Testo completoENGLISH ABSTRACT: National Statistical offices (NSOs) are the sources of wide ranges of socio-economic, demographic and agricultural data and information that are used to monitor and evaluate development programs and formulate policies. The data generated by NSOs is used as basis for making decisions and also used to assess the extent and causes of poverty. Various stakeholders such as researchers, the World Bank, the International Monetary Fund, the UN, and various NGOs prepare and release research materials and annual reports using data and information obtained from NSOs and line ministries. For example, Deneulin and Shahani state that one of the intentions of the annual Human Development Report (HDR) prepared by the UNDP is “to assess the quality of life of a population and be an advocacy tool for its improvement with a political purpose of raising awareness and generating debate on public issues and concerns which would otherwise not be on the political agenda”1. Based on the different approaches to poverty, different sets of data and information are produced and used for poverty measurement. Mostly, poverty is measured using data obtained from nationally representative household surveys which focus on income and expenditure, ownership, access to and use of some basic services. Another approach uses data on mental satisfaction; still others assume poverty to be multi-dimensional and argue that income alone is not enough. They view poverty as deprivation of basic capabilities due to high rates of mortality, illiteracy, malnourishment, unemployment, ill health, lack of education and social exclusion, etc2. The quality of data and information (such as integrity, methodological soundness, accuracy and reliability, serviceability and accessibility) generated by data-producingagencies therefore needs to be preserved and improved in order to obtain meaningful results from the measurement of poverty in any of the approaches and to satisfy the growing data quality demands of stakeholders. Loshin states that “strategic decisions based on untrustworthy information are likely to result in poor decisions”3. This study focuses on the role played by national statistical offices in poverty reduction in general. It examines the various activities, players, interactions, and ICTs used at the various stages of the statistical process in the Ethiopian Central Statistical Agency (CSA) to generate poverty-related data and information and how the quality of this data can be preserved and improved. The purpose of this research is therefore to identify poverty related data quality problems with respect to the IMF’s DQAF and assess where in the statistical process specific types of ICTs can improve data quality. For this reason interpretive case study method with the researcher as participant observer was adopted to study how poverty related data and information is produced. It was found out that some of the data quality problems can be addressed using appropriate ICTs with the availability of reliable power infrastructures.

Testo completoThis thesis addresses two major aspects of the Internet evolution problem: a behavioral aspect, corresponding to a new type of interactions between users and the network, and a structural aspect, which refers to the evolution problem from an architectural point of view. The manuscript consists of an introductory chapter which outlines the research directions of this thesis, followed by a chapter on the description of the state of the art on the two aforementioned aspects.Among the solutions proposed by the scientific community to adapt to the evolution of the Internet, two new network paradigms are described: Information- Centric Networking (ICN) and Software-Defined Networking (SDN).The thesis continues with the description of "Caesar", a network device, inspired by ICN, capable of managing the distribution of content using forwarding primitives based on the content name and not a server address. Caesar is presented in two chapters describing the architecture of two main modules: theforwarding module, and the pending request management. The second part of the manuscript describes a mathematical tool for the effective loop detection in an SDN network from a theoretical point of view. Some algorithms are proposed and the improvements with respect ta the prior work are discussed. The thesis is concluded with a summary of the main results and a presentation of current and future work

Testo completoThe use of Information and Communication Technologies (ICTs) in second language training is offered today as a panacea in attaining communication objectives.Therfore, in the second language (English for francophones and French for anglophones) teaching/learning process teachers in the Yaoundé bilingual linguistic pilot training center (in Cameroon) use arteacts such as audio equipements, video and online ressources to present the information ; adopting framework and support modalities in a view to reduce cognitive overloading due to decipling activity. These techno pedagogic tools with cognitive potentials (Karsenti and al, 2007) play and mediatisation role (Peraya, 1999). In such a context learners habe to call for their senses(auditive, visual) and develop strategies in oder to decipler, transcribe, and transform information into operational knowledge that could offert hem language skills (writting, speaking, listening, readind the second language). Our work aims at analysing the teaching (pedagogic or didactic), and learning activities (cognitive) and bring out psychoaffective and cognitive process put in place to achieve a communication competence in a multimedia tolls usage context.Data collection methodology center around the observation of daily classroom practices and two questionnaires for learners and teachers. With such tools quantitative and qualitative data have been collected and treated. We can keep in mind that in the teaching process, teachers put in place inciting style to attaind their curricular objectives. Moreover mobilised artefacts such as the official textbook (essential tool), related audio/video extracts as well as other ressources from the Internet are complementary and facilitate language skills acquisition, namely listening, speaking and/or writting.Nevertheless it has been noted that the use of audio-visual digital extrats learners face some phonological difficulties. It is therefore necessary to recommend that teachers should adapt teaching aids to learners socio-anthropological environment especially in lower classes to reduce cognitive charge. These work has permit us to put in evidence a variety of didactic approach which permitted learners to mobilize the scheme of actions (cognitive process) and transform information, in vision to mastering language skills.Key works : Teaching/learning process, activities, artefacts, language skills, cognitive and didactic analysis

Testo completoOver the last 15 years, many South African universities have established Writing Centres as places to provide academic writing support to their students. The services offered are mostly free and voluntary and as such, there are no strict regulations regarding who should use them, and how often they should visit. Consequently, writing centres especially the newly established ones struggle to monitor the progress of the students they have helped once they have left the place, or even reach students in the places where they continue to write in order to offer additional support to students, which could positively influence their writing self-efficacy. This design-based research case study reports on an intervention run by one such writing centre where social media, specifically Facebook due to its popularity among students, was explored as a technology that can be adopted to reach and offer help to students beyond the confines of its physical space.

Testo completoThis study compared the usability of three Information and Communication Technology (ICT) network programs in a learning environment. The researcher wanted to establish which program was most adequate from a usability perspective among second-year Information Technology (IT) students at the Central University of Technology (CUT), Free State. The Software Usability Measurement Inventory (SUMI) testing technique can measure software quality from a user perspective. The technique is supported by an extensive reference database to measure a software product’s quality in use and is embedded in an effective analysis and reporting tool called SUMI scorer (SUMISCO). SUMI was applied in a controlled laboratory environment where second-year IT students of the CUT, utilized SUMI as part of their networking subject, System Software 1 (SPG1), to evaluate each of the three ICT network programs. The results, strengths and weaknesses, as well as usability improvements, as identified by SUMISCO, are discussed to determine the best ICT network program from a usability perspective according to SPG1 students.

Testo completoThis thesis investigates how making content caching and forwarding latency-aware can improve data delivery performance in Information-Centric Networks (ICN). We introduce a new mechanism that leverages retrieval time observations to decide whether to store an object in a network cache, based on the expected delivery time improvement. We demonstrate that our distributed latency-aware caching mechanism, LAC+, outperforms state of the art proposals and results in a reduction of the content mean delivery time and standard deviation of LRU caches by up to 60%, along with a fast convergence to these figures. In a second phase, we conjointly optimize the caching function and the multipath request forwarding strategies. To this purpose, we introduce the mixed forwarding strategy LB-Perf, directing the most popular content towards the same next hops to foster egress caches convergence, while load-balancing the others. Third, we address ICN fairness to contents. We show that traditional ICN caching, which favors the most popular objects, does not prevent the network from being globally fair, content-wise. The incidence of our findings comforts the ICN community momentum to improve LFU cache management policy and its approximations. We demonstrate that in-network caching leads to content-wise fair network capacity sharing as long as bandwidth sharing is content-wise fair. Finally, we contribute to the research effort aiming to help ICN Forwarding Information Base scale when confronted to the huge IoT era’s namespace. We propose AFFORD, a novel view on routing in named-data networking that combines machine learning and stochastic forwarding

Testo completoInformation-Centric Networking (ICN) embraces a family of network architectures rethinking Internet communication principles around named-data. After several years of research and the emergence of a few popular proposals, the idea to replace TCP/IP with data-centric networking remains a subject of debate. ICN advantages have been advocated in the context of 5G networks for the support of highly mobile, multi-access/source and latency minimal patterns of communications. However, large-scale testing and insertion in operational networks are yet to happen, likely due to the lack of a clear incremental deployment strategy. The aim of this thesis is to propose and evaluate effective solutions for deploying ICN. Firstly, we propose Hybrid-ICN (hICN), an ICN integration inside IP (rather that over/ under/ in place of) that has the ambition to trade-off no ICN architectural principles. By reusing existing packet formats, hICN brings innovation inside the IP stack, requiring minimal software upgrades and guaranteeing transparent interconnection with existing IP networks. Secondly, the thesis focuses on the problem of deploying ICN at the network endpoints, namely at the end host, by designing a transport framework and a socket API that can be used in several ICN architectures such as NDN, CCN and hICN. The framework fosters cutting-edge technologies aiming at providing performance and efficiency to applications. An extensive benchmarking at the end of the chapter will present the performance of the transport framework. Subsequently, the benefits that hICN network and transport services can bring to applications will be assessed, by considering two main use cases: HTTP and WebRTC. The former represents the de-facto protocol of the Web, while the latter is a new emerging technology increasingly adopted for real time services. At last, the thesis proposes a solution for programmatically deploying, configuring and managing ICN networks and applications: Virtualized ICN (vICN), a programmable unified framework for network configuration and management that uses recent progresses in resource isolation and virtualization techniques. It offers a single, flexible and scalable platform to serve different purposes, in particular the real deployments of ICN in existing IP networks

Testo completoA key challenge in Information Centric Networking (ICN) is to develop cache units (also called Content Store - CS) that meet three requirements: large storage space, fast operation, and affordable cost. The so-called HCS (Hierarchical Content Store) is a promising approach to satisfy these requirements jointly. It explores the correlation between content requests to predict future demands. Theoretically, this idea would enable proactively content transfers from a relatively large but slow cache area (Layer 2 - L2) to a faster but smaller cache area (Layer 1 - L1). Thereby, it would be possible to increase the throughput and size of CS in one order of magnitude, while keeping the cost. However, the development of HCS introduces several practical challenges. HCS requires a careful coupling of L2 and L1 memory levels considering their transfer rates and sizes. This requirement depends on both hardware specifications (e.g., read rate L2, use of multiple physical SSD in parallel, bus speed, etc.), and software aspects (e.g., the SSD controller, memory management, etc.). In this context, this thesis presents two main contributions. First, we propose an architecture for overcoming the HCS bottlenecks by parallelizing multiple HCS. In summary, the proposed scheme overcomes racing condition related challenges through deterministic partitioning of content requests among multiple threads. Second, we propose a methodology to investigate the development of HCS exploiting emulation techniques and analytical modeling jointly. The proposed methodology offers advantages over prototyping and simulation-based methods. We emulate the L2 to enable the investigation of a variety of boundary scenarios that are richer (regarding both hardware and software aspects) than would be possible through prototyping (considering current technologies). Moreover, the emulation employs real code from a prototype for the other components of the HCS (e.g., L1, layers management and API) to provide more realistic results than would be obtained through simulation.

Chainda, Allen Mukelabai. "Third-year students' preceptions of the use of ICT at a teacher training college in Namibia". Thesis, Stellenbosch : University of Stellenbosch, 2011. http://hdl.handle.net/10019.1/6558.
Testo completoThe use of ICT to enhance the quality of student learning is generally observable in higher education institutions. The adoption of ICT policy for education in Namibia in 1996 has profoundly encouraged the use of ICT to enhance student learning at teachers training colleges, in particular Caprivi College of Education. Although ICT has positioned itself in higher education, its implementation to enhance student learning has been received with mixed feelings, attitudes and perceptions among students. The use of ICT in relation to learning paradigm, collaborative and/or co-operative learning, deep learning approach and assessment seem to be problematic among students and may affect their learning. Issues related to access to ICT, ICT skills and support (technical and service) contribute to students’ negative perceptions towards the use of ICT in learning. The purpose of this study was to investigate students’ perceptions of the possible effect of ICT application on student learning at Caprivi College of Education in order to determine the ICT skills and learning strategies student teachers use to enhance their learning. The research strategy for this study was a quantitative survey. Quantitative data was obtained by administering closed-ended questionnaires to third-year student teachers at Caprivi College of Education. The study concludes that student teachers overwhelmingly perceive the use of ICT to enhance their learning in various ways.

Testo completoIndroduktion.
Kitchen, Bruce R. "The effects of mixed layer dynamics on ice growth in the central Arctic". Thesis, Monterey, California. Naval Postgraduate School, 1992. http://hdl.handle.net/10945/23652.
Testo completoThe thermodynamic ice model of Thomdike (1992) is coupled to a one dimensional, two layer ocean entrapment model to study the effect of mixed layer dynamics on ice growth and the variation in the ocean heat flux into the ice due to mixed layer entrapment. Model simulations show (i) the existence of a negative feedback between the ice growth and the mixed layer entrainment; and (ii) the underlying ocean salinity has a greater effect on the ocean heat flux than does variations in the underlying ocean temperature. Model simulations for a variety of surface forcing and initial conditions demonstrate the need to include mixed layer dynamics for realistic ice prediction in the Arctic.
