This article asks how theatre shapes civic space by examining the emergence of racial divides in the city of Grahamstown, South Africa, during the annual National Arts Festival (NAF). I track how decision making by festival organizers has relied on economic research and implicit artistic preferences that have resulted in the steady exclusion of artists from local townships. I argue that the presence of the NAF in Grahamstown creates fault lines that are not physical, but aesthetic, in nature, creating invisible boundaries that reward stage performances at the expense of street performances. I track a history of street performance at the NAF, with particular attention to its local mime tradition, to demonstrate how this axis of festivity was integral to developing the NAF's cultural cachet, but was systematically managed, policed or appropriated to fit organizers’ image for Grahamstown at festival time. This work troubles aspirational narratives of creative and cultural industries that South Africa and other African countries have come to rely upon as inclusive and sustainable routes of economic development.

Purpose – The purpose of this study is to construct a financial conditions index (FCI) for the South African economy to enable the gauging of financial conditions and to better understand the macro-financial linkages in the country. The global financial crisis that began in 2007-2008 demonstrated how severe the impact of financial markets’ stress on real economic activity can be. In the wake of the financial crisis, policy-makers and decision-makers across the world identified the critical need for a better understanding of financial conditions, and more importantly, their impact on the real economy. Design/methodology/approach – The FCI is constructed using monthly data over the period 1966 to 2011, and is based on a set of 16 financial variables, which include variables that define the state of international financial markets, asset prices, interest rate spreads, stock market yields and volatility, bond market volatility and monetary aggregates. The authors explore different methodologies for constructing the FCI, including full sample and rolling-window principal components analysis. Furthermore, the authors investigate whether it is beneficial to purge the FCI of the real effects of inflation, economic growth and interest rates, and evaluate the performance of our constructed FCIs by comparing their ability to pick up turning points in the South African business cycle, and by running in-sample causality (forecast) tests. Findings – The authors find that the estimated FCIs are good predictors of economic activity; with the rolling-window FCI being the “best” performing index. Causality tests indicate that this FCI is a good in-sample predictor of industrial production growth and the Treasury Bill rate, but a weak predictor of inflation. Practical implications – The authors find that the resulting FCI can act as an “early warning system”. This, in turn, may serve to indicate that monetary policy should take broader financial conditions into account. Originality/value – This study offers three main contributions to the existing literature on financial conditions in South Africa: the authors construct an FCI over a sample period that is three decades longer than existing indices, the FCI of this paper comprises a wider coverage of financial variables than others and the authors make use of rolling-window estimation techniques that allow them to account for parameter instability and to capture the real-time constraints faced by a policymaker.

The second generation of those Britons who had emigrated to the Cape Colony of South Africa in 18201 included a number of people who had transcended the basic requirements of establishing a subsistence among the relatively inhospitable social, economic, and agricultural climate of their new homeland. They became interested in the scientific study of the nature of their surroundings and in their spare time became keen amateur natural historians, geologists, archaeologists, and ethnologists. Those more intrepid amongst them sought to explore the unknown interior and in the process discovered the vast mineral wealth of the country, in particular diamonds, gold, and coal. This article seeks to show how one small group of people based around Grahamstown in the Eastern Province of the colony were involved in some of these discoveries, and especially the early discovery of diamonds in the Transvaal. Most of the group were connected in some way with Mary Elizabeth Barber (1818-1899), the daughter of a British gentleman sheep-farmer who arrived in South Africa in 1820. She became a well-known contemporary artist, poet, and natural historian, corresponding with several leading British scientists such as Sir Joseph Hooker and Charles Darwin. Her scientific papers were published, amongst others, by the Linnean Society of London, the Entomological Society of London, and the South African Philosophical Society.

The potential contribution of tourism to the wellbeing of rural communities is impacted by the development of local economic linkages. For development practitioners and policy makers the importance of evolving linkages between tourism and agriculture demands attention. This article provides an examination of the state of linkages in South Africa’s luxury safari lodge tourism sector. The results reveal the existence of only limited linkages between safari lodge accommodation providers and local agriculture. Current supply chains are mainly organised by intermediary supplier enterprises which source required food mainly from urban markets with only minimal local impacts. Linkages represent a vital potential mechanism through which to achieve the objectives of pro-poor tourism and a first step to maximise pro-poor impacts and avert polarization is to understand why such linkages rarely materialize and to identify the necessary conditions necessary for them to do so. South African policy frameworks for strengthening linkages must be informed by local evidence and draw from international experience.

South Africa’s (SA) ports do not have a clearly defined port doctrine. They have certain elements resembling the Anglo-Saxon port doctrine, others the Continental doctrine and still others the Asian port doctrine. Thus, SA encounters conflicting port objectives: it runs a complementary ports system where costs are not reflective of prices charged, and the revenues and costs allocated to various commodity types remain unjustified. This is against the backdrop of intra-port, inter-port and multimodal cross-subsidisation, which found justification in SA’s developmental objectives but has been viewed as unjustifiable under current economic conditions, giving rise to dissatisfaction among various port stakeholders regarding Transnet as a state-owned enterprise and Transnet National Ports Authority’s (TNPA) governance and pricing practices that have not been adequately addressed. Using content analysis, 18 stakeholders’ submissions on the 2013-2014 TNPA tariff application, 15 stakeholders’ submissions regarding the multi-year tariff application, and 16 submissions regarding the 2014-2015 tariff application were assessed. The focus was on finding links between challenges faced by stakeholders and whether solutions would be found through SA adopting a different port doctrine. The findings show that while the Asian doctrine is more aligned with SA’s developmental objectives, adoption of it may prove premature in view of the current and foreseeable economic conditions. The study shows that the local port system may not find a perfect fit into any of the known port models and established port doctrines, but, instead, that SA needs to articulate its own port doctrine.

How to explain the violent xenophobic attacks in South Africa in recent years? Two militant South African activists, Leonard Gentle and Noor Nieftagodien, interviewed here, analyse the race/class bases for the anti-foreigner violence in terms of the echoes/reverberations of apartheid and the rise of neoliberalism. They argue that remnants of apartheid have endured through the reproduction of racial and tribal categories, which has contributed to the entrenchment of exclusionary nationalist politics and the fragmentation of black unity. South Africa’s specific history of capitalist development, the African National Congress’s embraces of neoliberalism, on the one hand, and rainbowism, on the other, have produced the underlying conditions of precarity and desperation that resulted in the normalisation of xenophobia. The unions, too, have failed to recognise the new shape of the ‘working class’. Gentle and Nieftagodien outline the need to contend with the broader social conditions, the global economic crisis, neoliberalism and the deep inequalities it engenders in order to counteract the rising tide of xenophobia and build working-class unity.

This study in local history describes socio-economic developments in Grahamstown between 1918 - 1945, and analyses the extent to which these developments mirrored trends in the macrocosm. During these years the city failed to become ndustrialised, but enhanced her reputation as an eminent educational centre. Despite being financially handicapped, the City Council undertook large public works schemes for the provision of essential services, such as electricity and an adequate supply of water. In addition a water-borne sewerage scheme was introduced, and roads were repaired and tarred. The influx of a large number of poor rural Blacks into the urban area placed a considerable strain on the city's health services, and housing projects had to be implemented. Local political affiliations and race relations are examined against the background of national developments, especially the growing entrenchment by the State of the policy of segregation. Attention is also devoted to the impact upon the community of international political crises. The cultural and sporting pursuits, as well as the entertainments enjoyed by Grahamstonians, are investigated; and a picture of the local "mentalite" is presented.

Despite the many changes that have occurred in South Africa since the end of apartheid, there are still residual effects of it, as is evidenced in the disparity of living conditions between different racial groups. It is also evident that there are differences in the work tasks and working conditions of nurses working in different work environments. This project looks at how living conditions as well as working conditions interactively affect the health, subjective well-being, and work ability of nurses. Questionnaires were completed by, and interviews were conducted with nurses from Settlers Hospital and seven municipal clinics within Grahamstown (n=152). The participation rate was approximately 71%. The questionnaires included self-report, forced-choice questions regarding basic demographics of the nurses, work conditions, living conditions, subjective satisfaction levels, as well as a simplified version of the Nordic Questionnaire of Musculoskeletal Strain (Kuorinka et al., 1987), and the Work Ability Index (WAI) (Tuomi et al., 2006). The questionnaires were translated into Afrikaans and IsiXhosa. One-on-one interviews were conducted with the participants, in order to obtain a 24-hour dietary recall, an indication of physical activity levels, as well as measurements of stature, mass, waist girth and hip girth. Factor analysis was performed to identify common variance from amongst the variables, while canonical correlations examined the interaction between the sets of factors. It was found that variables relating to demographic factors, living conditions, and working conditions were closely linked to each other. Factors from each of these groups were associated with life, health, and job satisfaction, anthropometric measures, musculoskeletal strain, and WAI scores. Satisfaction levels appeared to be largely determined by socioeconomic status, while anthropometrics, WAI scores, and levels of musculoskeletal strain were associated with levels of smoking and drinking, race, age, stature, position and tenure.

The aim of this oral history study is to explore the ways in which constructions of gender have brought women to the point where they now bear most of the burden of responsibility in their relationships with men and for the wellbeing of children. This study speaks into the gap of the undocumented history of women's lived experience as told by women themselves. It is a generational study which charts the transformations and coping strategies of women in Xhosa households since the 1940s. The study found that the familial burdens related to women's sexuality and fertility, raising of children and financial responsibilities in a time of HIV / AIDS have increased. Teenage pregnancies, the discipline of children, HIV / AIDS and the ever present aspects of poverty are major issues these women face. The stress of day to day demands on their lives precluded them the opportunity to reflect on the underlying causes and historical roots of their circumstances. Little understanding of the gendered order of their lives was expressed by the respondents. The use of feminist methodology authenticated the women's stories as they produced knowledge of their lived experience. The interview questions raised awareness of the gender bias underlying much of their struggles at home.KMBT_363

The influence of local economic development strategic leaders on how Integrated Development Plans (IDP) are developed is critical to gain insights into strategic planning directed towards economically developing municipalities. Concisely, the aim of this qualitative study was to gain a multiple understanding of how LED strategic leaders, namely managers of the LED directorate and sub-directorates at Makana local municipality influenced the IDP formulation. The fact that these LED strategic leaders, ‘make consequential or strategic decisions’ suggests that their decisions have an influence on the IDP formulation. Thus, the key research question in this study was: How do LED strategic leaders at Makana local municipality influence the formulation of the IDP at this municipality? This qualitative research used purposive sampling of incidents upheld by LED Strategic leaders. A total of ten in-depth and semi-structured interviews were conducted with four LED strategic leaders regarding incidents of their perceived influence on the formulation of the Integrated Development Plan at Makana. The interviews were in-depth in order to gain a rich understanding of their perspectives of reality. As the number of LED strategic leaders was already very small, all the four leaders at Makana participated in this study. Interview data was transcribed and analyzed using open coding and constant comparison. Member check was conducted to enhance confirmability of the findings of this study. Findings indicate that LED strategic leaders perceived their influence on the formulation of the IDP Makana municipality in four varied ways. Predominantly, LED strategic leaders commonly perceived that they had influence in setting evidence-driven direction, and searching for fitness of activities and issues with LED strategy. Thereafter, the other ways in which these LED strategic leaders perceived how they influenced the IDP formulation involve the facilitation of clarity and local relevance of LED mandates, and finally the integration of multiple economic voices of stakeholders. This demonstrates that LED strategic leaders at Makana emphasize proactively managing strategy process rather than content in terms of identifying key opportunities and major economic drivers in the local milieu. Instead, they perceived their influence as characterized by enhancing compliance with bringing the process of municipal strategy formulation closer to stakeholders. Implications of these findings are highlighted.

This study sets out to investigate Lunchtime Live, a twice-weekly, one-hour long current affairs show broadcast on a small community radio station, Radio Grahamstown, to understand its role in the local public sphere, and its value in helping civil society’s understanding of and involvement in the power structures and political activities in Grahamstown. Lunchtime Live seeks to cultivate a collective identity and promote public participation in the public affairs of Grahamstown. As a key avenue of investigation, this study seeks to test theory against practice, by evaluating Lunchtime Live’s aspirations against the audiences’ perception of it. This investigation uses qualitative content analysis of selected episodes of recorded transcripts of the shows that aired between August 2010 and March 2011, together with the audiences’ verbalised experiences of this programme through focus group discussions. The study principally uses qualitative research informed by reception theory. The research reveals three key findings. First, that resonance rather than resistance is the more dominant ‘stance’ or ‘attitude’ towards the content of Lunchtime Live. Residents interviewed agreed that the programme is able to give a “realistic” representation of their worldview, and thus is able to articulate issues that affect their lives. Second, that whilst the programme is helping establish links between members of the civil society as well as between civil society and their political representatives, residents feel that local democracy is failing to bring qualitative improvements to their everyday lives and that more ‘participation’ is unlikely to change this. Most respondents blame this on a lack of political will, incompetence, corruption and populist rhetoric by politicians who fail to deliver on the mantra of ‘a better life for all’ in the socioeconomic sphere. The study finds a scepticism and even cynicism that participatory media seems to be able to do little to dilute. Thirdly, in spite of the largely positive view about Lunchtime Live’s capacity to be a platform for public engagement, its participatory potential is structurally constrained by the material privations of most of its listeners. Given that in order to participate in talk shows and discussions audience members have to phone in, economic deprivation often precludes this. It is clear from this research that despite shows such as Lunchtime Live that are exploring new techniques of popular involvement, the voice of the ordinary people still struggles to be heard.

This research set out to investigate the role that community radio can potentially play as a space in which young people engage with their own role as citizens and, in so doing, participate in discussions that seek to address social problems in a community divided by class, income, gender and race. The study examines how a local community radio station - Radio Grahamstown - developed a youth programme Y4Yin which the producers of the show and its audience came together to negotiate the meaning of citizenship. The study examines whether this interactive programme was able to function as something like a public sphere where in young people were able to develop a greater sense of agency, at least in the realm of citizenship. Using evidence gathered through focus group discussions with a group of young school-going leamers, interviews conducted with the producers of the show Y4Y, and drawing on Dahlgren's elaboration of a functional public sphere, the research concludes that the show provided a useful platform for Grahamstown high school students to develop their own notions of citizenship and to, at least partially and tentatively, build some 'bridges' across the vectors of socio-economic division in the town. However, the research also concludes that the Y4Y producers often failed to use a mode of address contemporary to the youth and often did not use production techniques congruent with young people's cultural tastes. This limited the programme's appeal and its potential as an enabler of discussion about notions of citizenship and as a platform for social bridging. In addition, because of the producers' control over the choice of topics put up for discussion, open interaction was more limited than could have been expected. In addition, the study also concludes that various limitations to the leamers' freedom of expression (including their fear that teachers might be listening in to the shows) inhibited the programme's role as a deliberative public sphere where issues could be aired, common ground found, and solutions discussed.

This thesis is about the relationship between local government, grassroots organisations and the organisation of power resulting from the interaction of the two. Exploring this relationship this thesis investigates whether the actions of grassroots movements can bring local government in line with their developmental role as accorded to them by the Constitution. The assumption embedded in this question is that the current balance of power at the local level exists outside of the service of the historically disadvantaged. Following on from that, the thesis explores, through different modes of analysis, theoretical and historical, the policy and constitutional framework for local government, and then it unravels the context set by the political economy of South Africa. The aim is to make a significant attempt at understanding the possible implications of the interventions grassroots movements make in the public space. The thesis does this also by looking at the strengths and weaknesses of the strategies of the UDF to makes an assessment of the possible endurance of post-apartheid grassroots movements. Since civil society ‘suffers’ from nationalist politics, with its own corporatist institutions, the thesis searches deep within or arguably 'outside of civil society', subjecting AbM and UPM to academic critique, to see how movements embedded among the poor and carrying the political instrument of anger and marginalisation, can dislodge the power of capital. More importantly, the thesis situates the post-apartheid moment within postcolonial politics; navigating through the legacy of Colonialism of a Special Type (CSP), the thesis explores the limits and opportunities at the disposal of grassroots movements. From a different perspective, the thesis is an examination of the organisation and movement of power and the spaces within which power and ideas are contested. Drawing on the political and economic engagements, dubbed the Dar Es Salaam debates, in the 1970’s and 1980’s spurred on by Issa Shivji, the late Prof Dani Wadada Nabudere and Mahmood Mandani, the conclusions of this thesis develops these engagements, essentially making a case for the continued centrality of the post-apartheid state. However, the thesis also asserts the indubitable role that both grassroots movements and civil society need to play, not necessarily in the democratisation of the state, though that goes without saying, but in taking the post-colonial state on its own terms. Consequently, the thesis puts forward the idea that issue-based mobilisation does exactly this, and in the manner that acknowledges the state’s centrality and makes paramount the self-organisation (popular assemblies) of ordinary people in public affairs. The thesis categorically concludes that the centrality of the post-apartheid state and its progressive outlook (constitutional values) is contingent on organs of popular assemblies which need to take the state on its (progressive) terms.

This Thesis examines the socio-political perceptions of Grahamstown, a small South African City, during the period 1946 to 1960. The ‘White English’ population of Grahamstown is the specific focus, as it formed the dominant social group during the period and consequently provided the majority of information for this work. During this period the majority of Grahamstowns ‘White English’ population thought of their City as holding many attractive features and experiences despite the slum-conditions and poverty that were rife in the Locations. During the British Royal Familie’s tour of the Union of South Africa in 1947, Grahamstown was one of the Cities visited. The loyalty that Grahamstown’s ‘White English’ citizens felt towards the Royal Family and the United Kingdom is explored in connection with the regard that ‘White English’ Grahamstown held for the 1820 Settlers. To highlight the Grahamstown City Council’s activities during this period five events are analysed: The Grahamstown Financial Crisis, The Grahamstown Housing Crisis, The Beer Hall Debate, The establishment of a Tuberculosis Hospital and the granting of Full University Status to Rhodes University College. It is shown, with regard to the politics of the period, that ‘White English’ Grahamstown, unequivocally supported the United Party and were vocally anti-Nationalist. This thesis examines the development of Grahamstown from its inception in 1812 to the mid-1840s, paying particular attention to the social and cultural life of the town. It traces the economic development of the town from a military outpost to a thriving commercial settlement, noting the essential factor of the town's proximity to the Cape frontier in this process. The economic interaction between diverse groups in the town mirrors the social and cultural interaction which occurred between British settlers, Khoekhoe and Africans. The result of these interactions was the creation of a new, distinctively South African urban society and culture, despite the desire of the white settlers to reproduce a “typical” English environment in their new home. The conflict between attempts to anglicise the urban environment and the realities of Grahamstown's situation on a colonial frontier was reflected in the architecture and layout of the town. Attempts to recreate an English social environment also failed. New classes arose in the town in response to the economic opportunities available on the frontier. Although some settlers prospered, many did not, and the presence of an impoverished white working class undermines settler historians' picture of settler success and affluence. The poorest people in the town, though, were the increasing numbers of Khoekhoe and Africans who migrated from the surrounding countryside, and who were unequally incorporated into the urban community as a colonial labouring class. In response to these unique circumstances, white settlers in Grahamstown developed a powerful political and propaganda machine, which helped lay the foundations of a distinct settler identity in the eastern Cape.

This study examines the factors influencing the spatial distribution of the Indian communities of Grahamstown, King William's Town, Queenstown and Uitenhage from 1880 to 1991. Primary sources of information were used to determine both the spatial distribution of the four communities and the factors influencing the distribution found. These primary sources included the use of directories, municipal and archival sources of information, interviews as well the work of various authors. The study found that the spatial distribution of Indians in the four study areas were similar with the Indians occupying residential and commercial premises in the central areas of the urban centres. After 1980 there was a substantial movement to other areas. Prior to 1950 the municipalities played an important role in influencing spatial distribution. However, after the introduction of the Group Areas Act, the govennment controlled Indian spatial distribution. Thus the Group Areas Act was the most important factor affecting Indian spatial distribution. Indians in small urban centres in the Cape Province were segregated and their spatial distribution was controlled both prior to and after 1950. Anti-Indian legislation and restrictions were the main factors influencing Indian spatial distribution.

Abstract The research presented in this chapter determines the value that tourists on safari in protected areas in South Africa attach to elephant sightings and the relative importance of the elephant sighting compared with the other species in the Big Five. The study also determines whether tourists take the increased poaching of elephants - also in South Africa - into account when revealing their choice. Using information from five surveys conducted at different parks in South Africa from 2011 to 2013 and again in 2019, the elephant was found to be the fourth preferred species in the Big Five. The exception is Addo Elephant National Park, where the elephants are the second most preferred species. To determine the value that tourists attached to a sighting, contingent valuation was used. Although approximately a quarter to a third of respondents indicated positive amounts for a sighting across the years, the mean willingness to pay (WTP) reflects the scarcity of the species. The elephant is relatively abundant in all the parks and, in many instances, much easier to spot than the leopard or lion. It is therefore not surprising that the mean valuation of a sighting is much lower than that of the leopard and lion throughout all the years. Although tougher economic conditions in the country also influence WTP, it was found that tourists to South Africa's National Parks do not yet take the increased poaching of elephants into account when revealing their choice, nor in their valuation.

To understand the circumstances under which principals in remote areas exercise their leadership and management, an investigation was conducted in the Northern Cape province, South Africa. This province is characterised by small towns with few residents. The infrastructure is not up to par, and in some cases, the socio-economic conditions are extremely poor. Unemployment is a big problem in the villages. The uniqueness of this study lies in the fact that after 1994, with the abolition of apartheid, the farmers withdrew their children from the schools and no longer supported the schools as before. As a result, the principals experienced many more challenges. The study followed a qualitative, phenomenological design from the interpretivist paradigm. The sample consisted of ten principals. Semi-structured interviews were conductedwith the principals. The inductive data analysis process was used. The required ethical clearance was obtained from the Research Ethics Committee of the North-West University and the Department of Education of the province. The results reveal that principals in remote areas, in the absence of technology, infrastructure, and support bases, have to use their skills creatively, and they need the support of the community, teachers, school management, and governing body.

In Chapter Eight, Sovereignty versus Responsibility to Protect, Joseph Hongoh argues that the struggle in navigating the tension surrounding sovereignty as responsibility to protect actually obscures rather than enables productive engagements with the concept and practice of intervention. Referring to case studies from Africa, Hongoh suggests that integrating regional organizations (ROs) within the international-regional-national axes of R2P potentially restricts the broader conception of intervention. In undertaking this examination, he begins by providing an alternative reading of sovereignty as a responsibility. In this regard, he demonstrates how regional organizations in Africa have perennially engaged with the questions of sovereignty, responsibility, protection and human solidarity within the broader frames of political and economic empowerment and emancipation. In the last two sections of his chapter, Hongo shows how the broader conception of intervention has the potential effect of producing transnational sovereignty, and in ways that are not imagined within R2P. The result, he suggests, may lead to implementation of R2P within the conditions of sovereignty that are determined by ROs.

The participation of learners in science is important to a country’s socio-economic development impediments, therefore, the argument is that the girl learner should be increasingly encouraged to perform well in STEM related subjects (STATS SA). UNESCO indicates 35% women representative in STEM as students in higher education globally, whilst less than 40% of South Africa’s scientists, engineers and technologists are women. This situation also relates to the South African education system, particularly in rural schools where girl learners are outperformed by boy learners in STEM, especially, in subjects such as Life Sciences and Physical Sciences. The purpose of this reflective paper is to ascertain the factors prohibiting excellent achievement of females in sciences in rural high schools of South Africa. The data has been gathered from numerous documents such as national and provincial analysis of result, examination and assessment directorate analysis and the district statistics in solidifying our investigation as couched by document analysis. Based on our observations and experiences of the conditions prevailing in rural high schools and less participation of female learner access in STEM, suggestions are put forth as to how their performance can be improved. The investment thereof in the body of knowledge will be to fulfil the concern not only of the country but the world at large when the number of female participants increase in STEM.

Abstract This paper investigates the techno-economic feasibility of integrating a desalination system to an offshore wind farm. The first part of the paper involves a proposal for the design of a desalination system fitted inside the WindFloat Atlantic hull. Taking into account of the power, footprint, volume and weight requirements of the desalination system, the desalination capacity is chosen to be 10,000 m3/d per platform2. A 3D model of the system is also presented. The second part of the paper focuses on the development of an economic model that gives as output the levelized cost of water (LCOW) for the studied technology. At first, a methodology to estimate capital expenditure (Capex) and operational expenditure (Opex) of an offshore desalination system with the above-mentioned characteristics is presented. Then, three locations with high wind speeds and with frequent exposure to droughts (Gran Canaria, California and South Africa) are chosen and the model is applied. Particularly interesting results are found for Gran Canaria, isolated system with favorable conditions (high electricity price, high water production cost and good offshore wind resource).

In 2006 Eskom awarded a contract for the retrofitting of the boiler and turbine plant on 6 350MWe units in South Africa. The object of the project is to ensure that the continuous unit rating is increased to 400MWe whilst retaining as much of the existing plant as possible. In addition the plant life will be extended by twenty years. The optimisation process began with the development of various thermodynamic options which would allow a range of power increases. These were then integrated into an economic model which allowed the best option to be identified. In general, a key objective while retrofitting plant is to limit the extent of plant to be changed while still being able to meet the newly defined plant operation conditions, thus allowing for full utilisation of the current assets. This paper details the process followed in the development of the turbine plant retrofit solution. Particular attention is given to the successful Contractor’s Integrated Retrofit Project philosophy, which allows for full optimisation and integration of new components into the plant, while giving assurance of the suitability of the retained equipment.

The present study analyses the influence that market conditions have on determining optimum molten salt solar tower plants with storage that maximize profits (in terms of plant configuration, sizing and operation) for a location in South Africa. Three different scenarios based on incentive programs and local wholesale electricity prices are considered. A multi-objective optimization modeling approach was followed, showing the trade-off curves between minimizing investment and maximizing profits when varying critical sizerelated parameters (such as nameplate capacity, solar multiple and storage capacity) together with power-cycle design and operating specifications including dynamic start-up curves and different storage dispatchability strategies. Results are shown by means of a comparative analysis between optimal plants found for each scenario, highlighting the value that storage has under the current two-tier tariff scheme, and the relevance of designing a suitable policy for technology development. Lastly, a final analysis is performed with regards of the indicators used for economic evaluation of power plants, by comparing the differences between optimum designs found when using the levelized cost of electricity solely as performance indicator instead of cash-flows and profit-based indicators, such as the internal rate of return.

The COVID-19 challenge is unprecedented; its scale still is not fully understood. Universities in the South Africa do have plans in place to continue the academic year in 2021 but have no idea to what extent education will resume to normal face to face activity. Although the future is unpredictable, given the uncertainty in the epidemiological and economic outlooks, universities have to ensure quality and sustainability for the medium and long-term implications for teaching, learning, the student experience, infrastructure, operations, and staff. Amongst the range of effects that COVID-19 will have on higher education this year, and possibly into future years, admission arrangements for students is one of the biggest. It is also one of the most difficult to manage because it is inherently cross sector, involving both schools and higher education. There is no template in any country of how to manage education during the pandemic. However, there are major concerns that exist, in particular, regarding the impact on learners from low income and disadvantaged groups. Many are vulnerable and cannot access the digital platform. Post 1994, the South African government placed emphasis on the introduction of policies, resources and mechanisms aimed at redressing the legacy of a racially and ethnically fragmented, unjust, dysfunctional and unequal education system inherited from apartheid. Many gains were made over the past two decades especially, in higher education, two of which were access and funding for the disadvantaged students to attend university. However, the pandemic in 2020 disrupted this plan, causing the very same disadvantaged students to stay at home without proper learning facilities, poor living conditions or no access to devices and data. The paper argues that the tensions and challenges that dominated the Covid-19 digital educational reform have resulted in a significant paradigm shift focused on out of classroom experiences as expressed in the new ways of teaching and learning and possibly leaving certain groups of students behind. Consideration is given to three broad areas within higher education in South Africa. Firstly the current dilemma of teaching and learning, secondly, the access or lack thereof to the digital platform and challenges facing students, and the thirdly, the issue of admission to higher education. All three areas of concern represent the degree to which we face educational disruption during the pandemic.

PETRONET undertook to evaluate the conversion of two liquid pipelines designed and constructed under ASME B31.4 to gas service under ASME B31.8. In a liquid pipeline, a rupture will result in small length of pipe (3 m–10 ft.) opening to release product and pressure. The same failure mechanism in a pipeline with gas service can be far more damaging. Under certain combinations of product, pressure, temperature and material, a rupture can result in a running fracture that can travel for miles. The releasing energy from the compressed gas can sustain the fracture mechanism until some barrier or material change can absorb the energy and allow the fracture to arrest. This can be the critical decision point in any planned service conversion. If the pipe material and operating conditions indicate that a running fracture may develop, then either the pipe has to be replaced or an arrest mechanism installed. The economics usually preclude pipe replacement so it becomes critical to develop a method of retrofitting suitable arrest units economically and safely. Clock Spring® Crack Arrestors have proven to be an economical solution to this challenge. This paper presents a case study of the conversion of a 457 mm (18-inch) pipeline, designed and constructed in accordance with ASME B31.4 for liquid service, to gas operation under ASME B31.8. The pipeline is located in South Africa and is operated by PETRONET. The use of Clock Spring® Crack Arrestors saved million dollars over pipe replacement and was a key issue in the economic justification of the conversion.

The borehole disposal concept (BDC) was first presented to ICEM by Potier, J-M in 2005 [1]. This paper repeats the basics introduced by Potier and relates further developments. It also documents the history of the development of the BDC. For countries with no access to existing or planned geological disposal facilities for radioactive wastes, the only options for managing high activity or long-lived disused radioactive sources are to store them indefinitely, return them to the supplier or find an alternative method of disposal. Disused sealed radioactive sources (DSRS) pose an unacceptable radiological and security risk if not properly managed. Out of control sources have already led to many high-profile incidents or accidents. One needs only to remember the recent accident in India that occurred earlier this year. Countries without solutions in place need to consider the future management of DSRSs urgently. An on-going problem in developing countries is what to do with sources that cannot be returned to the suppliers, sources for which there is no further use, sources that have not been maintained in a working condition and sources that are no longer suitable for their intended purpose. Disposal in boreholes is intended to be simple and effective, meeting the same high standards of long-term radiological safety as any other type of radioactive waste disposal. It is believed that the BDC can be readily deployed with simple, cost-effective technologies. These are appropriate both to the relatively small amounts and activities of the wastes and the resources that can realistically be found in developing countries. The South African Nuclear Energy Corporation Ltd (Necsa) has carried out project development and demonstration activities since 1996. The project looked into the technical feasibility, safety and economic viability of BDC under the social, economic, environmental and infrastructural conditions currently prevalent in Africa. Implementation is near at hand with work being done in Ghana with support from the IAEA. Here the site selection is complete and studies are being carried out to test the site parameters for inclusion into the safety assessment.

Several hydrothermal vent sites have been discovered along the portion of the Arctic Mid-Ocean Ridge (AMOR) inside the extended Norwegian continental shelf (NCS). Seafloor massive sulfide (SMS) deposits are associated with these hydrothermal vent sites. These deposits contain significant amounts of valuable metals, such as copper, zinc, gold, and silver. Loki’s Castle is one of the most promising sites along the AMOR, with two 20–30 m high and 100 m wide mound-shaped SMS deposits. It is located at a water depth of 2,400 m. A production system concept is proposed for a deep-sea mining operation at Loki’s Castle based on the Nautilus Minerals’ Solwara 1 project. The overall cost structure and design of the Nautilus’ concept is in this study regarded feasible in AMOR in spite of the difference between the operating environment for the two locations. As the only relevant operational experience is De Beers’ shallow-water diamond mining off the coast of South Africa and Namibia, most of the environmental criteria used are taken from offshore drilling. Based on the net operating time, and accounting for scheduled maintenance and waiting-on-weather time, an estimate for annual average production rate and an annual production volume are estimated. Significant downtime is expected in January and July. Significant uncertainties are associated with early phases of projects. Probabilistic cost, grade and price estimates allow dealing quantitatively with uncertainties by giving input variables as probability distributions. Monte Carlo simulations are in this study run for different sets of variables, and the resulting key performance indicators are given as distributions. This paper adapts and presents a methodology normally used to assess technological and economic feasibilities of oil and gas projects. The methodology is adapted to the assessment of deep-sea mining projects and is illustrated through the assessment of the case based on Loki’s Castle ore characteristics and technologies planned for the Solwara 1 project with a cost structure adjusted according to AMOR conditions. Costs for processing, refining, waste disposal and logistics after ore arrival at onshore port is not included. The ore uncertainties are huge and the resources are with the present deposit knowledge speculative. Therefore, this study do not attempt to define any reserves.

In Germany two HTR nuclear power plants had been built and operated, the AVR-15 and the THTR-300. Also various projects for different purposes in a large power range had been developed. The AVR-15, an experimental reactor with a power output of 15 MWel was operated for more than 20 years with excellent results. The THTR-300 was designed as a prototype demonstration plant with 300 MWel and should be the technological basis for the entire future reactor line. The THTR-300 was prematurely shut down and decommissioned because of political reasons. But because of the accompanying comprehensive R&D program and the operation time of about 5 years, the technology was proved and essential operational results were gained. The AVR steam generator was installed above the reactor core. The six THTR heat exchangers were arranged circularly around the reactor core. Both heat exchanger systems have been operated successfully and furthermore acted as a residual heat removal system. The technology knowledge and experience gained on these existing HTR plants is still available at Westinghouse Electric Germany GmbH since Westinghouse is one of the legal successors of the former German HTR companies. As a follow-up project of THTR, the HTR-500 was developed and designed up to the manufacturing stage. For this plant additionally to the 8 steam generators, two residual heat removal heat exchangers were foreseen. These were to be installed in a ring around the reactor core. All these HTRs were designed for the generation of electricity using a steam cycle. Extensive research work has also been done for advanced applications of HTR technology e.g. using a direct cycle within the HHT project or generating process heat within the framework of the PNP project. Because of the critical attitude of the German government to the nuclear power in the past 20 years in Germany there was only a very limited interest in the further development of the HTR technology. As a consequence of the German decision, at the beginning of the 90s, to phase out nuclear power completely, research and funding of further development of HTR reactor design was also cut down. Today’s HTR reactor designs, such as the PBMR in South Africa, use a direct cycle with a gas turbine. This technology is also based on the THTR technology and PBMR is a licensed party. For the HTR-PM in China and the future oil sand projects powered by HTR’s in Canada and Siberia however the use of steam generators is required. Westinghouse and Dresden University cooperate in the field of steam generator technology for HTR reactors. The existing know-how for HTR is based on a huge pool of knowledge gained by the past German HTR projects mentioned above and consists especially of the design methodology, the mechanical layout and material issues for helium heated steam generators. The project team consists of experienced specialists who have worked on HTR projects in the past and of young graduate engineers. Main goal of the project is to analyze the existing know-how and to adjust it to the state of the art. As a first step, the existing design and its methodology is being analyzed and the different points of improvement are identified. The final step of the program is the description of a new methodology which fulfills the severe requirements of the customer and all of the actual licensing conditions. One of the reasons why this project has been launched is that the requirements of life expectancy for HTR components increase and the material limits will be reached, especially at high temperatures. This implies that the design of helix heat exchangers has to allow inservice inspections; this was not a requirement for the previous THTR design. Methodologies for in-service inspections already had been developed, but they are not sufficient for today’s tube lengths and have to be adapted. Another example, based on operating experience, is using reheaters to increase the efficiency is not recommended today. Using supercritical steam conditions to increase the efficiency should be investigated instead. In general, the economic benefit has to be balanced against the additional costs resulting from better material and more complex manufacturing.
