Abstract (sommario):
Social innovations are activities aiming at implementation of social objectives, including mainly the improvement of life of individuals and social groups, together with public policy and management objectives. The essay indicates and discusses the most important contemporary problems, solving of which requires social innovations. Social innovations precondition the progress of civilisation. The world needs not only new technologies, but also new solutions of social and institutional nature that would be conducive to achieving social goals. Social innovations are experimental social actions of organisational and institutional nature that aim at improving the quality of life of individuals, communities, nations, companies, circles, or social groups. Their experimental nature stems from the fact of introducing unique and one-time solutions on a large scale, the end results of which are often difficult to be fully predicted. For example, it was difficult to believe that opening new labour markets for foreigners in the countries of the European Union, which can be treated as a social innovation aiming at development of the international labour market, will result in the rapid development of the low-cost airlines, the offer of which will be available to a larger group of recipients. In other words, social innovations differ from economic innovations, as they are not about implementation of new types of production or gaining new markets, but about satisfying new needs, which are not provided by the market. Therefore, the most important distinction consists in that social innovations are concerned with improving the well-being of individuals and communities by additional employment, or increased consumption, as well as participation in solving the problems of individuals and social groups [CSTP, 2011]. In general, social innovations are activities aiming at implementation of social objectives, including mainly the improvement of life of individuals and social groups together with the objectives of public policy and management [Kowalczyk, Sobiecki, 2017]. Their implementation requires global, national, and individual actions. This requires joint operations, both at the scale of the entire globe, as well as in particular interest groups. Why are social innovations a key point for the progress of civilisation? This is the effect of the clear domination of economic aspects and discrimination of social aspects of this progress. Until the 19th century, the economy was a part of a social structure. As described by K. Polanyi, it was submerged in social relations [Polanyi, 2010, p. 56]. In traditional societies, the economic system was in fact derived from the organisation of the society itself. The economy, consisting of small and dispersed craft businesses, was a part of the social, family, and neighbourhood structure. In the 20th century the situation reversed – the economy started to be the force shaping social structures, positions of individual groups, areas of wealth and poverty. The economy and the market mechanism have become independent from the world of politics and society. Today, the corporations control our lives. They decide what we eat, what we watch, what we wear, where we work and what we do [Bakan, 2006, p. 13]. The corporations started this spectacular “march to rule the world” in the late 19th century. After about a hundred years, at the end of the 20th century, the state under the pressure of corporations and globalisation, started a gradual, but systematic withdrawal from the economy, market and many other functions traditionally belonging to it. As a result, at the end of the last century, a corporation has become a dominant institution in the world. A characteristic feature of this condition is that it gives a complete priority to the interests of corporations. They make decisions of often adverse consequences for the entire social groups, regions, or local communities. They lead to social tensions, political breakdowns, and most often to repeated market turbulences. Thus, a substantial minority (corporations) obtain inconceivable benefits at the expense of the vast majority, that is broad professional and social groups. The lack of relative balance between the economy and society is a barrier to the progress of civilisation. A growing global concern is the problem of migration. The present crisis, left unresolved, in the long term will return multiplied. Today, there are about 500 million people living in Europe, 1.5 billion in Africa and the Middle East, but in 2100, the population of Europe will be about 400 million and of the Middle East and Africa approximately 4.5 billion. Solving this problem, mainly through social and political innovations, can take place only by a joint operation of highly developed and developing countries. Is it an easy task? It’s very difficult. Unfortunately, today, the world is going in the opposite direction. Instead of pursuing the community, empathic thinking, it aims towards nationalism and chauvinism. An example might be a part of the inaugural address of President Donald Trump, who said that the right of all nations is to put their own interests first. Of course, the United States of America will think about their own interests. As we go in the opposite direction, those who deal with global issues say – nothing will change, unless there is some great crisis, a major disaster that would cause that the great of this world will come to senses. J.E. Stiglitz [2004], contrary to the current thinking and practice, believes that a different and better world is possible. Globalisation contains the potential of countless benefits from which people both in developing and highly developed countries can benefit. But the practice so far proves that still it is not grown up enough to use its potential in a fair manner. What is needed are new solutions, most of all social and political innovations (political, because they involve a violation of the previous arrangement of interests). Failure to search for breakthrough innovations of social and political nature that would meet the modern challenges, can lead the world to a disaster. Social innovation, and not economic, because the contemporary civilisation problems have their roots in this dimension. A global problem, solution of which requires innovations of social and political nature, is the disruption of the balance between work and capital. In 2010, 400 richest people had assets such as the half of the poorer population of the world. In 2016, such part was in the possession of only 8 people. This shows the dramatic collapse of the balance between work and capital. The world cannot develop creating the technological progress while increasing unjustified inequalities, which inevitably lead to an outbreak of civil disturbances. This outbreak can have various organisation forms. In the days of the Internet and social media, it is easier to communicate with people. Therefore, paradoxically, some modern technologies create the conditions facilitating social protests. There is one more important and dangerous effect of implementing technological innovations without simultaneous creation and implementation of social innovations limiting the sky-rocketing increase of economic (followed by social) diversification. Sooner or later, technological progress will become so widespread that, due to the relatively low prices, it will make it possible for the weapons of mass destruction, especially biological and chemical weapons, to reach small terrorist groups. Then, a total, individualized war of global reach can develop. The individualisation of war will follow, as described by the famous German sociologist Ulrich Beck. To avoid this, it is worth looking at the achievements of the Polish scientist Michał Kalecki, who 75 years ago argued that capitalism alone is not able to develop. It is because it aggressively seeks profit growth, but cannot turn profit into some profitable investments. Therefore, when uncertainty grows, capitalism cannot develop itself, and it must be accompanied by external factors, named by Kalecki – external development factors. These factors include state expenses, finances and, in accordance with the nomenclature of Kalecki – epochal innovations. And what are the current possibilities of activation of the external factors? In short – modest. The countries are indebted, and the basis for the development in the last 20 years were loans, which contributed to the growth of debt of economic entities. What, then, should we do? It is necessary to look for cheaper solutions, but such that are effective, that is breakthrough innovations. These undoubtedly include social and political innovations. Contemporary social innovation is not about investing big money and expensive resources in production, e.g. of a very expensive vaccine, which would be available for a small group of recipients. Today’s social innovation should stimulate the use of lower amounts of resources to produce more products available to larger groups of recipients. The progress of civilisation happens only as a result of a sustainable development in economic, social, and now also ecological terms. Economic (business) innovations, which help accelerate the growth rate of production and services, contribute to economic development. Profits of corporations increase and, at the same time, the economic objectives of the corporations are realised. But are the objectives of the society as a whole and its members individually realised equally, in parallel? In the chain of social reproduction there are four repeated phases: production – distribution – exchange – consumption. The key point from the social point of view is the phase of distribution. But what are the rules of distribution, how much and who gets from this “cake” produced in the social process of production? In the today’s increasingly global economy, the most important mechanism of distribution is the market mechanism. However, in the long run, this mechanism leads to growing income and welfare disparities of various social groups. Although, the income and welfare diversity in itself is nothing wrong, as it is the result of the diversification of effectiveness of factors of production, including work, the growing disparities to a large extent cannot be justified. Economic situation of the society members increasingly depends not on the contribution of work, but on the size of the capital invested, and the market position of the economic entity, and on the “governing power of capital” on the market. It should also be noted that this diversification is also related to speculative activities. Disparities between the implemented economic and social innovations can lead to the collapse of the progress of civilisation. Nowadays, economic crises are often justified by, indeed, social and political considerations, such as marginalisation of nation states, imbalance of power (or imbalance of fear), religious conflicts, nationalism, chauvinism, etc. It is also considered that the first global financial crisis of the 21st century originated from the wrong social policy pursued by the US Government, which led to the creation of a gigantic public debt, which consequently led to an economic breakdown. This resulted in the financial crisis, but also in deepening of the social imbalances and widening of the circles of poverty and social exclusion. It can even be stated that it was a crisis in public confidence. Therefore, the causes of crises are the conflicts between the economic dimension of the development and its social dimension. Contemporary world is filled with various innovations of economic or business nature (including technological, product, marketing, and in part – organisational). The existing solutions can be a source of economic progress, which is a component of the progress of civilisation. However, economic innovations do not complete the entire progress of civilisation moreover, the saturation, and often supersaturation with implementations and economic innovations leads to an excessive use of material factors of production. As a consequence, it results in lowering of the efficiency of their use, unnecessary extra burden to the planet, and passing of the negative effects on the society and future generations (of consumers). On the other hand, it leads to forcing the consumption of durable consumer goods, and gathering them “just in case”, and also to the low degree of their use (e.g. more cars in a household than its members results in the additional load on traffic routes, which results in an increase in the inconvenience of movement of people, thus to the reduction of the quality of life). Introduction of yet another economic innovation will not solve this problem. It can be solved only by social innovations that are in a permanent shortage. A social innovation which fosters solving the issue of excessive accumulation of tangible production goods is a developing phenomenon called sharing economy. It is based on the principle: “the use of a service provided by some welfare does not require being its owner”. This principle allows for an economic use of resources located in households, but which have been “latent” so far. In this way, increasing of the scope of services provided (transport, residential and tourist accommodation) does not require any growth of additional tangible resources of factors of production. So, it contributes to the growth of household incomes, and inhibition of loading the planet with material goods processed by man [see Poniatowska-Jaksch, Sobiecki, 2016]. Another example: we live in times, in which, contrary to the law of T. Malthus, the planet is able to feed all people, that is to guarantee their minimum required nutrients. But still, millions of people die of starvation and malnutrition, but also due to obesity. Can this problem be solved with another economic innovation? Certainly not! Economic innovations will certainly help to partially solve the problem of nutrition, at least by the new methods of storing and preservation of foods, to reduce its waste in the phase of storage and transport. However, a key condition to solve this problem is to create and implement an innovation of a social nature (in many cases also political). We will not be able to speak about the progress of civilisation in a situation, where there are people dying of starvation and malnutrition. A growing global social concern, resulting from implementation of an economic (technological) innovation will be robotisation, and more specifically – the effects arising from its dissemination on a large scale. So far, the issue has been postponed due to globalisation of the labour market, which led to cheapening of the work factor by more than ten times in the countries of Asia or South America. But it ends slowly. Labour becomes more and more expensive, which means that the robots become relatively cheap. The mechanism leading to low prices of the labour factor expires. Wages increase, and this changes the relationship of the prices of capital and labour. Capital becomes relatively cheaper and cheaper, and this leads to reducing of the demand for work, at the same time increasing the demand for capital (in the form of robots). The introduction of robots will be an effect of the phenomenon of substitution of the factors of production. A cheaper factor (in this case capital in the form of robots) will be cheaper than the same activities performed by man. According to W. Szymański [2017], such change is a dysfunction of capitalism. A great challenge, because capitalism is based on the market-driven shaping of income. The market-driven shaping of income means that the income is derived from the sale of the factors of production. Most people have income from employment. Robots change this mechanism. It is estimated that scientific progress allows to create such number of robots that will replace billion people in the world. What will happen to those “superseded”, what will replace the income from human labour? Capitalism will face an institutional challenge, and must replace the market-driven shaping of income with another, new one. The introduction of robots means microeconomic battle with the barrier of demand. To sell more, one needs to cut costs. The costs are lowered by the introduction of robots, but the use of robots reduces the demand for human labour. Lowering the demand for human labour results in the reduction of employment, and lower wages. Lower wages result in the reduction of the demand for goods and services. To increase the demand for goods and services, the companies must lower their costs, so they increase the involvement of robots, etc. A mechanism of the vicious circle appears If such a mass substitution of the factors of production is unfavourable from the point of view of stimulating the development of the economy, then something must be done to improve the adverse price relations for labour. How can the conditions of competition between a robot and a man be made equal, at least partially? Robots should be taxed. Bill Gates, among others, is a supporter of such a solution. However, this is only one of the tools that can be used. The solution of the problem requires a change in the mechanism, so a breakthrough innovation of a social and political nature. We can say that technological and product innovations force the creation of social and political innovations (maybe institutional changes). Product innovations solve some problems (e.g. they contribute to the reduction of production costs), but at the same time, give rise to others. Progress of civilisation for centuries and even millennia was primarily an intellectual progress. It was difficult to discuss economic progress at that time. Then we had to deal with the imbalance between the economic and the social element. The insufficiency of the economic factor (otherwise than it is today) was the reason for the tensions and crises. Estimates of growth indicate that the increase in industrial production from ancient times to the first industrial revolution, that is until about 1700, was 0.1-0.2 per year on average. Only the next centuries brought about systematically increasing pace of economic growth. During 1700- 1820, it was 0.5% on an annual average, and between 1820-1913 – 1.5%, and between 1913-2012 – 3.0% [Piketty, 2015, p. 97]. So, the significant pace of the economic growth is found only at the turn of the 19th and 20th century. Additionally, the growth in this period refers predominantly to Europe and North America. The countries on other continents were either stuck in colonialism, structurally similar to the medieval period, or “lived” on the history of their former glory, as, for example, China and Japan, or to a lesser extent some countries of the Middle East and South America. The growth, having then the signs of the modern growth, that is the growth based on technological progress, was attributed mainly to Europe and the United States. The progress of civilisation requires the creation of new social initiatives. Social innovations are indeed an additional capital to keep the social structure in balance. The social capital is seen as a means and purpose and as a primary source of new values for the members of the society. Social innovations also motivate every citizen to actively participate in this process. It is necessary, because traditional ways of solving social problems, even those known for a long time as unemployment, ageing of the society, or exclusion of considerable social and professional groups from the social and economic development, simply fail. “Old” problems are joined by new ones, such as the increase of social inequalities, climate change, or rapidly growing environmental pollution. New phenomena and problems require new solutions, changes to existing procedures, programmes, and often a completely different approach and instruments [Kowalczyk, Sobiecki, 2017].

The violation of learners in schools has gained substantial media attention across South Africa in the 20th century. The attitudes of learners have changed and the value attached to education diminished. There are increasing concerns within South Africa that schools are the sites of widespread violence. The aim of this paper was to explore the effects of bullying in schools on the psychological functioning of victims. The study was conducted in the Sarah Baartman District Municipality in the Eastern Cape, South Africa. A qualitative approach and an exploratory research design were used in conducting this study. A purposive sampling technique was employed to select 40 participants for the study, made up of 25 learners, 5 social workers, 5 educators, and 5 community members from schools mostly affected by school-based bullying. The data were obtained through semi-structured interviews with the participants and thereafter the data were analysed thematically. The findings revealed that bullying within the school environment negatively affects the psychological functioning and academic progress of learners. Exposure to bullying impairs learners’ emotions and cognition and it ultimately leads to increased levels of anxiety and depression. Hence, it was revealed that low self-esteem, thoughts of self-destruction and severe behavioural conditions are long-term effects that victims face. One conclusion drawn from this study is that victims of bullying often opt to stay absent from school because of fear. One pertinent recommendation made was to establish support groups for victims that will equip them with skills of empowerment.

I There is a new whiteness in South Africa. The Vryheidsfront Plus is critical to this whiteness. A predominantly Afrikaner political party with few seats in the national parliament, the Vryheidsfront Plus (“Freedom Front Plus” or “VF+”) uses technology—in particular, the Internet and the Front’s website—to construct a particular brand of post-apartheid whiteness. It must be pointed out, however, that this power to harness new technology in formal politics is limited to major political parties and organisations—black and white—but not to a populist organisation like the radically redistributionist Landless People Movement. After all, South Africa is, in 2006, a nation where only five percent of the population—”harnessing” that fifteenth century technology, “movable type”—can afford to regularly purchase books for anything more than academic study. VF+ politicos, using new technology available to some but not to others, actually create a politics centred around racial “cyborgs”—“cybernetic organisms”. Technologies giving rise to the VF+’s racial cyborgs bring about a race and racism dynamic and hybrid enough to make race and racism appear to nimbly change form. Technologies, like the Internet, not only allow the Vryheidsfront Plus to construct a post-apartheid whiteness in which whites are a beleaguered minority, technology enables the VF+ to construct a post-apartheid state led by black supremacists. So, as the VF+ uses technology, whiteness looks like the new blackness, privilege comes across as the new disadvantage, and multiracial democracy seems to be the new apartheid. Cyborg qualities marking the Vryheidsfront Plus’ race and racism can be interestingly situated next to Donna Haraway’s “cyborg”. Haraway imagines a cyborg freeing human bodies from modern supremacies. This freedom arrives, according to Haraway, because cyborg existence deconstructs binaries (e. g., white-black, masculine-feminine, heterosexual-homosexual) fundamental to the old racism, patriarchy, and heterosexism, as well as old strategies deployed to fight these supremacies. Or, as Haraway’s post-embodiment manifesto reads, the cyborg replacing the old modernist body “is about transgressed boundaries, potent fusions and dangerous possibilities which progressive people might explore as one part of political work” (154). The VF+ cyborgs, though, are not quite Haraway’s superheroes. Unlike Haraway’s cyborg forging socialist transformation, VF+ cyborgs facilitate the “freeing” of an “oppressed” minority still enjoying apartheid privileges. Critiques of Haraway, as offered by Lisa Nakamura, for example, seem apt. Specifically, according to Nakamura, “cybertypes” emerge online, not anything like freedom, not anything “which progressive people might explore”. Nakamura’s “cybertypes”—a technologically inflected version of “stereotypes”—exist as new modernist tools used by whites in order to make sense of and to rewrite post-conditions (e. g., post-apartheid) in which the preeminence of whiteness and white privilege are questioned (3-4). II The Vryheidsfront Plus’s arrival on the South African political scene materialised as the Front “cybertyped” itself, and others. The party—online for users to access worldwide—traced Afrikaner whiteness to the arrival of South Africa’s first Dutch settlers in 1652 making Afrikaners “Africans”, not “settlers”. “The struggle over the past centuries was a struggle for freedom, liberty, self-determination and independence in our own Republic”, as the Front constructed Afrikaners and their history, 1652 to the present. This was a struggle against British colonial “conquest”. Afrikaners fleetingly won their struggle, according to the Front’s online history, with the declaration of two Afrikaner republics in the mid-nineteenth century, only to see freedom disappear after the South African War, 1899-1902, also known as the Anglo-Boer War. Afrikaners suffered during the War; according to the Front’s website, nearly 28,000 (22,000 children under 16) Afrikaners died in concentration camps run by the British (“Historical Background” 1-3). Apartheid as state policy was intended to reestablish Afrikaner autonomy, and freedom. In its e-newsletters as well as in other online documents, an Afrikaner political party like the VF+ had to reinvent itself as a racial minority in a multiracial and democratic South Africa. So, VF+ members declared their desire “to establish a fair and legitimate dispensation for Afrikaners in South Africa” in which language and cultural rights would be guaranteed. The electronically-posted manifesto of the VF+ culminated when the authors stated the ultimate desire of the VF+: “To attain freedom for the Afrikaner in a territory of his own”. Articulating their desire, Front leaders called for an Afrikaner “homeland” (their term) which would be more than the pseudo-states created during apartheid. VF+ leaders went so far as to present a hypertext link to a map demarcating boundaries of an Afrikaner “homeland” which, unlike the black “homelands” chiseled out by the apartheid state, would include prime coastline, fertile farmland, and significant mineral wealth (“Policy of the Freedom Front”). VF+’s construction of Afrikaners as multicultural advocates of a new apartness was intriguing, given the transnational history of whiteness, and the history of Afrikaner whiteness in particular. Accessing VF+ multiculturalism proved as easy as pointing and clicking through the multilingual VF+ website. (The site is in Afrikaans with, after a click of a mouse on the VF+ homepage, English, French, Russian, Setswana, Spanish, Zulu and German translations.) The current leader of the VF+, Pieter Mulder, used the text of a 2003 parliamentary speech posted on the VF+ website to brandish VF+ multiculturalism. Mulder pointedly asked whether or not diversity is a “curse” or a “blessing”. He concluded that it is a “blessing”. But the VF+ “blessing”, as understood by Mulder, went beyond the “Westminster and British political models” also advocated, according to Mulder, by the post-apartheid state. Mulder contended that British citizenship ideals “tend to simplify politics to individual citizens that must be moulded into a nation”. “I am not only an individual but I am also part of a community”, said Mulder. Against British ideals, Mulder presented a position that, he argued, dismissed Britain’s “simplistic solutions” because British ideals “always ignore diversity, ignore communities and try to assimilate instead of to accommodate” (Mulder, “President’s Budget Vote Debate”). In this vein, Pieter Mulder, made use of technology to post a passionate 2005 speech—downloadable and streamable to MP3—on freedom and hate after apartheid. Mulder, echoing a sentiment made potent during the anti-apartheid struggle, rhetorically asked whether South Africa belonged to all who live in it. Mulder’s answer was “no” because whites do not equally share in post-apartheid freedoms. Black racist hate directed at whites caused this inequality to foment, according to Mulder. Black racist hate, especially in the form of hate speech but also in the form of affirmative action, preceded the normalisation of black threats towards Afrikaners as well as the murders of Afrikaner farmers and their families, according to Mulder. Hate persisted, according to Mulder, because of the racist speech of some ANC leaders. Yet, Mulder asserted, “Whites are accused of racism while blacks can do no wrong”. Quoting an ANC Youth League official, Mulder said, ‘“When a black person says he does not like white people, that is not racism; that is prejudice. Blacks have no capacity to be racist; they can only respond to it”’. Mulder pointedly asked whether threats to South African Indians and the murder of rural whites was “prejudice, or racism” (Mulder, “Listen to Pieter Mulder”). III VF+ politicking, here, is problematic. On the one hand, Front leaders use their webbed discourse to express an outlook underestimating social and economic disparities underlying black-on-white violence in rural areas. Specifically, VF+ representatives deny material disparities separating blacks and whites, blame negative black perceptions of whites largely on the rhetoric of the ANC leadership, fail to acknowledge that there is white-on-black violence in rural areas and misrepresent the relationship between the pace of land redistribution and rural violence. On the other hand, though, the murder of whites in rural areas and on farms in particular is not a myth, and it impinges on the right of a minority to be free. This makes it possible, and necessary, to make some observations about freedom, hate, and fronts after apartheid. Freedom is constructed just as its meaning is contested. And technology doesn’t make freedom inevitable; technology makes freedom even less clear and certain. Like freedom, whiteness and Nakamura’s “cybertypes”, after apartheid, are neither clear, certain, nor guaranteed. References Campbell, John Edward. Introduction Most developed countries, including Australia, have a strong focus on national, state and local strategies for emergency management and response in the face of disasters and crises. This framework can include coping with catastrophic dislocation, service disruption, injury or loss of life in the face of natural disasters such as major fires, floods, earthquakes or other large-impact natural events, as well as dealing with similar catastrophes resulting from human actions such as bombs, biological agents, cyber-attacks targeting essential services such as communications networks, or other crises affecting large populations. Emergency management frameworks for crisis and disaster response are distinguished by their focus on the domestic context for such events; that is, how to manage and assist the ways in which civilian populations, who are for the most part inexperienced and untrained in dealing with crises and disasters, are able to respond and behave in such situations so as to minimise the impacts of a catastrophic event. Even in countries like Australia that demonstrate a strong public commitment to cultural pluralism and social cohesion, ethno-cultural diversity can be seen as a risk or threat to national security and values at times of political, natural, economic and/or social tensions and crises. Australian government policymakers have recently focused, with increasing intensity, on “community resilience” as a key element in countering extremism and enhancing emergency preparedness and response. In some sense, this is the result of a tacit acknowledgement by government agencies that there are limits to what they can do for domestic communities should such a catastrophic event occur, and accordingly, the focus in recent times has shifted to how governments can best help people to help themselves in such situations, a key element of the contemporary “resilience” approach. Yet despite the robustly multicultural nature of Australian society, explicit engagement with Australia’s cultural diversity flickers only fleetingly on this agenda, which continues to pursue approaches to community resilience in the absence of understandings about how these terms and formations may themselves need to be diversified to maximise engagement by all citizens in a multicultural polity. There have been some recent efforts in Australia to move in this direction, for example the Australian Emergency Management Institute (AEMI)’s recent suite of projects with culturally and linguistically diverse (CALD) communities (2006-2010) and the current Australia-New Zealand Counter-Terrorism Committee-supported project on “Harnessing Resilience Capital in Culturally Diverse Communities to Counter Violent Extremism” (Grossman and Tahiri), which I discuss in a longer forthcoming version of this essay (Grossman). Yet the understanding of ethno-cultural identity and difference that underlies much policy thinking on resilience remains problematic for the way in which it invests in a view of the cultural dimensions of community resilience as relic rather than resource – valorising the preservation of and respect for cultural norms and traditions, but silent on what different ethno-cultural communities might contribute toward expanded definitions of both “community” and “resilience” by virtue of the transformative potential and existing cultural capital they bring with them into new national and also translocal settings. For example, a primary conclusion of the joint program between AEMI and the Australian Multicultural Commission is that CALD communities are largely “vulnerable” in the context of disasters and emergency management and need to be better integrated into majority-culture models of theorising and embedding community resilience. This focus on stronger national integration and the “vulnerability” of culturally diverse ethno-cultural communities in the Australian context echoes the work of scholars beyond Australia such as McGhee, Mouritsen (Reflections, Citizenship) and Joppke. They argue that the “civic turn” in debates around resurgent contemporary nationalism and multicultural immigration policies privileges civic integration over genuine two-way multiculturalism. This approach sidesteps the transculturational (Ortiz; Welsch; Mignolo; Bennesaieh; Robins; Stein) aspects of contemporary social identities and exchange by paying lip-service to cultural diversity while affirming a neo-liberal construct of civic values and principles as a universalising goal of Western democratic states within a global market economy. It also suggests a superficial tribute to cultural diversity that does not embed diversity comprehensively at the levels of either conceptualising or resourcing different elements of Australian transcultural communities within the generalised framework of “community resilience.” And by emphasising cultural difference as vulnerability rather than as resource or asset, it fails to acknowledge the varieties of resilience capital that many culturally diverse individuals and communities may bring with them when they resettle in new environments, by ignoring the question of what “resilience” actually means to those from culturally diverse communities. In so doing, it also avoids the critical task of incorporating intercultural definitional diversity around the concepts of both “community” and “resilience” used to promote social cohesion and the capacity to recover from disasters and crises. How we might do differently in thinking about the broader challenges for multiculturalism itself as a resilient transnational concept and practice? The Concept of Resilience The meanings of resilience vary by disciplinary perspective. While there is no universally accepted definition of the concept, it is widely acknowledged that resilience refers to the capacity of an individual to do well in spite of exposure to acute trauma or sustained adversity (Liebenberg 219). Originating in the Latin word resilio, meaning ‘to jump back’, there is general consensus that resilience pertains to an individual’s, community’s or system’s ability to adapt to and ‘bounce back’ from a disruptive event (Mohaupt 63, Longstaff et al. 3). Over the past decade there has been a dramatic rise in interest in the clinical, community and family sciences concerning resilience to a broad range of adversities (Weine 62). While debate continues over which discipline can be credited with first employing resilience as a concept, Mohaupt argues that most of the literature on resilience cites social psychology and psychiatry as the origin for the concept beginning in the mid-20th century. The pioneer researchers of what became known as resilience research studied the impact on children living in dysfunctional families. For example, the findings of work by Garmezy, Werner and Smith and Rutter showed that about one third of children in these studies were coping very well despite considerable adversities and traumas. In asking what it was that prevented the children in their research from being negatively influenced by their home environments, such research provided the basis for future research on resilience. Such work was also ground-breaking for identifying the so-called ‘protective factors’ or resources that individuals can operationalise when dealing with adversity. In essence, protective factors are those conditions in the individual that protect them from the risk of dysfunction and enable recovery from trauma. They mitigate the effects of stressors or risk factors, that is, those conditions that predispose one to harm (Hajek 15). Protective factors include the inborn traits or qualities within an individual, those defining an individual’s environment, and also the interaction between the two. Together, these factors give people the strength, skills and motivation to cope in difficult situations and re-establish (a version of) ‘normal’ life (Gunnestad). Identifying protective factors is important in terms of understanding the particular resources a given sociocultural group has at its disposal, but it is also vital to consider the interconnections between various protective mechanisms, how they might influence each other, and to what degree. An individual, for instance, might display resilience or adaptive functioning in a particular domain (e.g. emotional functioning) but experience significant deficits in another (e.g. academic achievement) (Hunter 2). It is also essential to scrutinise how the interaction between protective factors and risk factors creates patterns of resilience. Finally, a comprehensive understanding of the interrelated nature of protective mechanisms and risk factors is imperative for designing effective interventions and tailored preventive strategies (Weine 65). In short, contemporary thinking about resilience suggests it is neither entirely personal nor strictly social, but an interactive and iterative combination of the two. It is a quality of the environment as much as the individual. For Ungar, resilience is the complex entanglements between “individuals and their social ecologies [that] will determine the degree of positive outcomes experienced” (3). Thinking about resilience as context-dependent is important because research that is too trait-based or actor-centred risks ignoring any structural or institutional forces. A more ecological interpretation of resilience, one that takes into a person’s context and environment into account, is vital in order to avoid blaming the victim for any hardships they face, or relieving state and institutional structures from their responsibilities in addressing social adversity, which can “emphasise self-help in line with a neo-conservative agenda instead of stimulating state responsibility” (Mohaupt 67). Nevertheless, Ungar posits that a coherent definition of resilience has yet to be developed that adequately ‘captures the dual focus of the individual and the individual’s social ecology and how the two must both be accounted for when determining the criteria for judging outcomes and discerning processes associated with resilience’ (7). Recent resilience research has consequently prompted a shift away from vulnerability towards protective processes — a shift that highlights the sustained capabilities of individuals and communities under threat or at risk. Locating ‘Culture’ in the Literature on Resilience However, an understanding of the role of culture has remained elusive or marginalised within this trend; there has been comparatively little sustained investigation into the applicability of resilience constructs to non-western cultures, or how the resources available for survival might differ from those accessible to western populations (Ungar 4). As such, a growing body of researchers is calling for more rigorous inquiry into culturally determined outcomes that might be associated with resilience in non-western or multicultural cultures and contexts, for example where Indigenous and minority immigrant communities live side by side with their ‘mainstream’ neighbours in western settings (Ungar 2). ‘Cultural resilience’ considers the role that cultural background plays in determining the ability of individuals and communities to be resilient in the face of adversity. For Clauss-Ehlers, the term describes the degree to which the strengths of one’s culture promote the development of coping (198). Culturally-focused resilience suggests that people can manage and overcome stress and trauma based not on individual characteristics alone, but also from the support of broader sociocultural factors (culture, cultural values, language, customs, norms) (Clauss-Ehlers 324). The innate cultural strengths of a culture may or may not differ from the strengths of other cultures; the emphasis here is not so much comparatively inter-cultural as intensively intra-cultural (VanBreda 215). A culturally focused resilience model thus involves “a dynamic, interactive process in which the individual negotiates stress through a combination of character traits, cultural background, cultural values, and facilitating factors in the sociocultural environment” (Clauss-Ehlers 199). In understanding ways of ‘coping and hoping, surviving and thriving’, it is thus crucial to consider how culturally and linguistically diverse minorities navigate the cultural understandings and assumptions of both their countries of origin and those of their current domicile (Ungar 12). Gunnestad claims that people who master the rules and norms of their new culture without abandoning their own language, values and social support are more resilient than those who tenaciously maintain their own culture at the expense of adjusting to their new environment. They are also more resilient than those who forego their own culture and assimilate with the host society (14). Accordingly, if the combination of both valuing one’s culture as well as learning about the culture of the new system produces greater resilience and adaptive capacities, serious problems can arise when a majority tries to acculturate a minority to the mainstream by taking away or not recognising important parts of the minority culture. In terms of resilience, if cultural factors are denied or diminished in accounting for and strengthening resilience – in other words, if people are stripped of what they possess by way of resilience built through cultural knowledge, disposition and networks – they do in fact become vulnerable, because ‘they do not automatically gain those cultural strengths that the majority has acquired over generations’ (Gunnestad 14). Mobilising ‘Culture’ in Australian Approaches to Community Resilience The realpolitik of how concepts of resilience and culture are mobilised is highly relevant here. As noted above, when ethnocultural difference is positioned as a risk or a threat to national identity, security and values, this is precisely the moment when vigorously, even aggressively, nationalised definitions of ‘community’ and ‘identity’ that minoritise or disavow cultural diversities come to the fore in public discourse. The Australian evocation of nationalism and national identity, particularly in the way it has framed policy discussion on managing national responses to disasters and threats, has arguably been more muted than some of the European hysteria witnessed recently around cultural diversity and national life. Yet we still struggle with the idea that newcomers to Australia might fall on the surplus rather than the deficit side of the ledger when it comes to identifying and harnessing resilience capital. A brief example of this trend is explored here. From 2006 to 2010, the Australian Emergency Management Institute embarked on an ambitious government-funded four-year program devoted to strengthening community resilience in relation to disasters with specific reference to engaging CALD communities across Australia. The program, Inclusive Emergency Management with CALD Communities, was part of a wider Australian National Action Plan to Build Social Cohesion, Harmony and Security in the wake of the London terrorist bombings in July 2005. Involving CALD community organisations as well as various emergency and disaster management agencies, the program ran various workshops and agency-community partnership pilots, developed national school education resources, and commissioned an evaluation of the program’s effectiveness (Farrow et al.). While my critique here is certainly not aimed at emergency management or disaster response agencies and personnel themselves – dedicated professionals who often achieve remarkable results in emergency and disaster response under extraordinarily difficult circumstances – it is nevertheless important to highlight how the assumptions underlying elements of AEMI’s experience and outcomes reflect the persistent ways in which ethnocultural diversity is rendered as a problem to be surmounted or a liability to be redressed, rather than as an asset to be built upon or a resource to be valued and mobilised. AEMI’s explicit effort to engage with CALD communities in building overall community resilience was important in its tacit acknowledgement that emergency and disaster services were (and often remain) under-resourced and under-prepared in dealing with the complexities of cultural diversity in emergency situations. Despite these good intentions, however, while the program produced some positive outcomes and contributed to crucial relationship building between CALD communities and emergency services within various jurisdictions, it also continued to frame the challenge of working with cultural diversity as a problem of increased vulnerability during disasters for recently arrived and refugee background CALD individuals and communities. This highlights a common feature in community resilience-building initiatives, which is to focus on those who are already ‘robust’ versus those who are ‘vulnerable’ in relation to resilience indicators, and whose needs may require different or additional resources in order to be met. At one level, this is a pragmatic resourcing issue: national agencies understandably want to put their people, energy and dollars where they are most needed in pursuit of a steady-state unified national response at times of crisis. Nor should it be argued that at least some CALD groups, particularly those from new arrival and refugee communities, are not vulnerable in at least some of the ways and for some of the reasons suggested in the program evaluation. However, the consistent focus on CALD communities as ‘vulnerable’ and ‘in need’ is problematic, as well as partial. It casts members of these communities as structurally and inherently less able and less resilient in the context of disasters and emergencies: in some sense, as those who, already ‘victims’ of chronic social deficits such as low English proficiency, social isolation and a mysterious unidentified set of ‘cultural factors’, can become doubly victimised in acute crisis and disaster scenarios. In what is by now a familiar trope, the description of CALD communities as ‘vulnerable’ precludes asking questions about what they do have, what they do know, and what they do or can contribute to how we respond to disaster and emergency events in our communities. A more profound problem in this sphere revolves around working out how best to engage CALD communities and individuals within existing approaches to disaster and emergency preparedness and response. This reflects a fundamental but unavoidable limitation of disaster preparedness models: they are innately spatially and geographically bounded, and consequently understand ‘communities’ in these terms, rather than expanding definitions of ‘community’ to include the dimensions of community-as-social-relations. While some good engagement outcomes were achieved locally around cross-cultural knowledge for emergency services workers, the AEMI program fell short of asking some of the harder questions about how emergency and disaster service scaffolding and resilience-building approaches might themselves need to change or transform, using a cross-cutting model of ‘communities’ as both geographic places and multicultural spaces (Bartowiak-Théron and Crehan) in order to be more effective in national scenarios in which cultural diversity should be taken for granted. Toward Acknowledgement of Resilience Capital Most significantly, the AEMI program did not produce any recognition of the ways in which CALD communities already possess resilience capital, or consider how this might be drawn on in formulating stronger community initiatives around disaster and threats preparedness for the future. Of course, not all individuals within such communities, nor all communities across varying circumstances, will demonstrate resilience, and we need to be careful of either overgeneralising or romanticising the kinds and degrees of ‘resilience capital’ that may exist within them. Nevertheless, at least some have developed ways of withstanding crises and adapting to new conditions of living. This is particularly so in connection with individual and group behaviours around resource sharing, care-giving and social responsibility under adverse circumstances (Grossman and Tahiri) – all of which are directly relevant to emergency and disaster response. While some of these resilient behaviours may have been nurtured or enhanced by particular experiences and environments, they can, as the discussion of recent literature above suggests, also be rooted more deeply in cultural norms, habits and beliefs. Whatever their origins, for culturally diverse societies to achieve genuine resilience in the face of both natural and human-made disasters, it is critical to call on the ‘social memory’ (Folke et al.) of communities faced with responding to emergencies and crises. Such wellsprings of social memory ‘come from the diversity of individuals and institutions that draw on reservoirs of practices, knowledge, values, and worldviews and is crucial for preparing the system for change, building resilience, and for coping with surprise’ (Adger et al.). Consequently, if we accept the challenge of mapping an approach to cultural diversity as resource rather than relic into our thinking around strengthening community resilience, there are significant gains to be made. For a whole range of reasons, no diversity-sensitive model or measure of resilience should invest in static understandings of ethnicities and cultures; all around the world, ethnocultural identities and communities are in a constant and sometimes accelerated state of dynamism, reconfiguration and flux. But to ignore the resilience capital and potential protective factors that ethnocultural diversity can offer to the strengthening of community resilience more broadly is to miss important opportunities that can help suture the existing disconnects between proactive approaches to intercultural connectedness and social inclusion on the one hand, and reactive approaches to threats, national security and disaster response on the other, undermining the effort to advance effectively on either front. This means that dominant social institutions and structures must be willing to contemplate their own transformation as the result of transcultural engagement, rather than merely insisting, as is often the case, that ‘other’ cultures and communities conform to existing hegemonic paradigms of being and of living. In many ways, this is the most critical step of all. A resilience model and strategy that questions its own culturally informed yet taken-for-granted assumptions and premises, goes out into communities to test and refine these, and returns to redesign its approach based on the new knowledge it acquires, would reflect genuine progress toward an effective transculturational approach to community resilience in culturally diverse contexts.References Adger, W. Enos John Nganani Mabuza's life and work is used as a case study to highlight the conceptual and methodological theories and challenges in academic biographical writing regarding history, memory and legacies. This thesis answers the question: Who was Mabuza and what is his place or relevance in South Africa's history? We over-simplify and stereotype people because it is convenient. We judge others but there is no saint without a past or a sinner without a future. Mabuza reconciled with the main liberation movements and moved from a maligned position on the political fringes to a respectable one within the emerging black economic elite. History, like reference systems and values is not calcified or static. It is prone to interpretation, adaptation, modification, invention, manipulation, decomposition and re-composition. Bourdieu's habitus-field analysis, theory or logic of practice, notions of capital (symbolic, political, social, cultural and economic) is used together with Latour's actor-network theory as the basis of analysis of the social contracts and trust bonds that Mabuza was able to create and which enabled him to navigate South Africa's socio-political and economic milieus during apartheid and the transition in the early 1990s. As people or actors, we believe in the mantra, nothing ventured, nothing gained. We exercise agency and take risks every day. We make choices and those choices have consequences. Mabuza's choices in the fields of education, politics and business had implications for how he is perceived or has been written into history. His choices put notions of identity, citizenship, power, legitimacy, ambition, elite accommodation, class, personal and professional networks, popular struggles, agency and structure under the spotlight. Mabuza's involvement in Bantustan politics, for instance, is contextualised in terms of a historical overview of the unpopular role played by traditional authorities in South Africa before and during colonialism and apartheid. His later foray into the world of business, however, was facilitated in part, by the personal and professional contacts that he made whilst he was in politics and the opportunities which opened up during the country's political transition. Mabuza adapted to changing circumstances and demonstrated a level of versatility which other Bantustan functionaries did not or could not exercise.

This Thesis examines the socio-political perceptions of Grahamstown, a small South African City, during the period 1946 to 1960. The ‘White English’ population of Grahamstown is the specific focus, as it formed the dominant social group during the period and consequently provided the majority of information for this work. During this period the majority of Grahamstowns ‘White English’ population thought of their City as holding many attractive features and experiences despite the slum-conditions and poverty that were rife in the Locations. During the British Royal Familie’s tour of the Union of South Africa in 1947, Grahamstown was one of the Cities visited. The loyalty that Grahamstown’s ‘White English’ citizens felt towards the Royal Family and the United Kingdom is explored in connection with the regard that ‘White English’ Grahamstown held for the 1820 Settlers. To highlight the Grahamstown City Council’s activities during this period five events are analysed: The Grahamstown Financial Crisis, The Grahamstown Housing Crisis, The Beer Hall Debate, The establishment of a Tuberculosis Hospital and the granting of Full University Status to Rhodes University College. It is shown, with regard to the politics of the period, that ‘White English’ Grahamstown, unequivocally supported the United Party and were vocally anti-Nationalist. The implementation of Apartheid policies within Grahamstown is explored, with specific focus placed upon the Group Areas Act. Finally the anti-republican sentiment espoused by ‘White English’ Grahamstown is reviewed.

ENGLISH ABSTRACT: This thesis deals with the history of the Berlin Missionary Society (BMS) that commenced their work in 1834 in South Africa. Due to financial reasons the ZuidAfrikaansche Zendinggenootskap (SASG), which coordinated missionary work in South Africa, requested the BMS to take over their activities at the missionary station Zoar in the Little Karoo. Their missionary work ofthe BMS rapidly extended to the neighbouring Amalienstein, then Ladismith, Anhalt-Schmidt (Haarlem), Riversdale, Herbertsdale, Mossel Bay, Laingsburg and Cape Town. Culturally and ethnologically, the field of work of the missionaries of the BMS in the northern provinces differed radically from that of their colleagues in the Western Cape. By 1838 the coloured communities of the Western Cape were already well acquainted with Western culture as well as with the Christian religion. This did not prevent the missionaries from applying a strict pietistic and patriarchal approach towards the coloured people they worked amongst. As the owners of the land on which these missionary stations were established, the missionaries laid down strict rules and regulations and were able to control the spiritual and material behaviour of the members of their congregations. Their approach had two important effects: The mlSSionanes, m emphasising the important role of education, opened doors to better living conditions for the various communities on a short term basis that eventually created socio-economic empowerment. On the other hand, it led to opposition from within these communities, which in later years would have a profound influence on the political mobilisation of the coloured population of the Western Cape. Financial problems and poverty became an integral part of the history of the BMS in the Western Cape- and for that matter, in South Africa. This was especially apparent during the first half of the twentieth century, when two world wars had a devastating effect on their work. The effects during this time on the BMS and the communities they served were two-fold: Due to financial constraints, the BMS increasingly handed over spiritual and educational work to local pastors and teachers. Secondly, the missionaries came to associate themselves with the rise of Afrikaner nationalism. Their low profile in opposing the developing policy of apartheid - and even tacit approval of it - not only led to a break with the committee in Berlin, but also to the estrangement of many of their church members. In 1961, the year in which a republican form of government was established in South Africa and the Berlin Wall was erected, the German Lutheran missionary societies amalgamated to form the Evangelical Lutheran Church of South Africa (ELCSA) and the traditional missionary work of the BMS came to an end. Compared with the missionary activities of the much larger Dutch Reformed Church in the Western Cape, the role of the BMS may seem less relevant. When the impact of the work of the missionaries and their dedicated coloured church members are considered, their contribution to education and human development, is far bigger than their numbers represent. This allows them a place in the history and development of the Western Cape with its cultural diversity.
AFRIKAANSE OPSOMMING: Hierdie proefskrif handel oor die Berlynse Sendinggenootskap (BSG) wat in 1834 in Suid-Afrika begin werk het. Sendingwerk onder die gekleurde gemeenskappe van die Wes-Kaap het in 1838 toevallig begin toe die Zuid-Afrikaanse Zendinggenootskap (SASG) die BSG versoek het om weens finansiele redes die sendingbedrywighede by Zoar in die Klein Karoo oor te neem. Van hier af het die sendingaksie vinnig uitgebrei na die nabygelee Amalienstein en daama na Ladismith, Haarlem in die Langkloof, Riversdal, Herbertsdale, Mosselbaai, Laingsburg en Kaapstad. Kultureel en etnologies het die sendelinge in die Wes-Kaap se bedieningsveld radikaal verskil van die van hulle kollegas in die noordelike provinsies. Die gekleurde gemeenskappe van die Wes-Kaap was teen 1838 alreeds met die Westerse leefwyse en kultuur bekend en was ook reeds in kontak met die Christelike boodskap. A research report submitted to the Faculty of Humanities, University of the Witwatersrand, Johannesburg, in partial fulfilment of the requirements for the degree of Master of Arts (Heritage Studies), 2017
This research report is a critical analysis of the Free State1 art scene from 1950-1989, conducted primarily through an account of the Bloemfontein Group. It argues that this period is a significant indicator of a shift in the city’s art scene, from an earlier, formalist focus to a more conceptual orientation in the art scene in Bloemfontein. An important aspect of this research is the significance of the formation of the Bloemfontein Group, and the extent of their role and influence during this period, which together can be seen as a key catalyst in the shift to conceptual art. Through extensive archival research, I have constructed a visual timeline of the art scene in Bloemfontein, including significant events in the wider Free State region. The construction of the timeline is a crucial part of the unravelling and interrogation of undiscovered conceptual developments relating to museum practices in the Free State. This is in turn informed by conversations and debates about the history of exhibitions, the origins of an art collection, and more specifically, how an art phenomenon such as the Bloemfontein Group not only contributed to a contemporary artistic identity in the Free State, but was also the driver behind the establishment of the Oliewenhuis Art Museum in Bloemfontein. The methodology in this research report is based primarily on archival research and interviews:  The Free State archives (newspaper clippings from the Friend newspaper were the most useful);  Oliewenhuis Art Museum research library (where invaluable information was found on the Group itself, including more newspaper clippings, information on the individual artists, with specific emphasis on Professor Fred and Mrs Dora Scott);  William Humphrey’s Art Gallery’s research library where I found additional archival documents on the Group’s exhibition at the gallery in 1966.  The Johannes Stegmann Art Gallery archives at the University of the Free State 2 and  Louis, Willem and Fred Scott’s personal archives Interviews were conducted with the following individuals with the aim of gathering further insight into the timeline. The interviewees were selected on the basis of either their involvement during the timeframe under question, their being descendants of the Scott family, or a surviving member of the Bloemfontein Group:  Rina Lubbs (surviving member of the Free State Art Society, Social Committee and Volksblad art critic from 1969-1984);  Anna-Rosa Witthuhn (surviving member of the Free State Art Society and Social Committee);  Doctor Fred Scott and Professor Louis Scott (sons of the belated Doctor Frik and Dora Scott);  Eben van der Merwe (surviving member of the Bloemfontein Group);  Stefan Hundt (former curator of Oliewenhuis Art Museum from 1993-1997) and  Professor Suzanne Human (Head of Department of History of Art and Image Studies, University of the Free State). Throughout the Research Report I refer to different terminology that enabled me not only to construct a consistent discussion but also to demonstrate the systematic methodology I formulated to conduct the research. By using archival documentation such as newspaper clippings as primary resource to enable research on a time frame, which had never been researched before, I was prompted to apply the terminology to categorize and sort the archival material and also to explain to the reader the methodology to some extent. Visual map: I commenced the Research Report with a visual map of artworks made by the Bloemfontein Group. I used the word ‘map’ deliberately to outline/map/illustrate visual examples of the Bloemfontein Group’s artworks. The function of the visual map is to introduce the reader to artworks produced by the Bloemfontein Group on a whole without limiting the artworks to 24 pieces that were donated to Oliewenhuis Art Museum. The works are not placed in a particular order as the map merely serves to visually introduce the reader to the nature of the artworks of the Bloemfontein Group. Timeframe: Primary resources used to conduct the research were archival material. This mostly included newspaper clippings, photographs, letters, official museum records, exhibition invitations and press releases. Therefore my methodology included a large amount of ordering, numbering and systematising archival material sourced. This enabled me to order the research in different timeframes e.g. 1950, 1960, 1970 and 1980. The timeframe assisted me in examining the archival material intently and to uncover a narration of the Bloemfontein art scene within the specific timeframe. I realised that this specific timeframe indicated the majority of the art-related progression in Bloemfontein and was a crucial process as the ordering of the records lead me to design a chronological timeline within the timeframe. Chronological timeline: The methodology and my process further progressed as I ordered the timeframe into a chronological timeline that included exhibitions held in the timeframe, important progressions of art related events and important individuals that steered the mind-set of artists, art patrons and art supporters. By ordering and systematising the events and exhibitions within a specific timeframe, I was aided in my understanding of the narrative that emerged within the timeline I designed. The unravelling of the exhibitions and happenings held within a timeframe also assisted me to illustrate the timeline. Illustrated timeline and exhibition timeline: By illustrating the timeline I attempted to add imagery viz: artworks produced for specific exhibitions or illustrations of artworks produced that align with the timeframe, exhibitions or exhibition openings, exhibition invitations and photographs of leading societies or individuals. This was vital as the newspaper clippings very rarely offered imagery of artworks or exhibitions that took place. This extremely time consuming task was an essential part of the research as it enabled me to understand the timeline better and to initiate visual debates about the local art environment versus national art-related debates. Due to the lack of imagery available, some illustrations were repeatedly used also to emphasise a statement or to make the image emblematic of developments specific to the Bloemfontein region.

The main question of this research which focuses on the role of the Old Testament in the South African context is: If reread from an African liberationist perspective in the context of land redistribution and socio-economic justice in South Africa, could the Israelite Jubilee legislation in Leviticus 25:8-55 offer liberating and empowering possibilities for the poor in South Africa? Methodologically, both the historical-critical method and the African liberationist approach are employed in the present study. The exegesis of Leviticus 25:8-55 in which the historical-critical method is employed lays the foundation for the contextualisation of the issues arising from the exegesis. Furthermore, within the African liberationist framework, the South African context served as a lens to interpret Leviticus 25:8-55. Significantly, this study shows the misuse of power on the part of the rich élites to confiscate productive land from the poor Israelites in the pre-exilic setting. Not only were the rich élites elevated at the expense of the poor, the Levites were equally favoured economically in the Babylonian period. In post-exilic Yehud, of significance is the fact that the Jews were faced with the challenge of loss of land, indebtedness and poverty. The striking parallels between the contexts from which the text of Leviticus 25:8-55 emerged and the context of the modern reader of the Bible in South Africa are shown. It is revealed that African-South Africans who lost their productive land during the colonial and apartheid eras continue to experience indebtedness and poverty. At the same time, the political élites contribute to the present disproportionate benefits from land ownership and socio-economic injustice in the country. Like the context of Leviticus 25:8-55, in South Africa, the rich continue to be richer while many African-South Africans are trapped in the poverty cycle. In the end, it is argued that when re-read from an African liberationist perspective and in the context of the land redistribution and socio-economic justice discourse, Leviticus 25:8-55 can contribute positively to the redress of inequality and consequently to poverty alleviation in South Africa.

Democracy in South Africa came at a price. The apartheid era did not accommodate or incorporate democratic and constitutional principles. The year 1996 saw a democratic Constitution being adopted, having been certified by the Constitutional Court. The Bill of Rights in the Constitution guarantees the rights and freedoms of all South Africans. The apartheid era ensured that the rights which are enjoyed today were reserved for only a portion of the South African population. This study emphasises the importance of the Constitution and the role and responsibility of every citizen to defend it. In defending the Constitution, the rights and freedoms of all South Africans are defended. The Bill of Rights promotes social development for all South Africans, as opposed to disparate social development under the divisive apartheid era. The Constitution is a powerful enabler for democracy and social cohesion and unity. This study depended on secondary sources which are vital to keeping historical facts alive and truthful. Desktop research is qualitative and, while less expensive, produces acceptable results and findings.

This thesis examines works written about imprisonment by four South African political prison writers who were incarcerated for political reasons. My Introduction focuses on current research and literature available on the subject of political prison-writing and it justifies the study to be undertaken. Chapter One examines the National Party's policy pertaining to the holding of political prisoners and discusses the work of Michel Foucault on the subject of imprisonment as well as the connection he makes between knowledge and power. This chapter also considers the factors that motivate a prisoner to write. Bearing in mind Foucault's findings, Chapters Two to Five undertake detailed studies of La Guma's The Stone Country, Dennis Brutus's Letters to Martha, Hugh Lewin's Bandiet and Breyten Breytenbach's The True Confessions of an Albino Terrorist, respectively. Particular emphasis is placed on the reaction of these writers against a repressive government. In addition, Chapters Two to Five reflect on the way in which imprisonment affected them from a psychological point of view, and on the manner in which they were, paradoxically, empowered by their prison experience. Chapters Four and Five also consider capital punishment and Lewin and Breytenbach's response to living in a hanging jail. I contemplate briefly the works of Frantz Fanon in the conclusion in order to elaborate on the reasons for the failure of the system of apartheid and the policy of political imprisonment and to reinforce my argument.
