Only a few years ago rights of sexual minorities in Poland caused not only national controversies over what democracy means, but also gained international attention, visible in demonstrations in front of embassies in Berlin and London, wide media coverage, and protest letters to the Polish prime minister by the Helsinki Foundation of Human Rights as well as Amnesty International and the International Lesbian and Gay Association (ILGA). Several Polish politicians were repeatedly cautioned for their extreme conservative stance on homosexual issues and homophobic remarks as well as criticized for the prohibitions of the so-calledMarsz Równości(Equality March), the Polish version of the Christopher Street Day (usually known as Gay Pride Parade) as being against the standards of democracy and human rights. Finally, and in particular as a reaction to the various remarks of Polish politicians, a resolution against homophobia was submitted to the European Parliament in January 2006 and passed in June 2006. Despite the resolution, the then Polish minister of education, Roman Giertych (League of Polish Families, or LPR), caused another great stir at the European Union (EU) conference of ministers of education in Heidelberg, Germany, on March 1, 2007, when he stated that brochures on sexuality education published by the Council of Europe that contained information on homosexuality and homosexual relations were to be prohibited in Polish schools. In the same speech, he rebuked societies that allowed abortion on social grounds and called abortion a “legal crime” and a “new form of barbarism.”

Friedrich Nietzsche (1844–1900) was born in the village of Röcken, in Prussian Saxony, the son and grandson of Lutheran ministers. He studied theology and classical philosophy at the University of Bonn, but in 1865 he gave up theology and went to Leipzig. Then he discovered the composer Richard Wagner and the philosophers Schopenhauer and F. A. Lange (author of History of Materialism and Critique of its Present Significance, 1866). He won a prize for an essay on Diogenes Laertius, the biographer of ancient Greek philosophers, and was appointed associate professor of classical philology at Basel, when he was only twenty-four. He became a full professor the following year. His principle writings between then and 1879, when illness made him resign from the university, were The Birth of Tragedy (1872) and Human, All Too Human (1878). After his resignation his principal writings were Daybreak (1881), The Gay Science (1882), Thus Spoke Zarathustra (Parts 1 and 2 published 1883, Part 3 published 1884, Part 4 issued privately 1885, published 1892), Beyond Good and Evil (1886), On the Genealogy of Morals (1887), The Wagner Case (1888) and Twilight of the Idols (1888). Nietzsche became insane in January 1889, and vegetated until his death in 1900. His madness was probably tertiary syphilis, which he may have contracted while ministering to sick soldiers in 1870 as a medical orderly in the Franco-Prussian war.

Virtually all Chinese historians, past and present, have viewed the Duke of Zhou as a paragon of the virtuous minister. However, in traditional Chinese sources concerning the Duke of Zhou there is also a distinct negative undercurrent, several texts recording that the Duke “resided in the east” in contexts implying that he went into a sort of exile. Given this ambivalence in the history and traditions regarding the Duke of Zhou, the author examines two chapters of the Book of Documents: the “Shao gao” or “Announcement of the Duke of Shao” and the “Jun Shi” or “Lord Shi.” He posits that these two chapters represent two sides of a debate over political theory and governance. The “Jun Shi,” a speech by the Duke of Zhou to the Duke of Shao, expounds a political theory that privileges ministers over kings. The “Shao gao,” on the other hand, is an address by the Duke of Shao to the Duke of Zhou in which the Duke of Shao resolutely supports the king's prerogative to rule as the “eldest son” of Heaven.This debate between the Duke of Zhou and the Duke of Shao was but the first instance of a tension that would continue to occupy statesmen and political theorists throughout Chinese history: between the power of the king or emperor and that of his ministers. While, in later times, neither side was ever able long to maintain supremacy in this debate, in the early Western Zhou the Duke of Shao almost certainly prevailed; shortly after the Duke of Shao made the address contained in the “Shao gao,” the Duke of Zhou first relinquished power to King Cheng and then, somewhat later, went into exile or retreat, never again to play a central role in Western Zhou government.

Abstract This qualitative study is aimed at elucidating conceptual metaphors associated with renewable energy sources (further referred to as ‘renewables’) in Ukrainian prime ministers’ (PMs) political discourse. The material derives from a corpus of Ukrainian PMs’ political texts on renewables in Ukraine within the timeframe 2005-2014. The corpus is examined for the presence of conceptual metaphors pertaining to the topic of renewables. Data analysis indicates that from 2005 to 2013 conceptual metaphors involving renewables are embedded in the issues of Ukraine’s adherence to the Kyoto Protocol, the EU directives on renewables, the monetary value of renewables and the role of renewables in Ukraine’s energy security, thus instantiating the conceptual metaphors Renewables as Ukraine’s European Choice, Renewables as a Path to the EU, Renewables as Money and Renewables as Independence respectively. However, the novel metaphor Renewables as Survival is identified in PM Yatsenjuk’s political discourse in 2014. This metaphor is embedded in the context of another conceptual metaphor, Gas as a Weapon, which is present in political discourse involving Russian natural gas export to third countries. Data analysis indicates that the conceptual metaphors Renewables as Survival and Renewables as Independence are in a polyphonic relationship of synergy and contrast with Gas as a Weapon.

In June 2006 in Wien, the Energy Ministers of Austria, Hungary, Romania, Bulgaria, Turkey and the European Commissioner for Energy agreed in principle to set up the project of the Transcaspian gas pipeline "Nabucco" construction. This article presents the analysis of the project development perspective, and the stance on it of different parties concerned.

The Australian Council of Learned Academies (ACOLA1), Securing Australia’s Future, Project 6 report, entitled Engineering energy: unconventional gas production, explored the scientific, social, cultural, technological, environmental and economic issues surrounding alternative energy sources, with particular reference to shale gas production. The project was one of a series of strategic research projects for the Prime Minister’s Science, Engineering and Innovation Council. The project report made 51 key findings considering the potential technological, environmental, social and economic impacts of an Australian shale gas industry. Recommendations arising from the report were developed by the Office of the Chief Scientist in consultation with relevant government departments. The symposium presentation was based on the ACOLA project report.

On 11 December 1989 the Australian Minister for Foreign Affairs and Trade, Senator Evans, and the Indonesian Foreign Minister, Mr Alatas, signed the Treaty to establish a Zone of Cooperation in the Timor Gap.The Timor Gap Treaty is the most substantial bilateral agreement concluded in the forty year history of Australia's relations with Indonesia. The Treaty negotiations have developed a unique regime to allow joint control of petroleum exploration and development activity in Area A of the Zone, the area of joint development. The Treaty encompasses administrative, maritime and fiscal arrangements, customs, migration and quarantine, search and rescue, environmental protection and pollution control, criminal jurisdiction, employment regulation, marine scientific research, health and safety regulations and procedures for settlement of disputes.Work has now commenced to establish the Joint Authority which will be responsible for the administration of petroleum operations in Area A. Contracts in Area A will be awarded by a work program bidding system.

On Good Friday of 1973, members of San Francisco's homosexual community staged a public demonstration amidst the skyscrapers in the business district. Shen Hayes, described as a “frail nineteen-year-old,” claimed to embody the suffering of the city's gay population. Hayes dragged a telephone pole “cross” on his back while throngs of protesters cheered and chanted. The local minister leading the action likened gays’ lack of rights to murder, and the caption accompanying Hayes’ photo in the newspaper claimed that he and other gay Californians had been “crucified.” Despite, despite the protest's religious intensity, its objective was secular. Activists had convened to oppose discrimination against those workers whom Pacific Telephone & Telegraph (PT&T) had labeled “manifest homosexuals”: employees and job applicants who either claimed or seemed to be gay.

The wave of demonstrations that developed out of the Gezi Park sit-ins manifested a form of aesthetic creativity that employed transvaluation and displacement in a way that set them apart from other protests in Turkey and the Arab world. Transvaluation and displacement were arguably among the primary forces that drove the protests following the forceful breakup of the Gezi Park sit-ins. The protests began when police forcefully removed sleeping demonstrators from Gezi Park. To most observers, the police use of violence to clear the park was deemed disproportionate, and the resistance countered the tear gas, truncheons, water cannons, and detentions with a level of aesthetic intensity that surprised detractors as well as supporters. The primary aim of the movement was to protect a park in the center of Istanbul, but the resistance represented a broad coalition of those who opposed what they perceived as the autocratic ruling style of then Prime Minister Recep Tayyip Erdoğan. They ranged from anti-capitalist Muslims to students who simply opposed the Prime Minister’s Islamification of the Turkish public sphere. Examining the way in which transvalution and displacement were used as a response to the force employed by riot police at the direction of the Turkish government shows how political art was employed effectively in the Gezi Park protests. <div data-canvas-width="358.09044256505587">The Emissions Trading scheme now (January 2003) in prospect in the European Union is likely to be the first trans-national greenhouse gas emissions trading scheme in the world. With the participation of the European Economic Area [EEA] countries and with the forthcoming EU enlargement, 30 countries could be involved in this scheme by 2012. Under European Union law, the European Commission is responsible for making proposals, which are then decided upon by the Council of Ministers —on a «qualified majority» basis in this case— representing the 15 Member State governments, and the European Parliament. In the case of this Directive, the Commission prepared its initial proposals, which have then been scrutinised by the European Parliament and the Council of Ministers.</div><div data-canvas-width="415.5790013011153">The objective of this work is to provide an assessment of the EU Emissions Trading Directive as agreed by the Council of Ministers. The agreement was reached looking at both, the characteristics and potential of this scheme. For some of the issues, there is theory and evidence to support the case made. For others, the absence of evidence means that intuition is called upon.</div>

Four-Star-General Günter Kießling (1925–2009) was the highest-ranking West German general in nato and Deputy Supreme Allied Commander Europe. His dismissal due to false accusations that he was homosexual came in late summer 1983, at the height of the conflict over the deployment of new intermediate-range missiles in Europe. Eventually, the Military Counterintelligence Service was ordered to conduct investigations in the Cologne gay scene. The Minister of Defence ordered to suspend the general from active duty without military honours in December 1983. Kießling decided not to retire quietly but to fight for his honour. Since nothing that “incriminated” Kießling was found, the minister altered course completely. The major issue raised by the Kießling scandal later centred around the question of who was to “blame” for it. And finally, an East German agent at the top of the West German Military Counterintelligence Service, who had been compromised in 1990, was another person to blame, as he had an almost ideal role of the evil.

Cross-national studies of women's political leadership (WPL) usually focus on female prime ministers and presidents or numbers of women in parliament. While illuminating, these studies fail to provide a comprehensive assessment of WPL in a particular place and time. Addressing this gap in the literature, we assert that WPL is inherently contingent upon the theoretical concepts of “structural power” and “male dominance,” encompassing multiple formal apex political decision-making institutions. In accordance with this perspective, we have constructed a novel women's political leadership index based on collective leadership across judicial (high court judges), executive (cabinet ministers), and legislative (parliamentary committee chairs) branches of governments to capture both thepresenceof women among political leaders and theirbalanceacross institutions. Applying our index to 21 diverse territories in Asia, we demonstrate the utility of our approach through a series of country case studies illustrating four prominent patterns of WPL: exclusion, illusion, imbalance, and balance. We conclude by discussing the potential benefits of globally expanding the scope of the index.

This article adds a political perspective to the phenomenon of higher education de-differentiation, by building on Gary Rhoades’ neo-institutionalist account. Diversity is operationalized on a hallmark dimension for Central and Eastern Europe: the public–private divide. Higher education is conceived of as a structured organizational field and its institutionalization in Central and Eastern Europe is surveyed in a comparative approach, focusing on the institutions governing the competition for (tuition paying) students and the normative images of higher education (accreditation, quality assurance, classifications and rankings). Critical junctures are identified in regard to the structuration and re-structuration of higher education in Romania, and the agency of the ministers is traced in relation to their academic background. The article builds on evidence from studies of system-level diversity or differentiation in higher education, the structuration of higher education as an organizational field, and the more recent empirical accounts on the impact of the agency of academics in policy formulation in Central and Eastern Europe (especially those in office as ministers of education).

Education is a human right. Everyone has the right to receive educational rights without restrictions. Everyone has the right to get the education and level of education they will attend. The government has an education equalization plan with the issuance of the Minister of Education and Culture Regulation No. 14 of 2018. The Minister of Education and Culture mentioned above applies a zoning system. The Minister of Education and Culture does not rule out the possibility of impacts for prospective students who wish to continue their education. The problem is how the impact of the PPDB zoning system on education rights in Kajen Subdistrict, Pekalongan Regency. The approach method used is a sociological juridical approach method. PPDB has positive and negative impacts. According to researchers, PPDB is not in accordance with the right to education of children, due to restrictions, the gap in the quality of learning with the same level of difficulty of the National Examination and the same curriculum that applies nationally. Abstract Natural gas is an essential element of the Latvian and the Baltic energy portfolio, so its supply disruption can seriously affect the national economy and energy security of our country. The article focuses on a basic case study of the natural gas supply to one of the Latvian municipalities, when the energy crisis is announced. It also marks potential vulnerabilities factors that may cause the natural gas supply shortages or disruption periods of different length for a wide spectrum of the Latvian natural gas consumers – starting with households and finishing with large industrial consumers and energy producers. A legal framework analysis along with an emergency natural gas supply review has been proposed as well, taking into account the actual distribution of the natural gas consumption among the urban energy users, which can be compared with references included into the Cabinet of Ministers Regulation No. 312 “Procedures for the Supply of Energy Users and Sale of Heating Fuel during Declared Energy Crisis and in Case of Endangerment to the State” (hereinafter – Regulation 312).

Surveys have found a persistent gender gap in political knowledge, with women knowing less about politics than men. This article tests the explanations for the gap using surveys collected in Australia between 2001 and 2016. The results show that the gender gap in knowledge was stable between 2001 and 2007, but declined significantly in 2010, and returning to trend in 2013 and 2016. The decline in 2010 is largely accounted for by the election of Australia’s first female prime minister, Julia Gillard, which resulted in women displaying greater media attentiveness. The results confirm other research suggesting that enhanced descriptive representation of women may help to close the gender gap in political knowledge.

This edition is marked by a strong Antipodean focus. The first three articles bring a critical Indigenous perspective to areas previously cosseted by Western understandings. Robyn Moore, using critical discourse analysis, takes Australian Prime Minister Julia Gillard’s 2011 ‘Closing the Gap’ speech to task for naturalising Indigenous Australia’s position on the wrong side of the social and economic ‘gap’. She argues that, far from accepting white culpability, Gillard instead polishes cultural deficit understandings of Indigenous disadvantage by framing the social and economic divide in meritocratic terms. In so doing, Moore further argues, Gillard casts a benevolent light upon white Australia.

How do political activists begin? What is their motivation? For quiet Greg Weir, just graduated as a trainee school teacher from Kelvin Grove College of Advanced Education in 1976, it was being refused employment by the Queensland government because he was a spokesperson for a gay student support group. Minister for Education Val Bird said in Parliament that ‘student teachers who participated in homosexual and lesbian groups should not assume they would be employed by the Education Department on graduation’. With his future as a teacher destroyed, Greg became one of Queensland's best-known political activists. His cause was taken up by the Australian Union of Students and he became a catalyst in developing awareness of gay and lesbian issues all over Australia. Greg was then employed as a staff member in the office of Senator George Georges and later Senator Bryant Burns, and became a Labor Party activist, influential in the peace, anti-nuclear, education and civil liberties movements in the 1970s and 1980s. He also helped set up HIV/AIDS awareness groups in the 1980s, and went on to become one of the central organisers of the campaign for gay law reform in 1989–90, which culminated in the decriminalisation of male homosexuality in 1990. In 1991 Greg was involved in campaigns to include homosexuality as a category in new antidiscrimination legislation.

Prescriptions of the Forest Management Planning Manual (FMPM) for Ontario's Crown forests are examined for conformance with the elements of the Canadian Council of Forest Ministers (CCFM) Criteria and Indicators (C&I) of sustainable forest management (SFM). The examination identifies gaps and highlights forest management planning aspects that require gap–bridging interventions at the forest management unit (FMU) level. The three levels (parts) of the FMPM—Management Planning, Annual Operations, and Reporting & Monitoring—are examined. Gaps are categorized in three groups—major, intermediate, and minor gaps. Major gaps are recorded for five out of 22 elements of the CCFM C&I framework, and these gaps indicate inadequate prescriptions for the corresponding elements at all the three levels. Minor gaps are also recorded for five elements, and these gaps indicate inadequate prescriptions at the monitoring level. Intermediate gaps are recorded for 11 elements, and depending on the specific element and indicator, inadequacy of prescriptions may only be for operations, reporting and monitoring, or may also include the planning level. The main findings of the gap analysis are that none of the six criteria of SFM has been fully incorporated in the FMPM; Part C (Reporting and Monitoring) has the highest degree and Part A (Plan Contents) has the lowest degree of non–conformity with respect to CCFM C&I framework; at the criterion–level the Global Ecological Cycles has major gaps while three criteria—Soil and Water Conservation, Multiple Benefits, and Society' Responsibility—have intermediate gaps; and the changes in the FMPM have been incremental while the shift in the concept of forest management from Sustained Yield Timber Management to SFM was a drastic change. This article addresses the way in which Latvian political actors communicated the gap between popular support for the welfare state and austerity measures aimed at dismantling it. I investigate the case of the Latvian economic crisis of 2008–2010. To this end, I utilise the typology developed by Paul Hart and Karen Tindall. Originally, this typology had been developed to analyse different approaches to the framing of economic crises by political elites in several Western countries. Initially, the study intended to include post-socialist countries, severely hit by the 2008 Economic crisis, however this original aim was not realised. In order to fill this gap, this paper focuses on the Baltic states, which suffered economic crisis and extensive transformation of their welfare systems. The typology distinguishes between three framing types: 'threat', 'opportunity' and 'business-as-usual', the first two of which are ideologically antagonistic. Analysing 250 news articles and a number of political documents that trace the political communication of Latvian prime ministers, welfare Ministers and ruling coalition parties, this paper provides evidence that 'framing' the crisis as a threat to the public good was the most common way of rationalising the need for austerity measures following the economic downturn. At the same time, the crisis as an opportunity frame has been used since the end of the economic crisis in Latvia. The latter was the outcome of successful electoral results of the ruling party 'Unity', the driving force of the First Dombrovskis government. Since the 2010 general elections in Latvia, both Dombrovskis himself and other politicians and officials loyal to the government have used the frame 'crisis-as-an-opportunity', continuing the dismantlement of the welfare state even after the end of the economic crisis.

Natural gas is a very important non-renewable natural resource that controls the lives of many people. Therefore, the exploitation and utilization of natural gas must be carried out wisely and for the greatest prosperity of the people. This is mandated in Article 33 Paragraph (3) of the 1945 Constitution of the Republic of Indonesia that "Earth, water and the natural resources contained therein are controlled by country and used for the greatest prosperity of the people". With the promulgation of Law Number 22 the Year 2001 concerning Oil and Gas, there has been restructuring in the implementation of natural gas exploitation through pipelines in Indonesia. The law provides more space for private entities to engage in gas exploitation with the purpose to create healthy competition, transparency, improving national development, efficiency in exploiting natural gas and to develop competitive price so that the end consumer can enjoy the benefits. By its implementing regulations, namely, the Regulation of the Minister of Energy and Mineral Resources Number 19 of 2009, natural gas exploitation through pipelines is carried out through an “unbundling” and “open access” mechanism.

Indonesia contributes to 45% of TB cases in the world. Currently, Diabetes mellitus (DM) case is increasing. DM may worsen TB. The risk of developing latent into active TB increases with the presence of DM. Treatment failure in TB patients with DM is more frequent than non-DM. The aim of this study was to analyze of TB DM collaboration program at the one hospital in Semarang City. This was a qualitative study with content analysis. Informants consisted of internists, nurses, patients. This study showed there was a gap between technical guidance from minister of health and implementation of DM screening from TB patient. Besides, human resources factors also contribute to that gap.

The countries of Central and Eastern Europe (CEE) have commonly been regarded as climate and energy policy laggards blocking more ambitious EU decarbonization targets. Although recent literature has increasingly acknowledged the differences in national positions on energy and climate issues among these states, there has been little comprehensive evidence about their positioning on EU climate and energy policies and the domestic interests which shape government preferences. The article addresses this gap by tracing the voting behavior of six CEE countries (Poland, Hungary, Czech Republic, Slovakia, Bulgaria, and Romania) on EU energy-related legislation in the Council of Ministers between 2007–2018. The article shows that the contestation of energy policies, particularly of climate-related legislation, in the Council of Ministers has increased over time and that these six CEE countries have indeed most often objected to the adoption of EU legislation. The CEE states do not, however, have a common regional positioning on all EU energy policies. Voting coalitions among the six CEE countries differ substantially across energy policy areas. The lack of a common regional position and changing national preferences have enabled the adoption of a relatively ambitious EU Energy and Climate Package for 2030. The differences in national voting patterns are explained by the evolving interests and the ability of key domestic political and economic actors to adapt to and explore benefits from the ever-expanding EU energy and climate policies.

During the Cold War, the nature, intent, and scale of Soviet civil defense were the subject of heated debate in the West. Some analysts claimed that the USSR possessed a massive civil defense program capable of seriously destabilizing the strategic nuclear balance. This article draws on previously unexamined archival sources to investigate Soviet shelter construction from 1953, when the USSR's civil defense forces began planning for nuclear war, until the Cuban missile crisis in October 1962. These documents indicate that shelter construction consumed the majority of Soviet civil defense funding and was conducted by order of the Council of Ministers. Although the shelters were inadequate both technologically and quantitatively to protect the Soviet population from an all-out U.S. thermonuclear attack, they existed in significant numbers and represented a considerable expenditure of limited Soviet resources. These new revelations provide important insights into Soviet thinking about nuclear war during the Khrushchev era.

New Zealand's greenhouse gas emissions have increased significantly since 1990. This article examines how the fact of increasing emissions is discussed and given significance in New Zealand's national public discourse on climate change. Greenhouse gas emissions became a serious public concern on 17 June 2005, when the New Zealand government estimated a $307 million Kyoto Protocol liability in its 2005 financial statements. Conservative media coverage of this report emphasised governmental miscalculation, the financial liabilities generated by Kyoto Protocol regulations and a struggle between Climate Change Minister Peter Hodgson and industry voices over how to define the problem. This article links the arguments and discursive strategies used in the 17 June 2005 newspaper coverage of increasing greenhouse gas emissions to the institutional actors shaping New Zealand climate change policy. The increased effectiveness of industry challenges to government climate change policy is noted and discussed.

After more than two decades of inadequate international efforts to address climate change resulting from rising greenhouse gas emissions, the 2015 Paris Climate Change Agreement shifted gears. That agreement advances a “bottom-up” model of global cooperation that requires action commitments from all national governments and acknowledges the important role that cities, states, provinces, and businesses must play in delivering deep decarbonization. Given the limited control that presidents and prime ministers have over many of the policies and choices that determine their countries’ carbon footprints, the Paris Agreement missed an opportunity to formally recognize the climate change action commitments of mayors, governors, and premiers. These subnational officials often have authorities complementary to national governments, particularly in federal systems (including the United States, China, Canada, and Australia). They therefore possess significant independent capacities to reduce greenhouse gas emissions through their economic development strategies, building codes, zoning rules and practices, public transportation investments, and other policies. Likewise, the world community missed an opportunity to formally recognize the commitments of companies to successful implementation of the Paris Agreement and thereby to highlight the wide range of decisions that business leaders make that significantly affect greenhouse gas emissions.

This contribution examines the importance of the treaty to bilateral relations. It provides a brief history of the Timor Sea disputes, explains Timor-Leste’s policy aims, and analyses Australia's foreign policy shift on the boundary delimitation issue. While there are positive signs in resolving the boundary dispute, uncertainty over the development of the Greater Sunrise gas field may impact bilateral relations in the future.

In 1991, two decisions passed by benches headed by Kuldip Singh J. marked an unprecedented shift to holding public officers personally liable to pay damages for arbitrary orders. The Supreme Court of India imposed damages to the quantum of fifty lakh rupees on Captain Satish Sharma, the former Minister of Petroleum and Natural Gas, for arbitrarily allotting fifteen petrol outlets out of his discretionary quota to allottees related to him or his officials. Similarly, Sheila Kaul, the former Minister of Urban Development, was ordered to pay damages of sixty lakh rupees for illegal allotment of shops from her discretionary quota to her associates. While the two decisions ushered in a revolution of personal liability in the arena of public law, one was overturned by a review judgement, and the other has been simply forgotten despite being upheld in the review petition. In light of the growing number and prominence of misfeasance by public officers, this article considers the need for rethinking the theory of personal liability to compensate the public or individual loss adequately, deter the officials and assess it as an alternative to traditional mechanisms of public accountability.

Evaporation of gasoline at gas stations is the origin of air pollutants in gas station environment. This study is intended to estimate BTEX emission levels at gas stations and mapping BTEX emissions at all gas stations in Semarang. 4.09 D Tank Program with supported data collected by survey and secondary data used to calculate the estimated emissions. We also measured BTEX levels in the gas station location sample with charcoal tubes as adsorbent and PCXR4 mini pump sampler. The emissions from dispensers and storage tanks in gas stations have different emission characteristics. The amount of emissions from dispensers for VOC pollutants is 3.9261 tons/year and benzene is 0.0561 tons/year (case study UNDIP gas station). While the emission from a storage tank for VOC pollutants was 232.91 tons/year, benzene was 1.79 tons/year, toluene was 33.36 tons/year, ethylbenzene was 0.39 tons/year, and xylene was 1.43 Tons/year. The estimation results of the model with the results of direct BTEX measurements in the field showed that the field measurement results were smaller than those estimated. Some assumptions used in the calculations contribute to estimating uncertainty. The measured BTEX concentration still meets the quality standard (Minister of Manpower and Transmigration Regulation No. 13 of 2011).

This extended abstract explains key issues associated with the social licence to operate, a concept recently developed to explain the tacit acceptance by the community of large development projects, particularly mining, oil and gas projects. It is essentially a concept characterised by an absence of protest, a tacit acknowledgement of the project’s presence or activity in the community, and an economic engagement by that community in the project’s activities and impacts. As such, it is difficult to measure positively; however, this extended abstract suggests that to achieve the negative milestone of getting and keeping the social licence, a project developer can address several issues: Educating your stakeholders. Building relationships with your stakeholders. Broadly defining your stakeholders. Not seeing the political tick of obtaining valid approvals as the end of the approvals process, but as the beginning of a new phase of stakeholder engagement. Keeping the approvals ministers informed but not involved. Experience suggests that state ministers in all jurisdictions would rather not adjudicate in favour of developers instead of stakeholders, particularly in relation to land acquisition for project footprints. Also, in a legal framework of continuous disclosure and keen press scrutiny, legal compliance can more often than not prove a short-term fix for matters requiring a longer-term focus. Strategies for obtaining land where the fallback is not a legal process, compulsory acquisition or ministerial intervention need to be more actively considered and developed. It is not so much beyond compliance, but enlarging the notion of compliance to encompass the expectations of governments, the community and a broad view of who the project’s stakeholders are. In this way, a social licence to operate can be granted.

Ashley Squires, “Humble Humbugs and Good Frauds: Harold Frederic, Christian Science, and the Anglo-American Professions” (pp. 353–378) In October 1898, American novelist Harold Frederic died of complications following a stroke while in the care of a Christian Scientist named Athalie Goodman Mills, summoned to his bedside by the author’s mistress, Kate Lyon. His death was later the subject of a coroner’s inquest and unsuccessful manslaughter charge, making the author’s death central to an already raging debate about the efforts of an ascendant medical profession to criminalize the activities of healers they saw as illegitimate. This essay reads the public controversy as represented in newspapers and medical journals alongside Frederic’s The Damnation of Theron Ware (1896), arguing that both texts demonstrate a widening epistemic gap between an ascendant class of experts and the broader public they served. In each, the concept of placebo emerges as a useful organizing metaphor for this tension. In the wake of cases like Frederic’s, many physicians began advocating for a broader use of “suggestive therapeutics” in response to the challenge that Christian Science presented, raising discomfiting epistemic and ethical questions because its use presumes a dissonance between what the doctor knows and what the patient believes. The ministers in The Damnation of Theron Ware likewise confront the problem of administering a kind of theological placebo, a primitive faith demanded by their congregants that the ministers themselves have come to doubt. Placebo therefore describes a way in which experts could assert their relevance and social necessity in the face of populist energies, exemplified in Christian Science, that challenged their rise to dominance.

The history is presented of creation and activities of Teploelectroproekt JSC (formerly, Teploelectroproekt Institute), a flagship company in Russian design of thermal and nuclear power facilities. Results are considered of the Institute’s activities in severe conditions of the Civil War and foreign military intervention, in times of peace and during the Great Patriotic War, at the post-war years of restoration of industrial facilities, during the reform of Russia’s power sector after the breakdown of the USSR. The contribution of distinguished scientists and engineers in formation and development of the Institute over its 100-year long history is described. The Institute’s achievements are presented in both the creation of modern infrastructure of Russia’s power industry, and in construction of power plants abroad (in China, Iraq, India and other countries). The quality of design solutions largely depended on the level of technical equipment of designers. TEP acted as the driving force and head organization of the industry in introduction of information technologies in design. For many years, the Institute has been a talent pool for power industry executives. Among those who started their professional life there are I. I. Ugorets (USSR deputy power plant minister), Ya. I. Finogenov (USSR first deputy minister for power industry and electrification), A. A. Troitskiy (USSR Energy Ministry and USSR State Planning Committee), S. P. Goncharov (USSR Energy Ministry), to name just a few. Due to its great experience and united team, the Institute could maintain its leading positions in the design of construction of thermal power plants. The Institute is actively engaged in working on creating projects of state-of-art highperformance thermal power plants operating on organic fuels with steam-turbine, steam-gas and gas-turbine units. The Institute creates advanced innovative projects meeting the most stringent demands of customers, in accordance with industrual and environmental safety requirements.

Genoud, bishop in Guadeloupe from 1912 to 1945, became an unquestioning partisan of the new regime when, in 1940, Marshal Pétain established the government of the National Revolution. Bishop Gay become Genoud's coadjutor in 1943 ; he eventually succeeded him at the head of the diocese. He arrived in Guadeloupe a little after the joining of the island to De Gaulle ’s France. Because of Genoud's well-known unquestioning petainism one may wonder if Jean Gay did not owe his position to a religious purge. According to documents issued by the Minister’s office in charge of the colonies at that time, such a conclusion has to be disproved. In fact, Bishop Genoud was surrounded by government officials that the Vichy regime in Guadeloupe quickly got rid of. The latter opened negotiations with the highest religious authorities to flank Genoud with a coadjutor sympathetic to the National Revolution : Jean Gay. At the same time the regime continued to assure the bishops of its official aid. But the war delayed the new coadjutor’s trip. Ready to leave in the early months of 1943, the German and later the Italian authorities gave him permission to leave for Rome. He was then taken to Spain and Portugal. It is at that time that Admiral Robert, high commissioner to the French Caribbean, realized he had no alternative but to give up to obey Vichy. It appears that Gay was contacted in Lisbon by the Free French whose government was in Algiers. He had to continue his journey with the Allied Forces. Portuguese Guinea, Liberia, Brazil, the Guianas and Trinidad followed one another until the plane landed in Martinique. After a few hesitations, the Gaullist authorities accepted to let him go to Guadeloupe where he landed on August 10, 1943. But what were the real reasons for such an interest in a religious leader by the colonial authorities ? This was probably linked to the picture the ruling circles had of the Church, circles that considered the latter, rightly or wrongly, as a way to maintain power at a time when theology of liberation was unheard of.
