Economic inequality is linked to mortality, social capital, interpersonal trust, and democratic participation, beyond the effects of poverty. Due to the emergent nature of the research, the study's scope was expanded, and it intended to explore the reality of egovernment, while expecting that private sector methods could be applicable and that a change strategy could possibly emerge. Sustainable development is generally accepted as a policy imperative. However, it can be interpreted in very different ways and is perhaps best regarded as a discourse rather than as a precisely defined term. However, parish and town councils, which are the most local level of local government in rural England, are given no responsibilities in relation to sustainability. In an attempt to resolve this issue, SAC sponsored a Benchmarking event to document the basis of the established QRA guidelines used internally at SAC and at the same time develop and implement standard QRA guidelines
