Is ICT a solution to sustainability problems or is it just a greater environmental problem? Throughout their lifecycle, ICT products and services are associated with significant levels of energy consumption and carbon emissions. On the contrary, despite being one of the main contributors to global carbon emissions, the ICT sector has a crucial role to play in boosting productivity and sustainability in many sectors—education, transport, agriculture, business, buildings, health, power, and manufacturing. To improve their efficiency and mitigate carbon emissions from ICT products, producers and end-users of such ICT products should therefore, employ measures that enhance their sustainability. Such measures identified in this article include the use of sustainable manufacturing processes, sustainable procurement/purchasing of ICT products, proper ICT product use, reuse, recycle, and proper disposal of ICT devices that are out of use. In data centres, such measures include virtualisation, recovery and reuse of waste heat, designing data centres to allow free cooling, control of restricted air conditioning, replacement of old servers and processors with new energy-efficient ones, and locating data centres near renewable energy sources. This is because apart from enhancing sustainability in the ICT sector itself, ICT has the potential to enhance sustainability in other sectors through improvement in efficiency and reduction in carbon emissions. This article discusses how ICT can enhance sustainability in the transport, power, manufacturing, and building sectors, which are the major energy consumers and carbon-emitting sectors.

The government of the Campania region in southern Italy has established a technology transfer centre for the information and communications technology (ICT) sector. The Regional Centre for ICT Competencies (RCICT) promotes the transfer of ICT to local small and medium-sized enterprises (SMEs) and encourages the creation of new knowledge-based companies in the ICT sector. The partners in the RCICT project are universities and public research centres of the Campania region. One of the RCICT's programmes is the establishment of 13 incubators for entrepreneurial ideas in the ICT sector – one for each partner organization. In addition to providing space, equipment and services, the incubators will form an online network for the dissemination of information and experiences, the exchange of views, and distance education. These activities will promote an entrepreneurial culture in the participating institutions, and the best entrepreneurial ideas will be developed in the new regional ICT company incubators. This paper describes the programme from organizational, managerial, financial and technical perspectives.

En este trabajo se exponen algunos de los resultados de una investigación llevada a cabo en Andalucía (España) para evaluar el impacto de la política de innovación educativa desarrollada por el gobierno de la región, mediante la implantación masiva de las Tecnologías de la Información y Comunicación (TIC) en centros de ense­ñanza de Primaria y Secundaria (Centros TIC). En concreto, se analizan las implicaciones de la administración educativa y de los centros ante las medidas de impulso para la integración de las TIC, no sólo a nivel institucional en cuanto a organización de centros, sino también en lo que se refiere a acciones de formación permanente del profesorado y las implicaciones y repercusiones en los procesos de enseñanza aprendizaje. Abstract This paper displays some of the results from research carried out in Andalusia (Spain) to evaluate the impact of the educational innovation policy developed by the regional government through widely introducing Information and Communication Technologies (ICT) in primary and secondary schools (ICT Centres). Specifically, the effect of the measures used to integrate ICTs on the educational administration and education centres is analysed. This integration is analysed not only at an institutional level, concerning the organization of the centres, but also in that referring to the permanent teacher’s training actions and the implications and repercutions in the teaching-learning processes and the classroom and thus its repercussions in teaching-learning processes.

The objective of this study was to evaluate the role of information and communication technologies (ICT) in the learning of primary school students, as assessed by ICT coordinators of the schools in Andalusia (a network already considered by the Spanish Educational Administration as ICT centres). For this, a total of 34 ICT coordinators from various primary education centres in Andalusia participated. With the objective of knowing the scope of the policies that are carried out, as well as determining the true incidence of ICT in the classroom – not only as a tool, but also as a way of teaching – a questionnaire was created and validated for the coordinators TIC. The results indicated that (a) the use by ICT teachers in the classroom is still reduced and (b) the lack of training received by teachers, as well as scarce technological resources, are the main barriers to attaining a higher use of ICT in the didactic process. The findings suggest that integral and transversal insertion of ICTs in the classroom should be priority objectives in deriving optimal curricular development in for primary school students.

Purpose Information and communication technologies (ICTs) have received much attention as a tool for development for several decades. One way in which ICTs were introduced in developing countries, particularly prior to the advent of smartphones, was through shared access and information centres. Many of these were established as pilots, but were unable to operate without external funding and were often declared failures. And some of them probably were, particularly those that focussed exclusively on ICT as a technology, rather than on how the centres could contribute to improving livelihoods. The purpose of this paper is to explore how some centres, namely “Bangladesh Rural Advancement Committee (BRAC) Gonokendra” in three villages of Bangladesh, influenced socio-economic development. Design/methodology/approach This study was informed by the Heeks and Molla’s extended information chain model and Sen’s “development as freedom”. The field study was undertaken in three BRAC Gonokendras located in different villages in rural Bangladesh. Findings While the authors found that the centres contributed to socio-economic development, this contribution was limited by social constraints, hindering the well-being of individuals and families. Addressing social constraints thus remains a challenge in order for ICTs to contribute to development. Originality/value The extended framework to investigate ICT-led socio-economic development implies that ICT as a catalyst can promote development at micro/community level only by simultaneously addressing social constraints.

In this paper the model of an Innovative Monitoring Network involving properly connected nodes to develop an Information and Communication Technology (ICT) solution for preventive maintenance of historical centres from early warnings is proposed. It is well known that the protection of historical centres generally goes from a large-scale monitoring to a local one and it could be supported by a unique ICT solution. More in detail, the models of a virtually organized monitoring system could enable the implementation of automated analyses by presenting various alert levels. An adequate ICT solution tool would allow to define a monitoring network for a shared processing of data and results. Thus, a possible retrofit solution could be planned for pilot cases shared among the nodes of the network on the basis of a suitable procedure utilizing a retrofit catalogue. The final objective would consist in providing a model of an innovative tool to identify hazards, damages and possible retrofit solutions for historical centres, assuring an easy early warning support for stakeholders. The action could proactively target the needs and requirements of users, such as decision makers responsible for damage mitigation and safeguarding of cultural heritage assets.

Though ICT is contributing to the economy associated with innovations, inventions and rapid development in almost all aspects of human life, is responsible for climatic degradation. The rapid increase of ICT usage means more costs of doing business, energy consumption, and more environmental challenges. The rapid changing technology reaching Kenya and lack of their understanding has put a lot of pressure on both management and ICT personnel to implement them on a trial and error manner. This has limited the gains meant to be obtained from green ICT despite its technologies availability. The lack of ICT personnel capacity readiness challenges the reaping of green ICT benefits. The study was informed by the G-readiness model and the enhanced G-readiness model. This study purposed to determine the personnel capacities readiness towards green ICT in Kenya. The study was undertaken using the interpretive, inductive multi-case survey study on a population of four data centres and 116 ICT managerial, technical and user personnel that were purposively sampled. Interview, observation, questionnaire and document analysis methods were used to gather data that was triangulated to increase the reliability and validity. The study established the ICT personnel’s G-readiness was very low on both training and professional development perspectives in Kenya. The study’s findings are useful towards the strategic planning for green ICT implementation, cutting down running costs, improving environmental performance of organisations and contribution to the world of knowledge. The findings provide data for informed ICT personnel and workplace readiness alignment, decision making and ICT curriculum development. The study recommends application of green ICT based on established ICT personnel capacity, inclusion of green ICT training in the curriculum, creation of green ICT responsibilities, provision for a green ICT budget and investment into the development of green ICT personnel

The paper distils good practice activities, utilizing criteria derived from a review of the rural dimensions of ICT learning, from a range of relevant initiatives and programmes. These good practice activities cover: community resource centres providing opportunities for ‘tasting’ ICTs; video games and Internet Cafés as tools removing ‘entry barriers’; emphasis on ‘user management’ as a means of creating ownership; service delivery beyond fixed locations; use of ICT capacities in the delivery of general services; and selected use of financial support.

Abstract (sommario):
This thesis explores the stigmas and taboos surrounding youth health centers in Sweden and how this might be hindering young people to visit the youth health centers. It’s exploring how this can be challenged and how the threshold can be lowered by involving the informal support system and bringing the youth health center to the youth arena which allows for a more informal type of support and guidance. The youth health centers in Sweden have been around since 1970 and are a well known and established form of healthcare, yet the majority of the visitors are young women. How come? I’ve been working from the hypothesis that there is a need for more youth to seek help but that they for various reasons don’t manage to make it all the way there. There are many stigmas surrounding topics that the youth health center is dealing with, such as sex, depression, or domestic violence. This is especially true for young people on the edge between childhood and adulthood. Using a human-centered design approach this project has through the involvement of adolescents, midwives and youth workers among others, been exploring challenges and finding opportunities where interaction design can be used to improve the situation for the youth that do not make it to the youth health centers but that want and would benefit from their services. The final design proposal is an ambassadorship, aimed towards adults already part of the informal support system, that will enable youth to feel more empowered to seek help. It is set up to reach the youth in new ways, in an informal manner to bring the solution to the youth and to create a more comfortable space for them to open up within. Part of this is also a service for youth to effortlessly get in contact with the youth health center and to create personal connections to its personnel through link cards and video presentations. These connections are there to prepare the youth and to lower the bar of contact by building trust and humanize the help-seeking process. To make it clear that they are not trying to contact an institution but a person.

Aquesta tesi doctoral té com a objectius conèixer l'organització, la gestió i el rol de la direcció en la implementació de les TIC en centres madurs digitalment i elaborar propostes organitzatives i iniciatives d'actuacions transferibles. El marc teòric gira al voltant de la transformació educativa i el paper de les TIC. S'introdueix el concepte de maduresa digital i la seva avaluació a partir d'un nou model per a avaluar-la, anomenat MADIGESC. La recerca es basa en tres estudis de cas de centres d'ensenyament secundari obligatori que fan servir les TIC intensivament. Els resultats es presenten en quatre blocs: el context educatiu, l'organització del centre, la integració de les TIC i la maduresa digital del centre. Les conclusions de la recerca destaquen la importància del rol de la direcció i l'exercici de l'autonomia del centre, la formació del professorat i les pràctiques educatives avançades derivades de l'ús de les TIC. Finalment, es presenten propostes d'organització i gestió de les TIC en format d'infografia a partir del model de maduresa digital MADIGESC.
Esta tesis doctoral tiene como objetivos conocer la organización, la gestión y el rol de la dirección en la implementación de las TIC en centros digitalmente maduros y elaborar propuestas organizativas e iniciativas de actuaciones transferibles. El marco teórico gira alrededor de la transformación educativa y el papel de las TIC. Se introduce el concepto de madurez digital y su evaluación a partir de un nuevo modelo para evaluarla, llamado MADIGESC. La investigación se basa en tres estudios de caso de centros de educación secundaria obligatoria que usan las TIC de forma intensiva. Los resultados se presentan en cuatro bloques: el contexto educativo, la organización del centro, la integración de las TIC y la madurez digital del centro. Las conclusiones de la investigación destacan la importancia del rol de la dirección y el ejercicio de la autonomía del centro, la formación del profesorado y las prácticas educativas avanzadas derivadas del uso de las TIC. Finalmente, se presentan propuestas de organización y gestión de las TIC en formato de infografía a partir del modelo de madurez digital MADIGESC.
This doctoral thesis aims to improve our understanding of the organization, management and role of school administrators in the implementation of ICT in digitally mature schools, and to develop organizational proposals and transferable initiatives. The theoretical framework is rooted in educational transformation and the role of ICT. The concept of digital maturity is introduced, as is its evaluation based on a new model, called MADIGESC. The research is based on three case studies of secondary schools in which there is intensive use of ICT. The results are presented in four sections: the educational context, the school organization, the integration of ICT, and the digital maturity of the school. The research findings highlight the importance of the role of school administrators and their exercising of school autonomy, the professional development of teachers, and the advanced educational practices empowered by the use of ICT. Finally, proposals for the organization and management of ICT are made (presented as infographics) based on the MADIGESC digital maturity model.

Es tracta d'una aproximació al desenvolupament de la competència d'aprendre a aprendre (CAaA), com s'implementa i quin suport estratègic i metodològic hi aporten les tecnologies de la informació i la comunicació (TIC). És un estudi de cas múltiple en centres d'educació secundària obligatòria (ESO) en un context metodològic socioconstructivista, de desenvolupament competencial i ús intensiu de les TIC, fet a partir d'entrevistes a membres dels equips directius, anàlisi de documentació, enquestes i grups focals a professors i alumnes. Es presenten anàlisis intracasos i intercasos. Els productes principals són una visió holística de la CAaA amb els aspectes que la desenvolupen agrupats segons les fases del procés d'autoregulació i els àmbits de suport de les TIC, un conjunt de pautes i orientacions metodològiques per a desenvolupar la CAaA a l'ESO i una rúbrica d'avaluació de la CAaA.
Se trata de una aproximación al desarrollo de la competencia de aprender a aprender (CAaA), cómo se implementa y qué apoyo estratégico y metodológico aportan las tecnologías de la información y la comunicación (TIC). Es un estudio de caso múltiple en centros de educación secundaria obligatoria (ESO) en un contexto metodológico socioconstructivista, de desarrollo competencial y uso intensivo de las TIC, hecho a partir de entrevistas a miembros de los equipos directivos, análisis de documentación, encuestas y grupos focales a profesores y alumnos. Se presentan análisis intracasos e intercasos. Los principales productos son una visión holística de la CAaA con los aspectos que la desarrollan agrupados según las fases del proceso de autorregulación y los ámbitos de apoyo de las TIC, un conjunto de pautas y orientaciones metodológicas para desarrollar la CAaA en la ESO y una rúbrica de evaluación de la CAaA.
This thesis looks, from a strategic and methodological perspective, at the development of the Learning to Learn Competency (LLC), how it is implemented and the role of information and communication technologies (ICT). It is a multiple case study in compulsory secondary education (ESO) schools using socio-constructivist methods and intense use of ICT to develop competencies. It involved interviews with members of leadership teams, document analysis, surveys and focus groups with teachers and students. Intra-case and inter-case analyses were performed. The main results were: a holistic view of LLC and the aspects that develop it, grouped according to the phases of the self-regulation process and the areas of ICT support; a set of methodological guidelines and criteria to develop LLC in compulsory secondary education (ESO); and an a rubric to assess LLC.

The thesis focuses on the issues of job interviews for ICT positions and related aspects of this matter. It includes the set of procedures that serve as an assistant for a graduate who will apply for a job in this field. The main objective of this thesis is to determine the process and requirements for admission for the positions in ICT companies in the Czech Republic. The theoretical part focuses on the individual components of the process that leads to employment. The curriculum vitae, cover letter, preparation for a job interview, the interview itself, assessment center and internet portals that are used for finding work or employees are also included. The practical part is mainly devoted to the questionnaire which I sent to companies in our country. Its evaluation is illustrated with graphs and tables. I consulted the results with human resources specialist, who gave me more detailed information on the individual issues. The thesis is concluded in chapter which summarizes the requirements for IT roles and positions. The benefit of this work is summarized overview that can help graduates to find some job. This is a set of requirements, which may be required for interviews in Czech companies.

Diploma thesis deals with the topic of shared service center. Aim of this thesis is to charac-terize ICT SSC and propose a formalized procedure for the establishment of ICT SSC in the Czech Republic. To achieve its objective, the thesis is divided into two pats. The first part presents a theoretical framework of shared service centers. Newly acquired knowledge is used in the second part. The second part presents a formalized procedure establishing ICT shared service centers and case study. Case study is based on real project, which was implemented by an international retail group. The author's contribution to this work lies in comprehensive description of the problem and the integration of theory and practice.

Factors such as poverty, ethnicity, socio-economic status, poor infrastructure and governance, etc., are some of the reasons that effective and proven prevention and treatment interventions for most of the major causes of mortality and morbidity in the developing world continue to fail. Chronic diseases require complex interventions that these countries simply cannot maintain. Diabetes mellitus (DM) is a chronic disease that is on the rise worldwide. This disease is a lifestyle disease, which means, that it is brought on by poor health habits. Statistics show that 285 million (6.4%) people aged between 20 and 79 years will be affected by Diabetes in 2010 and a staggering 439 million (7.7%) by 2030. This is a projected growth of 69% in developing countries and 20% in developed countries. The findings from studies conducted from 1993 to 2003 in Sub-Saharan Africa, particularly in South Africa, around the health care services for diabetes highlights many challenges. Sadly, the challenges 10 years after that study, are very similar. The conditions of people with Diabetes can be improved through regular monitoring of patients, improvement and monitoring of health care provided, education on healthy lifestyle, as well as education on the importance of adherence to treatment plans for the successful management of the condition. The diabetes endemic in South Africa is exacerbated by the manual functions that are performed in all aspects of monitoring and management of the disease. With the advancements that have been made in ICT and the many apps that already exist for healthcare, it is sensible to state that ICT can assist in the monitoring and management of diabetes. Another factor that is considered is that of patient-centred care. The huge number of people who need acute care and treatment in hospitals and clinics have forced a previously caring environment, to turn into a cold, almost production line affair. The sick wait in long queues and are ushered in and out of the consulting rooms as fast as possible without even as much as a “hallo”. This has left a void in the healthcare delivery to South Africans which should never have been removed in the first place, namely patient-centred care. This means that the patient is at the centre of the treatment and fully involved in the decisions about his/her health. Every patient deserves to be recognised as a human-being and treated with dignity and respect. Treatment plans for long term chronic care patients such as diabetics, should be thoroughly discussed with the patient and they should believe and comit themselves to the treatment plan. These plans are life-long and require dedication and as it is vital that patients are part of decision making and understand fully what they are expected to do. Bearing this in mind, this study has investigated the needs and care plans for people with diabetes. Specialist in the field of diabetes were interviewed and recognised care plans for diabetes such as those from WHO, IDF and SEMSDA were studied. This study also established, that by practising a patient-centred approach the adherence to a treatment plan is likely to be higher. The strategy developed involves the person with diabetes, the healthcare worker and the support structure in the care plan of the diabetic. The use of ICT as part of the solution must consider the patient-centred requirements for using IT so that the people using the strategy are comfortable and not intimidated by the technology. The need to incorporate e-health into governments’ healthcare plans has been growing over the last decade. The GSMA conducted research into mobile health opportunities in South Africa and found that SA now has a penetration of 98% and that this is the ideal medium to address the inaccessibility and inequality of healthcare in SA. The causes identified as playing a major role in the rise in diabetes were identified and it was determined that through the implementation of an ICT strategy for diabetes care, many of these can be addressed. These include the use of technology for, improved monitoring and management, increased diabetes awareness and education, and promotion of healthy lifestyle. The study focuses on the self-management aspect of diabetes and produces a strategy that incorporates various ICT solutions that would assist in the daily aspects of diabetes care, as well as follow a patient-centred approach to diabetes care. This strategy developed in this study does not need any intervention from government as it is driven by the people who have diabetes and their healthcare workers, with the aid of the technology that they currently have on hand.

Policymakers who have invested in the use of ICT in education are often motivated by its promise to realise pedagogical innovations. However, the unrelenting gap between the promise and performance of ICT has continued to prompt further research into how the affordances of technology can be better harnessed in schools. This three-year qualitative case study hopes to shed light into this matter by looking at the: 1) ecological factors of how an ICT-enriched primary school in Singapore had been using technology to support the pedagogical reform for student-centred learning; 2) conditions that led to its sustained use of technology for this purpose. Complexity theory was employed as the analytical framework for the study. By examining the inter-connectedness of systemic influences governing the in-situ use of ICT in the exemplar school, educational leaders and policymakers can gain a holistic perspective of the factors that may promote or impede technology integration effort. Through the use of interviews, lesson and meeting observations as well as document analysis, the trajectory of the school’s ICT journey was mapped out. The development history surrounding the use of technology for teaching and learning provided a precursor to investigate how the school organisation as the unit of analysis had created favourable conditions leading to the sustainability of ICT-related innovations. Specifically, five themes had emerged: 1) continuous scanning of environment; 2) multi-pronged capacity building efforts; 3) mitigating systemic tensions amongst stakeholders; 4) shared accountability and 5) systematic pacing. Based on the findings to the study, a complexity-informed model for technology leadership, stakeholders’ dynamics and guidelines for policymaking were drawn up. The dissertation concludes with reflections on the use of complexity theory and recommendations for future research.

Over the past few years, there has been an avalanche of new digital technologies in the business services sector, many of which proved to be disruptive. Business service centres (BSCs) even in innovative industries like information and communication technology (ICT) find it highly challenging to accommodate these changes. New technological solutions transform consumer needs, shape organizational processes, and alter the way employees cooperate in a computerized environment. These changes make it inevitable for companies to adjust their business models. In this paper, we present a case study of IT Services Hungary Ltd., a Hungarian based BSC in the ICT industry. We carried out semi-structured interviews with the CEO and four senior technology experts of the company to analyse digital transformation plans they initiated. We investigated and now reveal three projects through which they implemented cognitive automation, cloud computing, and advanced cybersecurity technologies. We also describe the general organizational, financial, employment, and motivational background of these projects at IT Services Hungary Ltd. With this paper, we aim to present transferable best practices and appealing management efforts to invest in an intelligent and digital future.

[The final form of this paper was published in the journal Issues in Informing Science and Information Technology.] The paper reviewed the emerging roles of the 21st century librarians, charged with the responsibility to manage repository services across libraries in present-day information technology environment. Librarians need to be trained and empowered with requisite skills and knowledge needed for successful management of the ICT driven repository initiatives that the 21st century demands. Literature was reviewed on the roles and responsibilities of librarians, training needs and opportunities, career path and recruitment of librarians, and community support necessary for effective and efficient implementation and management of repository initiatives. This entails the ability to comprehend trends and change patterns which are essential for providing research focused and user-friendly models in open repository services that are based on thorough analytical understanding of the challenges of emerging trends. To achieve this requires the training and retraining of librarians to reposition them as information specialists in their career path. The role of the library as an integral part of its social environment is to educate the community about the existence of an open repository by building partnership with community-oriented research centres through seminars, workshops, symposium, training, and awareness programmes. The study recommends that librarians should strategize and collaborate with researchers to make open repository an essential research tool.
