Abstract (sommario):
This article presents an original perspective upon the problem of creating intelligent transport systems in the conditions of using highly automated vehicles that freely move on the urban street-road networks. The author explores the issues of organizing a multi-agent system from such vehicles for solving the higher level tasks rather than by an individual agent (in this case – by a vehicle). Attention is also given to different types of interaction between the vehicles or vehicles and other agents. The examples of new tasks, in which the arrangement of such interaction would play a crucial role, are described. The scientific novelty is based on the application of particular methods and technologies of the multi-agent systems theory from the field of artificial intelligence to the creation of intelligent transport systems and organizing free-flow movement of highly automated vehicles. It is demonstrated the multi-agent systems are able to solve more complex tasks than separate agents or a group of non-interacting agents. This allows obtaining the emergent effects of the so-called swarm intelligence of the multiple interacting agents. This article may be valuable to everyone interested in the future of the transport sector.

Intelligent transport systems (ITSs) play a key role in people's daily activities. ITSs significantly improve mobility offering a variety of services to a vast number of users that increase on a daily basis, as more and new services are introduced. These services are based on advanced information and communication technologies (ICTs) and rely strongly on connectivity and computing resources. However, technical vulnerabilities of the technologies used in ITS, as well as the increase in users' awareness has brought security and privacy concerns to the forefront. This article aims at identifying a set of privacy concepts that provide the bases for designing trustworthy ITS services identifying possible threats and users' privacy concerns. A key contribution of the article is a roadmap that presents in detail how for every ITS function corresponding to privacy concepts can be realized for overcoming specific threats and users' privacy concerns in a smart city context.

Abstract (sommario):
The issues of the development of intelligent transport systems (ITS) in the world as an instrument for ensuring social and economic growth of the state have been investigated. The essence and role of the structure of management of intellectual systems in different countries has been described and common features of their implementation have been determined. To solve the research problems, the following methods have been applied: systematic, dialectic, synthesis and generalization and scientific abstraction. To achieve the goal in the research methods have been applied on the systems approach, management theory and decision theory. System analysis has been used to identify the scientific problem. The results of the investigation have allowed the author to determine that there are problems with increasing traffic in large cities, high accident rates, high traffic growth, poor quality of traffic management, transport services, and how ITS helps to solve these problems. The results of the analysis have proved that mechanisms of ITS implementation in different countries is differ, but the key elements can be watch common: public private partnership; presence in the developed countries of the world of priority programs for the development of ITS; mandatory formation of uniform unified standards; the creation of a state coordinating body whose main function is to protect and promote the interests of the country and beyond its borders; the creation of independent groups or organizations (the majority on the basis of scientific institutions) such as “ITS America”, “ERTICO” in Europe, “ITS Japan”; industrial base in the field of development as a technical and information component, as well as cooperation in developing or participating in the field of geoinformation support. It is important to conduct an analysis of the ITS market volume in the world in 2008 – 2017 years in mln. dol. USA and a detailed analysis of the geography distribution in 2017. The implementation of the ITS begins with institutional changes, so giving them the status of a national project and developing the appropriate state program for the creation of multi-year development plans that have the goal of developing science and technology in the country can form the basis for a recommendation when implementing ITS in Ukraine.

The paper gives an overview of the past development and implementation of Intelligent Transport Systems in pedestrian traffic. Starting from recent development projects and methodological approaches to the development of ITS, an overview of the existing technologies of implementing ITS in pedestrian traffic is given, and some solutions are proposed that would be feasible in the Republic of Croatia, as well as in other transition countries. As the most significant functions of integrated systems within ITS, the possibilities are presented of locating pedestrians in the network, pedestrian guidance (especially the blind and low-vision persons as well as persons in wheelchairs), provision of on-trip information, etc. Special focus is on the area of pedestrian protection in traffic (avoidance of accidents) using devices fitted onboard vehicles and embedded in road infrastructure. The significance of timely integration of the pedestrian traffic in designing the future ITS architecture has been indicated. The problem of reliability and exploitation analysis of power systems used in intelligent transport systems (ITS) is extremely important from the point of view of ensuring the traffic safety. The use of advanced electronic devices in ITS systems requires their power supply from properly designed power systems. To ensure the continuity of operation of electronic devices, the basic and backup power supply are most often used. They should have specific values of reliability and performance indicators. Therefore, a reliability and exploitation model of the power system has been developed, taking into account renewable energy sources (RES), such as used in intelligent transport systems. This allowed to obtain dependencies enqabling to determine the probability of staying of the power system used in the intelligent transport system in the specified reliability and exploitation states.

The article discusses the application of intelligent transport systems for railway transport. The purpose of developing intelligent transport systems on railway transport is to strictly comply with the requirements for ensuring transport safety, reducing the level of environmental impact, significantly improving the efficiency of production activities. The software makes automatic accounting, control and analysis of fuel and energy resources consumption on the basis of the obtained data. At the same time, the dynamics of changes in fuel consumption indicators, actual and estimated costs of diesel fuel are visually reflected in real time on the monitor screen. If necessary, the system will help to identify the reasons for non-matching of these parameters and quickly contact the locomotive team to provide qualified assistance in their elimination. It is important that the hardware structure and the structure of the system software expand functionality, providing continuous operation and repair work, increasing the number of measured parameters, creating a closed fuel consumption control system in a locomotive economy. The use of these systems makes it possible to obtain an integrated assessment of the heat engineering condition of a locomotive with further scientifically substantiated correction of overhaul runs, to control its location and solve many other problems, which contributes to an increase in overhaul runs and the operational life of the locomotive.

Purpose – foreign and Lithuanian researchers analyse the benefits of ITS (Intelligent transport systems) application and development opportunities in various aspects. Due to the rapid development of technology, most authors emphasise the need for new or at least repeated research on intelligent transport systems ITS. The aim of this article is to evaluate the factors determining the development of ITS after theoretical substantiation. Research methodology – the primary data was collected from the following databases: Eurostat, OECD, World Bank. This study uses the analysis of scientific literature, expert survey, multicriteria assessment (SAW and COPRAS methods). Findings – the results of this article indicate which factors determine the development of ITS the most: investments, the aim to increase road safety, well-developed infrastructure. It also identifies which of the chosen for analaysis countries has the greatest potential for developing of ITS – Germany. Research limitations – firstly, due to the lack of statistics only eight countries are included and the period of analysis is only two years. Another limitation is that experts from only two countries completed the survey. Practical implications – research on the development of ITS is carried out in order to analyse the country that has the biggest opportunity to develop ITS and the factors affecting the mentioned development. The results can be beneficial for ministries of transport in different countries for planning the application of ITS. Originality/Value – current study contributes to the existing literature by examining the specific factors affecting the development of ITS that were not analysed earlier. This article differs from others as includes some Northern ,Western European and Baltic countries. Findings can be used by government in planning the installation of ITS to get the maximum benefit from it.

It is an integrated system of people, roads and vehicles, designed to significantly contribute to improve road safety, efficiency and comfort, as well as environmental conservation through realization of smoother traffic by relieving traffic congestion. This paper aims to elucidate various aspects of ITS - it's need, the various user applications, technologies utilized and concludes by emphasizing the case study of IBM ITS.

Intelligent Transport Systems (ITS) theory is developed nearly a dozen years which is focused on building integrated transportation system, its success will inevitably have a fundamental change in the way the current traffic works. ITS is a large complex system, with integrated multidisciplinary knowledge to implement. The paper explores a new way of integrating big data insights with automated and assisted processes related to ITS. We show how innovation from China Si Chuan Province Traffic Management Bureau under our big data implementation to improve their business performance. With the new big data algorithm, we could predict drivers' behavior, and ultimately understand which factors are influencing the most. The architecture and implementation is thoroughly introduced in the paper, and we point out the future extension in the end.

This paper investigates the aspects of regional digital convergence, i.e. the capability of the use of Information and Communication Technologies (ICTs) among all people living in the peripheral areas of a country, in relation to the ICT applications into the transport sector, known as Intelligent Transport Systems (ITS). It also examines the interdependent relationships between the digital and physical accessibility. Firstly, the ICT infrastructures and their access via the households and enterprises set the conditions for the use of ITS. On the other hand, the expansion of transport networks and decentralization of transport flows can contribute to the widespread adoption of ITS and ICTs in general, and the higher specialization and diversification of digital services. These interactions are analyzed in Greece, through investigating the spatial allocation of public expenditure, at a regional level, for the Information Society and the transport sector, during 2000-2009. The findings indicate that the increased concentration of public investments in road projects in peripheral areas does not imply the bridging of the digital gap between the metropolitan areas (Athens and Thessaloniki) and the rest of Greece. The need for designing a comprehensive regional investment policy is suggested to jointly reinforce the digital convergence and physical accessibility.

The development of intelligent transport systems (ITS) is one of the most important areas in improving transport infrastructure in the Russian Federation, as this allows: to optimize the distri-bution of vehicle flows along the road network; improve road capacity through better traffic man-agement; increase the level of road safety and reduce the likelihood of accidents; improve envi-ronmental safety; Organize effective traffic management options for road accidents, as well as or-ganize activities that facilitate traffic management; Rationalize options for granting priority to different modes of transport. The creation of ITS is based on a system approach, designing ITS based on the integration of various systems. ITS design principles include modernization and reengineering of existing transport systems. However, the development of these systems has a num-ber of common problems for most regions, without which it is impossible to create an effectively functioning ITS.

Intelligent Transport Systems (ITS) work with information and control technologies providing the core of ITS functions. Some of these technologies like loop detectors are well known to transportation professionals. However, there are a number of less familiar technologies and system concepts that are keys to ITS functions. Although information and control technologies act as a technical core of ITS, human factors also remain vitally important and potentially very complex issues. The process of operating ITS is influenced by a number of random factors. Along with an assessment of dependence upon separate random factors, the classification of those in the whole hierarchical structure of operating ITS is presented. Statistical information on operating ITS is renewed and replenished in the course of time. With the growth of information amounts, the costs of storing them also increase. Therefore, the article presents relevant algorithms for obtaining required statistical assessments with the least statistical information. It is deduced that while modelling the process of operating ITS, an analytical description of random factors applying non‐parametric assessment is suitable.

An efficient and intelligent road traffic management system is the corner stone for every smart cities. Vehicular Ad-hoc NETworks (VANETs) applies the principles of mobile ad hoc networks in a wireless network for Vehicle-to-vehicle data exchange communication. VANETs supports in providing an efficient Intelligent Transportation System (ITS) for smart cities. Road traffic congestion is a most common problem faced by many of the metropolitan cities all over the world. Traffic on the road networks are widely increasing at a larger rate and the current traffic management systems is unable to tackle this impediment. In this paper, we propose an Efficient Intelligent Traffic Light Control and Deviation (EITLCD) system, which is based on multi-agent system. This proposed system overcomes the difficulties of the existing traffic management systems and avoids the traffic congestion problem compare to the prior scenario. The proposed system is composed of two systems: Traffic Light Controller (TLC) system and Traffic Light Deviation (TLD) system. The TLC system uses three agents to supervise and control the traffic parameters. TLD system deviate the vehicles before entering into congested road. Traffic and travel related information from several sensors are collected through a VANET environment to be processed by the proposed technique. The proposed structure comprises of TLC system and makes use of vehicle measurement, which is feed as input to the TLD system in a wireless network. For route pattern identification, any traditional city map can be converted to planar graph using Euler’s path approach. The proposed system is validated using Nagel–Schreckenberg model and the performance of the proposed system is proved to be better than the existing systems in terms of its time, cost, expense, maintenance and performance.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.
