29 for the White, Black and South Asian populations, respectively. The sex ratios (female:male) were 2.2:1, 2.1:1 and 2.8:1, respectively. Conclusion: MS prevalence was considerably lower among Black and South Asian populations, compared to the White population, by 59% and 84%, respectively. However, compared to available data in Africa and South Asia, MS is several times more prevalent among Black people and South Asians living in the United Kingdom than their territorial ancestry.

The vertical offset and the geopotential value over South Africa is estimated on the four fundamental benchmarks in relation to the international height reference system (IHRS). It is estimated to obtain discrepancies between the South African local vertical datum (W_P) and the global vertical datum (W_0). A single-point-based geodetic boundary value problem (GBVP) approach was used following Molodensky theory for estimating the height anomalies from the disturbing potential (T_P) using Bruns’s formula. The gravity potential at each tide gauge benchmark (TGBM) in South Africa deviates from the potential of the global reference surface by 0.589,-1.993,-2.593 and 2.154 m2s-2 for Cape Town, Port Elizabeth, East London and Durban, respectively. The corresponding vertical datum offsets between the international height reference system and the four fundamental benchmarks over South Africa are 6.013, -20.347, -26.478, and 21.996 cm for Cape Town, Port Elizabeth, East London and Durban, respectively. These offsets can be used for the unification of the South African vertical datum at the four tide gauge benchmarks in a manner that is consistent to the international height reference system.

Purpose: This study explored the perceptions of stakeholders regarding the practice of cross-racial adoption (CRA) in East London, South Africa. Method: A qualitative research design was used. Data were collected through individual interviews and focus group discussions from 23 participants. The data were analyzed qualitatively, using thematic analysis. Results: The results show that there are mixed perceptions among the participants, with White participants more likely than participants of other racial groups to support the practice of the CRA. The findings also revealed that the practice of CRA is a controversial, yet an increasing phenomenon in which most Black children are being adopted by White parents. Conclusion: It is concluded that although the practice of CRA is an acceptable form of custody of children in need of care and protection, it is still an area that requires more attention from scholars and researchers. Pertinent recommendations have been made to various stakeholders.

The author who served on the South African Truth and Reconciliation Commission (TRC) focuses on the Jewish experience in South Africa during the apartheid years. At a special TRC Hearing for Faith Communities (East London, 17-19 November 1997) Chief Rabbi Cyril Harris submitted a statement on behalf of his community. Two earlier documents were also put at the TRC’s disposal: a statement on Reconciliation presented by Gesher (a Jewish movement for social action) as a well as a comprehensive volume containing 27 interviews with Jewish activists (Cutting Through the Mountain). Taking his cue from both the Chief Rabbi’s presentation and the earlier documents, the author discusses the role of the Jewish community in overtly and covertly supporting the apartheid regime, as well the experiences of many Jews in struggling against apartheid. Finally the contribution of the Jewish community towards healing and reconciliation in South Africa comes under the spotlight.

A re-examination of a human femur found at the Blind River Site, East London, South Africa: Its age, morphology, and breakage patternModern human femoral features might have appeared in the early Middle Stone Age (156 ka to 20 ka) in South Africa, as demonstrated by the recent re-examination of a human femur fossil found at the Blind River Site, East London in the 1930s, if new dating results hold. Two optically stimulated luminescence dates from the relocated original Blind River shallow marine/estuarine deposits that contained the femur gave almost identical ages of ~120 ka, corresponding to the early part of the Last Interglacial (Oxygen Isotope Stage 5). Overall, the slender headless femur is of modern human form. The distal epiphysis bears some typical squatting features, including a newly recognized squatting facet on the anterior wall of the intercondylar fossa. With the typical V-shaped and oblique fracture pattern left by the missing head, the Blind River femur was most likely modified through human activity. But this style is not a cultural trait found in recent South African people. Further study is needed to place this specimen in its due context in the course of human evolution.

The study investigated the importance of entrepreneurial competencies on the performance of women entrepreneurs in East London, South Africa. The objectives of this study were to identify key entrepreneurial competencies that influence the performance of women entrepreneurs, to establish a relationship between entrepreneurial competencies and the performance of women entrepreneurs and to suggest strategies that can be implemented to improve entrepreneurial competencies of women entrepreneurs. Both primary and secondary data source were used in this research. This research followed a quantitative research design. A self-administered questionnaire was used to collect primary data. The findings of this research showed that entrepreneurial competencies are crucial for the survival and performance of SMMEs.

This essay examines issues of ageing and old age in Xhosa-speaking communities to c. 1860. Drawing primarily on records of the Wesleyan Methodist and London Missionary societies, the article examines the construction of Xhosa ageing, old age and death in missionary writings. The primary medium of missionary reflection was the figure of the ‘Abandoned Mother’, modelled on contemporary British metaphors, that represented yet another atrocity story for legitimating the mission enterprise and the emerging colonial regime. It also argues that there were fundamental contrasts in the images of ageing and dying between those of the Xhosa and those of the missionaries. Though older persons found certain themes in the Christian message attractive, they preferred the local cultural model of ageing, old age and death.

The ATLAS/ti program was used to analyse the data in the following steps: preparation and importing of the data, getting to know and coding the data, retrieval and examination of codes and quotations, creation of families and creation of networks.SettingDuncan Village, a low socio-economic urban settlement in East London, South Africa.SubjectsFocus group discussions (four to seven participants per group) were conducted with four groups of mothers who do not attend PHC clinics, six with mothers who do attend the clinics (including pregnant women) and four groups of HCWs.ResultsFour networks that provide a summary of all the major trends in the data were created. The results clearly indicate that mothers in Duncan Village perceive and/or experience serious problems that make it difficult for them to attend clinic and even prevent them from doing so. These problems include both the way they are treated at the clinics (especially the problem of verbal abuse) as well as the actual services delivered (no medicines, no help, disorganised, long waiting periods, being turned away). The main problem experienced by the HCWs with service delivery seems to be a heavy workload, as well as the fact that many mothers do not come for follow-up visits.ConclusionEfforts to increase the accessibility of PHC clinics in Duncan Village should focus on improving the relationship between mothers and HCWs and the heavy workload experienced by these workers.

This paper is the third and the final one in the series reporting on the numerous lots of unidentified holothuroids received from the South African and Natal Museums. While the first two papers were limited to the fauna of the subtropical east coast, this paper is limited to the fauna of the temperate region of southern Africa, west of the Port St. Johns-East London area, encompassing the warm and cold temperate faunistic provinces, stretching into Namibia. It records and/or describes 23 nominal and four indeterminate species of mostly dendrochirotid holothuroids. Altogether seven new species and three new records for the region under consideration are included and some new data presented for previously described but poorly known species, where this was lacking. The new species are Sclerothyone unicolumnus, Ocnus rowei, Cladodactyla brunspicula, Panningia trispicula, Psolidium pulcherrimum, P. pseudopulcherrimum and Synallactes samyni whereas the new records for South Africa are Pannychia moseleyi Théel; for the temperate region, Pawsonellus africanus Thandar; and for Namibia, Pseudoaslia tetracentriophora Heding.

The Kingdom of Saudi Arabia is among the leading producers of quality dates where the per capita consumption of dates is highest in the world. We studied the global markets in terms of date importing and date exporting countries. Among the five groups of importing countries, the first group comprised of European Union, North America, Australia and New Zealand, group two comprised of Eastern Europe, Turkey and Russia, group three of the Gulf countries in the Middle-East including the States of Bahrain, Qatar, UAE and Kuwait, group four of the Arab States of Jordan, Syria, Morocco, Lebanon and Yemen while the fifth group from South Asia comprised of India, Bangladesh and Sri Lanka. The date exporting countries were categorized into three groups namely, the first group being USA, Mexico, South Africa and Israel, the second comprising of Egypt, Iran, Pakistan, Saudi Arabia, UAE, Iraq and Oman while the third group of exporting countries being Tunisia and Algeria. We calculated the average price of dates for each of the groups of importing and exporting countries and studied the status of Saudi Arabian dates in the global markets and their suitability for exports. Five potential strengths of Saudi Arabian dates were identified that may be used either individually or collectively to strengthen the exports of dates from the Kingdom in each of the five date importing groups of countries where we also determined the potential market opportunities.

Five new species in the genus Marginella from the Eastern Cape, South Africa are described. Four species in the subgenus Nataliamarginella S.G. Veldsman, 2017: M. (N.) mbasheensis n. sp., M. (N.) mlambomkuluensis n. sp., M. (N.) mtataensis n. sp., and M. (N.) muratovi n. sp.; and one species in the subgenus Punctamarginella S.G.Veldsman, 2017 M. (P.) transovula n. sp. The new species are compared to their closest congeners within their respective subgenus with regards to their shell morphological features and locality. The species described here are all found deep water (50-550 m) along the central-northern Eastern Cape, between the Great Kei River (50 km north of East London) and Mbotyi (25 km north of Port St. Johns), South Africa, a portion of the 34 6region previously known as Transkei. Most of the closest congeners regarding shell morphology are found in KwaZulu-Natal at least 70 km north-east and further, with a region previously named Pondoland separating them. Very few Marginella species are adapted to live in the specific habitat of the Pondoland region.

Collections of holothuroid echinoderms received from the Natal and South African Museums, the Universities of Cape Town and Witwatersrand and that present in the former University of Durban-Westville, contain several new species and many others that are new to the fauna of southern Africa, south of the tropic of Capricorn. A paper describing and/or recording several dendrochirotids and a dactylochirotid, from a portion of these materials originating from the east coast of southern Africa, has already been published. The current paper describes and/or reports on several new species and records of aspidochirotid, molpadid and apodid holothuroids, also from the east coast, extending from Inhaca Island, off the coast of Maputo (Mozambique), to the Port St. Johns-East London area (South Africa), the subtropical zoogeographic province. A few other species have been included if they represent juvenile material, or considered extensions of ranges (bathymetric or otherwise) of previously known species, or confirmation of a species previously recorded from a single locality in the region under consideration, or for the provision of taxonomic data that was excluded for some previous published records. Of the 30 species treated, four are new to science and seven are new records for the southern African region. The new species are Holothuria (Lessonothuria) tuberculata, H. (Theelothuria) duoturriforma, H.(T.) longicosta and H. (T.) pseudonotablis, whereas the new records include Stichopus cf. monotuberculatus (Quoy & Gaimard), Actinopyga bannwarthi Panning, A. lecanora (Jaeger), Bohadschia marmorata (Jaeger), H. (Vaneyothuria) integra Koehler & Vaney, Molpadia triforia (Cherbonnier) and Protankyra autopista (Marenzeller).

In the twenty-first century African countries have not only taken a significant step forward in their economic development as a whole, but have also strengthened their positions in the world economy. One manifestation of this is the emergence of new foreign economic partners for African countries. African countries have become more interesting, not only for Asian giants – China and India, but also for Southeast Asia countries, which have just recently started their outward expansion. The main purpose of this study is to create an initial, most general panorama of how trade and investment relations between the Southeast Asian and African countries developed in the new century. As regard for trade, we used a quite complete statistical database under the auspices of the Association of South-East Asian Nations (ASEAN). Southeast Asia was represented by all 10 of ASEAN member-countries. The African continent was portrayed by 47 countries. A comprehensive analysis of the statistical data showed that the trade operations of Southeast Asian countries with their African partners were profitable for them: in 2010–2016 they had a permanent surplus on these operations. It was found that in 2010–2016. the main partners of African countries were Thailand (with turnover of 69 billion dollars.). Singapore ($64 billion)) and Malaysia ($48 billion).). Companies from Southeast Asian countries expect to expand on the African continent, taking into account, in particular, the following factors: the need to enlarge and diversify their imports of oil and gas. as well as some types of industrial raw materials that are not available in Southeast Asia; constantly growing opportunities to expand exports of their goods, in order to meet growing consumer demand in African countries; Southeast Asian exporters expect a significant expansion of their exports following the entry into force of the African Continental Free Trade Area) in 2022. As for investment links, we were forced to gather by trifles everything concerned about Southeast Asian investments on African continent. Reliable generalizing statistics on this segment of economic relations either do not exist, or it is not available to research community. As a result of monitoring of investment contacts, it was possible to collect the final material giving a short overview of this process.

South Africa’s second democratic elections in June 1999 represented an important step on that country’s path to “normality,” to political pluralism, as opposed to the racial oligarchy of the past. At the same time, the clear victory of the African National Congress (ANC) underscored the dominant-party nature of South African politics. Despite the party’s overwhelming victory, however, it had to contend with a number of challenges, most notably from within its Eastern Cape heartland. This article explores the nature of party competition in the Border Corridor of the province by examining both the 1999 election results and the results of a detailed opinion survey conducted in the area in late 1998. Sandwiched between the former homelands of the Transkei and Ciskei, the corridor is of considerable importance given its geographical location and political history. The district encompasses greater East London, the provincial capital of Bisho, and King Williams Town.

Intravenous fluids are an essential component of patient care, but a 2013 National Institute for Health and Care Excellence (NICE) guideline noted that inappropriate prescribing or administration may lead to actual or potential patient harm in up to 20% of patients.1 This project aimed to improve prescribing documentation and communication between nurses and doctors regarding intravenous fluid management. This was done through the introduction of a fluid chart, in combination with teaching on appropriate fluid management. It was initiated within the medical department of Cecelia Makiwane Hospital in East London, South Africa. 309 patients were included and data were analysed over a 6-month period. The outcome measures were the standards of intravenous fluid prescribing set by the NICE guidelines. The process measure was the use of the new chart. Baseline data highlighted that there was no standardised location for fluid prescriptions within the bedside notes. Following the intervention, 81% of fluid prescriptions were on a fluid chart. The percentage of fluid scripts with a 24-hour fluid prescription, a recorded indication and recorded input increased after the intervention. Seventy six per cent of patients received more than 50% of the fluids prescribed following the intervention compared with 22% at baseline. These results indicated an increase in the doctor’s awareness of appropriate fluid prescribing and an improvement in the communication between doctors and nurses regarding the patient’s fluid management. The engagement of local stakeholders and staff was fundamental to the success of the project and allowed for this change in practice. Fluid management is a vital part of care in many specialties; therefore, a toolkit has been created to allow similar quality improvement projects to be implemented across other hospitals around the Eastern Cape.

One of the many problems facing the Paris Peace Conference in 1919 was the future of the conquered German and Turkish territories in Africa, the Pacific, and the Middle East. Widespread anti-imperialist sentiment in Europe and the United States opposed direct annexation of the possessions, but wartime agreements and the security interests of the Allies prevented returning the conquered areas to their former rulers. In particular, many British leaders wanted to ensure that Germany could never again attempt world domination and were convinced that the restoration to Germany of its overseas possessions would pose a “grave political and military menace” to Britain's vital maritime connections with South Africa and India. After a long, often acrimonious debate, the Conference agreed on a compromise that placed the former German colonies and Ottoman provinces under the supervision of the League of Nations. This solution gave the Allies control of their acquisitions as “mandates” within a framework of international accountability. Great Britain received the most mandates, including Germany's largest colony of German East Africa. For the British leaders who had always advocated transforming German East Africa into a British colony, the new system seemed to make little practical difference. For the colonial officials in London and at the highest levels of colonial administration within the conquered possession, however, the mandates system presented serious problems and was not simply a disguise for annexation.

AbstractThe study aims at interrogating the transformation of education in Buffalo City following integration of East London with its black townships. This paper is largely framed from a quantitative paradigm that draws from statistical data in linking population changes with educational patterns in the study area. Census data was used to trace population changes in post-apartheid South Africa, while performance in education was informed by matriculation results. Quantitative data were complemented with key informants’ qualitative opinions. The results indicate that the quality of education in former “white” schools is better than that of “township” schools. There are several pull factors that attract township learners to former white schools, albeit with integration challenges. The study concludes that if these challenges are masked to education planners and policy makers, they militate against the envisioned liberalisation of the democratic education system.

Africa is on track to becoming the world’s most populous region by 2023 as growth in the continent’s population surpasses that of China and India; between 2020 and 2040, one in every two births will be African, according to the International Energy Agency (IEA). The problem—and the opportunity—is that three-quarters of those new global citizens living in sub-Saharan Africa will live without access to electricity and other energy-driven staples of the modern world. “More than half a billion people [will be] added to Africa’s urban population by 2040, much higher than the growth seen in China’s urban population in the two decades of China’s economic and energy boom,” IEA noted in its Africa Energy Outlook 2019. “Growing urban populations mean rapid growth in energy demand for industrial production, cooling, and mobility,” IEA analysts wrote. “The projected growth in oil demand is higher than that of China and second only to that of India as the size of the car fleet more than doubles (the bulk of which have low fuel efficiency) and liquefied petroleum gas (LPG) is increasingly used for clean cooking.” With regards to gas, Africa is on track to becoming the third-largest region to feed the growth in global gas demand over the next 20 years, the IEA said (Fig. 1). Africa accounted for 8.8% of the world’s oil production in 2019, according to the BP Statistical Review of World Energy 2020. Nigeria was Africa’s top oil producer at 2.2%; Algeria was next at 1.6%; then Angola, 1.5%; and Libya, 1.3%. BP economists calculated Africa contributed 6.0% to the world’s natural gas production in 2019. They ranked Algeria as the continent’s top gas producer at a global share of 2.2% followed by Egypt, 1.6%, and Nigeria, 1.2%. Africa’s hydrocarbon-producing nations have always depended on fossil fuel and mineral exports for the foreign exchange that feeds their economies. But as the continent’s population grows and its demographics become younger and more urban, Africa is revealing itself as a “barefoot shoemaker”—wealthy to the extreme in fossil fuels and renewables, but with three-quarters of its sub-Saharan population living without electricity. Africa’s R/P (reserves-to-production) ratio is about half that of the Middle East and a quarter of first-place South America. But it is worth asking if South America’s high R/P is not due to years of high-profile exploration, while Africa—with a west-coastal geology similar to South America’s east coast—is simply underexplored. The World Bank has declared 32 of the continent’s 48 nations to be in an energy crisis considering that their gross domestic product (GDP) growth is outpacing power generation by a factor of three to four times. Investment is vital to turning this situation around, and the most attractive investment opportunities pre-pandemic were found in Nigeria, Mozambique, Egypt, Mauritania, and Equatorial Guinea, according to the organizers of Africa Oil Week (AOW), an exploration and production (E&P) investment conference held annually for 27 years.
