This chapter offers an introduction to the book. Modality is a core research topic for most disciplines interested in language, including linguistics, philosophy, and psychology. By putting forward specific case studies across an extensive range of languages, the chapters in this book allow us to gain insights into features that are common across languages in the construction of modal meanings, as well as into constraints that are language-specific. The broad range of syntactic and morphological configurations under study in this book succeed in giving readers a sense of the extremely rich diversity found in natural language under the “modal umbrella.”

This chapter examines the life and career of Ixya Herrera. She debuted at the age of twelve, dueting with her idol Linda Ronstadt in front of a crowd at the Tuscon Mariachi Conference 1992 in Arizona. Growing up in California, in the supportive environment of a musical family, and with the legacy of Chicano cultural politics, she has developed a solo career engaging a repertoire of diverse Mexican genres. In her self-crafting processes, Ayben aspires to enchant audiences with the thrill of her singing voice, negotiating stereotypes and placing satisfaction before commercial gain. She continues to push forward with recordings and concert appearances, engaging a form of subtle activism, and demonstrating self-determination and self-definition.

Commodity investments have continued to gain traction in diversified portfolios since the 1990s. Historically low correlations relative to traditional asset classes, different fundamental drivers, and investor demand for alternative sources of return have brought commodity investments forward as a solution that provides overall portfolio diversification while maintaining similar long-term return streams. A large inflow of institutional investors and noncommercial traders has increased demand and lowered barriers to entry. Many of these investors simply want exposure to commodities as an asset class, often investing in index funds or exchange-traded funds (ETFs). In some cases, investors assume that the underlying commodity indexes that these investment vehicles track represent appropriate benchmarks asset class performance. In reality, the many different commodity indexes available make benchmarking asset class performance more difficult.

Cyber conflict is often called the fifth domain of conflict. As more and more systems, networks, and information become digitized, there is contestation as to the growing nature of the threat and how exactly this domain can be exploited to coerce the enemy for either geopolitical or financial gain. Some argue that the cyber threat is exponentially growing and that offensive dominance reigns, making cyber conflict extremely unstable. Others contest that the threat is overblown and is more socially constructed. In this chapter we take a middle ground and find that much of the cyber conflict and security discourse has gotten it wrong through conjecture and worst- (or best-) case scenarios. We argue that a system of norms must be built upon and preserved to keep cyberspace a domain of relative openness and nonescalation. Arms races and deterrence strategies are not the path forward for a secure, prosperous cyberspace.

The democratic consolidation in France around 1968 introduces variation into the comparative regime setting. The chapter discusses the historical and international context of that mobilization which over time has turned into the global symbol of youth revolt. The analysis highlights the links between the political mobilization of differing political groups of young people and the changing discursive contexts. In particular, it emphasizes the mobilizing impact of events abroad for changing the public understanding of youth. Youth mobilization was also closely linked to competing future imaginaries and alternative visions of the French past. However, youth mobilization failed to develop a coherent and unified vision for the country and many of the issues brought forward failed to gain traction in wider society. Therefore, youth revolt could be portrayed as being confined to youth which contributed to the possibility of the Right to triumph in the elections that followed.

The debate about whether mental health law should be abolished or reformed emerged during the negotiations of the Convention on the Right of Persons with Disabilities (‘CRPD’) and has raged fiercely for over a decade. It has resulted in an impasse between abolitionists, States Parties, and other reformers and a literature which has devolved into ‘camps’. Mental Health Law: Abolish or Reform? aims to cut through the confusion using the tools of human rights treaty interpretation backed by a deep jurisprudential analysis of core CRPD concepts—dignity (including autonomy), equality, and participation—to gain a clearer understanding of the meaning of the CRPD and what it requires States Parties to do. In doing so, it sets out the development of both mental health law and the abolitionist movement including its goals and how and why it has emerged now. By digging deeper into the conceptual basis of the CRPD and developing the ‘interpretive compass’, the book aims to flesh out a broader vision of disability rights and move the debate forward by evaluating the three main current abolition and reform options: Abolition with Support, Mental Capacity with Support, and Support Except Where There is Harm. Drawing on jurisprudential and multi-disciplinary research from philosophy, medicine, sociology, disability studies, and history, it argues that mental health law should not be abolished, but should instead be significantly reformed to minimize coercion and maximize the support and choices given to persons with mental impairments to realize of all of their CRPD rights.

This chapter comments on Anthony Downs’s 1972 seminal paper “Up and Down with Ecology: The ‘Issue-Attention’ Cycle,” which tackles the concept of “public” or “issue” attention. Focusing on domestic policy, particularly environmental policy in the United States, Downs describes a process called “issue-attention cycle,” by which the public gains and loses interest in a particular issue over time. This chapter summarizes studies that directly put Downs’s propositions to the test, laying emphasis on research that probes the existence of and interrelationships among the public attention cycle, media attention cycle, and government attention cycle. It then reviews the main arguments put forward by Downs before concluding with a discussion of promising avenues for future research as well as important theoretical and methodological questions that need further elucidation.

In the concluding chapter, it is proposed that while dialogue, music, poetry, and storytelling—collectively the lifeblood of this work—should by no means be regarded as substitutes for progressive public policy or impactful legislation in the ongoing struggle for autistic rights, they are nevertheless valuable in their own right and can pave the way toward new policies and laws that make a real, positive difference. Conversation, in particular, is singled out for its capacity to help us “find common ground from which to move forward in common purpose toward the common good” while distancing us from “the tragic patterns of divisiveness, prejudice, intolerance, and denial of the humanity of others that darken the record of human history at every turn.” For conversation to foster such gains, however, our discourses must be approached with a commitment to really listening to what other people have to say. The greatest hope that the author and his collaborators have for this book, it is stated, is that its conversations and stories will ultimately “contribute in some meaningful way to making a future world that not only accepts neurodiversity but celebrates it as a hallmark of our shared humanity.” The work concludes with, first, a quotation from Hans Asperger emphasizing the importance of deeply engaged, compassionate conversation in his work with autistic children and, second, a closing poem from Mara Chasar, who suggests that however grave the challenges faced by autistic people may be, to be accepted, inspired, and loved by others will go a long way toward meeting them.

This book undertakes a fundamental review of the existing international regime for taxing business profit. It steps back from the current political debates on how to combat profit shifting and how taxing rights over the profits of the digitalized economy should be allocated. Instead, it starts from first principles to ask how we should evaluate a tax on business profit—and whether there is any good rationale for such a tax in the first place. It then goes on to evaluate the existing regime and a number of alternatives that have been proposed. It argues that the existing regime is fundamentally flawed, and that there is a need for radical reform. The key conclusion from the analysis is that there would be significant gains from a reform that moved the regime towards taxing profit in the country in which a business made its sales to third parties. That conclusion informs two proposals that are put forward in detail and evaluated: the Residual Profit Allocation by Income (RPAI) and the Destination-based Cash Flow Tax (DBCFT). The book is authored by group of economists and lawyers—the Oxford International Tax Group, chaired by Michael Devereux. It draws insights from both economics and law—including economic theory, empirical evidence on the impact of taxes, and a detailed examination of practical issues of implementation—to assess the existing system and to consider fundamental reforms. This book will be useful to tax policy makers, tax professionals, academics, and anyone interested in tax policy.
