One important and interesting application in computational intelligence technology is medical application. Medical engineering research covers such areas as medical image processing. With most health information now described electronically, hospitals are accumulating large amounts of medical data, including imaging, text, and structured materials. This has made ginformation medical scienceh vastly more important in improving healthcare technology. This special issue introduces an application based on hospital data, medical care support systems, and medical image processing. The application deals with analytical approaches, navigation systems, medical data management, and text mining for summary data. The support system shows diagnosis and robotassisted therapy. Medical imaging targets X-ray, blood cell, and ultrasonography images. As guest editors, we can assure the readers that the papers in this special issue have great social impact in this research area and encourage good relations with engineering and medical practice approaches. We thank the contributors and reviewers for introduce these latest achievements in this exciting field.

Abstract (sommario):
Information technology (IT) involve a wide set of risks. Enterprise information systems are a major developing form of information technology involving their own set of risks, thus creating potential blind spots. This paper describes risk management issues involved in enterprise resource planning systems (ERP) which have high impact on organizations due to their high cost, and their pervasive impact on organizational operations. Alternative means of acquiring ERP systems, to include outsourcing to application service providers (ASPs) are available. But outsourcing ERP involves many risks that are often overlooked. After identification of typical risks involved with representative alternative forms of ERP, multiple criteria analysis is proposed as a useful tool for tradeoff analysis in this selection decision. SMART is compared with popular approaches such as DEA and PCA- based DEA. A demonstration of how multiple criteria analysis can be applied in the international ERP alternative selection decision is given by including outsourcing to China and South Korea.

With the development of science and technology, more and more operations are performed in the cardiac catheterization laboratory. During such operations, a lot of relevant imaging data need to be retained. These imaging data can be used for clinical and scientific research and teaching applications, but imaging data security has also become an increasingly important issue. This article is based on the Internet of Things cardiac catheterization laboratory information management system image data security mechanism system research. First of all, this article adopts the literature method to study the application research of the Internet of Things technology in the medical field, as well as the relevant medical imaging data security technology methods. Then, the medical image data security mechanism was designed, and the image data security model of the cardiac catheterization laboratory information management system based on the Internet of Things was established. Finally, the application of decentralized management of the Internet of Things RFID technology on medical equipment and the security of the application of this technology on medical imaging data are analyzed, and finally a conclusion is drawn. The image data security mechanism established in this article is based on the Internet of Things technology. The security rate of image information data reaches more than 95%, the information data security level reaches level 1, and the average data missing rate is only 4.7%. It is a brand-new breakthrough, hoping to further improve the efficiency of hospital information management and protect the safety of medical information.

Computer supported collaborative work (CSCW) technology is used to solve the resource-sharing problems in collaborative design, analysis, and manufacture. To address this need, a system called CollabVue for collaborative product design between designers and manufacturers is proposed in this study. This paper first introduces the framework of tolerance analysis system based on CollabVue, and then discusses the utilization of geometric topology information in 3D model to resolve the problem of dimension information input and the related specific operations. Based on object-oriented technology, a new data structure to interactively pick up and store dimension information is established. Finally the model uses iterative method to compute technological dimension chain equation.

Abstract (sommario):
Construction projects require a significant amount of money and other resources in order to carry them out in an effective way. Cost control is a critical step in ensuring the success of the project and increasing its value. Nowadays, the large-scale application of BIM technology has ushered a technical change in the development of construction projects, which has greatly increased the level and efficiency of project management. Due to BIM technology, the construction engineering quality is significantly improved which really helped in obtaining the social and economic benefits. However, the BIM technology in our country is started relatively late and the technical force is not strong enough; then correspondingly, we must deal with many problems in the process of developing and using BIM technology based projects. In view of the fact and to address this issue, this paper establishes a three-dimensional architectural model based on the relevant information and data of the construction project using the BIM technology. The proposed model optimizes the clustering of construction project information data and adaptively configures the whole life cycle process of the construction projects. In addition, the performance of the proposed system has been compared and tested with the other systems as well which shows how good the proposed system is, as compared to the other systems. Further, the proposed model makes the artificial intelligence efficiency of the project management better. The simulation results show that the model not only has good access and query capabilities but also greatly improves the intelligence level of the project management.

AbstractThe global collaboration and integration of online and offline channels have brought new challenges to the logistics industry. Thus, smart logistics has become a promising solution for handling the increasing complexity and volume of logistics operations. Technologies, such as the Internet of Things, information communication technology, and artificial intelligence, enable more efficient functions into logistics operations. However, they also change the narrative of logistics management. Scholars in the areas of engineering, logistics, transportation, and management are attracted by this revolution. Operations management research on smart logistics mainly concerns the application of underlying technologies, business logic, operation framework, related management system, and optimization problems under specific scenarios. To explore these studies, the related literature has been systematically reviewed in this work. On the basis of the research gaps and the needs of industrial practices, future research directions in this field are also proposed.

Purpose: This study investigated the effectiveness of information technology on the operations of SACCO’s within Nairobi.Methodology:The study used a descriptive research design. The target population consisted of various Sacco members of Sacco’s in Nairobi County. This study used a multistage sampling technique. The data collection techniques involved document analysis and questionnaires. A pilot study was conducted on 10% (15 respondents) of the study sample size. The questionnaires were self-administered. Data was gathered, coded and recorded into Statistical Package for Social Science (SPSS) program. Through descriptive statistics, the researcher summarized data in a meaningful way by making calculations to determine percentage for the response to satisfactory factors of the respondents and helped analyze profiles of the SACCO.Results:Based on the findings of the study concluded that; the SACCO members perceived that the effectiveness of ATM system, effectiveness of asset loan management system, effectiveness of liability/saving management system and the effectiveness of financial management system influenced the operations of savings and credit cooperative societies.Policy recommendation:SACCOs should commit more resources into the adoption and maintenance of information technology systems since they influence their operations positively.SACCOs should increase the number of ATMs since their effectiveness affect their operations positively SACCOs should maintain their asset loan management systems so as to ensure that members can access loans whenever they are in need

On-line detection system of the harvester is an outcome from combination of modern computer technology and communication technology in harvester operations applications. With the help of the various sensors, the harvest yield, running routes, and threshing wheel speed, etc. are measured. These information and parameter are indicator of the harvesters working status. They are detected, processed, packed, and transmitted to the computer server in monitoring center via a wireless network. On the monitoring center server, the transmitted data is processed further, fault data are inspected, reliability data is calculated. Meanwhile, the harvester is controlled according to accepted data.

So far, the most complex ERP is the enterprise information management system, it for the enterprise information management provides a new train of thought, to optimize enterprise resource allocation efficiency, strengthen the core competitiveness of the enterprise. This paper analyzes the application of ERP system in the process of enterprise shown, the characteristics of problems including the system in use process. This article selects the typical enterprise ERP application case study, based on the enterprise ERP implementation methodology reference model quickly, for the related industries, enterprises implementing ERP, and equipment asset management problem of study for reference.

Abstract NOAA/NCEP runs a number of numerical weather prediction (NWP) modeling suites to provide operational guidance to the National Weather Service field offices and service centers. A sophisticated infrastructure, which includes a complex set of software tools, is required to facilitate running these NWP suites. This infrastructure needs to be maintained and upgraded so that continued improvements in forecast accuracy can be achieved. This contribution describes the design of a robust NWP Information Technology Environment (NITE) to support and accelerate the transition of innovations to NOAA operational modeling suites. Through consultation with and at the request of the NOAA NCEP Environmental Modeling Center, a survey of segments of the national NWP community, and a review of selected aspects of the computational infrastructure of several modeling centers was conducted, which led to the following elements being considered as key for NITE: data management, source code management and build systems, suite definition tools, scripts, workflow management, experiment database, and documentation and training. The design for NITE put forth by the DTC would make model development by NOAA staff and their external collaborators more effective and efficient. It should be noted that NITE was not designed to work exclusively for a certain modeling suite; instead it transcends the current operational suites and is applicable to the expected evolution in NCEP systems. NITE is particularly important for community engagement in the Next-Generation Global Prediction System, which is expected to be an Earth modeling system including several components.

System development methodology used in this research is the Unified Process methodology using Object-Oriented approach. This research will result in a system design and application of sales system that can be used by the company to run day-to-day business operations, especially for the sales business process. By the design of information systems and the application of the sales system will integrate all data using centralized database, so that data redundancy can be reduced and the cost-effectiveness can be achieved.

Accounting information systems (AISs), the core module of any enterprise resource planning (ERP) system, are usually designed as centralised systems. Nowadays, the continuous development and applications of blockchain, or more broadly—distributed ledger technology (DLT), can change the architecture, overcome and improve some limitations of centralised systems, most notably security and privacy. An increasing number of authors are suggesting the application of blockchain technologies in management, accounting and ERPs. This paper aims to examine the emerging literature on this field, and an immediate result is that blockchain applications can have significant benefits. The paper’s innovative contribution and considerable objective are to examine if blockchain can be successfully integrated with AIS and ERPs. We find that blockchain can facilitate integration at multiple levels and better serve various purposes as auditing compliance. To demonstrate that, we analyse e-procurement systems and operations using case study research methodology. The findings suggest that DLT, decentralised finance (DeFI), and financial technology (FinTech) applications can facilitate integrating AISs and ERP systems and yield significant benefits for efficiency, productivity and security.

The Faculty of Engineering, Mie University was established in April 1969. Therefore, it has a rather short history. The Department of Electrical and Electronic Engineering with full enrollment of 110 students was initiated in April 1991 by the merger and reorganization of the Department of Electrical Engineering, established in 1969, and the Department of Electronic Engineering, established in 1975. Over 30% of the graduate students continue on to the masters course each year. In the 1995 academic year, the doctoral course was established in the Faculty of Engineering. With this reorganization, the conventional minor professorial chair system (9 minor chairs) was changed to 3 major professorial chair system. The major chairs are: the Laboratories of Electrical Systems Engineering, the Information and Communication Systems, and the Electronic Material Science and Technology. Hori Research Laboratory is part of the Laboratories of Electrical System Engineering. The Laboratory consists of Professor Takamasa Hori, Associate Professor Muneaki Ishida, Assistant Professor Satoshi Komada, Engineer Masaru Nakamura, 2 doctoral students, 9 masters course students, 12 undergraduates, and one researcher. T. Hori joined the lab from Hitachi Research Lab. of Hitachi, Ltd. in January 1987, M. Ishida from Nagoya University in June 1987, and S. Komada from Keio University in April 1989. Major research themes of the lab are as follows:

Because container shipping is the most important means of transportation for international trade, the integration of port–hinterland operations is critical to improve the performance of global supply chains. Information and communication technology (ICT) can assist port stakeholders in addressing bottlenecks and streamlining processes at the port–hinterland interface. However, ICT adoption is often hindered by uncertainties concerning expected gains. This paper shows that the adoption of well-established technologies for supply chain management—namely barcode and global positioning systems technology—can bring significant performance gains for the port–hinterland interface, as evidenced by increased container cycle time, utilization rates, and total throughput. In addition, results show the presence of diminishing returns when implementing multiple readers in the system. System dynamics and a unique database containing real data from the Hutchinson Terminal at the Port of Veracruz, Mexico—selected because it is one of the most important ports in the Americas—are used to show the benefits that both local (nodes) and global (supply chain) levels can obtain from ICT adoption. The results of this research will help to reduce uncertainty and incentivize ICT adoption by port stakeholders, particularly in developing countries where research is lagging. The model proposed here can be applied to any port to analyze the impact of ICT adoption and provide support for the decision making of port stakeholders.

Currently, the shortage of engineering talent and quality of engineering education is a common problem all over the world. CDIO is a new engineering education concept and implementation of systems, with good prospects for the development and popularization. Therefore, this paper research and implement education programs Information Platform System (EPIPS). The system, based on CDIO engineering education, develop education plan and set up the architecture to the course of three projects, and it is based on Rich Internet Application (RIA) that can provide students rich learning experience. The result indicates that students can acquire graphical education plan based on CDIO friendly. In this paper, system architecture, the algorithm of traversing education plan and key techniques are introduced. Now, the system is running in Heilongjiang Institute of Science and Technology, and the ability of CDIO has been significantly improved, including of Students Engineering practical, the sense of teamwork.

A major thrust of the Army's MANPRINT methodology is to develop techniques to assess workloads and to reduce system manning. This paper reports on a research project conducted with the intent of quantifying the impact that application of human factors engineering technology has on the workload and manning levels of large, complex systems. The aircraft operational management system of a modern CV aircraft carrier was used as a test bed. A typical scenario was developed which included task sequences for each of 35 shipboard operators during a launch/recovery cycle involving 25 aircraft. Workloads were measured for operations as currently performed aboard aircraft carriers and compared to the same conditions except for the addition of automated status boards, which were intended to reduce the information processing load on the operators. The result of introducing the automated status board technology was the reduction of manning levels, time to perform operational sequences, and the number of overloaded operators.

To encourage the development of the nation, it is important to educate forward-thinking engineers in cooperation with the education system, with the requirements of modern society as the background of their efforts. In Western countries, STEM (Science, Technology, Engineering, and Mathematics) education is provided as a national strategy for development, and this type of education is also spreading to Japan. On the other hand, in the context of high school/university articulation, it is argued that the abilities required by high schools, universities, and society are different from one another, and that it is necessary to inter-link them. Accordingly, comprehensive content that includes all levels, from primary to higher education, is required. On the basis of this background and the current problem of STEM education and high school/university articulation, this research aims to aid in the development of a curriculum and educational study materials through which the technology of universities could be integrated into high school classes. This report includes the development of educational study material on biological information systems because it reflects the features of the department to which the authors belong and there is already a lot of research on, and technology related to, biological information. Using the educational study material, we carry out an in-class practice session including task-oriented research at a high school with cooperation from a university and discuss the educational effect that results from it.

The main objective of Research and Development Institutions (R&D) libraries is to appropriate process and retrieve the information and to make available the much-required information to the research community. This study reveal the implementation and utilisation of Information Communication and Technology (ICT) methods in R&D libraries in Chennai, and the level of the extent of ICT in these libraries and also suggested the modern techniques to be implemented. Knowledge can be divided in to two categories namely explicit and tacit. This paper prospects how ICT and related systems can maintain libraries aspire towards excel administration of ICT management system. The results show that ICT could play an important role in the library system, to be used broadly in the R&D libraries. Government and semi-government institutions standards can improve drastically through this ICT enabled libraries, so that the researchers can use this research information retrieval through ICT tools. As per the surveyed librarians, this paper suggests that more modern technology can be used in the R&D libraries which can contribute more successful ICT application use to the research community. This technology has made extensive changes in each and every one, discipline and knowledge. In that scenario nowadays the library and information science is also demanding automatically in that operations. Even nowadays ICT proficiency and competences needed for the implementation of the information and knowledge based library user society in the region of Chennai. The ICT tools have nowadays become an important technology in R&D libraries as it plays a very significant role in meeting information requirements of the research communities and institution as a whole. This study has identified the ICT structure and implementation in R&D libraries across Chennai.

The development of a distance education service management software application model provides facilities for academics to facilitate interaction between students and lecturers with using online-based information technology communication services through the Internet. In addition, the management of distance education services is able to provide reports desired by students and lecturers using online-based information technology communication services through the Internet. This study used a descriptive–analytic method by presenting a summary of interviews and survey results in the form of a questionnaire to the faculty member. The method used is a qualitative method because it provides an explanation using analysis. This research uses Moodle application as a Distance Education System. The distance learning model used in the Trilogi University is considered sufficient, in terms of learning goals, learning materials, interactivity, and rules. The results also show that both lecturers and students argue that learning with a distance education system can simplify work, speed up work, accurate work, and be more efficient because it is interactive and user-friendly. This research can be applied to other school units or universities so that distance education services can help academics interact easily, quickly, and accurately. For its development, it can be applied using cellular-based applications.

his research aimed to develop an information system supporting research on rubber (ISSR) in Thailand. This system was designed as a web application with responsive web design. The rubber database was developed with MySQL, used Apache Server as a Web Server and programed with PHP-script. High Chart, Google Chart API and Java Technology were used to represent an online information with graphical format. The system was tested with the actual data on rubber research in Southern Thailand. The system has been available online at URL http://www.s-cm.site/issr. There are three type of users: administrator, researcher (member) and generic user. The researcher performed data entry about research with log-in to the system using username and password provided by the automatic system via online registration form. The administrator can manage the research information. The researchers can manage their research information, use searching tool and leave comments on other member’s research. The generic users can access the system without username and password to view the research and general information on rubber. Moreover, the system generates a report on rubber research with online graphical format. In conclusion, this information system enhances investigation on rubber research in Thailand and its strategy planning for rubber plantation in the future.

Using this method, users in the outdoor can use any a DTMF phone including mobile, fixed telephone, according to the voice prompt, to carry out remote control of the switching and timing functions of the various home appliances. The system is practical, reliable, and can be widely used in household appliances or other places of various control devices. It will be the promising future technology products.

AbstractNational and international policies and treaties require the protection and exploration of the Arctic. The maritime services play a primary role in pursuing responsible Arctic stewardship by protecting the environment and the personnel conducting operations and research in this harsh environment. The National Oceanic and Atmospheric Administration (NOAA) is an important partner to the U.S. Coast Guard (USCG) in hazard response and mitigation (including oil spills and search and rescue). During Arctic Shield exercises, as part of the USCG Research and Development Center's Arctic Technology Evaluation, manned and unmanned systems including the AeroVironment Puma™ All Environment (AE) (Puma) Unmanned Aircraft System (UAS), were used to provide real-time information for maritime domain awareness and oil spill response in the Arctic. Real-time information distribution and maritime domain awareness are critical to prepare for and respond to potential environmental disasters in the Arctic. Additionally, the Puma was assessed for shipboard operations capabilities, Arctic air space coordination, deconfliction and safety issues, and real-time data visualization through the Arctic Environmental Response Management Application® as part of a larger data management plan. The results are provided from the successful Puma testing during the Arctic Shield 2013 and 2014 exercises aboard the USCG Cutter (USCGC; Icebreaker) Healy. An overview of these operations is given with recommendations for future testing and technology assessments of small UAS platforms for Arctic shipboard operational deployments. These findings are put into context for utilization in the field to support operations and decision making in the case of a real oil spill in the Arctic region.

The present paper reviews the development of the Canadian Forest Fire Danger Rating System (CFFDRS) and its implementation in Canada and elsewhere, and suggests how this experience can be applied in developing fire danger rating systems in other forest or wildland environments. Experience with the CFFDRS suggests that four key scientific, technological, and human elements need to be developed and integrated in a national forest fire danger rating system. First among these is a sustained program of scientific research to develop a system based on relationships between fire weather, fuels, and topography, and fire occurrence, behavior, and impact appropriate to the fire environment. Development of a reliable technical infrastructure to gather, process, and archive fire weather data and to disseminate fire weather forecasts, fire danger information, and fire behavior predictions within operational agencies is also important. Technology transfer and training in the use of fire danger information in fire operations are necessary, as are cooperation and communication between fire management agencies to share resources and set common standards for information, resources, and training. These elements must be appropriate to the needs and capabilities of fire managers, and must evolve as fire management objectives change. Fire danger systems are a form of media; system developers should be careful not to overemphasize scientific and technological elements at the expense of human and institutional factors. Effective fire danger systems are readily assimilated by and influence the organizational culture, which in turn influences the development of new technologies. Most importantly, common vision and a sense of common cause among fire scientists and fire managers are needed for successful implementation of a fire danger rating system.

Focus on design the production performance of functional modules and interface combined with 1450 actual production process. Production data to be collected need to be establishing the simulation model of the node .Do achieve the simulation of the actual production process. Meantime, the simulation data will be collected to the production performance module through the interface with the real-time database. Chongqing four steel companies as state Enterprises, it should be attached great importance to enterprise information. It has not basically realized the bottom of the production process control system, but also the initial establishment of the upper information management system. However, the underlying automation system and upper management information systems are not integrated. This situation seriously affects the application of effective information systems. The method can only deal with the current manual operations, which leads to the following series of questions: the basis of the data delay line failure; Based data acquisition product line transmission efficiency is low and error rate is high; Production site data scattered in many different processes link manually using the original production data acquisition and transmission are difficult to track products from production through to finished off the assembly line of the whole process; Top manufacturing information system based on production data can not directly access to hard to complete implementation of its functions. In response to these problems, Chongqing four steel companies build MES system, marketing integration, the information management systems and process control systems integration as a whole, and thus the implementation of ERP systems and decision support systems, and further enhance their core competitiveness.[1,7]

The contribution of this research results will greatly affect the application of science and technology for higher education institutions and to realize the development of Faculty of Engineering Semarang University as a leading Faculty in 2023. The method used is dynamic priorities method which prioritizes the process that has the highest <br />priority and is able to respond to changes in the system environment operate. Modeling the system using XAMPP package in which integrated MySQL module for database purposes, PHP for management of information systems, and Apache for simulation purposes. Conceptual models are the critical first step to gaining distilled insights of complex systems. We use influence diagrams to link intuitive measures for Land Force actions with the inputs of the environment, and friendly and threat force actions. This approach provides a rich semiquantitative model that allows exploration of the effect of perturbation introduced through the adoption of enhanced equipment, innovative operational concepts, or novel technology concepts. We have built a construct for the Army based upon a set of influence diagrams for the skills of: engagement; information collection; sustainment; communication; protection; movement; and decision making. These produce mental maps that link military technologies, desired effects, and higher-level outcomes. Thus, there is a gradation of type within the influence diagram with position the key to the nature of the variable. In this paper we describe these models and how we use them to deduce likely future military concepts through "what if" contemplations of possible technology or environmental changes. In reverse, this process advises on the criticality of the constituent components. Inter-relationships between various skills and issues associated with balancing requirements between these will be highlighted. This work thus leads to further distillation-like simulations such as agent-based modeling.

Hence, the presence of elements that generate visual and artistic effects of IoT technology can make a great contribution to the provision of information that the urbanite needs. The aim of this study is to analyze worldwide research on the visual and artistic effects of IoT in smart cities. Bibliometric techniques were utilized on 1278 articles on this subject matter for the period of 2010–2019 to achieve results on activity production. This has increased yearly, where in the last triennium, it has accumulated 85.21% of documents. Computer science and engineering were the most prominent subject areas where the articles were classified. The lines of research in the development of this research topic have been detected. Furthermore, the main directions for future research have also been identified. This study aims to contribute to highlighting the drivers of this field of research, in addition to providing the available information and future directions to improve academic and scientific discussion.

A Global Ocean Observing System (GOOS) is needed for: detecting and predicting climate variability and consequences, protecting and restoring healthy marine ecosystems, reducing human health risks, managing resources, facilitating safe and efficient marine operations, and predicting and mitigating against coastal hazards. To these ends, an operational system of integrated observations, data communications and management, and data analysis is being developed to serve the data and information requirements of a broad spectrum of user groups from industry, government, nongovernmental organizations, and academia. Successful development of a system that guarantees the continuous and sustained provision of useful information requires effective collaboration between the research and operational communities and between data providers and users to ensure that system development is user-driven and sustained in perpetuity. Development of GOOS requires a managed process that selectively incorporates, enhances, and supplements existing elements consistent with user needs. Successful transition of new elements from research to operational oceanography is a big step and is inherently difficult. It will require ongoing guidance from both data providers and users as well as cooperation and good will on the part of the research and operational groups involved. In some cases it may be necessary to transition new elements into the operational system prior to obtaining user acceptance because that acceptance may be obtained only after the usefulness of new products is demonstrated. A process that selectively migrates new knowledge and technology from research into an operational mode and promotes synergy between research and operational oceanography is described herein.

There have been many R&D efforts in recent years to develop computer environments that directly enhance group problem-solving productivity. An example of such efforts is the computer-based Virtual Teaming Technology (VTT) currently being developed at the Knowledge-based Engineering Systems Research Laboratory (KESRL). The core software environment for KESRL's VTT is called SWIFT (System Workbench for Integrating and Facilitating Teams) and is based on the knowledge processing technology (KPT) previously developed at KESRL to support various engineering design tasks. SWIFT is a flexible environment which enables the rapid development of collaborative applications, linking workers in distributed environments, of many domains. This paper presents the overall system architecture of SWIFT, and introduces the current and future R&D efforts at KESRL in realizing SWIFT for significant industrial applications.
