Few things facing the U.S. meat industry in recent years have garnered more attention of economic researchers than food safety events, policies, and mitigation efforts. This dissertation has two main essays and themes focusing on both domestic and international food safety issues. Contributing new insights to this situation, the impacts of FSIS (Food Safety Inspection Service) recalls on consumer meat demand in the United States are estimated by a series of Rotterdam models in the first study using monthly grocery-scanner data. Multiple model specifications are employed to further assess effects across meat products and geographic regions. Recall variables are constructed separately as beef E. coli recall, beef non-E. coli recall, pork recall, and poultry recall variables to facilitate finer assessment of demand impacts. Results suggest beef E. coli recalls significantly reduce the demand for ground beef contemporaneously among most, but not all, regions in the United States. The ultimate finding of food safety effects neither being fully homogeneous nor entirely heterogeneous warrants appreciation. In order to protect domestic consumers and meat industries from potential food safety hazards, some member countries of the WTO implement sanitary and phytosanitary (SPS) measures as non-tariff barriers. The second study focuses on investigating the determinants of red meat trade patterns and associated impacts of SPS regulations. This analysis uses multiple product-level gravity equation models and PPML (Poisson Pesudo Maximum-likelihood estimators to overcome sample selection bias and heteroscedasticity and examine the trade relationship among other factors. Results indicate that, trade values of frozen beef and pork are significantly reduced by the implementation of SPS measures. Also, the spillover effects across meat products on trade were detected which provides essential information to the meat industry, policy makers, and trade representatives.

Testo completoThe main purpose of this study was to analyze the relationship between live cattle prices in Brazil and in Argentina so that both companies and government could have more accurate measures on the effects of Argentinas evolution of production and internal/external trade on Brazilian market. In order to achieve this goal a Vector Autoregression with Error Correction Model - VEC was elaborated taking into account the following set of variables a) live cattle prices in Brazil and Argentina (USD/kg); b) Exchange rate Euro/Dollar; c) wholesale beef prices in the European Union (USD/kg). The results indicated that a shock in live cattle prices in Argentina has a very low impact on Brazilian prices. On the other hand, shock in Brazils live cattle price, although small, is positive and higher than that caused by Argentinas shocks on Brazils prices. After the two first months, a shock of 1% in Brazils cattle price would cause an increase of 0,25% in Argentinean prices, indicating that a rise in cattle prices in Brazil is passed on to export prices, which would enhance the demand for Argentinean beef in competitive markets. Shocks on wholesale beef prices in the EU have a negative influence on Brazils prices, which corroborates the hypothesis that a rise in EU beef prices are usually explained by a reduction in imports for reasons others than market forces. The opposite behavior happens in the case of Argentina.

Testo completoThis study aims to analyze perspectives for production, exports, imports, prices, consumer surplus and producer’s surplus for bovine meat in MERCOSUR considering some scenarios of trade agreements, such as tariff reduction in multilateral level as well as trade agreements between MERCOSUR and other regions. It is used a spatial model using a Mixed Complementarity Problem (MCP), and to formulate it is necessary to estimate demand and supply functions for eleven regions that are determined in this work and spatially separated by transportation costs. Besides this cost, there are trade barriers that are represented in this study like tariffs. Using MCP it is maximized the welfare in eleven regions and it is obtained production, consumption, prices, trade flows, and the producer’s and consumer’s welfare level can be calculated, as well as the aggregate welfare level for each one of the eleven regions. Therefore, it is obtained the world bovine meat Actual Scenario, considering that this scenario is the basis for simulations of multilateral tariffs reduction and trade agreements between MERCOSUR and other regions to know what happens concerning the variables mentioned. With the results of Actual Scenario it is simulated four scenarios considering multilateral tariffs reduction and two scenarios of bilateral trade agreements. In the Actual Scenario MER and OCE regions are exporters and the others produce for their own consumption. Among these last ones, some are importers (NAF, ASE, CHI, JAP and CEI). When it is analyzed the MER producer’s welfare level, the free trade situation brings more gains for this category. The second best option for the MER producers is the scenarios with tariffs until 15%. Other options are: scenario with half tariffs, scenario with tariffs until 30%, bilateral trade agreement MER-JAP, and the situation with less aggregate gains for MER is the bilateral trade agreement MER-CHI. The aggregate welfare level in region MER goes at the same direction that MER producer’s welfare level. However, the MER consumer’s welfare level goes to the opposite direction, considering that the major losses for this group are in free trade scenario. If any level of free trade is implemented, the suggestion is compensatory public policy for the agents that are prejudiced.

Testo completoThe major objective of this work is to evaluate the effects of technical and sanitary measures introduced by the main world importers upon Brazilian poultry meat in the international market. The study associates the inventory analysis with econometric procedures to measure the impact of technical and sanitary measures upon Brazilian poultry meat exports. The impact of the measures is estimated using a gravity model constructed with disaggregated data about bilateral poultry meat between Brazil and its major trade partners for the period from 1996 to 2009. The gravity model is estimated with a fixed effects model and the results indicate that the impact of TBT and SPS measures upon Brazilian poultry meat exports is ambiguous. The results indicated that the existence of technical and sanitary regulations related to labeling might be stimulating trade of this product, while the presence of TBT and SPS regulations related to compliance appears to reduce the volume of Brazilian exports of poultry meat. In addition, the existence of prohibitive (and/or subject to quarantine) technical and sanitary measures may present a positive impact upon the traded volume of Brazilian exports of poultry meat. This result is relevant since it indicates the importance in considering different characteristics and content of regulations to analyze the impacts of TBT and SPS measures upon trade.
