Global trade in livestock products is expanding rapidly and significantly due to increase in consumer demands linked to growing educational and awareness of consumer, internationalisation of tastes and habits, developments in science and technology and improvements in communication and transportation. In this study, growth trend in the trade of livestock products in India during the last two decades was measured by fitting an exponential time trend of the form and measurement of Export Competitiveness of Indian Livestock Sector by using Nominal Protection Coefficient (NPC). From the results, the export of certain livestock products has grown in double digits, which indicates that focus on these products can help in earning more foreign exchange and strengthen the position of India in global livestock trade market. The import of dairy products, eggs, swine meat, poultry meat, natural honey, sheep and goat meat, hides/skin and processed meat has increased its rate from sub-period I to II due to rise in income and changes in dietary preferences have stimulated consumption of livestock products. The NPC value for dairy products was hovered around 1.5 to 2.5. The NPC of swine meat was 0.30 in 1993, which rose to 0.88 in 2011. The NPCs for poultry meat indicate that India has protected poultry sub-sector heavily or the international prices have been depressed due to price distortion in the world market. The NPC values for bovine meat indicate a high export potential, but these have witnessed an increasing trend, indicating erosion of its competitiveness. However, it still hovers around 0.50 and India has much leverage to expand its bovine meat export.

Resumo O artigo analisa a participação do Brasil no mercado mundial de carne bovina, atentando-se para a competitividade do país em relação à produção e exportação dessa commodity, entre o ano de 2000 e 2016, período de ascensão do país como um dos maiores exportadores de carne bovina. Avaliou-se a logística de exportação da carne a partir do território brasileiro, com a identificação dos modais, dos portos e mercados de destino. Apesar dos entraves existentes na logística de exportação e de enfrentar barreiras comerciais, conclui-se que o Brasil apresenta competitividade no comércio internacional de carne bovina, tendo ainda potencial para ampliar sua participação no mercado mundial. Abstract The article analyses Brazil's role in the global marketplace for beef, considering the country's competitiveness in relation to the production and export of this commodity between 2000 and 2016, the period of the country's rise to become one of the largest exporters of beef. The logistics of meat exportation from Brazilian territory were evaluated, including the identification of modalities, ports and destination markets. Despite the bottlenecks that exist in exportation logistics and in the face of trade barriers, it was found that Brazil is competitive in the international beef trade, with further potential to increase its participation in the global marketplace. Resumen El artículo analiza la participación de Brasil en el mercado mundial de la carne de vacuno, prestando atención a la competitividad del país en relación con la producción y la exportación de este producto, entre el año 2000 y 2016, período de crecimiento del país como uno de los mayores exportadores de carne de vacuno. Se evaluó la logística de exportación de la carne del territorio brasileño, con la identificación de los medios de transporte, puertos y mercados de destino. A pesar de los cuellos de botella existentes en la logística de exportación y de las barreras comerciales, se ha corroborado que Brasil tiene competitividad en el comercio internacional de carne, teniendo aún el potencial de aumentar su participación en el mercado mundial. There has been considerable growth in global meat trade recently in line with globally increasing population and changing diets. The paper analyses competitiveness patterns in global meat trade between 1989 and 2018. The article applies the method of revealed comparative advantages on global meat trade data and reaches a number of conclusions. First, results show top 10 countries in global meat exports and imports as well as most traded products. Global meat exports are dominated by the United States, Brazil and the Netherlands, whole main meat importers were Japan, Germany and the United Kingdom. The paper shows that global meat trade is highly concentrated by country and product but this concentration has decreased considerably in the previous 20 years. By analysing specialisation in global meat trade, a diverse picture becomes apparent where export positions and comparative advantages are not always moving together. Last but not least, Hungarian positions are also analysed in context throughout the paper.

Purpose The purpose of this paper is to provide an ex post econometric examination of SPS measures and their influences on red meat trade. Design/methodology/approach The authors conduct multiple new assessments to further assess the particular effects of specific SPS measures related to animal health, human health and maximum residue limits on red meat trade values. This finer assessment provides updated and more detailed insights into the marginal trade impacts of different SPS measures. Findings The current study sheds important light on the determinants of red meat trade. The economic conditions of destination countries and production capability of suppliers are key to determining trade values. Factors including personal income and exporters’ meat supply are identified as trade facilitators. Since the restrictiveness of SPS measures vary across beef and pork sectors, maintaining commodity-specific SPS measures is essential for accurate assessment of trade determinants. Originality/value This paper provides multiple contributions to the existing literature and more broadly the authors’ economic understanding on the increasingly contentious issue of global meat trade. Combined, this study yields several implications for food policy, trade negotiators and industry leaders given the growing role and surrounding controversies of trade in meat and livestock markets around the world. The authors further believe the paper would be of notable interest to fellow researchers consistent with the existence of a sizable published literature and ongoing debates in international meat trade.

SUMMARYIn 2008, a cow with marked gross lesions suspicious for bovine tuberculosis (bTB) was identified by meat inspection at home slaughtering in north-western Germany. Epidemiological investigations led to the identification of another 11 affected farms with a total of 135 animals which reacted positive to the skin test. Eight affected farms had been in trade contact with the putative index farm. While the source for the initial introduction remained unknown, it was shown that all isolates tested shared the same molecular characteristics suggesting a common source of infection. The findings demonstrate that bTB can easily be transmitted via animal trade and may remain undetected for years in herds in the absence of tuberculin testing. Hence, we believe that bTB surveillance should not rely only on meat inspection, but on a combination of both meat inspection and intradermal tuberculin testing.

Price transmission behaviour is used to model the impacts of different trade regimes; if this behaviour is not modelled correctly, the trade impacts can be either under- or overestimated. Due to the lack of elasticities of substitution pertaining to selected imported and domestically produced agricultural products in South Africa, ‘Armington’ elasticities, using quarterly data from 1995-2006 and three different models, based on the time series properties of the data, are estimated in this paper. Considering the long-run elasticity results, soyabeans (whether broken or not) and meat of bovine animals (frozen) are the most sensitive import products, followed by maize, meat of bovine animals (fresh or chilled), sunflower seeds, and wheat and meslin. Regarding the short-run elasticity, soyabeans are the most sensitive import product, followed by meat of bovine animals (fresh or chilled); meat of swine (fresh, chilled or frozen) is the least sensitive import product.

Few things facing the U.S. meat industry in recent years have garnered more attention of economic researchers than food safety events, policies, and mitigation efforts. This dissertation has two main essays and themes focusing on both domestic and international food safety issues. Contributing new insights to this situation, the impacts of FSIS (Food Safety Inspection Service) recalls on consumer meat demand in the United States are estimated by a series of Rotterdam models in the first study using monthly grocery-scanner data. Multiple model specifications are employed to further assess effects across meat products and geographic regions. Recall variables are constructed separately as beef E. coli recall, beef non-E. coli recall, pork recall, and poultry recall variables to facilitate finer assessment of demand impacts. Results suggest beef E. coli recalls significantly reduce the demand for ground beef contemporaneously among most, but not all, regions in the United States. The ultimate finding of food safety effects neither being fully homogeneous nor entirely heterogeneous warrants appreciation. In order to protect domestic consumers and meat industries from potential food safety hazards, some member countries of the WTO implement sanitary and phytosanitary (SPS) measures as non-tariff barriers. The second study focuses on investigating the determinants of red meat trade patterns and associated impacts of SPS regulations. This analysis uses multiple product-level gravity equation models and PPML (Poisson Pesudo Maximum-likelihood estimators to overcome sample selection bias and heteroscedasticity and examine the trade relationship among other factors. Results indicate that, trade values of frozen beef and pork are significantly reduced by the implementation of SPS measures. Also, the spillover effects across meat products on trade were detected which provides essential information to the meat industry, policy makers, and trade representatives.

O objetivo do presente trabalho foi verificar as relações entre os preços do boi vivo praticados na Argentina e no Brasil de sorte a que tanto empresas como governos possam ter medidas mais precisas do grau em que devem levar em conta os efeitos da evolução da produção e do comércio interno e externo da Argentina sobre o mercado interno do Brasil. Para tanto, foi elaborado um modelo de Auto-Regressão Vetorial com Correção de Erro - VEC que considerou as variáveis preço do boi no Brasil (US$/kg), preço do boi na Argentina (US$/kg); taxa de câmbio euro/dólar e preço da carne bovina no atacado da União Européia (US$/kg). Os resultados indicaram que efeito de choques nos preços do boi na Argentina em relação preço do Brasil é muito pequeno. Já o efeito de choques de preços do boi no Brasil sobre o preço na Argentina, embora pequeno, é positivo e superior ao impacto que os preços argentinos possuem sobre o boi brasileiro. Após os dois primeiros meses, um choque de 1% no preço no Brasil, levaria os preços argentinos a subir cerca de 0,25% indicando que possíveis aumentos de preços do boi no Brasil sejam repassados aos preços de exportação, o que causaria um aumento da demanda por carne argentina em mercados concorrentes, e conseqüentemente, por boi daquele país. Choques no preço da carne no atacado da União Européia impactam negativamente os preços no Brasil corroborando a hipótese de que os aumentos de preços na União Européia são geralmente puxados por redução das importações por outras razões que não as forças do mercado. Comportamento oposto é observado sobre os preços na Argentina.
The main purpose of this study was to analyze the relationship between live cattle prices in Brazil and in Argentina so that both companies and government could have more accurate measures on the effects of Argentinas evolution of production and internal/external trade on Brazilian market. In order to achieve this goal a Vector Autoregression with Error Correction Model - VEC was elaborated taking into account the following set of variables a) live cattle prices in Brazil and Argentina (USD/kg); b) Exchange rate Euro/Dollar; c) wholesale beef prices in the European Union (USD/kg). The results indicated that a shock in live cattle prices in Argentina has a very low impact on Brazilian prices. On the other hand, shock in Brazils live cattle price, although small, is positive and higher than that caused by Argentinas shocks on Brazils prices. After the two first months, a shock of 1% in Brazils cattle price would cause an increase of 0,25% in Argentinean prices, indicating that a rise in cattle prices in Brazil is passed on to export prices, which would enhance the demand for Argentinean beef in competitive markets. Shocks on wholesale beef prices in the EU have a negative influence on Brazils prices, which corroborates the hypothesis that a rise in EU beef prices are usually explained by a reduction in imports for reasons others than market forces. The opposite behavior happens in the case of Argentina.

Owing to the increase in urbanisation and disposable income, South Africa offers the food industry enormous growth opportunities. According to Louw, Jordaan, Ndanga and Kirsten (2008: 287), supermarkets have become vital role players in South African food consumption. Within this market, it is especially important to note that “preferences for high quality… foods are emerging” (Louw et al, 2008:288). This highlights the need to introduce superior quality foods to the South African food market. This study took this need one step further by asking the question, “is there a need for a high-quality foreign product in the South African market?” The primary objective of this study was to conduct a needs analysis to determine whether there is a need to introduce a selected foreign product into the South African market. The high-quality product chosen for this research is a meat product called PICK salami. In addition, the distribution channel that would be the most appropriate for the possible introduction of the product to the market was also identified in the study. To accomplish this, a relevant literature study was performed. To realise the research objective, a triangulated research approach was selected and a multiple-case study conducted. The units of analysis chosen for this study were the four major South African supermarket chains: SPAR Group Limited, Shoprite Checkers, Woolworths (Pty) limited and Pick ’n Pay Retailers (Pty) Limited. The data from this study was then analysed to determine meaningful results. From the research, it was concluded that there is a need for a high-quality meat product such as PICK Salami in South Africa and that SPAR Group Limited is the most viable distribution channel to use. Both South Africa and Hungary can benefit from such a business venture as gaps in the market can be filled and both countries can profit, despite the current global economic downturn.

In December of 2003, the U.S. Secretary of Agriculture announced the presence of Bovine Spongiform Encephalopathy (BSE) within a cow in the state of Washington. The announcement prompted the cessation of beef imports by the largest traditional beef trading partners with the United States, resulting in immediately realized losses to the U.S. industry. This thesis evaluates the short- and long-term impact this discovery and subsequent policies had on the global beef market. We utilize market share analysis to examine the loss realized by the U.S. over a 13-year time frame, then employ a log-linear gravity model with fixed effects to quantify the changes in global export and import values and quantities using a novel bilateral trade database spanning 16 years. We find that the policies implemented immediately on discovery of the single BSE case were often slow to be rescinded even though additional related cases of BSE were not found in the United States. We also find that the removal of said policies does not guarantee full reentry of U.S. beef products, even after a lag of several years. Finally, we find that both traditional and newly emerging suppliers of beef and beef products contributed to the slow reentry of U.S. beef within critical markets. The losses and implications of the aforementioned policies detailed within this thesis suggests a different approach be undertaken by regulators should another similar threat to the U.S. food supply emerge in the future.

O presente estudo tem por objetivo discutir as perspectivas para a produção, exportações, importações, preços e níveis de bem-estar (excedente do produtor e do consumidor) para o setor de carne bovina no MERCOSUL frente a alguns cenários de acordos comerciais, tais como de redução tarifária em nível multilateral bem como de acordos comerciais bilaterais entre o MERCOSUL e outras regiões. Foi utilizado um Modelo de Alocação Espacial formulado como um Problema de Complementaridade Mista (PCM), e para sua construção primeiramente é feita a estimação das funções de oferta e demanda de carne bovina para as onze regiões determinadas na dissertação, que são separadas espacialmente pelos custos de transporte. Além desses custos, existem as barreiras comerciais, aqui representadas pelas tarifas. O nível de bem-estar é maximizado nessas regiões e se obtém produção, consumo, preços, fluxos comerciais e se pode calcular os níveis de bem-estar dos produtores (EP), dos consumidores (EC) e o nível de bem-estar agregado para cada uma das onze regiões. Dessa forma, obteve-se o Cenário Atual mundial de carne bovina, sendo que a partir desse cenário base são feitas simulações de redução tarifária multilateral e de acordos comerciais entre o MERCOSUL e outras regiões para se analisar o que ocorre com as variáveis já mencionadas. A partir do Cenário Atual foram simulados quatro cenários de redução tarifária multilateral e dois cenários de acordos comerciais bilaterais. No Cenário Atual as regiões MER e OCE são exportadoras e as demais produzem para consumo interno e dentre estas algumas são importadoras (NAF, ASE, CHI, JAP e CEI). Quando se analisa o nível de bem-estar dos produtores de MER, o livre comércio é o cenário que mais traz benefícios a esses agentes. A segunda melhor opção para os produtores de carne bovina de MER seria a imposição de um teto de 15% nas tarifas de importação de todas as regiões. As outras opções seriam, ordenadas a partir daquelas que trazem maiores benefícios para as que trazem menores, o cenário de tarifas à metade, o cenário do teto de 30%, seguido do cenário de livre comércio MER-JAP e por fim o cenário de livre comércio MER-CHI. O nível de bem-estar de todos os agentes na região MER (produtores e consumidores), denominado excedente total ou ET, encontra-se na mesma direção que o nível de bem-estar dos produtores. Entretanto, o nível de bem-estar dos consumidores na região MER no cenário de livre comércio diminui em relação ao cenário atual, sendo necessárias políticas públicas compensatórias aos consumidores de MER no caso de implantação de redução tarifária.
This study aims to analyze perspectives for production, exports, imports, prices, consumer surplus and producer’s surplus for bovine meat in MERCOSUR considering some scenarios of trade agreements, such as tariff reduction in multilateral level as well as trade agreements between MERCOSUR and other regions. It is used a spatial model using a Mixed Complementarity Problem (MCP), and to formulate it is necessary to estimate demand and supply functions for eleven regions that are determined in this work and spatially separated by transportation costs. Besides this cost, there are trade barriers that are represented in this study like tariffs. Using MCP it is maximized the welfare in eleven regions and it is obtained production, consumption, prices, trade flows, and the producer’s and consumer’s welfare level can be calculated, as well as the aggregate welfare level for each one of the eleven regions. Therefore, it is obtained the world bovine meat Actual Scenario, considering that this scenario is the basis for simulations of multilateral tariffs reduction and trade agreements between MERCOSUR and other regions to know what happens concerning the variables mentioned. With the results of Actual Scenario it is simulated four scenarios considering multilateral tariffs reduction and two scenarios of bilateral trade agreements. In the Actual Scenario MER and OCE regions are exporters and the others produce for their own consumption. Among these last ones, some are importers (NAF, ASE, CHI, JAP and CEI). When it is analyzed the MER producer’s welfare level, the free trade situation brings more gains for this category. The second best option for the MER producers is the scenarios with tariffs until 15%. Other options are: scenario with half tariffs, scenario with tariffs until 30%, bilateral trade agreement MER-JAP, and the situation with less aggregate gains for MER is the bilateral trade agreement MER-CHI. The aggregate welfare level in region MER goes at the same direction that MER producer’s welfare level. However, the MER consumer’s welfare level goes to the opposite direction, considering that the major losses for this group are in free trade scenario. If any level of free trade is implemented, the suggestion is compensatory public policy for the agents that are prejudiced.

O principal objetivo deste trabalho é avaliar os efeitos das medidas técnicas e sanitárias introduzidas pelos principais importadores mundiais sobre o acesso da carne de frango brasileira no mercado internacional. O estudo associa a análise de inventário com procedimentos econométricos para mensurar o impacto das medidas técnicas e sanitárias sobre as exportações brasileiras de carne de frango. O impacto das medidas é estimado utilizando um modelo gravitacional construído com dados desagregados do comércio bilateral de carne de frango entre Brasil e seus principais parceiros comerciais para o período de 1996 a 2009. O modelo gravitacional é estimado através do modelo de efeitos fixos e os resultados indicam que o impacto das medidas TBT e SPS é ambíguo sobre as exportações brasileiras de carne de frango. Os resultados indicaram que a existência de regulamentos técnicos e sanitários relacionados à rotulagem pode estar estimulando o comércio desse produto, enquanto que a presença de exigências TBT e SPS que envolvem conformidade parece reduzir o volume das exportações brasileiras de carne de frango. Adicionalmente, a presença das medidas técnicas e sanitárias de natureza proibitiva/quarentenária pode ter impactado positivamente sobre o volume das exportações brasileiras de carne de frango. Trata-se de um resultado relevante por indicar a importância de se considerar as diferentes características e conteúdo dos regulamentos para analisar os impactos das medidas TBT e SPS sobre o comércio.
The major objective of this work is to evaluate the effects of technical and sanitary measures introduced by the main world importers upon Brazilian poultry meat in the international market. The study associates the inventory analysis with econometric procedures to measure the impact of technical and sanitary measures upon Brazilian poultry meat exports. The impact of the measures is estimated using a gravity model constructed with disaggregated data about bilateral poultry meat between Brazil and its major trade partners for the period from 1996 to 2009. The gravity model is estimated with a fixed effects model and the results indicate that the impact of TBT and SPS measures upon Brazilian poultry meat exports is ambiguous. The results indicated that the existence of technical and sanitary regulations related to labeling might be stimulating trade of this product, while the presence of TBT and SPS regulations related to compliance appears to reduce the volume of Brazilian exports of poultry meat. In addition, the existence of prohibitive (and/or subject to quarantine) technical and sanitary measures may present a positive impact upon the traded volume of Brazilian exports of poultry meat. This result is relevant since it indicates the importance in considering different characteristics and content of regulations to analyze the impacts of TBT and SPS measures upon trade.

Abstract Transboundary animal diseases (TADs) are highly contagious epidemics with the potential for very rapid spread, causing serious economic and sometimes public health consequences while threatening farmers' livelihoods. TADs often cause high morbidity and mortality in susceptible animal populations. Some TADs are also emerging infectious diseases, food-borne diseases and/or zoonoses: these are covered in other chapters. This chapter covers those high-impact, highly contagious animal diseases, such as foot-andmouth disease (FMD), that do not infect humans but do affect food and nutrition security and trade that the International Livestock Research Institute (ILRI) has been working on since the 1990s. These are: African swine fever (ASF), mycoplasma disease (both contagious bovine pleuropneumonia (CBPP) and contagious caprine pleuropneumonia (CCPP)), peste des petits ruminants (PPR) and Newcastle disease (ND). Other TADs, which were to a lesser degree the focus of ILRI research, are briefly mentioned (including FMD, classical swine fever (CSF) and rinderpest).

The article assesses which countries in the world are most suitable for export such goods as aluminum, steel, cheese, and meat from the European Union in the context of the European Union – US trade wars. The theoretical study is designed to identify factors that promote the export and import of goods and to identify factors that can be used for further multicriteria research. An investigation using multi-criteria methods, EDAS, TOPSIS and SAW, revealed alternative export countries in the context of the EU-US trade war. The calculated RCA index showed the competitiveness of the analyzed products: aluminum, steel, cheese and meat in the selected countries. Another step was a forecast of exports of the analyzed goods and also was made conclusions to which countries are most suitable to export aluminum,steel, meat, and cheese in the context of the European Union-US trade war.

Crushed animal waste, given the trade name Biomal, has successfully been combusted in Fluidized Bed Boilers with low emission data. About 500 tons of Biomal were co-combusted in full scale tests in commercial boilers with wood chips, peat and sorted municipal waste. The mixing ratios varied between 30% and 65% depending on the fuel mix. In order to minimize the spread of BSE-infection among cattle a new EU legislation became effective in October 2000. This regulation stipulates that animal waste such as carcasses and SRM (Specific Risk Material) from slaughterhouses has to be destroyed by combustion. The company Konvex AB, which in Sweden is responsible for taking care of this type of animal waste, has together with S.E.P. (Scandinavian Energy Project AB) developed a cost effective concept for using animal waste as a fuel without first processing it into fat and meat meal. The Biomal fuel has been continuously co-combusted for 7 days in a 12 MWth bubbling fluidized bed boiler and for 3 days in a 40 MWth circulating fluidized bed boiler with very good operating performance. During the test periods ordinary emission data such as CO, SO2, NOx, TOC etc. as well as specific compounds such as Dioxins and heavy metals were measured recorded. All data including operating parameters in the EU regulation for co-combustion of waste, EU 2000/76/EG, were met. The CO-levels were below 50 mg/m3n and the TOC-levels were most of the time undetectable and well below 10 mg/m3n. • Despite a much higher nitrogen content in the Biomal fuel compared to wood chips the NOx-emissions were unaffected or in some chases reduced by up to 50% while firing Biomal. • No increased Dioxin emission where measured.

Although consensus has not been reached regarding the most efficient mechanism to curb anthropogenic greenhouse gas emissions, rising concern over the consequences of global climate change and consequent shifts in public and political sentiment suggest that carbon legislation will be instituted in the US in the near future. The recent climate change bill passed in the House of Representatives titled The American Clean Energy and Security Act of 2009 (HR 2454) includes provisions for a cap-and-trade system intended to reduce the nation’s greenhouse gas emissions 83% by 2050. Consequently, it is likely that some means of carbon pricing will take effect that will make it more expensive to emit greenhouse gases. In a carbon constrained economy, it will become increasingly important to consider every stage of food production and consumption in order to evaluate the potential opportunities for emission reductions. This analysis uses Life-Cycle Assessment to estimate the social cost of food production by quantifying the associated negative externalities under a range of potential carbon prices, using meat and grain as examples. It concludes that 0.42 and 16.0 kg of lifecycle CO2e are embedded in 1 kg of grain and beef production, respectively. Consequently, the marginal cost associated with the emissions caused by grain production under a carbon price range of $10 and $85 per t CO2e is estimated to be between $.004 and $0.036 per kg of grain. By comparison, the estimated marginal cost associated with beef production over the same range of carbon pricing is $0.16 and $1.36 per kg of beef. Considering that the US produces 12 billion kg of beef per year, this range indicates that the carbon cost of beef production alone might fall anywhere between $1.9 and $16.3 billion per year, depending on whether and how a carbon price is applied. This uncertainty and potential carbon price could significantly impact the cost of carbon-intensive foods.
