Abstract (sommario):
The increasing of State Islamic High Education Institutions (PTKIN) in Aceh is contradictory with the minimum interest of Acehnese to study PTKIN. This phenomenon shows an anomaly in Acehnese religiosity level. This paper aimed to seek higher education (HE) marketing strategies in Aceh and to describe the reason for Acehnese low interest in PTKIN. A mixed method was used in this research; meanwhile, an explanatory sequential design was chosen to be the research design. This research was done in 3 PTKIN and 3 State Higher Education (PTU) in Aceh, where 60 Acehnese students were chosen as respondents. Besides quantitative data, qualitative research was done by interviewing, observing, and studying documentation to get more information. The result showed that the products (departments and accreditation) significantly affected students' interest in HE. This article suggested that PTKIN add more departments to present many choices for society as a place to study at a high education level.

These changes are driven by market pressures i.e., by the demands and expectations of students and faculty. At the same time, all of higher education continues its evolution in response to ongoing price pressures, to reduced governmental support, to growing competition from the for-profit higher education sector, to its own ethical challenges, and to changes in the regulatory environment. Boards, presidents, provosts and CFOs are addressing these risks and challenges with new strategies and unique action plans that are a far cry from traditional approaches to higher education.

Modern researchers considered various types of academic mobility, which includes a wide range of factors influencing its application (the influence of socio-economic factors; the satisfaction of the inner “ego” with the opportunity to study at a “fashionable” university; the choice “narrow” specialization, which is not available in every specialized institution of higher education, etc.). On the basis of the results of the analysis of the research conducted by modern scientists on the issue of academic mobility, to offer recommendations on ensuring the possibility of using academic mobility in modern realities. Today, academic mobility at the international level is largely shaped by the global labor market, which is shaped by the activities of transnational corporations and their implementation of international projects in all corners of the world. Also, academic mobility is developing between countries at the regional level, where a regional center of globalization is being formed. As an example – European countries and the European Union. As for academic mobility at the national level, the catalyst here is the uniformity of territorial development. In those countries where this development is uniform and high, the level of academic mobility is consistently low and vice versa.

AbstractThe analysis of American experience of higher education transnationalization, as well as influence of these processes on various spheres of social development has been done. The main factor is the desire to improve the quality of higher education national system, which leads to positive competition between local and foreign universities and serves as an important incentive for improving the quality of educational services. The obtained results testify that over the past decades the higher education transnationalization has become a subject of state “soft power” policy aimed at addressing specific internal political, social and financial problems. The “soft power” policy concept (by J. Nye) defines it as the ability of a country to get the desired issue by self-attractiveness rather than conquest power or money. The key of “soft power” is the image of the state, which is formed and managed not only by the government, but the citizens themselves, the country as a whole, including its history, achievements, culture, etc. The study leads to the conclusion that higher education transnationalization in the United States is a result of active international marketing activities of universities, as well as targeted state economic, political and information support. The prognostic potential of the conducted scientific research enables the concept development of Ukrainian higher education integration into the world educational space on the basis of constructive ideas of foreign experience consideration at the state and institutional levels.

The aim of the article is to research the state and prospects of expanding investments in the marketing of higher education and adapting to the fluctuations in the educational services market. The research methodology is based on the methods of scientific abstraction in determining the components of the market, comparative analysis of the world experience and domestic sources of the higher education institutions financing, analysis of the expenditures structure on education in the state budget of the country, monographic method of the studing the state and improving of the competitiveness in domestic institutions of higher education, statistics information. The scientific novelty of the conducted research is that the state of financing of higher education institutions is scientifically substantiated, alternative instruments of financing of investments in marketing of educational services are analyzed, directions of increase in competitiveness of market participants are outlined. Conclusions.Among other important areas of the European Union’s investment model are research, innovation and digitization in research marketing projects, as well as the financing of projects in the fields of skills, education, training and social innovation. Higher education reform in Ukraine aims to integrate into the European higher education area and the research area on the basis of a competitive national higher education system. Expanding the international activity of domestic higher education institutions is aimed at introducing modern global trends ofthe investment in higher education marketing.

The purpose of this study was to explore the character education model in the Islamic religious education study program at the Faculty of Tarbiyah and Keguruan Sciences, Raden Fatah State Islamic University Palembang. This research is descriptive qualitative research with a case study approach. This research was conducted at the Islamic Education Study Program, Faculty of Tarbiyah and Keguruan, Raden Fatah State Islamic University Palembang. Data analysis used in this research is data reduction, data presentation, and the last step ,conclusion drawing and verification. The results showed that the Islamic Education Study Program curriculum is a culture-based curriculum, which is oriented towards preparing cultured graduates, meaning that each individual is able to display behavior in accordance with human values that develop in society. The process of character building in the Islamic Education Study Program is through teaching and learning activities in the classroom. Character education is carried out through the integration of teaching and learning activities in the classroom that produce moral knowledge, moral feelings, and moral actions. In the end, the output of teaching and learning activities in the classroom is graduates with character. Therefore, it is concluded that the character education model in the Islamic Education Study Program applies an integration model, which unites the values and characters to be formed in each course.

This essay is an overview of the historical development of higher education through three different periods – colonial, nationalist and neoliberal – as well as an argu- ment for the strategic importance of higher education. In contrast to the World Bank’s attempt to marginalize higher education as an elitist preoccupation, it argues that higher education is where teachers are trained, where curricula are developed, where the range of leadership of an independent country is cultivated, and where research is located. In sum, higher education is where we develop the range of choices which make democracy meaningful in different spheres of life. Higher education is the strategic heart of education; those who wish to transform general education must begin with higher education. The essay closes with a critical discussion of two paradigmatic reform experiences in higher education in tropical Africa – developmentalist reform at the University of Dar-es-Salaam in the 1970s and market-based reform at Makerere University in the 1990s – so as to draw lessons from a half century of experience.

Topicality of the research subject. The government authorities are concerned about higher education as human capital is being formed in this area.This concern is lessening as macroeconomic indicators show a lack of economic opportunities. Statement of the problem. Limited state funding for higher education requires improved spending of budget funds. Analysis of the recent research and publications. The state funding of higher education is considered at the macro- and micro levels from different angles. Selection of the unresearched parts of the general problem. There is no link between state funding of higher education at the macro level and the use of government funds at the micro level. Statement of the task and the purpose of the research. The method for the assessment of the finance provision of higher education has been improved, which makes it possible to achieve congruence between the mechanism of state order and the choice of educational services by consumers. Method or methodology of the research. A method for assessing the effectiveness of the financial provision of higher education in the space that has the parameters of “educational degree” and “field of knowledge” has been proposed. Statement of the basic material (results of the work). The low effectiveness of the use of state financial resources in relation to specialties and institutions of higher education of Poltava region has been determined. In the segment of “junior specialists” 113 places of the state order were not selected, and in the segment of “bachelors” – 98 places of state order. For most specialties in the segments the license amount did not correspond to the amount of state orders. The segments of the market of educational services differed significantly as to the state order. In the segment of “junior specialists” the share of the state budget places in the amount of demand was 85.16%, the share in the segment of “bachelors” – 60.24%, and in the segment of “masters” – 36.17%. The state stimulated potential consumers with the help of the state order to buy educational services. Improvement of the quality of higher education depends on many factors, including adequate funding for higher education. At the same time, the low level of higher education quality leads to numerous problems in the labour market, low-level development of human capital and the economy. Thus, the expenditures on financing higher education are investments in the development of the state's human capital, which has a direct influence on its economic growth and sustainable development. The article gives the analysis of approaches to the higher education funding based on the foreign experience study in order to determine the possibilities of adaptation and implementation to Ukrainian education system. The authors chose to analyze the approaches to financing higher education in England, Germany, the Scandinavian countries and the United States. The key models of funding higher education are reviewed, namely the English model as an example of formula funding, the social model of the Scandinavian countries, the American model with a comprehensive financial support system for students and the German model with a dual education system. Countries have different approaches to the organization of financing higher education (for example, funding "by formula" (which also differs in various models), "by results", "money per student", etc.). The common for the countries is the recognition of higher education and HEIs as essential subjects of the socio-economic space, interaction with which contributes to the quality development of society and economic growth of the country. Therefore, the considered models are characterized by a multi-channel system of financing higher education institutions, which includes both funding from the state budget and revenues from private sources, as well as paid services provided by the very universities. There is also a high level of financial support of students through grants, loans, subsidies and more. It is noted that this principle of financing the Higher Education Institutions and, in fact, students as subjects of education is prospective for implementation into higher education funding system of Ukraine.

Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as well as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole.
